3. Public Comment
At this time, the Board of Trustees will give members of the public an opportunity to speak in accordance with KDISD Board Policy BED Local,
as defined by Board Policy speakers who signed up by 2 p.m. on Monday, July 22, 2024,
provided their first and last name and signed in 15 minutes prior to 5 p.m. will be allowed to address the Board.
Speaker is assigned to speak on a posted agenda item where we'll be allowed three minutes
to speak.
If a speaker is not finished speaking at the end of their three minutes, the audio will
turn off.
Just to emphasize that for today's meeting, the work study meeting, where the speakers
are to speak only on posted agenda items, next week in a regular meeting there'll be
an opportunity as always for speakers to speak on both agenda items and non-agenda items
if speakers wish to share written material with the board please provide 10 copies to the
secretary of board services before the meeting begins for board members the superintendent chief
communications officer and permanent record if a speaker has not attempted to solve a matter
administratively through proper channels as stated in board policy the presiding officer's designee
shall advise the speaker to seek resolution through the appropriate policy.
Finally, pursuant to Texas Government Code Sections 551.074 and 551.0821,
the Board will not permit the presentation of personally identifiable information regarding a student
and will not discuss the appointment, employment, evaluation, reassignment, duties and discipline
or dismissal of a public officer or employee or to hear a complaint or charge against an officer or employee.
Should a speaker wish to address one of these issues,
they must do so through the appropriate local grievance policies, FNG local, DGBA local, CKE local, or GF local.

then will be Jamie Wollman. And after that, Ray Wollman. Actually, we're going to combine it
into it quickly together. Good afternoon. Thank you. Welcome. Great to have you. It's really a
pleasure for us to be here to talk about Don Clayton. We've known Don for over 30 years.
Jamie worked with Don at Katy High School on the ninth grade campus. Don coached our son
during his high school years. He was a very positive influence on our son in many ways.
He remains one of his favorite teachers and coaches from Katy High School. We also felt that
Don taught many life lessons to our son as well. For example, Whit and I were speaking a few after
about Coach Clayton.
He said, you know, I still use some of Coach Clayton's
lessons now.
Well, Whit is 42.
He has a family.
He owns a business.
He has 125 employees.
And the lesson was learn it and burn it.
It was when you make a mistake, you don't dwell on it, you bury
it, you forget it, and you learn from your mistake.
And there are many more, too, but that's all I have time for.
Coach Clayton also was an outstanding geography teacher
He was a teacher every single day and completely dedicated to teaching his subject.
Even though he was super busy with after school coaching duties, it never interfered with
his teaching assignment.
He was also a Katy High School Teacher of the Year.
Don became the athletic director at Cinco Ranch High School when it opened.
He spent 20 years building a high level and sustaining athletic program.
his leadership skills, and amazing personality, always showing kindness and professionalism.
We are pleased and confident to recommend Don Clayton as a KDISD namesake.

Distinguished members of the Board, ladies and gentlemen, I come here tonight with many of my former teammates and the Dirks family to voice my support for what I believe is discussion item 610 on the agenda.
which is to name the track and field facility at Cinco Ranch High School after the late Coach Gary Dirks.
I ran cross country and track under Coach Dirks, both in high school and in an extracurricular capacity for seven years, starting in about the year 2000.
I have so, so many stories I could tell, but with little time in which to do it, therefore I will simply say this.
While his accomplishments in leading the track team at Cinco Ranch to back-to-back state
championships in 2004 and 2005 could certainly, standing on its own, justify the naming of
the facility in his honor, his lasting impact transcends anything measured on a stopwatch.
Coach had an extraordinary ability to develop his athletes' abilities, but he also taught
us to persevere and championed having strength of character.
Not all of his former athletes can still turn in a sub-five-minute mile today, but I guarantee every one of them can tell you how training under Coach Dirks made them the person they are today and what accomplishments that experience has enabled them to achieve.

distinguished board I'm here to because I believe in it want to recognize Don
Clayton with a naming facility athletic facility his name and it's quite a
tribute for him for many years of service and dedication to our youth I
was very impressed with the program at a single ranch the entire athletic program
was well oiled and very well organized the coaching and the support and
dedication entire staff was first class because of the leadership and vision of
Don Clayton. I have seen Don in many situations and a concern of the students
has always been his number one interest. Don still liked to win games but all the
decisions he made were based on positive experiences for his athletes. The staff
challenged my son Michael to succeed and after all the years of playing sports
I've never seen him more driven than he was under that program. This program
created a strong unity of students, athletes, coaches, parents and fans.
advanced skills picked up by the students in these programs will help them in their working
lives I was also involved in booster club which is a great experience our committee had over 20
parents I saw Don put students on a primary focus he was as he was a head football coach but he was
the athletic director and concerned for all sports from cheerleading through football all his
motivation was for continual improvement providing competitive environment for the students athletes
We annually use approved funds to improve the program and Don wanted to ensure that all sports were equally satisfied.
As president of the Booster Club, I became aware of many challenging situations with students and parents that rose over the years.
Don and I would collaborate over and talk and discuss some situations and resolutions that always came down to the best interests of the students and the foremost decision to resolve.
As a parent you cannot ask for anything more from school leader and coach and there's concerning their student student athletes
With Don's leadership in attendance tenacity many students played in college and even tried out for the pros
Many have gone on to be coaches
athletic director physical fitness instructors and you watch Facebook
Even though Don retired four years ago
You can see him actively attending a lot of football games where his students and people are
coaching all over the country
One other thing I respect about the program at Cinco was done had a rule in the sports that of a senior equally
Talented with an underclassman the senior will get the priority of playing
The underclassmen get their chance in future games
So I am very proud of the program professional in the class atmosphere that Don created
I am one of the thousands of parents who have probably get to participate in the first
first class Cinco Ranch athletic program.
If anyone deserves to be honored and remembered for his 20-plus years of leadership
and commitment to Katy, Cinco Ranch, it's Don Clayton.
It would be a loss for us not to recognize Don for his positive efforts.
I know sitting on the board, I've sat on a board myself,
there's a lot of hard decisions you need to make.
This one, for me, is pretty easy.

Good afternoon.
My name is Lisa Lister-Brown, and I'm addressing Agenda Item 6.1, which is the July budget.
I just want to preface my comments as a parent of children in the district and as a taxpayer in the community
But I'm not here to attack you personally. I have read social media posts that Mr
Perez says he feels attacked and the subject of venom
And I don't wish my comments to be taken as a personal attack or as venomous
Because that's not really my intent
My heart is for best outcomes in this district and I hope yours is too
and I hope we can align on that.
But I am really worried about this budget.
To me, it shows a district that's struggling financially
and that it's a district in decline.
Now, this worries and concerns me
because I want my children to receive a quality education in Katy
and I want all students in the district to receive a quality education here.
And I want the district to be strong
and for our property values not to decrease.
increase and I want the district to pave the way for a prosperous and safe community for all.
My worry is the chances of that happening diminish when we see budgets like this July budget on the
agenda. The amount available to the district via the basic allotment hasn't been adjusted for
inflation for years and this means funding for things like staff salaries have stagnated and I
I do appreciate your efforts to try and retain teachers through a 3% pay increase, but I
worry that it's not enough to retain our teachers.
And I'm really concerned that increasing the deficit for annual incentive payments for
some teachers is the best way to allow all the district staff to want to stay on.
And it worries me that parents are being sent school supply lists for the new school year
that include items for teacher and general classroom use, like whiteboard markers, tissues
and hand sanitizer because the district isn't budgeting for these things and it
worries me to hear that district staff are taking on additional evening jobs
weekend jobs and summer jobs to supplement their district wages and I
really wish staff were earning enough from their jobs for the district to get
by have enough for retirement and to be happy working for KDISD so would you
please choose to be a stronger voice for us to those that hold the purse strings
in Austin because many of us feel that this is something that the board can and should do.
I'm also addressing agenda item 6.13 which is about changes to the board operating procedures.
The proposed changes haven't made available so I wish to express my hope that these changes
continue the proud tradition of this district for upholding integrity in decision making and
democratic values like community input and free speech. I hope the decision not to release these
proposed changes isn't seen as an attempt thank you very much thank you
our next speaker is Trevor Gerland and after that is Jennifer young
how do you members of the board my name is Trevor Gerland I was a graduate of
sinker ranch high school in 2005 I had the luxury of coaching under coach
Dirks in 2004 and 2005 and winning a state championship and track and field
two years straight I was also distinguished athlete under coach Don
Clayton in football having won all-state punter in 2005 for the first time in our
school's history as well as being a part of the first playoff team in sinker
ranch high school's state history um let's see uh through a good bit of skill and a great bit of
luck and some amazing coaches and the life lessons that i've learned i was able to go from a 50 track
scholarship in football at the university of texas to a full football scholarship at the university
of texas uh due to to the coaches um here in regards to the naming of our track stadium after
coach Don Clayton of coach Dirks I'm so sorry coach Dirks had a special ability
to crawl into your head and can and convince you that you're doing something
in your own voice that you could not do he had a way of getting the most
skeptical person in the world to do or push themselves to a level that they
could not reach whether it's through total made-up tales or getting into the
ahead of an athlete that they needed to. Um, the Cinco Ranch community, uh, to me deserves to know
the legacy that coach Gary Dirks had, uh, at the university. He was the first track coach,
uh, that was there. I think he was there when the, uh, the paint was drying on the track to
itch himself into the regards of that track. And, uh, I know coach Clayton had a lot of
student athletes that also were forced to go, uh, hang out with coach Dirks on the track during the
offseason to give some blood sweat and tears to maintain their fitness coach
Clayton has done a lot for Cinco Ranch high school and he's done a lot for me
personally in my life he too was a punter I was a punter we have a cool
connection but the track aspect of my life is really kind of a lot of the
building blocks that I see today still hold true and what I have in life and
And Coach Dirks was monumental in helping me figure out that those blocks he was laying for me I'd put together later in life.
And I think the story and legacy of what Coach Dirks has for the Cinco Ranch High School deserves to be commemorated in his name.
And just the track and field facility.
facility. I think the students and future students all deserve to hear the type of man
he was and the type of coaching he had and the type of men he was able to create. If
you were to add up the distances and the heights that are 2004 and 2005.

Jennifer Young and after that Shane Ross. Hi my name is Jennifer Young I'm here to
support the naming of the Cinco Ranch Athletic Complex in honor of Don Clayton.
I'm currently on the Cinco Ranch Athletic Booster Club for my second
round. My daughter is currently a junior on the golf varsity team. I also served
this football team mom during my son's senior year in 2015 so i was able to have a lot of interaction
with coach clayton during that time and part of the booster club at that time as well i had the
opportunity during that time to see some of the behind the scenes work that coach clayton performed
i also admired coach clayton's integrity and sincere effort to take care of all sports
when i was asked to say something in support of naming the facility in his honor i came to the
conclusion the naming a facility should be more about what they represent it
reminded me of this event that took place when my son played on sub varsity
football my son was by no means a star and though he worked hard he always was
going to be one of the smaller ones and had less playing time at the beginning
of each year there's talk about how sub varsity rotates players in and out
getting everyone a chance and ready to play for varsity. Needless to say there's
obviously some speculation when it comes to sub varsity games and
whether coaches really mean it or not. In this case we had a game against North
Shore. For those of you that don't know North Shore is one of the best in the
city. I was in the stands and true to his word the coaching staff rotated players
throughout the game and this continued to the fourth quarter. Finally on the
the last drive of the game with Cinco leading by less than a touchdown. You can imagine the shock
when my 150 pound five foot five defensive tackle son trotted out there when North Shore was near
the goal line. To be honest I was thinking to myself why are we doing this? Long story short
our son helped on a key play and Cinco ended up winning. I truly believe that the character showed
by the coaches is a reason we won.
The boys fed off of that.
The high character coaches make high character plays.
We always told our son that there is an easy way and a right way.
Do it the right way, even if it's hard.
Coach Clayton and his coaches provided a life lesson on character that day
with a simple win that could never be taught.
For me, if the athletic facility is named after Coach Clayton,
it would be a reason like this.
And I would be proud to see his name in the future
and always remember that it was named for Coach Clayton
based on how he represented Cinco Ranch.

As a former student athlete at Cinco Ranch High School,
I played for Coach Don Clayton.
During my time at Cinco, there was no friend,
teacher, or family member who impacted me the way Coach Clayton did,
although I wasn't always eager to receive it.
His leadership of myself, my teammates, and fellow coaches was undeniable.
While at Cinco, Coach Clayton taught me the game of football,
but more importantly, he taught me to be a man.
He taught me to bet on myself and to believe in my abilities.
He taught me to dream big and to never give up.
He saw more in me than I saw in myself,
and his belief in me encouraged me to pursue dreams I never thought possible.
When my collegiate career came to an end, I initially transitioned into coaching.
As I jumped into this new profession, I knew just who to emulate, Coach Clayton.
In doing so, I treated my players like family, gave advice when needed and loved with no
agenda.
While games were won and lost, I knew that wasn't the end goal.
Sure I was coaching to win, but more importantly, I was seeking to instill a belief in my players,
the same belief Coach Clayton instilled in me.
So I'm asking you to consider honoring this man who so graciously molded so many in the
Katy community by renaming the athletic facility as Cinco Ranch High School after Don Clayton.
While I'm sure this would mean a lot to Coach Clayton and his family, it would mean more
to myself and countless other Cougar alumni and parents all throughout Katy.
Men who felt the impact of his love and guidance and owe him more than can ever be repaid,
Please consider this small way of honoring Don Clayton and hope his legacy continue. Thank you.

My name is Kyle Miller and I'm here to show support for the potential naming of the athletic
facilities at Cinco Ranch High School, but more specifically the track and field stadium.
Like many of the other people here, I was an athlete of Coach Kerry Dirks for seven
years at Beck Junior High and at Cinco Ranch High School.
Coach Dirks without a doubt had a profound impact on my athletic career and my personal
personal life, but I don't want to go into detail about that because it's already well documented.
What I chose to speak on was the impact that he made on our community.
To date, Coach Sturks' athletes still hold 10 of the 17 track and field records at Cinco Ranch
High School. Some of those records are over 20 years old. Many of his athletes have gone on to
to do great things, have great collegiate and professional careers in track and field,
after which they've chosen to come back to Katy to be a leader in the community.
Coach Jerks is, without a doubt, his love of community
and what he showed me was one of the big reasons why I chose to come back to Katy
and raise a family here. Obviously, this is, you know, it can be kind of
tough for some of us when you lose somebody you love. But
coming back to Katy and having my kids go to Katy ISD has been a great experience for us
so far um and you know when it comes to the standards and performance that kdic requires
of their coaches and their teachers i can't think of a better person that embodies all that
than coach jerks so hopefully you take this into your recommendations thank you thank you very much
and our final speaker is john miller
Good afternoon. Thank you for having us. My name is John E. Miller. My wife, Renee, and I have been residents of Katy for 35 years. Renee was a school teacher in the district for 23 years, and our two sons, Kyle Miller, who just talked, and Jonathan Miller, graduated from Senco Ranch High School in 2004 and 2006.
2006. I'm basically here for two reasons today. One, to totally support the naming of the total
athletic facility at Cinco Ranch after Coach Don Clayton. Don's football accomplishments,
both on and off the field, are well documented. But let's not forget he was also the athletic
director at Cinco Ranch. And one of the main things you've got to do as an athletic director,
you're supposed to hire professional championship type individuals to be your coaches. And one of
of Don's first hires was Coach Gary Chief Dirks,
as the first head track and field and cross country
coach at Senko Ranch.
And that's the second reason I'm here,
because under Don's umbrella, I'd
like to see the track and field complex at Senko Ranch named
after Coach Gary Dirks.
Our family was truly blessed to have known Gary,
not only as a coach, but more importantly, as a friend.
I had the pleasure to visit with Gary on numerous occasions
and the three things that always stood out to me was his genuine love for his family,
the kids he coached, and his never-wavering optimism.
Coach Dirks always saw the glass three-quarters full.
It was never half empty.
When Gary used to use tough love, it was always with dignity and respect to his athletes.
While track and cross-country championships were important,
his drive for student athletes to succeed was second to none.
Gary was very instrumental in getting major college scholarships to his athletes.
And I'm not talking about small time colleges.
I'm talking Texas, Texas A&M, Florida, Miami, Kansas State, Rice, Baylor.
I probably have forgotten some.
And not only that, those same athletes went on to be collegiate All-Americans,
and many of them still hold the district records in KDISD after 20 years,
which is pretty impressive.
But he always wanted to look past the cheers of the kids, and he coached future doctors, lawyers, pilots, entrepreneurs, business owners,
and he kept in contact with each and every one of them until his untimely death in 2016.
Gary's dirt mark on the track and field community was well solidified long before his untimely death.
In 2019, Coach Durst was inducted into the KDISD Hall of Honor along with both teams
and seven individuals from the state championships of 2004 and 2005.
It has been eight years since Gary's passing and it is now time to honor the men at the
school where it all began in 1999.
The place where KDISD track and cross country excellence was born and it is what is accomplished
here that all KDISD track and cross country programs set their sights each and every year.
It's only fitting to name the facility after Gary.

Tonight, we bring forth a budget amendment for $13,042 for the naming of the field at
Katy High School.
This amendment is directly related to the policy change adopted by the board in February
regarding the naming of facilities.
Per the policy, the term facility shall refer to an existing or new school or district-wide
complex owned and operated by the district.
The term portion of facility shall include a building, library, media center, auditorium, performing arts center, gymnasium, athletic field, or other portion of a school, support complex, or property owned and or operated by the district.
The district does not maintain a budget for the naming of facilities, so a budget amendment is needed to fulfill this request.
request. The approval of this amendment will result in a decrease to the general operating fund balance in the amount of 13,042 dollars.
We're also presenting a budget amendment for the food service fund. This amendment includes the revenue and expenditures related to the cost of the summer food program.
The net impact is an increase of 66,505 dollars to the food service fund balance.

So I understand that everything that we're talking about tonight is obviously we're not voting on it, but next week when we do vote on these things, it seems sort of out of order to approve the budget for renaming a part of a facility that hasn't been approved yet.

So we might end up, unfortunately, tying up funds sitting in an account that don't get used
for the year if we just make a budget item for it. Does that make sense? Like we can make a line
item and Esperanza could go drop $50,000 in it or $100,000 in the next budget for naming of
facilities. But come next year, we might not name any facilities. So I've just got $100,000 sitting
there tied up when we could be using that hundred thousand for some other expense if that makes
sense yes is it was there any kind of creative thinking uh from the campus standpoint booster
club uh people interested in financing something like this you know in a tight budget year perhaps
the district could use some help not that i'm aware of i'd love to encourage that

I don't know that I have a suggestion so much as I have a recitation of policy.
So if you'll remember, we amended this policy recently, and part of the reason that Ms. Rios is here tonight is to talk to you specifically about this.
And your policy, which you've adopted, says where applicable, signage costs associated with the name of a portion of facilities shall be submitted by the superintendent for the board's consideration.
Costs for dedications and other activities associated with the naming of a portion of facility shall be assumed by the campus or facility impacted.
And so when we're talking about the actual event that takes place and we're going to say, hey, Coach Mack, let's get you over here, let's do that, that's – it's anticipated by the policy that that would be done by the campus.
But I believe a previous discussion from this board was not to have – not to put that on the backs of booster clubs, but was to say, hey, if the board's going to decide to name a facility after somebody, then bring it back to us and we'll approve the cost.

So I understand what you're saying.
Also, it could be limiting.
So if you only put a certain amount of money in there, there could be more.
And then it might make future boards who don't understand the history of this think, oh, then that's all they get.

But the other thing is, when we're talking about renaming a facility, I think that the budget part of it should be kind of discussed at the same time when we're trying to consider whether to do it or not.
I mean, now we know.
This is a precedent.

So going forward, we will just kind of always know that's probably like a rough estimate of what it will cost so that we can have that as part of our decision making, I guess.

But let's say something came up that we wanted to name a performing arts center.
Same amount of signage probably wouldn't be needed and like to put like maybe a plaque or something at the entryway of like one area or a classroom or all the other things that I heard Esperanza read off that we could name.
I think some are going to be more expensive than others.
I did hear some comments tonight on naming the complex at Cinco Ranch, the Don Clayton complex, which could be a significant more amount of signage than just a field or one location.
So I think depending on what gets named or what gets approved by the board, I think the cost could be all over the place.

Yes, ma'am. So what we really wanted to do is create some kind of district standard.
Our concern with the booster club piece of that is that some booster clubs generate far more money than others.
And so then you could theoretically get into a situation where one booster club is willing to put up $50,000, $60,000, $100,000 for signage, whereas another booster club could only put up $5,000.
So then you've got these really wide variances of what your facility looks like.
And although we do want to support this project or these projects, we don't want something that's just completely out of bounds, outlandish, that sort of thing.
So Nathan worked with Lance Carter, our athletic director, worked with Rick Hull on this one because he's the building principal.
We looked at several different options, several different quotes.
Several were more expensive.
Some were a little bit less, but then you start saying, well, does that really do naming justice?
And so that's kind of where we landed on this one.
We certainly could have spent more.
We could have spent less.
But again, if you're going to name a facility, you want to make sure that it rises to the level of that, but you also don't want to overdo it.

Yeah, I think anything is possible in the process if you like.
So if the board considers a name or a portion of a facility that they'd like to name,
but before they want to take final action on that,
they would like to have Mr. Veerling's team do exactly what he did,
go view the site, work together, get some bids, figure this out,
what looks reasonable and come up with something and bring that to the board that you would be
approving the name and the um the cost at the same time that that's part of the process we can do

sort of why i brought it up a minute ago but it's so so i'm not being i'm not being i guess i am
being a little bit critical but i know that this is a new process so i think that so we approved

you could have came up with some kind of number like it's going to cost 150 000 you know we don't

Good evening, President Perez, Board of Trustees, and Superintendent Gorgorski.
You should have before you our financial statements for May, or pardon me, our financial reports for May, our construction report, our financial statements, as well as our tax report through the month of May, as well as our check register summary for the month of May.
Included with our financial statements is an analysis of our expenditures by function and by object.
And I just want to note that our financial statements as of the end of May are through three quarter or 75% of the fiscal year.
So as you look through these, the numbers that your percentages of expense that you're going to be comparing those numbers to on the right hand side of the financial statements is going to be 75.
Just a few things to bring to your attention.
We've got right under about 73% in our payroll expenses, and so that's good. Just under by a couple percent is very good.
The one thing that we're a little bit high on is other operating expenses.
And I just want to bring to your attention that that's because we've already made our TERS payment, as well as our insurance payment for the year.
And those are one-time payments.
So that's not something to be concerned with.
If you dig deeper into here, you may notice functionally that we've got one function that is a little bit high, and that's because of transportation.
It's the overtime budget.
But as you know, this is through the end of May, which is the end of the school year.
So the next couple of months that's going to come down, but we are monitoring it very closely as we as we bring in our expenses.

We are seeing underspending through right now. And so that was really when I was pointing out the

is the overall kind of underspending is that what you saw as well but what that does equate to is
that we are seeing underspending but understand we also have um the deficit so once you subtract
that underspending off of that deficit and then you add in some other things like our health plan
that we're going to have to attend to at the end of the year um we're i think we're going to see
what mr smith has cited several times is we are going to uh add back to the fund balance but it's
not going to be 30 million or anything like that because we do have those other
things that we'll take on in the final amended budget in August okay so as
opposed to not adding to fund balance or being negative as to fund balance we
expect to add something to fund balance this this year this year in August of
24 in the 23 24 fiscal yes sir all right that's great thank you mr. president
Sorry, do you have an expectation or just a guess of where we might be with that we could the number we might be
able to add
You don't want to if you don't want I'm thinking you know I really don't I you know
I I wanted to point it out because our underspending in payroll has looked very good
But again, we have a lot of expenses that come over the summer

And that's about 2% of the estimated cost to complete, which seems small, like not much
in terms of like the under.
And I don't know if that's because we've just started on a lot of those projects.

I just want to make sure, because you brought up TERS for a second, and then you're talking about.
Well, it's actually the first page in the capital projects.

The one that shows probably the 806 and shows the 676 and shows the 609, it shows them all.

If you add up all the unders, for example, that's about $21 million compared to estimated cost to complete of $936, if I'm looking at that correctly.
And so it seems like a small number as far as the under.

So maybe we'll develop more

Yeah, the cost the and just just citing the eight hundred and six million dollar dollar authorization the sixteen million

of our bids on buildings or two of our
accepted projects for the two elementaries. Which is excellent. That would be really good.

So the hope is that we'll continue
with that and have some left over, but you never know because
I think, I'm not the one to answer this, but as we get additional
projects that come in, some of those could be over.
We've been on the other side of that with the last authorization, and so

But so far, yeah, we're actually in good shape with that.

And once that hopefully by the end of this week, once we get all that, we'll start all the calculations.
We'll post that on August 8th, which will be between 10 and 30 days prior to the public meeting, which takes place on August 19th in here.
Also included in your materials is an evergreen resolution that was signed by this board in 1923, 19 in 2022.
2022 that essentially authorizes our CFO, Mr. Smith, to be the designated calculator of these taxes.
And that's something we have to have and publicly have this available.
So so tonight we're just asking you to approve this form and for us to be able to publish that in the paper on August 8th.
My understanding is that next Monday at the regular meeting, Mr.
Mr. Smith is going to give us a presentation on the budget, as well as some items related to the tax rate that we're going to discuss.

He'll give a budget review at the next meeting, and then we'll also have some information on this tax rate that we can discuss at that time related to that, because you'll know a lot more about next year's budget, which is going to pertain to this tax rate.
Then on, and just so that everybody understands the entire timeline, we'll post this before the meeting on August 19th, and then you have through September, through the end of September, essentially, to actually adopt that tax rate.
So we'll discuss it next week, and then we'll have a public meeting on the 19th.
And then on the 31st of August, not the 31st, but the 20, I'm sorry, I don't know the date of the board meeting in August, but we'll have the, before the 31st, we'll adopt the budget.
And then after that, you would adopt this tax rate.

To protect against very large specific workers' compensation claim occurrences, KDISD currently
purchases reinsurance for its self-funded workers' compensation program.
The Risk Management Department seeks the renewal of the excess workers' compensation reinsurance
policy through Midwest Casualty.
This policy has a flat renewal rate from the expiring period.
However, the actual premium increases as payroll volume increases.
The policy is auditable at the end of the term for a final calculation of the premium.
The plan carries a self-insured retention of $550,000 per occurrence with an estimated
premium of $153,551.
The offer of this program is a flat rate of .0178 for plan year 2024-2025.
The policy term is September 1, 2024 through August 31, 2025.
Expenditures for this insurance will be paid from a workers' compensation fund,
a budgeted internal service fund approved by the Board of Trustees.
Authority is granted to acquire this insurance through CR Legal.
It is recommended that the Board of Trustees approves the renewal of the excess workers' compensation policy
policy offered by Midwest Casualty with a $550,000 specific retention for an estimated
deposit premium of $153,551 for the plan year 24-25.

Board policy CRE legal board policy states that the district shall extend workers' compensation
benefits to its employees by entering into interlocal agreements with other
political subdivisions providing self-insurance. Administrative services
for the KDISD self-funded workers compensation program have been performed
by the TASB Risk Management Fund through an interlocal service agreement
since 2006. The scope of the service of this
agreement has not changed for the renewal period beginning September 1, 2024, ending on August 31,
2025. Claim handling fees for the renewal period will be $175 for medical only claims, $875 per
indemnity claim, which is flat when compared to the previous period. Both claim types represent
life of claim price a life of claim pricing model expenditures for these
services are based on claim frequency with an estimated annual cost of two
hundred sixty eight thousand dollars the cost is budgeted and paid for from an
internal service fund for workers compensation as authorized through CRE
legal it is recommended that the Board of Trustees approves the interlocal
participation agreement for the administration of workers compensation

There is, but I will tell you this, on two accounts.
One, it's extremely expensive.
expensive, too. They are market specific in terms of understanding the school business.
That's very important. One of the reasons, as I've said before, we're so successful is
they understand the business of school. We have a great benefit platform review that
we can work with them that doesn't cost us extra. If we were to go outside the market,
it could cost us a significant amount of extra funds to manage those claims.

The first is to consider the award of a contract to Gamma Construction for the Northwest Transportation Facility in Agborn 10, both from the 2021 bond. Gamma Construction is a longtime partner with the district all the way back to at least 2000.

And this is proposed.
This is proposed showing the admin addition of 4,200 plus square feet.
We're showing you a classroom addition of 22,200 square feet.
We're showing proposed new main entry canopy and a canopy at bus drop-off and parent drop-off.
We're also showing you some of the portables.
Some of these portables will be removed.
Some will be relocated and some will need to remain during the classroom addition construction.
This is a deeper dive into the overall program diagram.
We're showing you the comprehensive renovations.
We're going to renovate the restrooms, but we're also going to add a concessions room
by the gym to really celebrate that Tiger spirit.
We're going to add a CTE classroom in the shop so they have an opportunity to optimize
the equipment layout.
We're going to repurpose the existing clinic with a fine arts classroom flex space and
And again, going over some of the renovation, the finishes, the lights and ceiling, casework, acoustical wall panels, updating major mechanical systems, and cleaning the ducts.
To the board, you may have more detailed information about those areas.
So for security reasons, we don't show it on the big screen, but you have more detail about each of those areas.

And part of this plan also shows you the existing science location, existing science classrooms.
classrooms, they're going to have to be renovated to allow corridor access to the addition.
We wanted to share that with you and it also shares some of the reasoning behind doing
the administrative addition.
Why are we doing the administration addition and renovation?
There's three main factors.
One is to bring it up to district standards.
Two is to increase the counseling program.
And three is to bring that clinic space closer up to the front to accommodate the Tiger community.
There's going to be a large new canopy at the entry.
There will be a new reception and waiting area, a relocated clinic near the reception,
flex teaching spaces, some admin features, conference room, AP offices, counseling offices,
repurposed theater arts classroom, which was the existing clinic previously, and additional
storage space.
This is the new entryway and administration that we're proposing.
This is a large canopy.
The reason why we are proposing it is currently at the main entry.
Trees are blocking the main entry and the signage is not easy to see. We have a
lot of visitors and vendors in the community that go to the Franz area,
Franz entrance, and that's incorrect. They don't get to go through the
administrative area, so we're proposing a larger canopy. We're updating the signage
and we're also providing can canopies at Bus Rider and Car Rider drop-offs to
accommodate the students and keep them out of inclement weather. This is a
classroom addition. It's going to be very similar to what was done at McDonald
Donald Junior High. It's got science classrooms. It's got typical classrooms. We're also adding
some resource classrooms, some teacher workrooms. You've got renovated science classrooms that will
be repurposed into typical classrooms, AEP resource room, and a diag admin offices. That
also ties back into increasing the counseling program. This is a plan east view of the building
building addition and all materials will match existing structure. So it'll look like it's
one, one item. This is the typical science and prep room. We're showing you an axonometric
and we're showing you a floor plan. This will be a similar, this will bring everything up
to district standard. It's designed to district standard. There's three main components to
focus in on here. One is we're providing a defined teaching wall. We're providing wall
wall display space and we're also providing built-in cabinet storage for all the science
equipment.
This is a typical classroom.
We're bringing this up to the district standards.
We're showing teacher cabinet storage for the classroom.
We're showing wall display space.
We're showing a defined teaching wall.
And then we're also showing sliding marker boards, which are really nice, that can be
used that, you know, students, there's a window in the classroom.
If it gets distracting, they can slide it.
Or if the classroom goes on lockdown,
you can slide it to protect.
So that's a security issue.
We really wanted to celebrate the tiger red.
You'll see that throughout the building.
We wanted to celebrate school spirit.
And I wore red today, although unfortunately, it
is leopard spots, not tiger stripes.
But it's still red, so I'm wearing red.
But anyway, as you go into the reception,
the reception really sets the tone
for the rest of the building.
and using the school colors.
So what we wanted to do was use red in a very purposeful manner.
So red is outlining the reception area,
and it's also in the tiger stripes in the carpet
to kind of guide you towards the reception area.
It also shows ingress and egress throughout.
What we're proposing in here is some new finishes,
some new flooring, some paint,
and a graphic that lets you know, hey, you are in tiger country.
This is a new flex space.
This is actually a new space for the school.
This is an opportunity to do some breakout student group learning or some peer-to-peer learning or some self-reflection.
We've proposed a monitor and dry erase boards in here, movable furniture, and a large graphic.
We're also proposing some new ceilings, new carpeting, paint, and a graphic.
This is the renovated library.
So all of these concepts are proposed.
What has been there before was red columns before that guided your eye up to the ceiling.
And what we did is we lightened the columns, but we really wanted to keep using that red, so we made it more purposeful.
We wrapped it around the fur down to kind of designate that this is a student collaborative area.
We added wood paneling to tie the casework and the bookshelves back to each other so it makes it a more warm environment.
And we used red on the flooring to kind of guide you as wayfinding.
It's at the entries, it's at the circulation desk, it's at the student collaborative area.
New finishes in there would include the wood paneling, the paint, the carpet, the bookshelves,
the casework, everything you see.
This is small, but this is mighty.
This matters a lot.
When students get out of elementary school, they're not used to changing classes in between
when they go to a junior high.
We wanted to make sure that we branded the pod entries in a manner that would make it
easier for them to find their classes. So we did that by using the school colors red and white.
We also did that by really establishing and branding that Katy logo so they feel like they're
part of the family Katy Tiger family. We feel like that's very important. So what we did here is we
had new ceilings, new lighting, paint, LVT and a graphic. We feel like this is really important for
wayfinding throughout the entire campus. This is our project school project schedule. We're very
happy that we are currently on schedule so yay go team this is going to be going on over two
summers and it will also be going on over the school year when it's happening during the school
year the campuses will be occupied but any invasive or loud noises will be scheduled after
hours not to impede student learning and this will be done at substantial completion summer 2026.

miss fox thank you for the presentation i'm just going to ask some very specific maybe
it's going to sound like i don't like some things but because of the katie elementary thing we went
through i'm gonna ask so when you talk about the red egress the door frame things there
i look at the one where the katie across with the windows and that kind of thing and
i mean it's a graphic but i don't love it i don't know does it look nice the red color is it gonna
withstand the test of time is it gonna fade is it gonna get nicked like i love katie everybody knows
Katie has red it feels a little over the top all the way through so I can tell you their original
did not have the red we currently now at Katie junior high have red on every trim in the whole
building and they had taken that out and they had made it a very lovely not red color and it
did not it looked like a very lovely updated school it did not look like Katie junior high
so I actually asked for them to please bring the red back and they said we know that your colors
are red but it's a little much now the red and the carpet and all of that those are still areas that
we'll look and see you know do it does it need to look like red on all the floors um so that's
not all completely that's part of this process but i actually asked that the red come back because
the red was not there and it did not look like katie junior high okay i'm good with that so the
red carpet you know i'm thinking about durability and spots and things like that and so you know
that's i see that you're already thinking about that when you talk about the white tile lvt
to designate a pod so kids can figure out where they're going they'll figure out on the first
day like that seems very stark is that something it is if you like if you look down the main
hallway let's say you have a substitute or you have anybody and you say okay you're going to
go down the eighth grade hallway if you just look down the hallway you really can't tell where the
classes go off and so i think it's it's an idea of you're going to go to that first that first
square where the tile is and you're going to turn right um so it it is it does make it difficult to
figure out where those hallways are we've had a couple of variations on what that tile looks like
i think that's still probably open for some discussions because there was some that looked
like a qr code so i think that's still that's still okay i have one last uh question conversation
for you the feedback i hear from community is that we're doing all of these wonderful things
to katie junior high and we're grateful but we still don't have room in the gym to go to our
kids games i'm so glad you asked is there any reason why we can't while we're there because
because I've done this a while,
when we have to come back and do something that's still needed,
it's way more expensive than doing it while you're there.
And so this is a serious concern that the gym and the seating area in the gym isn't big enough.
Help me with that, please.
All right, so that footprint, it's similar from McDonald all the way to Cinco Ranch Junior High.
Structurally, the way the building is designed with columns and ceiling heights and mezzanines,
you would have to tear down that whole end of the building and start from scratch, unfortunately.
And there's not enough real estate to expand anywhere.
We did look at it, and it just was not feasible,
and it was also not part of the original bond scope as well.
I was just going to save some money on red paint and put it toward the bleachers.

This agreement involves replacing the aged and torn fabric of the shade structure
over the basketball court and main playground area at James and Keiko Davidson Elementary.
The total price of the project, including installation, is $60,588.94.
Also tonight with us is the principal, Mrs. Miller, and at this time I'd be happy to answer

Mr. As I understand, this is 100% covered by the mud?

Hopefully this is the last of the legislative updates from the 88th session
and the administrative code that trickles down from it.
So you'll notice in those local policies,
we're asking you to kind of zero in on it.
It was just a little small wording changes
just to align with some policy reorganization
and those administrative code pieces
just to ensure alignment.

And it has to do with the CQC on technology, and it referenced a local policy that we're
going to adopt, but we haven't actually written that policy yet, correct?
The CQC local is in the policy update.
It's very short.
It points back to TEA guidelines that anything beyond that would be an administrative regulations
from the superintendent.
So it's like two sentences long.
Okay.
Okay, because it does have a lot, CQC does have a lot in terms of like guiding you on
how many, the kind of breaks that you need to have for students when they're using say
a laptop or a one-to-one, like in between, you know, how much they can allow to use the
one-to-one, you know, during the classroom, even how much the homework is, you know, how
how much of the homework you can use the laptop or a one-to-one laptop or Chromebook as far
as technology at home as well.
Are we, are those things all guidelines that we're adopting that we're looking at in terms
of like in our teaching, limiting, for example, limiting the use of Chromebooks to a certain
hours of the day and have proper breaks and then the homework in the evening can only
only take so long using technology, that kind of thing, are those kind of things we're adopting?
Are we working on that policy? Working on that piece. So with the adoption of that local policy
in there that says that we are implementing those TEA guidelines like you referenced that had all
those different pieces, the technology department is working through that to ensure that beginning
of the year updates are ready to go. I think there's a lot of best practices that they're
already applying, but with the adoption of this policy, they'll make sure that it gets uploaded
loaded and updated in those beginning of the year pieces when working with students and teachers.
Okay. It seems like a lot of training to do of both teachers and students and also taking into
account the limitations for use of technology within the instructional day as well.
So based on just my quick conversations with some members of those departments,
we're already implementing a lot of that as those best practices. So this would just be
be kind of officially checking that box that we have a local policy and pointing back to
those guidelines and recognizing that any additional details that staff might need to
know would be through those administrative procedures.

This has been like a big topic today, it seems,
and we had a number of speakers earlier.
And I have here, and I think what's in the agenda,
we didn't actually put specifics on that.
What we have on the agenda is the naming of a portion
of Cinco Ranch High School for Don Clayton.
And I'm going to read just very briefly a little biography on data for Don Clayton,
which we received a very impressive and extensive package on Coach Clayton,
very impressive, and just wanted to kind of read his bio here briefly that the family submitted.
Don Clayton faithfully and enthusiastically served Katy ISD for 31 years,
11 at Katy High School, with the last 20 years being at Cinco Ranch High School from the
inception of the school as the campus athletic coordinator and head football coach.
His wife Rhonda and two daughters, Lindsey, graduated from Cinco Ranch High School in
2003, and Lacey, who graduated in 2007, were integral parts in making the building of Cinco
Ranch High School athletic program a family affair.
He coached a total of 38 years in Texas high schools.
Don has been inducted into the Texas High School Coaches Association Hall of Honor,
the Greater Houston Football Coaches Association Hall of Honor, the University of Wyoming Athletic
Hall of Fame, and the Katy ISD Hall of Honor as a coach on the 1997 state championship
team at Katy High School.
Don was also recognized as the Katy ISD High School Coach of the Year twice, the Houston
Touchdown Club Coach of the Year, and the Semper Fi Coach of the Year.
He has also served the THSCA as a regional director.
Don was the 1997 KDI School Teacher of the Year and is proud of that achievement.
He was also proud of the many years that he volunteered as a coach in the KD Youth Basketball Program.
Currently, Don is serving on the KDIC Hall of Honor Committee, the Executive Board of the GHFCA,
and the Executive Board of the State 7-on-7 Association.
Don's association with athletics goes back to his high school days when he lettered in football, baseball, and track
onto his college days where he was a four-year letterman in football as well as all-conference and was a four-year letterman in baseball as well.
Don is still a strong supporter of KDISD athletic individuals and teams.
Just wanted to get that out there, his bio.

Because there's, as many people know, there's many parts to an athletic complex.

the gym is it yeah I think there was a thought that that the field house we
named after him so that was still leave open other things as this other people
came and spoke today that's just one idea right that's just one idea so in
other words and and you could put signage there in front right in front
with the field house that would be visible if people are walking in but
But this week we need to decide what the proposal is going to be for next week
so that somebody, I guess you, will write into the agenda what your proposal will be.
So your idea is the field house?

Well, I've received other input as well from the field house.
Okay, so I think the field house.
That would be my idea, but I'd love to hear everybody else's.
It gets more, it still provides the flexibility to provide recognition as well as the flexibility to potentially name other parts of the complex.

I noticed that on the, I think it was on the natatorium at the Cinco Ranch, they have all their awards and things like that on there.
So where would you put the sign?
So if you're looking at Cinco, over here is the basketball, right here is I guess the
natatorium, and then over here is the field house.
And so would you just put the sign on the field house?
That's to be determined.
I mean I would think on the field house maybe there's an internal sign that's also needed.

I'm not qualified to decide where the sign should go right now.
because let me just add that real quick because i'm afraid mr bailing would have some ideas on
that so i'm just so just as as a board member or whatever thinking that i realize that the
predominant place is that big part of the bill you know the wall of the natatorium but if we're going
to be naming different things potentially that if you put the name there this is just my thing
it may seem like the natatorium is being named after him so because maybe one day the natatorium
and will be named after somebody else.

It's a little tricky because the way it was worded originally was athletic.
Athletic facility is the word complex, right?
So the complex, as you guys have said,
includes the tennis courts and the pool and everything else.
Some of the buildings are a little easier.
They lend themselves to the kind of athletic complex naming
because they're all kind of in one spot.
Some of them are very difficult.
but like I said before, when we were talking about the baseball field at Katy High,
we're going to try to create kind of a district standard, so each one of these is going to be a little new.
This one will be a little different.
We've got kind of in our heads, working with athletics,
and kind of in our head about where we would want to put naming on each of these kind of facilities,
whether it's the PAC or something like that.
This one's a little trickier, but we can certainly make something work
and have it look classy and honor Coach Clayton or any other.
I think maybe between now and next week we could get a little bit better idea
of what things you're asking about.
Absolutely.
Pricing may be a little trickier by having it next week,
but we can give you an idea at least about some options that would work for Cinco High.
And, again, whatever we do at Cinco, we want to make sure we can sort of duplicate
complicate because if somebody comes back and wants to name, you know, the athletic facility
or the football field at May Creek High School after somebody, then we want to be able to do
something not the same but similar so that we can, again, honor all those folks in a similar way,
kind of like we do with the buildings. Correct. So can I ask another question real quick about
the naming? So I just want so the people of the public can hear this because I know we have some
speakers come for the other coach jerks coach jerks so tell me tell say publicly what the
the process is because you you got to pack it correct for the
okay i know but i'm saying this for the public so that if someone else wanted to name something else
so i mean coming here and speaking is good because that makes us aware obviously but then what can
Can you just state what the process is for other people
so the Coach Dirk's people could maybe do this too?
They did a packet?
We've received a packet.
We've received, I don't know how many packets we've received.
I've seen earlier Coach Clayton's packet,
and then more recently Coach Dirk's packet.
And so the Coach Clayton's, I guess, packet,
we're going to call it, for lack of a better word,
is kind of ahead of Coach Dirk's, if you will.
And even though this is the first time the board has actually discussed
any one of them in the full board,
and we're just really discussing it, and approval will be next week.
So there could be multiple packets floating around.
I've seen just two right now.
And so they just happen to be both at Cinco Ranch.
So the process, of course, there is a process that's on the website in terms of if someone
has a similar interest.
We I think when we revised the policy a couple months ago, we kind of thought, well, by doing
revising this policy, now we're going to get a lot of naming requests.
And apparently that's it's kind of starting to happen, if you will.
So the board may not always be able to move instantly on an AMI request.
You know, we have to get it on the agenda and discuss it and so on.
So anyway, it's kind of a process.
But there is a process set up.
I think on the website there's a form and there's certain criteria.
criteria and also the policy CW local, board policy CW local does have specification on
what the criteria are to be considered for naming a portion of a facility, which is different
than naming say a school.
This is, we're talking about a portion of a facility.
If I may add to that just so everybody knows what the district process is on that we do.
So when the board changed the naming of facility and portions of facility, okay, probably since I've been superintendent for the past five plus years, I bet you we've received at least a half a dozen, maybe as many as ten, what I would call packets or requests to name all sorts of stuff.
What we're doing now is from here on out with the new policy is people need to go to our website,
which is there in communications. They need to find the form. It's fillable form online. Fill
out the form, submit the requested documents, including reference letters and whatever
supporting materials they want. They can use old materials they might have submitted three,
three, four, five, six, seven years ago.
I don't know.
You know what I mean?
It doesn't matter.
But we need the fillable form because that aligns with our new policy.
And they need the recommendation letters, which aligns to our new policy.
And if they will submit those things, as I'll remind the board,
that the process that we had outlined, kind of like a regulation on how it works,
is if anyone submits this stuff through communications, it goes to Dr. Groom's office,
She gives it to me and then I share that with the Board of Trustees in an update
And so anytime this stuff comes in the board can expect you're gonna get all this information
With the cover page with the the forms filled out appropriately, so
They may keep coming like mr. Perez said
we've received two recently after the
The board took action to name McPherson field at Katy high school
then we received the Don Clayton packet and the Dirks packet so they're coming
and as they continue to come I'll keep on giving them to the board and then
it's the board's option to take action on any of those things or not take
action thank you thank you I think it wasn't like the board made a decision
hey let's go out and start naming a bunch of stuff basically through the
discussion about coach McPherson we saw the policy kind of needed some tweaking
and that's what generated the revised policy,
which has then generated the additional two requests
for naming a portion of the facility.

So just real quick on what Dr. Grigorski and you also referred to,
there's a great online form.
I have it right in front of me,
and there's a wonderful link to our policy,

So if you have questions, it's wonderful and specific there.

were just considering the coach Clayton coach Clayton that doesn't say we can't
consider and we should consider it was Dirks at some point in the future okay

maybe that would work and is is there any downside to doing them both next week if if we can get the
or next month if we need more time to get the cost i i think they tie together so well because clayton
hired dirks and dirks was state champion over and over and you heard these players and parents who
were impacted by them i think it makes a lot of sense to to bring them together but but i'd be
be okay to do one this month and i don't have any problem with that it's just a matter of
doing that and getting our ducks in a row before next monday
in terms of in terms of like the ideas regarding signage where's that going to go you know things
like that might have to be what the cost might be if they need more time then we could do it next
month but i don't know if anyone on this board has objections to either of them and maybe they
They could tell you that privately, but I doubt they do.
They're incredible men like Coach McPherson.
I mean, I would suggest if we're ready to do something for Coach Clayton,
we just do it next Monday and then put on the agenda next month for Coach Storks.
We could do that as well.
Either way, I mean, I don't feel strongly either way.

um i was paying attention from home as i was uh finishing up something important before i could
get here uh is it track and field is that what they said does that mean track in the football
field or does it mean the track and the cross country sort of thing like for me that's harder
like what gets named and where is there a plaque that goes outside that says that because you can't
really put name on a track and maybe if we delay till next month we can get mr reeling can i have
time maybe bring I was out enough time for you we can definitely bring you some
options you know as you go into that the track in the football field per se
there's an archway we could maybe change some letters on that archway or just
come bring you a couple options I guess is the best way to look at let y'all
decide what looks best or what direction you want to go but and this is gotta
kind of go out there look and see what's where mr. president would we maybe
consider talking to athletics because again we're setting a precedent every
time we do this and i know that you know there are soccer people who are going to claim like the
field there and the football it's it's just going to be very difficult to do do we do plaques
instead of names engraved on a something on a field or a i don't know there's only one entrance
to the field right we've got those kinds of things we need to think about as we name so many coaches
if there are more, should we do, I don't know,
should the committee meet with Coach Carter?
When I saw the Coach Dirk's package come in,
one of the first things, it's a great package, very impressive.
First thing I thought of was, one of the first things I thought of is,
wow, we have both of them together, so it kind of,
there's a little twist here in terms of how we do them both together
and what do we name here, what do we name there, et cetera.
So, yeah, I mean, if we're having issues with the track,
the track is part of the football field,
and you have soccer as well that's used, right?
So it's like soccer, track, football.
It makes it a little more problematic.
And I think you'll have that at every school.
You could potentially have that at every school.
So maybe I'm going to make a recommendation
that maybe the committee who talked about this one
would meet with maybe Coach Clayton,
I mean Coach Carter,
to talk about some ideas he might have
because he understands coaches all around
and works with all the athletic coordinators
and maybe whatever with Dr. Rogorski or Mr. Veerling
about ideas for,

And my son played for Coach Clayton and like I said it was so long.

Mr. President, I have a question for the board and perhaps the delegates.
There's a TASB mission and belief and value statement.
There's, you know, a few bullet points.
I don't know how many.
But one of the major bullet, 1, 2, 3, 4, 5, 6, 7, 8, 10 perhaps, 10 points for their vision as an organization of what they believe in.
And one of those statements, there's one in particular, states that we believe in and are committed to supporting diversity, equity, and inclusion.
That's DEI, promoting dignity and mutual respect, striving to eradicate systemic racism, and providing for all.
So I don't support DEI.
I like to think of it as instead of diversity, equity, inclusion, that I would love to support dignity, equality of opportunity,
like Title IX was written 50 years ago, and integrity, perhaps.
There's there's a lot of other words that people come up with because they don't like dei
But this is certainly clear that
TASB
That's very prominent in their beliefs as an organization
So in systemic racism mentioning systemic racism, those are those are deep statements, so I wanted to know
particularly those of you have been on the board for a very long time and
Have gone to TASB training very regularly
Um, and for going forward, how do you maneuver around that? Perhaps you, you do agree with that. I'm curious. I would like to know.
Mrs. Cuzela, I'd be very happy to nominate you as the delegate so that you can have those discussions with the hundreds of delegates in the room, because that decision for that is based on a vote, not on an independent view.
you so be happy to name you as delegates so that you can go and see how it works and speak up on
behalf of your values and uh mrs champaign and i and mr redmond have all spoken about our values
and what we'd like to see happy for you to have that opportunity i would i wouldn't let me just
interject i would um hopefully i would hope and anticipate that our representatives and our
delegates bring that up if you will and speak to it and I trust that you would
bring that up and say hey this the systemic racism thing the DEI you know
we need to do something about that and try to change TASB if you will. Mr.
President I did vote against that being added to the agenda again as a member
organization you have school board members from all around the state that
helps set that agenda each year so if I was trying to find the documentation
because before I say something I would want to make sure that I can find it so
I'm just going off memory here but I do believe so right you're talking about
deep the beliefs of an organization it it takes longer than just say from the
the floor I'd like to make a motion to remove that but if I do remember
correctly I do believe that is going to be on the agenda to change that one this
year I'm not I'm not on the executive board but from things I've heard there
are many members that as the representative the past several years
every opportunity there's been to remove that language from the agenda or an
amendment I have voted against that sorry I voted to have it removed not to
leave it in there and so i do believe this year the cornerstone principles uh are are on the docket
to be voted for that's in the advocacy part right corner cornerstone principles so traditionally
the advocacy uh agenda items are what is voted on and then when there's a longer runway
those other items are put on there similar to how we're voting over policies uh today there are uh
Right. So we're not voting on today. They're presented and then we have rules that we have to wait 30 days or discuss them a second time or any of those kinds of things. So that again.
I wouldn't stake my life on it, but to the best of my memory, I do believe that specifically the one you're talking about is on the agenda to be discussed and voted on this year.

When I was on the director, that's when the mission statement was rewritten and I also
voted against, you know, because you could kind of dissect it into different bullets.
Like you said, I don't have it in front of me, but several bullets.
I think that was the last bullet, right?
And so I, you know, I spoke up against that, especially the word systematic.
I remember that word.
And so a lot of people did and then we came to convention, you know, and we're doing that
in September and different people came up and spoke about that and that we had
a vote and didn't win by a large majority it was 50 something percent to
40 something percent and then I was on when this last time we're at TASB they
asked for people to be on this what was that was that group called Lance the
little committee that would go and put together the advocacy committee yes so
So I was on that, and I noticed that every time anyone used the word equity or systematic or anything, people were saying no to that.
Like all different kinds of people from different districts were all saying no to that.
So when they developed what Lance was talking about, that advocacy program that they're going to push for what they're going to lobby for, they've discluded all of those type of words.
systemic racism is what gets brought up yeah they haven't voted on that i don't think fully until
we go in september but the committee did put together what was suggested as the language
but that's not the mission so what you're what you read was a mission statement so what i'm
talking about is the advocacy plan so with the mission statement if so mr redmond i'm sure he
He knows more about that, or Mrs. Fox, because she's actually the director.
If they're going to be, they could always amend that.
But they are right.
There are so many people in there voting that you can't, you know, you can be a voice.
You can try to be a voice, and you should be a voice.
But you can't really, you're one vote, and then your delegate is one vote.

I didn't go to TASB this year.
I chose to get my training somewhere else because in our training last year,
they stated that the purpose of public education was to create taxpayers.
As a mother and as a wife and a pro-family, that was very concerning to me.
So do you know if they're going to take that off of their stance?
Because that was offensive to many people.
Yeah.
So I would ask the question.
I don't know if I was in that training that you went to.
Do you know there are many different viewpoints and people represented,
the leading trainings at TASB,
many different school board members that present, staff members,
organizations that some school board members say hey we'd like to learn these
things can y'all bring someone in or they request somebody so it would need
you were there you were there in the in the panel when they said that so I don't
know I just was wondering is that still
of tasks because that I that's a lot that's very concerning to many people I
don't think public education is the reason for public education is to create
taxpayers yeah I would I think almost everybody I've met there would disagree
that the sole purpose of public education is to create taxpayers that
was what the panel said so representative on a panel and that was
an individual sharing their viewpoint obviously actually a former Katie ISD
board member said it on the panel yeah mr. president may I because I obviously
have gone to a lot of those trainings and it's like what mr. Redmond says
there's several different trainings and so that so when you're in a training you
care probably 200 sentences that's 100 sentence in one training and then you go
to multiple ones and there will be different people representing different
different ideals, they're not necessarily representing the TASB mission statement, every
single sentence that they're saying.
And nobody can control, you know, every single thing a person says.
So hopefully...
Yeah, I get that.
That's kind of foundational.
But that's just one person saying one sentence, and it's not really the total ideological
psychological belief system of TASB. Mr. President, may I ask a question? Yeah. Yes, you may. Go ahead, Ms. Cuzela. Ms. Calhoun. That's okay. Robert Long, Dr. Robert Long, what is his position at TASB? Director of Board Development Services, I believe. Director of Board Development Services. Okay. And he's pretty influential there as a director.
development services um so i was in that same training and that specific training that miss
teamie is referring to was onboarding it was mandated training for all new coming board members
across the state of texas so we could not go attend any other training during that conference
conference period during that week until we completed the new and this was new for that year
I don't know if they did it this year because I like Miss Teeny did not attend the TASB conference
this year because we could get our training online and at home so there's no real reason
for us to attend at the cost of the taxpayer because we do have to pay out for that for the
the travel, for the hotels, for the dinner, for food, all of those things the taxpayer
does have to pay for, and it wasn't necessary, which is why I believe we didn't end up going.
But back to that specific training that we were in, it was Dr. Long, I believe, who,
and I have it written down, so I'll have to go back and check my notes, but I do believe
that it was Dr. Long, the director of board development services, who said to an entire
entire room of, I don't know how many people, hundreds of new onboarded trustees, that the
purpose for schools was to develop good taxpaying citizens. And it wasn't just once that that
statement was echoed. It was multiple times. And there was a former board member, unfortunately,
unfortunately, from KDISD, who also was on the panel and also made a statement that we are not
representative, I believe, of the people who sent us here. I believe were his exact words.
We are not representative of the people who sent us here, talking about our voters and our
constituents who put us into place. But beyond that, even with those troubling statements,
I do believe that TASB did also give us guidance in all of the school districts across the state of Texas to do gender-affirming bathrooms.
bathrooms. That was their legal guidance from their legal department was to push public schools
to affirm gender confused minors and allow them to use the bathroom of the opposite sex as being
reported here. This was in July, or I'm sorry, January 12th is when this report was written of
2023. So everybody's allowed to have their own opinion and we can respect everyone else's
opinion, even if it's differing from ours, I think that while we have
our policy that we have stated, my question to
the delegates as they go forward working with TASB,
how do you navigate that? I think that's
the basic of the question. How do you navigate
representing the ideals that KDISD
has as reflected in our policies, as reflected with the
majority of our constituents who have put us on this board how do you navigate that well
well because i didn't hear anyone dispute that no one argued no one corrected and it was said
multiple times that the purpose of public education is wait for it to produce taxpayers
And that is my jaw to the ground and then to say that you don't you're not held responsible to your constituents. You don't represent the people that voted for you is.
Jaw dropping as well and no one corrected it and it we brought it to their attention. They still didn't correct it. So I'm going to does anyone have any any additional comments just to respond to miss Galvin.
Well, not defending a legal advice based on federal law, I'm fine with not following and wouldn't have advocated that we follow.
I think many times when I'm working with a lawyer, their job is to give me advice based on the law.
And then I get to choose if I carry that out.
like in my own business if i go and ask a lawyer say hey how right so i've got an hr issue and if
i sit down with a lawyer and say hey how can i respond to this they're going to tell me what
the law says and what their legal opinion thinks i should do if i want to stay in line with the law
in the instance you're talking about um based on that what was coming out if i want again i'm
i don't really want to talk about it because i don't disagree and i'm not um defending that
All I'm saying is legal advice that then we as a board get to choose whether we follow or not.
So based on everything that I've read coming out on federal law right now, this was before it was challenged by our state,
if we wanted to continue to receive Title IX funds, we would have, that's what they said legally we would need to do.
Is that right?
I didn't read the article, so I'm not sure exactly.

to respond to that this was actually i'm sorry can i please respond to that um comment that
right and then after that i want to like kind of like close it down because we're getting a little
bit off topic if you will uh which is just to it was just about the delegate and the uh alternate
it is it's obviously uh about tasby as well because that's what we're setting the delegates
So I want to kind of like try to shut it down in terms of additional commentary.
Yes, sir. I respect that.
So the change of language due to Title IX was actually done this past couple months ago.
And that directive was actually done in 2023.
23. So that was well over a year before the Biden administration decided to give their own
interpretation of what a law that has been in place since the 1970s has stated. So I just
respectfully push back on the, well, they were just giving a directive based off of the law.
The law was what it was and it has been, and there was no reason to give this directive
other than a reason I can't quite come up with.
I wouldn't want to put words in their mouth
other than what they have stated themselves.
So again, the question is not anything other than
how do our delegates,
because we're talking about this as the agenda item,
how do our delegates navigate that
in representing us in a way
that is true to the people who live in Katy well when this is what you're facing?
Absolutely. I think it's leaning in and changing from the inside. It's a member-based organization.
And so as Katy ISD with a board development or a board director seat that we automatically get
is taking advantage of that and sending a representative, Ms. Fox, that does speak up
and talk about those things in the board meetings and then when we engage in the um
what is it we're talking about right now advocacy uh delegate we have the ability to
uh vote and input and share our uh our thoughts and i think like miss champaign myself and
miss fox have already shared when those opportunities have come we have voted against
those things and to make our voice heard as a member organization that we do not want items
like that being shared through the staff of legal services and some of those other things. So I
believe the way to make the change is to influence it from the inside. Mr. President. Ms. Cassell,
let's make one more comment. How long has it been? Let's move on. How long has this been
since you voted on this I think that roughly I'm sorry mr. president I think
that that was 2021 the mission statement I believe that was 2021 okay but let me
say something real quick mr. Perez and all due respect you yeah people before
when they got off topic on an agenda item and so we're not so I feel like
this is a bashing attack rather than talking about please could you please wait to be recognized okay
i'll finish him i i'm very concerned with uh our district i'm saying this because our delegates
you're here i think it's very important for me to voice this um that this is a mission statement
that's the the bread the blood that runs through the organization right that colors everything
that they do and offer, including training new board members.
It's here in a, to me, very bold statement, one of the top nine mission points is this.
It's got to be gone.
And I don't want to be associated with that at all.
And I want our district, this is not who we are, right?
So at every turn, I question how much money we spend on their trainings, what we do, the
the time dedicated if this is still part of that organization, DEI and systemic racism.

you've shut down people when they were speaking about an item that was on the agenda, but it was
kind of mr. it was kind of like indirectly about it and then you've shut

you know to talk about all the problems with the TASB which I'm sure we could do
that again you know you want it we could put it on the agenda and talk about all
the problems with TASB but actually this one says discuss and consider board
endorsement of a delegate alternate delegate to 2020 or TASB delegate
Delegate assembly.
So I would just like to say, for the future, for the precedents of this,
that it needs to be the same rule for everyone.
So if we're going to make everyone else stay on the agenda item,
then I would respectfully ask that we make the same rule for everybody.

basically so my my thoughts on this are to have tasby delegate an alternate delegate on that list
it's like this being delegate is not fun it's all the things you talk about it's going into
a meeting and taking four hours and getting almost zero credit for it on your training
and being it's it's just it's people vying for but changing one word in something and
and a small district wants this and a large district wants that,
and we're as diverse as the state of Texas in that room.
It's very difficult to do that job.
It's painful.
It's sometimes boring, really, like frustrating boring,
because it's constant people going to the mic asking.
It's important work, just like you've said.
We've said what you've said before,
for and yet the whole group votes so that's how it all comes up i talk all the time about things
that i want and they don't pass and so i'll come back the next time as a director i talk about
things that are important to large districts when primarily school districts in texas are small
there are very few large ones and that we do not have all of the same needs and things like that so
So, and TASB serving all of us is a challenge, right?
So I think that, so delegate and alternate just don't feel like they belong on that list.
That's something usually we decide right here, have in the past, and like, okay, whose turn?
If it's my turn, I'll do it.
That's kind of how it is.
It's not like a privilege.
It's a chore.
And so to count that as one of Mrs. Champagne's and Mr. Redmond's appointments on that prestigious list.
Well, I asked them if they wanted to do it.
And they really, yeah.

The way this came about is that it was requested that we insert in the board operating procedures,
it was requested by Ms. Champagne and Ms. Fox, that we insert in the board operating
procedures in the area of committees a requirement for the committees to formalize, even though
the committees make reports to formalize reporting, if you will, to the rest of the Board with
regard to, for example, like minutes, agendas, what happened, what action was taken, what
action is to be taken, that kind of thing.
So that has been inserted in the Board operating procedures.
It's a, this is a work study, so it's a draft document, and of course that draft document
will be will be public once we receive any other input and then we'll make it
public next week before we vote on it mr. president is mr. Redmond I had one
question and number 10 so last year we made a change on we moved from three
board members required to request a item on the agenda to two yes and one of the
things was shared that was an effort of transparency for a board and now it
looks like we're going backwards to three yeah well I don't consider going
back yeah so I look back at this and it looked like I went back to 2017 and it
always been three and then last year it was changed to two and upon reflection
it seemed to be like it was a really good idea to have three and again it's
always been three until just the past year now at least i went back to 2017 and it always required
three board members get together to put something on the agenda last year it was two since we're
making this uh other addition on the board operating procedures uh i felt like it was a
good time to change it back to three because i think three actually works better why do you mr
president why do you feel let me let me give you a little historical uh well i don't need to tell
you this but when you very first came on the board before you had the three ladies who came on the
year after that you and i talked a lot about we spent a lot of time talking about changes to the
operating procedures and you were not the president then but mr schulte was and
i had suggested to you about the two and you agreed with that and i and at the time this is
the part of the historical thing i'll share there's very few school districts in in texas who
have who have three it's very few i mean at the time i think it was 20 out of a thousand something
and so i would like to know why you went back from since 2022 so even though it's been on on the way
it was since 2017 it was still a very a very small percentage so what made you
change your mind that you thought all of the 2022-2023 school year and then you
agreed to last year and now you're changing it back I just want to hear
what your reasoning yeah I think to be honest with you that it's good to have
that third person to sort of do a check and balance if you will on two people I
I think you can get into a situation where it's like a tick for a tack, if you will,
between two people back and forth,
and it's good to have that third person kind of confirming that, yes, this needs to be on the agenda.
That's really it.
So, Mr. President, let me just say something.
When you and I were talking at that time, you were at a minority of people that you kind of felt like were on your side.
I was a minority of one, I felt.
Well, right.
And so it was helpful.
And I was your friend, actually, and so it was helpful at that time to only have to have two because then you and I could help get things on to the agenda, but we couldn't change it that year because we were at the minority.
And so then the next year when you became president, we changed it.
But so, and this is what we both agreed with in back then in 2022, is that when you've been elected to the board, obviously the majority of people wanted you to be on the board and they want you to represent the people that have voted for you.
and if and just because you are maybe an outsider just because you know maybe
you're just one of seven you don't even have one friend but just because you are
an outsider doesn't mean that the people who voted for you want you to represent
them and it's almost impossible to do that if you need to have two other
people try to get something on the agenda so just because something gets on
the agenda then this is what I've heard other people have said against you know
this is why they want three because I've been dealing with this since 2018 is
because well if you can only get one other person to get it on the agenda
then how would you ever pass anything because there's only going to be you know
you and the other person who's gonna like it possibly but sometimes you want
things on the agenda that's not necessarily for a vote it's for a
discussion item there's many many times that there are things on here that are
discussion item in fact even the next topic that we're going to talk about is
probably not going to be voted on because we've already voted on it the discipline management
and it's just a discussion so it's not meant to always be something to be voted on
it's allowing everybody that's on the board to have an opportunity to get the things that maybe
the people that voted for them would like to see on the agenda as a discussion item that also gives
people the opportunity to come and speak because now it's on the agenda and maybe it will never be
voted on but they have an opportunity to come and speak and that's very at that time that was very
important to you to that's why you agreed to the two meetings a month is to give more people more
opportunity to come speak it's two meetings a month for us to have this discussion twice
in any month and also give people right the opportunity and when it's on the agenda that
gives people the opportunity to speak on it so i'm just i'm just saying i'm just trying to tell you
what you and I used to talk about and the things that you used to think.
So you went from thinking that to thinking something else now.
And I'm just trying to figure out what made you change your mind.
I guess live and learn, I suppose.
But was it something?
Because there hasn't been that many things.
I think it's a good, I think the three makes sense to me as opposed to just two.
If you need to get somebody else to kind of like review what it is that you are doing
What is it to you know if you agree with the two and I think having three again again?
It works. It seems to work for years, and I think we can go back to it, so you want less transparency
Mr.. President may I speak?
To be mr.. President to be clear she said you want less transparency
transparency that's just why would I say why would that be because I think okay go ahead uh so
originally when I looked at this I kind of had a little bit of the same feeling because two is a
whole lot easier to get something on the agenda right but I think in in the attitude of us working
working together. I don't think it's any secret that there's a little bit of divisiveness
that is on this board. And I don't necessarily believe that it's actually helpful for the
96,000 students that we serve and all of their families. So I think that having the three
actually pushes us to work together a little bit more and for us to have communication that
is not so divisive and is not so dividing because it doesn't help our district at all
when we do that and so while it is easier for just two people to get something on the agenda
and then you can push forth whatever you want to to your point if somebody wants to speak about
about something we have to board meetings one of the work study.
And one is a general meeting where the public can come and
they can speak about things that are not on the agenda and
my correct you can have sure you can come and you can speak
about whatever you want you can take however much time I think
we a lot to speak about what color the sky is that day if
you want to so we're not trying to remove anyone's free speech
or their ability to come and speak to something that's
important to them um i think that we're asking for the board itself to collaborate with one another
and a little bit more of a beneficial way than it seems to have been doing over the last year
um and like i said originally i was like oh well that's not going to be as easy to get agenda items
on there but it's going to require you and i and another person to actually speak to each other
in a respectful and in a meaningful way to get business done for this district
instead of using this platform as a political jumping off point
or as some way in which to dunk on another person in a public manner.
So that's my thought towards it.

So, we had discussions, you and I, about three to two and the importance of being able to do that because it allows people to bring items forth for discussion that people are talking to us about or things that we care about.
And you were very much on board with two.
The movement to three, at the exact same time that Mrs. Champagne and I ask you to put a discussion item on about having all committees be transparent and to share all the information they're learning or influencing in their committee meetings, it just seems like a really big coincidence that Mrs. Champagne and I drove something that caused a lot of trouble.
the committees who are having conversations about library books and
policy and things that are not and then they don't come back here and give a
report about the discussions they had finance we always have the discussions
in public academic after we talk we always have a presentation about what we
discussed what happens there it's very transparent in what we discuss the
action that we take the information that we get and when we hear from other
committees it's like we met good discussions we're all good right like we met we did and so that was
why mrs champaign and i wanted to have like when you get information as a board member all board
members get the same information so that's what we ask about and now it's here and i appreciate that
but the fact that um you hesitated we're like can we can it wait do we need to do that right away
Can we wait until the board operating procedures are going to get updated in a year?
And so it just feels like the transparency that we all tout and say we need to do this.
We believe in transparency and communication.
It just doesn't match with the three to two.
One more piece about the two.
When you talk to three people about something you want on an agenda and one person says
no, and you go and talk to another person, now you've talked to four people and it could
be a violation of the Open Meetings Act.
It makes it very difficult to find three people without having a discussion about what you
want to talk about okay so the two people keeps it and and like mrs champaign says you don't have to
take action and i'm pretty sure if i call mrs calhoun and ask her to join me on something
to put on an agenda i'm not sure that she would i mean let me respond to you because i i don't think
some any of your some of your comments are just not fair whatsoever um you were we were always
giving committee reports. The committee reports you have asked that they be more
complete I guess, more comprehensive and you suggested some language, general
language and I immediately dropped that language into the board operating
procedures. So without any any big discussion, without any big debate, so the
the, you know, whether it's minutes, whether you call it minutes, whether you call, you know, take,
where we're discussing action we took, discussions, et cetera, that's all going to be coming to all board members.
We were presenting before just summary presentations, if you will, here, and you all wanted more than that.
You wanted more particularly, like, on the policy committee, so you'll be getting that.
That went right away into the board operating procedures.
procedures, I didn't drag my feet, I didn't say let's not put it on the agenda, or, you
know, my idea was let's modify the board operating procedures right away and get that in there.
We started doing it right away.
So I, you know, I don't...

Mr. Champaign and me?
Because you asked us to delay.
You have an email where it asks you to delay.

So when you said you dropped it into board operating procedures before our request and without telling us,
because if I'd known it was already there and that was the expectation.

but you wanted to just have a discussion about it and then maybe update the
broader conceivers later and that's what I said well let's do it all together
right so I brought it forward and now we're amending the poor operating

because we drove something that we weren't ready for the TASB delegates
that you've listed here as a district committee I think that doesn't fit there
because it's always going to be dawn and lands it's all because you all don't
agree with TASB and you won't go to the meetings so it will always be dawn and
lands and so is that going to count as their committee appointments every time
you know what's what's the page it's under that is then that is that was
already in their committees you know the TASB delegates well it's not in there
there it's got red five no we've always named tazby delegates as a committee
under 24b yeah i didn't create that that that is always uh the the okay board president the
board president uh assigns these committee assignments and one of them is tazby delegates
okay we've board president doesn't assign tazby delegates it's normally the board who said who
who sits here and goes, okay, it's time to do that,
who wants to volunteer to do it.
But it's not to take off.
So these other ones are privileges.
And so if you put Don and Lance, sorry, Mrs. Champagne and Mr. Redmond there
as TASB delegates every time, because I'm a director.
I have to go to it.
And whoever's the director next time, if it chooses to be something else,
it'll be me.
There are only three of us who attend anything that TASB does.
This is not new in the board operating procedures.
I think it doesn't belong there.
I'm asking you to remove it.
Because that should not be one of the assignments of...

actually that isn't assigned by you and and it should always and as you spread
them out nothing new this is as she's I'm just saying that it's I'm not saying
it's new I'm saying that as that becomes one of the assignments everybody gets
to and Don and Lance are always going to have to do really I have one of those
things well they asked for it to do it they don't make it an office one of the
things that they asked to be involved in taking now we want to ask i guess and the partners in
education should say education foundation okay well again that's that i didn't change that either
we should change it because the educational foundation the education foundation because
that's what the representative sits on that board okay mr president um i i definitely don't want to
get off topic here but i'm just i hear a lot from and i don't want to put words in your mouth so
please correct me if i'm wrong from trustee fox perhaps trustee champaign but that you know these
meetings are arduous that they go to it's very time consuming we're a big school the the majority
of people there are representing small school districts so we're not really you know perhaps
heard um they take very long we're overruled we're over voted so i i just really question again i'll
I'll just say the purpose, but to this point,
is it a requirement that we send a delegate?
Well, since we're a member of TASB.
I mean, this seems like a very arduous,
not very productive committee position.
I didn't say that it was arduous.
Mrs. Fox sort of said that, but I didn't say that.
I think it is productive because we have to have a voice there
because otherwise...

turnaround than the next meeting that we're going to have?

couple days or two I mean it could be like actually in a Friday update on a

and I noticed there was quite a few old it's supposed to be annual yeah it says
annual here so I noticed 2021 was the last time trustee Fox Redmond Champaign
have signed it we newly elected signed it at last year and you're you're old by
two years so I'm just curious if there was a reason for that or is that just
oversight mr. president you normally do that when we do the audit each year

6.14 Discuss and consider amending the 2024-2025 Katy ISD Discipline Management Plan – Telecommunication devices.
Okay, we're moving on to 6.14.
four and uh this to discuss and consider amending the 2024 2025 kdis discipline management plan
specifically with regard to telecommunications devices this is something that we approved
last month as a by a vote of six to zero um but uh miss champaign asked that we revisit this item
and the champagne if you if you had something to share on this i appreciate you letting me do this
because I'm really am for your guidance you know the way that that's been
written up for the telecommunications and that what we're doing in elementary
junior high and high school my only issue was the smartwatches and the and
and the Apple watches and I listed all of those reasons before I can relisten
but I've added more now since more people have approached me but basically
Basically, it's hard to use an Apple Watch without ear pods or having your phone turned off.
You can look at the time or count your steps, but you can't listen to media or anything because you don't have your ear pods on.
I realize that each teacher will have to figure out how they're going to monitor that because almost everyone wears a watch.
So how are you going to be able to discern which one is, you know, are they going to need to take five minutes out of their day, you know, every class to be able to look at everybody's watches to make sure?
And then, you know, they're going to have to figure out how they're going to make the kids put their watches up.
If they're going to put them in the backpack, well then, you know, that's one thing.
Or you could put them in a bag in the front and then kids walk out and they could steal other people's Apple watches or watches.
So those are all a little bit of concern.
but now I have a new concern and that's because as soon as that meeting was over
the next week I went and taught at Vacation Bible School at a church and I
was surrounded by a bunch of parents every day and they brought up health
concerns or receiving alerts because of their different kids with diabetes one
kid had Meniere's disease and there's all kinds of different things and you
You might think, well, that the nurse can do this all.
And I'm sure, you know, in the past that's the way it was done.
But I like to think of technology as going,
and as a society, as going forwards and not backwards.
And especially by the time they get into high school,
I think if you had a child that had some kind of chronic illness,
you'd want to be training your child
how they're going to take care of themselves
when they're not with you anymore.
And I always, as a mother, I've always looked at high school
it's kind of a training ground you know i'm training my child to be an adult because in a
few years they're going to go to college or they're going to be on their own it's almost
you know very scary but if you give them some kind of method of being able to take care of
themselves while they're still kind of under your umbrella of safety at home or school
you know they're probably not going to you know not much harm will come to them even if they miss
an alert here and there, but it's good training practice for them.
And then I also know that we can do the IEPs and all that, and those kind of kids can have
their smart devices.
But then every time I tell a parent that, then they say, well, my kid is already chronically
ill and is already kind of the subject of not feeling very good about themselves.
and if they're the only ones with the watch on, that makes them be more of a target for why do you get to have your watch on and nobody else does.
And so I just wanted to voice these concerns.
I know that it was already voted on last week.
I also know that we all have one thing in common, and that is the love of children.
And so I'm just respectfully asking you to consider what I'm saying because every single,
you know, that's one thing I know that we all have in common.
We all love our children and we all care about the children of this district.
And so I hadn't even thought about the health aspect of it because I don't have a child
that has chronic illness.
But just hearing the other parents who do and listening to their concerns just made
Amy want to bring this to your attention and to the rest of the board members attention?

Let me just make a comment if you don't mind.
You know, I think first of all, I have total confidence in the district to be able to take
care of the kids.
You know, in terms of watching, I mean, they're doing this already, right?
They have kids that they're looking out for.
I've received information from Dr. Gorski, I think you have as well, that for example,
the Bluetooth devices, they do emit warnings, for example, when blood sugar levels are not
within acceptable range and so on.
A special education art committee determination or medical information provided to the nurse
ensures the campus has documentation to allow students access to Bluetooth devices.
devices. And so this is not a new process and I think current protocols are in place
and will continue through the implementation of the one-to-one devices as well as the removal
of smartwatches in the classroom. So I'm confident that they've been doing this, they've been
taking care of this already. And this is coming from Dr. Gwen Coffey and also from Teresa
Teresa Highnote, who is the Director of Health Services, they're aware of this,
and I think they're pretty confident that they will have taken care of the kids in the past
and they will continue to take care of the kids in the future and be on top of it.
I don't think it's good.
I'm sorry, Mrs. Tooney, I know you want to say, but can I just follow up real quick with you?
I understand they will take care of them.
I have no doubt of that, too.
And I know that they'll be allowed to use their Bluetooth and all that,
but I don't know if you heard what I said.
that they're gonna so but everyone has a watch on now so now only those kids will have a watch on
okay mr mr thank you um you know i appreciate you sharing your concerns and and i'm open to
um looking at that later if it becomes a problem but i have great confidence in our assistant
superintendents miss ashhorn that helped develop this policy along with um miss coffee and several
other individuals so i i i'm at the understanding that let's see how it goes if we have hiccups
i'm happy to revisit it if they come to us and say hey we need to iron this out we need to fix this
we have a loophole here we didn't think about this or this is what's happening now let's make
an adjustment that's totally fine with me we want to do what's best for the kids so i appreciate
your concerns but let's just stick with what we have um since this is what was brought to us as
as by the professionals in our district and then we'll go from there so just that
I just want to say I'm open to adjusting it if they say we need to okay I and I
can't speak for everybody else but may I just answer you real quick yes mister I
just wanted to respond to miss Champaign's points I talked to my
daughter and and a few other teachers and friends just about this whole
smartwatch deal um checking your percent i think you said 30 percent of students 39 and what do
you think yeah there's a lot of them but my daughter doesn't have one and i know a lot of
kids who don't um so they could be singled out too there's all so many ways right that students can
be singled out um and we we um they need to learn to deal with that um it's a it's a it's a burden
to have a sick child at a school but I'm sure they've particularly by high school
I've have been through different experiences right to help learn and
figure out how to respond to those comments why do you have a smartwatch
but about the teachers I wanted to go back to that point they are already used
to asking students to take off smartwatches regularly not every day for
for testing and quizzes because they are rampant cheating.
That's why they have to do it.
And they've already had to do that, I don't know, for a long time, perhaps a year or two.
So teachers are used to doing that already.
You mentioned there's perhaps could be harm done to the smartwatch.
Well, that's already been, we've already been doing this for a year or two, maybe more.
I'm not exactly sure.
So this is something teachers are very used to doing.
so now it might be easier now because now it's they don't need they can't be in the classroom
so they don't have to have an exception day for a quiz or a test so i just wanted to offer that
so mr president let me just say i'm i'm gonna i'm i'm with mrs teeny i'm i'm ready to just accept
this and let's see what what happens and you know later we can iron it out and all that
I'm happy to do that. I appreciate your feedback and I just want to let you know
that when I posted that on my Facebook just to see what that I really do feel
that it was about 50-50 you know people agreed and I you know I just let people
say what they wanted to and I think it was about a 50-50 you know line in the
middle sort of you know how people felt then I think a lot more teachers so you
you know, everything's worth a shot, and so I'm ready to heed to that,
and I appreciate everyone's input on that.
Because I know that everybody cares about kids,
so that's one thing I don't have to doubt.
So I love it that y'all gave the input.
