especially softball, fishing, and baking, and she makes amazing brownies, I hear. So favorite subject

is math, one of my favorites as well. From the math teacher, Mrs. Somerford, Kennedy embodies

the core examples of a Randolph student. She consistently works to achieve academic excellence,

pursues leadership responsibilities, and she shows kindness to both her peers and teachers.

I am so honored to teach Kennedy and have her represent students at JRE.

And from the reading, writing, social studies teacher, Mrs. Carmichael, Kennedy

is the perfect mix of a hardworking, respectful student who is full of joy and kindness.

Her expert timing to be silly and fun living is an added bonus. She's a teacher's dream.

And from science teacher Mrs. Fowler, Kennedy is an amazing young lady. We are so lucky to have her in our classes at Randolph. She's an excellent role model who always leads by example. She's hardworking, respectful, and caring. Kennedy is incredibly kind and helpful to all of her peers. She comes in every day with a smile on her face and eager to learn. Kennedy is a wonderful representation of amazing students at KDISD.

My name is Kennedy Cookshank. I started at Randolph in third grade with Miss Sika.

Some of my favorite things about being a Randolph Retriever are making new friends, having amazing teachers, and being involved in all the fun school activities such as choir, safety patrol, and morning announcements.

Some memorable moments at Randolph are when I received a creativity award my first year at the school.

My friend and I stood at the door and decided to send all the other students

off with a smile or wave to help spread joy in our class and we were recognized

on the announcements. I also received the responsibility award for my fourth grade

that I display all of the purposeful people traits on a regular basis but

that I did a really good job of knowing when it was time to be social and when

it was time to get work done things i will miss about being rand about on randolph is that being

the big kid on campus having house rallies knowing all the teachers at my school and being captain on

safety patrol best thing about being a randolph retriever is to be part of a school that is so

Tonight, we are proud to add yet another state title to the list of accomplishments by our student-athletes whose drive and determination have led to victory.

At this time, I'd like to introduce Ms. Debbie Decker, Executive Director of Athletics.

The Pato High School football program defeated College Station High School in the UIL 5A Division I state championship game,

becoming the first Pato High School team in any sport to win a state championship

and the second football team from any Katy ISD school to achieve such an accomplishment.

The 2021 Panther football team is also the 25th team in KDISD to win an athletic state championship.

And here in one moment, Cindy will bring out the picture that will actually be proudly displayed at Legacy Stadium in our Hall of Champions.

And so they will be the 25th t-shirt and team plaque.

As a reminder, this is Pato High School's fifth year in existence and fourth year to participate as a UIL varsity team sport.

This team of dedicated athletes and coaches worked for 11 months to obtain this goal one year to the day

when the previous team and group of seniors had their season canceled due to COVID.

The Pato football team motto is the standard is excellence.

However, our players felt that there was really some unfinished business to take care of, and take care of it they did.

This championship was a collective effort by a number of wonderful support groups who worked alongside of our players and our coaches to make this season special for the Pato High School community.

Tonight, the Pato High School football team is represented by the following individuals, so when I call your name, please come on up to the front.

Team captains, James Bailey, C.J. Dumas, Alex Kilgore, Control Webb, and then the state championship MVPs, Jacob Brown, offensive MVP, and Control Webb, defensive MVP.

Our state championship coaching staff here with us include our defensive coordinator, Jason Hinkelman,

offensive coordinator, Lane O'Connor, special teams coordinator, Joaquin Garcia,

and our head football coach, who also just received or was awarded with the Houston Texan Coach of the Year, BJ Gott,

along with a very proud and beaming principal, Mindy Dickerson.

We're very proud of this team and all that they've been able to achieve.

But I will say something that I told mrs. Dickerson at the at the celebration at the football stadium

There are towns in this state that live and breathe high school football

That talk about that that one time we went to the semifinals

In your fourth year as a program to win a state championship is an achievement

you won't even understand for years until your kids are in school and you

realize how difficult it is to get back this is an amazing accomplishment and

what you have built here is something that will be remembered as long as pay

to high school exists no matter how many championships this school wins no one

else can ever say they won the first one for that and coach got its you built an

amazing program in an amazingly short amount of time and I can tell you the

other 149 members of the Statehouse are jealous of me for having you all in my

district I will read the concluding paragraphs of our resolution whereas

winning the title in just their fourth season of varsity competition the

members of the pedo panther football team fulfilled their goal of setting a

new standard of excellence for the program and their accomplishments will

we didn't ever get past the region so to do what y'all did I'll echo the state

College Station took the lead in overtime, but then running back,

Whereas Brown was awarded offensive MVP for his efforts,

on the other side of the ball, the Panthers' senior defensive back,

Ken Trail Webb, one defensive MVP, honors at finishing game with nine tackles and a game-deciding interception.

there's been some changes to the speaking policy that were adopted in December, and

it was really at the request of feedback that I've gotten from many of the speakers.

And what was happening is we were having 20 to 30 speakers sign up, but very few were

showing up.

And what we were doing is we were reducing the amount of time the speakers had based

So we changed the policy that you have to sign up and you have to show up 15 minutes

beforehand to register that you're here.

And then we divide the time among those people are here so that the people that actually sign up and show up get the maximum

So tonight there are several people that signed up

And they showed up, but they did not show up in 15 minutes ahead of time to sign the the thing that said they're here

And I'll tell you, that's been a tough six months for the health fund.

It's been hemorrhaging, if you will, because of the environment that we're in.

And so we want to try to maintain that moving forward, and I think we will.

High priority on student and staff safety. We want to plan for opening

elementary Steve and Elaine Robertson Elementary School and then of course the

12th grade at Jordan High School. State funding, this will be the fourth year

that we'll be building a budget around $6,160. That's the basic allotment. That

and the tier 2 allotment which is tied to that has remained static since

We're looking at an enrollment of 91,872 students.

across the state and drive down that tax rate cost the state more money but it

instructional facilities a lot more than just two of my concerns those are the

big two there's probably over 30 million dollars represented there and that could

be since there's not a lot of districts that participate in those two programs

in my opinion that could be something that could be a target one day if they

wouldn't go to reduce expenses from the state level but there's about 30 million

dollars for the KTISD in those two items there's other things that can that that

are of concern proration or saying we're gonna pay you this amount but we're

We're going to only give it out to this level, and that proration is affecting both the fast-growth allotment and the new instructional facilities allotment.

In other words, we have more student enrollment growth as a fast-growth district than the state budget has, so we won't get the full amount.

ESSER funds have done very purposefully to keep that away from the general fund budget, especially when we're talking indirect costs, because we don't want to create a general fund funding cliff.

But nonetheless, we're creating a funding cliff.

The ESSER funds statewide are creating an indirect funding cliff because they're allowing districts across the state to staff up to luxurious levels or to levels that we normally couldn't afford under that basic allotment, and that's going to go away in three years.

And so there may be funding cliffs that districts do that are still going to experience when it comes to staffing.

Local uncertainty, of course, I mentioned COVID already.
