Dr. Gagorski, will you verify that we are in compliance with the provisions of the Texas Open Meetings Act with regard to notice for this meeting?

Unknown speaker not human verified

Mr. Schulte, I do confirm we're in compliance with the Texas Open Meeting Act in regards to our meeting this evening.

Unknown speaker not human verified

Well, I'll proceed to the Pledge of Allegiance.

Unknown speaker not human verified

student special interests, sports and video games, you and me both.

Unknown speaker not human verified

Favorite subjects, math, not you and me both.

Unknown speaker not human verified

No, I'm just messing with you.

Unknown speaker not human verified

All right.

Unknown speaker not human verified

And a few notes from his teachers.

Unknown speaker not human verified

From Ms. D'Artillette, Carlos is a hardworking, passionate, and respectful student.

Unknown speaker not human verified

He excels in everything he sets his mind to,

Unknown speaker not human verified

brings so much joy, laughter, and positive energy into our classroom,

Unknown speaker not human verified

and I love being his fifth grade teacher.

Unknown speaker not human verified

From Ms. Nelson, Carlos is such a kind, well-mannered student, always acknowledges adults and asks how they are.

Unknown speaker not human verified

When I was in a boot after fracturing my foot, every time he saw me, he would ask,

Unknown speaker not human verified

How are you doing, Ms. Nelson? Is your foot getting better?

Unknown speaker not human verified

Even now, when he sees me and I'm limping a bit, he'll ask how I am, and I can tell it's genuine.

Unknown speaker not human verified

He's a student who others look up to. He's well-known and liked.

Unknown speaker not human verified

He's an amazing personality and reflects such good character.

Unknown speaker not human verified

I'm so happy to know he was chosen to represent West Memorial Elementary.

Unknown speaker not human verified

Not only does Carlos, from Mrs. Norris, not only does Carlos excel academically,

Unknown speaker not human verified

he is also very kind and a talented athlete.

Unknown speaker not human verified

He is fiercely loyal and wonderfully supportive of everyone he meets.

Unknown speaker not human verified

Carlos is literally friends with everyone.

Unknown speaker not human verified

It's been a joy to watch him learn and grow the past two years.

Unknown speaker not human verified

And finally, from Coach Harley, Carlos always shows excellent sportsmanship in PE

Unknown speaker not human verified

and is always the first one to say good game win or lose he includes people to

Unknown speaker not human verified

be on his team and plays fairly he listens and is respectful to his peers

Unknown speaker not human verified

and adults Carlos demonstrates what being a wildcat looks like in PE and

Unknown speaker not human verified

around the school he loves to play and is quick to help set up games as well as

Unknown speaker not human verified

helping other students stay on task and do their best so Carlos I'm going to

Unknown speaker not human verified

turn it over to you and as soon as we stand you can lead us in the Pledge of

Unknown speaker not human verified

Unknown speaker not human verified

Unknown speaker not human verified

superintendent Gorgorzky my name is Carlos Arjona I'm a fifth grade student

Unknown speaker not human verified

at West Memorial Elementary something I love about my school is that there are

Unknown speaker not human verified

many wonderful staff and students for me helping others is the main priority I

Unknown speaker not human verified

think that if I help others others will get influence and they will start

Unknown speaker not human verified

helping. In my free time I like to play sports, listen to music, and play video

Unknown speaker not human verified

games. When I grow up I want to play in the MOB. I work hard every day so I can

Unknown speaker not human verified

make that happen. A college I would like to go to to support my baseball career

Unknown speaker not human verified

is Tennessee or Vanderbilt. I would like to thank the leadership team at my

Unknown speaker not human verified

school for giving me this opportunity. I would also like to thank my parents,

Unknown speaker not human verified

teachers for helping me and supporting me. And last but not least, go Wildcats!

Ashley Vann not human verified

Thank you, Carlos, so much.

Ashley Vann not human verified

You did such an amazing job.

Ashley Vann not human verified

I love when I asked if he was nervous.

Ashley Vann not human verified

He told me, no, he was excited.

Ashley Vann not human verified

I have to shake my hand like a true gentleman.

Ashley Vann not human verified

So you've done a very good job, Mom and Dad,

Ashley Vann not human verified

raising this awesome young man.

Ashley Vann not human verified

And I'm sure others who will follow him soon will see you.

Ashley Vann not human verified

Thank you very much.

Ashley Vann not human verified

Okay, here's a certificate.

Ashley Vann not human verified

It says you are a pledge leader.

Ashley Vann not human verified

You're the last one of 2022.

Ashley Vann not human verified

I know.

Ashley Vann not human verified

So this is your certificate.

Ashley Vann not human verified

And then this backpack you only get out to the pledge leaders so wear it with pride and say yeah

Unknown speaker not human verified

One picture

Unknown speaker not human verified

Thank you.

Unknown speaker not human verified

Can you see it, everybody?

Unknown speaker not human verified

You have a ledge you're going to need.

Unknown speaker not human verified

Thank you.

Greg Schulte not human verified

Thank you.

Greg Schulte not human verified

Great job.

Greg Schulte not human verified

Do we have any scouts in the audience tonight?

Greg Schulte not human verified

No? Okay, we'll proceed to agenda item 3.0, which is recognitions. Dr. Gorski?

3. Recognitions

Unknown speaker not human verified

You bet. I will now introduce Maria DiPetta, Manager of Media Relations, for the recognitions portion of our meeting tonight.

Unknown speaker not human verified

Okay, good evening, President Schulte, board members, and Superintendent Gorski.

Unknown speaker not human verified

Tonight, we have two special recognitions to present.

Unknown speaker not human verified

We begin with Taylor High School student Madeline Fitch, who earned the grand champion title for her Agri-Science Fair project in the Food Products and Processing Systems category at the State Fair last month.

Unknown speaker not human verified

Madeline received a $1,000 scholarship and went on to compete at the FFA National Convention.

Unknown speaker not human verified

Please join me in congratulating her, along with her FFA advisor, Brianna Arriola.

Unknown speaker not human verified

Thank you.

Unknown speaker not human verified

Congratulations to Madeline.

Unknown speaker not human verified

Next, the Katy High School FFA team that includes Megan Barnett, Jamie Hahn, Amber Hall, and

Unknown speaker not human verified

Kaylee Kulhaneck were named the national champions in the Poultry Evaluation Career Development

Unknown speaker not human verified

Event at the FFA National Convention and Expo held last month.

Unknown speaker not human verified

This is the third time a Katy High School team has earned this title since 2018.

Unknown speaker not human verified

Will this team and their FFA advisor, Mr. Jacob Price, please come forward?

Unknown speaker not human verified

Now, unfortunately, Reagan Barnett and Kaylee Kulhaneck were unable to join us this evening

Unknown speaker not human verified

as they are now attending college.

Unknown speaker not human verified

Congratulations to this amazing group of students and their advisor.

Unknown speaker not human verified

This concludes the recognitions portion for this evening.

Unknown speaker not human verified

That only almost concluded it.

Unknown speaker not human verified

I've got the last one of the evening, and I want to introduce to our Board of Trustees

Unknown speaker not human verified

a recent hire that we have, which is Coach David Hicks out there, who has taken over

Unknown speaker not human verified

as the head football coach at Pato High School.

Unknown speaker not human verified

Please stand and be recognized, Coach.

Unknown speaker not human verified

I see you brought out Mindy Dickerson, principal there, and a couple of folks from athletics supporting you.

Unknown speaker not human verified

We appreciate that.

Unknown speaker not human verified

And I also heard something about you were recently singing in some kind of high school musical.

Unknown speaker not human verified

Is that accurate?

Unknown speaker not human verified

You're up there singing.

Unknown speaker not human verified

Is that true?

Unknown speaker not human verified

Not quite singing.

Unknown speaker not human verified

It's about the Christmas day.

Unknown speaker not human verified

Okay.

Unknown speaker not human verified

All right.

Unknown speaker not human verified

Well, we're going to bring you back next month, and you can sing on the mic up here.

Unknown speaker not human verified

What do you think?

Unknown speaker not human verified

We'll get you a solo going.

Unknown speaker not human verified

All right.

Unknown speaker not human verified

No, we're just messing with you a little bit.

Unknown speaker not human verified

But I appreciate you stepping up and taking that role.

Unknown speaker not human verified

It's a big job.

Unknown speaker not human verified

And thank you for being part of KDIC.

Unknown speaker not human verified

You bet.

Greg Schulte not human verified

Thank you.

Greg Schulte not human verified

Congratulations.

Greg Schulte not human verified

And I'll proceed to Agenda Item 4.1, Peace Officer Oath of Office.

4. Oaths

Greg Schulte not human verified

Chief Call will administer the oaths.

Greg Schulte not human verified

And Deputy Chief Tabor will read the biography.

Unknown speaker not human verified

President Schulte, Dr. Grigorski, school boards,

Unknown speaker not human verified

our distinct honor to introduce you to the two newest officers for KDISD this evening.

Unknown speaker not human verified

First up, we have Officer Andre Singleton.

Unknown speaker not human verified

Andre was born and raised in a small town in Faraday, Louisiana.

Unknown speaker not human verified

During his teenage years, Andre moved to Phoenix, Arizona with his mother, Tanya Walker, and

Unknown speaker not human verified

insisted to pursue better opportunities.

Unknown speaker not human verified

Shortly after graduating high school, Officer Singleton served in the United States Army

Unknown speaker not human verified

for four years as a combat engineer stationed in Fort Drum, New York, as a member of the

Unknown speaker not human verified

10th Mountain Division.

Unknown speaker not human verified

While transitioning from the military to civilian life, Andre became a train conductor for the

Unknown speaker not human verified

Burlington Northern Santa Fe Railway in Denver where he was able to travel back

Unknown speaker not human verified

and forth across the Rocky Mountains continuously. Officer Singleton is the

Unknown speaker not human verified

oldest of five with two younger sisters and two younger brothers. They all reside

Unknown speaker not human verified

here in Texas which is a big part of why Andre decided to move here. He wanted to

Unknown speaker not human verified

be closer to family and to be a role model to his younger siblings. He

Unknown speaker not human verified

graduated from the Houston Community College Police Academy to pursue a

Unknown speaker not human verified

career in law enforcement upon graduation he joined the college station police department

Unknown speaker not human verified

in 2021 he then then pursued another opportunity with the kdisd police department where he now

Unknown speaker not human verified

continues to live his dream in law enforcement and serve his community

Unknown speaker not human verified

community.

Unknown speaker not human verified

Officer Alvin McCarthy was born in October 1992 in Dallas, Texas.

Unknown speaker not human verified

Growing up he attended Trinity Christian High School where he graduated in 2010.

Unknown speaker not human verified

He furthered his education at Sam Houston State University where he was a full-time

Unknown speaker not human verified

student athlete.

Unknown speaker not human verified

Graduated with a Bachelor of Science degree in criminal justice.

Unknown speaker not human verified

and shortly after graduating he began working for the Texas Department of

Unknown speaker not human verified

Criminal Justice where he was employed for the next seven years. Alvin has

Unknown speaker not human verified

always had a passion for law enforcement and wanted to further his career to be

Unknown speaker not human verified

on the same path as his father who is currently employed for the past 33 years

Unknown speaker not human verified

with the Dallas Police Department, Mr. Officer Michael, Sergeant Michael

Unknown speaker not human verified

McCarthy Alvin enrolled at the University of Houston Downtown Police

Unknown speaker not human verified

Academy and earned his basic peace officer certification in July of 22 in

Unknown speaker not human verified

August Alvin was hired by the Katy ISD Police Department where he looks forward

Unknown speaker not human verified

to serving the school district and its surrounding communities his mom was

Unknown speaker not human verified

supposed to be here but she got stuck in traffic.

Unknown speaker not human verified

I, take your name, I solemnly swear, I will faithfully execute the duty of the Office of

Unknown speaker not human verified

of Peace officer, Canadian Pencil School District,

Unknown speaker not human verified

of the state of Texas, I will to the best of my ability

Unknown speaker not human verified

preserve, protect, and defend the Constitution and laws

Unknown speaker not human verified

of the United States and of this state.

Unknown speaker not human verified

So help me God. Congratulations.

Greg Schulte not human verified

Congratulations.

5. Public Comment/Citizen Participation

Greg Schulte not human verified

We'll now proceed into the public comment and citizen participation portion of the meeting.

Greg Schulte not human verified

The public participation section includes two categories.

Greg Schulte not human verified

Category 1 is for speakers signed up to speak on posted agenda items,

Greg Schulte not human verified

and Category 2 is for speakers signed up to speak on non-posted agenda items.

Greg Schulte not human verified

Speakers who signed up to speak on posted agenda items will be allowed three minutes to speak.

Greg Schulte not human verified

For speakers who signed up to speak on non-posted agenda items,

Greg Schulte not human verified

a maximum of 30 minutes has been allocated, with the time divided equally among those who have signed up.

Greg Schulte not human verified

However, the maximum amount of time for any one speaker is three minutes.

Greg Schulte not human verified

If the speaker has not finished speaking at the end of your three minutes, the audio will turn off.

Greg Schulte not human verified

If speakers want to share written material with the board, you must provide ten copies to the Secretary for Board Services before the meeting begins for board members, the superintendent, the chief communications officers, and permanent record.

Greg Schulte not human verified

If a speaker has not attempted to solve a matter administratively through the proper channels as stated in board policy, the presiding officer's designee shall advise the speaker to seek resolution through the appropriate policy.

Greg Schulte not human verified

Finally, pursuant to Texas Government Code section 551074-5510821, the Board will not permit the presentation of personally identifiable information regarding a student.

Greg Schulte not human verified

It will not discuss the appointment, employment, evaluation, reassignment, duties, discipline, or dismissal of a public officer or employee, or to hear a complaint or charge against an officer or employee.

Greg Schulte not human verified

Should a speaker wish to address one of these issues, they must do so through the appropriate local grievance policies, FNG local, DGBA local, CKE local, or GF local.

Greg Schulte not human verified

Our speakers will be called forward in order they sign up to speak.

Greg Schulte not human verified

I think these are all non-agenda items, so we're going to go straight to non-agenda items.

Greg Schulte not human verified

By policy, a maximum of 30 minutes has been allocated with the time divided equally.

Greg Schulte not human verified

There's only four speakers tonight, so each speaker will get three minutes.

Greg Schulte not human verified

the first speaker is John Basta was no the second speaker tonight is Philip

Greg Schulte not human verified

Haddad and the speaker after that is lagoon Lee yeah you can come forward

John Basta not human verified

good evening first of all thank you for allowing me to speak and I know I can't

John Basta not human verified

mention names so I won't but there's been a lot of people within the district

John Basta not human verified

week who have heard my concerns and are very professional and I appreciate all those people.

John Basta not human verified

There are many of them that I know are not allowed to name names so I won't but some are probably

John Basta not human verified

here and some are not. I sent a you probably have a copy of the props of the Morton Ranch High School.

John Basta not human verified

This is a 2022 Morton Ranch program that myself like many parents pay a nice band fee and more

John Basta not human verified

importantly the kids work extremely hard in marching band it's a very i wouldn't do it

John Basta not human verified

they're out in the heat all day practicing and they're after school practicing i don't know what

John Basta not human verified

they like about it but they love it so they give a lot of themselves they give a lot and i feel that

John Basta not human verified

this program here lacks some accountability i don't know how a director i don't know how

John Basta not human verified

a booster program can allow this to be the props in the back here you'll see i know it's hard to

John Basta not human verified

see here that's a bare wood stage splinters and all and parents supposed to help carry this and

John Basta not human verified

kids supposed to help carry this onto the field this is what represents morton ranch high school

John Basta not human verified

in the four years my son has been at this in this marching band program not once have they ever gone

John Basta not human verified

beyond the initial round they always lose at the initial round they never advance this i feel is

John Basta not human verified

ridiculous there's better ways to conduct it and these kids more important to me these kids not

John Basta not human verified

just my kid these kids work extremely hard give it their all and i feel that the school has let

John Basta not human verified

them down and i feel there should be more accountability for the booster club to allow this

Greg Schulte not human verified

thank you very much thank you the next speaker tonight is legang lay and the final speaker

Unknown speaker not human verified

tonight is donna mcelroy good evening good evening thank you for giving me this opportunity today i

Unknown speaker not human verified

I would like to continue to recommend this binary book

Unknown speaker not human verified

to our school library.

Unknown speaker not human verified

It will be helpful for students to learn more knowledge

Unknown speaker not human verified

at the same time.

Unknown speaker not human verified

We always look for efficiency to improve our time and cost.

Unknown speaker not human verified

When we order food at the restaurant,

Unknown speaker not human verified

we often consider the in the food,

Unknown speaker not human verified

as well as the flavor.

Unknown speaker not human verified

Although we like sweet food in general,

Unknown speaker not human verified

we would like to add more protein, fiber,

Unknown speaker not human verified

fiber and vitamins into one dish.

Unknown speaker not human verified

Because our time is very limited,

Unknown speaker not human verified

we try to have healthy food

Unknown speaker not human verified

with proper nutrition efficiently.

Unknown speaker not human verified

For example, I often order sandwich with cheese

Unknown speaker not human verified

as this dish can provide both energy and nutrition

Unknown speaker not human verified

and it is very healthy as well.

Unknown speaker not human verified

Similarly, as I was a high school student,

Unknown speaker not human verified

I knew the importance of efficiency.

Unknown speaker not human verified

I always try to learn different subjects at the same time.

Unknown speaker not human verified

Let's now focus on kids in high school, they also need efficiency.

Unknown speaker not human verified

That's why I continually recommend this binary book.

Unknown speaker not human verified

A few months ago I talked about the story in this book can help the student learn Chinese characters.

Unknown speaker not human verified

For example, the story can help the students distinguish the Chinese character between zhou and chuang, a small boat or big boat.

Unknown speaker not human verified

Today I would like to provide more and many other benefits from this book.

Unknown speaker not human verified

For example, this book not only talks about human history, but also talks about other

Unknown speaker not human verified

traditions in reading, writing, arts, and many other areas.

Unknown speaker not human verified

For example, in Genesis chapter 11 of this book gives a reason why we have a different

Unknown speaker not human verified

language in our humans.

Unknown speaker not human verified

It is a very interesting story.

Unknown speaker not human verified

story. Additionally, in the Christmas holiday is coming in two weeks, but why

Unknown speaker not human verified

there is a Christmas holiday it is giving in this book.

Unknown speaker not human verified

So if you read this book, it can give you a lot of information. In writing, we

Unknown speaker not human verified

typically have five paragraphs when we write an argument, including the

Unknown speaker not human verified

introduction, three key points to support the argument, and the conclusion

Unknown speaker not human verified

paragraph. In Bible there's another typical organization for the articles and

Unknown speaker not human verified

paragraphs. The salvage style, the key points is always placed in the middle,

Unknown speaker not human verified

the front and the back sections match each other and support the key point.

Unknown speaker not human verified

This organization style can help us inspire our writing. Sometimes there are

Unknown speaker not human verified

cases in our meeting, on the monthly meeting, today I would like to mention

Unknown speaker not human verified

the story of Sodom and Gomorrah in chapter 19 of Genesis in this book. It happened about

Unknown speaker not human verified

4,000 years ago. Only two small cities were destroyed by fire from the sky. Although at

Unknown speaker not human verified

that time there was no missiles or nuclear weapons. How can the fire come?

Unknown speaker not human verified

Thank you. Thank you. Appreciate it. Thank you. Good evening.

Greg Schulte not human verified

The last speaker tonight is Donna McElroy.

Greg Schulte not human verified

Good evening.

Unknown speaker not human verified

Good afternoon.

Unknown speaker not human verified

My name is Donna McElmurray.

Unknown speaker not human verified

I will be reading excerpts from an article entitled

Unknown speaker not human verified

Wyoming Library Board Cuts Ties with American Library Association

Unknown speaker not human verified

by Alice Gordomo.

Unknown speaker not human verified

A Wyoming County Library Board has cut ties with the

Unknown speaker not human verified

the American Library Association over its support of books in the local library's children's section

Unknown speaker not human verified

that promotes pedophilia and transgendering children and includes detailed illustrations

Unknown speaker not human verified

of sexual acts. The board voted that its local library will not accept any money from the

Unknown speaker not human verified

organization and will not use any taxpayer dollars to fund any events, material, or training linked

Unknown speaker not human verified

to the ALA. One book that drew outrage in the county is Transmission. It's a how-to book on

Unknown speaker not human verified

how the author Alex Berti went from transitioning from female to male and includes discussions

Unknown speaker not human verified

about breast removal surgery expediting the process by taking large doses of male hormones.

Unknown speaker not human verified

Arthur Schlaeper, an advocate for the biological sexes, told the Epoch Times that exposing children

Unknown speaker not human verified

to sex books is the ultimate and double standards. We don't allow materials on things like how to

Unknown speaker not human verified

to build a bomb, how to cook meth, how to teach people how to commit suicide.

Unknown speaker not human verified

That should and must be extended to prevent children from looking at damaging material,

Unknown speaker not human verified

he said.

Unknown speaker not human verified

Stacey Langton, who founded Mama Grizzly to launch a national campaign against sexually

Unknown speaker not human verified

graphic books in school libraries and the children's section of public libraries, also

Unknown speaker not human verified

agreed with Wyoming's MOOC.

Unknown speaker not human verified

In August, the Epoch Times ran a story about a website run by the ALA designed to teach

Unknown speaker not human verified

librarians how to secretly promote sexual messaging.

Unknown speaker not human verified

After the story ran, the ALA deleted the website.

Unknown speaker not human verified

The ALA has heavy ties to Ohio businessman Steve Potash, founder of OverDrive, the world's

Unknown speaker not human verified

largest supplier of books and digital material to schools and public libraries.

Unknown speaker not human verified

Potash, along with the William and Flora Hewlett Foundation, provided the funding to ALA to

Unknown speaker not human verified

start up a fundraising and advocacy arm of the ALA against book banning.

Unknown speaker not human verified

In September, the ALA also used the website to launch, quote, Banned Books Week and organized

Unknown speaker not human verified

related events across the country.

Unknown speaker not human verified

Board members, I strongly encourage you to sever ties with this activist organization.

Unknown speaker not human verified

organization. Also, I encourage the board to use its authority to conduct an audit of the books in

Unknown speaker not human verified

our libraries. Thank you. Thank you. The board will now reconvene in, whoops, wrong one. This

6. Closed Meeting

Greg Schulte not human verified

concludes the open portion of our meeting. The board will now convene in closed meeting as

Greg Schulte not human verified

authorized under section 551001 of the Texas Government Code for the following purposes.

Greg Schulte not human verified

Texas government code 551071, 551076, and 551129. Thank you.

Greg Schulte not human verified

Is this working? It's not working. There we go. Good evening, everyone.

Greg Schulte not human verified

We're going to go ahead and get started.

7. Reconvene from Closed Meeting

Greg Schulte not human verified

The board will now reconvene in open meeting. Today is Monday, December 12, 2022, and the time is 635 p.m.

Greg Schulte not human verified

On behalf of my colleagues, I welcome everyone to this evening's regular board meeting.

Greg Schulte not human verified

Each board member received this agenda and documentation for this meeting on Friday, December 9, 2022.

Greg Schulte not human verified

The board will receive information and recommendations from staff, administration, and the superintendent on these agenda items at tonight's meeting.

Greg Schulte not human verified

The board members will be able to ask questions, receive answers, and should be prepared to take action.

Greg Schulte not human verified

The board has just reconvened from closed meeting.

Greg Schulte not human verified

In accordance with Chapter 551 of the Texas Government Code, any action arising from discussions in a closed meeting must be taken in open meeting.

Greg Schulte not human verified

We're now proceed to agenda item 8.1, presentation on covering designated Harris County and Fort Bend traffic light boxes with Katy Independent School District artwork.

8.1 Presentation on covering designated Harris and Fort Bend County traffic light boxes with Katy Independent School District student artwork.

Greg Schulte not human verified

The presenter is Mr. Ted Veerling, Chief Operations Officer. Good evening.

Unknown speaker not human verified

We're excited to present a joint project between Cinco Ranch High School graduate, Manita Takre, just graduated from Cinco Ranch High School in June.

Unknown speaker not human verified

Manita, please stand.

Unknown speaker not human verified

The brainchild of, there you go, give her a round of applause.

Unknown speaker not human verified

Don't even know what she did yet, but clap for her.

Unknown speaker not human verified

The brainchild of Monita with support from her former mentors, Duke Keller and Jennifer Stockdick.

Unknown speaker not human verified

This project provides the district an opportunity to wrap traffic light boxes in the greater Katy area with Katy ISD student artwork.

Unknown speaker not human verified

The attachment in BoardDocs displays the proposed artwork and associated campuses.

Unknown speaker not human verified

Currently, we're in the process of wrapping boxes at seven campuses, and we hope to get

Unknown speaker not human verified

the last two very soon.

Unknown speaker not human verified

In order for the district to move forward with the project in Harris County, we're required

to provide an opportunity for public comment.

Unknown speaker not human verified

We have no speakers tonight, so everybody thinks it's a great idea, which we're excited

Unknown speaker not human verified

about.

Unknown speaker not human verified

So 8.2 will not be necessary.

Unknown speaker not human verified

We'd like to thank Monita for her efforts and to bringing beauty to our community.

Unknown speaker not human verified

So we appreciate you, Monita.

Unknown speaker not human verified

And we thank Duke and Jennifer for supporting her as well.

Unknown speaker not human verified

And Duke and Jennifer, are you...

Unknown speaker not human verified

I didn't see you, but well, can't compete with that now, can we?

Unknown speaker not human verified

All right.

Unknown speaker not human verified

So, Monita, come forward.

Unknown speaker not human verified

We'd like to recognize you for your accomplishments.

Unknown speaker not human verified

Thank you.

Greg Schulte not human verified

Thank you.

Greg Schulte not human verified

Congratulations.

Unknown speaker not human verified

Mr. President and Mr. Beierling, where will those pictures be available for the community to see?

Unknown speaker not human verified

Because they're incredible.

Unknown speaker not human verified

They are incredible.

Unknown speaker not human verified

The kids did a great job.

Unknown speaker not human verified

Incredible, young lady.

Unknown speaker not human verified

Way to go.

Unknown speaker not human verified

Yeah, I think once we get them, for sure, once they get approved, then we'll put those out.

Unknown speaker not human verified

I'm sure on social media, Dr. Grooms can help us with that.

Unknown speaker not human verified

And then once they're posted, we'll get pictures of many.

Unknown speaker not human verified

We'll call you back from college every single time.

Unknown speaker not human verified

You're going to have to come in.

Unknown speaker not human verified

And we'll get pictures at the site with the whole thing.

Unknown speaker not human verified

It'll be great.

Unknown speaker not human verified

Love it.

Unknown speaker not human verified

Thank you.

Greg Schulte not human verified

Thank you.

DISTRICT EFFORT ACROSS MANY DEPARTMENTS AND CAMPUSES, AND I'LL BE PROVIDING AN OVERVIEW

Unknown speaker not human verified

OF THE ACTIVITIES WITH AN OPPORTUNITY FOR PUBLIC FEEDBACK THROUGH, SORRY, WITH AN OPPORTUNITY

Unknown speaker not human verified

FOR STAKEHOLDER FEEDBACK THROUGH OUR PUBLIC HEARING.

Unknown speaker not human verified

SO HERE'S AN OVERVIEW OF THE ESSER FUNDS RECEIVED BY THE DISTRICT.

Unknown speaker not human verified

ESSER 1 HAS BEEN FULLY EXPENDED.

Unknown speaker not human verified

ESSER 2 WILL END SEPTEMBER 30TH OF 2023, AND ESSER 3 WILL END SEPTEMBER 30TH OF 2024.

Unknown speaker not human verified

24. AND AS YOU KNOW, THE ATTENT OF THESE FUNDS IS TO HELP SAFELY REOPEN SCHOOLS TO ENDRESS

Unknown speaker not human verified

THE IMPACT OF THE PANDEMIC ON STUDENTS. THERE ARE THREE MAIN BUCKETS WHERE FUNDS CAN BE SPENT,

Unknown speaker not human verified

ACTIVITIES TO ASSIST IN THE SAFE RETURN TO SCHOOL, ACTIVITIES TO ADDRESS LEARNING LOSS,

Unknown speaker not human verified

AND ACTIVITIES TO ADDRESS THE SOCIAL EMOTIONAL NEEDS OF STUDENTS. AND WE'RE REQUIRED TO SPEND

Unknown speaker not human verified

A MINIMUM OF 20% OF THE TOTAL ESSER III GRANT ON THESE LAST TWO AREAS.

Unknown speaker not human verified

There are several assurances required by these grant funds.

Unknown speaker not human verified

We assure that we consulted with district stakeholder groups such as parents, students,

Unknown speaker not human verified

community members, campus staff, and district leadership that represent various subgroups

Unknown speaker not human verified

of students.

Unknown speaker not human verified

This public hearing allows stakeholders to provide feedback on the use of funds plan

Unknown speaker not human verified

and the return to in-person instruction and continuity of services plan, which is strictly

Unknown speaker not human verified

tied to the $67 million we received for ESSER III.

Unknown speaker not human verified

Additionally, we must assure you, our Board of Trustees, that you've been informed that

Unknown speaker not human verified

these are one-time funds and there's no assumption that these funds will be replaced after the grants

Unknown speaker not human verified

have ended the next couple of slides outlines the grant activities implemented to date as a result

Unknown speaker not human verified

of stakeholder input these include additional campus and program staff extra duty pay for

Unknown speaker not human verified

tutorials additional instructional materials and technology and as you can see here the majority

Unknown speaker not human verified

of our esser funded initiatives are geared toward improving academic achievement and

Unknown speaker not human verified

and addressing learning loss as a result of the pandemic.

Unknown speaker not human verified

So here's an overview of ESSER II,

Unknown speaker not human verified

showing how much has been spent across each

Unknown speaker not human verified

of the allowable grant activities that

Unknown speaker not human verified

were selected by the district.

Unknown speaker not human verified

So activities include professional development

Unknown speaker not human verified

for teachers and campus leaders, activities

Unknown speaker not human verified

to enhance our CTE programs, devices and software

Unknown speaker not human verified

to improve online learning.

Unknown speaker not human verified

Several campuses hosted summer programs

Unknown speaker not human verified

to preempt summer regression and fulfill House Bill 4545

Unknown speaker not human verified

requirements.

Unknown speaker not human verified

And as of early December, there was approximately

Unknown speaker not human verified

approximately $9 million remaining.

Unknown speaker not human verified

So I mentioned that ESSER II will end in September of 2023, and this is the plan to ensure that

Unknown speaker not human verified

all funds are expended by this deadline.

Unknown speaker not human verified

We've moved most of the salaries that were coded to ESSER III and to II, and I anticipate

Unknown speaker not human verified

the grant will be fully expended by July of 2023.

Unknown speaker not human verified

And here's an overview of ESSER III, and you will see that this grant mirrors the activities

Unknown speaker not human verified

in ESSER II.

Unknown speaker not human verified

This is where many of the campus staff and initiatives are budgeted, while the department

Unknown speaker not human verified

initiatives were budgeted in ESSER II.

Unknown speaker not human verified

With the move of salary into ESSER II, this allows the extension of these initiatives

Unknown speaker not human verified

for another year, and there's approximately $39 million remaining in this budget.

Unknown speaker not human verified

There are two plans required by these grant programs, which are also included in your

Unknown speaker not human verified

board packet.

Unknown speaker not human verified

The use of funds plan describes the activities that have and will continue to be implemented

Unknown speaker not human verified

across the district and the safe return to in-person instruction and continuity

Unknown speaker not human verified

of services plan which describes the actions taken to ensure the safety of

Unknown speaker not human verified

students there is a mechanism for continuous feedback from our stakeholder

Unknown speaker not human verified

groups and these plans will continue to be reviewed and or revised in the light

Unknown speaker not human verified

of any stakeholder feedback heard this evening okay we will continue to conduct

Unknown speaker not human verified

progress monitoring and gain feedback on these plans from our stakeholders

Unknown speaker not human verified

through the ESSER at kdisd.org email and annual stakeholder survey.

Greg Schulte not human verified

Thank you very much.

Greg Schulte not human verified

Are there any questions, board members?

Unknown speaker not human verified

Yes.

Unknown speaker not human verified

What would be an example of, for example,

Unknown speaker not human verified

the biggest item is comprehensive needs of students?

Unknown speaker not human verified

Where does that encompass?

Unknown speaker not human verified

That's where, so we have a list of grant activities,

Unknown speaker not human verified

so we kind of have to make a judgment call of what goes where.

Unknown speaker not human verified

So a lot of our academic support teachers that provide intervention that we have budgeted there,

Unknown speaker not human verified

any of the instructional materials that campuses buy are coded there.

Unknown speaker not human verified

It's kind of like the bulk of the learning loss that's not already described in another activity.

Unknown speaker not human verified

Those activities go there.

Unknown speaker not human verified

Like if it's not specifically tutorials or technology related, we kind of lump it into

Unknown speaker not human verified

that comprehensive needs of students.

Unknown speaker not human verified

Just one other follow up.

Unknown speaker not human verified

What are some of the, I saw something about the implementation of some of the high quality

Unknown speaker not human verified

assessments, software, screeners, et cetera, so that intervention could be planned.

Unknown speaker not human verified

What are some of those examples that we're using?

Unknown speaker not human verified

I don't remember.

Unknown speaker not human verified

Interventions bought a software program.

Unknown speaker not human verified

It was a junior high screener just so that they could get a reading level.

Unknown speaker not human verified

That was pretty quick, but I don't remember the exact name of it

Unknown speaker not human verified

because it was a purchase over the summer, but I can get you the name of that.

Unknown speaker not human verified

But the other one is as far as assessments,

Unknown speaker not human verified

what they'll do is provide time for teachers to collaborate, to go over data,

Unknown speaker not human verified

and then also sometimes like a lot of times it will have subs that will that

Unknown speaker not human verified

will allow teachers to be able to do that but I don't remember that

Unknown speaker not human verified

intervention program that's fine any other questions I noticed one one other

Unknown speaker not human verified

comment was or goal was reduced class sizes in targeted content areas have we

Unknown speaker not human verified

reduced class sizes have we done that so the campuses were allowed to choose the

Unknown speaker not human verified

the type of position that they felt best meet the needs of that particular campus.

Unknown speaker not human verified

So a lot of campuses will have academic support teachers.

Unknown speaker not human verified

Some will have added a counselor.

Unknown speaker not human verified

Some have added an instructional coordinator.

Unknown speaker not human verified

And then some chose to add additional teachers.

Unknown speaker not human verified

So it's more of a campus-by-campus basis,

Unknown speaker not human verified

but we do have some campuses that chose to kind of reduce class sizes

Unknown speaker not human verified

and have a regular teacher added to their staff that's paid through ESSER funds.

Greg Schulte not human verified

Thank you. Any other questions? Thank you very much. Now move on to the fun stuff now.

Greg Schulte not human verified

naming advisory committee. The presenter tonight is Dr. Andrea Grooms, Chief Communications Officer.

Unknown speaker not human verified

I'm right here.

Greg Schulte not human verified

Oh, there you are.

Greg Schulte not human verified

I was like, where'd she go?

Unknown speaker not human verified

I know.

Unknown speaker not human verified

Usually I'm over there.

Unknown speaker not human verified

I'm actually going to invite Marita to go up to the podium.

Unknown speaker not human verified

She's going to read for us in a bit.

Unknown speaker not human verified

So good evening, President Schulte, trustees, and Superintendent Gregorski.

Unknown speaker not human verified

I'd like to present item 9.1, the naming of elementary school number 45.

Unknown speaker not human verified

On December 5th, the naming advisory committee, which is comprised of future elementary 45

Unknown speaker not human verified

parents, the principal, and two board liaisons came together to review nominations for the

Unknown speaker not human verified

school's name. The name selected by the committee for the board's consideration is David and Terry

Unknown speaker not human verified

Youngblood. Before we introduce Mr. and Mrs. Youngblood, I would like to ask Mrs. Maria

Unknown speaker not human verified

DiPetta, General Manager for Media Relations, to read their biography to provide some background

Unknown speaker not human verified

on why the committee is recommending this name for consideration.

Unknown speaker not human verified

We'll begin with David and Terry Youngblood have dedicated 77 combined years of service to KDISD.

Unknown speaker not human verified

David began his 36-year education career with KDISD in 1977 when he was first hired as a teacher and the head swimming coach at Katy High School.

Unknown speaker not human verified

He ran the swimming program until 1979 when he transitioned to the newly opened Taylor High School.

Unknown speaker not human verified

At that school, David was named the first ever diving coach in the district.

Unknown speaker not human verified

In 1994, he became the assistant principal at Taylor High School and served in that role for 10 years before being named the campus associate principal.

Unknown speaker not human verified

During his time at Katy and Taylor High School, David guided his teams toward earning numerous athletic accomplishments at the district, regional, and state levels.

Unknown speaker not human verified

He also founded the Katy ISD Summer Swimming Recreational Program, which has taught thousands of children in our area how to swim.

Unknown speaker not human verified

Since his retirement from Katy ISD in 2013, David has remained a presence in the district and community by volunteering his time and talents.

Unknown speaker not human verified

He serves on the Katy ISD Athletic Hall of Honor Committee and has served on the Taylor High School Hall of Honor Committee as well.

Unknown speaker not human verified

He was inducted into the KDISD Athletic Hall of Fame in 2019.

Unknown speaker not human verified

David is the voice of Bubba Phi Relays and announces at district and area track meets.

Unknown speaker not human verified

He has worked as a volleyball official in the district for the last 14 years.

Unknown speaker not human verified

David volunteers for Meals on Wheels, is a committee member for the Houston Livestock Show and Rodeo,

Unknown speaker not human verified

and serves as a substitute administrator and teacher for the district.

Unknown speaker not human verified

district. Terry Youngblood was hired at KDISD in 1977 and she met David during her first

Unknown speaker not human verified

few days of new teacher training. The two were married the following year. She was instrumental

Unknown speaker not human verified

in the development in KDISD's vocational career and technical curriculum during her

Unknown speaker not human verified

40 years with the program. Terry began her vocational classes teaching shorthand to future

Unknown speaker not human verified

administrative assistants her courses transformed from type consisted rather

Unknown speaker not human verified

from typewriting to advanced digital graphics she served as Katie high

Unknown speaker not human verified

school's business department chair and set on many committees that adapted the

Unknown speaker not human verified

career and technical education curriculum as a sponsor of future

Unknown speaker not human verified

business leaders of America her club president was elected as the president

Unknown speaker not human verified

of the state FBLA organization in 1999. Terry also coached UIL shorthand typing and accounting

Unknown speaker not human verified

teams to great success. Her passion for education extended beyond the walls of Katy High School.

Unknown speaker not human verified

Terry also taught ESL classes through Katy ISD's community education program, as well as through

Unknown speaker not human verified

summer school. In 2018, she retired from education after 41 years of teaching. However, Terry still

Unknown speaker not human verified

serves as a substitute teacher in Katie and is a member and technology chairperson of the Katie

Unknown speaker not human verified

area retired educators. She also volunteers with Meals on Wheels. David and Terry are longtime

Unknown speaker not human verified

members of the Katie First Methodist Church. They have three children, Brent, Kelly, and Julie,

Unknown speaker not human verified

who are graduates of KDISD and all three of them currently work at KDISD.

Unknown speaker not human verified

David enrolled at the University of Texas at Austin on a diving scholarship and graduated in 1975.

Unknown speaker not human verified

He earned his master's degree in physical education and sport psychology from Colorado State in 1977.

Unknown speaker not human verified

Terry received her associate's degree from Wharton County Junior College,

Unknown speaker not human verified

graduated from Baylor University in 1977 with a Bachelor of Arts in Education and

Unknown speaker not human verified

earned her master's degree in vocational education from the University of Houston

Unknown speaker not human verified

in 1981. Okay thank you Mrs. DiPetta. Now I would like to ask Mr. and Mrs.

Unknown speaker not human verified

Youngblood to please stand to be recognized.

Unknown speaker not human verified

Congratulations.

9.2 Discuss and consider future Board approval of naming Elementary School #46 as recommended by the Naming Advisory Committee.

Unknown speaker not human verified

Congratulations.

Unknown speaker not human verified

Now I would like to move on to item 9.2.

Unknown speaker not human verified

And I'm sorry, President Schulte, were you supposed to?

Unknown speaker not human verified

Okay.

Unknown speaker not human verified

The naming of elementary school number 46.

Unknown speaker not human verified

On December 2nd, a naming advisory committee comprised of elementary 46 parents, the principal, and two board liaisons met to review nominations for the school's name.

Unknown speaker not human verified

The name selected by the committee for the board's consideration is Russell and Cindy Fowden.

Unknown speaker not human verified

Before we introduce Mr. and Mrs. Fowden, Mrs. Maria DiPetta will once again read a biography to provide background information on why the committee is recommending this name for consideration.

Unknown speaker not human verified

Russell and Cindy Fowden have dedicated 66 combined years of service to public education.

Unknown speaker not human verified

Russell is a KDISD lifelong learner.

Unknown speaker not human verified

He attended kindergarten through fifth grade at Addix Elementary, now known as Wolf Elementary.

Unknown speaker not human verified

His middle school years were spent at Katy and West Memorial Junior Highs, and he attended both Katy High School and James E. Taylor High Schools.

Unknown speaker not human verified

During high school, Russell was involved in football and Future Farmers of America.

Unknown speaker not human verified

Russell and Cindy began their education careers in Linden-Kildare ISD.

Unknown speaker not human verified

Russell served as an agricultural science teacher and Cindy taught third grade math, science, and social studies.

Unknown speaker not human verified

In 1992, they moved to Spring, Texas, where they continued teaching in their respective fields.

Unknown speaker not human verified

Unknown speaker not human verified

and followed that experience with a transition to a Christian preschool

Unknown speaker not human verified

where she was able to connect her love for teaching and her love for Christ.

Unknown speaker not human verified

Russell's passion for Katy pulled the Foudens back to hometown in 1999 when he was appointed

Unknown speaker not human verified

as an assistant principal at Katy High School.

Unknown speaker not human verified

After six years, he transitioned to Taylor High School where he served as a grade-level

Unknown speaker not human verified

officer, elections administrator, and director of community education programs.

Unknown speaker not human verified

Unknown speaker not human verified

Through that adventure, he supported students in growing their passion and skills for various

Unknown speaker not human verified

careers within our community.

Unknown speaker not human verified

One way that Russell did this was by creating a farm-to-market program with the STEAM Center

Unknown speaker not human verified

and MCTC.

Unknown speaker not human verified

He retired in 2020 with 35 years in public education.

Unknown speaker not human verified

In 1999, Cindy assumed a fourth grade math and science teaching position at Nottingham Country Elementary

Unknown speaker not human verified

before following her principal, Elizabeth Kulin, to open up Axley Elementary in 2004.

Unknown speaker not human verified

She has said that some of the best years of her career were at Axley.

Unknown speaker not human verified

Lastly, Cindy's dedication to supporting learning on the campus was recognized when she was selected as the school's 2006-2007 Teacher of the Year and was also named the first Katy ISD Math Lead Teacher.

Unknown speaker not human verified

term in 2011 she was also named sorry in 2011 she had the distinct honor of sharing her joy

10.1 Discuss and consider Board approval of the annual review of investment policies and strategies.

Greg Schulte not human verified

We'll now proceed to agenda item 10.1, discuss to consider board approval of the annual revenue of investment policies and strategies.

Greg Schulte not human verified

The presenter tonight is Ms. Sherry Butterfield, Executive Director of Budget and Treasury.

Greg Schulte not human verified

Good evening.

Unknown speaker not human verified

Mr. President, may I ask a procedural question?

Greg Schulte not human verified

Yes.

Unknown speaker not human verified

So the introductions were made tonight for the name's sakes of the new schools, but no action was taken.

Unknown speaker not human verified

Do you want to explain that?

Greg Schulte not human verified

Yeah, so there's going to be a public forum on the 14th between 5 and 7 to get public comment.

Greg Schulte not human verified

And I'm sure everybody's going to come and give raving reviews of the candidates here.

Greg Schulte not human verified

and the next board meeting we will approve the action to name the schools.

Unknown speaker not human verified

The formal action happens in our January meeting.

Unknown speaker not human verified

The formal action in January, yeah.

Unknown speaker not human verified

You know, it's quite interesting.

Unknown speaker not human verified

Let me know if this is not appropriate here,

Unknown speaker not human verified

but it's very interesting to see a room full of Katie grades

Unknown speaker not human verified

and to see so many teachers here.

Unknown speaker not human verified

And I'm thinking, Mr. Fowlton,

Unknown speaker not human verified

surely some of the teachers in this audience probably taught you.

Unknown speaker not human verified

Right?

Unknown speaker not human verified

So some of the Youngblood family mentored you.

Unknown speaker not human verified

And I see Mr. Haskett and Mrs. Holland here, other namesakes, you know, sitting alongside you all because it's a family of Katie greats.

Unknown speaker not human verified

And we have leaders who have taught other leaders.

Unknown speaker not human verified

And you all are, Mr. Stocks is here.

Unknown speaker not human verified

It's just great to see you all.

Unknown speaker not human verified

I know that probably Mrs. Vann has a lot of experience with some of these people as well.

Unknown speaker not human verified

And Mrs. Champagne was sitting here going, she was my son's teacher, Mrs. Fountain.

Unknown speaker not human verified

I mean, you have a place in our hearts.

Unknown speaker not human verified

And there's a reason why committees looked through numerous people deserving and found you to be worthy.

Unknown speaker not human verified

And, you know, it's just an honor to be here.

Unknown speaker not human verified

And it's a tough decision, I know, for those of you on the committee and for the committees.

Unknown speaker not human verified

spent appreciative of all that i just think with an opportunity with all family and things here to

Unknown speaker not human verified

to say how how grateful we are for you and mr president can i say something i can we can we

Unknown speaker not human verified

ask the families to stand because a lot of times we do acknowledge the families and i i'm just so

Unknown speaker not human verified

i'm sure 90 of the people in the room will stand up but curious just curious i mean you you call it

Greg Schulte not human verified

yeah so I guess to what you want to introduce your family that's with you

Greg Schulte not human verified

tonight yeah you want to go first mr. Felden

Unknown speaker not human verified

our personal children can't be here tonight because our youngest daughter is on a plane while she's in the middle of Novesa

Unknown speaker not human verified

her son is taking finals at Texas A&M Round Rock and our older daughter has a holiday program in Capelle ISD

Unknown speaker not human verified

They're working.

Unknown speaker not human verified

And joining me in my course is my wife, and family.

Unknown speaker not human verified

My sister, and my older sister, Sharon.

Unknown speaker not human verified

She's a Katy High graduate, 1980.

Unknown speaker not human verified

And my younger sister Rhonda, she's a 1988 graduate from Lake Creek High School.

Unknown speaker not human verified

I AM THE GRANDFATHER OF MY GRANDFATHER.

Greg Schulte not human verified

EXCELLENT.

Greg Schulte not human verified

THANK YOU.

Greg Schulte not human verified

DO YOU GUYS LIKE TO DO THE SAME?

Unknown speaker not human verified

THIS IS MY WIFE, JERRY.

Unknown speaker not human verified

WE DID MAKE THE FIRST DAY OF THE NEW CHIEF.

Unknown speaker not human verified

Yeah.

Unknown speaker not human verified

I have two kids and they're newborn.

Unknown speaker not human verified

Colin is in the middle of the building.

Unknown speaker not human verified

Richard, who I've got.

Unknown speaker not human verified

David, good blood, who's kind of following my name.

Unknown speaker not human verified

And then we have, back here, Daniel.

Unknown speaker not human verified

And then my youngest daughter is Julie, and her husband is Frank.

Unknown speaker not human verified

Julie is a teacher at Taylor High School, and she's been all of her teaching.

Unknown speaker not human verified

We're at Taylor High School, very similar to what I do.

Unknown speaker not human verified

And their children is .

Unknown speaker not human verified

Hi, guys.

Unknown speaker not human verified

And then we've got Olivia, who's my only granddaughter.

Unknown speaker not human verified

And then we have Vincent right here is their three children.

Unknown speaker not human verified

And they all go to Highlander Elementary, so all of them.

Unknown speaker not human verified

Wow.

Unknown speaker not human verified

So that's my family.

Unknown speaker not human verified

And then I've got my sister-in-law, Marsha, and she got to work with me.

Unknown speaker not human verified

She's Terry's sister.

Unknown speaker not human verified

And then also part of my family, I can do, is Ty and Susan Jackson, who took care of

Unknown speaker not human verified

us at Dana High School for many years.

Unknown speaker not human verified

Eric Arnold, who is a resident of our Dana High School.

Unknown speaker not human verified

Lisa O'Neil, who is the math, not math, English department chair, but she and I could make

Unknown speaker not human verified

a good idea.

Unknown speaker not human verified

And Terry also taught Russell's sister in high school.

Unknown speaker not human verified

So we all kind of intertwined. Russell and I have worked together for many years together and so it's a great honor to be honored with Russell.

Unknown speaker not human verified

We built that one.

Unknown speaker not human verified

Thank you.

Unknown speaker not human verified

I want that one.

Unknown speaker not human verified

David remembers me when I played football at Taylor and our means of schooling off and cleaning up was the overhead doors and go jump in the pool for two a day.

Unknown speaker not human verified

Thank you guys very much.

Unknown speaker not human verified

Thank you.

Unknown speaker not human verified

Mr. President?

Unknown speaker not human verified

Yes.

Unknown speaker not human verified

Since they made a couple of speeches, I want to go ahead and make one.

Unknown speaker not human verified

It'll save me from making one on Wednesday.

Unknown speaker not human verified

I tell you what, I just wanted to say,

Unknown speaker not human verified

our three kids went to Taylor in 97, graduate in 97, 2000, 2003.

Unknown speaker not human verified

three and David was just so awesome for our kids and so supportive and so

Unknown speaker not human verified

helpful Marsha was there as well and but anyway I'm just so happy for you and

Unknown speaker not human verified

because you were really special to our family and really helped us a lot and

Unknown speaker not human verified

we're very supportive and a great experience and just just wanted to

Greg Schulte not human verified

mention that it was fantastic thank you thank you very much again congratulations

Greg Schulte not human verified

Ms. Butterfield, are you ready?

Unknown speaker not human verified

Yes.

Greg Schulte not human verified

Okay.

Greg Schulte not human verified

Agenda item 10.1.

Greg Schulte not human verified

You have the floor.

Unknown speaker not human verified

Thank you, President Schulte, Trustees, Superintendent Gagorski.

Unknown speaker not human verified

Tonight I'm bringing you the annual review of investment policies and strategies.

Unknown speaker not human verified

This item is a compliance requirement with district policy CDA to annually review strategies by fund type

Unknown speaker not human verified

and approve the broker-dealers, investment pools, and training resources.

Unknown speaker not human verified

The attachment lists our broker-dealers, investment pools, and training resources.

Unknown speaker not human verified

And the Public Funds Investment Act, which you'll hear us refer to as PFIA,

Unknown speaker not human verified

governs investment activities by school districts.

Unknown speaker not human verified

Its requirements are incorporated in our CADI CDA legal and local policies.

Unknown speaker not human verified

PFIA authorized investments are described in our CDA local policy, and our quarterly reports meet all CDA disclosure requirements.

Unknown speaker not human verified

requirements. Your approval of item 10.1 meets the requirements set forth in the Public Funds

Unknown speaker not human verified

Investment Act to annually review CDA. Thank you, Ms. Butterfield. Any questions, board members?

Unknown speaker not human verified

Mr. President, just a quick question. So I looked at the slide that had all the

Unknown speaker not human verified

Treasury bills, the Treasury investments that you have, and so is that saying that

Unknown speaker not human verified

basically we're invested we invest 100% in Treasury securities at the moment we

Unknown speaker not human verified

may be it depends on where we are in the market so as as securities mature and we

Unknown speaker not human verified

pick up the next best investment to replace our ladder and ladder out into

Unknown speaker not human verified

that two and three year horizon to get the best interest rate of course our our

Unknown speaker not human verified

Our overarching requirement is safety before liquidity and yield, but safety first.

Unknown speaker not human verified

And treasuries at the time when those investments were purchased were the best yield in the market with risk-free market risk.

Unknown speaker not human verified

But the lion's share is going to be in government securities.

Unknown speaker not human verified

Yeah, for direct investments.

Unknown speaker not human verified

Of course, your local government and pools is where the lion's share of the cash is on a day-to-day basis.

Unknown speaker not human verified

What we float for are in check runs and, you know, our monthly bills from payroll and accounts payable comes from the investment pools through our depository to our check runs.

Greg Schulte not human verified

Thank you.

Greg Schulte not human verified

Any other questions?

Greg Schulte not human verified

If not, I'll entertain a motion.

Ashley Vann not human verified

Mr. President?

Ashley Vann not human verified

Yes.

Ashley Vann not human verified

I move the Board of Trustees approves the annual review of investment policies and strategies.

Ashley Vann not human verified

Second.

Greg Schulte not human verified

We have a motion by Mrs. Vann and a second by Mr. Redman.

Greg Schulte not human verified

We'll now proceed to vote.

Greg Schulte not human verified

Board members, please record your vote on the screen via your keypad.

Greg Schulte not human verified

The motion passes 7-0.

Greg Schulte not human verified

Thank you.

10.2 Discuss and consider Board approval of closed campuses for intra-district and inter-district transfers for the 2023-2024 school year.

Greg Schulte not human verified

Agenda item 10.2, discuss and consider board approval of closed campuses for inter-district

Greg Schulte not human verified

and inter-district transfers for the 2023-2024 school year.

Greg Schulte not human verified

To present her tonight is Mr. Ronnie Edwards, Assistant Superintendent for School Leadership and Support.

Greg Schulte not human verified

Good evening.

Unknown speaker not human verified

Good evening, President Schulte, board members, and Dr. Gagorski.

Unknown speaker not human verified

I'm bringing for your consideration a list of campuses that are recommended to be closed to voluntary student transfers for the 2023-2024 school year.

Unknown speaker not human verified

Board policy FBD Legal and FBD Local address intra-district transfers and closed campuses.

Unknown speaker not human verified

campuses. Board policy, FDA legal and FDA local address inter-district student transfers

Unknown speaker not human verified

for students coming from the outside in. A closed campus is defined as a campus exceeding

Unknown speaker not human verified

or nearly exceeding its building design capacity compared to the enrollment projections over

Unknown speaker not human verified

90% of design capacity. Parents may request voluntary transfers for their students to

Unknown speaker not human verified

to attend other Katy ISD campuses.

Unknown speaker not human verified

Such requests must meet the criteria

Unknown speaker not human verified

established in board policy.

Unknown speaker not human verified

The list of proposed campuses was formulated

Unknown speaker not human verified

by using the building design capacity and the projected

Unknown speaker not human verified

enrollment of each campus for the 2023-2024 school year.

Unknown speaker not human verified

We'll continue to monitor campus enrollment

Unknown speaker not human verified

to determine if any additional campuses need to be

Unknown speaker not human verified

closed throughout the year.

Unknown speaker not human verified

I'll be happy to entertain any questions that you might have.

Unknown speaker not human verified

Thank you.

Unknown speaker not human verified

Are there any questions?

Unknown speaker not human verified

Mr. President, I have some questions. Thank you Mr. Edwards. Can you please, just for

Unknown speaker not human verified

explanatory reasons, explain what is a, you know, what is a, you have explained it through

Unknown speaker not human verified

the legal policy, but in layman's terms, what is a closed campus? That's the first question.

Unknown speaker not human verified

But secondly, where would a high school student go since it looks like they're all...

Unknown speaker not human verified

I thought you might have that question.

Unknown speaker not human verified

Okay.

Unknown speaker not human verified

So first of all, as far as a closed campus, if we close a campus,

Unknown speaker not human verified

we are saying that they are not open to receive transfers.

Unknown speaker not human verified

Now, we use the formula if a campus is at 90% of its design capacity.

Unknown speaker not human verified

And there are some other formulas that are functional capacity,

Unknown speaker not human verified

which means it's less than design capacity.

Unknown speaker not human verified

But we're looking at 90% when we have 90%.

Unknown speaker not human verified

In looking at high schools this year, our high schools are above 90%.

Unknown speaker not human verified

95% design capacity. So we knew that we, in the past, we've had one or two high schools open. I

Unknown speaker not human verified

think last year we had three, and we had one May Creek on the watch list. And when you get in that

Unknown speaker not human verified

situation, you have one, or you have one campus or two campuses that are accepting all the transfers.

Unknown speaker not human verified

We are working to design an internal process to make certain that we can accommodate all of those

Unknown speaker not human verified

students that are transferred, that will be, that a transfer request is approved for.

Unknown speaker not human verified

So we feel like that we can develop a process that may even make it better for a student

Unknown speaker not human verified

who has been approved on transfer so they're not having to go from one all the way across

Unknown speaker not human verified

the district to, for their approved campus.

Unknown speaker not human verified

Okay, then a secondary question to that is if a parent is looking to see, you know, I don't know if this will be posted on the website, but they're going to look to see where can I transfer my child to because they're having some issue or whatever, but they see the list is closed, how will they know that there may be another option for them?

Unknown speaker not human verified

We will, we will, we'll, once we develop that process, we will have that posted as well.

Unknown speaker not human verified

And there is a transfer process as you, as you know, there's a page on the, uh, um, district

Unknown speaker not human verified

website, which accommodates that. And it will show that, um, that there are, the campuses are closed,

Unknown speaker not human verified

but that they will be considered for transfers at the high school level. We know we're going to

Unknown speaker not human verified

have transfers and they're going, there's going to be some that are accepted. And we have even

Unknown speaker not human verified

had situations where we've had to work with a family because they maybe they

Unknown speaker not human verified

couldn't get to that all the way across campus or all the way across the

Unknown speaker not human verified

districts of that closed campus so we do work with families there and the last

Unknown speaker not human verified

house is I know that that's a very well appreciated thing that we have in our

Unknown speaker not human verified

district because I've known kids personally who have highly benefited

Unknown speaker not human verified

from being able to transfer to another school so thank you for your

Greg Schulte not human verified

presentation are there any questions any other questions that I'll entertain a

Leah Wilson not human verified

motion oh yes I just have one question mr. Edwards so for since make re-couses

Leah Wilson not human verified

are our ROTC unit and if there are students who are wanting to go to

Leah Wilson not human verified

made Creek to be and participate with ROTC does this does not make them an

Unknown speaker not human verified

eligible no I can tell you that we would accept those students we do have as

Unknown speaker not human verified

someone who was the former principal of May Creek high school I know how

Unknown speaker not human verified

important the numbers are in that program and we want to make certain that

Unknown speaker not human verified

we continue to meet the standards of that program. So there are several of

Unknown speaker not human verified

those that regardless of the closure, the campus closure, they're going to be

Unknown speaker not human verified

approved like intended residency, change of residence, change of residence

Unknown speaker not human verified

to remain at a campus because they're already in the numbers or child of a

Unknown speaker not human verified

of a KDSD employee or a sibling transfer and that NJROTC transfer.

Ashley Vann not human verified

Follow-up on Ms. Wilson.

Ashley Vann not human verified

Mr. Perez?

Ashley Vann not human verified

Sorry.

Ashley Vann not human verified

You had questions?

Unknown speaker not human verified

I think you just mentioned it.

Unknown speaker not human verified

This does not include if somebody moves to another location or zone to that other high school.

Unknown speaker not human verified

That's not a transfer.

Unknown speaker not human verified

That is correct.

Unknown speaker not human verified

It does not.

Unknown speaker not human verified

If you move into that attendance zone, you can go there.

Unknown speaker not human verified

Okay.

Unknown speaker not human verified

Thank you.

Greg Schulte not human verified

Any other questions?

Greg Schulte not human verified

I'm sorry.

Ashley Vann not human verified

On the NJROTC program, you can stay at your home campus and still be part of that program.

Ashley Vann not human verified

You don't have to.

Ashley Vann not human verified

It's maybe easier if you are on the May Creek campus and be part of that program, but it's

Ashley Vann not human verified

my understanding in 2023 and 2024, we're going to be providing buses to help encourage that

Ashley Vann not human verified

program.

Ashley Vann not human verified

That's off the topic, but I'm just saying you don't have to be at May Creek to be part

Ashley Vann not human verified

of that program, so the transfer doesn't necessarily preclude you from being-

Unknown speaker not human verified

That is correct. We do have students that come from other campuses and they go by themselves.

Unknown speaker not human verified

And then we also, I think currently we may have about nine students that are on a transfer into May Creek High School specifically to attend the program.

Ashley Vann not human verified

But a closed campus at May Creek does not hinder in any way someone being able to be part of that program.

Greg Schulte not human verified

No, ma'am.

Greg Schulte not human verified

Any other questions?

Unknown speaker not human verified

Mr. President.

Unknown speaker not human verified

Yes.

Unknown speaker not human verified

I don't know if this needs to be clarified, but closed campus does not mean full to new people moving here.

Unknown speaker not human verified

If you move to an attendant zone, you have a place at our school.

Unknown speaker not human verified

We'll add buildings.

Unknown speaker not human verified

We'll add chairs.

Unknown speaker not human verified

Is that correct?

Unknown speaker not human verified

That is correct.

Unknown speaker not human verified

It is only for transfers.

Unknown speaker not human verified

Within the district.

Unknown speaker not human verified

That is correct.

Unknown speaker not human verified

So we, KDSD is full.

Unknown speaker not human verified

it's nine high schools and we're balanced and we're full and people are moving here because

Unknown speaker not human verified

of the incredible things that are happening inside every one of those campuses because

Unknown speaker not human verified

the elementary list is long and the junior high list is also long not 100 but

Unknown speaker not human verified

kdsv people inside those buildings are doing an incredible job with their students and we're

Unknown speaker not human verified

happy for them to be here and the next high school number 10 opens when mr gregorski 24 august of 2024

Unknown speaker not human verified

24. it's coming is that right

Greg Schulte not human verified

any other questions if not i'll entertain a motion mr president

Lance Redmon not human verified

yes i move that the board of trustees approves the closed campuses for

Lance Redmon not human verified

inter-district intra-district and inter-district transfers for the 2023-2024

Greg Schulte not human verified

school year okay we have a motion by mr redmond a

Greg Schulte not human verified

second by miss wilson is that okay that's kind of close

Greg Schulte not human verified

we'll now proceed to vote board members please record your vote on the screen

Greg Schulte not human verified

screen via your keypad. The motion passes 7-0. Thank you very much. 10.3, discuss and consider

10.3 Discuss and consider Board Approval of Stop Loss Insurance for Health Plan Year 2023.

Greg Schulte not human verified

board approval of stop-loss insurance for health insurance plan 2023. The presenter is Mr. Lance

Unknown speaker not human verified

Nauman, director of risk management. Good evening. Good evening, President Schulte, Dr. Krakorski,

Unknown speaker not human verified

and board of trustees. In 2004, KDISD began providing health benefits to plan participants

Unknown speaker not human verified

as a qualified self-insured employer. As a self-insured employer providing health benefits

Unknown speaker not human verified

to staff, the financial responsibility rests solely upon the district. To date, health benefit

Unknown speaker not human verified

options have given employees quality care while allowing the district to manage inflationary cost

Unknown speaker not human verified

trends. Every year, an independent actuarial study is prepared to model expected costs to the plan

Unknown speaker not human verified

with premiums and deductibles deriving from this study. As part of this study, an annual analysis

Unknown speaker not human verified

of how large losses impact the financial performance of the plan is performed. It was

Unknown speaker not human verified

a conscious decision until plan year 2020 not to carry stop-loss insurance. For plan year 2021,

Unknown speaker not human verified

the district engaged with Aetna to begin providing stop-loss coverage. This program provides

Unknown speaker not human verified

individual stop-loss coverage to cover large individual claims incurred by the

Unknown speaker not human verified

plan. Factors to consider in determining the need for stop-loss coverage are as

Unknown speaker not human verified

follows. One, protection against large individual losses. Two, long-term plan

Unknown speaker not human verified

stabilization. Three, medical inflation and now four, future pandemic episodes. It is

Unknown speaker not human verified

recommended by the Board of Risk Management to continue the purchase of

Unknown speaker not human verified

stop-loss insurance coverage with Aetna for plan year 2023 at $13.39 per employee per member

Unknown speaker not human verified

with a $750,000 self-insured retention. The estimated annual premium for this program is

Unknown speaker not human verified

$1.282 million and again it is recommended the Board of Trustees approves the renewal proposal

Unknown speaker not human verified

for individual stop loss provided by Aetna for health plan 2023. Mr. Norman, I have a question.

Greg Schulte not human verified

You know how much we've saved by the value? I mean, obviously recommending, so I'm assuming it's

Greg Schulte not human verified

the numbers pan out where we're coming out ahead. Do you have any idea how to qualify that? Yes,

Unknown speaker not human verified

and I will just give you a little, a brief analysis. In 2020, when we weren't carrying

Unknown speaker not human verified

stop loss. If we had applied the individual losses, we lost $994,000. In plan year 2021,

Unknown speaker not human verified

we saw a gain of claims paid against premiums paid of a positive $852,000 to the plan.

Unknown speaker not human verified

And then recently in plan year 2022, $684,000. We're not quite finished with plan year 22,

Unknown speaker not human verified

but that's a very close estimate where we might land on as of November.

Greg Schulte not human verified

Any other questions?

Unknown speaker not human verified

Mr. President, the $750,000 self-insured retention, that's for the whole plan in the aggregate?

Unknown speaker not human verified

No.

Unknown speaker not human verified

Or per single claim?

Unknown speaker not human verified

This is per single claim.

Unknown speaker not human verified

This is individual stop loss.

Unknown speaker not human verified

So if we have a claim, the claim would go to $750,000.

Unknown speaker not human verified

At that point, EDDA begins paying for those losses beyond that.

Unknown speaker not human verified

The plan is we do not purchase in the aggregate, which is total plan cost.

Unknown speaker not human verified

Okay, so it could be several of-

Unknown speaker not human verified

It could be several, yes.

Unknown speaker not human verified

Hopefully not, but-

Unknown speaker not human verified

Hopefully not.

Unknown speaker not human verified

And we're actually, as I referred to in item number four, now we must consider pandemic

Unknown speaker not human verified

issues that we had not previously considered.

Unknown speaker not human verified

So we're starting to see a slowing trend of those type losses.

Greg Schulte not human verified

Thank you.

Greg Schulte not human verified

Any other questions?

Greg Schulte not human verified

Now I'll entertain a motion.

Ashley Vann not human verified

Mr. President?

Greg Schulte not human verified

Yes.

Ashley Vann not human verified

I move the Board of Trustees approves a stop loss in short-term care for the

Ashley Vann not human verified

for health plan year 2023 second we have a motion by mrs. van a second by mr.

10.4 Discuss and consider Board approval of the Innovative New Course Application submission for Elements of Data Science.

Greg Schulte not human verified

Discuss and consider board approval of innovative new course application submission for elements of data science.

Greg Schulte not human verified

The presenter tonight is Ms. Alicia Bates, Director of Secondary Curriculum and Instruction.

Greg Schulte not human verified

Good evening.

Greg Schulte not human verified

I'm sorry I skipped over you.

Unknown speaker not human verified

No problem.

Unknown speaker not human verified

Good evening, Board President Schulte, Trustees, and Superintendent Grigorski.

Unknown speaker not human verified

The purpose of the course, Elements of Data Science, is to introduce students to the skills needed for the much sought out and growing career field of data science.

Unknown speaker not human verified

Currently, there is not a TEKS-based course offered to fulfill student interests in this field.

Unknown speaker not human verified

In response to the growing interest, during the 21-22 school year, a teacher at Tompkins High School developed and successfully piloted the course, Elements of Data Science, which is a requirement in order for us to apply for an innovative course status.

Unknown speaker not human verified

Currently both Tompkins High School and Seven Lakes High School offer this course and have been have seen student interest and enrollment grow.

Unknown speaker not human verified

Secondary curriculum and instruction is proud to present the application for the cutting edge course to the KDISD Board of Trustees for approval to be submitted to TEA for the innovative course status.

Unknown speaker not human verified

I'm happy to answer any questions you may have right now.

Greg Schulte not human verified

Are there any questions?

Unknown speaker not human verified

Any other questions?

Unknown speaker not human verified

I would just like to make a comment.

Unknown speaker not human verified

I'm so excited to see this because I know that, you know, I have a daughter that's at

Unknown speaker not human verified

A&M and a lot of her friends, she's in the Mays Business School, but a lot of her friends

Unknown speaker not human verified

are taking, I don't know what the degree plan is called, but anyway, this is popular, I

Unknown speaker not human verified

know, at A&M.

Unknown speaker not human verified

So it's good for those kids who are interested in that to get kind of a jump start on that.

Unknown speaker not human verified

So I appreciate seeing this.

Greg Schulte not human verified

Any other questions?

Unknown speaker not human verified

Mr. President, I see that this course is at two high schools.

Unknown speaker not human verified

Currently.

Unknown speaker not human verified

Is that where you intend to kind of still at two high schools?

Unknown speaker not human verified

And I like the numbers I saw of enrollment.

Unknown speaker not human verified

I expect those to grow.

Unknown speaker not human verified

If we approve this, do you expect it to spread to other high schools?

Unknown speaker not human verified

Is that the goal?

Unknown speaker not human verified

Yes, ma'am.

Unknown speaker not human verified

Hopefully it will go to all high schools.

Unknown speaker not human verified

So that would require make sure you have the right teacher,

Unknown speaker not human verified

and then we'll just talk about it and talk about it

Unknown speaker not human verified

and get those boys and girls.

Unknown speaker not human verified

I love these opportunities, and you're exactly right, of course,

Unknown speaker not human verified

that this is a great need, and I'm glad to see it.

Unknown speaker not human verified

I probably, for one, would probably not enroll in it.

Unknown speaker not human verified

It's way too much data for me.

Unknown speaker not human verified

But Mr. Schulte would be real.

Unknown speaker not human verified

You can take my place.

Leah Wilson not human verified

Yeah, I'll do that.

Unknown speaker not human verified

I'm really glad we're having it for students.

Unknown speaker not human verified

Thanks for the presentation.

Lance Redmon not human verified

Mr. President, would this be a follow-up to AP Statistics?

Unknown speaker not human verified

Yes, it's a follow-up.

Unknown speaker not human verified

It's the course after AP Statistics or Academic Statistics.

Greg Schulte not human verified

I'll entertain a motion if there's no more questions.

Greg Schulte not human verified

Yes.

Leah Wilson not human verified

I move that the Board of Trustees approves the innovative new course application submission for elements of data science.

Greg Schulte not human verified

We have a motion by Ms. Wilson, second by Mrs. Vann.

Greg Schulte not human verified

We'll now proceed to vote.

Greg Schulte not human verified

Board members, please record your vote on the screen via your keypad.

Greg Schulte not human verified

The motion passes 7-0. Thank you very much.

Greg Schulte not human verified

Thank you.

Greg Schulte not human verified

Exciting.

10.5 Discuss and consider holding a joint election with the City of Katy for the May 6, 2023 Election.

Greg Schulte not human verified

10.5, discuss and consider holding a joint election with the City of Katy for the May 6, 2023 election.

Greg Schulte not human verified

The presenter tonight is Mr. Justin Graham, General Counsel and Election Administrator.

Greg Schulte not human verified

Good evening.

Unknown speaker not human verified

Trustees, President Schulte, Dr. Krakorski, what we have in front of you tonight is sort of a unique agenda item,

Unknown speaker not human verified

and I want to give just a little bit of background about why we're here talking about it.

Unknown speaker not human verified

attached to that agenda item in board docs which is members of the public can go see in october of

Unknown speaker not human verified

this year we were approached by the city of katie with an inquiry about would it be possible for the

Unknown speaker not human verified

district to hold joint elections with the city of katie nobody at the district prompted that or or

Unknown speaker not human verified

we had had no conversations actually with the city of katie prior to getting that letter from the

Unknown speaker not human verified

mayor since that time i have had a few discussions with the city to say hey what is that going to

Unknown speaker not human verified

look like um and so let me let me just uh kind of walk you through what i think some of the high

Unknown speaker not human verified

points are and then i'll answer any questions that you're that you're certain to have um historically

Unknown speaker not human verified

kdisd has run its own elections in may right you guys know ever since i've been here i've been the

Unknown speaker not human verified

elections administrator for the district which means we are responsible for the voting equipment

Unknown speaker not human verified

which we just updated our voting equipment before last May's election and

Unknown speaker not human verified

Actually hiring the staff

Unknown speaker not human verified

That independent contractors to come in and run our elections for us

Unknown speaker not human verified

And oversee everything from the ballot counting and tabulation to the early ballot board

Unknown speaker not human verified

Mr. Haskett was here earlier. He has long served in that position for us and many things that he's done for us

Unknown speaker not human verified

Historically Katie I see he's done that alone

Unknown speaker not human verified

We've done it on our own.

Unknown speaker not human verified

There was a long-standing history where we tried to ask the counties to work with us

Unknown speaker not human verified

so we wouldn't have to be in the elections business.

Unknown speaker not human verified

But again, we're in Waller, Harris, and Fort Bend counties.

Unknown speaker not human verified

Well, Fort Bend County has always been really eager to work with us.

Unknown speaker not human verified

Harris County has not.

Unknown speaker not human verified

And that continues to sort of be a trend.

Unknown speaker not human verified

So traditionally, if you are, and this request is just for the city of Cady.

Unknown speaker not human verified

So those watching online, hey, if I've got a KD address, right, I've got a 77494 or 77493, that doesn't necessarily apply to you if you don't actually live in the city limits and pay city taxes.

Unknown speaker not human verified

Historically, if you do live in the city of Katy, when May elections happen to vote for city council or mayor and or the school board, you've had to go to two different places on election day.

Unknown speaker not human verified

You've had to go to two different early voting locations.

Unknown speaker not human verified

You've had to go to two different places on election day.

Unknown speaker not human verified

so we got this we got this uh approach from the city so we started looking at it and we looked

Unknown speaker not human verified

at our budget what we've been spending uh we think we've got a really we've got a really good figure

Unknown speaker not human verified

of course coveted numbers sort of influenced that but i think we've got a really good figure

Unknown speaker not human verified

and a really good staffing ratio now um and then uh we looked at i had the city katie pull some

Unknown speaker not human verified

numbers and i think y'all have been given those numbers about what their cost expenditure has been

Unknown speaker not human verified

been in the past. Then we started looking at, I said, okay, if this is the question,

Unknown speaker not human verified

does it make sense for us as a district to do this? And why would it make sense for us? Well,

Unknown speaker not human verified

I can tell you, other than providing a service to our folks, it has a couple of things. Number one,

Unknown speaker not human verified

there would be no change in equipment, no change in our voting locations, right? We, you as a board,

Unknown speaker not human verified

have set the voting locations. We're not changing those, not even at city request. No change in our

Unknown speaker not human verified

our hours there's no change in the number of workers that we would have to

Unknown speaker not human verified

have and there's no change in our ballot board and the proven processes that we

Unknown speaker not human verified

have here in Katy ISD and I thought about you know we've got a sunk cost so

Unknown speaker not human verified

what we're good about it we've got a sunk cost that's there that would allow

Unknown speaker not human verified

us to cost share with the city of Katy so we there we could do a cost-sharing

Unknown speaker not human verified

agreement you know if we thought it wasn't going to impact us very much

Unknown speaker not human verified

which i really don't think it's going to impact our election that it would allow the city of kd

Unknown speaker not human verified

to pay us which would actually decrease the amount of expenditures out of kdisd's budget

Unknown speaker not human verified

which would be good again as we're pinching for every penny right in the teacher shortage

Unknown speaker not human verified

budget shortage everything uh it would allow us to share workers election workers at a premium

Unknown speaker not human verified

especially with covet and having the additional staff so katie we wouldn't be competing with the

Unknown speaker not human verified

city of katie during the may election for the same really because you're competing for the

Unknown speaker not human verified

the same workers. And then the fourth thing is greater access, less hassle for folks that live

Unknown speaker not human verified

both in the city, that live in the city of Katy. They go to one kind of a one-stop shop. What are

Unknown speaker not human verified

the bads? Well, in the city of Katy, if there is a runoff election, if somebody doesn't get the

Unknown speaker not human verified

majority of the vote, then they have to have a runoff. Katy ISD does not do that. That's not part

Unknown speaker not human verified

of what we do. You just have to have simply the most number of votes here in the city of Katy.

Unknown speaker not human verified

And then there is a small portion actually in the Young Ranch area, which is just a couple, it's not that many homes, but they actually live in the Lamar School District.

Unknown speaker not human verified

So those folks are going to have to, would have to vote in two different locations.

Unknown speaker not human verified

So all that being said, we got a charge.

Unknown speaker not human verified

I got a charge from this board, I think 24, 22 months ago.

Unknown speaker not human verified

go, I think Ms. Wilson kind of asked the first question, hey, could we in the city of Fulcher

Unknown speaker not human verified

have a same day voting location so that we don't have to, you know, somebody doesn't have to,

Unknown speaker not human verified

at the time it was Schaefer Elementary, but now it's been Jordan High School, that we don't have

Unknown speaker not human verified

to go to two different voting locations to vote in the city of Fulcher election and KDIC election.

Unknown speaker not human verified

election. We thought we had an agreement worked out last May. I actually was on the phone today or

Unknown speaker not human verified

communicated today again with Fort Bend County's elections administrator. He's promised me that

Unknown speaker not human verified

if the city of Fulcher has an election, that their election day voting site is going to be

Unknown speaker not human verified

at Jordan High School, which is where our election day polling location is going to be. So again,

Unknown speaker not human verified

we're trying to partner with those two big cities that are in our jurisdiction, again,

Unknown speaker not human verified

again, to make it a little easier on our folks.

Unknown speaker not human verified

So having said all that, I know you guys may have some questions on this.

Unknown speaker not human verified

I'm happy to take them.

Unknown speaker not human verified

I don't have them.

Unknown speaker not human verified

There is no administrative recommendation.

Unknown speaker not human verified

I don't have a recommendation for you.

Unknown speaker not human verified

This isn't asked from the city.

Unknown speaker not human verified

This is going to be a purely board decision as to whether or not you think it's going to be beneficial for us.

Unknown speaker not human verified

So any questions?

Unknown speaker not human verified

Mr. President?

Unknown speaker not human verified

Yes.

Unknown speaker not human verified

Thank you, Mr. Graham.

Unknown speaker not human verified

So you said we'd see cost. I don't see cost in the thing that we have here, but you don't think it really is.

Unknown speaker not human verified

What does cost look like for us that much different to do this?

Unknown speaker not human verified

So this will not increase the cost for us.

Unknown speaker not human verified

What this will do is it has an opportunity because the city of Katy is they budget $50,000 a year, but they spend about $30,000 a year traditionally on their election.

Unknown speaker not human verified

what would allow them to pay us $30,000 and piggyback off of our election.

Unknown speaker not human verified

The thought being, if we're doing the same amount of work here for KDISD,

Unknown speaker not human verified

if it really is just you're coming to the ballot and checking another box,

Unknown speaker not human verified

it doesn't create additional work for us here.

Unknown speaker not human verified

And so we could put that $30,000 from the city.

Unknown speaker not human verified

And I don't know a number.

Unknown speaker not human verified

We would have to negotiate that.

Unknown speaker not human verified

And we could put that towards KDISD's cost as an offset, right?

Unknown speaker not human verified

So if you're a taxpayer in both jurisdictions, it's helpful.

Unknown speaker not human verified

But if you're just a Katie ISE resident it brings the cost of our election down annually for the same amount of work

Unknown speaker not human verified

So early voting all of their people would vote here at that at the admin building at the LMC

Unknown speaker not human verified

Yes, they would not vote at their Katie locations. They would vote here there. There will be no or

Unknown speaker not human verified

Katie sites of their own it traditionally their early voting location is at City Hall or the City Civic Center

Unknown speaker not human verified

that will go away and they will have to those folks will have to come to the LMC I

Unknown speaker not human verified

really

Unknown speaker not human verified

Appreciate making things easy for voters because it's been

Unknown speaker not human verified

For as many years as I know they have to go to two places all the time and they do you know they?

Unknown speaker not human verified

They do do that so I I really like this idea that

Unknown speaker not human verified

When you talk about full sure it was on my list same as mrs. Wilson

Unknown speaker not human verified

and is there a benefit to doing a joint election with Fulcher so they don't have to,

Unknown speaker not human verified

even if you're at the same high school or the same location,

Unknown speaker not human verified

you have to have two voting areas and two check-ins as they used to do for the KD and the KDISD one.

Unknown speaker not human verified

Right.

Unknown speaker not human verified

Would it be beneficial to have one ballot, and when you go in and give your driver's license,

Unknown speaker not human verified

It gives you the ballot that has KDSD and City of Katy or KDSD and City of Fulshire

Unknown speaker not human verified

Okay, so I think what how we're how we will structure

Unknown speaker not human verified

Let me try and answer that question with what I think the answer to this and then some explanation

Unknown speaker not human verified

What we will have is you will have to still go to two different voting machines

Unknown speaker not human verified

But we'll try and have it set up in the same hallway

Unknown speaker not human verified

You know if it whether it's at the pack

Unknown speaker not human verified

you'll walk in one door vote in the Katie ISD election then also you can

Unknown speaker not human verified

vote in the Fort Bend election in the same hallway so literally two different

Unknown speaker not human verified

machines and the reason we do two would be two different machines as opposed to

Unknown speaker not human verified

what we're what the city Katie's proposing is because a large portion of

Unknown speaker not human verified

the city of Fulcher is not in Katie ISD right in fact I think most of their

Unknown speaker not human verified

folks are actually in Lamar consolidated in the city of Fulcher they actually

Unknown speaker not human verified

contract because the entire city of Fulcher is in Fort Bend County so Fort

Unknown speaker not human verified

Fort Bend County runs their votes.

Unknown speaker not human verified

This would be much easier for the city of Katy if they weren't like us in Waller, Fort Bend, and Harris counties.

Unknown speaker not human verified

That's why we share the same headaches, right, because we're both in all three counties.

Unknown speaker not human verified

Mr. President?

Unknown speaker not human verified

Yes.

Unknown speaker not human verified

So, other than the city proper of Katy and Fulcher, this does not affect anything else in the Katy ISD at large?

Unknown speaker not human verified

It would not affect anything else. So if you live in the Taylor zone

Unknown speaker not human verified

You're not all of a sudden going to get a ballot to vote for the mayor of the city of Katy

Unknown speaker not human verified

It's a process will look the same. I just want to make sure that's clear and then also there wouldn't on

Unknown speaker not human verified

Election day other than full sure the city of Katy

Unknown speaker not human verified

Election day would really be the same

Unknown speaker not human verified

Because we already go to the municipal building in there and there's

Unknown speaker not human verified

Yeah, and we go to two different locations, correct?

Unknown speaker not human verified

Yes.

Unknown speaker not human verified

And then they have to go to two different things within the building.

Unknown speaker not human verified

Right.

Unknown speaker not human verified

And so that part wouldn't change either.

Unknown speaker not human verified

No, so again, yeah, so you're correct.

Unknown speaker not human verified

So think about it, city of Katy voters now, okay, you would vote at either, it used to be the library right there, or you vote at City Hall, which moved to the Civic Center last year.

Unknown speaker not human verified

Instead of that, we're going to have Katy ISD again.

Unknown speaker not human verified

Our voting locations aren't going to change.

Unknown speaker not human verified

So we'll have one over there at that municipal building by the police station and then at the Civic Center

Unknown speaker not human verified

So those will again will not change for us

Unknown speaker not human verified

So the only thing for the city of Katy that is proposed to be changed is for the early voting

Unknown speaker not human verified

Locations to all be combined into one area. Yeah, so that again if you want to early vote for the city of Katy

Unknown speaker not human verified

Right again, that's because they want to piggyback off our election. So we're not gonna change anything

Unknown speaker not human verified

anything we're doing but if they want if they want to do it I just want to make

Unknown speaker not human verified

this clear that that's the only thing for the city of Katy that would change

Unknown speaker not human verified

is that everybody could vote at the same place early voting and I agree with

Unknown speaker not human verified

mrs. Fox that that would be make it easier for them obviously just family

Unknown speaker not human verified

they would only have to go to the one thing thank you any other questions I

Leah Wilson not human verified

have a question yes so when I was running for election and I would visit

Leah Wilson not human verified

the sites in the city of Katy, there were lots of tents. Are we going to set up and allow lots of

Unknown speaker not human verified

tents at the LMC? Well, there's always, as a voting site, there's always the opportunity for

Unknown speaker not human verified

you to stand outside of that 100-foot barrier. The good part about early voting, being at the LMC

Unknown speaker not human verified

and being in late April and early May.

Unknown speaker not human verified

We don't have anything going on at the LMC at that time period,

Unknown speaker not human verified

and we've got that whole parking lot out there.

Unknown speaker not human verified

So if somebody from the city, let's say there's a mayor's race,

Unknown speaker not human verified

there's no mayor's election this year,

Unknown speaker not human verified

but somebody wants to come out there every day

Unknown speaker not human verified

and set up a tent for early voting,

Unknown speaker not human verified

we're going to have ample space for them to do so in the LMC parking lot.

Unknown speaker not human verified

It's not going to affect our voters' access.

Unknown speaker not human verified

Of course, Election Day, I know what you're thinking about Election Day,

Unknown speaker not human verified

but those tents are already there anyway right any other questions mr. president

Unknown speaker not human verified

mr. Perez so the ballast however would be would be different we separate so it

Unknown speaker not human verified

would be it would be it's if you're a yes the answer I think to that is yes so

Unknown speaker not human verified

if you're a Katie isd voter that doesn't live in the city you're just going to

Unknown speaker not human verified

have trustee a b and c right those are the races you're going to vote in if you're a kdisd voter

Unknown speaker not human verified

that lives in the city you're going to have trustee a b and c and then city councilman a b and c

Unknown speaker not human verified

on one ballot only for the city of katie that's right combined that's right so if you don't live

Unknown speaker not human verified

if you don't have a city of katie address you're never going to know the difference because

Unknown speaker not human verified

that nothing's going to show up on your ballot.

Unknown speaker not human verified

It's almost like, think about the general election, think about the last November election

Unknown speaker not human verified

that you voted in, right?

Unknown speaker not human verified

If you're in a certain precinct, right, you have JP for precinct five, example for Harris

Unknown speaker not human verified

County.

Unknown speaker not human verified

If you don't live in that precinct, you're not going to get that ballot.

Unknown speaker not human verified

So if you don't live in the city of Katy, you're not going to get any ballot for council

Unknown speaker not human verified

persons in the city of Katy.

Unknown speaker not human verified

And our locations would be the same?

Unknown speaker not human verified

Absolutely.

Unknown speaker not human verified

Absolutely. We're not changing what we're doing for that.

Unknown speaker not human verified

So I'm just thinking, why would we do it or not do it?

Unknown speaker not human verified

Why would we not do it, or what would be the argument for not doing it?

Unknown speaker not human verified

Again, as I went through what are the possible bad things,

Unknown speaker not human verified

the thing that comes to mind is runoff elections, right?

Unknown speaker not human verified

So let's say they have a three-person race for mayor.

Unknown speaker not human verified

The mayor's not on the ballot this year.

Unknown speaker not human verified

but three-person race for a city council person at large and somebody doesn't get 50 percent then

Unknown speaker not human verified

the city of katie's going to have to do a runoff election my uh our our goal here would be if you

Unknown speaker not human verified

if you do decide to let us move forward with this then what we would probably say is city katie

Unknown speaker not human verified

will run your general election but if it's a runoff we'll let you use our equipment but we're

Unknown speaker not human verified

not we're going to step out of the runoff business because we don't have we would not have any

Unknown speaker not human verified

business being there would be no reason for us to expend time and district money

Unknown speaker not human verified

on that so from a cost standpoint it's a bet it's a benefit because the city of

Unknown speaker not human verified

Katy will be paying us some amount that they normally would that they normally

Unknown speaker not human verified

would have paid running their own election yes sir correct mr. president

Unknown speaker not human verified

so a great benefit to this is sharing services sharing people that are hard to

Unknown speaker not human verified

come by there will be no lmc voting on election day there never is it'll be those two and can any

Unknown speaker not human verified

katie resident vote at any kdisd location like they can for a kdsd election would those

Unknown speaker not human verified

would that ballot spit out if you vote at taylor high school but you live inside katie

Unknown speaker not human verified

it will for early voting now remember on election day that early voting they could vote at taylor

Unknown speaker not human verified

They can vote at Seven Lakes if they're over there because the ballot spits out based on your driver's license.

Unknown speaker not human verified

That's right.

Unknown speaker not human verified

So let's say you live in the city of Katy, but you work at Taylor High School.

Unknown speaker not human verified

You could walk down the hall and then vote in both elections.

Unknown speaker not human verified

It's just such a great benefit for people, I think.

Unknown speaker not human verified

I think that's a great benefit.

Unknown speaker not human verified

So let me just get this straight, Mr. Graham.

Unknown speaker not human verified

So to follow up with what Mrs. Fox is saying, so as it is now,

Unknown speaker not human verified

if you live in Katy proper and you work at Taylor High School, you cannot vote.

Unknown speaker not human verified

I mean you could vote for the KDISD, but you couldn't vote for your council people and all that at Taylor High School.

Unknown speaker not human verified

Correct.

Unknown speaker not human verified

So right now they would still have to drive over.

Unknown speaker not human verified

They would still have to drive to the city.

Unknown speaker not human verified

Yes, ma'am.

Unknown speaker not human verified

But this new, if we did this, that teacher that works at Taylor High School that lives in Katy proper could just go down and vote for all the things.

Unknown speaker not human verified

Check both boxes.

Unknown speaker not human verified

Yes, ma'am.

Unknown speaker not human verified

And the same thing for Jordan High School if they lived in Fulcher.

Unknown speaker not human verified

or it's not an early voting site but seven lakes morton ranch okay all right i got it

Lance Redmon not human verified

mr president yes mr graham if so if we if we were to move forward with this

Lance Redmon not human verified

city of katie would still have to we we would go back to city of katie and say we're open to this

Lance Redmon not human verified

the board has approved it or it's a done deal if we move forward with it today uh the board

Unknown speaker not human verified

They have not taken action on this, but I do not feel like they would have approached us unless they were resolute in this.

Unknown speaker not human verified

You have to think, I will note, we invested in new voting equipment last year, which I hope everybody really enjoyed,

Unknown speaker not human verified

and we have the paper back up now, which adds a level of confidence.

Unknown speaker not human verified

They're going to have to purchase new voting equipment in the distant future,

Unknown speaker not human verified

and they're looking for a workaround on that safe taxpayer money and they said hey we've got this sunk cost perhaps we could partner with the

Unknown speaker not human verified

KDSD

Unknown speaker not human verified

Mr. President I'm prepared to make a motion if everyone's finished with questions, but I have a question for mr. Graham first this motion

Unknown speaker not human verified

Do we need a motion that says

Unknown speaker not human verified

that defines the

Unknown speaker not human verified

Only a general election, but not a runoff or will you make that conversation?

Unknown speaker not human verified

to take this to them and say that's the decision.

Unknown speaker not human verified

No, I mean, you have my word as council.

Unknown speaker not human verified

I'm not going to allow us to negotiate an agreement

Unknown speaker not human verified

that we're on the hook for the runoff.

Unknown speaker not human verified

I agree with what you said.

Unknown speaker not human verified

We won't do the runoff because none of our business anyway.

Unknown speaker not human verified

It's just their people and it's added cost.

Unknown speaker not human verified

Right.

Unknown speaker not human verified

Again, I've had a conversation with the city administrator

Unknown speaker not human verified

and mayor that says if our board decides to do this,

Unknown speaker not human verified

we're not in the runoff business.

Unknown speaker not human verified

Okay.

Unknown speaker not human verified

Are you ready for the motion, Mr. Chairman?

Unknown speaker not human verified

I am.

Unknown speaker not human verified

I move that the Board of Trustees approves

Unknown speaker not human verified

of holding a joint election this May

Unknown speaker not human verified

and authorize the district's administration to negotiate and finalize a joint election and cost-sharing agreement with the City of Katy.

Unknown speaker not human verified

Second.

Greg Schulte not human verified

We have a motion by Mrs. Spox and a second by Mrs. Champagne.

Greg Schulte not human verified

We'll now proceed to vote.

Greg Schulte not human verified

Board members, please record your vote on the screen pad.

Greg Schulte not human verified

Screen.

Greg Schulte not human verified

No screen.

Greg Schulte not human verified

The motion passes 7-0.

10.6 Discuss and consider the Board Operating Procedures.

Greg Schulte not human verified

Agenda item 10.6, discuss and consider approval of the board operating procedures.

Greg Schulte not human verified

The presenter is me.

Greg Schulte not human verified

And you guys know we did a major update of those last year.

Greg Schulte not human verified

And my commitment, as long as I'm president, was we're going to do what it says.

Greg Schulte not human verified

We're going to update them once a year.

Greg Schulte not human verified

So there's, you know, we just did a wholesale update last year.

Greg Schulte not human verified

There's very few changes that we're making this year just based on feedback I received over the year.

Greg Schulte not human verified

If we continue to do this every year, it's a pretty easy process.

Greg Schulte not human verified

So that's it.

Greg Schulte not human verified

So everybody got a copy of them in the board operating procedures, I mean in the board docs.

Greg Schulte not human verified

Was there any questions?

Greg Schulte not human verified

If not, I'll entertain a motion.

Unknown speaker not human verified

Can I add a couple things?

Unknown speaker not human verified

I had one or two things I wanted to bring up.

Unknown speaker not human verified

And this is on page 10, I guess it's 12.0.

Unknown speaker not human verified

And F.

Unknown speaker not human verified

The point is where it says if three board members want something on the agenda,

Unknown speaker not human verified

and I'm assuming that it's within the 10 days or prior to the 10 days, it says, or scheduled

Unknown speaker not human verified

for deliberation at an approximate time in the near future.

Unknown speaker not human verified

Shouldn't it be at that next meeting?

Unknown speaker not human verified

In other words, you submitted the three Board members 10 days before.

Unknown speaker not human verified

I assume it would be on the agenda that next meeting.

Greg Schulte not human verified

Yeah, that's not something that we're changing.

Greg Schulte not human verified

That's something that's always been in there.

Greg Schulte not human verified

But, yeah, it seems to make sense.

Greg Schulte not human verified

We could – it should be on that agenda.

Greg Schulte not human verified

And you're saying scratch the war schedule for deliberation at appropriate time in the near future?

Lance Redmon not human verified

Mr. President, part of the reason would be to give the administration time to prepare a presentation for us

Lance Redmon not human verified

or to actually have something of substance.

Lance Redmon not human verified

and so I think leaving the ability to say deliberation at appropriate time in

Lance Redmon not human verified

the near future if it was something that was just a conversation we need to have

Lance Redmon not human verified

or a small amount of information presented I think that would work but

Lance Redmon not human verified

leaving the ability to keep it open to say say we requested a full presentation

Lance Redmon not human verified

on our math curriculum for secondary education to be able to put put a full

Lance Redmon not human verified

full treatment of that subject together might take more than the amount.

Lance Redmon not human verified

Okay.

Unknown speaker not human verified

I thought that was what the 10 days was for, but okay.

Unknown speaker not human verified

Not always enough.

Unknown speaker not human verified

All right.

Unknown speaker not human verified

I had one other clarification.

Greg Schulte not human verified

Thank you, Mr. Redman.

Unknown speaker not human verified

One other clarification?

Greg Schulte not human verified

Yeah.

Unknown speaker not human verified

On page 16, number 19, H, you know, about the tracking and reporting any requests

Unknown speaker not human verified

under this provision, the cost of any individual board member for 200 paintings or more in

Unknown speaker not human verified

a 90-day period.

Unknown speaker not human verified

It says this provision, and this provision includes, I think, for example, when we just

Unknown speaker not human verified

email Dr. Gorski and yourself asking for some information, just asking for maybe a question,

Unknown speaker not human verified

response.

Unknown speaker not human verified

That doesn't come under this, does it?

Greg Schulte not human verified

I don't think so.

Greg Schulte not human verified

Yeah, you want Mr. Graham?

Greg Schulte not human verified

There's a legal statute.

Greg Schulte not human verified

Yes.

Greg Schulte not human verified

He's on page 16, item 19H.

Unknown speaker not human verified

So 19H is specifically in there in response to a legislative mandate.

Unknown speaker not human verified

There is a law which talks about trustee request.

Unknown speaker not human verified

It is not intended to be indicative of something you might get in a Friday info.

Unknown speaker not human verified

It would be a trustee that says, hey, I'm going to request all of this data over all of these periods of time,

Unknown speaker not human verified

something that would be outside of the normal course of scope of an agenda item

Unknown speaker not human verified

that you're working on something that's different and the legislature wants us

Unknown speaker not human verified

to track the cost on that today as of this year we don't have any of those

Unknown speaker not human verified

such requests that we've tracked to you know at least since May of this year

Unknown speaker not human verified

okay no I it's it's it's not clear which of ten nineteen point nine nineteen

Unknown speaker not human verified

19.0 refers to it's kind of like everything

Unknown speaker not human verified

Again, there's a legislative mandate behind it. I can get you that information

Unknown speaker not human verified

On campus visits

Unknown speaker not human verified

I know we have 14 items here regulating campus visits

Unknown speaker not human verified

If a more for example V

Unknown speaker not human verified

fee, a special event, you know, like we're getting invited to concerts all the time,

Unknown speaker not human verified

and presumably we don't have to get approval of the other board member to go to a special

Unknown speaker not human verified

event.

Unknown speaker not human verified

I just, you know, in practice, it doesn't really work this way.

Unknown speaker not human verified

So that's just a comment.

Unknown speaker not human verified

I know there's nothing new that you've added in here, but again, it's...

Greg Schulte not human verified

V, number five.

Greg Schulte not human verified

I think it's at 20A, room number five.

Unknown speaker not human verified

So if we're invited to a special event, we have to notify the board president

Unknown speaker not human verified

and inform the assigned board member for that school prior to attending the special event?

Ashley Vann not human verified

It's my understanding this is put in here, and it's just kind of grown.

Ashley Vann not human verified

Excuse me if I'm speaking out of turn.

Ashley Vann not human verified

it's more of a respect thing that you respect the adopted school board member

Ashley Vann not human verified

just let them know and a lot of times adopted school members can't go to

Ashley Vann not human verified

something and are glad that another board member can be there to represent

Ashley Vann not human verified

the school district it's not a it's not a possessive type of thing it's just a

Ashley Vann not human verified

border respect thing if you're also invited just to let them know I'm

Ashley Vann not human verified

invited I'm going hey are you going to just it's just a it's a mutual risk I

Greg Schulte not human verified

think to me for the most part every board member that I know is following

Unknown speaker not human verified

this that I know of well right I wouldn't go to anyone's I wouldn't go to

Unknown speaker not human verified

make a visit to the school without discussing it you know calling the other

Unknown speaker not human verified

board member that's a sign I'm just saying as far as special events concerts

Unknown speaker not human verified

etc we have to do that as well no it's a special event it would be like if the

Greg Schulte not human verified

principal calls you it's mrs. van school and the principal would call you and say

Greg Schulte not human verified

you know hey we're doing a I don't know teachers carols Christmas carols or

Greg Schulte not human verified

something like that during the day yeah and then that would be something and I

Greg Schulte not human verified

think it goes to the board secretary and she's been inviting us all that happened

Greg Schulte not human verified

so I I think this is working in my opinion I think it's work I mean like

Ashley Vann not human verified

this past week seven like senior high invited all of us yes orchestra thing

Ashley Vann not human verified

yes where that's one person's school we were all invited but it's an individual

Ashley Vann not human verified

thing here and there it's just it's just a mutual respect it's just I don't think

Greg Schulte not human verified

this has been I don't see this as being a problem okay just one more thing on

Unknown speaker not human verified

legal issues and in B 25 B what what are we defining as a formal I know you

Unknown speaker not human verified

appreciate you putting the word word or moving here what are we defining as a

Unknown speaker not human verified

grievance of formal grievance because it's not a legal action it's a grievance

Unknown speaker not human verified

are we talking about grievance the grievance process one grievance one of

Greg Schulte not human verified

grievance to grievance so I sent you a response to that and it's and I put all

Greg Schulte not human verified

all the local policies, FNG local, CKE local, GL local,

Greg Schulte not human verified

all define what a grievance is.

Unknown speaker not human verified

Okay.

Greg Schulte not human verified

It's very explicit in there.

Greg Schulte not human verified

Okay.

Greg Schulte not human verified

If there's no other questions, I'll entertain a motion.

Unknown speaker not human verified

Mr. President, I have some questions about the visiting campuses.

Greg Schulte not human verified

What can you tell us?

Unknown speaker not human verified

I want to say something about the seven-day notice.

Unknown speaker not human verified

I can't remember what page it's on.

Unknown speaker not human verified

But I just want to say that not always can we have a seven-day notice.

Unknown speaker not human verified

I mean, sometimes that's a lot to ask of admin to try to remember to give us a seven-day notice,

Unknown speaker not human verified

even especially if it's our adopted school.

Unknown speaker not human verified

And, you know, they send me an email and they say,

Unknown speaker not human verified

we forgot to tell you, but tomorrow is Christmas carols at such-and-such school.

Greg Schulte not human verified

So this one's not being changed.

Greg Schulte not human verified

This was approved by this board last year.

Unknown speaker not human verified

Right.

Greg Schulte not human verified

And it's not changing.

Greg Schulte not human verified

And what it says is you can do less than seven days.

Greg Schulte not human verified

You just got to notify the president.

Greg Schulte not human verified

And I think that's happened before.

Greg Schulte not human verified

I've never denied it.

Greg Schulte not human verified

It's just from it's giving the trustees, you should try to do that.

Greg Schulte not human verified

You should try to give the principals in the schools seven days.

Greg Schulte not human verified

If something comes up, you know, out of that's less than seven days,

Greg Schulte not human verified

I can't imagine that not being approved.

Greg Schulte not human verified

But it's having the discipline.

Greg Schulte not human verified

discipline, you just can't pop in at these schools without putting some thought into it.

Unknown speaker not human verified

It's not us popping into schools, it's actually reverse. It's actually not us

Unknown speaker not human verified

asking to go to there, it's them asking us to go to here. But it does state that

Leah Wilson not human verified

if a board member is invited to attend a school event during the instructional

Leah Wilson not human verified

day, by school leadership, no advance notice or approval

Leah Wilson not human verified

is required. That's the final statement.

Lance Redmon not human verified

That's the one above that. The beginning is a board member initiated

Lance Redmon not human verified

Yes, day school visits, okay, and that's all I have. Thank you

Greg Schulte not human verified

I'll entertain a motion

Lance Redmon not human verified

It's it as we're flipping through there I was looking for 25 we got 25 on there twice, okay, that's it

Greg Schulte not human verified

Cool fix that. Thank you

Ashley Vann not human verified

Mr. President yes, I move the Board of Trustees approves of the 2022 2023 board operating procedures

Unknown speaker not human verified

Second.

Greg Schulte not human verified

We have a motion by Mrs. Vann, a second by Mr. Redmond.

Greg Schulte not human verified

We'll now proceed to vote.

Greg Schulte not human verified

Board members, please record your vote on the screen pad.

Greg Schulte not human verified

The motion passes 7-0.

Greg Schulte not human verified

Thank you all very much.

10.7 Discuss and consider approval of the 2022-2023 Katy ISD Legislative Priorities.

Greg Schulte not human verified

10.7, discuss and consider approval of the 2022-2023 KDISD legislative priorities.

Greg Schulte not human verified

The presenter is Mr. Lance Redmond.

Greg Schulte not human verified

Thank you, Mr. President.

Lance Redmon not human verified

Board, if you remember, we've covered this over the past couple months.

Lance Redmon not human verified

coming out of this most recent trustee advocacy training program one of those action items was

Lance Redmon not human verified

to perform listening circles with our community and we gave an update last month letting you know

Lance Redmon not human verified

what that what happened how that worked what those items we were focused on and so here before you

Lance Redmon not human verified

you have our four legislative priorities that were identified by our community over those multiple

Lance Redmon not human verified

listening circles what we had for you last it's very similar to what we had

Lance Redmon not human verified

last month what we try to do is make the language a little more simpler a little

Lance Redmon not human verified

more simple I guess it would be the right way to say that and be able to

Lance Redmon not human verified

present that not just to our community but at the same time when we're talking

Lance Redmon not human verified

with lawmakers that it's quick easy for them to understand and then be able to

Lance Redmon not human verified

maybe take that what we had before and be able to share that with their

Lance Redmon not human verified

staffers to say hey here's some more detailed issues that we're looking at

Lance Redmon not human verified

And so if you look at that, it's those same four school finance state testing and accountability teacher recruitment and retention and then House Bill

Lance Redmon not human verified

4545 and so that this is a

Lance Redmon not human verified

This is what we would present this share with our community to take to our legislators for you to use

Lance Redmon not human verified

It gives you some of that information as far as stating what the problem is as well as how what we would support to address

Lance Redmon not human verified

that issue so

Greg Schulte not human verified

Any question board members

Unknown speaker not human verified

Mr. President, so exactly, Mr. Redmond, what would we do with this?

Unknown speaker not human verified

Where will it go?

Unknown speaker not human verified

Is it to present as a board or individually to legislators or to send to TASB or Raise Your Hand Texas, or what do we do with it?

Lance Redmon not human verified

No, so TASB has their own legislative advocacy program that they're running.

Lance Redmon not human verified

in fact at TASB in October, September, we voted that entire resolution as far as what

Lance Redmon not human verified

their group is going for.

Lance Redmon not human verified

Then the rest of your answer would be yes.

Lance Redmon not human verified

This would be for us as individuals as well as maybe as board members when we approve

Lance Redmon not human verified

it to be able to send it out to all of our legislators so they're able to see, hey, this

Lance Redmon not human verified

is what the voters in KDISD have supported.

Lance Redmon not human verified

This is what the board has voted on to approve.

Lance Redmon not human verified

And then as an individual, if you have that opportunity to sit down with one of your legislators

Lance Redmon not human verified

to be able to say, hey, here's the items that our district, that the seven, nine different

Lance Redmon not human verified

listing circles that we performed, our voters brought up as issues that they wanted addressed.

Unknown speaker not human verified

I have a couple questions on a couple of the items, if that's all right.

Unknown speaker not human verified

Yeah.

Unknown speaker not human verified

Yeah.

Unknown speaker not human verified

The basic allotment, great.

Unknown speaker not human verified

All four of that, increasing that.

Unknown speaker not human verified

I'm glad you put in about the elementary school kids not being proficient and using a keyboard.

Unknown speaker not human verified

I think it's beyond that.

Unknown speaker not human verified

It's really asking a third grader to be computer literate and a lot of them are not and they're

Unknown speaker not human verified

having difficulty with that.

Unknown speaker not human verified

But I appreciate you getting that in there on the keyboard.

Unknown speaker not human verified

board on one question I had on teacher recruitment and retention personally I

Unknown speaker not human verified

mean I'm all in favor of getting more money for the teachers reducing their

Unknown speaker not human verified

workload helping them with discipline independence in the classroom was

Unknown speaker not human verified

another thing I think and so definitely getting the teachers more money is it's

Unknown speaker not human verified

really important I'm I guess I'm questioning the first one which is

Unknown speaker not human verified

is taxpayers subsidizing college tuition for teachers.

Unknown speaker not human verified

So I don't think I'm on board with that personally.

Unknown speaker not human verified

Yes, I want to give the teachers,

Unknown speaker not human verified

raise the pay scale for the profession in general

Unknown speaker not human verified

and help them out with workloads, et cetera.

Unknown speaker not human verified

But as far as asking taxpayers subsidize college tuition,

Unknown speaker not human verified

I don't agree with that.

Unknown speaker not human verified

And then I wanted to ask about the last bullet on House Bill 4545.

Unknown speaker not human verified

Is that something, where is that coming from?

Unknown speaker not human verified

Is that something that came from the listening circles to increase that ratio of three to

Unknown speaker not human verified

one to eight to ten?

Unknown speaker not human verified

Because I'm just kind of wondering how does that help the student when you increase the

Unknown speaker not human verified

ratio like that?

Unknown speaker not human verified

Why are we proposing that?

Unknown speaker not human verified

I don't mind jumping in a little bit on that.

Unknown speaker not human verified

I would say this, especially for KDISD, that long before House Bill 4545,

Unknown speaker not human verified

our campuses and our teachers have done small group instruction for what we would call remediation.

Unknown speaker not human verified

We've been very successful at it, and we've been successful at it at doing larger than just three per teacher.

Unknown speaker not human verified

and we believe we can educate kids in larger groups than that,

Unknown speaker not human verified

and we could have up to eight to ten kids

Unknown speaker not human verified

and still meet the goal of meeting the needs of kids

Unknown speaker not human verified

without it just being three to one.

Unknown speaker not human verified

What we're finding out in ADISD on this House Bill 45,

Unknown speaker not human verified

this three to one is really hard to accomplish.

Unknown speaker not human verified

To do 30 hours or up to 30 hours instruction

Unknown speaker not human verified

instruction in all the core areas at a three to one ratio, we don't have the staff to do it. It's almost an impossible standard to meet, and it's extremely difficult, but I would also venture to say we've had great success in small group instruction with kids, remediation, with groups larger than three to one.

Unknown speaker not human verified

Is that, because I read that you can have three to one as long as it's,

Unknown speaker not human verified

it could be a classroom of 10 or 12, but you can have a three to one,

Unknown speaker not human verified

the hours count if you have a teacher that's doing three to one over here

Unknown speaker not human verified

and then you have another teacher that's working with a larger group.

Unknown speaker not human verified

Do we do that?

Unknown speaker not human verified

Is that something that we do?

Unknown speaker not human verified

I would have to ask one of our experts here in the room of the executive cabinet

Unknown speaker not human verified

that knows it better than I do that does not sound like what was approved to have

Unknown speaker not human verified

like let's say we're gonna put 30 kids in a room but I'm only gonna put three

Unknown speaker not human verified

at each table and the teacher is gonna rotate to this table three to this table

Unknown speaker not human verified

of three saying you have to get 12 in a room yeah and you count the hours where

Unknown speaker not human verified

there's a teacher tutoring three kids and so that counts that hour with the

Unknown speaker not human verified

three to one counts? It doesn't work that way because the hours have to be outside

Unknown speaker not human verified

the instructional day so I can't count those while I'm in class working with

Unknown speaker not human verified

small groups so I've got these three and I'm working with them so I'm gonna count

Unknown speaker not human verified

those minutes doesn't work that way they have to be outside the instructional day

Unknown speaker not human verified

and that's where we're coming into some real challenges with that.

Unknown speaker not human verified

Thanks.

Unknown speaker not human verified

You bet.

Greg Schulte not human verified

Any other questions, Board members?

Greg Schulte not human verified

If not, I'll entertain a motion.

Unknown speaker not human verified

I have one more question.

Unknown speaker not human verified

I'm sorry.

Unknown speaker not human verified

You know, when you look at TASB's advocacy and Raise Your Hand Texas, it's all about

Unknown speaker not human verified

being anti-vouchers and anti-school choice and so on, but we're not dealing with any

Unknown speaker not human verified

of that here so we're not advocating as a board as a school district anti school

Unknown speaker not human verified

choice or anti vouchers that's not part of this at all it's not on the list that

Unknown speaker not human verified

I see thank you mr. president I agree with what mr. Perez said about the

Unknown speaker not human verified

keyboard if we could substitute the word computer there I think it would be more

Unknown speaker not human verified

comprehensive than it's just a keyboard is that is that your understanding mr.

Unknown speaker not human verified

I WANT TO SAY THAT I REALLY LIKE THE WAY THIS WAS, THAT THIS WORDING IS MORE STRAIGHTFORWARD

Unknown speaker not human verified

AND UNDERSTANDING THAN SOMETIMES WHEN YOU GET IN A LEGISLATIVE PERSPECTIVE AND TALKING

Unknown speaker not human verified

lots of things in educationese. We understand it, but I love that this is straightforward.

Unknown speaker not human verified

The other thing I wanted to address that Mr. Perez talked about is the state subsidizing

Unknown speaker not human verified

college tuition for students to study K-12 education. They're not choosing it, Mr. Perez,

Unknown speaker not human verified

and we're trying to make sure that our brightest minds are really still considering education

Unknown speaker not human verified

education because it's becoming so difficult and my understanding that this

Unknown speaker not human verified

Proposal so to speak this this idea because it's we're not telling them what to do. We're giving them this idea is that it would be

Unknown speaker not human verified

guarantee that if you

Unknown speaker not human verified

Take this route that you will work in

Unknown speaker not human verified

Education for at least a minimum number of years five years or so to make sure that they have given back

Unknown speaker not human verified

to the children and really give them education

Unknown speaker not human verified

a really strong start

Unknown speaker not human verified

so that they don't just get an education degree

Unknown speaker not human verified

and then go do something else.

Unknown speaker not human verified

They would absolutely come into the education world.

Unknown speaker not human verified

So because I'm, we have very similar values

Unknown speaker not human verified

and I challenge that too,

Unknown speaker not human verified

but we have to get more teachers

Unknown speaker not human verified

and if we can get them in a classroom,

Unknown speaker not human verified

I think we can keep them

Unknown speaker not human verified

because of the life change that they see

Unknown speaker not human verified

and the impact they see from their life's work of making a difference.

Unknown speaker not human verified

But they're just not choosing it now.

Unknown speaker not human verified

We have to do something to get them to choose it.

Lance Redmon not human verified

Mr. President, and I will also say that these things aren't actually bills, right?

Lance Redmon not human verified

So until there's actually legislation that's written that we can get behind and support,

Lance Redmon not human verified

I think it changes as the legislative session moves along,

Lance Redmon not human verified

Is that when those actual action items are there that we can voice our support for?

Lance Redmon not human verified

Where this starts off is as as those priorities or those bills are being written it kind of lays that out for them. So

Unknown speaker not human verified

Yes president. Yeah, I just want this one thing to add is that

Unknown speaker not human verified

Teachers

Unknown speaker not human verified

want to teach and I think if we if we increase over all the industries

Unknown speaker not human verified

compensation, and I think a key thing here is decreasing the burdensome mandates that

Unknown speaker not human verified

increase teachers' daily workload.

Unknown speaker not human verified

If we do things like that, that's going to help bringing in teachers.

Unknown speaker not human verified

I think those things are critical.

Unknown speaker not human verified

Pay, workload, job enrichment, the stress level, things like that.

Unknown speaker not human verified

If we can work on that, especially the workload, the excessive workloads driving teachers out

Unknown speaker not human verified

the workforce which is what it says here as opposed to again taxpayer funded

Unknown speaker not human verified

whether it be a loan or like we're forgiving loans now

Unknown speaker not human verified

whether it be a loan or a tuition assistance subsidies

Unknown speaker not human verified

i think that's more difficult as far as the taxpayer paying for that

Unknown speaker not human verified

thank you

Unknown speaker not human verified

any other questions mr president so i was working on this with uh with mr redmond so i just have

Unknown speaker not human verified

something else in that we stated the problems the things we're very concerned about to take

Unknown speaker not human verified

this to our legislators and we wanted to provide this to our community to also have talking points

Unknown speaker not human verified

with legislators and we didn't want just the problem we wanted to also offer you know this

Unknown speaker not human verified

This is what we could support.

Unknown speaker not human verified

This is what we'll help you with.

Unknown speaker not human verified

We'll be on board.

Unknown speaker not human verified

How can we work together with this?

Unknown speaker not human verified

And that's what the we supports are for, ideas for them.

Unknown speaker not human verified

It's not like Mr. Redman said.

Unknown speaker not human verified

These are not bills.

Unknown speaker not human verified

We're not asking for a bill to be written, but we're just saying that this is a problem.

Unknown speaker not human verified

And they're like, well, you have to come with a solution.

Unknown speaker not human verified

And so that's what we're doing here.

Unknown speaker not human verified

So I don't know about the one that, how you feel about the one that Mr. Perez is challenging here.

Unknown speaker not human verified

here, it's an idea, the state subsidizing college tuition,

Unknown speaker not human verified

do you think that would?

Lance Redmon not human verified

If we were to drop that to the bottom

Lance Redmon not human verified

so it wouldn't be as primary, like number four,

Unknown speaker not human verified

that would be a- Or take it off.

Lance Redmon not human verified

Or just remove it?

Unknown speaker not human verified

For our community?

Unknown speaker not human verified

I don't know.

Unknown speaker not human verified

I have a question about that, please, Mr. Redmond.

Unknown speaker not human verified

I'm just curious.

Unknown speaker not human verified

So this piece of paper is something that you would like for people who, you know, people like us, school board members or people who are in your listening circles or whoever in the community would help propose this to our legislators, right?

Unknown speaker not human verified

Right. But if there's something, you know, even if it's just one thing on there that you are strongly against,

Unknown speaker not human verified

then, you know, maybe that particular person doesn't want to give the piece of paper to them

Unknown speaker not human verified

because, you know, they're not going to help you advocate it now

Unknown speaker not human verified

because they like all the things but this one thing, you know what I mean?

Unknown speaker not human verified

So that's, I'm not saying I'm personally struggling with that,

Unknown speaker not human verified

but I can see how that would be a struggle not just for Mr. Perez but maybe other people too.

Unknown speaker not human verified

So I know it's impossible to get a list that 100 percent of the people are going to say I like

Unknown speaker not human verified

everything on the list. So in my mind you know if you like and this is in my mind not maybe

Unknown speaker not human verified

everyone's mind but if you like 90 percent of it or 95 percent of it then you maybe should

Unknown speaker not human verified

should help promote it because you're never going to get, you know, you might like all

Unknown speaker not human verified

of it because you helped put it together, but, you know, you could go across the room

Unknown speaker not human verified

and I bet you there's something in here that somebody doesn't like, you know?

Lance Redmon not human verified

I probably would have removed one or two of these points off if it was just me personally.

Lance Redmon not human verified

And I think the thing that encourages me as a board member is we did sit down and listen

Lance Redmon not human verified

to people, right?

Lance Redmon not human verified

I mean, if there was anything we could say the time I've been on the board that we sought

Lance Redmon not human verified

out input from people. This has probably been one of the most involved outside of

Lance Redmon not human verified

like a bond committee and so personally I might have left some of these things

Lance Redmon not human verified

off some of the sub points but who am I to tell our voters and our community

Lance Redmon not human verified

members that this what they wanted shouldn't be included on it so

Lance Redmon not human verified

personally I'd pull out a sharpie and I'd probably cross out that part I don't

Unknown speaker not human verified

like and then give it to them. But you're right you you make a really good

Unknown speaker not human verified

point and we're here as representatives of the community to represent the

Unknown speaker not human verified

community so you're right you that you did your nine listening circles you you

Unknown speaker not human verified

listen to people and this is the list that they want a lot of times we're up

Unknown speaker not human verified

here advocating for things that we may not agree with all the time but we're

Unknown speaker not human verified

trying to be the voice of the people so I think that this is what your list is

Unknown speaker not human verified

right and I like I would say not my list but I mean this is what this list

Unknown speaker not human verified

this represents is what the people want not necessarily what we want you know

Unknown speaker not human verified

the question is would this keep this one thing keep you from supporting this

Unknown speaker not human verified

I'm thinking we're gonna take this to our representatives mostly that we know

Unknown speaker not human verified

around here and they're gonna hate that one too let me well I guess with with

Unknown speaker not human verified

With Mr. Champagne's subject to or proviso or whatever,

Unknown speaker not human verified

it's kind of like it kind of makes it easier to vote for it

Unknown speaker not human verified

because it's kind of like not everybody has to be 100% in favor of every single thing.

Unknown speaker not human verified

I wanted to just ask one more thing about the ratio,

Unknown speaker not human verified

the 3 to 1 or the 8 to 10, just for clarification.

Unknown speaker not human verified

Aren't we already asking people to, parents,

Unknown speaker not human verified

parents, because parents can agree to a higher ratio currently as I understand it.

Unknown speaker not human verified

Aren't we only asking, already asking parents now, will they agree to like a six to one

Unknown speaker not human verified

or eight to one or whatever, aren't we doing that already?

Unknown speaker not human verified

Because they, per the 45-45 you can, you can increase the ratio as long as you, the parents

Unknown speaker not human verified

agree in yes so the parent can agree to sit in a group that is larger correct

Unknown speaker not human verified

but does that solve the issue we're trying to tackle I'm saying are you

Unknown speaker not human verified

getting a lot of yeses from parents saying yeah my child can be in a bigger

Unknown speaker not human verified

group I don't have that data in front of me and in that I don't know if dr.

Unknown speaker not human verified

Dr. Caskey or Mrs. Hack, you have any data related to the group sizes?

Unknown speaker not human verified

We do have the data.

Unknown speaker not human verified

We did offer House Bill 4545 accelerated learning this past summer as an example.

Unknown speaker not human verified

We had grade 6th, 7th, and 8th, and, of course, the high school EOC tutorials.

Unknown speaker not human verified

And there was a request during KSAT to waive the limit of three so that we could raise it

Unknown speaker not human verified

so we could have enough teaching staff to seat the kids.

Unknown speaker not human verified

We would have to pull the data to see exactly what that was class by class.

Unknown speaker not human verified

And content, I'm just curious if you're already kind of getting to the same place

Unknown speaker not human verified

via parents

Unknown speaker not human verified

approving the higher ratio

Unknown speaker not human verified

With maybe some people still having the ability to depending on their child have the lower ratio

Unknown speaker not human verified

But if you have a lot of parents already approving a higher ratio because they're 45 45 you can

Unknown speaker not human verified

If you get the parents approval go to a bigger class

Greg Schulte not human verified

Any other questions?

Greg Schulte not human verified

I'll entertain a motion.

Greg Schulte not human verified

Somebody's going to make one.

Leah Wilson not human verified

Mr. Schulte.

Leah Wilson not human verified

President Schulte, I'm sorry.

Leah Wilson not human verified

I move that the Board of Trustees approves of the 2022-2023 KDISD legislative priorities.

Greg Schulte not human verified

We have a motion by Mrs. Wilson, a second by Mrs. Vann.

Greg Schulte not human verified

We'll now proceed to vote. Board members, please record your vote on the screen pad.

Unknown speaker not human verified

Motion passes 7-0. Thank you. Yes. I just want to make sure I tried to capture any bit of edits

Unknown speaker not human verified

because Dr. Groom's team over there is responsible for creating the document based upon all the

Unknown speaker not human verified

feedback that the board and the subcommittee and the folks. The only thing I captured on there

Unknown speaker not human verified

that I was confident that every board member had thought was to change the word keyboard to computer.

Unknown speaker not human verified

Yes.

Unknown speaker not human verified

Was there anything else the board wanted me to edit on there differently for the document that I didn't capture?

Lance Redmon not human verified

I think if the order shows how important it is to us,

Lance Redmon not human verified

when Mr. Perez was mentioning about the subsidizing college tuition,

Lance Redmon not human verified

I don't think it would still change much if you were to at least drop that to the bottom.

Lance Redmon not human verified

is based on the conversations we had,

Lance Redmon not human verified

the mandates, the funding teacher compensation,

Lance Redmon not human verified

and the penalties for being able to go back to retired teachers.

Lance Redmon not human verified

I think those were a higher thing I heard in the listening circles.

Lance Redmon not human verified

The subsidizing college tuition,

Lance Redmon not human verified

while, yes, that was very much supported,

Lance Redmon not human verified

I do think that could drop down to the bottom

Lance Redmon not human verified

if that would be a reasonable compromise for it.

Unknown speaker not human verified

We can make the edit, but I can tell you,

Unknown speaker not human verified

when we put this together, and I'll have to clarify

Unknown speaker not human verified

I make sure with Dr. Grimm's, we didn't write it in an order of priority.

Unknown speaker not human verified

It was just the items that came out of all the internal discussions and the community discussions and our stakeholder discussions,

Unknown speaker not human verified

and that's how this was created.

Unknown speaker not human verified

But we could certainly put it at the bottom.

Unknown speaker not human verified

Yeah, I think so.

Lance Redmon not human verified

I mean, I know it's not written in that way, but most of the time when people read something,

Lance Redmon not human verified

the first thing they read and then they zone out.

Lance Redmon not human verified

It could be number four.

Lance Redmon not human verified

Like emails, right?

Greg Schulte not human verified

Yep.

Greg Schulte not human verified

Thank you.

Greg Schulte not human verified

Thank you. We'll now proceed on to the consent agenda.

Greg Schulte not human verified

Yeah, we voted. Yes.
