Officer Jose John Luis was born and raised in Brooklyn, New York.

He is new to Texas, having moved here with his wife in December of 2020.

Officer John Louise started with the district in 2021, working first as a security guard

in Cummings Junior High for two years.

Officer Louise then went to the Houston Police Academy at the University of Houston downtown,

Officer Luis is bilingual and speaks, reads, writes English as well as Haitian Creole fluently.

Tonight, I'm speaking on behalf of trying to get the Katy Tiger Baseball Stadium named after Coach Mack, Coach McPherson.

When we moved here in 2014, there were two criteria that my wife and I looked for in moving here.

One was a great school, and one was a great baseball coach.

When my son, Jack, moved here in the summer of 2014, he said, I want to go meet Coach Mack.

We had already done our research and looked at all the schools and we decided on Katy

High School for him.

So he came up to the school, found Coach Mack, shook his hand and said, Coach Mack, I'm going

to be your catcher one day.

Tonight I'm going to read a letter that Jack has sent.

He's continued his baseball career at Youngstown State up in Ohio, studying engineering and

playing baseball.

As a player who was coached by Tom McPherson, you'd be inclined to think that this paper

biased in which you would no doubt be somewhat correct. For that reason I have

chosen some statistics that highlight the extraordinary career of Tom

McPherson otherwise known by me as Coach Mack. Coach Mack coached for the past 45

years 34 of which were at Katy High School. He has a total of 881 career

Johnny Johnson not human verified

wins and two state tournament appearances. Coach Mack was the winningest

Johnny Johnson not human verified

active coach in class 6A Texas high school baseball at the time and was the

Johnny Johnson not human verified

a positive coaching alliance winner in 2021. He was also named coach of the year in 1985.

These statistics, however, cannot explain how good of a coach Tom McPherson was when it comes to his

heart. He obviously passed the eye test with his awards and his wins, but let me shed some light

on who he was as a person. Coach Mack loved to win, whether it was in class, on the baseball field,

Johnny Johnson not human verified

or fundraising events. Coach Mack strongly encouraged us to be the very best we could be.

There was always a winner and there was always a loser, no in between.

Coach Mack grew up in a military family and quickly learned how to take care of his responsibilities.

He also knew how to be a man when it came to owning personal failure.

One of the things we were taught as student athletes was not to make excuses no matter how small they might have been.

Whenever I messed up, I always remember saying, yes, sir, and nothing else.

That was a standard.

I was so blessed to be coached by Tom McPherson because he made me better on and off the baseball field

He also made my job as a parent a lot easier because Jack took responsibility for all of his actions when he grew up

One of the things we were taught as student athletes, so I'm just just covered that sorry

very interactive and respectful whenever it came to conversation.

to make sure we were still taking care of business.

For all 22 of those years, I've taught at Cinco Ranch High School,

and I'm a proud parent of a senior and a freshman at CRHS as well.

I'm here today to implore you to reverse the decision to reduce the number of instructional coaches on campuses.

I've watched the instructional coach model evolve in KDISD since its inception,

and I believe we are on the cusp of seeing its true impact on student and teacher success in our schools.

As a teacher, I've easily come to recognize KDISD's primary goals for their educators,

work effectively in professional learning communities, and make data-driven decisions.

I know this and embrace these endeavors through the impactful work of our instructional coaches

who serve as liaisons between the campuses and the district administration.

Instructional coaches are literally the ties that bind us, the teachers, to you, the guiding

administration.

They are also the connective tissue on campuses that help hold PLCs together to be effective

in ways that directly benefit both the teachers that make up those teams and the students

with whom they work.

In addition, the ICs are the experts in gathering, analyzing, and sharing the data that informs our decisions in the classroom and instructing and empowering teachers to develop skills in using data for their day-to-day planning and decision making.

But what truly makes them the glue that holds it all together are the relationships that they build and nurture at all levels, from students to you.

That ultimately fosters trust and buy-in that essentially keep the pieces in place and working towards a common goal and vision.

the goals and visions that you establish and we help to reach. They seal the cracks where students may sometimes slip through and

we have the data that proves that the work they facilitate with teachers and the work they directly do with students is happening now and

making an impact now. It has taken time to reach this point because building and

implementing a plan is a process and building relationships is something that needs time.

To undermine this initiative that will pay out for all stakeholders, me,

me, you, and most importantly, the students we serve,

is a tremendous risk KDISD should not take in today's educational climate.

There will always be a bit of us versus them mentality in education,

but the instructional coaches are truly, without a doubt,

the key to reducing internal conflict within our district

and keeping all parties focused on our shared goals and initiatives.

I truly empathize with the decisions with which you guys are burdened.

But as a teacher in KDISD, I've always been inspired to do better and to be better, even if just by 1%.

I think he is. So as you think about the evaluation and that kind of stuff, I'm just wondering, and I don't know how school boards work, but he has 14,000 employees, give or take, 95,000 students, give or take, and growing every single day.

So in addition to his administration and everyone else that he has to keep happy,

he also has to keep happy the seven of you and the entire community of KDISD.

So I know that as a board you probably set goals for him and hopefully you set

goals for yourself. And so as you begin to walk through this evaluation and as

you evaluate yourselves and what have you done in the last 315 days that's

working or not working and setting those goals, let's just find out what is

working i appreciate dr gregor see you fighting um austin for us and i know it's not easy and i

understand the ic situation and and budgets and all that kind of good stuff but i just want to

make sure that you guys understand that you're a team of eight you are the legacy that is going to

be set and what is your signature and what kind of legacy are you going to leave behind when this

board changes if it changes on may 15th when they are 13th when they swear in new people or if we're

I want to preface this presentation with the fact that this is a comprehensive bill impacting

eight legal policies, which is, I think, what prompted you to ask for more information on

this particular bill.

And there are many moving parts and rapid changes taking place as TEA is in the middle

of rule setting on multiple different pieces of this bill.

So I intend to keep this overview high level for you and focus on some of the impacts specifically to school districts at this time.

I'm going to start by setting the stage with a standards of going over what a standards based education is and expanding on how those pieces fit together to support our students and their learning process.

Here you can see that the instructional process starts with the standards or what we call in Texas.

the TEKS are the Texas Essential Knowledge and Skills,

which are the foundation content

for all of our Texas public schools.

Next, we move to instructional materials,

which includes textbooks, software,

Unknown speaker not human verified

and other resources used in the classroom.

These materials are used by teachers

to teach those standards and or the content.

In 2011, Senate Bill 6 was passed,

which gave districts funding and the flexibility

Unknown speaker not human verified

flexibility in identifying and selecting instructional materials. House Bill 1605 returns control over that process back to the State Board of Education. So there's a shift here in instructional material selection from giving districts a lot of flexibility and freedom to the State Board of Education having a greater oversight of that process. I'm going to get into those details.

So breaking this down a little bit further, there's a growing body of research that points

to the positive impact of what we call high quality instructional materials.

And you're going to hear me refer to high quality instructional materials or HQIM.

There are a lot of acronyms with this bill, so just stick with me throughout this presentation.

But the impact that these materials have on student learning.

So TEA defines high quality materials as those that ensure full coverage or 100% of the TEKS, that they align with research-based instructional strategies in each subject or content area, and that they support all learners.

And as I said, this House Bill 1605 returns control over instructional materials back

to the State Board of Education, who will have authority to now vet and select these

HQIMs, or high-quality instructional materials, which will include a scope and sequence, units,

lesson plans, assessments, and content resources.

So they're a comprehensive resource for our teachers.

As we know, teachers are the content experts who utilize the instructional materials to

bring meaning to the standards for their students, and it is crucial that they have the materials

Unknown speaker not human verified

and supports that they need from an instructional standpoint to ensure that students are given

exemplary learning experiences within our classrooms so that they are not only prepared

for state assessments, and I put that on the slide

Unknown speaker not human verified

because this is how Texas, or TEA,

Unknown speaker not human verified

measures student learning by that STAAR Test,

Unknown speaker not human verified

but also for their success in their endeavors

after they graduate from KDISD.

So while House Bill 1605 is designed to support

the standards-based approach to instruction

Unknown speaker not human verified

and it's heavily focused on instructional materials,

there are other key components to this bill

that impact local school districts.

Unknown speaker not human verified

districts. These are going to include additional funding, open education resources, an exception

to Proclamation 2024, which are the instructional materials that we will be bringing forward

for your approval next month, parent access, teacher time protections, updated reporting

mechanisms and the prohibition of the three-queuing methodology for phonics instruction.

instruction. This slide is a little busy, but just stay with me here as I kind of walk through the funding piece. So in the last legislative session, the instructional materials and technology allotment, which we sometimes refer to as IMA or IMTA was restored. And House Bill 1605 establishes two new foundation school program entitlements for the State Board of Education approved instructional materials. So now in addition to the IMTA,

allotment there will be two other

funding sources if you will so districts will receive an additional 40 dollars per student

for implementing state board of education approved high quality or hqim instructional materials

and an additional 20 dollars per student for the state board approved open education resources

which i'm going to touch on in a little bit so there are two additional uh funding streams

that you see here on the slide.

The State Board Instructional Materials,

approved Instructional Materials at $40 per student,

that fund stays there.

It will carry from year to year.

The additional $20 for the OER, Open Education Resources,

Unknown speaker not human verified

that money will be sitting in that bucket, if you will,

Unknown speaker not human verified

or that account, and it will go away if it's not used.

Next we'll look at the new process

for identifying and selecting Instructional Materials.

there comes another acronym acronym the state board of education is referring to this as the

mra or the instructional materials review and approval process so previously the state board

Unknown speaker not human verified

of education approved proclamations which identified the schedule of our textbooks

Unknown speaker not human verified

adoptions which are based on teak's revisions and with house bill 1605 that process no longer exists

anymore. So the State Board now has full authority of identifying the content areas and the schedule for TEKS revisions and materials that they will be reviewing and placed on the State Board of Education approved list. Additionally, materials will be reviewed and selected based on the State Board of Education identified criteria, which is outlined on this slide.

While some criteria remain the same, I'm going to point out a few differences here.

The quality review, you'll see up there, the second one, has two different components there.

We have the standards proficiency, but something new is the instructional design, and within the instructional design rubric, that takes care of the prohibition of the three-queuing model to ensure that no materials have that methodology.

The suitable and appropriate criteria that you see moving over to the right ensures that

there's no obscene or harmful criteria under SIPA and that the penal code is identified

as well to ensure that none of our instructional materials that will be on that State Board

of Education approved list will be in violation of those codes.

And then moving all the way to the right-hand side, you'll see the parent portal in which

publishers will be required to meet new transparency requirements for parents.

So a little bit more about this HQIM because this is the buzzword with this

new House Bill 1605. So one of the goals in the new process is to ensure the

adoption and the implementation of these high-quality instructional materials. So

we know that students benefit greatly when teachers have access to these types

Unknown speaker not human verified

types of materials. And for an example, our HMH literacy is a HQIM. That is a high quality

Unknown speaker not human verified

instructional material. It's not on the state list, and I'm going to get into that in a minute,

but that is an example of one because it includes all of those components. They ensure that teachers

Unknown speaker not human verified

have the content that is rigorous, that it is on grade level. It also supports the acceleration

of students who are behind, recognizing the importance of ensuring that these materials

are available to educators.

The legislator passed this bill,

establishing, again, this new process

Unknown speaker not human verified

to review and approve these types of materials.

So the districts and the formula funding

behind supporting these materials as well.

The State Board of Education

Unknown speaker not human verified

approved the quality IMRA rubrics

Unknown speaker not human verified

for K-3 and 4-8 English language arts and reading,

Unknown speaker not human verified

K-3 and 4-6 Spanish language arts and reading and K-12 mathematics at their January and February meetings.

So the State Board of Education has already determined that these are the areas, the first ones that they're going to be looking at.

These rubrics will be used to evaluate instructional material submissions for the inaugural MRA review cycle,

which will identify materials for the 2025-2026 school year.

So that's the timeline that we're looking at.

The State Board of Education will also identify what I said OERs, the open education resources,

utilizing the same EMRA process.

So all of the materials that are listed on the OER side will also have to meet those

same rubric criteria.

And House Bill 1605 has identified full subject Tier 1 instructional materials for English

language arts and reading and math in grades pre-kindergarten through eighth grade to be

be included in that process. I mentioned Proclamation 2024. So this proclamation was preserved in House Bill 1605, meaning that we are following our normal processes right now for adoption of instructional materials for the 2024-2025 school year. So our teams are nearing the end of that process right now. I don't know if you had a chance to go upstairs on the second floor, but you will see tons and tons of materials up there under review right now.

And we'll be bringing these recommendations for K through 12 science technology applications and several of our CTE courses next month for your review and your approval.

There's also no indication that science will be on the State Board of Education priority list at this time.

So that's just a nuance in the process.

When we start looking at those additional funds, we have no indication when science is going to come into play with the State Board of Education.

But that is Proclamation 2024.

The next area addressed in this bill is parent transparency.

So, publishers with materials approved by the State Board of Education will be required

to make the materials available to parents through a parent portal.

And we as a district in Katy will continue to allow this in-person access for parents

to our instructional materials at the campus level.

So, nothing changes in our practice as far as that's concerned.

Additionally, processes will be developed by which parents can request local reviews

of classroom instructional materials

in the foundation curriculum.

Again, we're waiting on rule setting

for many, many of these components of 1605.

Adjusting teacher time protections.

House Bill 1605 prohibits districts

from requiring teachers for a foundation curriculum

Unknown speaker not human verified

to use their biweekly planning time

Unknown speaker not human verified

to create or select instructional materials

Unknown speaker not human verified

to initially cover applicable essential knowledge

and skills for the course

unless there's a supplemental duty agreement in place with the district.

In terms of updated reporting requirements,

school districts will now be required to report the cost of instructional materials

used in the previous year to TEA.

So there are some changes in the reporting and TEAC certifications

that were required to submit to TEA.

And last but not least, and I think we've talked about this several times here in this boardroom,

that House Bill 1605 prohibits the use of the three-queuing method of phonics instruction.

This practice is not supported in our current adoption, and I believe that you all are well

aware of that. So in summary, this is a comprehensive bill with implications for

school districts moving forward with the selection of our instructional materials,

Unknown speaker not human verified

as well as other supports for our students and our parents in the educational process.

And again, that's a high-level overview of a 33-page bill.

And I don't have all the answers, but I'll be glad to address any questions that you

This is, I sit on a group of chief academic officers throughout the state.

We had TEA come and talk to us a couple of weeks ago.

I knew that this was coming, so I posed questions that they hadn't even thought about yet.

And so I've also been in collaboration with TEA on many of the nuances here, and they're waiting on a rulemaking and understand that some of these pieces have just got to be teased out.

So we don't have a lot of answers, but to the best of my ability, these are the big chunks or pieces that I felt like you needed to be aware of.

I was wondering on this, when we're talking about the instructional material, do you have an exact amount that you are thinking that we would benefit from this when implemented?

The $40 per student I think generates about $3.8 million.

Really? It's not as as I delve into this there are so we have a district developed curriculum

So teachers spend a lot of time because they don't have the resources that we do here.

We provide teachers with a curriculum.

We provide them with their unit plans.

We provide them with a plethora of resources.

There are many districts that do not do that.

So teachers are having to spend a lot of their time curating these materials.

And so in my conversations with CEA right now, that's typically, that's the intent, I believe, of this.

It came from the teacher task force.

So then if we have our own curriculum, would we just be kind of peer checking that along with the SBOE curriculum that they're recommending or that they're approving?

This House bill said that we didn't do that for this adoption. So really we're coming into this new process.

So we're kind of on the front end, or actually we're watching it come into play, if you will.

So the State Board of Education has said, they've already identified that K-8 English language arts

and K-6 Spanish, ELAR, and K-12 math.

That's their first one out of the gate.

So they right now are searching for reviewers.

They're soliciting around the state these reviewers

They will have established their list by the fall.

So come fall of 2024, the state list will have some things listed

in those content areas for adoption for the next year.
