1. Call to Order - Upon announcement by the presiding officer that a quorum is present, the meeting will be called to order. The presiding officer will verify that the meeting has been duly called and notice of the meeting has been posted for the time and manner required by law.
Today is Monday, April 20, 2026, and the time is 5.01 p.m.
Dr. Gorgorski, will you verify that we are in compliance with the provision of the Texas Open Meetings Act with regard to notice for this meeting?
Mr. Redmond, I do confirm we're in compliance with the provisions of the Texas Open Meeting Act for our meeting tonight.
And we are about ready to do some Pledge of Allegiance, and we have a special guest out there,
and that would be Ty Denny, a fifth grader over at Boudinie.
I see the whole Boudinie staff has made their way.
But Ty, hold off a few minutes because I'm going to read a lot of stuff first, okay?
So almost time for you to come up.
Almost.
I won't let you down.
But I see the Boudinies out there.
I see Principal Asha Branner out there and family and a parent named Young Denny.
Student special interests.
Let's talk about that first.
Ty is interested in physics and enjoys the Drive CSX simulator video game when he gets to experience G-Force.
He hopes this will prepare him to become an astronaut someday.
Maybe you picked the right night to be here with robots.
I don't know.
That's exciting.
exciting. Favors subject science and math and which connect to his future in interest in physics.
From Mrs. Richards, the school counselor, Ty is an exceptional young man with a kind heart,
a curious mind, and a brave spirit. He approaches learning with joy and wonder and it has been so
special to watch him grow this year. We are incredibly proud of his resilience, perseverance,
and the remarkable young man he is becoming. And from Mrs. Mendoza, fifth grade teacher,
Ty is a very inquisitive student who often times dreams of achieving goals of
continuing his future studies in physics and science. His passion for knowledge
around the ideas of motion and physics is often seen in his explanation of his
own science reading and interest. Because of his interest in science he will often
share his knowledge with other peers. As his teacher I really enjoy teaching and
helping to develop Ty's young mind to expand through inquiry based learning at
Boudin. So but before we bring Ty up over here on my left is a whole bunch of kids
from the Ty's Junior High Chamber Orchestra who will be performing the
National Anthem for us tonight. Principal Tara Haworth, we've got the
Ty's Chamber Orchestra led by music directors Brianna Porter, Jessica Capshaw
and Carissa Williams and with us tonight Julia Vu, Michelle Lee, Yunyi Jin, Charlie
Wang, Delaina Tang, Ivory Bai, Varsha Chattopadhyay, Tomas Cetovic, Emma Capshaw,
Nora Lee Tabor. And a quote from our music director, tonight we are proud to
feature some of the student musicians from Tice Junior High Chamber Orchestra.
This ensemble has shown outstanding dedication to musical excellence.
Earlier this year they earned first place at the National Orchestra Festival
at the ASTA convention in San Francisco, an incredible achievement. Their hard
work and commitment have truly paid off and their directors could not be prouder.
So with that let's start with our Pledge of Allegiance.
I pledge allegiance to the flag of the United States of America, and to the Republic of
of which it stands, one nation, under God,
and invisible, with liberty and justice for all.
Honor the Texas flag.
I pledge allegiance to the Texas,
one state, under God, one and invisible.
Thank you.
Thank you.

You can come on back up to the podium and share those.
at this time thank you
good evening president redmond board members and superintendent
dr grigorski my name is ty denny and i am proud to be a
fifth grade student at alfred and anne budney elementary
school. I love my school because it is a place with great teachers like Miss
Mendoza. She helps me with things that I did not always think I could do. I like
improving my reading skills so I can learn more and enjoy stories
stories even more. She has also helped me learn about things like ecosystems because it helps me
understand how the world works and how living things depend on their environment. Since our
school just opened in August, it has been exciting to be a part of a brand new community and it helps
make it such a great place to learn. This opportunity means a lot to me because my
mom is one of the teachers at our school. It is very special that we both get to
be part of the school and family together. My mom works very hard and
takes great care of me. She recently earned her master's degree from University of Houston,
Victoria. As a single mom, she is a hero to me and many others. She has taught me to never give up
and keep persevering. I am also thankful for my keys mentor, Pastor Eric from the Kingsland
Baptist Church. He encouraged me every week and helps me feel brave. I am
grateful for the people at my school who cares about students and help us grow
each day. I love my school because it is more than just a building. It feels like

3. Recognitions
for the recognitions portion of our meeting.
Good evening President Redmond, Trustees and Superintendent Grigorski.
Tonight we honor and recognize the immeasurable impact of our educators who teach and guide
all students as well as shape our community. Their dedication and patience
helped to instill in children a lifelong love of learning. Tonight we have a
special presentation from the City of Katy and at this time I'd like to
welcome forward City of Katy Mayor Dusty Thiele along with Mayor Pro Tem Chris
Harris and council members Roy Robertson and Paula Taylor who have joined us
tonight to present a proclamation in honor of Teacher Appreciation Week.
All right, Superintendent Grigorski, President Redmond, School Board Trustees,
thank you for having us here. This is a very special for all of us that are
standing up here because we all have some relationship with teachers. Both my
parents are retired Texas public school teachers. Mayor Pro Tem Harris, both
Both his parents are retired school teachers, and his mother is actually a school board trustee in Navasota.
We have Rory Robertson here today, Councilmember Robertson, which is pretty apropos that he's here tonight
because he teaches at Tice Junior High, and we had their orchestra here.
So it was great.
They didn't know he was coming.
I wanted him to sing, but he wouldn't stand up and do it.
Then we have a very special one here.
This is our new councilmember.
This is Paula Taylor, and she actually is 30 years at Katy High School,
taught both my girls in that school so we're really proud of her here today too
so anyway it's an honor and a privilege for us to be here tonight recognizing
school teachers this proclamation is for teacher appreciation week oh before I
get started I did screw up one thing we also have a couple of wives that teach
school at Katy ISD we have Becky Rory's wife that teaches at Faldon and then we
And we have Danielle, Chris's wife, at Bethke.
So, I mean, it's all in the family here tonight.
So anyway, this proclamation is for Teacher Appreciation Week, May 4th through May 8th, 2026.
Whereas teachers play a vital role in shaping not only the knowledge,
but also the character and future of their students,
ensuring every child has the opportunity to succeed through the power of education.
Whereas educators dedicate countless hours to planning meaningful instruction,
fostering safe and nurturing learning environments, building strong connections
with families and communities, collaborating with peers and
continuously improving their practice. Whereas teachers routinely go beyond
their professional responsibilities serving as mentors, leaders, coaches and
sources of inspiration to those they teach. Whereas teachers spark curiosity
and a love of learning through engaging challenging and thoughtful classroom
experiences and whereas the city of Katy proudly acknowledges educators vital
role in fostering curiosity building confidence and preparing students for

We're grateful for that proclamation.
At this time, I'd like to introduce Damon Archer, Executive Director of Fine Arts, for our next recognition.
Good evening, President Redman, Board, and Dr. Gorski.
The UIL State Instrumental Chamber Music Competition finals were held on March 28 at the Wilhelm Center for Performing Arts in Bastrop, Texas.
This contest includes two divisions, Strings and Winds.
Ensembles from across the state submit recordings, and only the top 10 ensembles from each division are selected to compete at the live state championship finals round.
Each ensemble performs 15 to 20 minutes of music and the adjudicators determine the final ranking.
This year, the Jordan High School NJZ String Quartet earned first place and received the gold medal in the string division for the 2026 UIL State Instrumental Chamber Music Competition.
With the members of the NJZ String Quartet, Nathan Hsu, Zachary Lim, Ella Nhu, Jacob Jang, and Orchestra Director Kyle Davis, and Principal Ethan Crowell, please come forward to be recognized.
Thank you.
Thank you.
As they're going back to their seat, over the past two years, KDISD has earned 12 out of the possible 20 performances in the string division in the finals round.
In addition, KDISD also won the silver medal this year.
And last year, we won the gold, silver, and bronze.
bonds. So for the past two years, KDISD has won five out of the six possible state medals.
This level of achievement is a direct product of the high level of TEKS-based instruction
provided in the classroom daily. Congratulations again to Jordan NJZ String Quartet and all
the students and string educators on this amazing accomplishment.
Thank you, Mr. Archer. This concludes our recognition portion for this evening's meeting, and I'll now hand it back over to President Redmond for the Jordan High School recognition.
Thank you, Mr. Webb. Well, as part of our ongoing practice this school year, recognizing each of our 10 KDISD high schools, tonight, trustees are proudly wearing golden yellow and black of Jordan High School to honor the campus's impressive achievements.
trustee mr. James cross fulfills the important role as board liaison for

And do we have any scouts in the audience tonight?
We've got one back here, two.
Are you working on any badges?
Would you like to share your name and tell us what you're working on?
You can come up to the podium real quick.
Oh, you don't have to yell.
My name is Payne Carringer.
I'm a life scout in Troop 230.
And currently I'm working on my Eagle Scout project.
I'm trying to set it up.
and what I'm looking forward to do for that is trying to do something for the
robotics team I'm also currently working on I'm the currently the chaplains aid
for troop 230 so I pray for the troop and I also do certain things like
vespers so thank you thank you very much my name is Drake Eringer and I'm also in
troop 230 and I'm working on my first class rank I'm just getting sign-offs
right now that's been it i'm looking for a leadership opportunity as well all right thank

All right, thank you all for being with us tonight.
4.1 Academic Presentation - Shaw Center/Robotics: Blending Cutting edge Technology with Innovation
We'll now be moving on to,
we're doing something a little bit different tonight because we have robotics teams here.
We're doing a presentation and then we'll be doing open forum after that.
So if you're a pro at board meetings, this is a little different.
But I'd like to invite Steve Adams, our facility coordinator at the Robert R.
Shaw Center for STEAM as he does a presentation tonight on the blending the
cutting-edge technology with innovation
members of the board and dr. Gagorski my name is Steve Adams and I serve as a
facility coordinator for the Robert R Shaw Center for STEAM thank you for
giving us the opportunity tonight to present what we do at the Shaw Center
Our mission is to inspire students to pursue STEAM subjects and careers.
We provide field trip experiences for every single third grader in the district and every
single seventh grader in the district.
We offer family STEAM nights, STEAM summer camps, and as you'll see later, we provide
a dedicated space for our robotics teams to build and practice.
Before I get to our big news, I'd be remiss if I didn't express my gratitude to my coworker,
our instructional specialist, Liz Detloff.
She has done a phenomenal job running our field trips, our family steam nights, our
summer camps.
They reach thousands of students every year.
She just puts it all together.
So I wanted to acknowledge Liz Detloff.
Also, we appreciate Cindy Shaw, our namesake.
She's there with us on every field trip and helping us out, so I want to acknowledge Cindy Shaw as well.
So, our big news is our new addition is now open and fully operational, and it's all thanks to you and the bond and your support of it, and we greatly appreciate it.
We're very excited to have it.
We now have more space for the robotics teams to build and work.
work. Seventh graders who come to us on field trips, most of them used to only get to come
for half a day. Now they can come for a full day every single seventh grade.
large elementary schools that used to have come on two days can come on one day which frees up our
calendar for to disturb more students on the other days and we're almost doubling our summer camp
offerings because of it so we are very very excited to have that so tonight I wanted to
present just a short video so you get an idea kind of what the new space looks like and what we're
doing with it and afterward the really the the big deal tonight is to get to hear from our robotic
students and to hear from one of them speak about her experience and then they're going to show you
their robots so it's always an exciting time so here's a little video of our new expansion area
They're supposed to be sound.
All the stuff on the side.
All right.
All right.
All right.
So I can add Lib here.
Yeah, so here I'm saying thanks.
We have a new garage area and our robotics teams built these two tables for us.
And we worked with the grant department and they provided us like three or four really big machines that are coming.
One of them is arriving this week, a CNC machine, a mill.
So these robotics clubs are going to have more to work with.
So that's one part of our new expansion is our garage area.
and then the big part is that we have four new bays so that's one of the bays
right there we have bays 9 10 11 and 12 we have one bay for every high school
robotics team and there I am.
So for example students from Exley Elementary today are building Lego Ferris wheels in bay number 10 in our new area.
We're excited to share that we also have a new classroom space designed for flexible,
collaborative learning.
Today, it's being used during this field trip by the Texas Wildlife Association to teach
students about Texas wildlife and their unique adaptations.
Don't touch that, don't touch that.
This is a regular vehicle, it's not for you.
You didn't touch that.
You didn't touch that.
There you go.
There you go.
That's a race car.
That's a race car.
Why would you put a wheel on the outside of your vehicle?
So thank you KDISD school board for supporting this important project.
Of course you're invited to visit us anytime for a field trip, summer camp, or an evening
robotic practice. So tonight it's time now to hear from our robotics students.
Just this weekend six of our robotics clubs went to the state championship.
Four of those teams made the playoffs and did very well.
Cinco Ranch, Kryptonite, and our rookie team, Freeman High School Golden Eagle
Mechanics, qualified for the world competition at the end of this month.
All of the teams did a great job.
Lucy Eben from Cinco Ranch High School is here to talk about her robotics
experience. After that, each team will share a few words about the robot.
Thank you Mr. Adams and good evening board.
My name is Lucy Evan and I'm a senior at Cinco Ranch High School and the president of Kryptonite
Robotics.
I've been a member of FIRST Robotics for four years.
One of the organization's slogan is, FIRST is more than robots and I would like to personally
attest to that.
This year I was a design lead for our robot's intake mechanism which picks up balls from the field and brings it into our robot.
I used to think that I definitively worked better on my own, but I remember when my design partner and I finished our first full prototype and it worked.
And how unexpected it was having that success feel so much more satisfying having shared in the effort with another person.
Robotics has made me optimistic about what I'll be able to accomplish in the future working with others.
I've also become highly proficient in computer-aided design.
I had learned fundamentals in trainings led by other kryptonite students over the summer,
but nothing in a classroom compares to the project-based learning that is an FRC season.
Additionally, robotics has offered me valuable public speaking opportunities.
My sophomore and junior year I was a presenter for the first Impact Award and that was my first formal speaking experience.
This year as president I frequently address large groups of students, teammates, and adults and have grown confident doing so.
Another thing I appreciate about this program is the freedom we have as students to make it our own.
My junior year I got to design Kryptonite's new round of STEAM craft kits,
which we distribute in batches of hundreds to local elementary schools.
This summer I worked with the visual media team to revamp our recruitment
process and we tripled our number of new recruits from 13 to 40 compared to the
previous year. In the fall our officer team organized the most
successful round of community outreach programs Kryptonite has held in years.
This fall I will study electrical and computer engineering at Carnegie Mellon University.
The skills I've gained in FIRST will serve me well there, I'm confident, and in my future career.
But for now, I think I speak for many of my teammates when I say I live for kryptonite,
and a thousand times over, robotics has been my favorite part of high school.
So thank you for supporting this program, and I look forward to seeing how KDISD carries forward the legacy in years to come.
Thank you.
Thank you, Lucy. If the representatives from the teams could stand around the
robot and then each of you can say a word about your robot or... It really is a
pleasure to watch these students work at night. It's incredible.
I think we're going to start with our, well, maybe we'll start with,
Thank you.
Thank you.
And it really just shows that everything takes intent and everything that you put together
as a team takes thoughtful planning and effort and I couldn't have done it on my own for
for sure. So this is the best experience I possibly could have had for this team-based,
project-based learning.
Good evening, board. I'm John Patel. We're from Golden League Mechanics, the
Freeman High School's robotics team. Freeman High School, yeah. This is our first year
and this is our first robot we've made. And we spent a lot of time designing it and a
lot of help from kryptonite and jordan uh thanks a lot for your guys help couldn't do it without you
and we've designed it based on a car design from nasa that they helped us make and yeah
uh good evening board we're from jordan high school's robotics team golden warriors robotics
This is our fifth year competing and throughout this year we've made the most progress from a manufacturing standpoint, from a design standpoint.
And this year we've made the most changes to our robot throughout the season as well, like our extending hopper over here and our new intake.
Hopefully we continue to, you know, progress at a rapid rate. Thank you.
you. Hello board we're from Maid Creek High School team 6488 Roborams. This is our bot year.
We went through a couple design iterations but we did end up having a couple problems along the way
like either the bot being too large and we had to remake it but really robotics it's an amazing
thing. We have a lot of fun being able to work with other teams and be able to help each other
out throughout the year. It's probably honestly my favorite thing of high
school. It's a lot of fun. Good afternoon board. I am Trey Rodriguez from Team 2082
from Water Range High School. This is our bot Discovery. Now our bot Discovery went
through a lot of modification throughout the build season. One of the key things
that we did change during the season before our first competition would take
take off our intake as we chose to instead focus on a defense route rather
than often draw that most other teams do take we felt like that would be where we
were most valuable and in our second competition we feel like we did prove
that making it all the way to fifth place in playoffs yes good evening board
we're the Robo Spartans from Seven Lakes High School we've been a robotics
competition team since 2013 and this is our robot netherite this past year we
made playoffs at state competition and one of the great things I'd like to
highlight about robotics is how every single part of the robot works together
we have a total of five departments on our robotics team ranging from CAD
programming and actually assembling the robot to machine the parts everything
comes together to make a great quality product that competes at our
competitions and displays the excellence that we show in engineering thank you
Thank you very much.
Hello, my name is Sathvik and I'm from Team 5427 from Steel Talons and this is a robot
Mac.
One thing I'm really proud of for our robot is the fact that we have improved a lot over
the season and on top of that, I feel like robotics has taught all of us on the team
essential engineering principles and has also taught us the first principles of being a
a good person in general.
Thank you.
That concludes our part.
If the board has questions,
robotic students, thanks for presenting.
You can go ahead and sit down.
Thank you, board.
Do you have any, does anyone have any questions?
Hey, you.
Where's the world gonna be at?
at the George R Brown Convention Center is it real what days are those it is
April 29th to May 2nd April 29th yeah a second they typically start on a
Thursday like in the afternoon and then the playoffs are on Saturday Saturday is
an exciting day but anytime in between there and it's free and it's really
incredible 600 teams from around the world okay so I didn't get to make it
last year because we had family events going on at the same time i'm bound and determined to make
it this year april 29th i cannot wait to come and see you guys compete i am stoked to come and do it
so i just want to say um i have been to the robotics practices several times and the dedication
that the parent volunteers give to these kids is unmatched i mean these are industry leaders that
that stepped out, either they are full-time working
and they are still dedicating their time, their energy,
and their talents to these kids, or they're retired
and they're still giving.
They don't have kids in the schools anymore,
but they did a lot of times.
It's incredible to come up there and to see what you guys are doing
at the Shaw Center with your robotics teams
and seeing how well your robotics team and your leads speak.
You're so well-spoken, and I feel very, very confident
confident in our future with you guys being the leaders of that.
Genuinely, I do. So thank you parents for what you give and what you do for these kids.
It makes a huge, huge difference. And thank you teens for putting in the effort and the
time that you give to this endeavor along with the respect and the teamwork that you
show to one another and to the parents that are out there with you. You guys are absolutely
amazing and I am proud to be able to come and watch you guys and to cheer you
on
you see me I just wanted to say I love how the teams work together and I got to
witness it at practice in the evenings but also love tonight I thought it was
so just warmed my heart to hear I think it was Freeman high school thanks some
some of the other teams.
And that just fosters environment more and more
when we're thankful for one another
that we can accomplish so much more together.
I think our president of Singo Ranch,
she said that very well tonight as well.
But I just really am encouraged by how
young people would stop to give gratitude to others.
I think it's very, a great skill in addition to the science
and the math that you all have a great mastery of,
that is a personal component that will take you very far in life and I just
wanted to say thank you to the teams that collaborate and in and that we
provide an environment where that is encouraged so thank you students for
working together
mr. president I just want to say thank you very much for the presentation I
love coming out there to visit you all and I think that the two other trustees
who spoke before me said said it all really and I just wanted to just also
thank you very much and and the community for the support of our bonds
actually to be able to make these things possible for our students thank you
okay I think one of the words that I learned years ago at Cinco was with
first was cooperation if I remember that correctly and and I love that word
because it you know it's the competition and cooperation and and miss Timmy said
that as well you know that I love that they they help each other out and I've
been to many many competitions over the years and have absolutely been amazed by
what I've seen with the kids and and the adults and and I would reiterate to this
This cannot happen without the adult help.
And, oh, man, it is beyond incredible.
So I'm another huge fan of the whole program.
And so just wanted to throw that in.
Ms. Fox?
Mr. President, thank you.
So Mr. Adams, as I'm getting ready to start my final year as a school board member, I'm
remembering all the things.
It's always hard to look back, right, when it's coming to an end.
And I remember when you were the technology guru that would come to Creech Elementary
and help us all figure out what the newest technology thing was.
And I thought you were so smart and so talented then.
And I've watched your path just take off.
And what you do at the Shaw Center impresses me so much.
Every time I'm there and the amount of things that you just don't say no.
You just say, like, how can I help and what else?
Yes, and is your motto.
and I'm just so appreciative of you and the leadership that you have and I know
the hours and hours and hours that are not anywhere near eight to five right
that you are eight to four where you you spend and opening the Shaw Center so
that our robotics with young people to call y'all boys and girls because you're
just acting so professional.
And I appreciate that.
And when the Shaw Center came into existence
because of you two.
Because of...
That wrote Kryptonite was kind of who we knew.
and you would bring them once a year to come here and you invited us to come to
your dinners and and to show off and all that and it was like you were operating
out of a strip center someone's garage and when you outgrew that you had to
rent a place in the strip center I was getting my nails done and I walked next
door and I was like it's kryptonite so I went in and saw your tiny cramped space
and and you know mr. Fraley loved it as well and and Robert Shaw loved robotics
right as an engineer he loved robotics and it's just so stinking impressive to
see what you all can do in your free time I mean it's year after year and
And when you said 26 years, I was like, what?
So I'm finishing my 20th year here.
But I remember from the beginning all of that
and how it all just grew.
And we're just prouder and prouder.
KDSD is known for their robotics.
You all slay at every competition.
And we're grateful to, how long have you all been volunteering?
30 years.
20 plus, right?
And no children, you don't have any children on the team anymore?
No, just...
We have a grandchild without the instructions on YouTube.
Oh, there they are.
Oh, that's so great.
so that whole full circle thing of when children love what they do and we
collectively at this day us and with the superintendent find a way to expand on
it so that they can reach their full potential is why we all signed up to say
yes to be here and it's the joy of the job and I'm just so thrilled it's so
so good. And so I love you all. So proud of you. And Mr. Adams, I almost called you Steve. Sorry.
Mr. Adams, I do have a couple of questions. So I've seen the expansion. It's fabulous.
And now you have room to have two of those dome things. Yes. Do you see how
students, are you very impressed with Mrs. Fox's technology lingo dome things?
that shows the space and all those things.
Those children love that, but they only had one.
And so did that come through a grant?
Is that my understanding?
Can you describe it better than I do?
Yeah, the grant finance department has provided so many things
for our field trip programs.
One of them is these planetariums.
So they're 12 foot high and they're big.
And you walk in there, you feel like you're in space.
and we now have two when we have a let's say we have 270 seventh graders when we
only had one you just couldn't get them through that so we needed to so that
every single KDSD student in third grade and seventh grade has the opportunity to
go and experience a planetarium see the stars that kind of thing I love it I
would I was trying to think my favorite thing and I just can't you know I love
those rocket things they do i love the ferris wheels what i mostly love is seeing students like
so excited to be there and like please don't make us go back to school and my other favorite thing
is watching cindy shaw every day be the unpaid volunteer that is your third your third employee
and how she loves on boys and girls and and every day that you have a field trip she's there loving
on boys and girls and her energy and um mrs shaw what you do your robert shaw would be so happy
yeah that you are living that out and that your grandchildren go there all the time and
and your children and um i'm i'm glad that katie astine names buildings after meaningful people
because it enriches it so much more that mrs shaw is there to help pour into that too so
So I appreciate it very much.
And those back-to-school, I mean, not the back-to-school nights,
the science nights, the family science nights,
you can't park because there are so many people there.
You touch a lot of people.
How many children do you see each year?
We estimate about 16,000, about 16,000.
And now that we've doubled our summer camp,
it'll be a little bit more than that, but let's just go with 16,000.
But a lot of kiddos.
Well done, well done. Thank you, sir.
Thank you. I love to see you in our district. I think 36 years ago it was a cable hooked up to
a desktop computer with a five and a half, a five and a quarter inch floppy, whatever it was,
running Legos. Third grade at Cimarron Elementary in the little alcove off the library after school
when you would play Oregon Trail and to see what it was 30 years ago and then
what it's turned into I don't know that I would have ever imagined that we'd
have kids in our district building and competing and I think you said slaying
okay I'm slaying didn't have that on my bingo card for tonight's board meeting
but thank you so much y'all did a wonderful job we appreciate y'all so
So tonight, we now move on to the public comment section of our board meeting.
5. Public Comment/Citizen Participation

Speakers who signed up to speak on posted agenda items will be allowed three minutes to speak.
Speakers who signed up to speak on non-agenda topics will be limited to the first 20 speakers.
Speakers that signed up to speak on non-agenda items will be allowed three minutes to speak.
If a speaker is not finished speaking at the end of their allotted time, the audio will turn off.

or dismissal of a public officer or employee or to hear a complaint or charge against an
officer or employee.
Should a speaker wish to address one of these issues, they must do so through the appropriate
legal legal grievance policy FNG local DGB a local CKE local or GF local our
speakers will be called forward in the order they sign up to speak and tonight
we have see this is we have one agenda item and that speaker and that is
Shaleesh Dighe. After that we'll move to non-agenda items and the first speaker
on non-agenda items will be Marina McAdam. Thank you. To the KTISD board I
would like to thank you for giving me the opportunity of speaking here today.
I'm one of the parents of one of the students in Kryptonite and I wanted to
take this opportunity of thanking you for giving these students the
the opportunity of learning real life skills.
I've had an opportunity of working worldwide.
I have spent 26 years in the oil field.
When I see what these students can do
and what we have given them an opportunity of learning,
that's second to none.
The reality is these kids are learning skills,
such as CAD, CAM, designing softwares, manufacturing,
fabrication, 3D manufacturing.
all of these skills are ones which are used in the industry.
When I see how they actually go about it, which is the design philosophies of learn fast, fail fast,
these skills are going to help them develop and grow in their life.
And the reality is they wouldn't have these skills without all of your support.
So I want to take this opportunity of thanking you for not just the opportunity,
opportunity, but also the equipment, the mentorship, and the leadership which all of the board
has shown to get the kids where they are today.
Kryptonite's heading back again into the World Robotics Championship, but the reality is
this is not something which has happened overnight.
This is because they have had a consistent support of your entire board to make this
happen.
So once again, I would like to take this chance and thank you for the opportunity which I
have provided all of these students. Over to you. Thank you.
Marina McAdam,
followed by Tana White.
voice good evening board my name is Marina McAdam I am an ESL ISST at West
Memorial Elementary imagine being a teacher in Katy ISD and facing the very
real threat of financial ruin because of your medical coverage for some of us
this is not hypothetical it's our daily reality I'm a single parent of two
children who have multiple chronic conditions.
Their care is complex, ongoing, and essential to their survival.
The treatments and medications they rely on are not optional.
They're life-sustaining.
Even with a full-time teaching salary, the cost of maintaining adequate health coverage
is overwhelming.
Between premiums, deductibles, and out-of-pocket expenses, the financial burden quickly becomes
becomes impossible to manage.
I am required to pay thousands up front before coverage
meaningfully begins, and even then, I am responsible for a
significant portion of the cost of care.
These are not one-time expenses.
They are continuous, compounding, and unsustainable.
The insurance options currently offered by Katy ISD only make
the situation more difficult.
The most affordable plan is not a viable option for my family because my children's specialists, providers we cannot go without, they do not accept it.
Access to care is already limited, and even basic needs like consistently filling prescriptions can become a challenge as HEB, being now the only pharmacy, unable to fulfill medications in a timely manner.
On top of that, planning for my child's future, including attending college out of state, introduces even more uncertainty due to limited and unclear coverage options.
I'm asking Katy ISD to take a serious look at expanding and improving health care options for its employees.
This could include offering access to broader provider networks so families with specialized medical needs are not excluded from affordable plans.
hands, exploring partnerships with private insurers who can provide more flexible and
comprehensive coverage, and ensuring continuity of care across state lines for dependents
pursuing education.
Additionally, the district would consider supplemental support programs for employees
with high medical needs, such as health care stipends, cost-sharing assistance, or advocacy
advocacy services to help navigate complex insurance systems.
Our current system forces educators like me into impossible choices.
Between caring for our children and maintaining financial stability,
between continuing in a profession we love...
Thank you.
our next speaker is Tana Weiss followed by a Han Mohammed good evening dr.
Gorg or ski president Redmond and board early voting for our school board
election started today I'm asking our stakeholders please vote my name is Tana
Weiss and I want to bring our communities attention to our State Board
of Education members who are also elected by voters in Texas they are not
appointed by the governor who we all know is attacking public education from
every possible angle I'm not sure anyone is paying attention to these positions
yet the majority have mandated a required reading list for our children
in grades K through 12 these readings include passages from the Bible no other
religious texts are included we know our district of over 95,000 students and
families is diverse Christianity is not the only religion we represented in our
communities. There was a hearing on April 7th in Austin on both the reading lists
and the proposed changes to the social studies TEKS which are also under attack.
I signed up to speak specifically against the reading list for grades 9
through 12 and spoke to the board along with many others from all over Texas. The
testimony lasted 17 hours. They finished at 1 25 a.m. on April 8th. Our
Our representative, Julie Pickren, got up and left the room when my name was called.
Ms. Pickren is up for re-election in November, by the way.
I wasn't surprised by this behavior.
She was combative with and challenged many speakers who were speaking against the inclusion of the biblical texts.
But another member of the state board emailed me and apologized.
Isn't that telling?
His email said, I'm okay with disagreement, but there is no reason to
not show a basic level of decency. I'm sorry you had to experience that today.
Please pay attention to what is happening in Austin. They are making
curriculum choices based on their political bias and that impacts our
stakeholders. We have experienced this locally for the last three years and no
this isn't in the best interest of all students. The final vote will be taken in
June and there is still time to contact our 15 state board of education members.
Our teachers plates are already more than full. The last thing our public school educators need to do
is implement biblical curriculum. Thank you.
Thank you. Our next speaker is Ahan Muhammad followed by David Green.
Good evening again Superintendent Dr. Gagorski, President Redmond, and members of the board.
I'm Mahan Mohamed and I'm here today serving as the Class of 2029 Secretary representing the students, parents, and community of Cinco Ranch High School regarding the closure of our German program as well as that of Katy High School.
As you are aware, this is my second time speaking regarding this issue, but first I would like to address some key points from the last meeting.
After the retirement of the German teachers at both Cinco and Katy High School,
Katy ISD has refused to replace these positions resulting in the removal of the entire program at these two schools.
Previously, Rice University and the University of Houston have already reached out to the board
urging the continuation of the German programs at both Cinco and Katy,
and now so has Texas A&M, the Goethe Institute, an international organization with locations in 100 countries worldwide,
and the American Association of Teachers of German.
If that isn't enough to persuade you, I'm not sure if anything can.
Back to the previous meeting. The claim that there is not enough students enrolled in the German program is simply untrue.
As stated word for word in the previous meeting,
quote, the course request just didn't sustain keeping the teacher, plus it's very difficult to hire teachers.
But if course requests are there, they will hire one. End quote.
A full-time teacher, high school teacher in KDISD usually has one conference period and six teaching periods.
As of right now, there are six classes of German with 110 students enrolled at Cinco.
And for next school year, before the announcement that there would no longer be a German teacher,
there were 44 students enrolled in German 1, 45 in German 2, and around 17 in German 3 and 4 combined,
which adds up to 106 students total.
Compared to every other school in KDISD, Cinco has the largest German program,
and claiming that there are not enough students enrolled is plainly false,
as next year there will be three other high schools that have a full-time teacher with fewer students than Cinco.
Additionally, the board stated that it would support students finishing out years 2, 3, and 4 of their foreign language program through Legacy Virtual School.
As of right now, there is no virtual classes for German 3 or AP German, and for levels 1 and 2, it is uncertain if the previous teacher will continue to work due to her retirement.
In fact, as of right now, she has not even applied for the position.
It's already hard enough to learn a language virtually since you can no longer have one-on-one conversations with personalized feedback and advice.
But without a teacher, how can one expect students to even start?
And even if there are tutorials on Teams, they simply cannot substitute for daily conversations to practice the language.
So, members of the board, I urge you, even if, due to budget costs, you are cutting salaries,
prioritizing employees who are retiring or moving, there should be some exceptions.
Not everything has to be in black or white.
Would you rather cut a position from a department with only one teacher or a large department with surplus employees?
With all this in mind, during agenda item 12 of this meeting, please reconsider the employment of a German teacher at Cinco and Katy High School, especially as the American Association of Teachers of German have several candidates available and interested in teaching at Cinco Ranch and Katy High Schools.
Thank you for your time.
Thank you.
Thank you.
Next is David Green, followed by Jesus Nieto.
Good evening everyone. So as one of the speakers already mentioned, today is the first day of early voting.
I actually went to vote early and there was a, I actually talked to Mr. Bealing about this briefly before I came up today.
There's a high school that actually has, you know, you can go into the parking lot to go early vote.
but then before 715 like if you get in you vote and you ready to leave you're
stuck until 715 and now I'm sure it's for safety reasons and I'm sure there's
absolutely logical reasons to have that my request would be just for early
voting just for early voting is there anything we could do about maybe making
some adjustments here just to make it easier for parents or anybody who's
who's going to vote at that location and then now they got stuck and they were
trying to go to work. Second thing that I came up to speak on today is I just want
to express my profound thanks to Trustee Ciccini, Calhoun, and Cuzela. Y'all are
you know cycling off the board this year chose not to run for re-election and I
just want to thank you so much for the dedication that you have spent over the
last three years. You know there's always going to be people who are going to
agree with you there's always going to people who are going to disagree with
you and you know agreements disagreements aside thank you for
for volunteering your time to be on this board.
Thank you for volunteering to put your own needs,
your own family's needs to the side
to do this often thankless job.
A couple months ago, I was talking to another trustee,
and she jokingly mentioned that the only pay trustees get
is a lukewarm sandwich.
And that's exciting.
But thank you so much for doing everything
that you have done over the last three years.
It means the world to me even when I don't agree or even when I do agree. So thank you so much
Thank you the final speaker will be Jesus Nieto
Good morning, good evening. Good evening President Redman, trustees and superintendent. I first just want to start off by giving congratulations to the student that came up and talked about the language.
I had spoken to him after the meeting last board or two meetings ago and I'm just happy to see that he's continuing to advocate for his German language and to continue that program here.
I think that's awesome to see.
I started being involved in our community because of the consistent attacks I witnessed being made to my community by the same representatives that were elected to this district.
Instead of sitting down at home and doing nothing, I decided to join a local community organization
and supported organizing efforts to get rid of the horror that took over.
Flash forward to today, and I am now trying to make sure that that same community that was attacked
has at least one voice on this very said board you sit on today.
Over the last few months, I have learned so much more about our community
and would love to leave this open letter to you all.
It reads,
I hope this board prioritizes our educators. Teachers and staff are the backbone of every campus and they deserve competitive pay, strong benefits, manageable workloads, and the respect that comes with the important work they do each day.
If we want students to succeed, we must retain great educators and create conditions where they can thrive.
I want to acknowledge that many families and educators have shared with me throughout the last five months,
while being on the ground, concerns about retaliation, fear for speaking up,
and bullying behaviors that create distrust and have no place in our schools.
No employee, parent, or student should feel intimidated for raising concerns,
asking questions, or advocating for what is best for children.
A healthy district culture must be built on respect, professionalism, and the confidence that voices can be heard without fear.
Second, I hope the district remains focused on student success in every form.
That means strong academics, career and technology education pathways, fine arts, special education services, and mental health support.
not every student follows the same path and our district should continue
creating opportunities for all students to discover their strengths and prepare
for their life after graduation expand the Miller program or how about placing
satellite programs on all campuses or better yet create an early college high
school to support students in gaining college credits before they graduate
those are innovative ways to support student success and finally strength
Strength communication and transparency with families and the broader community.
Let's do better.
I hope KDIC continues to be the district where every child, and I mean every child, feels
like they belong.
Thank you for your time.
Thank you.
This now concludes the open forum portion of our meeting.
6. Closed Meeting
The board will now convene and close meeting as authorized under section 551.001 of the
Texas Government Code for the following purposes.
Texas Government Code 551.071, 551.074, and 551.129.
7. Reconvene from Closed Meeting
The Board will now reconvene in open meeting.
Today is Monday, April 20, 2026, and the time is 645 p.m.
On behalf of my colleagues, I welcome everyone back to this evening's regular Board meeting.
Each board member received the agenda and documentation for this meeting on
Wednesday April 15th 2026. The board will receive information and
recommendations from staff, administration, and the superintendent on
these agenda items at tonight's meeting and board members will be able to ask
questions, receive answers, and should be prepared to take action. The board has
just reconvened from closed meeting and in accordance with chapter 551 of the
Texas Government Code any action arising from discussions in the closed meeting
must be taken in an open meeting. So first item on the agenda, item 7.1,
consider board approval of the superintendent's annual evaluation. I'll
now entertain a motion for this item. Mr. President, point of information, I just
for the public I want to clarify that this vote is only for the
superintendent's evaluation. There is no agenda item for the contract. The
contract is not changing. Correct.
Mr. President, I move that the Board of Trustees approves the Superintendent's annual evaluation.
Second.
It's moved and seconded that the Board of Trustees approves of the Superintendent's annual evaluation.
We'll now proceed to vote.
Board members, please record your vote on the screen via the keypad.
And the motion passes 4-3.
8.1 Board Member Required Continuing Education Report.
We'll now move on to item 8, board members requiring continued education.
So the state law requires the district to report continuing education hours for sitting trustees annually.
Completing the required continuing education is a basic obligation and expectation of any city board member under the rules set by the State Board of Education.
To that end, I can confirm that Lance Redmond, Rebecca Fox, Don Champagne, James Cross, Amy
Teamee, and Mary Ellen Cuzela have all exceeded the required hours of continuing education,
and Morgan Calhoun is incomplete.
9. Consent Agenda
A consent agenda, we'll now move on to the consent agenda.
A consent agenda shall include items that were discussed and considered at the previous
work-study board meeting, as well as items of a reoccurring nature.
The board shall be furnished with background material for each item.
consent agenda items shall be grouped together under one action item all items
shall be acted upon by one vote without separate discussion unless the board
member requests that an item be withdrawn for individual consideration be
illegal and be local are there any items that board members would like to remove
from the consent agenda mr. president miss champagne I would like to remove a
9.3 please all right any other items mr president miss fox i move that the board of trustees
approves a consent agenda for items 9.1 through 9.7 except for item 9.3 which has been removed
from the consent agenda i have a motion of a second second it is moved and seconded that the
The Board of Trustees approves the consent agenda for items 9.1 through 9.7, except for items 9.3, which has been removed from the consent agenda.
We will now proceed to vote.
Board members, please record your vote on the screen via your keypad.
And the motion passes 7-0.
9.3 Consider Board approval of new instructional materials and the Certification of Provision of Instructional Materials for the 2026-2027 school year.
We will now discuss item 9.3.
They consider board approval of the new instructional materials and the certification of provision of instructional materials for the 2026-2027 school year.
Ms. Champagne, you had a comment or a question?
Yes, I do.
It has to do with the new math curriculum that we were discussing last week.
And I know that there must have been some kind of rubric and everything that was used.
So I'm trying to see what the cost difference was between maybe the highest two.
I don't know if there was, you know, I don't know how they compared, but what was the cost difference,
and was that a factor in why one was chosen over the other?
If Dr. Poporsky could answer that, that would be awesome.
You bet.
So there were two resources that were scored really close,
and we had a lot of people evaluated this I think it was hundreds of people
were able to give feedback on this teachers and everything it's always
tough when you got to adopt a resource we adopted the literacy framework a
couple of years ago and it's same thing it's hard to get a hundred percent
consensus on one set of resources so this was a close race between the two
but more specifically what you were asking about was the cost between those
those two. The one that we did select was considerably less expensive by almost, I think,
I remember like close to a million dollars less for the resource we selected. Wasn't the only
reason we selected it for that, but that does certainly help out. We don't make a selection
on something based only on cost with things. But a million dollars is a million dollars,
and especially when two resources are really close, and one did nudge the other one out by a
little bit on the ratings and so we went that was the one the curriculum team
recommended to the board mr. dr. Gorg or ski is that cost a one-time purchase
cost or an annual fee dr. Caskey can you comment a little bit about he said a
recurring cost sure so I don't have my glasses I'm going to try to read this
teeny tiny little print here but because the separately the adoption teams
secondary and elementary they both and they didn't talk to each other but they
both ended up with Savas and because we're adopting Savas k-12 there is a 15%
discount so that is annually that's the reason
any other questions thank you mr. president miss Fox I move the board
approve the new instructional materials and the certification of provision of
instructional materials for the 26-27 school year. I have a motion is there a
second? It is moved and seconded that the board approve of new instructional
materials and the certification of provision of instructional materials for
the 2026-2027 school year. We will now proceed to vote. Board members vote on
the keypad the motion passes 7 to 0 will now there were no board committees that
10. Information Items
met this past month and recap for board member request for information Madam
Secretary did you capture any requests nope all right we have our future
11. Future Meetings
meetings the next work-study meeting will be on Monday May 4th 2026 a regular

this room as the board will convene in closed meeting in this room thank you
13. Reconvene from Closed Meeting
All right, the board will now reconvene in open meeting.

The board heard a level three FNG grievance, 2565,
pursuant to the Katy Independent School District policy, FNG legal,
and FNG local regarding parents' student grievances in closed meeting.
in accordance with chapter 551 of the Texas government code any action
regarding this matter must be taken in open meeting do I have a motion on the
level 3 FNG grievance yes mr. president I move that the Board of Trustees grants
the level 3 FNG grievance and FNG 25-0 0 6 5 there by authorizing the following
specified relief that no miss hunts three daughters may finish the school
year okay I guess I'm there being no second I'll take another motion okay I
think we want to stick with what level two events decision was correct finish
finish the school year uphold to uphold the level 2 we would make a motion to
deny yes but it would still allow them to finish this yes even though it's
gonna sound negative I'll entertain a motion all right I made them all right
so moved by miss Timmy is second by miss champagne we will proceed to vote on our
keypads and the motion passes six to zero there being no further business
before the board this meeting is adjourned the time is 7 10 p.m.
