We begin with the University Interscholastic League, which held the 2022 Track and Field State Meet on May 12-14.

University. Matthew Kumar from Tompkins High School took the top spot at state and earned a

100 meter and 300 meter girls hurdles event. Her 100 meter hurdle time of 13.3 and 41.1 in the 300

Officer Duclair was born and raised in Brooklyn, New York,

by Haitian immigrant parents who moved to the United States

in 1968.

Prior to becoming a police officer, Doreen first obtained a master's degree in human

resources management while teaching in Saudi Arabia.

In 2016, Doreen moved to Houston and was working for Walmart, and while working at Walmart

decided that she wanted to hold a position that was more rewarding.

Therefore in 2017, she began working for the Harris County Sheriff's Office as a detention

In 2019, Doreen enrolled and graduated from the University of Houston Downtown Police Academy.

In October 2020, Doreen started her career as a police officer with the Harris County Constable Precinct 4,

After working for Harris County for a year and a half, she applied with the KDISD Police Department to be closer to home

Officer Vinh Pham was born in Saigon, Vietnam and immigrated to the United States at the

Officer Pham enlisted in the United States Army as an infantryman immediately after graduation

from La Quinta High School in California in 99.

In updating the 14 regional districts that were presented at the last board meeting,

I emailed the board a bus driver compensation comparison and determined that six districts are

figures while eight districts are

using 2021-2022 numbers probably being increased in the next 60 days.

KDISD is in the middle of the road, an expression bus drivers do not like.

in both regional analysis and 10 largest districts in Texas. This is not where we

want to be. As you will hear from my cohort, Jim, Katy bus drivers are special

and we are proposing the following compensation plan for the 2022-2023

school year for bus drivers only. Currently 363 drivers. Minimum starting

$19.50. Midpoint $22 and maximum $25. Attendance are not part of the above

plan but should be given a retention stipend. $500 in December, $500 in May,

$1,000 total, there's 133 of them.

This will put us back in a position where Katy ISD belongs.

I know driving a bus is a lot of responsibility. My aunt was a bus driver for many years.

duties. This training is not only focused on the internal environment of our vehicles,

but the external factors affecting our ability to safely care for our students and extends

extends to the community that we serve.

We are charged to be constantly aware of other vehicles, the weather, road conditions, various

neighborhood configurations.

The consequences of mistakes, both internal and external, can be catastrophic and it is

up to us, the driver, to mitigate potential mistakes as much as possible.

No other category of employee in the school district is tasked with a responsibility of

this magnitude.

However, we are compensated as any other hourly paid category of district employee.

Simply put, our responsibilities are far more significant as it relates to the safety of

our children and our community, and we should be compensated to reflect this level of professional

responsibility that we have been given.

It is time for the district to step up and treat drivers fairly and not be counted in

the same ordinary group of employees when evaluating compensation.

Please note that being a CDL holder school bus driver is very demanding.

We are held to a higher standard for physical health.

We are held to a higher standard than legally accepted DOT levels for drug and alcohol testing.

We are responsible for the safety of students during the two most dangerous

procedures of driving students loading and unloading.

We are liable for the behavior of students while they are on the bus.

We are subject to civil and criminal liabilities in the event of an accident, regardless of driver fault.

We are subject to disciplinary action for any vehicle violations or accidents that may occur on personal time in our own private vehicles.

so I just wanted to publicly say how much I appreciate my team. A little history. In 2019,

there was a complete restructuring of the compensation plan. This will be the fourth

year of that structure. Knowing that, and it is best practice about every three to five years,

have an outside group come in, look at your compensation plan, look at the structure, see if that's still sound, see how it's been maintained, and then look at market competitiveness.

And as you all know, we had TASB perform that for us, and they performed a comprehensive pay system review.

And they said that in the May meeting, they said structure's there, structure was great, it had been maintained properly, but they did give us some recommendations when it came to market competitiveness.

And if you remember, a large part of that discussion did revolve around the district's classroom teachers.

And so in those recommendations and then following that meeting, the Board of Trustees did approve a raise for the district.

review. Last year was fine arts, this year's athletics, next year will be

academics. So athletic stipends were adjusted this year based on market and

again and that is with the assistance of our athletic department. So we appreciate
