Unknown speaker not human verified

and our first speaker is Tana Weiss

Tana Weiss not human verified

good evening dr. Gregor scan board my name is Tana Weiss and I'm speaking

Tana Weiss not human verified

about agenda item 2.1 I'd like to acknowledge dr. Gregor ski's steady

Tana Weiss not human verified

steady leadership for our district over the last year.

Tana Weiss not human verified

I've sat through so many contentious work study

Tana Weiss not human verified

and regular school board meetings this year

Tana Weiss not human verified

that they've run together because of their similarities.

Tana Weiss not human verified

Board members asking for and then disregarding

Tana Weiss not human verified

meticulous presentations by our administrative staff,

Tana Weiss not human verified

board members creating committees that our admin staff

Tana Weiss not human verified

and Dr. G must attend and answer to.

Tana Weiss not human verified

Dr. Grigorski has continued to stay level-headed

Tana Weiss not human verified

and positive throughout this past school year. He treats all who serve and lead in

Tana Weiss not human verified

this district with respect, patience, and dignity. He's rarely quick to judgment

Tana Weiss not human verified

without all the information needed and he listens with an open mind. He has

Tana Weiss not human verified

continued to be a champion for funding for our public schools and kept our

Tana Weiss not human verified

community informed about legislation that will affect our district. KDISD is

Tana Weiss not human verified

indebted to him and values his leadership more than our quad members and their supporters know

Tana Weiss not human verified

appreciate or are willing to admit it is this community's hope that the evaluation you present

Tana Weiss not human verified

to him tonight for his permanent record reflects his true leadership integrity and district-wide

Tana Weiss not human verified

respect he holds but most of all i hope it reflects the fact that he's done most everything

Tana Weiss not human verified

thing this board has asked of him that he's given each and every one of you the utmost respect

Tana Weiss not human verified

whether it was deserved or not and that he is truly the strongest member of your team thank you

Unknown speaker not human verified

thank you

Unknown speaker not human verified

the next speaker is yarrow sledge followed by rebecca trahan

Unknown speaker not human verified

Good evening, President Perez, members of the board, Dr. Grigorski, and staff.

Unknown speaker not human verified

I'm here to speak on agenda item 2.1.

Unknown speaker not human verified

The definition of a lifelong learner is someone who actively pursues new knowledge throughout their life,

Unknown speaker not human verified

often leading to growth and a shift in perspectives as new information is gained.

Unknown speaker not human verified

Several years ago while I was still employed with the district, a decision regarding virtual learning left me deeply frustrated.

Unknown speaker not human verified

I initially directed that frustration towards Dr. Gregorski. It was at that time that I watched a board meeting for the first time.

Unknown speaker not human verified

To my surprise, I quickly realized that the decision had not been made by Dr. Gregorski, but by the board.

Unknown speaker not human verified

Despite having taught in the district for many years, I recognized how uninformed I had been about how so many decisions were made.

Unknown speaker not human verified

This realization led me to continue watching board meetings.

Unknown speaker not human verified

I was fortunate to meet with Dr. Gregorski and his staff on a monthly basis.

Unknown speaker not human verified

Through these conversations and many questions asked, I began to understand the extent of state influence over education policy.

Unknown speaker not human verified

It became clear that the challenges I was concerned about were rooted not in our superintendent or district leadership,

Unknown speaker not human verified

but in state regulations and local board decisions that affect every campus.

Unknown speaker not human verified

Since then, I've taken initiative to further educate myself about our public education system,

Unknown speaker not human verified

attending not just board meetings, but also listening to state-level hearings.

Unknown speaker not human verified

While I do not claim to be an expert, I can say with confidence that my understandings

Unknown speaker not human verified

and opinions have evolved significantly.

Unknown speaker not human verified

Dr. Gorgorski, I would like to offer a sincere apology for my misdirecting my frustration.

Unknown speaker not human verified

And I want to also express my gratitude.

Unknown speaker not human verified

Thank you for your willingness to engage with educators, for answering difficult questions,

Unknown speaker not human verified

for helping so many, including myself,

Unknown speaker not human verified

better understand the complexities of school funding

Unknown speaker not human verified

and education policy.

Unknown speaker not human verified

Over the last five years, you have led this district

Unknown speaker not human verified

through an extraordinary number of challenges.

Unknown speaker not human verified

The COVID-19 pandemic, budget shortfalls,

Unknown speaker not human verified

inflation, teacher shortages,

Unknown speaker not human verified

increasing political interference in our schools,

Unknown speaker not human verified

and so much more.

Unknown speaker not human verified

I am deeply appreciative of your steady leadership

Unknown speaker not human verified

and unwavering commitment to public education. Thank you very much. Thank you.

Unknown speaker not human verified

The next speaker is Rebecca Trahan followed by Danny Gianfrancesco. Good

Rebecca Trahan not human verified

evening board. Tonight I'm going to be talking about the discipline management

Rebecca Trahan not human verified

system section 8.1 but before I do I'm going to give you a little bit of a

Rebecca Trahan not human verified

backstory. Back when I was in college there was an attacker that was on the

Rebecca Trahan not human verified

loose and at night he would sneak into the women's dorms and all of us feared for our lives so

Rebecca Trahan not human verified

consequently most of us women on the campus we enrolled in self-defense classes and something

Rebecca Trahan not human verified

that we were taught we were forced to learn actually was when you're being attacked you don't

Rebecca Trahan not human verified

want it you're you're frozen you're scared so many times you don't make rational decisions like

Rebecca Trahan not human verified

exiting a doorway for example if it seems like an easy path you're frozen

Rebecca Trahan not human verified

you don't know what to do so the first thing that they tell you is don't run

Rebecca Trahan not human verified

away they don't tell you to lay down there they tell you to fight and they

Rebecca Trahan not human verified

tell you to fight back they tell you go for the throat they tell you gouge out

Rebecca Trahan not human verified

the eyes they tell you give them a knee kick them off whatever you have to do to

Rebecca Trahan not human verified

get them off and I'll tell you right now that's what happened a few weeks ago at

Rebecca Trahan not human verified

taylor high school that's why i'm going to talk about section 8.1 and the need to include a

Rebecca Trahan not human verified

self-defense clause in there to protect victims nobody should be punished for fighting back

Rebecca Trahan not human verified

especially when that is what is taught in every self-defense course nobody should be punished

Rebecca Trahan not human verified

for that that needs to be added into the policy in addition we must provide

Rebecca Trahan not human verified

protection for our teachers we have to protect them so that they can step in so

Rebecca Trahan not human verified

that they can stop fights I know the state of Texas protects the district

Rebecca Trahan not human verified

from being sued in these situations we have to extend that to the teachers that

Rebecca Trahan not human verified

That way they can step in and they can stop this.

Rebecca Trahan not human verified

I know the state of Texas is adding some protections for teachers

Rebecca Trahan not human verified

to be able to remove discipline problems in the classroom,

Rebecca Trahan not human verified

but we have to go further because what we have right now, it's not working.

Rebecca Trahan not human verified

We saw that a couple weeks ago.

Rebecca Trahan not human verified

I have hundreds of parents that have come to me now with stories

Rebecca Trahan not human verified

about the problem with the discipline management

Rebecca Trahan not human verified

and how their children are bullied and they are attacked.

Rebecca Trahan not human verified

We need you to change the policy, add a self-defense protection, and please stand

Rebecca Trahan not human verified

up for teachers. Put something in there that is going to protect our teachers so

Rebecca Trahan not human verified

that they can protect our children because it's not happening right now. We

Rebecca Trahan not human verified

have to be able to have faith that our kids can go to school and be safe and I

Rebecca Trahan not human verified

have hundreds of stories from parents right now ready to step up and speak out

Rebecca Trahan not human verified

saying that it's not we love this district but you have to do better it

Rebecca Trahan not human verified

needs to be re thank you thank you thank you

Unknown speaker not human verified

our final speaker is Danny Jim Francisco

Unknown speaker not human verified

Hello. I'm here tonight to speak on 8.1 on the KDISD Discipline Management Plan regarding

Unknown speaker not human verified

fighting physical contact and assault. Within the DNP, under that specific section, it clearly

Unknown speaker not human verified

states anytime one person makes physical contact with another with the implied intent to harm

Unknown speaker not human verified

the act, depending on the severity, may be considered physical contact, assault by contact, or assault with bodily injury.

Unknown speaker not human verified

Additionally, there's a separate section where assault is explicitly defined as follows.

Unknown speaker not human verified

One, intentionally, knowingly, or recklessly causing bodily injury to another.

Unknown speaker not human verified

Two, intentionally or knowingly threatening another with imminent bodily injury.

Unknown speaker not human verified

And three, intentionally or knowingly causing physical contact with another when the person knows or should reasonably believe that the other will regard the contact as offensive or provocative.

Unknown speaker not human verified

The DMP also states if a student is physically confronted by another student, the individual should avoid striking back and find an adult or administrator who can handle the situation.

Unknown speaker not human verified

situation.

Unknown speaker not human verified

While these definitions are detailed and precise, I can't help but wonder why do we have them

Unknown speaker not human verified

if school administrators can arbitrarily call such incidents something else?

Unknown speaker not human verified

How can anyone feel safe at a school where a clear case of assault takes place, yet the

Unknown speaker not human verified

school decides to relabel it as mutual?

Unknown speaker not human verified

Also in the discipline management plan is the following.

Unknown speaker not human verified

Regardless of who starts a fight, if both students participate, both students will be disciplined accordingly.

Unknown speaker not human verified

But how is participation determined?

Unknown speaker not human verified

Does it require an implied intent to harm?

Unknown speaker not human verified

If there is no attempt to harm, can it truly be considered a fight?

Unknown speaker not human verified

This ambiguity demands attention.

Unknown speaker not human verified

Attention, clear universally applied language must be established to avoid misinterpretations that harm victims instead of protecting them.

Unknown speaker not human verified

We are here tonight because of a video.

Unknown speaker not human verified

If that video didn't exist, I would be just another frustrated father without a platform.

Unknown speaker not human verified

If that video didn't exist, these administrators wouldn't be here facing tough questions from all of us.

Unknown speaker not human verified

Our children deserve better.

Unknown speaker not human verified

Disciplinary procedures are designed to maintain safe campuses for everyone,

Unknown speaker not human verified

but when they are inconsistently applied or ignored altogether it leads to

Unknown speaker not human verified

disorder. Consequences are created for students who fail to follow the rules

Unknown speaker not human verified

but who holds administrators accountable when they fail to

Unknown speaker not human verified

enforce them. It is a time for us to demand answers and ensure that our

Unknown speaker not human verified

school classrooms are safe for everyone. Thank you. I would also like to discuss

Unknown speaker not human verified

the specifics of what happened with my daughter. I refrain from doing so tonight

Unknown speaker not human verified

because I didn't think it was allowed in this type of meeting. Thank you. Thank you

Unknown speaker not human verified

so much. Thank you. Thank you.

Unknown speaker not human verified

This concludes the open forum of our portion of our meeting. The board will

6. Closed Meeting

Unknown speaker not human verified

now convene and close meeting as authorized under section 551.001 of the

Unknown speaker not human verified

Texas Government Code for the following purposes. Texas Government Code 551.071

Unknown speaker not human verified

and 551.129. Good evening. The Board will now reconvene in open meeting. Today is

7. Reconvene from Closed Meeting

Unknown speaker not human verified

Monday, April 14, 2025 and the time is 626 p.m. On behalf of my colleagues, I

Unknown speaker not human verified

welcome everyone to this evening's work-study meeting. Each Board member

Unknown speaker not human verified

received the agenda and documentation for this meeting on Friday, April 11,

Unknown speaker not human verified

in 2025 the board will receive information and recommendations from staff administration

Unknown speaker not human verified

and superintendent on these agenda items at tonight's meeting board members will be able

Unknown speaker not human verified

to ask questions receive answers and should be prepared to take action the board has just

Unknown speaker not human verified

reconvened in closed meeting in accordance with chapter 551 of the texas government code any

Unknown speaker not human verified

action arising from discussions in a closed meeting must be taken in an open meeting

8.1 Presentation on the Katy ISD Discipline Management Plan related to fighting/physical contact/assault.

Unknown speaker not human verified

Our first item tonight is item 8.1, which is presentation on the KDISD Discipline Management Plan related to fighting physical contact assault.

Unknown speaker not human verified

And our presenter is Justin Graham, General Counsel.

Unknown speaker not human verified

Sherry Ashwin, actually, will be presenting.

Unknown speaker not human verified

Thank you very much.

Unknown speaker not human verified

Yes, thank you.

Unknown speaker not human verified

Good evening, President Perez, members of the board, and Dr. Grigorski.

Unknown speaker not human verified

At the board's request, I have provided the language of the board-approved discipline

Unknown speaker not human verified

management plan and student code of conduct, the section under fighting physical contact

Unknown speaker not human verified

and assault for your review.

Unknown speaker not human verified

However, I don't think you want to hear about instructional material allotment at this time,

Unknown speaker not human verified

so I'm going to get a little bit of tech support for that slide, which has the language that's

Unknown speaker not human verified

posted in that discipline plan on page 10.

Unknown speaker not human verified

Give me just a moment.

Unknown speaker not human verified

I'm gonna get my laptop and we can just connect directly from there. No problem

Unknown speaker not human verified

And just so while we're waiting, thank you for this presentation.

Unknown speaker not human verified

I requested that this would be an opportunity with this report for both the Board and the

Unknown speaker not human verified

community to get a better understanding of the Discipline Management Plan, particularly

Unknown speaker not human verified

particularly as it pertains to fighting physical contact and assault.

Unknown speaker not human verified

Great.

Unknown speaker not human verified

Thank you.

Unknown speaker not human verified

President Perez, you'll notice it's a short report.

Unknown speaker not human verified

I've gone ahead and I've consolidated that language that's in the discipline plan into those two columns there

Unknown speaker not human verified

there so that it can be presented.

Unknown speaker not human verified

I'll make sure that it's uploaded on our public documents

Unknown speaker not human verified

for board docs so that families who want to jump straight

Unknown speaker not human verified

to it can see it.

Unknown speaker not human verified

Mr. President, are we waiting for a presentation or are we able to ask questions?

Unknown speaker not human verified

I think, are we putting that in BoardDocs now?

Unknown speaker not human verified

Yes, we'll make sure that it gets uploaded, but this is the presentation, the language that is in the Discipline Management Plan as far as the report is.

Unknown speaker not human verified

So if you have a question, happy to try to answer.

Unknown speaker not human verified

Do you want to go through that? Do you want to go through any of the salient points for us?

Unknown speaker not human verified

Sure. So under fighting or physical contact, some key points is of course that physical contact is not tolerated on school property. If you're confronted from another student, you should avoid from striking back. It does state that regardless of who starts a fight, both students can be disciplined accordingly. And that claim of self-defense alone is not justification to avoid disciplinary action.

Unknown speaker not human verified

I would like to point out that we do always have those six factors which include self-defense when determining discipline.

Unknown speaker not human verified

Those are required by law and a standard practice in KDISD.

Unknown speaker not human verified

It also talks about that if there's an intent to harm, the act, depending on the severity, could be a variety of things including physical

Unknown speaker not human verified

contact, assault by contact, or assault with bodily injury. And

Unknown speaker not human verified

that whenever the receiver of the physical contact retaliates, there could also be

Unknown speaker not human verified

discipline infraction at that time. And both students can be ticketed for disorderly conduct or fighting in public.

Unknown speaker not human verified

And if a police officer is called and ticketed, then there might be further consequences at that time.

Unknown speaker not human verified

Lastly, you might remember that when we updated our discipline management plan last year,

Unknown speaker not human verified

we added that students who engage in multiple fights or assaults could be recommended as a discretionary placement to the DAP.

Unknown speaker not human verified

Okay, so do we have any questions?

Unknown speaker not human verified

Yeah, let me just ask a couple of things I just wanted to clarify.

Unknown speaker not human verified

five and that is and just I'm just looking at the policy right now okay and

Unknown speaker not human verified

I think part of the part of the exercise here besides informational is also to

Unknown speaker not human verified

for the board to think about if there's any tweaking or adjusting that we need

Unknown speaker not human verified

to make to the policy going forward so basically what I'm looking at is the

Unknown speaker not human verified

the definition of fighting physical contact and assault.

Unknown speaker not human verified

And I'm reading here, just if an individual

Unknown speaker not human verified

is physically confronted by another student,

Unknown speaker not human verified

the individual should avoid striking back

Unknown speaker not human verified

and find an adult or administrator

Unknown speaker not human verified

that can handle the situation.

Unknown speaker not human verified

And also, what we're saying is that a claim of self-defense

Unknown speaker not human verified

is not justification to avoid disciplinary action

Unknown speaker not human verified

and a police intervention unless there's documented evidence

Unknown speaker not human verified

that the student could not flee.

Unknown speaker not human verified

Anytime one person makes physical contact with another with the implied intent to harm

Unknown speaker not human verified

the act depending on the severity, it may be considered physical contact, assault by

Unknown speaker not human verified

contact or bodily injury.

Unknown speaker not human verified

And then as I look at the definition of self-defense or an individual to claim self-defense, we're

Unknown speaker not human verified

we're talking about the student must be without fault

Unknown speaker not human verified

in provoking the encounter, not as the aggressor,

Unknown speaker not human verified

and use the minimum force required to remove himself

Unknown speaker not human verified

or herself from immediate danger.

Unknown speaker not human verified

Actions that escalate or continue the encounter

Unknown speaker not human verified

will not be considered self-defense,

Unknown speaker not human verified

interactions prior to the encounter

Unknown speaker not human verified

will also be considered.

Unknown speaker not human verified

I noticed that when we look at the bullying definition,

Unknown speaker not human verified

we go back to the kind of bullying,

Unknown speaker not human verified

It talks about, defines bullying as a single significant act or a pattern of acts by one or more students directed at another student that exploits the imbalance of power and involves engaging in written or verbal expression, expression through electronic means or physical conduct that has all these other effects.

Unknown speaker not human verified

such conduct is considered bullying if that conduct exploits an imbalance of power between the student perpetrator and the student victim through written or verbal expression or physical conduct and interferes with a student's educational or substantially disrupts the operation of a school.

Unknown speaker not human verified

So I just wanted to kind of review, I don't know, some of the things that jump out at me as far as like on the policy.

Unknown speaker not human verified

Do I have any questions from the board?

Unknown speaker not human verified

Yes, Mr. President, I have questions.

Unknown speaker not human verified

May I?

Unknown speaker not human verified

Go ahead, Ms. Cattell.

Unknown speaker not human verified

Okay.

Unknown speaker not human verified

When was the last, I know you said we updated it last year with that one clause about multiple fights and the DAP, D-A-E-P?

Unknown speaker not human verified

Yes.

Unknown speaker not human verified

But besides that, when was this section last changed on fighting?

Unknown speaker not human verified

I would have to check.

Unknown speaker not human verified

My guess is years and years, over five years.

Unknown speaker not human verified

probably it's been our language that we've utilized. Okay, okay and in this I

Unknown speaker not human verified

look back in policy and I found FO local. Is there any other policy I'm missing

Unknown speaker not human verified

that would go in tandem with this? No, I think FO is probably the overarching

Unknown speaker not human verified

kind of parent policy for student discipline. I think we have some other

Unknown speaker not human verified

ones specific to JJAEPs or other placements but FO I think is going to be

Unknown speaker not human verified

the one that you want to look at okay thank you and then um you know it states here on page 10 of

Unknown speaker not human verified

the discipline management plan where is that a claim of self-defense is not a justification to

Unknown speaker not human verified

avoid disciplinary action or police intervention unless and this is my question unless there is

Unknown speaker not human verified

documented evidence that the student could not flee um where is that defined who who defines

Unknown speaker not human verified

that the student could not flee and what does that mean?

Unknown speaker not human verified

I think that would be part of the nuances

Unknown speaker not human verified

that an administrator would have to investigate

Unknown speaker not human verified

as part of their determination,

Unknown speaker not human verified

whether it's from the own student statement,

Unknown speaker not human verified

maybe witnesses, maybe it happened on the bus or a hallway,

Unknown speaker not human verified

we have video camera footage.

Unknown speaker not human verified

We don't have that defined anywhere?

Unknown speaker not human verified

Not to my knowledge.

Unknown speaker not human verified

Okay, okay.

Unknown speaker not human verified

And so if they could not flee and it's determined,

Unknown speaker not human verified

where does that then lead in the discipline management plan?

Unknown speaker not human verified

So generally speaking,

Unknown speaker not human verified

when we're talking about assigning student discipline,

Unknown speaker not human verified

the first step is usually what are we calling this behavior?

Unknown speaker not human verified

Are we calling it fighting physical contact or assault,

Unknown speaker not human verified

for example?

Unknown speaker not human verified

Where does it fall?

Unknown speaker not human verified

Our next step is to usually.

Unknown speaker not human verified

consider the jurisdiction? Did it happen, you know, on school property during school hours? You know,

Unknown speaker not human verified

make sure we have jurisdiction to discipline in the first place. 99.99% of cases it's during the

Unknown speaker not human verified

school day. That's an easy one. Then we look at what is the standard consequence that we would

Unknown speaker not human verified

consider for a student. So campuses, you know, have internal campus matrix or say here, you know,

Unknown speaker not human verified

this is how we're going to respond. You might remember on those level charts, there's lots of

Unknown speaker not human verified

X's on all the different things you can do. So what does a campus doing to stay consistent

Unknown speaker not human verified

among grade levels.

Unknown speaker not human verified

And so then they would have a starting point,

Unknown speaker not human verified

if you would, on what that discipline would be.

Unknown speaker not human verified

But then we get to that six factors piece, right?

Unknown speaker not human verified

We consider intent, discipline history, self-defense,

Unknown speaker not human verified

whether or not they have a disability

Unknown speaker not human verified

that substantially prevents their capacity

Unknown speaker not human verified

to appreciate the wrongfulness,

Unknown speaker not human verified

if they're a homeless student or in foster care.

Unknown speaker not human verified

Those are required by law for out of school suspension

Unknown speaker not human verified

or DAP placements, but we train and practice

Unknown speaker not human verified

that we use those in every situation,

Unknown speaker not human verified

even for a lunch detention, right?

Unknown speaker not human verified

because they're good reasons to pivot from the discipline we originally considered.

Unknown speaker not human verified

So when you're talking about the self-defense piece,

Unknown speaker not human verified

we kind of ensure we're really consistent on the front end,

Unknown speaker not human verified

and then we use that unique totality of information that we have

Unknown speaker not human verified

and those nuances of the investigation, what we know about the student,

Unknown speaker not human verified

what we know about their discipline history,

Unknown speaker not human verified

to then finalize what that discipline looks like,

Unknown speaker not human verified

which of course includes due process and parent notification.

Unknown speaker not human verified

Okay, so all that you just said,

Unknown speaker not human verified

Yeah, it you would apply when a student could not flee that's your response in

Unknown speaker not human verified

Our DMP in our DMP right okay?

Unknown speaker not human verified

There's documented evidence the student could not flee and self-defense application would apply not only in accordance with our

Unknown speaker not human verified

Definition in our discipline plan, but as part of those six factors

Unknown speaker not human verified

Thank you

Unknown speaker not human verified

Listen is when does a a peace officer get involved at what point?

Unknown speaker not human verified

Is a peace officer get involved?

Unknown speaker not human verified

and whose decision is it in terms of the actions of the police, if you will?

Unknown speaker not human verified

I may not have a perfect answer for you on that

Unknown speaker not human verified

because I think it's just, again, going to be up to the totality of information

Unknown speaker not human verified

and whether or not a campus administrator thinks

Unknown speaker not human verified

that maybe something rose to that penal code definition, right?

Unknown speaker not human verified

Something that would need to be classified by an officer.

Unknown speaker not human verified

As you remember, a lot of our discipline plan, especially with DAP,

Unknown speaker not human verified

references back to penal code.

Unknown speaker not human verified

So Texas Education Code says you shall send to a DAP for elements of terroristic threat under Penal Code 42

Unknown speaker not human verified

Whatever right and our administrators are tasked with having to identify from their end right are there elements of that terroristic threat?

Unknown speaker not human verified

And so our police officers often partner with our campus administrators

Unknown speaker not human verified

When those penal code applications apply?

Unknown speaker not human verified

So it's not a real direct answer.

Unknown speaker not human verified

It's not a straight flow chart.

Unknown speaker not human verified

So above and beyond, let's say, a suspension, who decides whether some sort of citation

Unknown speaker not human verified

is issued?

Unknown speaker not human verified

I think it would be the same even if it's just a suspension because we do have items,

Unknown speaker not human verified

offenses at level three such as maybe possession of, maybe a student has a pocket knife and

Unknown speaker not human verified

it's being evaluated by police.

Unknown speaker not human verified

Maybe they engage in assault by contact.

Unknown speaker not human verified

maybe there's you know we do have a level for an illegal activity that's not

Unknown speaker not human verified

you know mandatory removable offense such as disorderly conduct right so

Unknown speaker not human verified

there's lots of times that maybe there would be an application or review or

Unknown speaker not human verified

consultation with a campus officer that would not necessarily be a DAP placement

Unknown speaker not human verified

but would be part of that partnership I

Unknown speaker not human verified

think it'd be useful to add to your presentation some more definitions

Unknown speaker not human verified

related to, for example, self-defense, you know, just more than just the paragraph related to fighting physical contact on page 10, but maybe more on page 18, where it has some requirements for self-defense, or the definition of self-defense, if you will.

Rebecca Fox not human verified

That's good feedback. Thank you.

Rebecca Fox not human verified

Mr. President.

Unknown speaker not human verified

Ms. Fox.

Rebecca Fox not human verified

So I'm, Ms. Ashorn is always very well prepared and I assume that this is short because you didn't know about it until Friday afternoon and here we are, you know, already presenting.

Rebecca Fox not human verified

But if we were to have followed the guideline of having an agenda item on an agenda 10 days in advance, you would have had more time to add to that.

Rebecca Fox not human verified

And all of this stuff is available online for people to look at and find.

Rebecca Fox not human verified

Right.

Rebecca Fox not human verified

so to find the definitions and how they go together so page 10 and page 18 for

Rebecca Fox not human verified

people who are wanting to dig deeper so I might add to that that maybe she

Unknown speaker not human verified

didn't find out till Friday but I requested it I know a couple of it like

Unknown speaker not human verified

Thursday thinking that we were gonna get it on Monday and and again for you I

Unknown speaker not human verified

imagine it was very short notice and I appreciate you putting this together it

Rebecca Fox not human verified

But it is our guideline to have 10 days.

Rebecca Fox not human verified

Not really.

Rebecca Fox not human verified

If three people want to request something, you give us a 10-day minimum.

Unknown speaker not human verified

That's for the board operating procedures, correct?

Unknown speaker not human verified

Mm-hmm.

Rebecca Fox not human verified

Yeah.

Rebecca Fox not human verified

Mr. President?

Unknown speaker not human verified

Yeah, go ahead, Ms. Sheffield.

Dawn Champagne not human verified

So thank you for the presentation.

Dawn Champagne not human verified

And this, I know that we all sign things.

Dawn Champagne not human verified

I remember, you know, when I was a parent and we'd get that long thing.

Dawn Champagne not human verified

But all the parents sign it and all the kids sign it too.

Dawn Champagne not human verified

and probably it's a long document probably I did gloss over it so but you

Dawn Champagne not human verified

just because you gloss over and I mean any kind of real estate agent would tell

Dawn Champagne not human verified

you you know you saw it sign a thousand pieces of paper but you still signed it

Dawn Champagne not human verified

you know and you didn't know about the little fine print in there I just want

Dawn Champagne not human verified

to say that every parent has signed that disciplinary thing and they can all find

Dawn Champagne not human verified

it but my concern is about this is although I know it was short notice and

Dawn Champagne not human verified

and all that. I found out that this was going to be on the agenda

Dawn Champagne not human verified

three nearly four hours before it was. I got the agenda. So my question would be

Dawn Champagne not human verified

why? Why would community members know it was going to be on the agenda?

Dawn Champagne not human verified

Well, three and a half or four hours before I found out it was on the agenda.

Dawn Champagne not human verified

So I think that that's I don't know that anyone know that. Yeah, I have a I

Dawn Champagne not human verified

have a screenshot of it. I don't think so. Um, Mr President, Miss Timmy.

Dawn Champagne not human verified

Can you, I didn't get my question. I just was trying to find out, did someone from the board leak the information? Because that's a big coincidence. Because I've never seen this. I've been on here for seven years. I've never seen this on the agenda. So it'd be hard to predict, like for a community member just to predict that this was going to be on the agenda. Because that's what I've heard this person says is she just predicted it. But I don't know how you would predict it.

Unknown speaker not human verified

I have no idea.

Unknown speaker not human verified

Mr. President.

Unknown speaker not human verified

Ms. Teeman?

Unknown speaker not human verified

Do you mind if I ask you a quick question?

Unknown speaker not human verified

So this, okay, the self-defense, it's different than when I was in school.

Unknown speaker not human verified

And so has there been an evolution that I'm just not aware of?

Unknown speaker not human verified

Or has it always been that self-defense is not a justification?

Unknown speaker not human verified

Like I get why everyone would just claim self-defense, right?

Unknown speaker not human verified

So there are times where it's used as an excuse, rightfully or wrongfully.

Unknown speaker not human verified

And so I'm just curious, is this new or do you know if this is new?

Unknown speaker not human verified

So I wouldn't say this language on page 10 is new.

Unknown speaker not human verified

That's definitely been a longstanding set of language.

Unknown speaker not human verified

However, our definition of added self-defense, that three-prong approach that Mr. Perez read

Unknown speaker not human verified

that was on page 18, that was added four to six years ago

Unknown speaker not human verified

because I think we did recognize that there was a gap

Unknown speaker not human verified

of what is considered self-defense, right?

Unknown speaker not human verified

Especially when the state said self-defense

Unknown speaker not human verified

is one of those mandatory things

Unknown speaker not human verified

you have to consider prior to discipline.

Unknown speaker not human verified

We felt like we needed to have some guideposts

Unknown speaker not human verified

for our administrators, our parents, our students

Unknown speaker not human verified

to kind of understand how self-defense is defined.

Unknown speaker not human verified

So that, you know, without, let's see, to read those again,

Unknown speaker not human verified

to be without fault in provoking the encounter,

Unknown speaker not human verified

not act as the aggressor and use the minimum force required to remove himself or herself from immediate danger or harm.

Unknown speaker not human verified

So we added that on the back end because we recognized maybe that was a gap that needed to be closed a little more.

Unknown speaker not human verified

So those are two qualifications that, or you said three?

Unknown speaker not human verified

Yeah, three, to be without fault in provoking the encounter, to not act as the aggressor,

Unknown speaker not human verified

and to use the minimum force required to remove himself or herself from immediate danger or harm.

Unknown speaker not human verified

Okay, so that's kind of our starting point in consideration and that can help kind of guide the conversations

Unknown speaker not human verified

To um get to that evidence piece right to kind of find out what was going on and what was happening

Unknown speaker not human verified

And what that intent was?

Unknown speaker not human verified

Thank you

Unknown speaker not human verified

Thank you any other comments or questions

Unknown speaker not human verified

You know, it didn't seem like there was anything controversial about putting this on the agenda, uh,

Unknown speaker not human verified

Just to really give the community more information about

Unknown speaker not human verified

the discipline management plan, hyper-focused on it a little bit this evening,

Unknown speaker not human verified

because parents may have questions and concerns.

Unknown speaker not human verified

So I appreciate you doing that.

Rebecca Fox not human verified

Mr. President, I have a question.

Unknown speaker not human verified

Ms. Fox?

Rebecca Fox not human verified

I would like to see maybe in the future, when we have more time,

Rebecca Fox not human verified

to get some more data, some more statistics,

Rebecca Fox not human verified

that talks about what KDISD with its 96,890 students,

Rebecca Fox not human verified

however many it is today,

Rebecca Fox not human verified

how that looks in a school year across our campuses.

Rebecca Fox not human verified

And while we cannot prevent every disagreement

Rebecca Fox not human verified

or every confrontation between students,

Rebecca Fox not human verified

it would be good for us to have statistics and data

Rebecca Fox not human verified

of how it happens, how often it happens,

Rebecca Fox not human verified

what levels of discipline are handed out.

Rebecca Fox not human verified

And I think knowing that, again, broken record,

Rebecca Fox not human verified

I'm about to begin my 20th year sitting in this seat,

Rebecca Fox not human verified

and I have confidence, and our community

Rebecca Fox not human verified

would have confidence when they had all of that

Rebecca Fox not human verified

put in perspective, that our policies, IS,

Rebecca Fox not human verified

are being carried out by our campus leaders

Rebecca Fox not human verified

and our police who are out on our campuses

Rebecca Fox not human verified

build relationships with children and adults and teachers

Rebecca Fox not human verified

and that overall our children are safe.

Rebecca Fox not human verified

And while sometimes when you hear something,

Rebecca Fox not human verified

there's a little bit of like, oh no,

Rebecca Fox not human verified

are my children safe at school?

Rebecca Fox not human verified

And if we had a big presentation with all of that,

Rebecca Fox not human verified

I think it would give us confidence

Rebecca Fox not human verified

that our campus leaders are taking really good care of our children. Thank you.

Unknown speaker not human verified

I think that the legitimate request for information, I don't think the

Unknown speaker not human verified

statistics really help if you're concerned about your child. The

Unknown speaker not human verified

statistics that the fact that yeah we maybe have low occurrences across

Unknown speaker not human verified

crossed 96,000, but it still boils down to, you know, individual children and parents.

Unknown speaker not human verified

But anyway, any other questions?

Rebecca Fox not human verified

I agree with you, and I'm not making light of any one child.

Rebecca Fox not human verified

I just know that, I mean, we've seen news across the state of things happening, and it's frightening, right?

Rebecca Fox not human verified

And if you hear a school shooting, it's frightening, and my kids were afraid to go to school some days.

Rebecca Fox not human verified

And then when you talk about how many school, how many, right, that kind of thing.

Rebecca Fox not human verified

And so as we're talking about the discipline management plan and those things, I think that's an important conversation for us to have with our children.

Rebecca Fox not human verified

I had this conversation with my children that defending yourself does not mean that you will be without consequence.

Rebecca Fox not human verified

I had that conversation with my children all the time, whatever might happen at school or on the football field or whatever happens or wherever you were.

Rebecca Fox not human verified

So this is really good information for our families to have and know where to go to look for it.

Rebecca Fox not human verified

I just, you know, I know if you were going to make a presentation about it, it would be more in depth than this.

Rebecca Fox not human verified

And I'd be interested in looking at that on a day when it's, you know, maybe not on everyone's...

Rebecca Fox not human verified

Yeah.

Rebecca Fox not human verified

A different feeling, you know, at a time when it's a different feeling.

Unknown speaker not human verified

Thank you.

Unknown speaker not human verified

we need to obviously it's so important that we provide a safe learning

Unknown speaker not human verified

environment not only for threats from the outside but threats from the inside

Unknown speaker not human verified

as well so safe all around so thank you so much for your for your for your

Unknown speaker not human verified

emphasis on this thanks thank you for your flexibility and my technical

Unknown speaker not human verified

difficulty thank you we'll get Daniel to get a step back up thank you okay now we

9.1 Discuss and consider Board Approval of the February 2025 Financial Reports.

Unknown speaker not human verified

move on to discussion and consider board approval of the February 2025 financial

Unknown speaker not human verified

financial reports, 9.1. Jamie Hines, our presenter, and he is Assistant Superintendent of Finance.

Unknown speaker not human verified

Welcome. Thank you. President Perez, members of the Board, Superintendent Grigorski, you should have before you our financial reports, our tax report, and our construction report through the month of

Unknown speaker not human verified

February as well as our check register summary for the month of February

Unknown speaker not human verified

included with our financial statements is an analysis of our expenditures our

Unknown speaker not human verified

revenue and our fund balance through the month of February a couple of things to

Unknown speaker not human verified

just kind of bring to light this is through February or six months of our

Unknown speaker not human verified

fiscal year so we're through 50% of our fiscal year so this is a good time to

Unknown speaker not human verified

just kind of look at our expenditures and kind of see where we're at on that

Unknown speaker not human verified

first page of the financial statements I'll just bring your attention to our

Unknown speaker not human verified

payroll costs or our biggest expenditure and we're at 48% which is tracking very

Unknown speaker not human verified

well what that really tells us is we're kind of in the same place just a little

Unknown speaker not human verified

bit better place than we were this past year from an underspending perspective

Unknown speaker not human verified

which is good obviously since we're in a deficit if you go down a little further

Unknown speaker not human verified

the only two that are way off from that really are our debt payments and that's

Unknown speaker not human verified

at 80% and that's because in February we make both our principal and interest

Unknown speaker not human verified

payment on our debt and that was made in mid-february the other 20% that will

Unknown speaker not human verified

remain at 80% through the end of the year and then in August we'll make the

Unknown speaker not human verified

other 20% which will be an interest payment on that debt beyond that the 22%

Unknown speaker not human verified

for other operating I'll go into in just a moment on the second page when you

Unknown speaker not human verified

look at the expenditures by function really we don't have a lot that are off

Unknown speaker not human verified

this really kind of tells us where we're at I'm just gonna focus on a couple and

Unknown speaker not human verified

that's on the social work services which is about 57% and that's because of some

Unknown speaker not human verified

adjustments in positions that were in instruction those have been moved and

Unknown speaker not human verified

and were moved this past month in a budget amendment.

Unknown speaker not human verified

So the actual budget followed where the people need to be.

Unknown speaker not human verified

We were expending out of that function, but the budget was still in function 11.

Unknown speaker not human verified

So Mrs. Rios has moved that, and next month you should see that come into alignment.

Unknown speaker not human verified

Further down, you'll see data processing services at 54%.

Unknown speaker not human verified

That usually wouldn't be quite there.

Unknown speaker not human verified

You can see it was at 53% this past year.

Unknown speaker not human verified

That's tracking down because we have all of those early year contracts for software services that we do.

Unknown speaker not human verified

And then we had a large one in February, which is a normal yearly thing.

Unknown speaker not human verified

So right in the same place that we usually are.

Unknown speaker not human verified

Of course, transportation is always a little high because that's really a 10-month budget.

Unknown speaker not human verified

And so the last two months of our fiscal year, in July and August, you'll see that come down a bit.

Unknown speaker not human verified

I also want to just bring your attention those three functions down at the bottom.

Unknown speaker not human verified

And I can barely see them without my glasses on.

Unknown speaker not human verified

But those are our payments to fiscal agents, our payments to JJAEP, or Juvenile Justice Alternative Education Programs, and our payments to tax increment fund.

Unknown speaker not human verified

The payments to fiscal agents, that's a shared service agreement that KDISD has for deaf-add services for our deaf children.

Unknown speaker not human verified

And we're in a shared service agreement with, I believe it's Royal ISD, Belleville ISD, Hempstead ISD, and Seeley ISD.

Unknown speaker not human verified

And so we all share the payments for those.

Unknown speaker not human verified

and at the end of the year depending on which services KDISD used will shore that up and so

Unknown speaker not human verified

Once same thing with JJAEP once we know how many students we had to send to that program at the end of the year

Unknown speaker not human verified

We'll shore that up so they'll stay at zero through the end of the fiscal year and then the payments to the tax increment fund

Unknown speaker not human verified

That's the TERS which we no longer

Unknown speaker not human verified

Have there's just a little bit in that budget and that's for any ancillary

Unknown speaker not human verified

legal fees that we may encounter this year. And then this next year, that function 97 will

Unknown speaker not human verified

actually fall off of this report. I'll be glad to answer any other questions, if you'll have any.

Unknown speaker not human verified

Any questions, trustees? Mr. President, the question on the construction report.

Unknown speaker not human verified

I apologize if I missed this last time, but I just noticed that the two new elementaries

Unknown speaker not human verified

were over by excuse me under by 8.3 and 8.7 was there something that happened but no am I and I

Unknown speaker not human verified

believe we have brought this up a couple of dice a we I think miss Cassman has brought it up but

Unknown speaker not human verified

no ma'am we came in under budget on those when when they bid those projects out and I don't

Unknown speaker not human verified

know the exact month but it's been several months that's an expected I mean that's permanent we're

Unknown speaker not human verified

going to be over by that 8.3 and 8.4 already for those two new schools.

Unknown speaker not human verified

Based on the initial bid, no.

Unknown speaker not human verified

There could be changes to that, but currently that's the expectation.

Unknown speaker not human verified

Yes, ma'am.

Unknown speaker not human verified

Thank you.

Unknown speaker not human verified

Very good news.

Unknown speaker not human verified

Thank you.

Unknown speaker not human verified

Any other questions?

Unknown speaker not human verified

Thank you.

Unknown speaker not human verified

Thank you.

Unknown speaker not human verified

Thank you.

Unknown speaker not human verified

Okay, now we'll move on to 9.2.

9.2 Discuss and consider Board approval of the April 2025 budget amendments.

Unknown speaker not human verified

and that is the April 2025 budget amendments.

Unknown speaker not human verified

Presenter is Esperanza Rios, Director of Budget and Treasury.

Unknown speaker not human verified

Welcome.

Unknown speaker not human verified

Good evening, Board President Perez, Board of Trustees, and Dr. Gregorski.

Unknown speaker not human verified

Tonight we present a budget amendment which is a direct offset of revenue to expenditures

Unknown speaker not human verified

related to an increase in dual credit classes being taught by the district and reimbursed by HCC.

Unknown speaker not human verified

We also present an amendment for $12,000 in the naming of the single-ranch high school track after Gary Dirks, which was approved by the board at the September 23rd board meeting.

Unknown speaker not human verified

The remaining budget amendments are all direct functional offsets.

Unknown speaker not human verified

These functional offsets include hotspots, under-the-air activities, substitute student awards, repairs, staff development, instructional supplies.

Unknown speaker not human verified

The approval of these amendments will result in a decrease of $12,000 to the general operating fund balance.

Unknown speaker not human verified

We're also presenting a budget amendment for the capital projects fund for the campus furniture replacement retrofit at Beckendorf junior high.

Unknown speaker not human verified

These funds will come from the 2021 bond savings, bond project savings, and the approval of this amendment will result in no impact to the capital fund balance.

Unknown speaker not human verified

Thank you. Any questions? Mr. President? Ms. Champagne? Thank you for your

Dawn Champagne not human verified

presentation. Okay, I'm not an accountant so you'll just have to educate me a

Dawn Champagne not human verified

little bit here. So we got a reimbursement for HCC and then we had an

Unknown speaker not human verified

expenditure for HCC also? Yes, and so they will reimburse us for the extra duty pay

Unknown speaker not human verified

that we provide to the teachers. Oh, for the teachers? So the first payment we made was

Unknown speaker not human verified

$104,000 so we were already received that this would actually be to cover the second payment

Dawn Champagne not human verified

So are those HCC teachers? No, they're Katie. I see when my daughter took those

Dawn Champagne not human verified

She actually had a teacher at HCC

Dawn Champagne not human verified

You know that she did online or whatever so that was something different I guess but it was a dual credit course

Dawn Champagne not human verified

I'm just going by with the one or two classes that she took into them and they may be different

Unknown speaker not human verified

I don't know these are these are reimbursing of those teachers at Katie. Okay. Okay. Thanks. Thank you

Dawn Champagne not human verified

Thank you.

Unknown speaker not human verified

Chair Greg Musil.

Unknown speaker not human verified

Other questions?

Unknown speaker not human verified

Thank you very much.

Unknown speaker not human verified

Thank you.

Unknown speaker not human verified

And you are continuing to present, right?

9.3 Discuss and consider Board approval of a bank depository contract.

Unknown speaker not human verified

Yes.

Unknown speaker not human verified

Which is approval of the bank depository contract.

Unknown speaker not human verified

First, we'd like to thank the banks who submitted a proposal.

Unknown speaker not human verified

Based on the tabulation, it's our recommendation that the 2527 biennium depository contract

Unknown speaker not human verified

be awarded to Prosperity Bank.

Unknown speaker not human verified

This recommendation is strongly supported by the tabulation, the interest income on district, all district deposits, the excellent customer service they have provided and being able to meet all the needs of the district and our end users.

Rebecca Fox not human verified

Okay, any questions Mr. president? Thank you. Oh, this Fox just always so grateful for prosperity bank and the relationship they have with Katie SD and how much they come alongside us as community partners and education.

Rebecca Fox not human verified

Foundation and every time we reach out and say hey can you they always say yes

Rebecca Fox not human verified

and so it's great to see that you know they're continuing to serve our needs

Unknown speaker not human verified

well appreciate that mr. president it's also and they are their location is much

Unknown speaker not human verified

more advantageous to us and our employees correct yes ma'am they're

Unknown speaker not human verified

located off your office single ranches so the vault is there so it's close and

Unknown speaker not human verified

proximity to us and they work with our policies so that's very helpful beneficial to the district

Unknown speaker not human verified

saving a lot of time yes ma'am can i excuse me i just would like to say yes they their main branch

Unknown speaker not human verified

that they're servicing is out of a single ranch but they do have five or six other locations

Unknown speaker not human verified

across the district um but i would like to echo with what ms fox said but more from an

Unknown speaker not human verified

operational standpoint when we've needed them they've been there miss Sheldon is

Unknown speaker not human verified

here tonight and I can't tell you the kind of service that we get from her and

Unknown speaker not human verified

her staff is second to none and I'm so glad we always hold our breath and hope

Unknown speaker not human verified

that when we do the analysis that they come out on top and they did and it's

Unknown speaker not human verified

been a fantastic relationship and there's been things like during

Unknown speaker not human verified

Hurricane Harvey that they really during this freeze I could say several others

Unknown speaker not human verified

that they've really bent over backwards to serve the people of this district,

Unknown speaker not human verified

and I can't thank them enough.

Unknown speaker not human verified

Thank you very much. Thank you.

9.4 Discuss and consider Board approval of the nomination of a Katy Independent School District Board Member to the Texas Association of School Boards (TASB) Board of Directors for Region 4, Position E.

Unknown speaker not human verified

Okay, the next item is 9.4, which is to discuss and consider board approval

Unknown speaker not human verified

of a nomination of a Cady Independent School District board member

Unknown speaker not human verified

to the TASB board directors for Region 4, Position E.

Unknown speaker not human verified

And so as I understand this, because of our size, we get a board member.

Unknown speaker not human verified

TASB does.

Unknown speaker not human verified

So I think Ms. Fox, you're right now and your term is up.

Unknown speaker not human verified

So we have to nominate somebody.

Unknown speaker not human verified

Ms. Fox, I assume you're interested in going forward.

Unknown speaker not human verified

Is there anybody else?

Rebecca Fox not human verified

I'm sure Mary Ellen would love to go.

Rebecca Fox not human verified

I'll decline.

Unknown speaker not human verified

Okay, so we're not voting on it tonight, but we're going to be nominating you, it looks like.

Rebecca Fox not human verified

It's multiple times a year that we go to three-day workshops, and it's a board meeting like this, 42 board members around the state.

Rebecca Fox not human verified

And so I think the continuity on there would serve well.

Unknown speaker not human verified

Okay, now we move on to 9.5.

9.5 Discuss and consider Board approval of new instructional materials and the Certification of Provision of Instructional Materials for the 2025-2026 school year.

Unknown speaker not human verified

And this is to discuss and consider board approval of new instructional materials and the certification of provision of instructional materials for the 25-26 school year.

Unknown speaker not human verified

And our presenter is Nakia Coy, Executive Director of Federal Programs and External Funding.

Unknown speaker not human verified

Welcome.

Unknown speaker not human verified

Good evening.

Unknown speaker not human verified

Good evening, President Perez, board members, and Dr. Grigorski.

Unknown speaker not human verified

I'm here this evening to provide you with an update on the instructional materials and technology allotment and request your approval of the

Unknown speaker not human verified

certification of provision of instructional materials for the 25-26 school year and that was

Unknown speaker not human verified

previously known as the TEAC certification

Unknown speaker not human verified

As you know the instructional materials and technology allotment provides flexibility to school districts in the selection of instructional materials test

Unknown speaker not human verified

textbooks and software our

Unknown speaker not human verified

Our IMTA is based on a per-pupil amount.

Unknown speaker not human verified

It's funded every two years, and our next biennium starts this September.

Unknown speaker not human verified

This slide depicts our timeline for the selection of materials.

Unknown speaker not human verified

We began the process in November by establishing review teams.

Unknown speaker not human verified

The teams worked to review materials and make recommendations based on need and alignment to the courses.

Unknown speaker not human verified

In March, we collected feedback and prepared final recommendations.

Unknown speaker not human verified

While there were no proclamations issued this year, there were several secondary and CTE

Unknown speaker not human verified

courses needing instructional material.

Unknown speaker not human verified

These courses are listed here along with the instructional materials selected.

Unknown speaker not human verified

So AP Bio, French II, reading electives, and then also our CTE courses, engineering, manufacturing,

Unknown speaker not human verified

manufacturing, cybersecurity, and marketing.

Unknown speaker not human verified

These new materials will cost approximately $930,000.

Unknown speaker not human verified

An estimated $5.6 million will be spent to renew current online textbook licenses.

Unknown speaker not human verified

Additionally, approximately $5.4 million will be used to make the final payment of an eight-year

Unknown speaker not human verified

science adoption that was approved last year.

Unknown speaker not human verified

This totals a little under $12 million with an expected allotment of approximately $16

Unknown speaker not human verified

million this fall. Every school district must certify annually to the State Board

Unknown speaker not human verified

of Education and the Commissioner that students have access to instructional

Unknown speaker not human verified

materials covering all Texas essential knowledge and skills, the TEKS for all

Unknown speaker not human verified

required subjects. In your packet is a copy of that certification including how

Unknown speaker not human verified

the district meets this requirement. This concludes my update and I'm available

Unknown speaker not human verified

for any questions that you may have trustees we have any questions mr.

Dawn Champagne not human verified

president I just have a question about textbooks I'm just kind of a little bit

Dawn Champagne not human verified

out of the loop since my last one graduated in 2020 so do kids get

Dawn Champagne not human verified

textbooks I know there's like a classroom there's there's still a

Unknown speaker not human verified

classroom set generally there's a class set and generally one-to-one digital

Dawn Champagne not human verified

access digital access but there's not their own book not automatically but

Dawn Champagne not human verified

but they have one for each student in the classroom?

Unknown speaker not human verified

Sometimes.

Unknown speaker not human verified

Okay.

Unknown speaker not human verified

There was a standard of 30 a while back,

Unknown speaker not human verified

and then we've kind of narrowed that down a little bit

Unknown speaker not human verified

to maybe 15 at secondary, 10 at elementary,

Unknown speaker not human verified

kind of depending on the course.

Unknown speaker not human verified

For science, three through five,

Unknown speaker not human verified

we purchased hard copy textbooks,

Unknown speaker not human verified

a set of 10 per classroom,

Unknown speaker not human verified

room, but K-1-2, they have a consumable one-to-one textbook.

Dawn Champagne not human verified

So I heard, so I guess this is how it was back five years ago, that if a kid wanted

Dawn Champagne not human verified

a textbook, they could have one.

Dawn Champagne not human verified

That still is the same?

Dawn Champagne not human verified

Okay, good.

Unknown speaker not human verified

They just need to ask their textbook clerk on campus.

Dawn Champagne not human verified

And now, this is my last question about that, did it become less expensive for us when we

Dawn Champagne not human verified

didn't have to get so many.

Dawn Champagne not human verified

I was just kind of hoping there.

Dawn Champagne not human verified

Because we used to have to have the classroom set

Dawn Champagne not human verified

and then each kid had a book.

Dawn Champagne not human verified

So we have had double the amount of books.

Dawn Champagne not human verified

But it's not cheaper now.

Dawn Champagne not human verified

I'm asking Ms. McKinney.

Unknown speaker not human verified

There is a license and generally the license

Unknown speaker not human verified

cost is the same as the book.

Unknown speaker not human verified

So we have tried to limit

Unknown speaker not human verified

how many hard copies we buy.

Unknown speaker not human verified

but there is a cost annually for all of the licenses and then if we don't have funding

Unknown speaker not human verified

from the state sometimes that's what that's what makes it harder to kind of continue you think

Unknown speaker not human verified

oh we don't need new books this year but we still have those licenses that that we pay annually and

Dawn Champagne not human verified

they keep doing like the second edition third edition all that that's what they do in college

Unknown speaker not human verified

college anyway. Sometimes there is a point where the addition that we have is no longer available. And so sometimes if it's a hard copy book, we generally just keep that same version of the book. But if there's an updated online version, then sometimes we'll move to that one. Thank you for your time. It's interesting. I had a question. When we say new instructional materials, is this where a textbook or a series of textbooks?

Unknown speaker not human verified

is out of date or is it because we have a new class with it it's a new it's a new class so

Unknown speaker not human verified

therefore we had to acquire slices or textbooks for that new class or is it just that we decided

Unknown speaker not human verified

uh we want to change and so the old books are no longer any good so we have to

Unknown speaker not human verified

stockpile them someplace and we have to go out and buy a bunch of new books

Unknown speaker not human verified

All of the above. Some are for new courses. Sometimes, as far as the college board, may change the standards and our subscription, our online licenses have expired.

Unknown speaker not human verified

So if there's a change in the standards, we will possibly look at new materials then if there's a teak's change

Unknown speaker not human verified

We would possibly look at new materials

Unknown speaker not human verified

Sometimes they don't make that book anymore and then we would look at new materials

Unknown speaker not human verified

the growth growth and renewals is that

Unknown speaker not human verified

That is renewing exist from existing

Unknown speaker not human verified

classes and growth in the enrollment

Unknown speaker not human verified

enrollment yes so teacher materials for any new new new classes that are coming aboard are coming

Unknown speaker not human verified

you know on board sometimes a campus might go from team teaching you know two teachers to three

Unknown speaker not human verified

teachers and so then that third teacher needs a class set of all of the materials teacher editions

Unknown speaker not human verified

and so on um the majority of the cost for those renewals is six through 12th grade social studies

Unknown speaker not human verified

where the previous kind of block of licenses that we purchased have expired.

Unknown speaker not human verified

And so now we're buying another block of licenses to continue

Unknown speaker not human verified

until we have that next change in about five years.

Unknown speaker not human verified

Okay, so we're not willy-nilly just saying,

Unknown speaker not human verified

we don't like this anymore, let's go with the new model.

Unknown speaker not human verified

Definitely not.

Unknown speaker not human verified

And then we have a room full of old books that we don't know what to do with.

Unknown speaker not human verified

We try not to do that.

Unknown speaker not human verified

sometimes we'll slow down purchasing if we see that something hasn't been used

Unknown speaker not human verified

we won't reorder the next year until we've used what we have we also when

Unknown speaker not human verified

new new classes are dissolved on one campus they pack everything up bring it

Unknown speaker not human verified

to the new campus make sure everything is there so we try our best not to have

Unknown speaker not human verified

to purchase new if we don't have any other questions mr. president this is

Rebecca Fox not human verified

Ms. Khoiso, I think it's pretty easy to say that an online book doesn't cost anywhere near what a printed book would cost if they had to ship it and do all those things.

Rebecca Fox not human verified

But they call it a license fee so they can still make their money.

Rebecca Fox not human verified

I'm sure it probably happens the same with our STAAR Test.

Rebecca Fox not human verified

It's all online now and it's all graded online and all that, but it's not – I'm sure they don't charge less to do that.

Rebecca Fox not human verified

My question is, what things are in place, this may be the Dr. Alani question, what processes are in place to make sure that once we no longer need that license, that we cancel the payment or stop paying for it?

Rebecca Fox not human verified

or you know do we have any of that where you know i had netflix i haven't watched it in a long time

Rebecca Fox not human verified

and i'm still paying for it and i forgot i was paying for it you know that kind of thing do we

Rebecca Fox not human verified

have a process in place to make sure that once we change materials we stop payment or how does that

Unknown speaker not human verified

work we generally don't change materials until those licenses have ended i do know there's an

Unknown speaker not human verified

annual review of all software that's done throughout the district just to make sure that

Unknown speaker not human verified

that usage is on par with our expectations

Unknown speaker not human verified

and those decisions are made in that regard,

Unknown speaker not human verified

but not so much as far as textbooks are concerned.

Unknown speaker not human verified

We usually have preset years

Unknown speaker not human verified

that we're looking at those materials.

Rebecca Fox not human verified

Okay, is it, excuse me, Maya,

Rebecca Fox not human verified

is it a monthly charge or is it just,

Rebecca Fox not human verified

do we pay the $5 million just when science comes up

Rebecca Fox not human verified

and so we know that when that's over, it's over?

Unknown speaker not human verified

both but not necessarily monthly but there there are some annual annual expenses and then there

Unknown speaker not human verified

are some instances where we've paid upfront so with like our HMH reading we paid upfront science

Unknown speaker not human verified

we paid half last year we're paying the other half this year with social studies there were

Unknown speaker not human verified

not doesn't there wasn't enough funding to pay it all upfront so we are doing a say a five-year

Unknown speaker not human verified

contract with annual payments so that we can capitalize on the lowest cost available but then

Unknown speaker not human verified

still make annual payments in line with our allotment from the state thank you my goodness

Rebecca Fox not human verified

you've got it all memorized right there i like it and when you said that with our technology we have

Rebecca Fox not human verified

the ongoing review that must be what i was thinking of thank you so much um mr president

Unknown speaker not human verified

Ms. Tehme? Okay, so the instructional materials allotment, just for our public that may not know,

Unknown speaker not human verified

that's coming from the state, right? Those dollars are coming from the state. So

Unknown speaker not human verified

by and large, the state is paying our instructional materials cost. Okay,

Unknown speaker not human verified

okay, just a second, just a second. That's okay, that's okay. Okay, so we have a balance that

Unknown speaker not human verified

we're carrying over, right? Is there, what are the rules for that? Are there, like, we have to

Unknown speaker not human verified

spend that between a certain amount of time or is it pretty flexible no it it carries from year to

Unknown speaker not human verified

year since it's a two-year okay it's a two-year allotment okay so that remaining balance will be

Unknown speaker not human verified

go will go to cover our growth for the following year so if we don't use that do we lose it no it

Unknown speaker not human verified

okay just continues on okay great and then we still have a remaining balance a pretty healthy

Unknown speaker not human verified

see one projected yes projected right okay okay thank you that's the one last

Unknown speaker not human verified

thing in when you mentioned that we have public display day through March

Unknown speaker not human verified

feedback from parents and community that's what we tell the community hey

Unknown speaker not human verified

it's just gonna be online go ahead and review it it's not like they go in and

Unknown speaker not human verified

look at the books themselves it's all online correct both we have it online

Unknown speaker not human verified

line, but then we also have tables of the actual books, the actual teacher materials

Unknown speaker not human verified

that they can come for two weeks during business hours to preview those materials.

Unknown speaker not human verified

And then we also have late nights a couple times during those two weeks in case they

Unknown speaker not human verified

want to come after work.

Unknown speaker not human verified

And do we get teacher input for that?

Unknown speaker not human verified

The curriculum and instruction department during their, with their committees, they

Unknown speaker not human verified

do get teacher input at that time.

Unknown speaker not human verified

Okay. Thank you. Anything else? All right. Thank you so much.

9.6 Discuss and consider Board approval of a contract for the renovation and building addition to Beck Junior High School.

Unknown speaker not human verified

Okay. The next item is 9.6, and now we're moving to the fun stuff, which is with the award-winning

Unknown speaker not human verified

Lisa Kastman, Executive Director, Facilities, Planning, and Construction. Welcome.

Unknown speaker not human verified

Welcome. Thank you.

Unknown speaker not human verified

And if we're talking about at first, we're talking about back Junior High contract renovation and building addition, correct? Correct. So I go to context before I go into that item.

Unknown speaker not human verified

First of all, good evening, President Perez, Trustees, Dr. Gagorski.

Unknown speaker not human verified

So the first five are recommendations for the construction manager at risk for three general contractors.

Unknown speaker not human verified

We use the two-step construction manager at risk process for these selections to better vet the contractors

Unknown speaker not human verified

and make the selections better for the eight proposed projects, which will not sum not commenced until 2027.

Unknown speaker not human verified

This process allowed us to look into the contractor and their team in response to the construction market

Unknown speaker not human verified

and other bond projects in the area.

Unknown speaker not human verified

We've used this method twice before in the 2010 bond and the 2014 bond.

Unknown speaker not human verified

Step one, we evaluate the contractors and their personnel experience, reputation, and

Unknown speaker not human verified

quality of work, and that's 50% of the final score.

Unknown speaker not human verified

That kind of gives us a chance to look at the contractors and not be swayed by the price

Unknown speaker not human verified

and sense, make sure we're getting the best team.

Unknown speaker not human verified

And then from their submissions, we solicit their proposals that include their fee, pre-construction

Unknown speaker not human verified

construction services and general conditions, which accounts for another 30%, and the final

Unknown speaker not human verified

20% is for the interviews.

Unknown speaker not human verified

So we actually interviewed all the contractors, asked them to bring their project superintendents

Unknown speaker not human verified

for the projects that they were going to bid on so we could see who the people are, the

Unknown speaker not human verified

boots on the ground, making sure the personalities worked out and the right experience.

Unknown speaker not human verified

So based on the above, the first recommendation is for Ansel O'Brien for the Beck Junior

Unknown speaker not human verified

High renovation and addition.

Unknown speaker not human verified

They are currently working on a similar footprint at Katy Junior High and have completed work

Unknown speaker not human verified

at west memorial elementary katie high school cte and they did the may creek high school renovation

Unknown speaker not human verified

i had a question about so what is step two step two is when they tell us we want to bid on these

Unknown speaker not human verified

three projects so then they give us what their construction fee is their pre-construction

Unknown speaker not human verified

services and then to make it a level playing field we give them the list of general conditions which

Unknown speaker not human verified

is their staffing their trailer and everyone bids on the same list for one month and that's how we

Unknown speaker not human verified

calculate and come with our cost okay so people are still in the running it in

Unknown speaker not human verified

step two correct others besides the one that one step one the first well with

Unknown speaker not human verified

step one we can recommend up to five contractors to interview and in this

Unknown speaker not human verified

case we recommend it up to three in this case okay all right any questions on

Rebecca Fox not human verified

9.6 mr. president miss Fox I know we're just talking about minimal things here

Rebecca Fox not human verified

but the Beck junior high renovation will look similar to what's happening at Katie

Rebecca Fox not human verified

junior high that's correct thank you

Unknown speaker not human verified

the other questions on 9.6 okay we move on to 9.7 which is May Creek Elementary

9.7 Discuss and consider Board approval of a contract for the renovations to Mayde Creek Elementary School and Sundown Elementary School.

Unknown speaker not human verified

elementary and sundown elementary school.

Unknown speaker not human verified

We are also recommending Ansel O'Brien for these projects based on their similar experience and how they're scoring ranked out.

Unknown speaker not human verified

Okay, any questions on 9.7?

9.8 Discuss and consider Board approval of a contract for the expansion to the Mark L. Hopkins Law Enforcement Center.

Unknown speaker not human verified

And we move on to 9.8 and that is the approval of

Unknown speaker not human verified

contract for the expansion of the Markel Hopkins Law Enforcement Center 9.8.

Unknown speaker not human verified

That's correct.

Unknown speaker not human verified

And that will be the final project that will be awarded to Ansel O'Brien.

Rebecca Fox not human verified

Mr. President, as we're looking at all of these renovations of our older buildings,

Rebecca Fox not human verified

and it's hard to think of Beck Junior High and Katie Junior High as being older,

Rebecca Fox not human verified

but May Creek and Sundown, those things,

Rebecca Fox not human verified

when we put our bond committees together

Rebecca Fox not human verified

and all of our community comes from every corner of the district

Rebecca Fox not human verified

and every zip code and they look at it,

Rebecca Fox not human verified

the important piece is not just new schools,

Rebecca Fox not human verified

but to take care of the facilities that the community has invested in

Rebecca Fox not human verified

and given to us to take care of.

Rebecca Fox not human verified

And so seeing these things come through,

Rebecca Fox not human verified

they get a little bit of rote memory in them

Rebecca Fox not human verified

and they just go through.

Rebecca Fox not human verified

but I'm always reminded how much they have entrusted us to take care of our facilities and I'm grateful that they have and that

Rebecca Fox not human verified

We're able to do that and just keep going because the renovation is way harder than new construction as we know with people in the building

Unknown speaker not human verified

Had a question a general question do we get concerned that it looks like

Unknown speaker not human verified

Through like just two of these

Unknown speaker not human verified

contractors get like are getting a lot of work that they like the capacity or that they're stressed

Unknown speaker not human verified

too thin no we've got ansel bryant's getting a lot of the work they had the capacity for it and

Unknown speaker not human verified

they had the right personnel steward builders because we're looking ahead you know some of

Unknown speaker not human verified

the superintendents will roll over from a current project to the future project so we've got

Unknown speaker not human verified

experience with that staff so we kind of know what we're getting so we've taken a look at the

Unknown speaker not human verified

schedules their schedules their personnel to make sure everything is

Unknown speaker not human verified

aligned okay there's one there that always loses like I don't know if

Unknown speaker not human verified

there's talking horse or what but they they're always too high you know

Unknown speaker not human verified

sometimes that happens yeah okay I won't mention their names okay we're okay nine

9.9 Discuss and consider Board approval of a contract for the renovations to Hayes Elementary School and McRoberts Elementary School.

Unknown speaker not human verified

point nine is discussed to consider board approval of a contract for the

Unknown speaker not human verified

renovations to hayes elementary and mcrobert's that's correct so we're recommending stewart

Unknown speaker not human verified

builders for that project um they're currently working at single ranch high school and katie

Unknown speaker not human verified

high school band hall as as other projects they have done okay uh any questions on 9.9

Unknown speaker not human verified

yeah mr president i have a question so i have to ask you uh anzalo bryant was awarded the contract

Unknown speaker not human verified

on all these other prior and here it's stewart um and they were actually a little more expensive so

Unknown speaker not human verified

It was just the personnel that presented the interview and the references, because it's

Unknown speaker not human verified

not just always at the dollars.

Unknown speaker not human verified

So remember that first part of the score, we reviewed the proposals, we did our internal

Unknown speaker not human verified

references, we had architect references, they provide us with additional references.

Unknown speaker not human verified

So we average all those scores, get that score from step one, and then step two is when we

Unknown speaker not human verified

did the interviews, and particularly the personnel that they proposed for each individual project.

Unknown speaker not human verified

So it must be specific personnel because all the other projects Ansel Bryant won the bid right?

Unknown speaker not human verified

So here all of a sudden they don't win the bed and they were actually a little cheaper

Unknown speaker not human verified

So it's curious why so you're telling me specific personnel they were presenting just personnel and some of the references for those particular projects

Unknown speaker not human verified

Okay seems an anomaly

Unknown speaker not human verified

Yeah, we looked at a number of times before we made our final conclusion checked all our numbers. Thank you

Unknown speaker not human verified

Thank you anything else on 9.9

9.10 Discuss and consider Board approval of a contract for the expansion to Central Maintenance Facility and renovation to Support Services Complex.

Unknown speaker not human verified

Now we move on to 9.10, of course, and that is expansion to central maintenance facility and renovation of sports services complex.

Unknown speaker not human verified

And that we would like to award to Whiting Turner.

Unknown speaker not human verified

They're currently working on Patterson Elementary.

Unknown speaker not human verified

They're one of our newer contractors, but they've had a lot of experience on large commercial projects in the Houston area.

Unknown speaker not human verified

Any questions?

9.11 Discuss and consider Board approval of a Cost Sharing Agreement for a left turn lane into Cross Elementary School (48) with Harris-Waller County Municipal Utility District (MUD) No. 4.

Unknown speaker not human verified

Okay, 9.11.

Unknown speaker not human verified

I'm sorry, I'm sorry.

Unknown speaker not human verified

Mr. Chairman, do you have a motion to approve the cost sharing agreement for a left turn

Unknown speaker not human verified

lane?

Unknown speaker not human verified

Yes, for elementary, 48 across elementary.

Unknown speaker not human verified

So Waller County MUD is going to be making improvements along Clay Road from Schliff

Unknown speaker not human verified

to Pitts.

Unknown speaker not human verified

And they just said, hey, we're going to be working on that road.

Unknown speaker not human verified

Why should you be putting in a turn lane?

Unknown speaker not human verified

We can take care of that while we're doing our road work.

Unknown speaker not human verified

So that's a better coordination issue for the road.

Unknown speaker not human verified

So that's the agreement with the Waller County MUD.

Unknown speaker not human verified

Okay, great.

Dawn Champagne not human verified

Mr. President, I have a question about that.

Dawn Champagne not human verified

I think this is awesome and so we can share the cost and all that and get the wider road where we need it I

Dawn Champagne not human verified

Know this question probably seems

Dawn Champagne not human verified

Silly from your point of view, but did did we try this with when you know?

Dawn Champagne not human verified

Fowlton was built and the the problems that we have over there if they mr.

Dawn Champagne not human verified

Verily, so, you know because I know that that's been an issue with the commissioner what I don't want to make the Commissioner mad at me

Dawn Champagne not human verified

but

Dawn Champagne not human verified

it whatever that's seems like it was out of our control but this seems like a good partnership

Unknown speaker not human verified

has that been tried before i can lisa you can jump in clay road is a unique situation but yes ma'am

Unknown speaker not human verified

we've done this and the county's done this even at seven lakes high school they put in a right turn

Unknown speaker not human verified

lane so it sort of depends on the timing what the county wants to do at the time what the project is

Unknown speaker not human verified

um so yes ma'am and we actually uh just met with the county um was it last week a week or two ago

Unknown speaker not human verified

about the Clay Road expansion project,

Unknown speaker not human verified

which they're going to be expanding all of Clay Road.

Unknown speaker not human verified

It should make things a whole lot better.

Dawn Champagne not human verified

So we always try to do this.

Unknown speaker not human verified

If the timing works out like Mr. Vierling said.

Dawn Champagne not human verified

Because on the Fowlton one, I mean,

Dawn Champagne not human verified

I know that we knew about it for a couple years.

Dawn Champagne not human verified

Anyway.

Dawn Champagne not human verified

It was a scheduling thing with Fowlton.

Dawn Champagne not human verified

Okay.

Dawn Champagne not human verified

Thank you.

Dawn Champagne not human verified

I think this is awesome.

Dawn Champagne not human verified

I love it when it works out like that.

Dawn Champagne not human verified

We do too.

Dawn Champagne not human verified

Yeah.

9.12 Discuss and consider Board approval of the proposal for the chiller replacement at Miller Career & Technology Center and Taylor High School Field House.

Unknown speaker not human verified

9-12.

Unknown speaker not human verified

And this is the children replacement at Miller Career and Technology Center

Unknown speaker not human verified

and Taylor High School Fieldhouse.

Unknown speaker not human verified

And the presenter, thank you so much, Ms. Kastman.

Unknown speaker not human verified

Nathan Fuchs, Executive Director of Maintenance and Operations.

Unknown speaker not human verified

Good evening, President Perez, board members, and Dr. Grigorski.

Unknown speaker not human verified

Tonight I have three items for your consideration.

Unknown speaker not human verified

The first item involves children replacements at Miller Career and Technology Center

Unknown speaker not human verified

and Taylor High School Fieldhouse as part of the 2023 bond component replacement.

Unknown speaker not human verified

This project also includes associated pumps and piping.

Unknown speaker not human verified

Both projects are scheduled for completion by early next year.

Unknown speaker not human verified

Happy to answer any questions you may have for this item.

Unknown speaker not human verified

So I'm just curious.

Unknown speaker not human verified

It says it's not operating efficiently.

Unknown speaker not human verified

Did we plan this part of the 2023 or is it all of a sudden it's just not working efficiently?

Unknown speaker not human verified

No, sir.

Unknown speaker not human verified

It is planned to answer your question.

Unknown speaker not human verified

It goes back to our life cycles that we put in bond, whether it's a chiller, whether it's

Unknown speaker not human verified

a generator, all those components, if you will, roofs, have life cycles.

Unknown speaker not human verified

And that's how when we go through our bond planning, we have a running tally of our district

Unknown speaker not human verified

and do our campus assessments.

Unknown speaker not human verified

We look at what life cycles are and it goes back to that proactive approach that we want

Unknown speaker not human verified

to deal with chillers or roofs before it has that catastrophic failure to avoid disruption to

Unknown speaker not human verified

to students and staff okay so it's in the cycle of yes sir to be done yes sir it may vary you know

Unknown speaker not human verified

depending on when the bond elections come out maybe we may do it ahead of time sometime maybe

Unknown speaker not human verified

a year or two later um we we try to stretch them as long as we can but again we don't want to have

Rebecca Fox not human verified

that catastrophic failure okay thanks any other questions mr president you know some people don't

Rebecca Fox not human verified

realize how exciting life is of a KDISD trustee that we're talking about chiller replacements

Rebecca Fox not human verified

and the principals of those schools and the renovations and the athletic coordinators and

Rebecca Fox not human verified

the athletic directors all come to listen to how exciting it is to talk about chiller replacements

Rebecca Fox not human verified

and they've worked a long hard day and here they are in case we ask a question so we should

Rebecca Fox not human verified

probably try to ask a question for them we won't i promise we won't i'm glad you're here thank you

Unknown speaker not human verified

Okay, thank you very much.

9.13 Discuss and consider Board approval of the contract for the connections of portable classroom buildings at WoodCreek Junior High School and Haskett Junior High School as well as reconfigure computer lab at Haskett Junior High School to accommodate for student growth.

Unknown speaker not human verified

9.13, and you're up again to talk about the contract for the connections of portable classroom buildings at Wood Creek Junior High and Haskett Junior High,

Unknown speaker not human verified

as well as to reconfigure the computer lab at Haskett Junior High School to accommodate for student growth.

Unknown speaker not human verified

To support continued student growth across the district, we are relocating five existing portable buildings from Patterson Elementary.

Unknown speaker not human verified

Two will be placed at Wood Creek Junior High and three will go to Haskett Junior High.

Unknown speaker not human verified

Additionally, the existing computer lab at Haskett will be repurposed to further optimize space within the campus.

Dawn Champagne not human verified

Mr. President?

Unknown speaker not human verified

Ms. Champagne?

Dawn Champagne not human verified

So is this exciting news for Patterson or what?

Dawn Champagne not human verified

That they're getting rid of some of their portables finally?

Unknown speaker not human verified

I'm sure it is, Ms. Champagne.

Unknown speaker not human verified

Whenever we can move portables and either demo them or get them off of a campus, it has to be exciting for that campus.

Dawn Champagne not human verified

Because I've been hearing about the portables at Patterson since I've been on the board since 2018.

Dawn Champagne not human verified

So I'm so happy for them that they're now down to 15.

Dawn Champagne not human verified

I mean, I'm just exaggerating.

Unknown speaker not human verified

I'm glad you said that.

Unknown speaker not human verified

There's not 15 anymore.

Unknown speaker not human verified

more but we actually partnered Nathan and Lisa partnered up on this and helped

Unknown speaker not human verified

use some of the project money we were gonna need to move those portables from

Unknown speaker not human verified

Pattison anyway and so we actually used some of the project money that was they

Unknown speaker not human verified

were gonna move the portables anyway so we're able to utilize that and not spend

Unknown speaker not human verified

as much out of the GOF so it all kind of worked out and also I just I just want

Dawn Champagne not human verified

to add mr. Verlander mr. Cooke's who whichever one I've constantly you know

Dawn Champagne not human verified

when I was new I'd always ask about portables because this is just one of

Dawn Champagne not human verified

the complaints I would hear about is portables all the time but y'all would

Dawn Champagne not human verified

always say things or you would always say well we repurp you know they're

Dawn Champagne not human verified

expensive but we repurpose them and this is a really good example of that and I

Dawn Champagne not human verified

think it's good for the public to see that I think one time you told me that

Dawn Champagne not human verified

the portable buildings have a life expectancy of like 30 years or something

Dawn Champagne not human verified

like that so they're not just like camper trailers they're real buildings

Dawn Champagne not human verified

that can last for a while and that's awesome I think that's really good and I

Dawn Champagne not human verified

appreciate your diligence and trying to make sure your team I don't want to get

Dawn Champagne not human verified

I don't know who to give the credit to exactly but the team we appreciate it

Unknown speaker not human verified

and if you look at some of the 23 bond projects you'll see that we are adding

Unknown speaker not human verified

brick and mortar square footage on some of these buildings like back junior high

Unknown speaker not human verified

or Katie junior high we would all like to be out of the portable business this

Unknown speaker not human verified

this guy most most of all it's not gonna happen unfortunately not sir it's not

Dawn Champagne not human verified

but we're doing what we can to but can I add this one little comment I know

Dawn Champagne not human verified

teachers that are in the portable buildings and the a lot of teachers

Dawn Champagne not human verified

actually like those portable buildings they like the kind of the autonomy that

Dawn Champagne not human verified

they feel like that they have so some teachers might be sad when they lose a

Unknown speaker not human verified

affordable building. Okay, we'll move on to 914, and this is the for approval of an interlocal

9.14 Discuss and consider Board approval of an Interlocal Agreement with Cinco Municipal Utility District No. 7 and Katy Independent School District.

Unknown speaker not human verified

agreement with City Municipal Utility District number 7 and KDISD. Go ahead, Mr. Fuchs.

Unknown speaker not human verified

The last item for your consideration is an interlocal agreement proposed between KDISD

Unknown speaker not human verified

and Cinco Mud number 7 for track repairs at Creech Elementary. Cinco Mud number 7 is

Unknown speaker not human verified

contributing $15,000 toward the project with the remaining funding provided by the campus PTA and

Dawn Champagne not human verified

Cinco Mudd number eight. Yeah, yeah. Any other questions? Mr. President, I would just like to

Dawn Champagne not human verified

make a comment of someone who used to be on an active PTA at Exley Elementary and we always try

Dawn Champagne not human verified

to work with the Mudd and I love again the partnership you know like we found with the

Dawn Champagne not human verified

the new school with Cross and everything, and that the PTA is, what is the PTA is contributing

Unknown speaker not human verified

to it too? I don't see. PTA is a little over $9,000, almost $10,000 funded from the PTA portion.

Dawn Champagne not human verified

So that's just a bunch of parents who gave a bunch of donations or bought stuff at a carnival.

Dawn Champagne not human verified

Way to go, Creech people. That's good. Mr. President. Ms. Teamee. Thank you, Mr. Fuchs and

Unknown speaker not human verified

PTA, Creech PTA for donating and working with the MUD to put this together because this is

Unknown speaker not human verified

going to benefit the whole community over there absolutely mr president ms fox so when cinco mud

Rebecca Fox not human verified

seven helped us at creech to build this in in the beginning and then they put that have y'all been

Rebecca Fox not human verified

there that great big um roof thing with the basketball and they enhanced all kinds of things

Rebecca Fox not human verified

over there they gave a lot of money to a lot of schools that year when they did their bond project

Rebecca Fox not human verified

to make that park and all things but um and i might be confusing my muds together but they are

Rebecca Fox not human verified

very good to come alongside our schools and help and so i'm like wow the track is already damaged

Rebecca Fox not human verified

and needs replacement because that was probably 2002 or so when it built so i'm i'm glad to see

Rebecca Fox not human verified

that they're still in it and the creature pta did some and the mud did some and people love it and

Rebecca Fox not human verified

the kids go on the track every day when they go to recess they go out they do one lap on the track

Rebecca Fox not human verified

and then they get to play wherever they want.

Rebecca Fox not human verified

So it's just part of that health and well-being of our children.

Rebecca Fox not human verified

It's really great, and I appreciate all of them.

Dawn Champagne not human verified

Go preach, PTA.

Dawn Champagne not human verified

Mr. President, one last thing.

Unknown speaker not human verified

Ms. Champagne.

Dawn Champagne not human verified

So when I was working back then,

Dawn Champagne not human verified

what I learned about why the MUD will get involved

Dawn Champagne not human verified

is because our playgrounds are seen as community places

Dawn Champagne not human verified

for families of the neighborhood and all that.

Dawn Champagne not human verified

So as long as it's some kind of,

Dawn Champagne not human verified

just just so other people can know like if you're any kind of parent out there

Dawn Champagne not human verified

who has a four-year-old and you're about to go to some elementary school just so

Dawn Champagne not human verified

you can know that the mud districts will you a lot of times will help you if they

Dawn Champagne not human verified

if you can kind of sell it but this is for the community this is for the

Dawn Champagne not human verified

neighborhood and it is kind of refreshing to see you know kids from the

Dawn Champagne not human verified

neighborhood going and playing on our playgrounds and things and you're right

Unknown speaker not human verified

mr. Shabang we do have a lot of community activities you know doing

Unknown speaker not human verified

on weekends, whether it's athletic related or tracks

Unknown speaker not human verified

around elementary, they utilize a lot.

Unknown speaker not human verified

They are.

Unknown speaker not human verified

All right, thank you very much.

Unknown speaker not human verified

We move on to 915, our last item there.

9.15 Discuss and consider Board approval for the reconfiguration of main campus athletic spaces at Taylor High School to improve student safety and support for student athletes and programs.

Unknown speaker not human verified

And that is to discuss and consider board approval

Unknown speaker not human verified

for the reconfiguration of main campus athletic space

Unknown speaker not human verified

at Taylor High School to improve student safety and support

Unknown speaker not human verified

for student athletes and programs.

Unknown speaker not human verified

And we have Lance Carter, executive director

Unknown speaker not human verified

Athletics and Ruben Martinez, Emergency Management Coordinator. Good evening

Unknown speaker not human verified

President Perez, Dr. Gagorski, and members of the board. Director of Emergency Management, Ruben

Unknown speaker not human verified

Martinez, along with Taylor High School Principal Dr. Melinda Stone and campus

Unknown speaker not human verified

athletic coordinator Chris Baffin are here with me tonight to present for your

Unknown speaker not human verified

consideration the renovation of the athletic wing of the Taylor High School

Unknown speaker not human verified

main campus building. As you are aware, Taylor High School is very unique in its field houses

Unknown speaker not human verified

detached from the main campus, requiring students to exit the main campus, walk along an unfenced

Unknown speaker not human verified

area, and across a parking lot to access the field house. Currently, the field house serves

Unknown speaker not human verified

as the main office for Coach Babin and his athletic secretary, and it houses a large

Unknown speaker not human verified

athletic training facility. This is where our students access care. There are a stream

Unknown speaker not human verified

of students that go back and forth and coaches that go back and forth during the instructional

Unknown speaker not human verified

day to access coach babin the athletic secretary and the athletic training facility it is our

Unknown speaker not human verified

recommendation that we reconfigure a space within the main athletic campus wing coach babin and his

Unknown speaker not human verified

athletic secretary can be housed on the main campus for immediate access to the students and

Unknown speaker not human verified

coaches and a space has been identified to build a larger training room that can accommodate

Unknown speaker not human verified

all indoor sports and eliminate student athletes traveling back and forth

Unknown speaker not human verified

between the main campus building in the field house we are happy to answer any

Dawn Champagne not human verified

questions mr. president okay okay this is so exciting but so I go to Taylor a

Dawn Champagne not human verified

lot still even though my kids have graduated and I'm a little bit familiar

Dawn Champagne not human verified

with Taylor and I know dr. stone is here and I know she's familiar and mr.

Dawn Champagne not human verified

Mr. Morgan's are there.

Dawn Champagne not human verified

But anyway, from what I see in Taylor, it doesn't seem like there is extra room in there.

Dawn Champagne not human verified

So y'all somehow found something inside Taylor, the existing building, to move that?

Dawn Champagne not human verified

Because that's kind of a large building over there.

Unknown speaker not human verified

No, we're not moving the entire field house inside.

Unknown speaker not human verified

Okay.

Unknown speaker not human verified

We're asking for a renovation that would incur building, creating Coach Babin and his secretary a space.

Unknown speaker not human verified

Creating a new space?

Unknown speaker not human verified

Reconfiguring a space within the actual athletic wing of the building.

Dawn Champagne not human verified

Okay.

Unknown speaker not human verified

And reconfiguring an equipment room to make a larger, in the main building, athletic training facility.

Dawn Champagne not human verified

And then what's going to happen to the field house?

Unknown speaker not human verified

No, it's still there for football games or your games. We're not discontinued. Just during the day. So you're just talking about the day disconnect. I'm not having the athletic coordinator, his secretary.

Unknown speaker not human verified

So their offices are going to be made. Exactly. Their offices are going to be in the main building. Okay. So, and we're building a new training room.

Unknown speaker not human verified

We're recreating an equipment room that's currently an equipment room and repurposing it to make a larger training facility inside the main building.

Unknown speaker not human verified

Is it a weight room?

Unknown speaker not human verified

Sorry?

Unknown speaker not human verified

Could it include a weight room, for example? Is it a weight room?

Unknown speaker not human verified

No, it's an equipment room right now.

Unknown speaker not human verified

Equipment, no, but what's it going to be?

Unknown speaker not human verified

Training room.

Unknown speaker not human verified

A training room.

Unknown speaker not human verified

I'm sorry, athletic training. It's where our athletes are diagnosed for injuries, treated for injuries, and rehabbed for injuries.

Unknown speaker not human verified

Okay.

Unknown speaker not human verified

So everyone, if you can just picture that every athlete from any sport other than football has to travel to the main field house, which is the detached field house presently, to receive any of that treatment.

Unknown speaker not human verified

Okay.

Unknown speaker not human verified

That's a big deal.

Unknown speaker not human verified

That's a big deal.

Unknown speaker not human verified

Mr. President.

Unknown speaker not human verified

Ms. Teamee.

Unknown speaker not human verified

As a Taylor High School alumni, I am so happy about this.

Unknown speaker not human verified

I cannot tell you how many friends I had to travel through a parking lot of gravel to go get training or, you know, to go see the trainer and to get rehab during the day.

Unknown speaker not human verified

So this is going to help with classroom time and not interfering with instruction.

Unknown speaker not human verified

I see great value.

Unknown speaker not human verified

in this thank you for putting this together i think this is um long overdue so i'm very excited

Unknown speaker not human verified

about it and i appreciate all of your efforts well it's a big vision of their campus principal and

Unknown speaker not human verified

their campus leadership congratulations it's a big leadership from her yes thank you for doing that

Unknown speaker not human verified

mr president ms carzella and i'm a parent with students at taylor high school um is there is

Unknown speaker not human verified

there like a was there a safety concern that now we're a little tighter on students is that why

Unknown speaker not human verified

you're at this desk no ma'am part of the rationale here is uh first and foremost the walking across

Unknown speaker not human verified

long distances and across uh unsafe areas for instance some of these students actually injured

Unknown speaker not human verified

to have to go all the way across parking lots and whatnot exactly and so taking that in consideration

Unknown speaker not human verified

but ultimately bringing the majority of the training requirements for all the students and

Unknown speaker not human verified

as you can envision taylor high school right now you've got the sports coming from the field house

Unknown speaker not human verified

all the way across to the other other side of the street and so bringing all

Unknown speaker not human verified

those students and being given them that ability to stay in it's going to reduce

Unknown speaker not human verified

the number of in and out of the doors so you can understand it from our

Unknown speaker not human verified

perspective of safety security it's keeping it inside and decreasing the

Unknown speaker not human verified

amount of usage of doors going in and out so that'll so it is a benefit in

Unknown speaker not human verified

that I'm getting it absolutely and then indoor sports can still use the

Unknown speaker not human verified

field house all right because there's quite a bit of equipment at the field

Unknown speaker not human verified

house machine weights and I mean we're still gonna have traffic going back and

Unknown speaker not human verified

Right. This is just like what Ruben said. This is to eliminate the in and out all day long.

Unknown speaker not human verified

Where, you know, for five periods a day, you're going to have access to your trainer because you're going to know he's going to be in that indoor training room.

Unknown speaker not human verified

On the main campus.

Unknown speaker not human verified

You bet.

Unknown speaker not human verified

That's the main focus is for the trainer and you to have an office on campus.

Unknown speaker not human verified

And access to both of them.

Unknown speaker not human verified

Okay.

Dawn Champagne not human verified

Thanks, Mr. President. I'd like to also add, if you look at the, for the public, can the public see this?

Dawn Champagne not human verified

It's on Ford Docks?

Dawn Champagne not human verified

Anyway, if you've ever been to Taylor, you can see that you have to walk across also the parking lot,

Dawn Champagne not human verified

and even you're dealing with young drivers and all that.

Dawn Champagne not human verified

And, you know, especially in that freshman center, just so people can know, you know,

Dawn Champagne not human verified

I remember selling pizza over there and that back door, and I've always brought that back door up to Mr. Veerling,

Dawn Champagne not human verified

that, you know, it's in and out, in and out, in and out all day long, it seems like.

Dawn Champagne not human verified

So this is really going to be a cut down on that.

Unknown speaker not human verified

At any given time during the school year, our trainers in a week can see upwards of 225 to 250 student athletes through the training room.

Unknown speaker not human verified

You're going to drastically reduce that number that aren't going across that facility.

Unknown speaker not human verified

Yeah.

Unknown speaker not human verified

Well, since you all said it, I'm going to say that my kids went to Taylor High School.

Unknown speaker not human verified

What idea, Dr. Smith?

Unknown speaker not human verified

When I was in high school, we weren't allowed to get hurt.

Rebecca Fox not human verified

Mr. President.

Unknown speaker not human verified

Any other questions?

Rebecca Fox not human verified

Mr. President.

Unknown speaker not human verified

Ms. Fox.

Rebecca Fox not human verified

I'm the only one here.

Rebecca Fox not human verified

She's not a Taylor mom.

Rebecca Fox not human verified

This school board, not this one, but the school board used to sit here,

Rebecca Fox not human verified

made my kids go to two different high schools.

Rebecca Fox not human verified

So I have double my heart's sinkhole in Seven Lakes.

Rebecca Fox not human verified

So I have a question.

Rebecca Fox not human verified

Where is it going to be?

Rebecca Fox not human verified

What part of the school are you going to put?

Rebecca Fox not human verified

Did you find room?

Unknown speaker not human verified

It's in the board.

Unknown speaker not human verified

There was like a diagram.

Rebecca Fox not human verified

Oh, found it.

Rebecca Fox not human verified

Found it. There it is. Yes, ma'am. It's an executive content. We, we, because of the floor plan, we don't put it in public, but we're happy to answer any of those questions as well. Oh, I see. That's a very good place for it. Okay, good. Okay. And I, the training room sounded like a weight room. I agree with Mr. Mr. President's. Okay. We're, we're not, I'm not an athlete. I don't know if you could tell.

Rebecca Fox not human verified

So, but I do know that the trainer is there, so will there be equipment like the cold plunge and the hot tub and all the tables where you do the leg lifts and the rehab kind of thing, right?

Unknown speaker not human verified

I believe that's also in your documents.

Rebecca Fox not human verified

Oh, it is.

Rebecca Fox not human verified

Well, and so those are the kinds of things that will happen here, and then a tiny office for the new coach and his secretary will get the big office.

Rebecca Fox not human verified

Got it.

Rebecca Fox not human verified

Okay, thanks. I agree. I think it's a great idea. It's a long way across that parking lot. I didn't know where the field house was, so this is going to be excellent. Good idea. Thanks.

Unknown speaker not human verified

All right. Thank you very much.

Unknown speaker not human verified

Thank you.

Unknown speaker not human verified

Appreciate it.

Unknown speaker not human verified

We're at 10.1. The board has received the quarterly investment report, and also the donated items list is provided to the board.

10. Information Items

Unknown speaker not human verified

Madam Secretary, have we captured any requests from the board?

Unknown speaker not human verified

Yes, Mr. President.

Unknown speaker not human verified

Trustee Fox wanted the data on fights, how often they happen, and what levels of discipline were given.

Rebecca Fox not human verified

We'll really lack a future presentation that would help our community understand that,

Rebecca Fox not human verified

so we'll work that into wherever you and the superintendent thinks it belongs.

Rebecca Fox not human verified

I have a question, Mr. President.

Rebecca Fox not human verified

of will we have the report next week

Rebecca Fox not human verified

on the teacher planning time committee

Rebecca Fox not human verified

and what they found,

Rebecca Fox not human verified

and will that report come next week?

Unknown speaker not human verified

I think there's going to be

Unknown speaker not human verified

some sort of agenda item for that.

Unknown speaker not human verified

Oh, okay.

Rebecca Fox not human verified

So we'll hear who was there,

Rebecca Fox not human verified

what was decided,

Rebecca Fox not human verified

and the plan, that kind of thing?

Unknown speaker not human verified

Yeah, I think there was a meeting,

Unknown speaker not human verified

Ms. Teamey and Ms. Cuzela

Unknown speaker not human verified

and Ms. Champagne attended that.

Rebecca Fox not human verified

Okay, so we'll hear about that presentation.

Rebecca Fox not human verified

Okay, thank you.

11. Future Meetings

Unknown speaker not human verified

And, okay, so our regular board meeting

Unknown speaker not human verified

is April 22nd, 2025,

Unknown speaker not human verified

because Monday is Easter Monday,

Unknown speaker not human verified

and so that's a holiday,

Unknown speaker not human verified

and so we'll have our meeting on Tuesday,

Unknown speaker not human verified

and there being no further business with the board,

Unknown speaker not human verified

this meeting is adjourned,

Unknown speaker not human verified

and the time is 743.

Unknown speaker not human verified

Thank you.
