we begin tonight with the seven lakes high school boys soccer team who just ended their 2023 season

and they earned a well-deserved 6A state title. This is the first boys soccer

state championship won by a school in Katy ISD and the 26th overall Katy ISD

team state championship. United soccer coaches also awarded the team the number

one spot in the nation. The Spartans broke just about every record in the

books this season and produced the best district record ever with 15-0 and 1.

Their overall record was 28-1-1 with a career high of 18 shutouts and scoring 111 goals while only allowing 18.

I've had the pleasure of meeting many of you over the years and I may be a stranger to a few of you

I'm Carolyn Bauer Schlag the daughter of James and Keiko Davidson

And I've had the benefit of both growing up in Katy ISD and returning to plant our roots to raise our son

Who will also someday enroll I'm requesting your consideration to amend the name of Keiko Davidson Elementary to James and Keiko

Davidson Elementary my dad served as a teacher coach and administrator in education for over 35 years

years, 28 of which were dedicated to KDISD.

He coached soccer, football, and swimming, and taught AP English and history, and moved

into administration as an assistant principal for over 20 years at Katy Junior High and

Memorial Parkway Junior High.

He said public education was the great equalizer.

It was the place that leveled the playing field of opportunity.

He loved the power of potential and believed in incremental change.

He loved and connected with the kids, and he said that he understood them as he was

Dad championed my mom through her career. He helped her write grants for funding from state agencies on behalf of Hutzel Elementary, supported her through the challenges of leading hundreds of staff and thousands of students, and celebrated her successes at Hutzel Elementary as it received national recognition for its academic achievements.

Dad held a lower profile within the district and worked tirelessly to help raise me and my brother, all while mentoring his own staff as an assistant principal.

And recently with the World Robotics Tournament being downtown Houston, we've been blessed to have teams from Australia and from Japan to visit the RSC.

together learn each other's culture and learn from each other's robots is amazing

host Israeli team the Israeli team came over without the robot the coach Israeli

team told me that he was at the robotics world robotics about I don't know five

years ago I don't exactly when it was and he came to the RSC with just his

mentors whatever and was so impressed with it this time he decided to bring

all 45 students with him so at the RSC a week ago Sunday we had all the Israeli

team there the robotics team just mingling with all the Tompkins students

and with all the Morton Ranch high school students the irony of it all is

they walked in with purple hair and I'm like, wait a moment, that's Morton Ranch colors.

It happens to be their colors as well. This team from Israel is from a suburb of Tel Aviv,

20 minutes outside of Tel Aviv, and five schools go to one robotics team, and they have to use an

office building or someplace. They have to bring everything with them, take everything back every

single day. They don't have a place. And the gentleman told me, he says, this is the most

beautiful facility I've ever seen you're so lucky to have this it's unbelievable

so we going to dream of this in Israel so that was FRC team 5635 from outside

Tel Aviv I'm sure I'm going to mispronounce it but their team name is

weekend volunteering and I saw a sign and the sign said this is from first

Good evening. My name is Stacy Holmberg. I've taught in Katy for 23 years, and both my sons attended Katy schools and graduated from Katy High School.

On May 11, 2022, my oldest son died from fentanyl poisoning.

me. When our son began doing drugs and subsequently died from drugs, my husband and I felt like we

were the only ones going through this. Prior to May 11th, when I thought of a person being a drug

Unknown speaker not human verified

addict and dying from drugs, from a drug overdose, I imagined a poor homeless person lying in the

Unknown speaker not human verified

streets. I have since learned kids are dying in their beds or in front of their friends after

Unknown speaker not human verified

taking one pill. Taking one pill that is laced with fentanyl is considered a drug overdose.

You're probably asking yourself what does this have to do with us?

Since my son's death I have become aware of other Katy kids that have also died from

Unknown speaker not human verified

fentanyl poisoning unfortunately in the last year i've met so many other mothers grieving the loss

of their precious children all our stories may begin differently but ultimately end the same

with our child taking a pill thinking it's an adderall oxycodone percocet or xanax

Unknown speaker not human verified

and that one pill being laced with fentanyl and that one pill killing them this is the leading

Unknown speaker not human verified

cause of death in people from ages 18 to 45. We've got to start educating our

Unknown speaker not human verified

children and parents about the dangers of drugs. I know we spend every week in

Unknown speaker not human verified

October doing Red Ribbon Week but we need to be doing much more. I know how

Unknown speaker not human verified

our district handled the COVID epidemic and how our district has taken all the

Unknown speaker not human verified

precautions they can to keep our school safe from an armed intruder. We

Unknown speaker not human verified

need to be taking the fentanyl epidemic just as serious. When you were growing

Unknown speaker not human verified

Growing up, you may have tried marijuana, other drugs, or new kids that did,

Unknown speaker not human verified

but you didn't die from it or hear of anyone that did.

We have got to get the word out that it's not safe to experiment with drugs.

Drugs are being laced with fentanyl, and they are deadly.

We were allowed to make mistakes in our youth and learn from them, not die from them.

Naloxone, I'm sorry, some of these kids are dying as young as 13 years old.

Many of these mothers have said that their kids began using drugs in junior high or high

school and we need to educate our students and parents on the dangers of fentanyl and

the ease at which the kids can get these drugs.

We also need to make sure that we have naloxone.

HMH consulted with Dr. Thea Woodruff, and she's here tonight, to gather her feedback on structured literacy foundational skills.

There's a program enhancement that they're working on, that they have been working on, that will be ready for launch in the 23-24 school year.

This product development is part of HMH's evidence-informed iteration approach,

which gives the publisher the opportunity to adjust based on research and customer feedback.

On April 3rd, district staff, along with HMH and Dr. Woodruff, met to review the Structured Literacy Foundational Skills Scope and Sequence

and a Structured Literacy Lesson Sampler, which included printable teacher's guides, lesson slides, teacher lesson resources, and student resources.

We also learned about some of the enhancements that HMH has made to the 2019 product that met compliance on the commissioners list.

Some of the things that they've been working on includes an early literacy assessment that's administered online at least three times a year.

from HMH. So I'm going to let Dr. Woodruff come up and speak to some of the work that she's done

as they're working on it. So first two are sort of broad general things. One is they're working

working with the KDISD folks and taking their feedback and incorporating it into the scope

and sequence.

They also have taken the feedback I've already given them and made quite a few changes related

So pretty significant changes in my opinion.

And the big thing too is they're doing this for free.

So they're not going to charge you all any more.

If you were to go and get another product, you would have to pay more money on top of

it to get another K-2 program.

And so they're going to do all this for free, which they should, because this should have, in my opinion, these things should have been done a long time ago, because these are all things that we've known that are research-based.

This isn't like new stuff that's come out.

The science of reading isn't like just come out in the last couple of years.

It's been going on for the last 50 years.

So some big changes that they've made is the biggest one is they've stopped referring to words that are irregular or that are high-frequency words as heart words.

The problem with the term heart words is it makes you think that it makes teachers and

it makes students think that you just look at a word and you have to like visually memorize

it, which is not how reading works.

We actually map sounds to print and we do that with a level of automaticity that allows

us to orthographically map a word and turn it into a sight word.

So they've completely removed that term from the scope and sequence that I can see.

They're using words like irregular words and high frequency words and decodable words now.

now. They're actually using decodable text that is decodable, that doesn't have a lot

of these heart words in it that children have to guess based on looking at a picture, guess

based on context. They're also using some of these evidence-based practices that we

know. I'm going to say some things. These are kind of maybe too technical, but things

like word chaining where you look at how you change a phoneme in a word and change the

spelling of that phoneme to make new words. That teaches children really the importance

of sounds and words and how we can change a sound in a word and it becomes a new word.

So that's a really effective technique. They're also using some really effective

encoding techniques, which is just a fancy word for spelling. So using

Elkonin boxes to sort of take sounds and map print to those

sounds. Also dictation, which is a really well researched method for teaching

spelling. They have instructional routines now that they've created. They sent me

some of those that are really explicit related to phonics and spelling.

Then the other thing that's really good is they actually do have TPRI built into their

assessment system for K-2.

One of the things we talked about on April 3rd was them creating lessons around the TPRI

and showing teachers how to take that data and actually differentiate instruction for

students in small group.

The nice thing with that is there's not a lot of publishers who, there's not any publishers

really that I've seen that do a good job of showing teachers how to take that data and

then how to create small group lessons based on that data.

So they've moved away from using leveling, right?

That was what they had used before was like get the kids level and that's how you create

the small groups.

And now we talked about instead of doing that really talking, using the TPRI data and showing

teachers how to use that data to differentiate instruction across K, first and second grade.

So those are all reasons that I would say to go with using this product.

Senate Bill 2050 was passed in the 87th legislative session and went into effect as of 2021.

A few of those required mandates include establishing a committee that focuses on bullying prevention and health and wellness initiatives.

We must provide periodic instruction for every grade level on bullying and building relationships.

The district is also required to have an anonymous reporting system and emphasize student reporting by increasing awareness on those reporting procedures.

And we must survey our students on an annual basis on bullying and in turn create action plans to address those student concerns.

KDISD is again partnering with K-12 Insight to administer the online survey.

Through this partnership, data integrity and confidentiality is maintained.

K-12 Insight manages surveys for districts across the nation and safeguards the confidentiality

of participant responses and will not share information related to participant, sorry,

will not provide KDIC or any outside party with data that connects a participant to his

responses. The next few slides I will share some of the results from the 2021-2022 student safety

survey. We had over 36,000 students participate in last year's survey. Students were asked about

the prevalence of bullying and their perceptions of safety on campus. Of those respondents, 28%

of our elementary students and 12% of our secondary students reported that they experienced bullying.

Based on that data, we know that students experience some form of unwelcome behavior,

and some of those incidents may have been categorized as bullying if reported and investigated by our campus administrators.

Students were asked about the various forms of bullying, such as verbal, written, physical, and cyberbullying, and their frequency on campuses.

Both our elementary and our secondary students reported that verbal bullying, such as name-calling, teasing, and taunting, occurred the most on their campus.

And one of the number one reasons cited was based off of physical appearance.

Ninety-four percent of our participating students reported feeling safe on campus.
