1. Call to Order
2.1 Consider Board approval of the Order Canvassing returns and Declaring results of the November 7, 2023 Katy Independent School District School District Bond Election.
Item 2.1 and the only item is to consider board approval of the order canvassing returns and declaring results of the November 7, 2023, Katy Independent School District bond election. Our presenter is Justin Graham, General Counsel.
Trustees, thank you for being here today. As noted, we have a quorum, but it looks a little light on the dais. We only need for a canvassing election for those watching. We only need two trustees to be present, so we do have a quorum. Just want to go over a couple of things on this simple agenda item. As a reminder, we are in three different counties. KDIC resides in three different counties. Waller, Fort Bend, and Harris County, which makes election time can be complex, can be be difficult, especially in November elections where we have to contract with the counties. We're at their mercy. I will tell you, a big kudos, a big thanks to Ellen Hebert, my legal assistant and elections coordinator. She's here with us today. Without her sort of wrangling the counties to get the information that we need, making sure that we're contracted accordingly, I don't think that this machine runs very well. I just want to go over a couple of stats that I think are interesting. KDISD as of now has 231,723 registered voters. When you consider that number and the size of that number, that means that we are bigger than all but 12 counties in the state of Texas. So there's 242 counties in the state of Texas that KDISD, our area, is bigger than when we talk about number of registered voters, which, you know, those counties have large election departments almost every one of them to run their elections which kind of shows what we're able to do here with what we have as being stewards of the taxpayer money this November with the 231 thousand registered voters we had thirty three thousand five hundred nine votes cast which is about a fourteen point four six percent voter turnout that is pretty pretty consistent with years that we've had November bond elections where we don't have a presidential election or we don't have midterm elections. Last time that this came to pass was 2017, which was right after Hurricane Harvey. We had a bond election then. In fact, I think our voter turnout was less then than it is now. Harris County has the lowest turnout at 13.51% and Waller County has the highest turnout not with 17.88%. So just some numbers to look at. Then if you go to, for those of you watching at home and trustees, you actually have an order canvassing the election returns. There are four different propositions, two of which the first two are going to pass with votes for, and the second two, C and D, are going to fail with votes against. So I'm just going to read those numbers, and then we can have a simple motion from you, and then we're happy to take any discussion you may have. So for Proposition A, 19,388 votes for, 13,603 votes against. Proposition B, 18,650 votes for, 14,249 votes against. Proposition C, 15,152 votes for, 17,592 votes against. And Proposition D, 14,483 votes for, 18,287 votes against. And that being said, Trustees, I'm happy to take any questions you have or take action on the motion.
We have a motion. Or do we have any discussion or questions?
I move that the Board of Trustees approves the order canvassing returns and declaring results results of the November 7th, 2023, Katy Independent School District bond election.
And I second the motion. It is moved and seconded that the Board of Trustees approves the order canvassing returns and declaring results of the November 7th, 2023, Katy Independent School District bond election. We will now proceed to vote. Board members, please record your vote on the screen via your keypad. The motion carries, the ayes have it, and the motion is adopted. This completes the canvassing of the election. There being no further business before the Board, this meeting is adjourned. The time is 1.05 p.m.

About the underlying data (6 notes)
- The transcript on this page was produced automatically by speech recognition. No person has checked it against the recording. It is a way to find a passage, not a quotation.
- No speaker on this recording is identified. The transcript separates one voice from another but does not name them, and every turn therefore reads Unknown speaker.
- The speaker turn timeline is not continuous. There are intervals with no attributed turn, so a gap between two turns is not evidence that nothing was said.
- The section titles and times are the district’s own video index for this recording, read from its player page on 2026-08-19. They are reproduced as the district publishes them.
- The recording is played here from the district’s own stream. The archive does not hold or serve a copy of the video.
- No speaker on this page is named. The automated attribution available for this recording was derived from names spoken aloud in the transcript, and a surname inside a turn is not evidence of who is speaking. Every speaker is therefore left unresolved.
