Good evening, President Perez, Superintendent Grigorski, Board members, staff, students, and community members.
My name is Simon Lin, and I've been a longtime resident of For Katy for over 25 years.
Here, I'm holding a bottle of prescription medication.
This bottle happens to contain medication for high blood pressure.
Now on top, there is a special safety feature.
It's called a child resistance cap.
Almost everyone in this room is familiar with the child resistance cap, and we accept this
feature as normal.
The purpose of the child resistance cap is to prevent children from accidentally ingesting
the substance in the bottle which potentially proved to be harmful or deadly. We can all agree
that medication and cleaning agents are good things. However, if it's misused or falls into
the wrong hands such as a child, it can be harmful. Now some of us in this room don't have any idea
when the safety feature came into existence. Let me share just a little history. In 1970,
Congress passed a law called the Poison Prevention Packaging Act. This law required
required manufacturers to develop and implement safety measures such as a child resistance cap to help reduce the risk of children of ingesting hazardous materials.
In 1982, this law was further extended to cover over-the-counter medications after the Tylenol incident.
In a span of three days in September 1982, seven people, including a 12-year-old girl, died of cyanide poisoning.
name. Apparently a crazed individual decided to place cyanide in some of the Tylenol pills
in the Chicago metropolitan area. This tampering resulted in some of the Tylenol, this tampering
resulted in a voluntary mass recall of Tylenol which cost Johnson and Johnson company millions
of dollars. These seven deaths also led to the adoption of tamper-proof packaging which
we have today. Back then when these changes were implemented, it caused a major uproar.
Manufacturers had to redesign their packaging costing millions of dollars and consumers were complaining about the harder open caps, especially among the elderly and special needs.
It was a big convenience to say the least. But at the end of the day, we accepted these changes because the intent was to protect the public.
Now when it comes to the minds, to reading materials for our children, we need to apply the same principle, right?
Just like prescription is needed for taking certain medications with the proper dosage,
we need to do the same when it comes to exposing ideas about gender, sexuality, and other adult contents to our children.
We need to provide the proper safeguards and guidelines.
It is no different.
So let me ask you, why are so many people opposed to these policies?
This is not a free speech issue.
This is not an anti-LBGT issue.

Mitzi Cross followed by Amanda Rose good afternoon dr. Gorgor ski members of the
the board and all present here today. I am not here to question anyone's morals or beliefs
about gender fluidity. We all walk through the doors with our own set of beliefs. We
have our right to them as Americans. Our forefathers saw fit to provide public education to the
children of all American families regardless what beliefs they hold. Having been a public
school educator for 40 years, having most all of my closest relatives being public educators,
educators, and being the grandparent of public school students in KDISD, I am passionate
about the success of public school students, all of them.
That brings me to my area of passion and expertise, libraries.
Libraries are a place to foster the love of reading and a place to prepare students to
navigate a world of information.
Are all books published appropriate for all students?
Of course not.
As a librarian, I had to make material selections based upon a number of guidelines set for
forth by the district and based upon the appropriate choices for my school population.
I wanted every child to have options they loved, options they might need, and options
to see themselves and their families reflected.
Families that might look nothing like mine.
Families that might look nothing like yours.
The courts have said we in Texas cannot ban books based upon officials disagreeing with
the ideas within.
I fear our libraries will become hollow shells and museums if we don't stop the
constant focus on policing and banning books. I fear that if we as a district
continue to pick topics to get rid of, we will alienate different populations from
feeling valued and welcomed in a place where the playing field is a public
field. Policies are already in place for families who wish to restrict materials
for their own children. Parents can opt to get notified of every book their
child checks out and respond to those books as they see fit for their own
children. Yet we keep beating the same dead horse. Why? The immense amount of
time being spent worrying about books that might not align with our own
personal values when procedures are already in place to deal with this seems
way less important than much more important issues facing our district at
this time. So my desire and wish and prayer for our district is to stop the
spanning madness. It doesn't follow the state mandates, it produces unneeded
strife, it alienates certain populations, it restricts the freedom of ideas, and it
uses up time that could be better spent on issues that matter most in our public
school district. I don't expect to really come in here and change anyone's mind
about the vote today, but I did want to be heard and I wanted to speak with
with my voice. Thank you. Thank you.

I am Amanda Rose and my pronouns are they them.
I am president of KD Pride and a parent of a KD ISD student.
I'm speaking about the agenda item 6.13.
Katie Pride believes all humans are inherently worthy of being celebrated, embraced as their
authentic selves.
This proposed change to Katie ISD's library book policy comes nearly one year to the day
since the school board enacted its cruel anti-trans policy that outs trans and non-binary students
to their parents without their consent and allows teachers to deadname and misgender
trans and non-binary students even if their parents request their children be called by
by their chosen name and pronouns.
The book policy revision, which would restrict
and remove access to gender fluid library books
is yet another example of policies designed to target
and marginalize trans and non-binary students.
LGBTQIA plus students, staff, and families exist
and are an important part of our Katy community and schools.
It's unfathomable that access to stories and books
that otherwise meet district selection criteria,
but that celebrate and honor trans, non-binary,
and other gender diverse identities and experiences would be deemed unsuitable
for students to encounter in their school libraries. School libraries
provide students with access to a wide variety of professionally curated, age
relevant, and diverse and inclusive stories that represent a range of ideas,
beliefs, and perspectives. Parents are able to restrict and limit their own
children's access to school library books, but those rights should never be
extended to anyone else's children. And students hold First Amendment freedoms
freedoms of their own, the school districts must be mindful of respecting.
As a parent of a KDISD student, I had the opportunity to see the joy on my child's face
when they brought home their first library book last week.
To think that the selection of books that my child is able to choose from in their public
school library is possibly going to be made smaller because of a policy that restricts
free thinking, imagination, and self-exploration really makes my heart sad.
to know that my child may not be able to see their family structure represented
in a public school library is gut-wrenching. My child often randomly
will say I love my family which is then followed up by hugs and kisses to both
of their parents mommy and mama babe. Imagine having to tell your child
someone who loves deeply and without limits for anyone that books about
their that books about families like theirs are not welcome in their school
library the place that should be accepting to everyone restricting and
prohibiting one specific idea perspective and experience like gender
fluidity is wrong and discriminatory school libraries and books that honor
the school libraries and books that honor the struggles resilience courage
and joy of trans and non-binary people are for everyone thank you thank you

I'm Karen Beham, and I'm here to speak in support of protection of our children
and the adoption of the gender fluidity policy for library materials,
which is currently before the school board.
I'm also here to speak in support of parents and grandparents who are often demonized for wanting to raise their children
Consistent with their faith their values and their own family traditions you ever wondered how we got to this place
Why we have to put policies in place to enforce what would have been considered common sense a few short years ago
Well, I have a theory
It's the narrow self-interest of a few big players that has family and school boards
playing defense where in the past these groups may have been on our side.
Let's start with the American Library Association.
You would have thought that they were in support of the protection of children.
No, their unshakable policy is that the reader is the best judge of what is to be read regardless
regardless of their age.
While acknowledging parental concerns about content, they shamefully promote the transvestite story hour for children.
Enter the book publishers.
His ultimate interest is to sell books and are always on the lookout for new public fascinations.
Fueled by reviewers and book award choices designed to enhance their own diverse voice
reputation your children's welfare comes in a distant second it's evidenced by
the fact that they have vigorously resisted the age-based content rating
systems that are in place for all sorts of other media such as movies and games
lastly the plethora of advocacy groups employing activists for life who want to
wage their campaigns in your elementary school classrooms with your children as the victims,
and whose primary concerns are their social media reputation and their donors.
So I'm here not only to speak in favor of the policy before the board, but to express
my support and admiration for the school board members who have the courage to stick up for
the families of KISD.
These are overwhelming odds, but we must speak up.

Mr. Perez, Dr. Gagorski, members of the board.
I'm speaking about Agenda 6.8, which relates to the 2024 and 2025 budget.
The budget process is difficult and I applaud you for working with Mr. Smith to be able to give the teachers and staff a 3% raise.
My concern is a looming issue that poses a risk to the budget.
I'm sure you're aware that the Biden administration has issued revised Title IX policy that deals with gender identity and would require KDISD to comply or risk losing federal funding.
Compliance would mean throwing current KDISD policies protecting women and girls out the window.
That means along with other issues, biological males would be allowed back in female locker rooms and would be allowed to compete in women's sports.
Non-compliance would create a budget issue with the loss of the funding.
You have about $43 million in the budget for federal funding.
Maybe you've discussed this behind closed doors, but since I haven't seen this addressed,
I assume the default position is to comply, in which case there would be no budgetary
issue.
The Board is faced with that choice, and I feel you need to get ahead of this by taking
a stand to reject the Title IX changes.
I realize it's a difficult decision.
If you don't comply, you risk the funding loss, and you would need to address it in
the budget.
it. Some may argue we don't need to address it now, but the rule is now in place.
There are legal challenges, and the Supreme Court just ruled a couple weeks ago,
but not so fast. They didn't rule it out permanently, but they just ruled that Biden
can't implement it while the court cases are resolved. They sent it back to the
lower court. It was only a 5-4 vote and that could have easily gone the other
way. The risk would need to be addressed for impact either this
year or next much like uncertainty with what the legislature might do related to
funding. On the other hand you can comply and throw those existing policies
protecting girls out the window with the impacts I've already stated. There's a
segment of this community who would celebrate eliminating those policies.
They have no problem with biological males in female locker rooms or
competing in women's sports. Support from that community helped elect some of you
and I'm concerned how you would vote. To stay ahead of this issue the board needs
to go ahead and have a vote on which of these two choices you would make. If
If you vote to ignore Biden's rule, then that would signal Mr. Smith to address it in the budget,
either with a footnote or quantitatively.
You can do this.
Other school districts have done it, and I hope it wouldn't be another 4-3 vote.

My name is Jane McCaig, and I'm a resident of the district.
Mr. Perez, superintendent, and members of the board,
I'm going to be speaking about the school library book policy.
Last week I happened to be watching the school board meeting and I wanted to give my perspective.
First of all, I heard that someone said that members of the board were trying to push a political agenda on the school district.
Well this definitely is not a political issue, but it is a spiritual issue.
Whether you're a Christian or not, we know that there's a spiritual battle going on between good and evil.
The good force would be God the Father, God the Son, God the Holy Spirit.
And he always wants to place hope, redemption, and salvation to all of us.
Now, the bad force is Satan or the devil who wants to kill, steal, and destroy and to send as many people to hell as possible.
Now, some people have said that banning books that promote gender fluidity and the LGBTQ agenda is out of fear and ignorance.
Well, this is not true, but I do know and think that many of us are ignorant about concerning fearing God.
Have you ever thought about what the fear of God is and what he finds helpful or what he finds harmful?
Any of us can plant good seeds or bad seeds. Good seeds would be planting
excellence and bad seeds would be planting seeds of confusion and
destruction. What seeds are you going to be planting in the life of the students?
Seeds of excellence or seeds of destruction and confusion? Every single
one of us here have an appointed time with our maker. We are all accountable to
God whether you believe it or not. God is all-knowing, all-seeing, all-hearing and
it's like he has a video recording of everything we have done and said since
the beginning of our lives until the end of our lives. He knows the thoughts and
intentions of our hearts. He sees those things. So I pray that each and every one
of you will make the right decision on this issue and not plant any harmful
harmful seeds in the lives of our students.
And most of all, I pray that everyone here at this meeting will come to a saving knowledge
of our Lord Jesus Christ and spend eternity with him.

Good evening members of the board. My name is Sean Heller and I'm the Cinco Ranch High School
librarian and a Katy resident. This is actually my 18th year in Katy ISD, my 12th year as a
librarian and I've been a librarian at every level, elementary, middle, high. I'm also a proud parent
of two KDISD students and a proud husband of a fellow KDISD teacher. My
commitment to KDISD runs deep. The proposed changes to EFB are harmful and
limit parental choice in KDISD. I believe that a parent has the right to teach
their child how to select a just right book for them, but it stays as a decision
in the home. It is the right choice for their family, but it doesn't make the
right choice for all families. With this new policy update, you're being excessively restrictive.
You're taking away from my children and from their experience. You're limiting them. Once again,
we have policy changes that are poorly defined. The idea that the existence of a trans character
in an elementary or middle school book somehow causes harm just by existing is ridiculous.
You're saying that my children can't learn about the world around them.
I firmly believe that we do best when we arm our children with knowledge and empathy, instead
of leaving them ignorant to the world around them.
Trans kids exist.
Trans kids exist in this community.
KDISD is meant to be a district for all.
Repeatedly, I've heard this board discuss parental rights.
Well, this restrictive and damaging policy removes parent rights for me.
My children are elementary aged and I want them to read widely.
I want them to understand that our differences make us who we are.
That we become stronger as we understand how to care for each other.
You're actively taking that away.
As a teacher and a librarian, my space is for everyone.
It doesn't matter their color or creed, they are seen.
This policy wants to hide and belittle some of our students and their experiences.
Your policy won't make them go away.
It may cause fear, it may cause pain, but it won't change that we, KDISD, are a district for all.
Please make the right choice and care for all students by voting down this proposed policy update.

Hi, I'd like to start off by thanking you all for your time.
My name is Emily Schmidt.
I'm 25, and I grew up and graduated not too far from here at P&G ISD.
As a child, I was groomed to be trans.
My school had a huge part in this.
Growing up, I was always a tomboy and didn't quite fit in with the girls.
Trans-focused media led me into having gender dysphoria when I was around 14 years old.
Soon, my whole life became surrounded by trans everything.
This made me believe that my body was wrong and needed fixing with hormones and surgeries.
All I ever really needed was for someone to tell me that it's okay to be a tomboy,
but instead I was walked down a path of suicidal ideations and anxiety.
anxiety due to media like these books that you have available to children.
I am here to ask you why you want to teach children that their bodies are wrong.
I think parental consent is a step in the right direction, but if you keep these books available,
I have to ask you, why do you want to teach children that self-hatred is normal?
Why do you want to teach children that they have to chop off healthy body parts in order to be happy?
why and why did people like you tell me that I needed to self-harm in order to
be happy

agenda item 6.13. Tonight I'm sharing thoughts about those directly affected by
your recent book policies. I know it won't change your minds and I'm shocked
you don't care what affects your personal prejudices have on students and
their families. They are the collateral damage that the four of you seem to
purposefully not see. LGBTQ plus students in KDISD are obviously the target of
this policy. The two ladies who spoke last week and offered direction,
counseling and a far-right organization, Gaze Against Groomers, to course correct
these students lives and called the parents of these students groomers
should not have a public forum visibly supported by the spouse of our board
president. These students and their families are being singled out and told
they shouldn't exist. Actually they were told they don't exist. They are
misinformed and God is the only answer. This has nothing to do with public
libraries. This is the continuation of your campaign promises to rid this
public school district of filth, groomers, and gender fluidity policies. You've
referred to our teachers and librarians as the groomers and the diverse books as
the filth. Parents already have the ability to choose what their children
can access in the libraries with the opt-in policy. It is not the quad's place
to remove books for every student. You are infringing on other parents rights
which doesn't seem to concern you at all even though you continue to preach
parental rights you just mean parents you agree with. Speaking of agreeing I
want to again mention your attacks on your fellow board members specific to
to these policies, I want our community to recognize your strategy. Force a vote on an
unnecessary policy to highlight whatever prejudice your next flyer campaign will focus on. Lance
Redmond is a calm and steadying guide on this board, and the conniving operation that the four
of you are running is mind-blowing. It has nothing to do with the success of our district,
the support for our students, and especially the support for our staff.
Your antics are exhausting.
The hours and hours the four of you have forced our employees to add to their workload is insane,
all in the name of posturing for your backers and base.
Do you not see that the staff in our district, the staff in our schools,
and the staff and community members watching are tired of you wasting
precious time and resources on your hate campaign shame on you thank you thank

Tonight I will be reading for a librarian who is unable to make it.

I wish to speak to you tonight about the revisions proposed for EFB Local Agenda Item 6.13
concerning the selection of library materials and library vendors.
It is obvious to me that even though parts of HB 900 were deemed by the U.S. Fifth Circuit Court of Appeals
is unconstitutional, it is this board's intention to put into place much of its content anyway.
At the workshop meeting on August 19th, Mr. Perez stated that the books that included
the mention of gender fluidity are harmful to children, to which I disagree.
You see, there are LGBTQ students that KDISD teachers and librarians serve that deserve
to see themselves, their struggles, and their questions reflected back to them in the books
that they read.
At our beginning of the year meeting, librarians were informed about HB

dal i fod yn bwysig i mi. Fodd bynnag, rwy'n anghywir â'r rhai sydd am
ddynnu llyfrau sy'n cynnwys cerddoriaethau transgenr a nid-baroniaid
neu gynnyrch oherwydd maen nhw'n credu bod y llyfrau hyn yn rhywbeth yn anghywir i'n myfyrwyr.
Nid oes ddiddordeb sy'n dangos bod person yn newid ei ori seksual o ddarllen
y llyfr. Yr unig ffordd y bydd y llyfr yn dod yn ddynol yw os yw rhywun yn ei ddod yn ei ddod yn ei ddod yn
unig ar un person. Os na fydd y rhieni yn ei angen i'w ddod yn un llyfr,
yna mae'r rhieni'n iawn. Fodd bynnag, nid y gall y rhieni ei ddod yn unig ar unrhyw un arall
wrth ddarllen y llyfr. Mae'n cael ei alw'n ymddygiad, sy'n amgylch amgylch y cyflwyniad cyflwyniad cyntaf.

Maen nhw'n darllen adolygiadau llyfrgell proffesiynol er mwyn datrymu pa llyfrau fyddai'n ddewis
ar gyfer eu myfyrwyr.
Yn ymddangos bod ein district ysgol yn gyfansodd ar gyfer
rwydwaith, deuluoedd a chyfeirio seksuol.
Mae myfyrwyr yn hoffi darllen llyfrau er mwyn eu gweld yn y storïau
yn ogystal â dysgu am eraill,
sy'n cynnwys y rhai yn y cymuned LBGTQ.
Mae gen i ddau oed, yn ogystal â chwzniadau oed,
a'n ddiolch i fod ein cymdeithas yn mwy ac yn ddiolch
i fod yn ddiolch i fod yn mwy ac mae llyfrau sy'n cynnwys
gyrff LBGTQ.
un o fy nghydweithwyr gaeaf wedi dweud wrthym y byddai bod yna llyfrau y gallai ei ymdrin â'i
gyda'i gyd yn ystod ei tywydd. Yn anffodus, roedd y rhan fwyaf o'r llyfrau y mae wedi'u darllen yn ei ddweud
ei fod yn rhyfeddol ac wedi'i gwneud ei teimlo'n ddibwys. Mae'n 66 mlynedd yn barod ac mae'n rhywbeth
sy'n cael ei ddynnu ei holl bywyd. Nid yw eisiau i unrhyw blant arall fynd drwy hynny,
ac nid ydw i hefyd. Rydych chi wedi clywed gan rai o'n myfyrwyr LGBTQ ynghylch eu penderfyniadau ar y cyfarfodydd hyn.
Gan ddewis llyfrau sy'n cynnwys cwntent LGBTQ, rydych chi'n eu gwneud yn teimlo'n ddifrifol
a'u cyngor i eraill i'w trin ym maes yr un. Os ydych chi'n credu bod pob myfyrwyr yn dweud y byddai'n siŵr yn
siŵr yn ysgol, yna rwy'n eich arwain i ddewis agenda 6.13 ar gyfer ymddygiad yma a

Rydych chi'n gwneud penderfyniadau sy'n allu llwyrsio bywydau myfyrwyr queer ac rwyf wedi stopio gweld hyn fel cymwyster ond fel dylunio.
Gydag hynny, gadewch i mi ddweud stori. Pan oeddwn i'n ystod y chredaeth, fe wnes i edrych ar llyfrgell gyda charakter trans yn agored, a oedd fy mhrofiad cyntaf i bobl trans.

Mae'n ddigon o ffyrdd i'w gofyn yn y distric, felly dyma ffordd newydd i'w ddod i'r myfyrwyr transgenr yn eich distric.
Mae nifer iawn o bobl yn hoffi gwneud gwybod nad yw pobl trans yn bodoli.
Ond, sylwch, mae plant trans yn bodoli yn ysgol oedol, yn ysgol cymdeithasol ac yn ysgol uchel.
Mae cymdeithas yn bwysig ac mae pob plant yn dderbyn eu bodoli yn llyfrau.
Mae plant transgenredig o bob oed yn angen darllen llyfrau gyda chymerwyr trans sy'n dysgu sut i wneud
ffrindiau neu gael drama o'r cymdeithas cymdeithasol neu mynd yn ymwneud â chymerwyr craidd neu atal
ymddygiadau i'r ardal. Mae plant transgenredig yn angen dysgu am bobl fel nhw fel y gallant weld y

Thank you for allowing me the time to comment on agenda 6.13.
My name is Sheldon Cummings.
I have resided in the great state of Texas, specifically Katy, since 2014 and from escaping from the People's Republic of New York.
I have two kids in Katy ISD, ages 10 and 11.
I do not believe gender fluidity content should be allowed in elementary and junior high school libraries.
When I was growing up, for a person to even suggest a subject like this, you'll be considered either some kind of pervert, groomer, or potential pedophile.
Such a topic should have also brought great shame on the person and disgust from their community for advocating such a thing to children.
Yet here we are today with some folk proudly and openly pushing for such an insane policy on our kids.
Let's be clear about one thing.
For human beings, you are either born a male or a female.
male. Your bodies, you're either able to carry babies or carry groceries throughout the trash
and say yes ma'am if you're a male. Folks, no matter what you do to yourself, whether
that be cutting off your genitals, putting in implants, disguise yourself in different
outfits, taking hormones, various drugs, change your features, if you're born a male, you'll
die a male. If you're born a female, you'll die a female. That's not my opinion, that's
That's biology.
And if you focus more, if we focus more on science and biology, maybe we would have less
people confused about their gender.
It's unbelievable to me and quite shocking that in the country where we have been suffering
record inflation, millions of illegals pouring over the border, grocery prices rising, high
medical costs, high taxes, AI robotics and probably displacing thousands of Americans
who have a job, the concern of a small group of people in our district is to push gender
the confusing material on our children. I ask myself what kind of small bubble do these
people live in? We live in a very competitive world where jobs are being outsourced to other
countries and we need to focus on getting our kids ready to compete in a challenging
world. Time is a precious resource that we can never get back. That precious resource
needs to be focused on children, their education and getting more math and science material
in our libraries rather than pushing for this and promoting this
mental illness that a small few in our district would rather focus on and keep

prepared but I want to first start to say wow y'all have a hard job and I pray
for each and every one of you because I know man it is it is tough to sit in
that chair so know that I'm praying for you and with that I want to express my
sincere gratitude for listening to all the different viewpoints today to us and
our family libraries more than just a collection of books they're the heart of
the lot the school they provide us a space for students to explore new ideas
is discover new perspectives. The policies you set today will shape the intellectual and emotional
growth of our students for years to come. That's a heavy place to be and I appreciate you guys doing
this and I understand you've got a balanced diverse needs and concerns of parents and I
commend you for approaching this matter with care it deserves. I encourage you to continue to
prioritize the dynamic curriculum which supports academic excellence for all
students that's why we moved to Katy is because that the school district is just
amazing it's beautiful I've had six children in the district actually eight
to have graduated high school I have four in high school and one in
elementary or three in high school and one in elementary and it's a great place
but I urge the committee to consider that books promoting and glorifying
harmful ideologies such as those espousing the lies of gender fluidity, promoting or glorifying,
have no place in our school libraries. It's not banning books, it's curating books. It's making
sure we have the right books. And man, I couldn't hardly listen to that lady reading that book,
and you have one of those books in your library, Mr. Gorgorski. Shame. We were talking about shame.
that's that's horrible i don't care if that's in high school or not we our library should be spaces
rooted in truth providing students with resources that according to your own philosophy educate
students in listening speaking reading writing calculating and thinking skills a research-based
continuum of learning while incorporating technology scientific and vocational skills
that's why we moved that's why we love kdisd i want to acknowledge the courage it takes to stand
up to this kind of an intellectual contagion make no mistake it is right
just like my comp it's this is an intellectual contagion that that is
spreading and it's terrible it's not easy to make these decisions but it's a
it's essential for the protection of education of our students thank you

I am a former KDISD student.
This isn't the first time I've stepped in this room to fight for what I believe in.
I don't blame you if you don't remember me.
There were over a hundred other people in this room telling you that targeting trans
youth would have negative consequences and you ignored them so why wouldn't you ignore
me?
So I don't blame you if you don't remember me.
But believe me that when I say that I remember you, I remember telling you that your policy
would cause problems for trans youth.
I remember unenrolling soon after it passed due to the rise of transphobia
I experienced from students and teachers alike. One of my students proudly told me after the policy passed that she'd call me
what name she wanted to despite the fact that my father emailed her several times
asking her to call me by the name that
everyone calls me,
including my family.
But that was a year ago. Happy anniversary, by the way.
You said that that policy was to give parents a say in their child's life at school.
But if that's the case, then why are you banning books rather than allowing parents to continue to opt in or out of letting these kids read these books?
The hypocrisy is very clearly visible.
But today I come to talk to you about books.
There's a book that can be found in many libraries.
libraries, it talks about two daughters raping their father in order to get pregnant. Do you
think this is a book that is appropriate for children? Do you think this is a book that should
be in any school library of any age group? I hope you'd have the common sense to say no.
Now, I think I've gotten better at pronouncing the name of this book since last time I was here. I
In all seriousness, there are much worse books in our school libraries that speak of all sorts of topics.
And banning books that show kids themselves, like books with trans characters and books with queer characters, does not turn kids gay.
I had no representation growing up of trans youth or queer youth or trans anyone or queer anyone.
And yet I stand in front of you here today fighting for myself, fighting for everyone
that I know who is unable to speak up about this issue because of what you've done to
them.
You've made it so that when they come out at school, they are put in danger at home.
You have made it so that when they go to the library, it's going to become increasingly
harder to find any representation of themselves.
and you are going to have blood on your hands. Thank you for your time, Mrs. President.

community member i'm here to talk about agenda item 6.13 the revisions to the library book policy
but first i'd like to say that i really hope kdic is doing a better job teaching biology than the
state of new york victor last week you attempted to justify these revisions by saying that the
topics you wish to ban are confusing and difficult to understand and therefore not suitable for
for elementary and junior high students?
Do any of the people on the book committee
have a background in childhood psychology?
Early childhood development?
Master's degrees, PhDs?
No?
All right, so what education expertise
are you calling upon to make this determination?
Did you speak to anyone qualified to make this decision
on behalf of 100,000 students in our school district
and their parents?
Victor, you spoke of the parental sphere, yet instead of ceding to that parental sphere,
you're attempting to act as the father of nearly 100,000 students.
You speak of parental rights from one side of your mouth while stripping them away with
the other.
You decided that some of the children in our district don't deserve to be treated with
respect, and now you're codifying your bigotry in as many policies as possible.
When you're unceded come spring, that will be the legacy you leave behind.
Believe it or not, I agree with you that sometimes things can be confusing and difficult to understand, even for adults.
For example, I struggle to understand how you, Mary Ellen, Morgan, and Amy can in good conscience sit up there with the knowledge that you don't have every student in this district's best interest at heart.
Really, I'm baffled.
Mary Ellen, you were passionate last week when you interrupted Rebecca's question to virtue signal your desire to protect children.
children. They're gender fluid and trans students in our elementary schools and junior highs.
You're telling every single one of those kids that their very existence is inappropriate.
That isn't protection, it's endangerment. But let's be honest, you don't want to protect
those kids, do you? Rebecca, you had concerns last week about the verbiage of the vendor
policy and I agree with you that it is unclear. I ask that you please remove this item from
the consent agenda for further discussion so that the revision you're requesting can
can be made at the very least.
Otherwise, I do believe that this policy will be weaponized
in an effort to ban all companies who do not
adhere to the extreme so-called values of the vocal minority
in our district.
The only excuse for leaving the policy as written
is if this board wants to see that happen.
Teachers and schools face new challenges daily.
So too do parents and students.
I don't know about all of you, but I, for one,
am getting really tired of ignoring all those challenges
to talk about how to keep books out of the hands of children. Thank you. Thank

appropriate for children so please remove them. As a mom I want to know that
within their school walls my children are safe from harm and safe from harmful content.
Last week I read you a KDISD kindergarten book that tells your littlest students
that they may have been born in the wrong body and that they should be their true selves and
pick their own gender. I read you an explicit middle school book that coerces students to be
be brave by taking puberty blockers or cutting off their penis. I read you from a high school
gender transitioning guidebook that tells kids their life can finally begin once they cut off
their penis and buy a surgical vagina. And yet two board members called this political.
Please read some of these books for once, please. I don't even know why you're here anymore,
but maybe tonight you'll surprise us all and protect the kids.
This has nothing to do with books that have two moms or two dads,
unless it's explicit.
It's not a book ban.
Go to the library, public library, go to Amazon, go online,
talk to your children, absolutely.
That's your prerogative.
This is harmful content that's not educationally suitable,
and the policy you're voting on is needed.
but will it just be another policy that your leadership violates over and over
again we had the policy in place for obscene content and it was ignored and
the new policy and it's still being ignored and it's still being purchased
this tiring multi-year problem that we're facing comes from poor leadership
even though the superintendent has had dozens of these screenshots sent to him
by parents for years. His library still has the category sex instruction for children
and I can find hundreds of books today with explicit content. This one was retained title
bum rush the page and warning quote C-U-M pouring out of his ass beaten black and blue.
Is this how LGBTQ kids should be seeing themselves in books at KDISD?
The entire book discusses sex, effing, ejaculating, hard penises, children having sex, and the N-word throughout.
How does this meet board policy?
Why was it retained?
And is it educationally suitable?
Of course not.
To all the dads out there, how would you feel about your 14-year-old daughter reading this content?
And on what planet could any executive violate board policy for years and still have a $425,000 a year job?
How can you run a billion-dollar business and can't even run a library?

You guys are really trying to navigate through a lot tonight.
And I'll tell you, you guys are in a tough seat.
You know, I sit on a lot of boards and I wear a lot of different hats.
You know, I'm a father, I'm a husband, I'm a community leader.
But the most important title out of all of that is I'm a child of God.
And I have to be able to draw the line in the sand a lot of different times and say we can't go beyond this
It's it's pretty simple. It's you guys are facing a policy right now that clearly is gonna protect kids
Protect a lot of kids now
I know some other people say it doesn't protect them because of a small group
But here's the reality of it is is that there's a portion of the transgender kids that have a high
high percentage in suicide rates, the anxiety. So truthfully, we need to have books that bring in
some type of level of self-care. A lot of these books that are in place in the district don't
bring that. They bring confusion. They push in an identity that is not their own because they
haven't figured it out. You guys are adults. We're all adults. We understand navigating through life.
We don't figure out who we are until much older. Now some of us don't figure
it out till we're way older, but the reality of it is that it's your guys's
job to be able to help these children navigate through their school
years to help them become who they need to be as they transition into the
college years. Not transition into sexuality, not transition into somebody
who they've never were called to be. We heard about God, we heard about the
Creator and the reality of is the Creator never made a mistake and so I
want to leave you guys with this real quick if you're a man and woman of faith
we're gonna have to stand on righteousness we're gonna have to
understand that the Word of God tells us that if we know the right thing to do
and we don't do it we've sinned that's what the Word of God says so I'm gonna
tell you real quick on your last vote on KDISD on the on KDISD board votes on
on how to address transgender students, Rebecca, Don,
and Lance.
You all voted against it.
I'm not sure why.
You guys don't have to explain to me,
but you guys call yourself conservatives.
I'd have to try to really figure out how that is so.
I'm not sure how that is, or you call yourself
a man or a woman of God.
You're going to have to reevaluate that,
because the word of God clearly tells us
exactly how we're supposed to live out our lives.

First, I want to thank our board members, Mr. Perez, Ms. Teamey, Ms. Cozella, and Ms. Calhoun,
for showing strong leadership the last couple years.
Parents in this district appreciate that we have you to fight for common sense policies
that affect our kids. So thank you. The American Society of Plastic Surgeons
recently stated, and I quote, given the recent research and revelations of the
harmful approach advocated by WPATH and its followers in the United States, we
the undersigned call upon the medical professional organizations of the United
States to follow the science and their European professional colleagues and
and immediately stop the promotion of social affirmation.
Puberty blockers, cross-sex hormones, surgeries for children and adolescents
who experience distress over their biological sex, end quote.
According to a comprehensive study from Canada, the U.S., and Europe,
between the years 2017 and 2021, the number of children diagnosed with gender dysphoria has tripled.
Among adolescents, the increase in reported gender confusion
confusion is due in large part to the spread of gender ideology.
In other words, it looks to be a very strong social contagion happening.
By putting gender fluidity, promoting books and materials in our schools, the teachers,
staff and peer groups are pressuring kids to seek attention by pushing them to pick
up a new gender identity and many times to harm themselves by seeking long term, I'm
I'm sorry, seeking medical intervention that doctors do not know the long-term side effects of.
The kids that tend to fall for this are kids that have other underlying mental health conditions,
such as anxiety, depression, or kids that have already suffered from some type of trauma in their life.
I do want to take a minute and speak to the kids in the room or the ones watching this
who think they are suffering from gender dysphoria.
I want you to know that growing up and seeing your body change is sometimes awkward,
awkward, but it's normal. Going through phases of wearing different styles of clothes, different
types, that's normal. It does not mean that you're the wrong gender. I remember a phase of cutting my
hair short. I remember wearing big baggy clothes. It's just a normal phase that teens go through.
Thankfully, I grew up with caring adults that surrounded me when I was young and told me part
part of the process of growing up requires me to control my feelings and my emotions.
Not allow all of them to control or hinder my life. The truth is, no matter what a person does
to their outward appearance, being male or female, is in your DNA. You cannot change it,
no matter how much you feel you can. Almost all kids who truly suffer with gender dysphoria
will grow out of it if adults will just leave them alone. It's far better to accept your body
the way it is and just celebrate the differences between us human beings are not like mr potato

good evening in 2023 the texas state legislature approved texas title 13 code 4.2 that allows
districts to remove sexually explicit books from libraries. What KTISD is
proposing now is to institute a blanket ban of books considered to be promoting
or adopting gender fluidity. The wording that the board is using is so broad that
it makes their intent clear to erase representation of the gender fluid and
trans community. This community has been a target of this KTIS board before so
So this comes at no surprise.
This is a school district, so it follows that education
is what we value.
Then we shouldn't be making decisions based on
YouTube channels, but on scientific studies.
I cannot find one scientific study
linking gender dysphoria to books.
The school board will not cure gender dysphoria
by banning books.
Trans and gender-fluid students will continue
continue to attend schools but without books about them, to tell them that they're not alone and how they feel is not wrong.
There won't be books with trans characters for children to see represented if they have not met one in real life.
Without normalization, bullying of their community will persist.
Without understanding gender diversity, these students will grow up to become adults like many in this room that are afraid.
Afraid that their children become trans from a character in a book.
We want students to find safety while at school.
This board needs to provide that.
Fear mongering is not the answer.

I'm here tonight as a mom to two KDISD students and as a co-founder of Texas Freedom to Read
Project to speak to you about agenda item 6.13.
School library books accessible to students for voluntary inquiry and self-selection are
not required reading and should not be treated as such.
School libraries provide opportunities for students to safely explore and
encounter ideas, perspectives, and stories they may not otherwise have access to
and should not be subject to ideological censorship by the government. KDISD's
EFB policy states the district recognizes that parents hold an
essential role in the education of their children and have the right to guide
what their children read and that the ultimate determination of appropriateness
lies with the parent. Kids understand if they don't like a library book, they can return it
and pick a different one. Parents continue to have every right and ability to opt their own children
out of library access or access to certain book titles, including, as Ms. Cozella indicated would
be her preference, all of the titles that come up in the catalog when you search transgender.
Our master's degree certified school librarian educators work tirelessly to select age-relevant
in educationally suitable books for our libraries. Educators are qualified and who parents trust
to determine educational suitability, not this board. Restricting and removing library books
because of ideas they contain takes away my right as a parent to determine what books are appropriate
for my kids. That is censorship and that is wrong. In addition, forcing vendors to comply with this
policy sounds a lot like a district-level version of the currently enjoined, likely unconstitutional,
HB 900 vendor ratings. Governmental bodies cannot compel private companies to support their point
of view. That is a violation of their First Amendment rights. Adopting school library book
policies like the one proposed missed the point of libraries. In a school district like Katy ISD,
where nearly 40% of students are identified as economically disadvantaged,
the school library may provide a student's only access to books outside of those available in their classrooms.
Public libraries in Texas are facing similar pressure to censor LGBT stories from the same people
and groups working to remove them from school libraries.
So make no mistake, when you remove access to these books, you're banning them.

Good evening board. My name is Purshitha Chella. I'm 16 years old and I'm a junior at Tompkins High School.
I'm part of the LGBTQ club at our school and one of the officers.
If you look around this room, you will notice that I'm the only brown person in this room. Am I correct? Am I wrong?
If we're going to bring in God, let me bring in my religion too.
Growing up, I was raised as a Hindu.
My religion is based off gender fluidity.
All the gods bring in their own person, and that has a big cultural impact on me growing
up.
I did not have a single shredded representation in your public school systems.
Everywhere I went, there was not a book about my religion, not my culture, not even an Indian
kid.
And you will find that still to be the case today.
The most simple thing you can give a kid is representation and you won't even allow that.
Sure, if you don't want them to read, I respect the man for the book you want to ban, that
should be banned, but not for the reasons she says so.
It should be banned because it's vulgar and talking about sex.
Children should not be reading sex no matter what age.
If they want to read it outside of school, that's their business, but that should not
be in school.

Last year when you guys passed the gender fluidity policy, that erased the majority
of my rights.
I remember going to school every day for a full week having full blown panic attacks,
worried if my parents would get out of the tomb.
Luckily my parents were reasonably supportive.
I got very lucky with that considering they're brown and immigrant parents.
parents. But still, you guys want to bring religion, you want to bring physiology, you
want to bring biology, all of this, but do you want to worry about our safety? Do you
want to worry about my mental health which deteriorated from your school system who wouldn't
care about me, would not provide me any support when I was struggling last year, almost went
to mental hospital several times due to that? Where was that? I want to ask that. I respect
you guys have all different beliefs we all do too but we need to be on the same
page when it comes to understanding what is necessary for the students of this
district this is almost my second last year and I want to make this my best two
years yet before I have to leave because kids like me should not be suffering as

Mike McGinley. This is my wife Carla. A couple of points to make. One leads to
the other. First, I'm for the revisions on the gender policy. I think they are
common sense.
They're based on age appropriateness, which we do on a lot of things.
Also, controls on traveling book fairs.
I'm all for that.
People coming in with books, hey, let's take a look at them.
Also, I work a lot with an adoption agency.
It's a secular one.
It's not any kind of faith, but they had continuing education on just this topic.
And they showed studies.
They had a person that had a doctor's degree and all this.
this, and bottom line, they suggested the treatment for anybody with gender dysphoria
be no intervention of drugs, no intervention of surgeries, yes, some counseling, and they
said the vast majority, the vast majority of these children resolve it themselves for
early adolescence. That's been mentioned here. So, vast majority, that's what I learned there.
The next point that I'm coming to is that now that I've said all this, anyone talking to me about this, they know exactly where I stand on it.
And I've worked the last four election cycles on the school board, all right?
And the last one was the most confusing of them all.
And I'm asking the board to not put the electorate in this position again.
All the people that have another view than me, you know where they stand on this, and they're asking you for no votes.
I'm asking you for a yes vote. But what happened the last election is that we heard a lot.
I went door to door and all that. What do we mean? They they voted this way, but they don't mean that.
They really meant this. And there were all sorts of reasons why they voted no or the yes.
on the other side all sorts of things going on finger pointing all that it put
the electorate in a much much confusion so what I'm asking is that if you're
voting yes on this that you mean yes and you're going for that policy if you vote
no then you vote no it'll be clear to the electorate all right where you stand
I'm also asking I think this is okay if you're just aren't sure okay you truly
really aren't sure you're just trying to get it together on it you don't feel
confident either way well abstain all right that's more awareness to where you
stand and I'm okay with an abstain versus I hear a yes from somebody and
they say but but but or no from somebody for but but but so I know it's a tough
you got to make a time decision etc so all the best to you thank you thank you

I'm not here to talk about books, so I appreciate you all adjusting policy where you see it to be fit.
I'm here to talk about agenda items regarding your budget and property taxes.
I want to start off by saying that I do appreciate the hard work of my students' teachers.
I love my campus.
I love everybody at my campus because they work really hard and they're great people.
So right here I've got this brick now known as the Chromebook.
And I bought this with my property taxes and it's part of your budget now that you've got
to bake into your own budget for $95,000 of these things.
On the other hand I have here these archaeological artifacts.
It's paper, a protractor, a pencil.
Okay, so three years ago, my oldest, she successfully mastered geometry with these artifacts.
She wrote homework quizzes and tests on paper.
And with that, she was able, with hands-on learning, to be a successful student and to
do really well in her SAT.
Now we have these devices that were sold to voters and parents under the equity umbrella
and to be in line with our district of innovation initiative.
She's now grade 12 and this one here, all seniors to my knowledge got the Chromebooks
that are on their last year of their life cycle.
So let's give these to kids that are applying to college.
I was on the bond committee.
Some of you guys know I wasn't a fan of the one-to-one.
I didn't vote for it when it was on the ballot in November.
Why?
Because I could see through the justification and I can see as a parent some of the brewing
of the nightmares and headaches that maybe parents teachers and students are
facing today some things that I've heard already if it's a nine days of school
we've lost instruction time to the entire class trying to troubleshoot
connectivity on the day we were supposed to write a quiz that's not the teachers
fault we're being told there's no budget for paper and parents need to print out
the materials at home so that includes homework class notes and slides but if
If your kid doesn't do that, they can transform this transformer and pull out a Blackberry-ish
stylus somewhere in here and write on this, this is your new paper.
But in the vein of equity, we're asking parents to print everything at home and go to Amazon
and buy a stylus.
So apparently now everybody in KDISD has Wi-Fi and we have laser jet printers and ink and
all the rest.
I don't understand it.
We got broken devices.
So my ask to you, because I'm running out of time, is I would like to know how many help desk tickets have been filed within the last nine days.
I would like to have reassurance that the staff can actually come to you guys without being retaliated against to tell you this is working or it's not working.
Or let's work together.
Because we have to be able to execute a project well.
We plan, do, check, and act.

Heard a lot about church, and I used to be a public school teacher in Illinois,
and that's very interesting that it keeps coming up around here.

I'm a KDISD resident.
I have a kid.
I'm a voter, and I've already told you, I'm a former teacher, and I'm a taxpayer.
I want to ask you all to vote no on these proposed revisions to the library book policy.
As one of the most diverse places in the nation, it is vital that our libraries reflect the values and identities of our community.
Placing more restrictions and access to library reading materials limits and stunts the growth and success of our students.
it's one of the things I've always you guys are leaders I'm a former college
athlete kids watch what we do right we keep talking about church and stuff so I
don't know what that has to do with public schools but it has to do with you
guys are leading our community in our education please start being the leaders
our students need you to be and stop worrying about the library books lead as
as you said you would for all your students, not just certain ones.
To any LGBT kids listening to adults who claim to love you and then proceed to tell you that
they don't believe you when you tell them who you are, don't listen to them.
Trust yourself and find people who will love and accept you for who you are.
You are loved, you are valued, and you are heard.

Psalm 139.14 says that we are fearfully and wonderfully made.
We are not alone.
God is ever present with us, encouraging and loving us
as the beautiful people he created us to be in his image.
He wants us to delight in our inherent dignity, body and soul,
destined to be in loving friendship with God, others, and ourselves.
As adults, and parents especially,
we want our children to grow up to be healthy in both mind and body.
Part of this is protecting the innocence of children
and not introducing sexual subject matter to children at an early age.
The revision of last year's policy is necessary to include the books that are present and
could enter into our school libraries and on teachers' classroom shelves.
The books that discuss gender confusion are just as harmful as those that are sexually
explicit.
As board members, you don't know what is taught to students in their homes, but it is not
your job to allow the schools to introduce sensitive sexual material and gender choosing
to young children.
allowing picture books aimed at normalizing gender confusing sorry at
normalizing gender choosing to be available to elementary students is
confusing and wrong if parents want to speak seek out that material for their
own children they have access to online and brick-and-mortar bookstores and the
local county libraries but it is not okay to introduce that at local schools

I know you board members have a tough job and sacrifice a lot to serve the Katy community.
I appreciate the members of this board who have voted to get ahead of potential problems
and voted last year to protect our children by maintaining boundaries for boys and girls

Good evening. My name is Thomas Campos and I'm glad that there'll be some other people listening to what I have to say.
This is the state of Texas and we have been put on a list of states that are having some serious water problems.
All of your western states have been running out of water and to make a long story short,
now the state of Texas is on this list of eight states within the United States that
are having some water shortages.
If this is not addressed, I don't know how long it's going to take.
I know that I'll be 80 on my next birthday and I've been watching Hoover
Dam just go down, go down. I don't know if you guys have looked at Hoover Dam
recently but believe me it's getting pretty low. And here in Texas we have the
the Ogalloc, you know, and our underground water goes from Texas almost all the way to Canada.
And what I would like for the board to do one day is just take a look at that one,
because it's also drying up.
This is why the schools, getting back to, before I run out of time,
California already 15 year old kids are making presentations to legislators and the legislators
are listening saying oh you know what yeah we're uh running out of water and we need to do something
about it so they've already passed legislation in California that addresses this and I have a list
of all the areas you know that schools need to be looked at but the most
important one before my time runs out this is Katie we already did our own
audit and to make another long story short you budgeted two thousand six
636 I mean two million six hundred and in other words one the state of Texas is
saying that you're using 41% too much water so every district in the state of
Texas needs to work on that we have a plan and if anybody would be interested

the opportunity to just make a comment real quick as we started into any discussion on 6.13
and some of this i mentioned last week but uh just want to make sure everybody understands
that the focus and the rationale for the proposed policy amendments is that gender fluidity
materials are complex potentially confusing and should be addressed with parental guidance and
and therefore not educationally suitable,
especially for the lower grades.
The material is difficult for younger children to understand,
is confusing, and potentially invades
a sphere or domain of parents.
The policy is not based on viewpoint
rather than on educational unsuitableness,
which among other things encompasses age appropriateness.
The board is making a determination
about the educational suitability of gender fluidity materials, especially for younger children.
And finally, I want to add that, as I stated last week,
this policy amendment is not redundant with our existing policy FA,
as FA applies to instruction, instructional materials, and the classroom.
And with that, I'll open it up.

I first want to say I do not believe in the promoting of gender fluidity of children, especially, well, I don't believe at any age, but especially with these younger children.
But I am worried about potential lawsuits because there is a Texas law that says that we cannot discriminate books.
I mean, I have it written down here about ideology unless, like you said, unless it's uneducational things.
But gender fluidity, I looked it up, and there's several definitions of gender fluidity.
and so it's up to the person that's that's going to interpret the meaning of
that when they're looking at a book because gender fluidity just might mean
that you can't tell if the character is a male female it's not really like a
mindset necessarily of that character it's just a good example I think is is
Winnie the Pooh I mean is Winnie the Pooh a male or female I mean he has a
male voice but his name is Winnie and we can't tell what he is so I know that
that seems like an absurd example but people could interpret that as loosely
as that since this is kind of a broad definition so is Winnie the Pooh does it
have educational value I mean so I'm just pointing out that something like
that could be interpreted when you have a loose definition like that and it just
it just seems like it puts a lot more burden on a librarian because as far as
I know a lot of especially the elementary books have been audited
already so how are we gonna know which books have been re audited to meet this
criteria are we just gonna wait for parents to find a book that they don't
like and then pull it is that what we're relying on or is is there some kind of
system that we're going to go back through and do some kind of sticker again or i'm not saying
sticker but whatever they do catalog it or however they doing it right now with the other books
so i'm just worried about this seems like another way to add more burden to the librarians and opens
opens us up for potential lawsuits since there is a Texas law about it.
So for example, there was a book called Itty Bitty Kitty Porn, I think, that was pulled
or something by one of our board members a year ago or so.
And if you read the book, it's not really anything about gender fluidity.
It was about a cat who wanted to be, I think, a unicorn.
corn so but what i'm saying is although that book ended up okay it was pulled and taken from our
shelves for a number of days so that's that's just what i would like to say about that
i just to try to respond to that i i trust in the districts following the policy
and doing what they've been doing in terms of following the policy and the
district has processes in place to determine which which materials meet or
do not meet the policy and I think this was explained last week in terms of some
of the district procedures and processes and people that are involved and I
I would trust that they would just continue with that same process and procedures as they've been doing.
Mr. Perez, what I would like to know and what I would like you to say so everyone else can know it also is what is your definition of gender fluidity?
What is it specifically that you want to be?
I know you don't like the word band, but what is your understanding, your interpretation
of what you don't want to see in the libraries as far as gender fluidity is concerned?
Well, there's a very specific definition of gender fluidity in FA, and the policy refers
to that same definition.
Can you please say what it is?
Can you please read it so that we can know?
Because I'm sure that this is what you and the other board members who, you know, that
were in the policy committee that wrote this new piece are referring to.
Can we know what it is so that we'll know what you're looking for?

It's the same definition that's been in FA for the last year that you're aware of,
you're familiar with.

Exposes the view that gender is merely a social construct.

or procedures to temporarily or permanently alter a person's body so that it matches a
gender different from that person's biological sex.

So I understand there's concerns about Scholastic and maybe the, I don't know why, but I know
there is one by members of the board.
If you have this language and Scholastic has a book in their collection, but it's not one
they bring to KDISD, does that mean that this is the opportunity to say we can't
have them because they own books that we disagree with? No. That's not the intent.
It just says regarding library materials. In other words, why would we be
concerned with library materials that are somewhere else? I'm just asking. I mean
I mean, we've had it open-ended before and had to refine the library guidelines, the library policy, because of we included.
I think before we had a period after board policy, and that additional phrase was added regarding library materials.

So, okay.
Okay, so I also want to make sure that this policy does not add more work to librarians,
that librarians have to vet every piece of material that a vendor, any vendor would bring.
Does this put the onus of making sure they fit our policy on the vendor and not on the librarian?
Yeah, my thinking on this, and I think the intent is that this is a requirement
that the vendors comply with our policy.

Mr. Perez, I'd like to add that I really do worry
that a lot of this work is going to fall onto the librarians
because I've seen other policies that are a little bit open-ended
and then we don't really know how it's going to be
and then it ends up being a lot of extra work for somebody else.
And I don't know how are they going to prove to you or to us, to the board,
that these books have been vetted?
How do you know?
So it's almost like the library books.
You know, we wanted the librarians to read all the books before they bought the books.
So that so how will we know that these books are good?
Unless there's some way to prove that they're that they've been vetted
Mr. President about the about the the book vendor. Mr. President doesn't the school last doesn't the vendor provide a list?
I think mr. Champagne talked about that last time they provide a list and print and
Parents can go on and look at the list of things that their children could buy when they get there
So, they would know, we would know the list.
Is that correct?
So, that's what I really have a problem with, Mrs. Fox, thank you for bringing that up,
is that, to me, this takes away the rights of the parents.
And so, the parents have decided how they want to spend their money.
They've done a good job of keeping their child alive all these years, and they've got them
their food, and they've dressed them and everything, and now they've looked at the list, and we
We all say we want parents to have rights.
That whole policy last year was called a parental rights policy.
It was all based on parental rights.
So me as a parent, when I had kids, I could look at the list.
Back then it was a printed list.
Now there's a link.
So I've looked at the link.
I've decided that my eight-year-old can buy this particular book.
I know, oh, it costs $10.
Even, they used to give you a piece of paper,
and you would even mark on the piece of paper what book you wanted them to have.
So I've made an educated, sound decision for my child
that I've been allowed to make decisions for my child all along,
and now the government is going to decide that I cannot spend my $10 on that book
because somebody else has decided that it's not doesn't meet your
qualifications of being able to be at the book fair this this is the this is
the school district putting the vendors that it does business with on notice as
to what our policy is and that should make it easier if they know what our
policy is that should make it easier on everybody internally in the school
district because it's not like we're saying don't do this or don't do that
we're doing the vendors we're telling the vendors you're doing business with
us and here's our policy that's my understanding of this mr. Perez if you
you have grandchildren if you looked at a book and you've read through the book
and you decided you want your grandchild you talk to your daughter and say can
this child have this book and you said yes and you go by the book even if it's
at a book fair at a school would you want someone else telling you that you
can't buy that book the idea this is that it wouldn't ever get to the book
fair because then if it didn't comply with our policy it would never get to
the book fair well I'm just saying there's no way a child can buy a book
without the parents giving them money.

I don't want this to be the gender fluidity policy
where I was misrepresented far and wide people questioned me because of a vote
so I want to make sure that people understand my feelings about this
tonight we had a crowded room of patrons divided over yet another discussion
about library books in the past week we've had multiple news stations and
media articles talking about this issue this to me is a copy paste from fa
instructional materials to efb library materials it's a policy that is already
in place and understood by our administration that this is the policy
this is the these are the values of this board and they are to be carried through
in every in every area the discussion creates headlines and paints katie
Asti in the negative way the negative attention points librarians points to
librarians and puts immense stress and pressure on them they have the policies
and direction by this board because we created a library policy and read
reworked it three times already this is number four I trust them as master
degree professionals to follow our policies I often tell people who ask me
about a news article or what's going on I'm saying I am finished I'm done
talking about library books we've modified the policy several times this
change is minimal and in my opinion isn't really needed so it questions why
why the continued discussions on agendas.
The time this board and the time asked of educators and staff on these items
are doing nothing, nothing to further student success or outcome.
Children are not smarter or more prepared for their next steps
by these hours, days, and months spent on gender fluidity focus.
KDSD's stellar reputation for student success has been known for decades.
It's why families move here, including mine, 26 years ago.
In the last two to three years, the continual focus of negativity is not what our community
wants, and they proved that in the election in May.
Our teachers need us to focus on them.
I'm continually asked, what about us? What happened to the teacher retention survey? What are we going to do about all the issues that came up? What about CTE opportunities? What about student funding that we should be talking about with our legislators? What about the issues that really matter? More opportunities for students to succeed.
So, I will be abstaining from this vote because I'm finished talking about library books.
This policy, in my opinion, is not needed.
It's clearly articulated in many other ways, and I'm not going to have a yes or a no vote
misrepresent my heart and my passion for student success when our children leave our doors,
doors, whether it's going from kinder to first or or 12th grade to the world, they need to be better prepared than they were when they got here.
And I hope that this board will begin to focus there instead of these.

Okay, you're going to make a speech as well?
No, I'm not going to read a speech.
I'm going to say something that I really agreed with one of the speakers today,
and he said that time is a precious commodity,
and I really have a lot of respect for the gentleman who said that,
and I agree with that a lot.
And you can't get time back,
So it's really important that we focus our time on making our children better for the society and all that.
And my vote tonight, I just want the public to understand that last week someone said something about do you want to protect the children.
But there are a lot of ways that we can protect children.
And taking books out of the library I don't feel is as important as other ways.
that children are committing suicide and such and such and so forth.
So I just wanted to say for the record, I'm not voting for harming children.
I'm voting for us moving on and making more productive use of our time.

Board committee updates.
dates I think we've been sending out now the agendas and the minutes for the
various board meetings committee meetings rather if not you'll be getting
them shortly but we had a I know we had a Finance Committee meeting I think you
know that minutes for those we met the work-study meeting right before the
work-study meeting where we reviewed the budget for the 24-25 and also the financial reports
that you saw last week. Basically we reviewed those and that was our finance committee.
We also had a policy committee meeting on the 16th. The 16th, yes. And as you well know,
you already have the minutes for that meeting that was about the efb updates that we just voted on
and then also there was a we had a newly formed advocacy or legislature legislation committee
that was formed mr redmond and miss calhoun are co-heads of that i'm on the i'm on the committee
as well and i don't know if one of you want to provide a quick update sure we met so
I met twice over the past six to eight weeks, one bringing people up to speed on our efforts last year, and then our last meeting started talking through what does that look like for our district.
Moving forward with listening circles starting here in September, getting input from our community, and then what that looks like moving forward.
And so we've not scheduled our next meeting yet, but the listing circles, what you would have seen was an email go out this past week to the community requesting input on our priorities for this upcoming session.
And then in that, you're going to see some opportunities to initiate or indicate interest to participate in the listing circles.
So if anybody has seen those emails, they need to fill those out so we have that information.

those circles and the ability for all board members to be a part of more of
those this this time after our scene our tests last time thank you thank you

predict I think last year last time they did I just was someone asked and so I
told them to look for the email but I don't know how that went and I wanted to
offer that if I can help in any way when you get to going to visit the
legislature and set up meetings for you like I did last time be happy to open

And you'll rotate through and include all of us through those.

PassedKaty ISD routinely allows the counties in which it resides to use District facilities and campuses as polling locations. These rental agreements are governed by Board Policy GKD the corresponding regulations. When renting a facility, the Counties are required to pay the previously established fees. Towards this end, Harris County has used Katy ISD facilities in past elections as voting locations. Harris County has an outstanding balance of $1,570.00 owed to Katy ISD. In order to finalize payment, they have asked that the District enter into the attached fee agreement. The District administration recommends the Board authorize counsel to finalize the agreement and ensure payment.

PassedLinebarger, Goggan, Blair & Sampson, LLP has assisted Katy ISD in the collection of delinquent property taxes for several decades. They have a long history of demonstrated competence in the State of Texas and locally as experts in this area. As contemplated by the attached agreement, the firm is paid not by Katy ISD, but by the mandatory penalties on delinquent taxes owed. Given their history and expertise, the District’s General Counsel recommends that the Board of Trustees approves the renewed engagement of Linebarger, Goggan, Blair & Sampson, LLP for property tax collection services.
