not only for my own children, but for every student who walks into our classrooms each day.

I'm here to respectfully voice my opinion to the proposal that would allow the superintendent to submit a waiver to exceed

The 22 to 1 student to teacher ratio as a parent I can tell you firsthand that class size already impacts my children

They come home telling me how noisy it can be and how hard it is to focus

And how difficult it is to get the help they need when so many other students are demanding the teachers attention

Their experiences reflect what we know to be true smaller class sizes create better learning environments as a teacher

I see the other side of the struggle every day with every additional student the time I'm able to spend helping guiding and encouraging each

Child decreases it doesn't matter how dedicated or experienced a teacher is when you stretch too thin

The quality of education suffers and our students are better than just enough

But the cost will be paid for by our children

the district and the state to pursue real solutions. Hiring more teachers and paraprofessionals,

exploring creative use of space to create more classrooms, improving teacher retention

by offering competitive pay, manageable workloads, and strong support systems, and

advocating at the state level for increased funding. We don't need to lower

the standard by waiving class size limits. We need to raise the bar by

investing in real sustainable solutions that put kids first. I urge you tonight

to stand with parents, teachers, and most importantly students by rejecting this

waiver request. Let's keep class sizes at a level where true learning can happen,

members, fellow employees, and the Katy community. My name is Carrie Lowry and I'm a proud 25-year

employee of Katy ISD, a graduate of KISD, and a parent of two KISD graduates. Tonight, we will

hear about the rising cost of health care. I don't think anyone realistically expects to pay less.

However, when we're asked to pay more and the quality of what we're getting is less than what

we should expect to access, given our 8,000 members and being minutes from the finest medical center

in the world, we have a problem. We are losing teachers to surrounding districts who might pay

more for insurance but get better benefits.

Our plan is creating delays, denials, confusion and frustration for employees.

When you go to our benefits site and you look for an in-network provider, you can find a

list, but if you call, you're often provided with a different list.

I personally have then called KDISD and received a third list that was different from the first

Employees sometimes find that when they go to the appointment, they're turned away with

information that they're not on that Memorial Hermann plan.

This is creating a delay in care.

In network doctors sometimes request tests to gain more information towards the course of care.

It would be assumed that those tests would be covered.

We're finding denial of those tests is occurring too often.

One employee passed out several times at work, was told to go to the ER, then told to go to a cardiologist.

He did and was told he needed a stress test.

Aetna has denied his test, so he's trying to find the cheapest place to get a stress test to pay out of pocket.

Another employee paid out of pocket for an ultrasound after her annual breast

exam warranted it and it was denied. My own husband is having an 8 to 12 hour

surgery on Wednesday and his cardiologist wanted him to receive a

stress test before his surgery to be sure his heart was functioning well

enough to withstand the surgery. It was denied. We don't have time to final file

an appeal, wait for a peer-to-peer review, be denied again, so he will undergo the

surgery on Wednesday without that assurance. My husband has stage 4 bladder

our cancer. We started going to the ER and doctors in February and it took

three months to get this diagnosis. I'm convinced that if the test ordered in

early March were conducted then we would be facing a less daunting future. Even a

PET scan was denied. Two appeals, peer-to-peer review, we paid the $2,000

out of pocket so that our oncologist could make the best plan for my husband.

I was told by Katie by ISD benefits administrator that we would get it

covered. It has not been covered. I hope what I hope that you hear from me most

is this is not just about the money. We're asking for a plan that values

access, timelines, and quality of care, not just lower premiums on paper. Please

consider bringing back the Benefits Advisory Committee to give employees a

voice in their health care. Explore options that expand access to providers,

balance cost control with quality so we don't lose good people over health care.

operate. AI is already quietly improving our district and making an impact with

Yeah, so really what's driving the pharmacy is specialty drugs, and that's why we've got a really tightly managed drug program.

Currently right now, nationally, and just depending on where you are regionally and the type of plan you have, we're seeing on average pharmacy trend at 11%.

So if you have medical trending on average at 6% and pharmacy at 11%, that gap is going to continue to grow.

For instance, in the early 90s, pharmacy was about 2% of the cost of health care.

And it's mainly due to specialty drugs.

With the most prior year, we're trending ahead 18 months.

Because in a plan year, you have 12 months of claims, and then you have six months of incurred but not reported claims.

So we're having to take this data and trend it a year and a half into the future.

And so that's what we've done here with what our annual projection is or what our spend is going to be.

you'll see here, one, we know what we're going to spend in medical, we know what we're going to spend

in pharmacy, and then we have our stop-loss premiums for our individual stop-loss, and then

then we have our program oversight from Aetna as the administrator of our plan.

One thing you'll see here, which was a big win, is in the pharmacy rebates.

And this is what caused the switch from Express Scripts to HEB,

is we were able to negotiate a much more favorable contract for the plan and its members.

And you'll notice the increase in rebates went up from $5 million to $13 million.

So then what happens is you take your pharmacy spend,

those rebates come back to you from the pharmacy benefit manager through the manufacturers,

and we get that on a quarterly basis.

And then down at the bottom where we get the total, then it's going to show what our gains or losses is.

And you'll see that the deficit is finally starting to move in the correct direction,
