Unknown speaker not human verified

Good evening, everyone. Noting that a quorum is present, I hereby call this regular meeting of the Board of Trustees of the Katy Independent School District to order.

Unknown speaker not human verified

Today is Monday, February 28, 2022, and the time is 5.07 p.m.

Unknown speaker not human verified

Dr. Kigorski, will you verify that we are in compliance with the provisions of the Texas Open Meetings Act with regards to notice of this meeting?

Ken Gregorski not human verified

Mr. Schulte, I do confirm we're in compliance with the provisions of the Texas Open Meeting Act for our meeting this evening.

Unknown speaker not human verified

We will open up tonight's meeting with the Pledge of Allegiance. Dr. Gagorski, will you please introduce the pledge leader?

Ken Gregorski not human verified

It's my pleasure, Mr. Schulte. Pleased to invite up to our podium. She can go ahead and step up there right now, and I'm going to speak a little bit about her.

Ken Gregorski not human verified

Hannah Borders is here tonight from Rhodes Elementary. Tim Wolfe is the principal over there, fifth grader.

Ken Gregorski not human verified

Parents are here, Amy and John Borders, and she's got some siblings, Samuel Borders, eighth grade, and Joshua Borders, twelfth grade.

Ken Gregorski not human verified

and I hear she likes music and is an avid reader and loves animals. Favorite

Ken Gregorski not human verified

subjects reading and math. And from Miss Cage, fifth grade reading teacher, Hannah

Ken Gregorski not human verified

is a very enthusiastic learner who always has a positive attitude in the

Ken Gregorski not human verified

classroom. She is an avid reader with brilliant ideas and thumbs up thinking, a

Ken Gregorski not human verified

shining star. And from Liz Harden, gifted and talented teacher, I cannot be prouder

Ken Gregorski not human verified

of Hannah for this honor to represent our Rhodes Rockets. She is always

Ken Gregorski not human verified

kind-hearted respectful and cooperative with the entire school community when

Ken Gregorski not human verified

faced with challenges she consistently gives her best and never gives up and

Ken Gregorski not human verified

always strives for excellence and I can't wait to follow her future

Ken Gregorski not human verified

endeavors in school and beyond all yours Hannah go ahead and lead us in the play

Unknown speaker not human verified

I pledge allegiance to the flag of the United States of America and to the

Unknown speaker not human verified

To the Republic for which it stands, one nation, under God, indivisible, with liberty and justice for all.

Unknown speaker not human verified

Honor the Texas flag. I pledge allegiance to thee. Texas, one state, under God, one and indivisible.

Unknown speaker not human verified

Good evening, President Schultz, Superintendent Grigorski, and board members.

Unknown speaker not human verified

For the past six years, I have enjoyed being a Rhodes Rocket.

Unknown speaker not human verified

My family has been a Rocket family since 2009 when my brother Joshua was in kindergarten.

Unknown speaker not human verified

He is now a senior at May Creek High School.

Unknown speaker not human verified

I've had many great teachers at Rhodes, but my favorite is Miss Ringer, my fourth grade math and science teacher.

Unknown speaker not human verified

My favorite memory is when we played games with all the lights off during a glow party.

Unknown speaker not human verified

It was fun because it was new, interesting, and different from a normal day.

Unknown speaker not human verified

I am in both Rocket Singers and Rockets called Ritmo.

Unknown speaker not human verified

Being in these groups helped me decide to join the band at Cardiff Junior High next year.

Unknown speaker not human verified

I've also enjoyed being in safety patrol and will miss it very much

Unknown speaker not human verified

I will dearly miss all the fun times I've had at my school when I go to junior high

Unknown speaker not human verified

I will never forget Rhodes Elementary

Unknown speaker not human verified

Great job, Hannah. Thank you very much.

Unknown speaker not human verified

Are there any scouts in the audience this evening?

Unknown speaker not human verified

Okay, we'll now move on to agenda item...

Unknown speaker not human verified

Unknown speaker not human verified

Unknown speaker not human verified

them.

Unknown speaker not human verified

So you bring them up to the podium and let us know what badges you're working on.

Unknown speaker not human verified

and athletic excellence through competition.

Unknown speaker not human verified

Five Katy ISD high school cheer squads competed at the UIL Texas High School State Spirit

our cheerleaders compete in 6a division one as a large varsity group not only

Unknown speaker not human verified

did they receive the top score in our division but they also received the

Unknown speaker not human verified

highest score of any 6a high school in the state which means they outscored a

Unknown speaker not human verified

total of a hundred and fifteen squads throughout Texas this is an unprecedented

Unknown speaker not human verified

accomplishment the squad is led by a talented and cohesive group of cheer

Unknown speaker not human verified

Good evening.

Unknown speaker not human verified

My name is Irene Gaglioni, and I am honored to be here today to represent the Association of Learning Environments Southern Region Foundation.

Unknown speaker not human verified

The Association for Learning Environments is dedicated to enhancing the places where students learn.

Unknown speaker not human verified

the southern region foundation was formed as a region's philanthropic arm

Unknown speaker not human verified

to support the scope in 2020 we forged the partnership with TASA to be a

Unknown speaker not human verified

partner for the exhibit of school architecture this partnership helps

Unknown speaker not human verified

promote the work of our school district and architect members highlighting the

Unknown speaker not human verified

excellent planning and design work that these teams are doing across the state

Unknown speaker not human verified

Each year, a jury made up of TASA, TASB, and A4LE members convenes to review the submissions and determine winners.

Unknown speaker not human verified

Projects are judged on six major stars of distinction, which are design, innovation, planning, community, transformation, and value.

Unknown speaker not human verified

This year we had a total of 46 entries, 22 of which received at least one star of distinction.

Unknown speaker not human verified

Every year, projects that earn more than four stars of distinction out of the six possible

Unknown speaker not human verified

are included as finalists for the highest level of recognition, the Caudell Award.

Unknown speaker not human verified

This prestigious award was created to honor Bill Caudell's long-lasting contributions

Unknown speaker not human verified

to the field of educational architecture.

Unknown speaker not human verified

architecture. Once finalists are determined, the jury convenes again to discuss those projects

Unknown speaker not human verified

that should earn the Cadell class, reviewing each star of distinction in detail and confirming their

Unknown speaker not human verified

merit. I'm excited to share that the Gerald Young Agricultural Sciences Center has earned the Cadell

Unknown speaker not human verified

class distinction, having earned five of the possible six stars. The jury was astounded by

Unknown speaker not human verified

the multi-purpose nature of this facility its impact on all district students and the incredible

Unknown speaker not human verified

value it represents i'd like to share with you some of the jury comments this is an out of the

Unknown speaker not human verified

ordinary project that took years of thought and planning to make it happen impressive with the

Unknown speaker not human verified

overall design and carry through of the project for the students staff and community of this

Unknown speaker not human verified

district another juror commented the accessibility for all students in the

Unknown speaker not human verified

community is greatly enhanced with this project all our students should have the

Unknown speaker not human verified

agricultural experiences this facility has to offer it is my pleasure and

Unknown speaker not human verified

honor to present the condo class of work to Katie ISD and VLK architects for the

Unknown speaker not human verified

the Gerald E. Young Agricultural Sciences Center.

Unknown speaker not human verified

There we go.

Unknown speaker not human verified

.

Unknown speaker not human verified

give them a round of applause congratulations to the KDI steam facilities planning and

Unknown speaker not human verified

construction department as well as VLK architects and store builders who work together on this

Unknown speaker not human verified

facility which will be utilized by many future generations of KDI SD students and families this

Unknown speaker not human verified

This concludes the recognitions portion of this evening's meeting.

Unknown speaker not human verified

Unknown speaker not human verified

Our speakers will be called forward in order they sign up to speak.

Unknown speaker not human verified

The first speaker tonight is Shannon Flores. The second speaker tonight is Cameron Samuels.

Unknown speaker not human verified

Shannon Flores. Thank you.

Shannon Flores not human verified

Thank you. My full three-minute remarks have been shared in advance with Debbie Davies. I

Shannon Flores not human verified

am strongly opposed to removing books from Katy ISD shelves for any reason. My focus today,

Shannon Flores not human verified

however is to highlight how this board's removal actions impact queer students

Shannon Flores not human verified

and allies in Katy ISD my wife and I have three kids in Katy IC elementary

Shannon Flores not human verified

they have already at the young ages of nine and six had questions about our

Shannon Flores not human verified

family luckily as of now none of these interactions have been traumatic in the

Shannon Flores not human verified

February 2nd email superintendent Gregor C stated and I quote 0.002 percent of

Shannon Flores not human verified

of books, end quote, have been removed.

Shannon Flores not human verified

Of those nine books, five of them, or 56%,

Shannon Flores not human verified

contain queer and or non-binary characters.

Shannon Flores not human verified

What sort of message is this sending

Shannon Flores not human verified

if we are bowing to pressure to remove books with queer themes?

Shannon Flores not human verified

When the vampire-themed fantasy romance Twilight series

Shannon Flores not human verified

was popular, were those books removed for their sex scenes?

Shannon Flores not human verified

Queer students are more likely to experience

Shannon Flores not human verified

bullying, feelings of isolation, end up homeless, and or attempt suicide than

Shannon Flores not human verified

their straight peers. From the Texas Health and Human Services 2020 report, I

Shannon Flores not human verified

quote, the highest rates of attempted suicide we're seeing among students who

Shannon Flores not human verified

identify as sexual minorities. A student can go their entire experience without

Shannon Flores not human verified

knowingly meeting another queer person. Being able to engage in the queer

Shannon Flores not human verified

experience in a book can become a lifeline and the next best substitute

Shannon Flores not human verified

for an in-person community we are a diverse community although one would not

Shannon Flores not human verified

guess that based on the makeup of this school board I urge you to think

Shannon Flores not human verified

carefully when choosing to remove books we should never want to restrict access

Shannon Flores not human verified

to certain books as it leads to intolerance and hatred to the queer

Shannon Flores not human verified

We are soon.

Unknown speaker not human verified

Thank you.

Unknown speaker not human verified

Thank you.

Unknown speaker not human verified

Thank you.

Unknown speaker not human verified

Appreciate it.

Rebecca Fox not human verified

Mr. President, I have a clarifying question to ask of the superintendent, if I might please.

Rebecca Fox not human verified

This is allowed by the law.

Rebecca Fox not human verified

Dr. Gorgorski, were the books she referenced removed because of their ideologies?

Ken Gregorski not human verified

I think the communications that we've put out, Mrs. Fox, have been pretty clear to our community that we are following our board policy EF.

Ken Gregorski not human verified

The removal of books or any books that we have had to take off our shelves have gone through a committee process and have been deemed as pervasively vulgar.

Ken Gregorski not human verified

That's the only standard by which we remove books.

Ken Gregorski not human verified

No books are ever removed from any of our schools for content for which somebody may or may not disagree with.

Unknown speaker not human verified

Thank you. The next speaker is Cameron Samuels. The speaker after that is Dallas Bergstrom.

Unknown speaker not human verified

Good evening.

Cameron Samuels not human verified

Board members and district officials, I relied on having access to LGBTQ Internet content,

Cameron Samuels not human verified

films and literature when I was younger and learning who I was and becoming who I needed

Cameron Samuels not human verified

to be not what others expected me to be over the past week student organizers

Cameron Samuels not human verified

from high schools across the district came together for Katie is the fr e ad

Cameron Samuels not human verified

freedom week we we distributed books to more than 150 students this past week

Cameron Samuels not human verified

and the impact that it has made on students is nothing but positive these

Cameron Samuels not human verified

These books were written by authors and included storylines of LGBTQ and BIPOC identities because

Cameron Samuels not human verified

this representation in literature is not as readily accessible in libraries.

Cameron Samuels not human verified

We need to be represented in the literature we read in class and have access to in school

Cameron Samuels not human verified

libraries and we must take ownership of our own education without letting other people

Cameron Samuels not human verified

decide what we can and cannot learn about.

Cameron Samuels not human verified

The books being targeted across the state and in our school district challenge the notions of white supremacy in a heteronormative society, not because it contains, quote, pervasively vulgar content.

Cameron Samuels not human verified

It is no coincidence that this is the very reason that these books are being banned.

Cameron Samuels not human verified

This concerning wave of censorship has malicious intent to uphold the status quo that keeps queer students and BIPOC students struggling each and every day.

Cameron Samuels not human verified

As an educational institution dedicated to supporting students and becoming successful community leaders, censorship is not the legacy to create.

Cameron Samuels not human verified

Thank you.

Unknown speaker not human verified

Thank you. The next speaker is Dallas Bergstrom and the speaker after that is Torin Santana.

Unknown speaker not human verified

Good evening.

Dallas Bergstrom not human verified

Hello, my name is Dallas Bergstrom. I teach manufacturing engineering at Miller Career

Dallas Bergstrom not human verified

and Technology Center. I came today to kind of share some successes of my students. I

Dallas Bergstrom not human verified

feel like a redheaded stepchild and we never get the kudos that I feel that we're always

Dallas Bergstrom not human verified

needing but we run a skills USA organization and there are four programs

Dallas Bergstrom not human verified

this year that are doing it and collaboratively we earned just this last

Dallas Bergstrom not human verified

Saturday 44 golds 17 silver 9 bronze medals 5 students are advancing with a

Dallas Bergstrom not human verified

blue ribbon with projects to the state contest two students earned district

Dallas Bergstrom not human verified

officer positions and we are planning to go to state at the end of March early

Dallas Bergstrom not human verified

April and hopefully be able to be honored up here again at a national

Dallas Bergstrom not human verified

level. That being said, we are constantly striving to partner with businesses and

Dallas Bergstrom not human verified

sometimes we get overshadowed. We, just as a reminder, Miller does not have a PTA.

Dallas Bergstrom not human verified

We have zero booster club, so it's very hard to raise funds to do some of these

Dallas Bergstrom not human verified

things.

Dallas Bergstrom not human verified

I'm being told that hopefully they can, the district has worked very hard and my CTE department has worked tirelessly to try to find this funds to pay for registrations, registration fees and hotels. They're hoping they can find hotel rooms or pay for some hotel rooms for us teachers, which is actually more than the stipend that I'm going to earn.

Dallas Bergstrom not human verified

So if I have to pay that out of my pocket, that's going to be a little frustrating.

Dallas Bergstrom not human verified

That being said, if anybody has a business or a local business, I'm constantly like,

Dallas Bergstrom not human verified

I brought t-shirts, I got a whole suitcase of shirts I'm selling for $20 a piece trying

Dallas Bergstrom not human verified

to raise funds for my organization.

Dallas Bergstrom not human verified

No joke, I brought a whole suitcase.

Dallas Bergstrom not human verified

If anybody wants to purchase a shirt, I'd be happy to.

Dallas Bergstrom not human verified

I'm actually as a bus driver volunteering some of my times too.

Dallas Bergstrom not human verified

I could have earned triple the amount as just a bus driver instead of an advisor, so I'm

Dallas Bergstrom not human verified

next year I think I'll decline the stipend and earn up just drive the bus

Dallas Bergstrom not human verified

instead thank you for your time and I do sir mr. Berkshire what is the name of

Dallas Bergstrom not human verified

the class you teach again manufacturing engineering but culinary and criminal

Dallas Bergstrom not human verified

justice is new and IT is also new this year so they they came in with a wave of

Dallas Bergstrom not human verified

success

Unknown speaker not human verified

Thank you. The next speaker is Torin Santana, and the speaker after that is Armagon Sadeghi.

Torin Santana not human verified

How are you guys doing? My name is Torin Santana.

Torin Santana not human verified

I've come to talk about the school pickup line for Bryan Elementary.

Torin Santana not human verified

I live in the neighborhood just behind Bryan Elementary where the school pickup line comes through.

Torin Santana not human verified

It's been very dangerous to have the school pickup line go through our neighborhood.

Torin Santana not human verified

hood. I live on 4630 1618 Dominion Heights Lane. It goes right there behind it. Just two years ago

Torin Santana not human verified

there was an incident where my son was choking and almost was getting ready to go out. He almost died.

Torin Santana not human verified

We're trying to get out of our home. We cannot get out of our home because the school line was

Torin Santana not human verified

blocking our driveway. It's only a two-lane road so one lane has been blocked off by other cars.

Torin Santana not human verified

if you're trying to get through another car is blocking you so you get blocked

Torin Santana not human verified

off either way so we almost didn't make it a time luckily by the grace of God he

Torin Santana not human verified

survived but it could have went terribly wrong and there's another incident where

Torin Santana not human verified

once again mercy vehicles trying to get through can't get through because the

Torin Santana not human verified

school line is blocking stuff so it's becoming very very very dangerous to

Torin Santana not human verified

have that school line go through our neighborhood I don't understand why it

Torin Santana not human verified

goes through there because it's not part of the school district it's a whole

Torin Santana not human verified

different district that it goes through so if there's any other solution that

Torin Santana not human verified

could happen if you give the line and go a different way it'd be greatly

Torin Santana not human verified

appreciated I hear my time

Unknown speaker not human verified

thank you the next speakers on the guns a deggy and the speaker at that is grace

Unknown speaker not human verified

denner armagon nope grace denner and apologize if I'm saying that wrong and

Unknown speaker not human verified

the speaker after that is Allison Franks good evening everyone my name is grace

Unknown speaker not human verified

denner I'm a senior at Clemens High School in Sugar Land Texas and the

Unknown speaker not human verified

director of communications for voters of tomorrow Texas though I may not be

Unknown speaker not human verified

a resident of KDISD, the recent push to ban books detailing the Holocaust, our country's history of

Unknown speaker not human verified

slavery, and LGBTQ themes right in my own backyard is something I and the other students here today

Unknown speaker not human verified

will not stand for. It is honestly astonishing that here in the 21st century in the United

Unknown speaker not human verified

States of America, a country built on free expression and secularism, elected government

Unknown speaker not human verified

officials are so corrupted by their personal values that they would be willing to ban books

Unknown speaker not human verified

containing perversive, containing perfectly appropriate themes of diversity, inclusivity,

Unknown speaker not human verified

and communal healing from past atrocities.

Unknown speaker not human verified

The main defense of this seems to be that the books contain pervasively vulgar content

Unknown speaker not human verified

that makes children uncomfortable.

Unknown speaker not human verified

I counter that with this instead.

Unknown speaker not human verified

Why shouldn't these topics make children uncomfortable?

Unknown speaker not human verified

In many instances, these banned or challenged titles discuss things that should make people uncomfortable.

Unknown speaker not human verified

They bring to light institutions of racism and anti-Semitism,

Unknown speaker not human verified

discriminatory legacies that have a continued effect in American society today.

Unknown speaker not human verified

In other instances, they challenge children's monoperceptive point of view, showing them

Unknown speaker not human verified

that people different than themselves face different challenges than they do, and all

Unknown speaker not human verified

are deserving of respect and understanding.

Unknown speaker not human verified

The uncomfortableness that many banned books thrust upon their readers is often necessary

Unknown speaker not human verified

and a crucial part of growing one's understanding of themselves and their place in society.

Unknown speaker not human verified

The fact that this school board has decided to make these titles inaccessible to their

Unknown speaker not human verified

students, thus stunting the growth of their own multi-perceptivity, reeks of personal

Unknown speaker not human verified

bias and fascist sympathies that have no place in modern society much less in a school thus i ask

Unknown speaker not human verified

the current members of the kdisd school board you've seen how history remembers those who ban

Unknown speaker not human verified

books dismiss diversity and stand in the way of inclusivity are you really willing to cement your

Unknown speaker not human verified

place alongside them thank you i yield my time thank you the next speaker is allison franks

Unknown speaker not human verified

and the speaker after that is george scott

Unknown speaker not human verified

My name is Allison Franks and I'm a student at Jordan High School and a believer in intellectual

Unknown speaker not human verified

freedom.

Unknown speaker not human verified

Students are taught from a young age.

Unknown speaker not human verified

If you pick up a book that offends you or makes you uncomfortable, close it and return

Unknown speaker not human verified

it.

Unknown speaker not human verified

In less than a year, juniors like myself around Texas will be applying to college, planning

Unknown speaker not human verified

at 17, for the rest of our future.

Unknown speaker not human verified

We are forming our own opinions and diving into the waters of the world.

Unknown speaker not human verified

Yet censoring books instills the idea that we are expected to do so without being given

Unknown speaker not human verified

given access to the crucial resources to learn about other experiences, mindsets, and relationships

Unknown speaker not human verified

as is offered by a diverse high school library.

Unknown speaker not human verified

We are expected to choose our future, yet we are being denied the freedom to choose

Unknown speaker not human verified

our reading material.

Unknown speaker not human verified

Personally, I have read novels I disagree with, novels that make me uncomfortable.

Unknown speaker not human verified

However, each of these novels has helped me grow as a person and prepare for the uncomfortable

Unknown speaker not human verified

truths that are actively occurring in our country and societies.

Unknown speaker not human verified

Knowledge and empathy are developed through experience, and for students, books allow

Unknown speaker not human verified

allow access to a multitude of countless important experiences that would be otherwise directly

Unknown speaker not human verified

unattainable.

Unknown speaker not human verified

Diversity in literature is a benefit, not a detriment.

Unknown speaker not human verified

Last week, students around KDISD came together to proudly make our voices heard.

Unknown speaker not human verified

With complete adherence to school regulations and commitment from over 150 students, 173

Unknown speaker not human verified

books were distributed at Taylor, Seven Lakes, and Jordan to promote freedom of intellect.

Unknown speaker not human verified

We call to be given access to books regarding racism, LGBTQ relationships, reproductive

Unknown speaker not human verified

productive rights and all the controversial topics that directly affect our lives every day.

Unknown speaker not human verified

Opinions may differ and diverse mindsets are valid and entitled. However, students must be given

Unknown speaker not human verified

access to form their own opinions in a safe environment. The exact environment high school

Unknown speaker not human verified

libraries throughout Texas are striving to remain. We call for access to the knowledge education has

Unknown speaker not human verified

promised us and the constitutional freedom to decide what to do with that knowledge for ourselves.

Unknown speaker not human verified

And we are here to tell you we will continue fighting for what we deserve. Thank you.

Unknown speaker not human verified

Thank you.

Unknown speaker not human verified

The next speaker is George Scott, and the speaker after that is Mary Ellen Cuzela.

George Scott not human verified

Full prepared remarks provided.

George Scott not human verified

President Schulte, don't ever apologize for your commitment to rigorous due diligence,

George Scott not human verified

no matter the cost, an unprecedented, institutionally jeopardizing situation your board confronted.

George Scott not human verified

Your leadership was historically heroic.

George Scott not human verified

Having observed every president of this board since 1983, including Dr. James Williams earlier,

George Scott not human verified

through the more recent extraordinary leadership of Presidents Courtney Doyle and Ashley Vann in tumultuous times,

George Scott not human verified

you are a truly worthy successor of the best of the best who sat where you sit.

George Scott not human verified

Superintendent Grigorski, your statement Thursday was an historically eloquent

George Scott not human verified

expression of the better angels of principles to which all should aspire

George Scott not human verified

regarding governance. I'm a cynic. I was deeply impressed. With that perspective

George Scott not human verified

let me express my deepest admiration to Mrs. Doyle, Mrs. Vann, and Bill Lacey who

George Scott not human verified

who did not blink under maniacal pressure,

George Scott not human verified

understanding that you were the right person at the right time from the beginning.

George Scott not human verified

To Board Members Duke Keller and Lance Ridman,

George Scott not human verified

it can be hard to understand in advance that sometimes events beyond your control

George Scott not human verified

take over forcing bottom line decisions under pressure

George Scott not human verified

as some draw road maps with the wrong path.

George Scott not human verified

By now you have internalized, as I once did, that the table at which you sit is not pristine in motivation.

George Scott not human verified

You and your leader colleagues have rejected the ethically intellectual gibberish as expressed in the Chronicle's quote

George Scott not human verified

that this process could be motivated by silence to silence an elected public official.

Unknown speaker not human verified

Thank you.

Unknown speaker not human verified

Thank you.

Unknown speaker not human verified

Thank you.

Unknown speaker not human verified

The next speaker is Mary Ellen Cozzella. The speaker after that is Sam Smith.

Mary Ellen Cozzella not human verified

Hi, I'd like to speak tonight about the freedom meetings that happened last week

Mary Ellen Cozzella not human verified

and address the hijacking of the book removal story by the media and other political entities.

Mary Ellen Cozzella not human verified

I do not understand why school administration was unaware of the books freely given out

Mary Ellen Cozzella not human verified

to students during Freedom meetings last week on campus at Seven Lakes, Taylor, and Jordan

Mary Ellen Cozzella not human verified

High Schools.

Mary Ellen Cozzella not human verified

Ahead of the event, I asked for a list of books, but the school didn't have it.

Mary Ellen Cozzella not human verified

I know of a few parents who tried to attend the meetings, but the doors were locked.

Mary Ellen Cozzella not human verified

An assistant principal told one mother parents were not allowed.

Mary Ellen Cozzella not human verified

Why?

Mary Ellen Cozzella not human verified

I also really don't understand why the high schools were okay for the book Flamer by Mike

Mary Ellen Cozzella not human verified

Curato to be handed out to students. This is a book currently under review by the

Mary Ellen Cozzella not human verified

district for vulgarity. It contains a locker room shower scene where guys

Mary Ellen Cozzella not human verified

compare their sexual anatomy and talk about not getting it from behind and a

Mary Ellen Cozzella not human verified

scene where everyone is supposed to jerk off into a bottle and whomever doesn't

Mary Ellen Cozzella not human verified

produce has to drink it. Allowing this book to be handed out at a freedom event

Mary Ellen Cozzella not human verified

on school campuses behind locked doors is beyond unacceptable and complicit

Mary Ellen Cozzella not human verified

with sharing harmful material to minors. These books are not a solution for an

Mary Ellen Cozzella not human verified

lbgtq plus teen seeking guidance nor for a teen seeking a sexual education. I want

Mary Ellen Cozzella not human verified

to reiterate removing vulgar books is not about canceling someone's walk in

Mary Ellen Cozzella not human verified

life, about hating LGBTQ people, about denying sex exists, racial divides,

Mary Ellen Cozzella not human verified

political ideology, nor about religion. This is also not about banning

Mary Ellen Cozzella not human verified

books. If for some reason you feel your kids should have these books they are

Mary Ellen Cozzella not human verified

They're all available at public libraries and at bookstores.

Mary Ellen Cozzella not human verified

This is about protecting all children from this kind of sexual detail.

Mary Ellen Cozzella not human verified

It's porn in print.

Mary Ellen Cozzella not human verified

If thrown on a movie screen, it'd be rated R in C-17.

Mary Ellen Cozzella not human verified

It's degrading to people of all ideologies.

Mary Ellen Cozzella not human verified

There are filters on a student's internet access,

Mary Ellen Cozzella not human verified

guarding them from accessing porn.

Unknown speaker not human verified

Thank you.

Unknown speaker not human verified

The next speaker is Sam Smith, and the speaker after that is Liz Markowitz.

Unknown speaker not human verified

Sam Smith?

Unknown speaker not human verified

No, Liz Markowitz?

Unknown speaker not human verified

Good evening. The speaker after that is Kathy Carpenter.

Sam Smith not human verified

Good evening.

Sam Smith not human verified

Standing here in Fort Bend County, one of the most diverse counties in the nation,

Sam Smith not human verified

I'm dismayed by the recent wave of book banning across this nation and state.

Sam Smith not human verified

In 1982, the Supreme Court ruled that public schools can ban books that are pervasively vulgar,

Sam Smith not human verified

but they cannot remove books simply because they dislike the ideas contained within.

Sam Smith not human verified

it i call upon kdisd as i did before a district that has made national news over the years for

Sam Smith not human verified

the removal of literature from school libraries to operationally define pervasively vulgar and

Sam Smith not human verified

provide the public with concrete reasons for every work that has been removed

Sam Smith not human verified

it is imperative that our students be exposed to a breadth of diverse views

Sam Smith not human verified

and perspectives in order to successfully navigate the global society in which we live.

Sam Smith not human verified

Only through exposure to a diverse set of views can our children gain the empathy necessary

Sam Smith not human verified

to understand situations outside of their own.

Sam Smith not human verified

We must ensure that children, our future leaders, are able to successfully navigate and solve

Sam Smith not human verified

the problems that we face as a society.

Sam Smith not human verified

We learn from the past, and someone much wiser than myself coined the phrase, history repeats

Sam Smith not human verified

itself.

Sam Smith not human verified

While I am no historian, I cannot recall a single time when the censorship of ideas and materials was deemed positive or beneficial in retrospect.

Sam Smith not human verified

Not once have I heard historians credit those who actively censored the written word as transformational leaders.

Sam Smith not human verified

Rather, such censorship has been found to be both suppressive and oppressive in nature, seeking to marginalize or demean certain populations.

Sam Smith not human verified

and history has never favored oppression or the oppressor.

Sam Smith not human verified

We are privileged to live in a country that values freedom,

Sam Smith not human verified

and as Americans, we have a responsibility...

Unknown speaker not human verified

Thank you.

Unknown speaker not human verified

The next speaker is Kathy Carpenter,

Unknown speaker not human verified

and the speaker after that is Brian Gaither.

Unknown speaker not human verified

Good evening.

Kathy Carpenter not human verified

Thank you.

Kathy Carpenter not human verified

It's normal for a child or a young teen to look for their belonging and their identity

Kathy Carpenter not human verified

through their youth.

Kathy Carpenter not human verified

What is not normal is allowing children to undergo irreversible puberty blocking therapy,

Kathy Carpenter not human verified

which is akin to chemical castration.

Kathy Carpenter not human verified

I need to preface this again by saying I am not here to incite or encourage anger towards

Kathy Carpenter not human verified

the gay community, since I am of the same orientation.

Kathy Carpenter not human verified

I am here to expose the hidden dangers of the homosexual agenda that continues to be protected,

Kathy Carpenter not human verified

defended, and supported. I am here to sound the alarm of the complacency of education

Kathy Carpenter not human verified

government system.

Kathy Carpenter not human verified

Over the years our government has created and legalized a multitude of acronyms

Kathy Carpenter not human verified

that sound like a wonderful project, but always turn out against humanity.

Kathy Carpenter not human verified

While I cannot name every acronym or abbreviation, we all know that CPS was given the right to

Kathy Carpenter not human verified

remove any child they want, no matter what.

Kathy Carpenter not human verified

Every school in America has been given the right to program our children into confusion,

Kathy Carpenter not human verified

hatred, fear, and filth.

Kathy Carpenter not human verified

We're tired of hearing excuses for CRT, ESSER, STEM, STAR, SEL, and the library books.

Kathy Carpenter not human verified

While I refuse to accommodate their new pronouns, the alphabet soup has been given the right

Kathy Carpenter not human verified

to slam their agenda down the throats of every human on earth.

Kathy Carpenter not human verified

How long will it be before you start introducing our kids to the North American Man-Boy Love

Kathy Carpenter not human verified

association better known as an amla the gay agenda leads to a very dark world of

Kathy Carpenter not human verified

pedophilia and you're helping them thank you thank you the next speaker is Brian

Unknown speaker not human verified

Gaither the speaker after that is Angie McClellan hi my time is brief so I'm

Unknown speaker not human verified

gonna go fast I'm Brian Gaither I'm a Texas public school graduate from El

Unknown speaker not human verified

Paso my mother's a retired public school teacher from San Antonio I have a

Unknown speaker not human verified

Cornell degree and two business related master's degrees and I've just been

Unknown speaker not human verified

called a pedophile to school board meeting which doesn't surprise me

Unknown speaker not human verified

because I'm one of the authors you have blocked on the advocate. At best you

Unknown speaker not human verified

call me a smut monger and at worst you call me a pedophile because you've

Unknown speaker not human verified

justified SIPA as your reason for blocking things that I've written about

Unknown speaker not human verified

Liz Cheney's acceptance of trans rights and gay marriage, Pete Buttigieg and his

Unknown speaker not human verified

husband and cyberbullying on YouTube and I came out tonight as a taxpayer because

Unknown speaker not human verified

I believe in a public education as a public good even though I have no

Unknown speaker not human verified

children in the schools myself, I'm subsidizing the education of everybody who does.

Unknown speaker not human verified

And I do so because I believe in an educated electorate and I believe that you have the

Unknown speaker not human verified

responsibility to make them educated.

Unknown speaker not human verified

One of the things that is important to that education, as people have noted, is allowing

Unknown speaker not human verified

them to see and sense alternative points of view and the worldview of people who are not

Unknown speaker not human verified

necessarily like them.

Unknown speaker not human verified

The things I've written in The Advocate have nothing to do with anything more than politics

Unknown speaker not human verified

as it relates to gay people and how gay people are trying to navigate the world in which

Unknown speaker not human verified

we are called pedophiles on a regular basis, despite the fact that some of us went to the

Unknown speaker not human verified

Ivy League school and had professional degrees and are trying to get a great education in Texas.

Unknown speaker not human verified

So I applaud the students in your district who have come and stood up and advocated for

Unknown speaker not human verified

themselves. I'm advocating for myself and telling you I'm not a pedophile, I'm just a political

Unknown speaker not human verified

writer. And I would hope that you would allow your students to have opportunities to read the things

Unknown speaker not human verified

that I've written in The Advocate and other things that are nowhere near as prurient or as smut ridden

Unknown speaker not human verified

as what you can find in the average magazine of Cosmo on a monthly basis in the grocery store.

Unknown speaker not human verified

So, you know, sorry, I'm a little rushed for time here, but I would like to be, I think that these debates lose the fact that they're real human beings involved in them.

Unknown speaker not human verified

And I'm no more a pedophile than the people on the Trevor Project trying to keep your students from killing themselves.

Unknown speaker not human verified

And I know you.

Unknown speaker not human verified

Thank you.

Unknown speaker not human verified

Thank you.

Unknown speaker not human verified

The next speaker is Angie McClellan.

Unknown speaker not human verified

The speaker after that is Colborne McClellan.

Angie McClellan not human verified

KDISD staff, families, and community need to hear the truth about a situation no mother, child, or family should have to endure.

Angie McClellan not human verified

I have courage, transparency, and integrity to report the truth because KDISD has failed to do so.

Angie McClellan not human verified

I am not some nut job.

Angie McClellan not human verified

I am a strong, well-respected leader.

Angie McClellan not human verified

leader. KDISD needs to tell the taxpayers just how much money they have spent on the

Angie McClellan not human verified

litigation against my family and I guarantee you it is well above $500,000. KDISD has a

Angie McClellan not human verified

bully policy to protect kids from kids. However, we do not have a good system in place to discipline

Angie McClellan not human verified

and hold accountable the very adults in education that do the same thing, bully, which makes

Angie McClellan not human verified

them very powerful and very controlling protect it with our tax dollars and no

Angie McClellan not human verified

money of their own KDISD is in the education business that business is

Angie McClellan not human verified

about kids and what is best for kids we are to help advance them from one

Angie McClellan not human verified

lilypad to the next not shoot bullet holes in their lilypads and watch them

Angie McClellan not human verified

drown why why have you refused to correct the false KDISD statement that

Angie McClellan not human verified

you released to parents in the media about my son you lied to the public and you told them a thorough

Angie McClellan not human verified

investigation had been conducted by the city of Katy and Katy ISD police departments yet as

Angie McClellan not human verified

already admitted to by both agencies neither have any record of any investigation regarding Bronson

Angie McClellan not human verified

for his off-campus speech and certainly no report was ever made by anyone anywhere at any time

Angie McClellan not human verified

nor was Bronson ever told or disciplined for making a threat.

Angie McClellan not human verified

You choose to keep a false narrative about a 17-year-old child

Angie McClellan not human verified

that you knew you had no business getting involved in.

Angie McClellan not human verified

That was my role.

Angie McClellan not human verified

I am...

Unknown speaker not human verified

Thank you.

Unknown speaker not human verified

Thank you.

Unknown speaker not human verified

The next speaker is Colborne McClellan,

Unknown speaker not human verified

and the last speaker tonight is Peniel Otto.

Colborne McClellan not human verified

The school board has only heard from one side, and that side was tainted.

Colborne McClellan not human verified

I asked the board of trustees to hear our side before automatically accepting as truth

Colborne McClellan not human verified

what they have been told from those administrators who caused harm to a student and led to these lawsuits.

Colborne McClellan not human verified

My family has tried desperately for over two years to have KDISD retract a public written statement about my son that was false.

Colborne McClellan not human verified

KDISD refused to maintain the statement was true.

Colborne McClellan not human verified

However, it was recently uncovered by the Fort Bend County DA's office that a certain KDI school principal admitted that he and KDISD knew the statement was false four days after it was released, and KDISD knew that Bronson did not send the video to a black student athlete from Tompkins.

Colborne McClellan not human verified

KDISD made my son out to be a racist because he used the slang N-word off campus and having nothing to do with the school.

Colborne McClellan not human verified

KDISD knew this slang word was used throughout the campus in the presence of teachers and coaches by students of all races.

Colborne McClellan not human verified

Own school property, uses school equipment, KDISD allows music to be played that uses vulgar language, encourages violence, degrades women, and constantly uses the N-word, yet was determined to make an example of Bronson for what he said off campus at Whataburger.

Colborne McClellan not human verified

Through this tragedy, Dawn Champagne is the only board member who displayed real courage, has the moral compass pointed in the right direction, and stood up for Bronson when she knew had been wronged.

Colborne McClellan not human verified

Ms. Champagne took a stand against an injustice and was unwilling to be part of the cover-up.

Colborne McClellan not human verified

And what did she get for it? Retaliated against by her colleagues.

Colborne McClellan not human verified

Donna's no puppet for the KISD administration.

Colborne McClellan not human verified

Lastly, in an attempt to sway public opinion and distract from the truth,

Colborne McClellan not human verified

KISD told the world last Thursday that I tried to have a certain head football coach put in jail.

Colborne McClellan not human verified

That is a lie from the pit of hell and is documented in my original criminal complaint.

Colborne McClellan not human verified

Further in my interview, I told the DA's office that if they went after this coach, I was on his side and I'd testify for him.

Colborne McClellan not human verified

This coach is no longer a defendant in any civil action.

Colborne McClellan not human verified

On September 29, 2020, a certain general counsel said to my lawyers,

Colborne McClellan not human verified

I don't give a fuck about that kid.

Colborne McClellan not human verified

You know what? That's my kid.

Colborne McClellan not human verified

And I'm going to hold to account those who have abused their power.

Colborne McClellan not human verified

I will release the depositions videos to the public when completed and approved by my lawyer.

Colborne McClellan not human verified

Stop hiding behind your gun.

Colborne McClellan not human verified

Thank you.

Unknown speaker not human verified

Thank you.

Unknown speaker not human verified

The next speaker is Peniel Otto.

Peniel Otto not human verified

Good afternoon.

Peniel Otto not human verified

My name is Peniel Otto, and I've resided in KIC

Peniel Otto not human verified

since the third grade.

Peniel Otto not human verified

I'm currently a senior attending Cinco Ranch High School,

Peniel Otto not human verified

and I also attended Miller, which

Peniel Otto not human verified

I obtained an internship with the Farbman Attorney's

Peniel Otto not human verified

Office.

Peniel Otto not human verified

I came here to discuss matters regarding bans.

Peniel Otto not human verified

In special recognition, I would like to mention the book banned titled Jack of Hearts.

Peniel Otto not human verified

This is a book that contains language regarding sexual matters and ties to the LGBTQ community.

Peniel Otto not human verified

In regards to the book, there are articles written stating how kids were able to feel

Peniel Otto not human verified

a sense of comfortability from reading these books and were finally able to express themselves.

Peniel Otto not human verified

Now the claims in which KIC is banning these books for is on the grounds of books and sexual

Peniel Otto not human verified

nature and how it doesn't represent KIC values and their qualities and is pervasively vulgar.

Peniel Otto not human verified

So I have a question. What truly deems books inappropriate for school libraries?

Peniel Otto not human verified

If me as a black student in K-ISD has to be forced to read books such as Kill a Mockingbird in class that contain the N-word on multiple occasions,

Peniel Otto not human verified

why does a kid who chooses to read a book deserve to have that stripped away from him?

Peniel Otto not human verified

As a student in K-ISD who can see certain categories of books being stripped from libraries, it's sad.

Peniel Otto not human verified

Instead of those of you who represent the upper ranks of Kid ISD to stand up for all kids regarding race, sexuality, and or status,

Peniel Otto not human verified

you're banning books on those who asked.

Peniel Otto not human verified

At the end of the day, kids should have the choice to read the books they want to read.

Peniel Otto not human verified

No one is forcing kids to read books.

Peniel Otto not human verified

Let them choose.

Peniel Otto not human verified

Don't take the right away from those kids who only feel that their platform is to read

Peniel Otto not human verified

those books in school.

Peniel Otto not human verified

Thank you.

Unknown speaker not human verified

Thank you.

Unknown speaker not human verified

This concludes the open forum portion of tonight's meeting.

Unknown speaker not human verified

The board will now convene and close meeting as authorized under section 551001 of the

Unknown speaker not human verified

Texas Government Code for the following purposes.

Unknown speaker not human verified

Unknown speaker not human verified

administrative two-year term, staff member one-year probationary, staff member one-year

Unknown speaker not human verified

term and staff member two-year terms.

Ashley Vann not human verified

Mr. President?

Unknown speaker not human verified

Yes.

Ashley Vann not human verified

I move the Board of Trustees approves the administrative one-year probationary, administrative

Ashley Vann not human verified

one-year term, administrative two-year term, staff member one-year probationary, staff

Ashley Vann not human verified

member one-year term, and staff member two-year term contracts as recommended by the superintendent

Ashley Vann not human verified

in closed meeting.

Ashley Vann not human verified

Second.

Ashley Vann not human verified

Second.

Unknown speaker not human verified

We have a motion by Mrs. Vann, a second by Ms. Wilson.

Unknown speaker not human verified

We'll now proceed to vote.

Unknown speaker not human verified

All those in favor, raise your right hand and say aye.

Unknown speaker not human verified

Aye.

Unknown speaker not human verified

All those opposed?

Unknown speaker not human verified

Thank you.

Unknown speaker not human verified

The motion carries 7-0.

Unknown speaker not human verified

Thank you very much.

Unknown speaker not human verified

That was great.

Unknown speaker not human verified

Consider 7.2, Gen. Adam 7.2.

Unknown speaker not human verified

Mr. President?

Lance Redmon not human verified

Yes.

Lance Redmon not human verified

I move that the Board of Trustees name Jamie Hines as the Executive Director of Finance,

Lance Redmon not human verified

as recommended by the Superintendent, in closed meeting.

Ashley Vann not human verified

Second.

Unknown speaker not human verified

We have a motion by Mr. Redman, a second by Mrs. Vann.

Unknown speaker not human verified

We'll now proceed to vote.

Unknown speaker not human verified

All those in favor, raise your right hand and say aye.

Unknown speaker not human verified

Aye.

Unknown speaker not human verified

The motion carries 7-0. Thank you.

Unknown speaker not human verified

Yes?

Ken Gregorski not human verified

I'm looking for Jamie out there. Is he out there somewhere?

Ken Gregorski not human verified

He didn't make it tonight? Oh, yeah, he's at a conference.

Ken Gregorski not human verified

Yeah, and I called him out, so now he looks double bad, right?

Ken Gregorski not human verified

But I should have remembered that.

Ken Gregorski not human verified

But I hate to not recognize somebody when they get a promotion,

Ken Gregorski not human verified

and we're super excited to see Jamie get that opportunity

Ken Gregorski not human verified

and looking forward to him doing some great work for us.

Ken Gregorski not human verified

Thank you.

Unknown speaker not human verified

Well, now move on to Agenda 8, Reports.

Unknown speaker not human verified

Agenda item 8.1, 2022-2023 budget update.

Unknown speaker not human verified

The presenters are Mr. Chris Smith and Mr. Jeff Robert.

Unknown speaker not human verified

Good evening.

Unknown speaker not human verified

Good evening, Superintendent Schulte and Superintendent Gagorski and board.

Unknown speaker not human verified

Tonight is our second budget update of the year.

Unknown speaker not human verified

Last month we talked a little bit about our introduction to the budget process

Unknown speaker not human verified

in the budget parameters and a little history.

Unknown speaker not human verified

This month we're gonna talk about long term,

Unknown speaker not human verified

our long term debt plan and projections

Unknown speaker not human verified

and get set up for another year

Unknown speaker not human verified

of being a very fast growing district.

Unknown speaker not human verified

Speaking of growth, this is a 15 year history

Unknown speaker not human verified

of our value growth, the taxable values

Unknown speaker not human verified

and with come students, comes houses

Unknown speaker not human verified

and the businesses that support houses

Unknown speaker not human verified

and you can see the value growth that we've had based on,

Unknown speaker not human verified

mostly because of the new students coming into the district.

Unknown speaker not human verified

This is that same look at, just a little bit graphically, with the percentages.

Unknown speaker not human verified

And I think out to the far right is the closest to where we are now these last five years there in orange.

Unknown speaker not human verified

And that five-year average is a 5.7%.

Unknown speaker not human verified

I think the numbers you're going to see from Mr. Robert show that our planning for these next several years is more conservative than our five-year average.

Unknown speaker not human verified

And we want to be conservative when we're looking at these assumptions that you'll see tonight.

Unknown speaker not human verified

15-year average is 8.7%. You can see we're taking advantage of those two or three very high years back in the 13-14 era, but we've had 8.7% over the last 15-year value growth.

Unknown speaker not human verified

growth. Just to recap on what we've done this last summer, or actually going into the fall,

Unknown speaker not human verified

we had our fourth bond sale of our 2017 authorization. We called it the 2021C, and it delivered $40

Unknown speaker not human verified

million in proceeds. We won't sell any more bonds associated with the 2017 authorization.

Unknown speaker not human verified

There's no more to sell. And those are finishing up projects that are associated with that

Unknown speaker not human verified

that authorization.

Unknown speaker not human verified

and we're finishing up the spend on that.

Unknown speaker not human verified

With that, we had an all-in true interest cost of 1.3557%,

Unknown speaker not human verified

with an average life of 26.96 years.

Unknown speaker not human verified

Now, that's unique in that it was a variable rate issue with a bullet term bond,

Unknown speaker not human verified

and those will reset in a couple of years.

Unknown speaker not human verified

That's one of the reasons why we're getting such a good interest rate on that.

Unknown speaker not human verified

The first new money sale of the 2021 authorization,

Unknown speaker not human verified

We are spending money already on the Robertson Elementary, I was going to say Elementary 44,

Unknown speaker not human verified

and some other projects that have already gotten off to a fast start.

Unknown speaker not human verified

It's our first of four that we had.

Unknown speaker not human verified

We had it in November of 2021.

Unknown speaker not human verified

It delivered $145 million in proceeds.

Unknown speaker not human verified

We called it the 2021D.

Unknown speaker not human verified

It had an all-in-true interest cost of 2.388% and an average life of only 13 years.

Unknown speaker not human verified

years. Just as a reminder, our debt management tools that this all kind of works around is

Unknown speaker not human verified

our refundings. We refund bonds to save interest when available. We defeeze bonds or just flat

Unknown speaker not human verified

pay them off when we have the opportunity to do so. We earn interest on our bond proceeds.

Unknown speaker not human verified

That's unique in that not all districts, when they invest those proceeds, they sometimes

Unknown speaker not human verified

don't put it back into their debt service. We do in Katy and we have a fund balance of

Unknown speaker not human verified

$61.4 million in our debt service fund fund balance, which is a healthy fund balance.

Unknown speaker not human verified

We've rocked along for many years with that 39 cent tax rate and I think the numbers,

Unknown speaker not human verified

I know the numbers that Mr. Robert's going to show you will show that we can continue

Unknown speaker not human verified

to do so and continue to manage our debt plan in a very prudent way.

Unknown speaker not human verified

I'm going to turn it over to our municipal advisor, Mr. Jeff Robert, to talk a little

Unknown speaker not human verified

little bit about the details of our debt plan. Thank you, Mr. Smith, President Schulte,

Unknown speaker not human verified

Superintendent Gorski, members of the board, Jeff Robert with Hilltop Securities. And as Mr. Smith

Unknown speaker not human verified

said, I'm going to give a kind of a high level overview of where we are on the bond program

Unknown speaker not human verified

itself from a financing perspective. I wanted to show you first, we look at two sets of tax base

Unknown speaker not human verified

assumptions to kind of stress test our model a little bit. I don't think either

Unknown speaker not human verified

one, either set of these assumptions would be considered aggressive. They're

Unknown speaker not human verified

both purposefully hopefully very very conservative. One change that we did make

Unknown speaker not human verified

is we did lower the projected growth in the next year and the reason for that is

Unknown speaker not human verified

is I don't want to say we got the rug pulled out from under us but we did get

Unknown speaker not human verified

a surprise from the legislature when they decided to increase the or have an

Unknown speaker not human verified

election that would increase the homestead exemption from 25,000 to 40,000.

Unknown speaker not human verified

That's going to happen in May. I'm not a betting man, but I'll tell you that will

Unknown speaker not human verified

pass. So that's going to pass. So that will impact our values that are used

Unknown speaker not human verified

on our new debt. So any debt that we have had outstanding prior to September 1 of

Unknown speaker not human verified

21, it will not impact. But for all of the new bonds that are issued, it will impact.

Unknown speaker not human verified

And so what we did was we just went ahead and decreased the tax base by 1% that first year.

Unknown speaker not human verified

Kind of our plan as of now in column two, again, Mr. Smith had mentioned $145 million.

Unknown speaker not human verified

For this upcoming year, the plan is to issue up to $215 million in principal.

Unknown speaker not human verified

We've got a little bit of cushion on interest rates, knowing that there is some inflation out there.

Unknown speaker not human verified

But if you look at the graph, we're in an extremely good position not only for the issuance of this remaining authorization,

Unknown speaker not human verified

but you can see with our projections that we feel like there's going to be a lot of capacity in future years, whether that's for you have really three options for a new election to pay off debt or drop the tax rate.

Unknown speaker not human verified

But you have a lot of flexibility in a few years.

Unknown speaker not human verified

You can see that tax rate.

Unknown speaker not human verified

I don't want to say it drops off a cliff, but you can see it goes down quite substantially.

Unknown speaker not human verified

That's going to be after the issuance of the entire $676 million from the 2021 authorization.

Unknown speaker not human verified

And those two different lines are based upon those two tax-based assumptions that you saw on the prior page.

Unknown speaker not human verified

Interest rates are admittedly very, very volatile right now.

Unknown speaker not human verified

But if you look at it from a long-term perspective, what I've got here is the 20-year bond buyer index,

Unknown speaker not human verified

just to give you an idea of where long-term tax exempt interest rates have been.

Unknown speaker not human verified

Since way back in 1981, in the white graph in the background, you can see they were up over 13%.

Unknown speaker not human verified

If you go all the way over to the right, you can see where we are right now.

Unknown speaker not human verified

In red, you see this index, I think that was a few Thursdays ago, was at 241.

Unknown speaker not human verified

This last Thursday, it was at 251, so it's up about 10 basis points.

Unknown speaker not human verified

But the blue graph just shows you what this index has done over the last year.

Unknown speaker not human verified

There's a lot of talk about inflation. Yes, rates have come up as a result of that.

Unknown speaker not human verified

However, rates are also bouncing around downward somewhat because of what's going on with the Ukraine situation as well.

Unknown speaker not human verified

So with the geopolitical things going on, that usually causes rates to go down.

Unknown speaker not human verified

The inflation causes it to go up. So we're seeing a lot of bouncing around right now.

Unknown speaker not human verified

And if you look at Treasury's, I believe yesterday were down 10 to 12 basis points across the board.

Unknown speaker not human verified

excuse me today 10 to 12 basis points across the board with regard to redemptions and defeasances

Unknown speaker not human verified

at the bottom you can see there over the last what is that roughly five years again we've paid off

Unknown speaker not human verified

70.8 million dollars in principal early saving 17.7 million interest for a total of 88.6

Unknown speaker not human verified

we are going to have the board consider a redemption resolution that will allow us to

Unknown speaker not human verified

redeem bonds in the coming year and then also the refundings will only execute if we get at

Unknown speaker not human verified

least three percent present value savings um if you recall from last year we talked about the uh

Unknown speaker not human verified

the uncertainty associated with the district's swap as it related to libor going away in 2023

Unknown speaker not human verified

so the board approved a parameter that would allow us to do financings to

Unknown speaker not human verified

to terminate the swap, and we did so at no cost to the district.

Unknown speaker not human verified

We did that back in June.

Unknown speaker not human verified

So June of last year, I wanted to give you a recap on that.

Unknown speaker not human verified

What we did was we issued refunding bonds,

Unknown speaker not human verified

and then we issued a bond taxable issue to pay off the termination payment,

Unknown speaker not human verified

but the savings from the refunding more than accounted for the debt service

Unknown speaker not human verified

on the taxable issuance, and you can see that there in the blue.

Unknown speaker not human verified

So this is I think gonna be the last report that we give on the on the swap is it no longer

Unknown speaker not human verified

Exists for the district and we just have that fixed rate debt outstanding now

Unknown speaker not human verified

And if there's any questions, I'd be happy to answer them any questions

Unknown speaker not human verified

Thank you very much, thank you good stuff

Unknown speaker not human verified

And now proceed to agenda item 8.2 leadership development for effective schools

Unknown speaker not human verified

the presenters are back to dr. Natalie Martinez dr. Sine bell and dr. Christine

Unknown speaker not human verified

Caskey welcome good evening

Unknown speaker not human verified

good evening presidential T board members and dr. Gorski tonight we would

Unknown speaker not human verified

like to share with you our system for leadership development and how we are

Unknown speaker not human verified

strengthening our leadership teams to support our students here in kdisd a focus on quality

Unknown speaker not human verified

professional development is supported by our strategic plan and allows for ongoing embedded

Unknown speaker not human verified

professional learning for campus principles the collaboration with district leaders is important

Unknown speaker not human verified

to ensure that the right support is given to our leaders throughout the school year

Unknown speaker not human verified

all principals participate in leadership team meetings that are held monthly after each board

Unknown speaker not human verified

board meeting. They participate in principal meetings that are led by our assistant superintendents

Unknown speaker not human verified

and include regular updates from all departments here at the district through the ESC. Principals

Unknown speaker not human verified

also participate in professional learning communities on a monthly basis that are led

Unknown speaker not human verified

by and facilitated by the Division of Teaching and Learning. We also have differentiated

Unknown speaker not human verified

support for schools who focus their work through the Effective Schools Framework, which has

Unknown speaker not human verified

has been developed by the Texas Education Agency.

Unknown speaker not human verified

We'll go deeper into this process in a minute,

Unknown speaker not human verified

but in general, we use this framework

Unknown speaker not human verified

to help prioritize the work at a campus,

Unknown speaker not human verified

and we come together as district and campus leaders

Unknown speaker not human verified

with a common focus.

Unknown speaker not human verified

Schools who participate in this work

Unknown speaker not human verified

have a specific plan of action.

Unknown speaker not human verified

They have checkpoint meetings and campus walkthroughs

Unknown speaker not human verified

with district leaders.

Unknown speaker not human verified

This summer, we have the opportunity

Unknown speaker not human verified

to apply for a program at the Harvard Graduate School

Unknown speaker not human verified

School of Education, which directly supports the work that is being done through the Effective

Unknown speaker not human verified

Schools Framework.

Unknown speaker not human verified

This week-long session will allow for our principals and our district leaders to network

Unknown speaker not human verified

with leaders from other states and to study best practices while strengthening our own

Unknown speaker not human verified

plans of action.

Unknown speaker not human verified

Natalie is here with us this evening to give more information on the Effective Schools

Unknown speaker not human verified

Framework and how we are supporting leadership development in KDISD.

Unknown speaker not human verified

Thank you, Dr. Caskey. Good evening. All schools go through the continuous improvement process,

Unknown speaker not human verified

and they develop campus improvement plans, which includes data analysis, needs assessment,

Unknown speaker not human verified

creating an action plan, and monitoring checkpoints throughout the year. We also have schools that

Unknown speaker not human verified

receive additional support through this process and create a targeted plan of action to address

Unknown speaker not human verified

an area of need. The campus leadership team works side-by-side with the district team,

Unknown speaker not human verified

which includes our assistant superintendents and representatives from curriculum instruction,

Unknown speaker not human verified

special education, offices of other language, and research accountability and assessment.

Unknown speaker not human verified

Together we support the implementation and monitoring throughout the year.

Unknown speaker not human verified

For the past two years, campuses with additional support have studied and implemented work through

Unknown speaker not human verified

the effective school framework. This is a TEA process that is research-based and used with

Unknown speaker not human verified

campuses across the state.

Unknown speaker not human verified

The framework provides a clear vision for what schools do to ensure excellence for our

Unknown speaker not human verified

students.

Unknown speaker not human verified

As you can see in the picture, the outside circle that holds all the pieces together

Unknown speaker not human verified

is strong school leadership.

Unknown speaker not human verified

Our focus with campus leadership teams has shown to strengthen systems and processes

Unknown speaker not human verified

that affect the instruction and daily routines of our students.

Unknown speaker not human verified

Through the continuous improvement process, campus leaders identify a focus area, set

Unknown speaker not human verified

set short and long-term measurable goals and action steps to support progress through the year.

Unknown speaker not human verified

We have also created integrated district teams to support each campus for consistent collaboration through the process.

Unknown speaker not human verified

At the core of effective schools is effective instruction.

Unknown speaker not human verified

Our schools have chosen to focus on this area within their buildings to ensure that all students have access to learning and growing.

Unknown speaker not human verified

While this is an area of focus, we also know that strategic staffing, high quality instructional

Unknown speaker not human verified

materials and assessments, along with a positive school culture are essential for effective

Unknown speaker not human verified

schools.

Unknown speaker not human verified

Again, the one thing that holds these pieces together is strong school leadership and planning,

Unknown speaker not human verified

which is the outside blue circle.

Unknown speaker not human verified

We know that ongoing support for our principals is essential, especially in the ever-changing

Unknown speaker not human verified

world we are in right now.

Unknown speaker not human verified

Although the graphic seems simple, there are multiple layers under each puzzle piece that

Unknown speaker not human verified

that focus our work and guide us with research-based practices,

Unknown speaker not human verified

and our principals are not alone.

Unknown speaker not human verified

The district team that is assigned to each campus

Unknown speaker not human verified

is expected to conduct walkthroughs,

Unknown speaker not human verified

and we come together during each three-month cycle

Unknown speaker not human verified

to review data, discuss action steps, needed adjustments,

Unknown speaker not human verified

and supports.

Unknown speaker not human verified

To continue the support, Dr. Bell

Unknown speaker not human verified

is here to give you information on the summer opportunity

Unknown speaker not human verified

at Harvard Institute.

Unknown speaker not human verified

Good evening.

Unknown speaker not human verified

The Principal Center at the Harvard Graduate School

Unknown speaker not human verified

School of Education is committed to the support and development of school leaders around the

Unknown speaker not human verified

world. Through professional development programs and an extensive learning community, the Principal

Unknown speaker not human verified

Center assists principals in leading change to ensure all students have access to a high

Unknown speaker not human verified

quality education. Harvard offers many professional learning opportunities for principals throughout

Unknown speaker not human verified

the year. Many of our KDISD principals have participated in various institutes through

Unknown speaker not human verified

the Raise Your Hand Texas Foundation. The Center offers a variety of professional development

Unknown speaker not human verified

development programs designed to empower and inspire school leaders.

Unknown speaker not human verified

Participants in the institute receive instruction from the faculty at

Unknown speaker not human verified

the Harvard School of Graduate, Graduate of Education.

Unknown speaker not human verified

I got you.

Unknown speaker not human verified

Thank you.

Unknown speaker not human verified

Through this learning experience, leaders have the opportunity to develop skills

Unknown speaker not human verified

necessary for successful implementation of the plan they develop.

Unknown speaker not human verified

Collaborate with district and district team to clarify the vision and

Unknown speaker not human verified

and develop a leadership plan specific to district

Unknown speaker not human verified

and campus needs, develop a theory of action

Unknown speaker not human verified

to achieve rapid, meaningful improvement,

Unknown speaker not human verified

use data to set strategy, assess progress,

Unknown speaker not human verified

and drive decision making at the classroom and school levels,

Unknown speaker not human verified

and learn how to transform school culture

Unknown speaker not human verified

and foster high-quality instruction.

Unknown speaker not human verified

The Harvard Institute will be funded through ESSER,

Unknown speaker not human verified

and it is aligned to the goals of providing

Unknown speaker not human verified

high-quality professional development

Unknown speaker not human verified

and addressing the learning loss of students through evidence-based activities.

Unknown speaker not human verified

Funds supplanted by the state were less than expected, which allows us to fund this opportunity.

Unknown speaker not human verified

And we'll be happy to answer any questions that you have.

Unknown speaker not human verified

Any questions?

Dawn Champagne not human verified

Yes.

Dawn Champagne not human verified

Thank you for the presentation.

Dawn Champagne not human verified

I have a few questions.

Dawn Champagne not human verified

Do the people who participate in this, do they get anything for this?

Dawn Champagne not human verified

I mean, do they, a certificate or, you know, what do they, besides the knowledge that they gain, is there anything else that they?

Unknown speaker not human verified

So all of the programs that Harvard offers, you do get a certificate of completion that indicates that you've participated in the various institutes that they have.

Unknown speaker not human verified

So some of the programs are different in length.

Unknown speaker not human verified

but depending on which program you participate in you do get acknowledgement

Unknown speaker not human verified

from Harvard which is pretty cool that you've gone through this level of

Dawn Champagne not human verified

extensive professional learning. Okay and can I come on? Okay also is it I know that I

Dawn Champagne not human verified

think I read that 11 schools are gonna be participating is it a voluntary thing

Dawn Champagne not human verified

per school so like if you're offering it at a school is it a voluntary thing at

Dawn Champagne not human verified

the school or are they required to go to it no it's it's voluntary and so it's

Unknown speaker not human verified

the campus principals and they are permitted to bring a plus one to kind of

Unknown speaker not human verified

help them think through some of the things they want to focus on on their

Dawn Champagne not human verified

campus so it's strictly voluntary okay and then how are we going to measure the

Dawn Champagne not human verified

success of this so like is there any measurable type things that we could do

Dawn Champagne not human verified

in the future see how successful it is that's a great question okay

Unknown speaker not human verified

to take that Natalie? Okay, so we have committed as a district team and the

Unknown speaker not human verified

campuses that are going that we're learning on this we're going on this

Unknown speaker not human verified

learning journey together and so the learning part is just the first layer

Unknown speaker not human verified

the the implementation piece is where the real work comes in so when we come

Unknown speaker not human verified

back from the Institute we'll have time to learn there together we'll spend time

Unknown speaker not human verified

prior to going to kind of flesh out what our support plan will be like I'm kind

Unknown speaker not human verified

of similar to what we already have in place with the campuses that we support throughout the year

Unknown speaker not human verified

currently but with the focus of the learning that we gathered when we went to harvard in mind so

Unknown speaker not human verified

we have to continue to support that learning make those plans implement those plans monitor

Unknown speaker not human verified

and adjust and that's a big part of this component once we return all right and dr bell thank you for

Dawn Champagne not human verified

letting me ask these questions do you mind if I okay do you know how much I

Dawn Champagne not human verified

know that we have ESSER funds and we have a lot of ESSER funds so what do you

Dawn Champagne not human verified

know specifically how much this this will cost and also it will it be

Dawn Champagne not human verified

continued to be offered you know the next summer the next summer you know so

Unknown speaker not human verified

we have allocated ESSER funds for this particular activity is aligned to the

Unknown speaker not human verified

the goals of ESSER. So we're looking at approximately $225,000 out of that ESSER money to cover

Unknown speaker not human verified

registration, to cover hotel, to cover flight, and then GOF will pick up the rest of it.

Unknown speaker not human verified

Right now, we've just planned for this year of implementation.

Dawn Champagne not human verified

And will it continue to be offered?

Unknown speaker not human verified

Right now, we just planned for this year.

Dawn Champagne not human verified

I'm sorry, you did say that.

Dawn Champagne not human verified

Okay. Thank you so much.

Unknown speaker not human verified

Any other questions, board members?

Rebecca Fox not human verified

Mr. President?

Unknown speaker not human verified

Yes.

Rebecca Fox not human verified

How many people are attending? 11 plus 11 helpers, like 22, and then how many of you all?

Rebecca Fox not human verified

It's a total of 35.

Rebecca Fox not human verified

35. So that'll be the 22 principal.

Rebecca Fox not human verified

And then central office support staff.

Rebecca Fox not human verified

10 support staff from this building.

Rebecca Fox not human verified

Yes.

Rebecca Fox not human verified

Okay. The, let me make that down.

Rebecca Fox not human verified

It's a week long and you'll be at Harvard?

Rebecca Fox not human verified

Yes.

Rebecca Fox not human verified

Very cool.

Rebecca Fox not human verified

So cool.

Rebecca Fox not human verified

I look forward to hearing the results when you get back.

Rebecca Fox not human verified

I have questions about that, but you haven't been there yet.

Rebecca Fox not human verified

So when you get back, you'll make a presentation

Rebecca Fox not human verified

and you'll show us what you learned about strengths

Rebecca Fox not human verified

and where people wanted to go.

Rebecca Fox not human verified

And is it geared toward each principal from each campus is like,

Rebecca Fox not human verified

this will work at my school, this is where we need to work,

Rebecca Fox not human verified

and everybody's kind of independent in that?

Unknown speaker not human verified

Yes.

Unknown speaker not human verified

Absolutely. You're going with your own problem of practice. So there'll be some pre-work on our end.

Unknown speaker not human verified

And so you're going with that focus in mind and the learning that you get from, I mean, the top-notch leaders in education is where you're bringing that together, the learning and your problem of practice to really solidify that.

Unknown speaker not human verified

So it's a great experience.

Rebecca Fox not human verified

Great. Thank you. I look forward to hearing what you all learn.

Rebecca Fox not human verified

All right.

Rebecca Fox not human verified

Mrs. Champaign asked the rest of my questions.

Rebecca Fox not human verified

Okay. Thank you.

Unknown speaker not human verified

Any other questions for members?

Unknown speaker not human verified

members. Thank you very much. We'll now proceed to agenda item 8.3, present district bell schedule

Unknown speaker not human verified

adjustments. The presenters are Mr. Paul Landis, Executive Director of Transportation, and Mr. Ted

Unknown speaker not human verified

Veerling, Chief Operations Officer. Good evening. All right, well, good evening, President Schulte,

Unknown speaker not human verified

board members, Dr. Grigorski. We are, Mr. Landis and I, here tonight to talk about some minor

Unknown speaker not human verified

adjustments to the to the bell schedule I know that the bell schedule and the

Unknown speaker not human verified

bus routes and all that has been a topic of conversation for many years and we've

Unknown speaker not human verified

tweaked it a little bit along the way just a little history lesson so in 2011

Unknown speaker not human verified

is when we started the current walk standards to and from elementary junior

Unknown speaker not human verified

high and high school so we pulled back on busing every student in Katy ISD and

Unknown speaker not human verified

then in 2018 we implemented the multi bell schedule and if anybody was around

Unknown speaker not human verified

for that which I was and Mr. Cruz and I and we we we fought those battles and we

Unknown speaker not human verified

did I think we did a really good job but we needed a little more tweaking at the

Unknown speaker not human verified

goal at the time was to really get those junior high kids out before four o'clock

Unknown speaker not human verified

and because we would because that was the ultimate goal in addition to making

Unknown speaker not human verified

some some room for some some more routes and things it's a really tight timeline

Unknown speaker not human verified

line and Mr. Landis is going to talk through some of that stuff with you. But so we're still

Unknown speaker not human verified

struggling with shortages. The operations group, just to give you an idea, we're about 115 short

Unknown speaker not human verified

in the maintenance operations group. We're about 120 short in food service and we're about 40

Unknown speaker not human verified

drivers short. Now you guys will remember that we started working with Gold Star right before the

Unknown speaker not human verified

pandemic and Gold Star has helped out tremendously between 30 and 35 routes right now. Gold Star is

Unknown speaker not human verified

running for us. So if we didn't have Gold Star in place, we'd probably be more like 70 routes short,

Unknown speaker not human verified

and it would be really tough to be running all these routes today. So Gold Star has helped out

Unknown speaker not human verified

a lot, so I don't want you to think that the things that we've done in the past haven't helped,

Unknown speaker not human verified

but we do want to tweak it just a little bit. So it really boils down to the time in between drops.

Unknown speaker not human verified

If you remember, I think I gave you a ton of information back in 2018. We were running really

Unknown speaker not human verified

really tight on time. We were over on junior high all the time. We made a few little adjustments.

Unknown speaker not human verified

We made some adjustments during COVID, and they've helped a lot. So right now, we're between 30 and

Unknown speaker not human verified

35 minutes, but that doesn't leave you much time for error. It doesn't leave you time for traffic.

Unknown speaker not human verified

It doesn't leave you time in case there's something going on at the school where the bus can't unload

Unknown speaker not human verified

on time. So what we're really trying to do with this plan, and Paul explained to you, is get 40

Unknown speaker not human verified

to 45 minutes between each route and each drop, and we think that will help out tremendously. So

Unknown speaker not human verified

So this is just a little simple graphic.

Unknown speaker not human verified

Please don't be upset with my artwork there.

Unknown speaker not human verified

I try to follow Chris's lead sometimes, but I just can't do it.

Unknown speaker not human verified

But I wanted to simplify it so it kind of helped you understand.

Unknown speaker not human verified

So the goal would be to have at least a driver running, making three runs,

Unknown speaker not human verified

a high school, an elementary in the middle, and then a junior high.

Unknown speaker not human verified

And originally the idea with the multi-bell schedule is that you'd run actually four runs.

Unknown speaker not human verified

You do a high school, two elementaries, and a junior high.

Unknown speaker not human verified

The time, it just doesn't work.

Unknown speaker not human verified

We'd have to keep junior high kids there until 5.

Unknown speaker not human verified

Nobody wants to do that.

Unknown speaker not human verified

And so this is something that Mr. Landis, our in-house bus guy, came up with,

Unknown speaker not human verified

and I think it's good.

Unknown speaker not human verified

Just to let you know, we're not suggesting to change the high school

Unknown speaker not human verified

or the junior high time to any later or any earlier.

Unknown speaker not human verified

We're just playing with a little elementary time in the middle.

Unknown speaker not human verified

So I'll let Paul explain.

Unknown speaker not human verified

All yours, my friend, sorry.

Unknown speaker not human verified

Good evening.

Unknown speaker not human verified

As Ted said, kind of our gold standard for getting things done on time between different

Unknown speaker not human verified

runs is if we can get 45 minutes, we feel that that gives us the time to get the buses

Unknown speaker not human verified

loaded to get them to the stops that they need to take and to get to the next campus,

Unknown speaker not human verified

even if there's a little bit of hitch here or there with different things that come in

Unknown speaker not human verified

between.

Unknown speaker not human verified

Currently, we're at 30 to 35 minutes, and that just doesn't cut it really and truly.

Unknown speaker not human verified

we've got a lot of routes that are just instead of having three runs on each one

Unknown speaker not human verified

it may just be a high school in a junior high and not even have an elementary in

Unknown speaker not human verified

the middle so we kind of are not very efficient with what we have right now we

Unknown speaker not human verified

want to focus on high school and junior high bells do not change we weren't

Unknown speaker not human verified

going to touch those we knew from four different talks that's just not

Unknown speaker not human verified

something we were going to go and take a look at so we have looked at the

Unknown speaker not human verified

elementary and right now this proposal has 22 elementary times will adjust 15

Unknown speaker not human verified

minutes either earlier or later from their current bell the new time would be

Unknown speaker not human verified

810 to 320 and 21 elementaries would adjust just five minutes from their current time frame the

Unknown speaker not human verified

early schools that would adjust would adjust five minutes earlier and the later schools would adjust

Unknown speaker not human verified

five minutes later that are part of these 21 schools so the new times will be 750 to 3 or 830

Unknown speaker not human verified

to 340 and hopefully we see those as minor adjustments um so how do we come about this

Unknown speaker not human verified

thinking these are roughly the numbers we have we have roughly 150 high school runs 300 elementary

Unknown speaker not human verified

RUNS AND 150 JUNIOR HIGH RUNS.

Unknown speaker not human verified

SO YOU CAN SEE THOSE DON'T REALLY PAIR EVENLY IF WE'RE

Unknown speaker not human verified

TRYING TO GET THREE RUNS PER BUS.

Unknown speaker not human verified

SO WHAT WE'VE LOOKED AT, WE'VE MOVED OVER THE HIGH SCHOOL AND

Unknown speaker not human verified

JUNIOR HIGH RUNS.

Unknown speaker not human verified

WE HAVEN'T TOUCHED THOSE.

Unknown speaker not human verified

THEN WE'VE TAKEN 150 OUT OF THE ELEMENTARY RUNS TO PAIR THOSE

Unknown speaker not human verified

SO THAT WE'D HAVE 150 ROUTES OF THREE RUNS EACH.

Unknown speaker not human verified

THAT'S ABOUT AS EFFICIENT AS WE CAN GET.

Unknown speaker not human verified

SO WHAT DO WE DO WITH THE REMAINING 150?

Unknown speaker not human verified

SO THE IDEA IS WE SPLIT THOSE IN THE TWO OTHER TIERS OF 75,

Unknown speaker not human verified

five and basically we've got a set of buses that run in three tier routes and

Unknown speaker not human verified

another set of buses that run two tier routes it's kind of what we're looking

Unknown speaker not human verified

at I think we're probably the only ones that would do this kind of thing kind of

Unknown speaker not human verified

some new thinking maybe to try to to get a few things out of it so what do we get

Unknown speaker not human verified

from this this is a representation in the three tier routes we'd have the high

Unknown speaker not human verified

school the middle elementary tier and a junior high then the alternate tier

Unknown speaker not human verified

would be a two tier route system with the two elementaries the early in the

Unknown speaker not human verified

the late tiers. Most of our drivers would get the three-tier runs and that would be good for them

Unknown speaker not human verified

because lots of times they're still, you know, doing the high school, still doing the junior

Unknown speaker not human verified

high, so they're getting the time lots of times, but this will be more efficient with the time.

Unknown speaker not human verified

They'll get to do more out of it and some others will get more time out of the day, so that'll be

Unknown speaker not human verified

good for our drivers. The two-tier ones will be a little less time for drivers, but that's we can

Unknown speaker not human verified

focus with their gold star routes. They would cover getting close to half of those and we contract

Unknown speaker not human verified

those guys for five hours a day roughly right now they're usually getting a

Unknown speaker not human verified

little more than five hours a day which cost extra this may pull that back to

Unknown speaker not human verified

we're getting in what we've contracted them for just that time frame that may

Unknown speaker not human verified

help there some so the other benefits you know ability to decrease the number

Unknown speaker not human verified

of mid-tier routes for using better utilizing drivers we talked about that

Unknown speaker not human verified

create less downtime for drivers between routes allow go start to focus on

Unknown speaker not human verified

elementary runs and this would give us the ability to eliminate very

Unknown speaker not human verified

Very conservatively, 40 routes.

Unknown speaker not human verified

If we put those numbers together with the number of routes,

Unknown speaker not human verified

if we put this plan together with the number of routes we had this fall

Unknown speaker not human verified

and all the math worked out perfectly, which it won't,

Unknown speaker not human verified

it won't ever work out perfectly, but we could have saved maybe up to 80 runs.

Unknown speaker not human verified

So conservatively, I say 50 that we could save on this, 50 bus drivers.

Unknown speaker not human verified

That would allow us to make our service better, I think.

Unknown speaker not human verified

Right now, sometimes if a bus is getting crowded,

Unknown speaker not human verified

we may hold back adding a route or splitting it

Unknown speaker not human verified

because if you don't have anybody to drive it already, what's the point of creating another route?

Unknown speaker not human verified

This would give us that ability to do those things that we want to do to make better service

Unknown speaker not human verified

and also take some of the people that we have, some of our mechanics, some of our office staff who are driving every day,

Unknown speaker not human verified

take them off the bus and let them do what we really want them to do to help out the system from their other jobs.

Unknown speaker not human verified

Any questions?

Unknown speaker not human verified

Any questions?

Dawn Champagne not human verified

Mr. President, first, I really like this, and I know that this has been a struggle,

Dawn Champagne not human verified

and I really appreciate the amount of work that you've done.

Dawn Champagne not human verified

And I love it that you were this genius to figure it out

Dawn Champagne not human verified

because, you know, trying to figure out how can we keep, you know,

Dawn Champagne not human verified

the problem is hiring the bus drivers,

Dawn Champagne not human verified

but how can we use the ones that we already have

Dawn Champagne not human verified

and just have them get more kids.

Dawn Champagne not human verified

So that's, I think this is, I don't want to say,

Dawn Champagne not human verified

but I think it could work.

Dawn Champagne not human verified

You know, I think this could be good.

Dawn Champagne not human verified

But I just have a question, too,

Dawn Champagne not human verified

and this has nothing to do with your report, really,

Dawn Champagne not human verified

But I'm just curious, because I live near two car rider pickup lines, and I've noticed that since the return of COVID, you know, I don't know how to call that, but the kids came back.

Dawn Champagne not human verified

The lines are longer.

Dawn Champagne not human verified

Do you think less kids are riding the bus, and do you think that could be because of parents' fears of COVID and being enclosed in the bus?

Unknown speaker not human verified

I mean, I would say it's hard to know for sure, but my guess would be yes.

Unknown speaker not human verified

I mean I would think it's kind of a fear in lots of ways too that we do get more

Unknown speaker not human verified

more and more people back that in our current situation I worry about us being

Unknown speaker not human verified

able to handle that because we're pretty much getting it done by our fingernails

Unknown speaker not human verified

right now so to add a lot more would be problematic in your right it's increased

Unknown speaker not human verified

over the year I mean from starting last year to where we started last school

Unknown speaker not human verified

year to the end of the year increased a good bit this year probably not as much

Unknown speaker not human verified

as it did last year but it definitely has increased from the start of the year

Unknown speaker not human verified

to this point so I would say you're probably accurate that more and more

Unknown speaker not human verified

more people will go back the more normal it gets.

Dawn Champagne not human verified

And so that would change your, let's say,

Dawn Champagne not human verified

a whole bunch of more kids started to ride the bus,

Dawn Champagne not human verified

that would change some of this again, right?

Unknown speaker not human verified

Yes, and hopefully it would allow us to be able to be flexible with that,

Unknown speaker not human verified

whereas if we stayed as we are now,

Unknown speaker not human verified

I think our flexibility would be more restricted.

Dawn Champagne not human verified

All right, well, I just really appreciate that.

Dawn Champagne not human verified

I know it's very stressful, and I think it's a good job.

Unknown speaker not human verified

When do you guys plan to initiate this, and do you expect any pushback?

Unknown speaker not human verified

It seems like it's pretty minor, 10 minutes, but I know some people, 10 minutes when you got all the...

Unknown speaker not human verified

Yes, sir.

Unknown speaker not human verified

Boy, we've talked a lot about that.

Unknown speaker not human verified

Dr. Gorski and I have gone back and forth, and he likes to grill me when I bring him this crazy stuff.

Unknown speaker not human verified

And so I brought Paul in, and he grilled us too.

Unknown speaker not human verified

And, you know, we've kicked around a lot.

Unknown speaker not human verified

We talked to assistant superintendents.

Unknown speaker not human verified

We're presenting to principals tomorrow.

Unknown speaker not human verified

Nothing's a done deal right now.

Unknown speaker not human verified

I guess the way I've kind of framed it, though, is that, you know, there are going to be families with situations, right?

Unknown speaker not human verified

You're always going to have that.

Unknown speaker not human verified

The daycare won't let you drop off until a certain time or whatever.

Unknown speaker not human verified

The first thing I would tell you is that we felt like this is not the drastic kind of changes that we did in 2018,

Unknown speaker not human verified

where we're talking about moving to junior high from 7.30 in the morning to 9 o'clock.

Unknown speaker not human verified

That's the first thing.

Unknown speaker not human verified

And the second thing is with 15 minutes, if you had to get to work by 8 o'clock, it didn't make it any worse.

Unknown speaker not human verified

It didn't make it any better.

Unknown speaker not human verified

better. You know, we kind of looked at all those things. There are going to be some challenges,

Unknown speaker not human verified

and we'll obviously, we're going to work through that. Dr. Washington asked us to look at one

Unknown speaker not human verified

particular school that's struggling right now because of the time close to the junior high,

Unknown speaker not human verified

and so we're going to, you know, try to make that work for that school. So there's a lot of

Unknown speaker not human verified

little adjustments that we're going to make to try to make things a little bit better,

Unknown speaker not human verified

but in reality, when you're talking about bus routes and transporting 40,000 kids,

Unknown speaker not human verified

the greater good, you know, is really what you got to focus on.

Unknown speaker not human verified

So that's kind of where we're going.

Unknown speaker not human verified

Thank you.

Unknown speaker not human verified

I commend you guys, too.

Unknown speaker not human verified

Very clever to map all that out.

Unknown speaker not human verified

Mr. Landis is a smart guy.

Unknown speaker not human verified

Very good.

Unknown speaker not human verified

He's got a lot of tips and tricks in there.

Unknown speaker not human verified

Any other questions?

Lance Redmon not human verified

Mr. President?

Lance Redmon not human verified

Yes.

Lance Redmon not human verified

Are there any other school districts that are operating this way, their buses?

Unknown speaker not human verified

Not that I'm aware of.

Unknown speaker not human verified

I mean, I know that Dr. G asked that question when we talked about the

Unknown speaker not human verified

talked earlier. I know nobody's doing four tiers. It just doesn't work, which is kind of what we

Unknown speaker not human verified

tried before. And so this is most, most everything does three tier without mixing it up. Like say

Unknown speaker not human verified

something like Cypher did, this is allows us to keep a high school tier, elementary tier and

Unknown speaker not human verified

junior high tier, just trying to find a way to be flexible and do something different. So back to

Unknown speaker not human verified

your question, I'm not aware of anybody that's doing it, but I think the 45 minutes is what's

Unknown speaker not human verified

key. I'm not, I don't, I'm not real concerned about it working or not because the 45 minutes

Unknown speaker not human verified

It's just as my experience has said over the years and everywhere,

Unknown speaker not human verified

that's kind of everybody's gold standard for the number,

Unknown speaker not human verified

the amount of time between different bills.

Lance Redmon not human verified

I guess if it doesn't work, we can always call in the National Guard.

Lance Redmon not human verified

Yeah.

Unknown speaker not human verified

We haven't made that phone call yet, but you never know.

Unknown speaker not human verified

Any other questions?

Rebecca Fox not human verified

Mr. President, Mr. Landis, again, brilliant.

Rebecca Fox not human verified

I looked at this preparing for tonight, and I was like, this is great.

Rebecca Fox not human verified

This is a really clever idea.

Rebecca Fox not human verified

I really like it. I think you're right. Mr.

Rebecca Fox not human verified

Veerling moving things 10 minutes, you know

Rebecca Fox not human verified

For heaven's sakes, I'm always been 10 minutes late everywhere I go. So right that'll be you know, 10 minutes

Rebecca Fox not human verified

I think families will be able to adjust to that. So

Rebecca Fox not human verified

our

Rebecca Fox not human verified

my question

Rebecca Fox not human verified

Is crystal ball. Why are we short drivers again? Is it growth? Is it driver shortages? Is it?

Unknown speaker not human verified

Yes, yes, yes, yes. All of those.

Rebecca Fox not human verified

Because if it's growth, we're going to keep being short because we've got a lot more kids.

Unknown speaker not human verified

Which makes it even more important that we do these kinds of things, right?

Unknown speaker not human verified

So like I told you, the operations group has been hit hard by the pandemic and people staying home.

Unknown speaker not human verified

The schools, teachers, the whole thing.

Unknown speaker not human verified

I mean, everybody's short, right?

Unknown speaker not human verified

But it's really hit us hard.

Unknown speaker not human verified

And so we've got to get more creative.

Unknown speaker not human verified

Would we love to turn around and hire 50 more drivers tomorrow?

Unknown speaker not human verified

Absolutely.

Unknown speaker not human verified

And these guys are interviewing them as soon as they put in their applications.

Unknown speaker not human verified

There is no way I'm harassing them all the time.

Unknown speaker not human verified

Hey, have you looked at the dashboard yet or whatever?

Unknown speaker not human verified

So they're hiring as fast as we can.

Unknown speaker not human verified

But that's why we got to be really creative, because they're not going to show up on our

Unknown speaker not human verified

door 50 at a time to do this.

Unknown speaker not human verified

And so there are going to be some challenges.

Unknown speaker not human verified

But yeah, the pandemic has been difficult for operations overall.

Rebecca Fox not human verified

And a follow-up to that is, have you talked to drivers about it?

Rebecca Fox not human verified

Are they going to be okay with that?

Rebecca Fox not human verified

I'm guessing they'll like the extra time.

Rebecca Fox not human verified

It's not really much of a stretch.

Rebecca Fox not human verified

They're already there.

Unknown speaker not human verified

I don't really think this changes much for drivers.

Unknown speaker not human verified

It may give a little more flexibility.

Unknown speaker not human verified

I'm hoping it gives a little more flexibility with this two-tier part.

Unknown speaker not human verified

It's a little later start.

Unknown speaker not human verified

Maybe we can get some of the college students to come on board and do that.

Unknown speaker not human verified

They get out a little, starts a little later, gets done a little earlier.

Unknown speaker not human verified

Maybe it's more flexible with their classes.

Unknown speaker not human verified

I don't see that's one thing we want to look at,

Unknown speaker not human verified

is trying to hit some of those campuses that's something we haven't done at all is is really

Unknown speaker not human verified

trying to recruit college kids and paul originally comes from the a m bus system where they've got

Unknown speaker not human verified

all college kids driving so we we we think there's there's a market out there for those kids as well

Rebecca Fox not human verified

too uh this also will this save buses like we don't need to hire 40 more drivers so we don't

Unknown speaker not human verified

need 40 more buses so this yes yes it should I mean in general idea yes it

Unknown speaker not human verified

would be fewer buses on the road fewer buses kind of needed to do that but also

Unknown speaker not human verified

it's not just getting to the number of getting 40 that we can say where are

Unknown speaker not human verified

hopefully we can give better service which does mean increasing or some in

Unknown speaker not human verified

that area that's part of the goal of it to you should be doing of course of

Rebecca Fox not human verified

course the really great idea uh and did did you say when you're starting when did this we wouldn't

Rebecca Fox not human verified

start mid-year we'd start in august okay and then communicate with our parents fully in time to let

Unknown speaker not human verified

them do child care absolutely we wanted to present to you you guys first just to to get everybody's

Unknown speaker not human verified

take on it make sure that everybody was comfortable uh and then we'll go with the

Unknown speaker not human verified

principles tomorrow and then we'll move on from there thank you one more thing maybe we could

Dawn Champagne not human verified

suggest this as another class at Miller.

Dawn Champagne not human verified

You know, we could have a Miller.

Unknown speaker not human verified

We've kicked some things around. We absolutely have. Leslie and I have spent a lot of time talking about

Unknown speaker not human verified

a lot of creative stuff with kids at Miller. So I guess we're going to need some more kids

Unknown speaker not human verified

over there if we're going to hire all these kids. So yeah, we've talked about it actually.

Dawn Champagne not human verified

I mean, it could be a thing where they, you know, because what you

Dawn Champagne not human verified

just said, it makes a lot of sense that they could do it while they're going to college.

Dawn Champagne not human verified

but they'd have to kind of be explained the logistics.

Dawn Champagne not human verified

I mean, I went to junior college for two years myself,

Dawn Champagne not human verified

and you can kind of rearrange your classes there

Dawn Champagne not human verified

so that you can go to college, live at home,

Dawn Champagne not human verified

drive the bus and all that,

Dawn Champagne not human verified

but somebody might have to kind of explain

Dawn Champagne not human verified

how that could work for them.

Dawn Champagne not human verified

Yes, ma'am.

Rebecca Fox not human verified

Mr. President, sorry, what about community education?

Rebecca Fox not human verified

Do you think our community, you know,

Rebecca Fox not human verified

we mail that thing out, if they would be like,

Rebecca Fox not human verified

come get your CDL, it requires a CDL, right?

Rebecca Fox not human verified

Yes.

Unknown speaker not human verified

Certainly an idea.

Rebecca Fox not human verified

My husband would be great at this job.

Unknown speaker not human verified

He loves kids and he loves to drive.

Unknown speaker not human verified

We could hire him tomorrow.

Unknown speaker not human verified

We've got 40 spots today.

Unknown speaker not human verified

Any other questions?

Unknown speaker not human verified

Okay.

Unknown speaker not human verified

Thank you, guys.

Unknown speaker not human verified

Great job.

Unknown speaker not human verified

We'll proceed on to agenda item 8.4, Katie Independent School District Teach Alternative Certification Program.

Unknown speaker not human verified

to present her as Miss Katie Shields, Recruiting Coordinator.

Unknown speaker not human verified

Good evening.

Unknown speaker not human verified

Good evening.

Unknown speaker not human verified

We're very excited to give this presentation this evening

Unknown speaker not human verified

and introduce Katie Shields to give the presentation.

Unknown speaker not human verified

Good evening, President Schulte, members of the board, and Dr. Grigorski.

Unknown speaker not human verified

I'm here this evening to share with you an exciting and innovative

Unknown speaker not human verified

new talent acquisition strategy for KDISD and we are calling this the KDISD

Unknown speaker not human verified

teach alternative certification program

Unknown speaker not human verified

as we all know our country is experiencing a tremendous teacher

Unknown speaker not human verified

shortage at this time and as a way to drive additional college graduates into

Unknown speaker not human verified

the field of education we are developing our own alternative education program for kdisd this will

Unknown speaker not human verified

allow individuals with a bachelor's degree to complete our approved training coursework

Unknown speaker not human verified

observations and internship to become fully certified to teach in the state of texas

Unknown speaker not human verified

and this will greatly assist us in hiring teachers and filling our vacancies

Unknown speaker not human verified

This will also offer the opportunity to grow our own paraprofessionals and other employees to become teachers.

Unknown speaker not human verified

We have a great number of paraprofessionals right now who hold a bachelor's degree and some even hold master's degrees.

Unknown speaker not human verified

And so this will provide those employees with the opportunity to become teachers with KDISD.

Unknown speaker not human verified

Our initial program will include five teaching certificates that we feel are the most crucial

Unknown speaker not human verified

in filling our vacancies.

Unknown speaker not human verified

They'll be the core subjects EC through 6, core subjects 4 through 8, math 7 through

Unknown speaker not human verified

12, science 7 through 12, and special education EC through 12.

Unknown speaker not human verified

And our program will offer an affordable pricing with the potential for a portion of those

Unknown speaker not human verified

fees to be refunded once they have completed a determined number of years

Unknown speaker not human verified

teaching with KDISD and we're once we get the program up and running we're

Unknown speaker not human verified

anticipating about you know 100 plus candidates per school year that would

Unknown speaker not human verified

participate in our program and these candidates would receive KDISD training

Unknown speaker not human verified

access to our curriculum and our technology and be just ready when they

Unknown speaker not human verified

enter the classroom on day one. They would then be hired as an intern teacher at one of our KDISD

Unknown speaker not human verified

campuses, still receiving support through the ACP program through evaluations and feedback from the

Unknown speaker not human verified

field supervisors. So we are submitting an application to the Texas Education Agency

Unknown speaker not human verified

agency for approval for our ACP and this application is due on December 1st of 2022

Unknown speaker not human verified

and the entire ACP program must be fully developed at the time we submit the application

Unknown speaker not human verified

and so it includes these bulleted items up here governance admissions criteria educator

Unknown speaker not human verified

preparation curriculum delivery and ongoing support program evaluation educator professional

Unknown speaker not human verified

conduct complaints process issuance of certificates data reporting all of these

Unknown speaker not human verified

things it's a 90 page application before I even put anything in it so it is quite

Unknown speaker not human verified

intensive but we are very excited to move forward with this project so a

Unknown speaker not human verified

significant part of the application will be the fully developed curriculum for

Unknown speaker not human verified

each of the five certificates that we will be offering so for each

Unknown speaker not human verified

certification area we will be required to submit curriculum alignment charts

Unknown speaker not human verified

teak space coursework authentic assessments a syllabus for each module

Unknown speaker not human verified

scientifically based research used for the development of the curriculum

Unknown speaker not human verified

planning and delivery methods for the coursework and evaluation rubrics this

Unknown speaker not human verified

is a big undertaking and we are planning to hire a couple of people fairly

Unknown speaker not human verified

fairly quickly to help us with the development of the curriculum.

Unknown speaker not human verified

And in conclusion, we are very excited to pioneer this new project and program and we

Unknown speaker not human verified

feel that this will immensely help the district in filling our vacancies and hiring more teachers.

Unknown speaker not human verified

Of course, we are in the very beginning stages of working on this application and we will

Unknown speaker not human verified

gain more information as we get into the application and work on it further, but I am happy to

Unknown speaker not human verified

entertain any questions that you have for me right now i have one question on the timeline it said

Unknown speaker not human verified

you're the uh the submittal is due december 2022 what's the timeline to get approval and then have

Unknown speaker not human verified

this thing up and running and the first teacher coming out the other side was that is that going

Unknown speaker not human verified

to be sometime in early and by the end of 2023 or by the end of school year or tea tells me that the

Unknown speaker not human verified

The approval process will take six to 12 months.

Unknown speaker not human verified

So we're looking at a 2024 start.

Unknown speaker not human verified

Okay.

Unknown speaker not human verified

Thank you.

Unknown speaker not human verified

Any other questions, board members?

Unknown speaker not human verified

Mr. President.

Leah Wilson not human verified

Thank you.

Leah Wilson not human verified

I think this is great.

Leah Wilson not human verified

I have one additional question, especially concerning our early curriculum to sixth grade with the reading academies.

Leah Wilson not human verified

Is that going to become a part of this so that those teachers have successfully gone through the reading academy before we're putting them in place?

Unknown speaker not human verified

as I know all of that's new and I don't have all of that on the tip of my tongue.

Unknown speaker not human verified

I'm sorry.

Unknown speaker not human verified

That would be something that happens once they get to the campus and begin.

Unknown speaker not human verified

This is really solely about certification.

Unknown speaker not human verified

And so we'll be giving them all of the tools that they'll need to take and pass the certification tests.

Dawn Champagne not human verified

Mr. President?

Dawn Champagne not human verified

Yes.

Dawn Champagne not human verified

Okay.

Dawn Champagne not human verified

I think this is awesome.

Dawn Champagne not human verified

I remember there was something like this back in the 90s.

Dawn Champagne not human verified

The state of Texas had something, I don't know, I can't remember what it was called,

Dawn Champagne not human verified

but I actually had looked into it at one time.

Dawn Champagne not human verified

It was an alternative type program that they were offering so that you could get your certification,

Dawn Champagne not human verified

but their program was something like if you had your bachelor's degree, you could be teaching

Dawn Champagne not human verified

at the same time you were earning the certification.

Dawn Champagne not human verified

education, that way you didn't have to, you know, wait until they finished it.

Dawn Champagne not human verified

They could just already be teaching it.

Dawn Champagne not human verified

Do you think there's any possibility of something like that happening?

Unknown speaker not human verified

I don't know the answer to that at this time.

Unknown speaker not human verified

There are some different ways that we could structure this, and we don't have that all

Unknown speaker not human verified

lined out just yet.

Unknown speaker not human verified

I know that while they're completing their internship year, they'll be being paid for that.

Angie McClellan not human verified

Okay.

Unknown speaker not human verified

So that is a paid internship for the year.

Unknown speaker not human verified

But the coursework and, you know, the field experiences, field observation experiences,

Unknown speaker not human verified

those would take place prior to that internship, and those at this point would probably not be paid.

Dawn Champagne not human verified

Okay, because I know that they did have something like that back then, but maybe it didn't work out.

Dawn Champagne not human verified

But how long will it take for a teacher or a person to earn the certification?

Dawn Champagne not human verified

Maybe not including the internship. I just need the coursework.

Unknown speaker not human verified

We're looking at probably one semester, so January through May.

Unknown speaker not human verified

Okay, awesome.

Unknown speaker not human verified

Any other questions?

Rebecca Fox not human verified

Mr. President, I have a few questions.

Rebecca Fox not human verified

So we have several ACP programs in the area where a lot of our people go.

Rebecca Fox not human verified

Why would KDIC do their own?

Rebecca Fox not human verified

I love it, by the way.

Rebecca Fox not human verified

Let me just say, I love it.

Rebecca Fox not human verified

I love being on Cutting Edge.

Rebecca Fox not human verified

I love having our own, right, for the product that will turn out.

Rebecca Fox not human verified

But why?

Unknown speaker not human verified

Well, I think one of the challenges that folks face once they've completed their ACP program

Unknown speaker not human verified

is that then they have to go out and interview and find a job for that intern teaching experience.

Unknown speaker not human verified

And so part of our program would be placing them in a KDISD school so that they have that

Unknown speaker not human verified

employment opportunity built into their program.

Unknown speaker not human verified

So I think that will make this program very appealing.

Rebecca Fox not human verified

Ms. I do too.

Rebecca Fox not human verified

And we don't have to compete with other school districts for the people, right?

Rebecca Fox not human verified

So I love anything KDISD does and we create our own, you know, the quality is built in.

Rebecca Fox not human verified

So I trust that and I think it's a brilliant idea.

Rebecca Fox not human verified

Some of the questions I wrote down when I saw December 2022, you don't have the answers.

Rebecca Fox not human verified

I'm going to skip those.

Rebecca Fox not human verified

My concern is that with our staff shortages here at KDISD, who has time to do this?

Rebecca Fox not human verified

I mean, you're going to do that?

Rebecca Fox not human verified

Are you going to bring in a consultant to help?

Rebecca Fox not human verified

Or I just don't, I know we don't have a lot of people with nothing to do.

Rebecca Fox not human verified

How do we add in one more big project like this?

Rebecca Fox not human verified

developing the entire curriculum, answering all those questions, there's no

Rebecca Fox not human verified

way that the state's gonna say no to us anyway. Well I sure hope not. I am planning on

Unknown speaker not human verified

writing the application and as I think I mentioned we're planning to hire a

Unknown speaker not human verified

couple of folks here pretty quickly to help with the curriculum writing. So

Unknown speaker not human verified

those people then once we get into offering the coursework will then teach

Unknown speaker not human verified

the coursework to our candidates and then we'll serve as field supervisors

Unknown speaker not human verified

going out to the campuses evaluating and coaching and giving feedback to those

Unknown speaker not human verified

folks on the campus so it's kind of that they would be doing multiple roles as

Unknown speaker not human verified

the program evolves all right I too soon to ask but have you considered like some

Rebecca Fox not human verified

of our retired educators who are field supervisors already and stuff I mean

Rebecca Fox not human verified

they might be you'll figure all that out is their last question any other

Rebecca Fox not human verified

district have their own program or are we cutting edge on this? Houston ISD has had one for many years.

Unknown speaker not human verified

It's not really marketed a lot but they do have one and they've been very helpful in

Unknown speaker not human verified

sharing some ideas with me as we've gotten started. Congratulations, it's a great idea. I have one last

Unknown speaker not human verified

question. Is it cost neutral? Is it the cost that you charge equal? Obviously the benefit

Unknown speaker not human verified

is tremendous right of staff. I'm just wondering is it how does the cost rack up to the expenses?

Unknown speaker not human verified

Well, we've kind of looked at this so far as an investment rather than a money-making opportunity.

Unknown speaker not human verified

We do have to submit a $9,000 application fee to TEA for the time that they will spend approving this.

Unknown speaker not human verified

And, you know, they'll come out and do site visits with us and spend a lot of time making sure that our program is of the utmost quality.

Unknown speaker not human verified

So it is a cost there as well as the personnel, but we're looking at it as an investment.

Unknown speaker not human verified

the benefits is tremendous thank you any other questions thank you very much thank you we'll

Unknown speaker not human verified

now proceed into the section nine of the agenda discussion action items the first agenda item is

Unknown speaker not human verified

Unknown speaker not human verified

An amendment for $136,000 for mismanagement to replace the Pato High School trailer,

Unknown speaker not human verified

trailer, Katy High School orchestra uniforms, and transportation maintenance and repairs

Unknown speaker not human verified

due to some high volume of incidents there.

Unknown speaker not human verified

$220,000 for premium increases on the district property insurance approved last month, $216,000

Unknown speaker not human verified

Unknown speaker not human verified

generator in the interim while that equipment is on order we have a min amendment for a million

Unknown speaker not human verified

$1,671,976 to replenish the maintenance and operations budget.

Unknown speaker not human verified

And finally, a $3 million amendment to the district expense for employee health insurance district contribution.

Unknown speaker not human verified

The general operating fund transfer out decreases by $3 million to offset that expenditure increase.

Unknown speaker not human verified

Every year we budget that transfer out.

Unknown speaker not human verified

We're going to go ahead and execute that now so that we can move the cash into the bank accounts at this time

Unknown speaker not human verified

the remainder of the general operating fund expenditure amendments are direct offsets between the different functions and

Unknown speaker not human verified

approval of these amendments will result in a three million one hundred fifty three thousand six hundred seventy seven dollar

Unknown speaker not human verified

Decrease to the general operating funds fund balance

Unknown speaker not human verified

Thank you any questions

Unknown speaker not human verified

If not, I'll entertain a motion.

Dawn Champagne not human verified

I move that the Board of Trustees approve the February 2022 budget amendments.

Unknown speaker not human verified

Second.

Unknown speaker not human verified

We have a motion by Mr. Champagne, a second by Mr. Redman.

Unknown speaker not human verified

We'll now proceed to vote.

Unknown speaker not human verified

All those in favor, raise your right hand and say aye.

Unknown speaker not human verified

Aye.

Unknown speaker not human verified

The motion carries 7-0.

Unknown speaker not human verified

Agenda item 9.2, discuss and consider Board approval of the December 2021 financial reports.

Unknown speaker not human verified

The presenter is Mr. Chris Smith.

Unknown speaker not human verified

Good evening.

Unknown speaker not human verified

Hello again.

Unknown speaker not human verified

And our financial report through the month of December 2021, that's four months into the year, about 33% is presented before you.

Unknown speaker not human verified

As part of those amendments, we have the standard package, which includes the financial statements, the construction report, the tax report, again, through December 31st.

Unknown speaker not human verified

and the summary of our 2021 check registers.

Unknown speaker not human verified

Those are there.

Unknown speaker not human verified

Present for your approval, please.

Unknown speaker not human verified

Any questions?

Lance Redmon not human verified

Mr. President?

Lance Redmon not human verified

Yes.

Lance Redmon not human verified

I move that the Board of Trustees approves the December 2021 financial reports.

Unknown speaker not human verified

I have a motion by Mr. Redman.

Unknown speaker not human verified

And since Ms. Wilson put her hand up, she gets credit for the second.

Unknown speaker not human verified

We will now proceed to vote.

Unknown speaker not human verified

All those in favor, raise your right hand and say aye.

Unknown speaker not human verified

Aye.

Unknown speaker not human verified

The motion carries 7-0. Thank you.

Unknown speaker not human verified

We'll now proceed to agenda item 9.3.

Unknown speaker not human verified

All right. On these next three agenda items, I have, of course, Mr. Jeff Robert,

Unknown speaker not human verified

which you heard from during our budget presentation from Hilltop Securities.

Unknown speaker not human verified

And also behind me is Rick Witte and Tanya Fisher that represent OREC, our bond council,

Unknown speaker not human verified

in case you have any questions on these next three items.

Unknown speaker not human verified

The first of the three items, item 9.3 references a bond order establishing parameters of the second bond sale of our 2021 authorization.

Unknown speaker not human verified

This would be part of our step one in the process that will take us through the next several months.

Unknown speaker not human verified

And in that order, it sets certain parameters for bonds, a bond sale that authorizes Mr. Gorgorski or myself as the pricing officer to approve an amount,

Unknown speaker not human verified

interest rate, price, and the terms of certain procedures of issuing that $215 million bond sale that we mentioned in the presentation.

Unknown speaker not human verified

And when these orders are in place, we plan to select a syndicate who can help us obtain the best pricing for those bonds,

Unknown speaker not human verified

and our intent would be to proceed with a negotiated transaction sometime probably in August or September,

Unknown speaker not human verified

based on our cash flows, maybe October, sometime in there is when we anticipate needing the money.

Unknown speaker not human verified

Again, Mr. Robert and our bond counsel is here in case you have any questions on this item.

Unknown speaker not human verified

Thank you.

Unknown speaker not human verified

Any questions, trustees?

Dawn Champagne not human verified

Mr. President?

Unknown speaker not human verified

Yes.

Dawn Champagne not human verified

I move that the Board of Trustees approves an order authorizing the issuance of KDI Independent School District

Dawn Champagne not human verified

unlimited tax, school building, and or refunding bonds as fixed rate bonds in one or more series,

Dawn Champagne not human verified

setting certain parameters for the bonds, authorizing a pricing officer to approve the amount,

Dawn Champagne not human verified

the interest rate, price, including the terms thereof, and certain other procedures and provisions related thereto.

Unknown speaker not human verified

Second.

Unknown speaker not human verified

Second.

Unknown speaker not human verified

Thank you.

Unknown speaker not human verified

We have a motion by Mr. Champagne, a second by Mrs. Fox.

Unknown speaker not human verified

We'll now proceed to vote.

Unknown speaker not human verified

All those in favor, raise your right hand and say aye.

Unknown speaker not human verified

Aye.

Unknown speaker not human verified

The motion carries 7-0.

Unknown speaker not human verified

Thank you.

Unknown speaker not human verified

9.4.

Unknown speaker not human verified

Okay.

Unknown speaker not human verified

9.4 is a resolution expressing our intent to defease certain bonds.

Unknown speaker not human verified

When the values come in as we go through the budget process and we see that some bonds

Unknown speaker not human verified

are available to defease or just basically pay off, we would like to do so.

Unknown speaker not human verified

Mr. Robert mentioned in one of his slides the success we've had over the last several years on defeasing or paying off bonds.

Unknown speaker not human verified

We've identified some bonds up to $30 million that we think we could disfease.

Unknown speaker not human verified

Assuming the plan works its way that way, we would like to pay those so we could stop paying interest on those.

Unknown speaker not human verified

And it would be recommended that you approve the resolution expressing our intent to defease certain of the district's outstanding bonds.

Unknown speaker not human verified

Thank you.

Unknown speaker not human verified

Any questions?

Ashley Vann not human verified

Mr. President?

Unknown speaker not human verified

Yes.

Unknown speaker not human verified

Go ahead.

Ashley Vann not human verified

I move the Board of Trustees approves the resolution expressing intent to defuse, redeem certain of the district's outstanding bonds.

Ashley Vann not human verified

Second.

Unknown speaker not human verified

We have a motion by Mrs. Vann, a second by Ms. Wilson.

Unknown speaker not human verified

We'll now proceed to vote.

Unknown speaker not human verified

All those in favor, raise your hand and say aye.

Unknown speaker not human verified

Aye.

Unknown speaker not human verified

The motion carries 7-0.

Unknown speaker not human verified

You still up?

Unknown speaker not human verified

9.5?

Unknown speaker not human verified

I'm still up.

Unknown speaker not human verified

Okay, keep going.

Unknown speaker not human verified

You're on a roll.

Unknown speaker not human verified

I mentioned that we think that we'll have that next bond transaction or the bond sale to generate cash in September, October-ish.

Unknown speaker not human verified

But in case that doesn't happen and we sell bonds, I mean, we spend cash a little quicker,

Unknown speaker not human verified

this resolution is presented before you as an abundance of caution to allow us to pay for those construction projects out of the general fund

Unknown speaker not human verified

until the bond sale closes and the cash is generated again reimbursing the

Unknown speaker not human verified

general fund for the any of those expenses that we might incur in in that

Rebecca Fox not human verified

transition time mr. president yes I move that the Board of Trustees approves the

Rebecca Fox not human verified

resolution declaring intention to reimburse project expenditures second if

Unknown speaker not human verified

a motion by mrs. Fox a second by mr. Redmond will now proceed to vote all

Unknown speaker not human verified

those in favor raise your right hand say aye the motion carries 7-0 thank you

Unknown speaker not human verified

Agenda item 9.6, discuss and consider board approval of a contract for the construction

Unknown speaker not human verified

of high school number 10.

Unknown speaker not human verified

Chris has created the money and you're spending the money, right?

Unknown speaker not human verified

Better than my husband's money, right?

Unknown speaker not human verified

Good evening, President Schulte, trustees, and Dr. Gagorski.

Unknown speaker not human verified

I have five items this evening.

Unknown speaker not human verified

The first is a recommendation for approval for the contract for high school number 10.

Unknown speaker not human verified

three proposals were received with Satterfield and Ponticus ranking first overall.

Unknown speaker not human verified

They have recently completed Jordan High School and Raines High School. The

Unknown speaker not human verified

project is over the original allocation but we were able to lessen the overage

Unknown speaker not human verified

by value engineering components of the design. I want to point out that the

Unknown speaker not human verified

changes made will not impact student learning. I have representatives here

Unknown speaker not human verified

with our KDISD project manager Art Campbell, PBK architects and Satterfield

Rebecca Fox not human verified

Thank you. Any questions? Mr. President? Yes. I move that the Board of Trustees approves a contract for the construction of high school number 10.

Unknown speaker not human verified

We have a motion by Mrs. Fox and a second by Mrs. Champaign. We'll now proceed to vote. All those in favor, raise your right hand and say aye. Aye. The motion carries 7-0.

Unknown speaker not human verified

9.7. Junior high number 18. Number 18.

Unknown speaker not human verified

Okay, five proposals were received with Dramala ranking first overall.

Unknown speaker not human verified

They have successfully completed three previous prototypes, Stockdick, Adams, and Haskett

Unknown speaker not human verified

Junior Highs, as well as numerous elementary schools.

Unknown speaker not human verified

Once again, this project was also over allocation, but we're able to lessen the overage.

Unknown speaker not human verified

I want to point out that our representatives here are project manager, Ron Wojtyla, PBK

Unknown speaker not human verified

Architects, and Dramala Construction.

Unknown speaker not human verified

Mr. President?

Unknown speaker not human verified

Yes.

Leah Wilson not human verified

I move that the Board of Trustees approves a contract for the construction of Junior High School number 18.

Unknown speaker not human verified

We have a motion by Ms. Wilson, a second by Mrs. Vann.

Unknown speaker not human verified

We'll now proceed to vote.

Unknown speaker not human verified

All those in favor, raise your right hand and say aye.

Unknown speaker not human verified

Aye.

Unknown speaker not human verified

The motion carries 7-0.

Unknown speaker not human verified

And, Mr. President, just to make sure that I say that we're going to bring to you next month a budget amendment for those overages that Ms. Gassman mentions,

Unknown speaker not human verified

and that'll be coming next month as a formality.

Unknown speaker not human verified

Thank you.

Rebecca Fox not human verified

Mr. President?

Rebecca Fox not human verified

Yes.

Rebecca Fox not human verified

So, Mr. Kastman, with the inflation doing what it is,

Rebecca Fox not human verified

it's very unpredictable what this is going to end up being, right?

Rebecca Fox not human verified

I mean, this is not like the concrete costs and, like, delivered all the way constructed.

Rebecca Fox not human verified

It's going to be final because there's no way to know.

Unknown speaker not human verified

Actually, this is our final price.

Unknown speaker not human verified

That's what the contracts are being signed for this amount.

Unknown speaker not human verified

And how long does it take to construct a high school and a junior high?

Unknown speaker not human verified

for two years so august of 2024 when both these facilities will open

Unknown speaker not human verified

so we do have contingencies set aside in both the projects fingers crossed for you

Unknown speaker not human verified

9.8 easements i believe right that's correct so in order to build the roadways and utilities for

Unknown speaker not human verified

the high school junior high and transportation and the elementary school we have to purchase

Unknown speaker not human verified

just easements for the encroachment to build these lines and Logan Bar Road.

Unknown speaker not human verified

So approval of these easements will ensure that we can get the water and sewer and the

Unknown speaker not human verified

road done for the August 2024 openings.

Lance Redmon not human verified

Thank you.

Lance Redmon not human verified

Mr. President?

Lance Redmon not human verified

Yes.

Lance Redmon not human verified

I move that the Board of Trustees approves various easements and costs to allow for the

Lance Redmon not human verified

construction of utilities and roadways associated with the KDISD Northwest facility, which includes

Lance Redmon not human verified

high school number 10 junior high number 18 elementary school number 45 and the new northwest

Unknown speaker not human verified

transportation center we have a motion by mr redmond a second by mrs champaign we'll now

Unknown speaker not human verified

proceed to vote all those in favor raise your right hand and say aye aye you guys are doing

Unknown speaker not human verified

great with the hands up today thank you very much um 9.9 okay this is the approval of the lease

Unknown speaker not human verified

for friendswood development they have the windward development which is just west of where we're

Unknown speaker not human verified

going to be building on Logan Bond, Katie Hockley. This is just a lease they can put a sign on the

Unknown speaker not human verified

corner of our property that won't interfere with construction or with any other items out there.

Dawn Champagne not human verified

Any questions? Mr. President? Yes. I move that the Board of Trustees approves a lease to

Dawn Champagne not human verified

Friendswood Development Company associated with the Katie ISD Northwest facility, which includes

Dawn Champagne not human verified

high school number 10, junior high school number 18, and elementary school number 45, and the new

Unknown speaker not human verified

Northwest Transportation Center. We have a motion by Mr. Champagne, second by Mr.

Unknown speaker not human verified

Redmond. We'll now proceed to vote. All those in favor raise your right hand say

Unknown speaker not human verified

aye. Aye. The motion carries 7-0. 9-10. The last item is for the guaranteed

Unknown speaker not human verified

maximum price for the Miller Career Center renovations. We took a previous

Unknown speaker not human verified

amendment to get the kitchen equipment ordered and now this is the final

Unknown speaker not human verified

amendment that will allow for the remainder of the construction. This will

Unknown speaker not human verified

be done in august of 2022 with approval we will start over spring break representatives here

Unknown speaker not human verified

include my project manager trey barnett stantec architecture and brookstone is the contractor

Leah Wilson not human verified

Thank you. Any questions? Yes. I move that the Board of Trustees approves Amendment 2 to the Brookstone LP contract related to the renovations of Miller Career and Technology Center.

Unknown speaker not human verified

We have a motion by Ms. Wilson. The second by Mrs. Vann will now proceed to vote. All those in favor, raise your hand and say aye. Aye. The motion carries 7-0.

Unknown speaker not human verified

And Mr. President, just for my sake, we are going to be bringing this using a budget amendment next month.

Unknown speaker not human verified

We're going to go ahead and do an override to get this started on the system, but we will be bringing a budget amendment to you next month.

Unknown speaker not human verified

And we've been showing it as a placeholder on the financial reports, and now that it's real, we'll formalize it.

Unknown speaker not human verified

Again, another formality for next month.

Unknown speaker not human verified

Thank you for the clarification.

Unknown speaker not human verified

Thank you.

Unknown speaker not human verified

9-11, network upgrades.

Unknown speaker not human verified

The speaker tonight is Mr. Joe Christopherson,

Unknown speaker not human verified

Director of Technology and Operations.

Unknown speaker not human verified

Good evening.

Unknown speaker not human verified

Good evening, President Schulte,

Unknown speaker not human verified

members of the Board, and Superintendent Dr. Gagorski.

Unknown speaker not human verified

The Technology Department recommends that the Board of Trustees

Unknown speaker not human verified

awards the contract for RFP 2110-TC to NetSync Network Solutions

Unknown speaker not human verified

for replacement of end-of-life network switches and access points.

Unknown speaker not human verified

This will replace 255 network switches and 3,379 access points at multiple locations throughout the district.

Unknown speaker not human verified

The funding source is a 2021 bond.

Unknown speaker not human verified

Total contract value is $6,831,313.50.

Rebecca Fox not human verified

Mr. President?

Rebecca Fox not human verified

Yes.

Rebecca Fox not human verified

Mr. Christofferson, what do these replacements actually do?

Unknown speaker not human verified

So all the connectivity in the campuses run through network switches and access points.

Unknown speaker not human verified

It's our Wi-Fi.

Unknown speaker not human verified

And so those have a life expectancy and they're anywhere from seven to ten years

Unknown speaker not human verified

On the switches five years on the on the Wi-Fi

Unknown speaker not human verified

And so the end of life they're no longer supported by the company that we buy them from or do they get new code updates?

Unknown speaker not human verified

Or security updates at that point

Ashley Vann not human verified

Thank you

Ashley Vann not human verified

Mr. President I'm moving board of trustees approves the contract for network upgrades RFP

Unknown speaker not human verified

well as the athletic facilities at the high schools. The funding source is 2021 bond funds

Unknown speaker not human verified

and the total contract value is $1,352,040. Any questions? Mr. President, go right ahead.

Unknown speaker not human verified

Thank you. You said all the high schools, I'm guessing? Well, no, not all. The newest high

This solution will provide an upgrade of the fiber optic cabling within the high school campuses to support bandwidth needs from the increased use of technology throughout the campuses.

Unknown speaker not human verified

The funding sources are 2021 bond funds, and the total value of the contract is $605,531.82.

Unknown speaker not human verified

Thank you.

Unknown speaker not human verified

Any questions?

Dawn Champagne not human verified

Mr. President, I have a question about this.

Dawn Champagne not human verified

The upgrades to the fiber upgrades, how often does that have to happen?

Unknown speaker not human verified

Not very often.

Unknown speaker not human verified

We're getting to the speeds where now the older fiber doesn't support it.

Unknown speaker not human verified

It's a change in kind of standards.

Unknown speaker not human verified

We're going to a faster network connectivity to use 10 gig throughput to the different closets throughout the campus.

Unknown speaker not human verified

us. Currently there's one gig throughput to those closets and this will increase that capacity.

Dawn Champagne not human verified

So when is the last time that we had to do an upgrade like this? I'm just trying to figure it

Unknown speaker not human verified

out. We have never replaced the fiber within the schools other than when the schools were

Dawn Champagne not human verified

re-cabled in 2008-9. So this is not a yearly thing? No. All right. Thank you. Any other questions?

Leah Wilson not human verified

Mr. President.

Leah Wilson not human verified

I move that the Board of Trustees approves the contract for fiber upgrades at district

Unknown speaker not human verified

ranch high and taylor high school this is part of the 2021 bond component replacement program

Unknown speaker not human verified

The campuses that are included in this package will receive our district standard LED lighting.

Unknown speaker not human verified

Work will be completed by July of 2022.

Rebecca Fox not human verified

Thank you, Mr. President.

Unknown speaker not human verified

Yes.

Rebecca Fox not human verified

Continuing the exciting work of school boards, I move that the Board of Trustees approves the contract for the field lighting replacements at Main Creek High, Morton Ranch High, and Taylor High School.

Unknown speaker not human verified

We have a motion by Mrs. Fox and a second by Mr. Redman.

Unknown speaker not human verified

We'll now proceed to vote.

Unknown speaker not human verified

All those in favor, raise your hand and say aye.

Dawn Champagne not human verified

Aye.

Unknown speaker not human verified

The motion carries 7-0.

Dawn Champagne not human verified

Mr. President, I had a question about that.

Dawn Champagne not human verified

It's okay.

Dawn Champagne not human verified

The LED lighting, so is that in all the schools now?

Dawn Champagne not human verified

I mean, it says the –

Unknown speaker not human verified

These are for exterior sports lighting.

Dawn Champagne not human verified

Oh, okay.

Dawn Champagne not human verified

So do we have – I guess what I'm trying to say is the environmentally, you know,

Dawn Champagne not human verified

Are we doing that with the with the lighting or is that is this the standard what we've always had in the this is our district

Unknown speaker not human verified

Center for sports lighting is an LED if you're referring to interior lights most of our campuses do have interior

Dawn Champagne not human verified

Okay, then. Thank you very much

Unknown speaker not human verified

Thank you very much

Unknown speaker not human verified

Jenna item nine nine point nineteen

Unknown speaker not human verified

authority to give the superintendent natural gas supply contracts

Unknown speaker not human verified

The final item for your consideration tonight is for the approval to designate the superintendent

Unknown speaker not human verified

the authority to execute a natural gas supply contract to serve the district's natural gas

Unknown speaker not human verified

need.

Unknown speaker not human verified

Our current contract will expire on May 31st, 2022.

Unknown speaker not human verified

Between now and the end of our contract date, we will work with affiliated group, energy

Unknown speaker not human verified

group, and Rob Protowski, our energy consultant, is present with us tonight, and our district

Unknown speaker not human verified

purchasing department to develop an RFP which will allow the district to get the best market

Unknown speaker not human verified

value for natural gas.

Rebecca Fox not human verified

Thank you. Any questions? Mr. President? Yes. I really think that the school board should retain the authority to look at the RFP and to make the approval for things like this.

Rebecca Fox not human verified

Yes, we did that for the electricity contract before, and maybe it's my history of being here and watching all those things come through.

Rebecca Fox not human verified

I think that because we're so diverse as a group that we bring a lot of background into decisions like this.

Rebecca Fox not human verified

I'd like to see the school board retain it and go through the process one time, see what we think of the – I think there's a lot of value in the school board to look at this kind of thing.

Rebecca Fox not human verified

Just my opinion.

Unknown speaker not human verified

Any other questions?

Unknown speaker not human verified

The only question I would have is how quickly do these documents need to be signed when they're presented?

Unknown speaker not human verified

And I don't know the answer to that.

Unknown speaker not human verified

Mr. Keller, you're correct.

Unknown speaker not human verified

The documents, the reason we're asking for the authorization tonight from the superintendent is because it really changes on a, it's like a commodity.

Unknown speaker not human verified

It changes on a daily basis.

Unknown speaker not human verified

So we wouldn't have the I guess the flexibility to come back to the board and do that

Unknown speaker not human verified

It changes we need to be able to sound on down the line the day of or literally within an hour or two once we

Unknown speaker not human verified

you know see and and our

Unknown speaker not human verified

Utility consultant tells us this is the where we need to sign when we need to sign so time is of essence

Unknown speaker not human verified

Thank you, so mrs. Fox would you like to make a motion different than what's proposed I just want to make a comment I

Rebecca Fox not human verified

I served on the TASB board for the energy co-op for the entire state,

Rebecca Fox not human verified

and there are pools that you can work with that will lock in a rate for you,

Rebecca Fox not human verified

and it does fluctuate some, but it's not considerable.

Rebecca Fox not human verified

But I'd like to see us retain the authority we have here,

Rebecca Fox not human verified

but it's not a hill I'm going to fall on.

Unknown speaker not human verified

Thank you, Mrs. Fox.

Unknown speaker not human verified

I'll entertain a motion.

Lance Redmon not human verified

motion. There's no questions, no other questions. Mr. President, yes, I move that the Board of Trustees approves to designate the superintendent the authority to execute a natural gas supply contract to serve the district's natural gas needs. We have a motion by Mr. Redmond and a second by Mr. Champagne. We'll now proceed to vote. All those in favor, raise your right hand and say aye. Aye. The motion passes seven zero. Thank you. Thank you. Jen, I

Unknown speaker not human verified

Item 920?

Unknown speaker not human verified

20.

Unknown speaker not human verified

920.

Unknown speaker not human verified

Wow.

Unknown speaker not human verified

Discuss and consider Board approval of an amendment to the 2021-2022 instructional calendar to add a student and staff holiday on April 18, 2022.

Unknown speaker not human verified

You get all the good agenda items, huh?

Ken Gregorski not human verified

Yeah, this is a – correcting that one, I believe this is a good one for our Board of Trustees to consider.

Ken Gregorski not human verified

It's an amendment to our current calendar that went right now.

Ken Gregorski not human verified

We've talked about this as an internal group on our Executive Cabinet.

Ken Gregorski not human verified

it. You might recall that each year we build in enough minutes to have a couple of bad weather

Ken Gregorski not human verified

days. We had to use one recently here when we had to close schools for some freezing.

Ken Gregorski not human verified

We have enough minutes to go ahead and take another day off and not make those minutes up

Ken Gregorski not human verified

because there's enough built into the calendar. So that would be my recommendation to the board.

Ken Gregorski not human verified

I think we're past the bad weather for now, and I think we can afford to go ahead and build this in.

Ken Gregorski not human verified

this would be the day after easter to extend that to a four-day holiday and i think everyone would

Ken Gregorski not human verified

be in agreement how hard our staff our campus staff our district staff and everyone and our

Ken Gregorski not human verified

students have been working real hard this year and we would want to reward them with that extra day

Rebecca Fox not human verified

off excellent any questions mr president i just want to say to the superintendent that i appreciate

Rebecca Fox not human verified

you giving our staff enough notice to for those who don't have the day off they can find you know

Rebecca Fox not human verified

shared child care or any of that. So I move that the Board of Trustees approves an amendment to

Rebecca Fox not human verified

the 2021-2022 instructional calendar to add a student and staff holiday on April 18, 2022.

Unknown speaker not human verified
