1. Call to Order

Unknown speaker not human verified

I hereby call the special meeting of the Board of Trustees of Katy Independent School District to order.

Unknown speaker not human verified

Today is Monday, November 20, 2023, and the time is 1 p.m.

Unknown speaker not human verified

Noting that a quorum is present, the Board will now convene an open meeting.

Unknown speaker not human verified

Dr. Rogorski, will you verify that we are in compliance with the provisions of the Texas Open Meetings Act?

Unknown speaker not human verified

with regard to the notice of this meeting.

Unknown speaker not human verified

I do confirm we're in compliance with the provisions of the Texas Open Meeting Act for our meeting today.

Unknown speaker not human verified

Thank you.

2.1 Consider Board approval of the Order Canvassing returns and Declaring results of the November 7, 2023 Katy Independent School District School District Bond Election.

Unknown speaker not human verified

Item 2.1 and the only item is to consider board approval of the order canvassing returns

Unknown speaker not human verified

and declaring results of the November 7, 2023, Katy Independent School District bond election.

Unknown speaker not human verified

Our presenter is Justin Graham, General Counsel.

Unknown speaker not human verified

Trustees, thank you for being here today.

Unknown speaker not human verified

As noted, we have a quorum, but it looks a little light on the dais.

Unknown speaker not human verified

We only need for a canvassing election for those watching.

Unknown speaker not human verified

We only need two trustees to be present, so we do have a quorum.

Unknown speaker not human verified

Just want to go over a couple of things on this simple agenda item.

Unknown speaker not human verified

As a reminder, we are in three different counties.

Unknown speaker not human verified

KDIC resides in three different counties.

Unknown speaker not human verified

Waller, Fort Bend, and Harris County, which makes election time can be complex, can be

Unknown speaker not human verified

be difficult, especially in November elections where we have to contract with the counties.

Unknown speaker not human verified

We're at their mercy. I will tell you, a big kudos, a big thanks to Ellen Hebert, my legal

Unknown speaker not human verified

assistant and elections coordinator. She's here with us today. Without her sort of wrangling the

Unknown speaker not human verified

counties to get the information that we need, making sure that we're contracted accordingly,

Unknown speaker not human verified

I don't think that this machine runs very well. I just want to go over a couple of stats that I

Unknown speaker not human verified

think are interesting. KDISD as of now has 231,723 registered voters. When you consider

Unknown speaker not human verified

that number and the size of that number, that means that we are bigger than all but 12 counties

Unknown speaker not human verified

in the state of Texas. So there's 242 counties in the state of Texas that KDISD, our area,

Unknown speaker not human verified

is bigger than when we talk about number of registered voters, which, you know, those

Unknown speaker not human verified

counties have large election departments almost every one of them to run their

Unknown speaker not human verified

elections which kind of shows what we're able to do here with what we have as

Unknown speaker not human verified

being stewards of the taxpayer money this November with the 231 thousand

Unknown speaker not human verified

registered voters we had thirty three thousand five hundred nine votes cast

Unknown speaker not human verified

which is about a fourteen point four six percent voter turnout that is pretty

Unknown speaker not human verified

pretty consistent with years that we've had November bond elections where we don't have

Unknown speaker not human verified

a presidential election or we don't have midterm elections.

Unknown speaker not human verified

Last time that this came to pass was 2017, which was right after Hurricane Harvey.

Unknown speaker not human verified

We had a bond election then.

Unknown speaker not human verified

In fact, I think our voter turnout was less then than it is now.

Unknown speaker not human verified

Harris County has the lowest turnout at 13.51% and Waller County has the highest turnout

Unknown speaker not human verified

not with 17.88%. So just some numbers to look at. Then if you go to, for those of you watching at

Unknown speaker not human verified

home and trustees, you actually have an order canvassing the election returns. There are four

Unknown speaker not human verified

different propositions, two of which the first two are going to pass with votes for, and the

Unknown speaker not human verified

second two, C and D, are going to fail with votes against. So I'm just going to read those numbers,

Unknown speaker not human verified

and then we can have a simple motion from you,

Unknown speaker not human verified

and then we're happy to take any discussion you may have.

Unknown speaker not human verified

So for Proposition A, 19,388 votes for, 13,603 votes against.

Unknown speaker not human verified

Proposition B, 18,650 votes for, 14,249 votes against.

Unknown speaker not human verified

Proposition C, 15,152 votes for, 17,592 votes against.

Unknown speaker not human verified

And Proposition D, 14,483 votes for, 18,287 votes against.

Unknown speaker not human verified

And that being said, Trustees, I'm happy to take any questions you have or take action on the motion.

Unknown speaker not human verified

We have a motion.

Unknown speaker not human verified

Or do we have any discussion or questions?

Unknown speaker not human verified

I move that the Board of Trustees approves the order canvassing returns and declaring results

Unknown speaker not human verified

results of the November 7th, 2023,

Unknown speaker not human verified

Katy Independent School District bond election.

Unknown speaker not human verified

And I second the motion.

Unknown speaker not human verified

It is moved and seconded that the Board of Trustees

Unknown speaker not human verified

approves the order canvassing returns

Unknown speaker not human verified

and declaring results of the November 7th, 2023,

Unknown speaker not human verified

Katy Independent School District bond election.

Unknown speaker not human verified

We will now proceed to vote.

Unknown speaker not human verified

Board members, please record your vote

Unknown speaker not human verified

on the screen via your keypad.

Unknown speaker not human verified

The motion carries, the ayes have it, and the motion is adopted.

Unknown speaker not human verified

This completes the canvassing of the election.

Unknown speaker not human verified

There being no further business before the Board, this meeting is adjourned.

Unknown speaker not human verified

The time is 1.05 p.m.
