This evening, we are recognizing the accomplishments of Morton Ranch High School alumnus Tamira Mensah-Stock.

Tamira and her sister, Turquia, joined the Maverick wrestling team under head coach Mark Balzer.

In 2011, both athletes became UIL state wrestling champs in their respective weight class

so the when you think about the challenges faced by this district in that five-year period

in meeting the needs of these additional students year after year and it's it's also interesting

in regard to this high growth that in the last four years Katie has not been

first in the region in housing starts and yet it's been first in regard to

students each year so that's also fascinating it means that this is a very

family oriented district with a higher ratio of students per house and students

per apartment than the other school districts.

So keep that in mind that it's been second, third, and fourth in housing starts, whereas

it used to be first, but as it builds out, has fallen back, not in terms of demand, but

in terms of starts relative to other districts.

districts. So the annual growth rates have been somewhat consistent and of course there

were only perhaps two large districts that did not decline in enrollment last year and

Katy and Frisco were those two. So it showed an increase, small one, but an increase. And

the characteristics that are pulls to the district demographers talk about

pushes away from a district and pulls toward a district and one interesting

characteristic about Katy is that to be such a large district the fifth largest

in the in the state according to dr. Gorski it has a 34% free and reduced

lunch or in this case economically disadvantaged percent which is a low

percent for such a large district. As districts get larger, they become more diverse. So this

district has been very unique in that regard. Now in looking at the economy and what will

be happening in the next few years for Katy, we know that overall in the metro area, those

jobs lost have not been returned at the rate that would be desired with right now about

about 39% of those jobs not having been replaced or returned.

And at the same time, the mortgage rates and characteristics in terms of housing demand

have been very strong in Katy and in the metro area as a whole.

And then, of course, one of the challenges that remains is the energy jobs that were lost

and what kind of substitutes will occur.

Those jobs pay tremendous salaries,

and the jobs that are replacing those $80-an-hour jobs

are more service-oriented, paying less.

So it is a challenge for the region.

Now, housing trends are especially important

because we study on a block-by-block basis

what's happening with the developing subdivisions.

So we sometimes know better than do the developers of a big subdivision or master plan community.

How many homes are occupied?

How many are under construction?

How many developed lots are available and so forth.

But we do know that for the Houston area as a whole, that home closings really increased during the pandemic.

Of course, it's just been a fascinating phenomenon, but it's been important to look at what's

happened with Katy and it's had over a thousand starts, at least in the last quarter.

So that's a real increase relative to the year before.

And the large scale development of these master plan communities of a thousand acres or more

has to slow in Katy because of availability of these properties.

So we know that for Katy it's going to be more challenging to start new master plan communities

that will have such a massive impact.

There's still two or three that are in the wings that are plausibly to occur,

her, but it's a much more challenging undertaking, partially in the top part of the district

due to the five years or so that it may take to make sure that you have the Corps of Engineer

permits for outfall so that not a drop of water leaves that parcel.

And then even in the west, the brownfields where there's been industrial use and where

where there are active oil and gas pipelines, make it a challenge.

So what is easily developed has been developed.

Now, here are a list of the top subdivisions, at least in terms of the next 10 years,

and I'm sure you're familiar with those and realize that they each are having a big impact

with Sunterra directly west and the others here all to the north with the exception of Tamaron.

Now here again, geographically, you can see where these largest subdivisions are

and see how they are so oriented to the northwest.

west and then the apartments are interesting because there's been a lag in plans for new

apartments due to the pandemic but about nine complexes are still being occupied that are new

so they have anywhere from say 15 units occupied to 200 but they're still occupying these new

facilities and at the same time there are another seven or so that are are underway but not

completed so there's a still a process of building and the process takes about 36 months from

planning to getting financing until someone moves in the first unit and that process was affected

greatly by the pandemic. Now we do expect that by 2024 there will be anywhere from

1,100 to 1,800 units added in the district annually and so that does have

a big impact and right now if we count these newest apartments that in the last

few months are started to add students then about 12% of all the students are

And then, but of course, you know, builders and developers always assume there should be two children per house.

pressure. We need to figure out what to do with those. Schmalz with a capacity of 1,030 is going

to be getting an addition, and so that will help out a lot. We're showing 1,437 students that'll

be projected there by 2026, so that helps a lot, and they do have a lot of portable buildings on

the ground. Galbo is an older school. It has a little bit smaller capacity there at 867,

And so it's right at its capacity right now, and we're projecting growth to occur in the

future.

So we're going to have to look at maybe some zoning in the area.

The reason that the portable counts are on here is because there are some areas you might

think, you know, gosh, we've got space at Rhodes, for example, at 700 and some odd students,

with it built to be 1,000, but you've got an awful lot of portables that are being used

They're for various programs where there may only be two or three or four students in a

1051. That makes it hover right around 120 percent, sometimes a little over, sometimes a

little under throughout the projection period there. And 120 percent a lot of times is where

we see districts start saying, let's do something about this. But when you're looking at just the

the geocoded students, that's the situation, but they lose, I think it's 137, 138 students net out

of Patterson, so that takes the top off of the enrollment there. They transfer someplace else.

So then also West Memorial, you know, we can see lots and lots of growth, a capacity of 684 kids.

We're looking at enrollment right now over 800, 1100 in the future. We have some apartments and

things building in that area, but they are getting an addition, and they lose, they net out 374

students. So when you see some of these things and you raise a red flag, then you have to go back

and do a little more investigation. Memorial Parkway, for example, looks like it has a very

low geocoded student population, but they are adding 411 students into their four bilingual

program mainly. So in the southwestern portion of the district, we've talked for a long time about

how full the schools are, but we expect them to go up to level out and to eventually drop off a bit.

And so we've got a couple of bilingual programs here, and we've been talking about that potential impending drop-off coming.

And so there are a couple of attendance zones this year that we are seeing a really marked lower number of kindergarten students in those zones this year.

And so as we carry that forward, that's what we're talking about, that we're expecting to see those numbers flatten out a little bit.

So we are seeing some pressure at Campbell and some pressure at Woodcreek.

Campbell, for example, has, when we sort the ratios of students per home for the entire district,

sometimes we got to do a little tweaks along the way to continue to use the facilities really well

as you just heard, and the multiple generations that have studied here.

And so it has been very exciting for us to really look at this and

preserve those things that are important.

But at the same time, take it into the future and make it something that will be

viable and be an exceptional school in five, ten, 20, 25 years as we go forward.

And so that's been the challenge that we've worked with through this whole

At the same time, this is one of those typical schools that's been added onto

to over time and so when you go out there today you can see that architecture's changed brick

colors change all of those things and so a part of our challenge too was to make it become a school

again that has a front door and it really works together as one piece and so you have a few images

beautiful trees on the site that we've really worked hard to maintain and in some cases hopefully

is something that's special and beginning to kind of develop that and so
