Fort Bend and Harris counties have raised the COVID threat level to red

and issued mask mandates indicating substantial transmission throughout the communities.

The Texas Supreme Court has upheld the court ruling granting a temporary restraining order

to both counties against Governor Abbott's mask ban,

One, rolling out a mental health voucher program so that students identified by their counselors and LSSPs with having a mental health crisis could receive financial support to go out into the community and find a licensed mental health professional that specializes in their specific needs.

Finding that therapeutic alliance may require having the same religion or ethnic background or preferred gender or philosophy or position on masks rather than matching them based on the first letter of the student's last name.

Number two, I'd like to propose for discussion and consideration that we open up the schools to allow these chosen licensed mental health professionals to come into the school to conduct their therapy sessions with their clients on campus.

the 2nd he tested positive for covid two days after testing positive. He was

in the er given an experimental drug and sent home with oxygen. Two days

later he was back in the er with double covered pneumonia. He had to wait three

days in the hospital before getting a bed. He was too late for some

treatments. Others aren't available while others didn't work. The first

week we're told he had a 50 50 chance of survival. He is now still in the

the hospital. I had to tell my son that his father was in the hospital of covid

and might not make it. My ex husband was so weak he couldn't even text on a

cell phone the first week. He still can't speak because he is too weak and

he has a lack of oxygen. He can only text maybe once a day because he has

no mental capacity in order to text anything more. The staff doesn't know

how long he will be there or if a full recovery will take place. The freedom

he was processing about is now gone. He wears an oxygen mask. He's confined to

a bed he can't effectively communicate he can't see others and he depends on other people for his

care he had no pre-existing conditions my seven-year-old son has worn a mask for the last 18

months while going to school in person and playing sports he was just at the urgent care last night

for asthma we waited four hours because there are so many people getting tested for covid

the doctor told me if my son gets covered he will be in the hospital so i have to send him possibly

be to sacrifice his health for his education so all i'm asking is that our kids wear masks

In response to some of the unhinged and hysterical demands at the special board meeting a few

Up until May of last year, the World Health Organization offered the advice that mask wearing was ineffective and arresting the transmission of viruses.

That advice changed last June, primarily in response to political lobbying.

However, they still state their official advice is that masks should not be worn by people, well people, based on historical data.

There's been the Dan mask study with over 6,000 people, another study with over 8,000.

I've emailed all of you a PDF, an 18-page PDF, with over a hundred different

research that has been done that has proven masks do not work. We're dealing

with a virus and a respiratory virus and those masks are a false sense of hope.

This is the ‑‑ we've talked about the budget all these months here, and it's August, and I told you all last month we'd be quick.

And so I'm going to ‑‑ you all have heard the details, and I will go into a few, but not as much as we have in the past.

Of course, state law requires that the Board of Trustees adopt a budget prior to August 31st.

With the assumptions, just real quick, we just did under 1% enrollment growth.

That's from what we budgeted last year.

Of course, we came far short of that to what we budgeted this year.

I will say that the last report I saw, I think we were within 400 students of what we've budgeted.

So we're promising that we'll meet that and hopefully we'll hit it and stop right there.

The new campuses, of course we opened last week Haskett Junior High and we've got Elementary

And then of course our tax base growth, as I mentioned last month, we were looking at

5.4% and it ended up coming in when we got certified values from our three county appraisal

districts at 6.9%.

This budget that you have, it includes 2% average salary increases for both salary schedule,

the teacher salary schedule staff, and then non-teacher pay grade group.

It includes the 1% lump sum payment that we have historically paid in December,

and it includes the $665 base adjustment for classroom teachers and paraprofessionals.

This is, and I'll talk about this on the next slide,

I built on a 96.17% maintenance and operations tax rate.

That's a reduction in the tax rate, and I'll talk about that on the next slide.

And, of course, it keeps our same INS rate.

And that's what House Bill 3 is pushing down.

So in 1920, we saw a downward push from $1.08 down to $0.93.

And then in the green year, the middle column, it was all a growth contingent district to district.

without an election. Most districts if they've had an election can have 17

We have 11.02, and that goes back to some laws from in the 60s that we were able to

So 11.02 is our enrichment pennies for a total of 96.17 cent M&O rate and a 39 cent debt

General fund, 53% of the money still comes locally, 45% from the state.

They're trying to keep up with their portion, but they're still not quite paying 50% when it comes to a district like Katy.

Very little federal revenue.

revenue, most of that comes from our char's Medicaid reimbursement program and indirect

cost on our grants.

Where we spend our money is from an object level.

Again, we've seen this before at 87, 88% as in salary and benefits.

Software supplies, materials and services and utilities are right at 5% each and there's

some rounding things that are happening to keep it at one decimal point, but other operating

is 2.2%.

And in Capital I, you can't even see the little baby blue plate

piece in there, but it's 0.02%.

The majority, or 79.2% of our budget

is spent in the classroom.

And I think that's, when I go and look at it,

when I'm comparing ourselves, that's a very high number.

And then 90% of the budget that you're going to approve

that we're having underspending.

We're not going to spend all the expenses in our budget,

but I think that when it's really all said and done,

because of underspending, it'll probably be about $6 million to $10 million deficit.

And, again, that's related to sluggish enrollment and COVID.

happening or private the online school where we may not get funding and stuff

like that so that's not reflected in here so we can keep an apples to apples

Food service fund, we've got a fund balance of $8.2 million

Again, we still have a lot of payroll costs, but that's not our largest expense in food

It's supplies and materials, and that makes sense.

So we have a $38.8 million of expenditures, and we're estimating in this budget to add

about five five hundred thousand dollars in fund balance uh we'll show point out that there's a

capital outlay of a million dollars in there our food service department has talked to the

they're limited to the amount of fund balance that they can carry they've talked to the texas

department of agriculture and and filed uh some paperwork that basically uh if if approved uh we

plan on spending that and on some of our kitchens and type stuff like that as there may be needs

Debt service, starting out with a $62.4 million fund balance.

Our total revenues are $186 million.

Again, 99% of that comes from property taxes at that $0.39.

We have some interest earnings.

We do invest that money when we do sell bonds and interest on it.

The $1.1 million or the $1.2 million in additional state aid for homestead exemption there in revenue,

that's when the state back in 2017 increased the homestead exemption from $15,000 per residence to $25,000.

that's the state holding us harmless if you will for that increase in the homestead exemption

and that's why you see a little bit of state funds without it we wouldn't get state funds

expenditures there's your principal and interest payments that does include in principle

40 million dollars in new payments on some of the new transactions that we're doing that we

just did in a couple weeks ago and that we're going to be doing in the future

in the near future to fund our construction projects.

And interest payments of $86.6 million also includes interest on those transactions.

When we sell bonds, we do invest the proceeds.

In the entire time I've been in the district, we've put those over to debt service,

So we would have an increase or a very slight increase to our fund balance

and end the year with a healthy fund balance on our debt service fund.

The SSP fund will be closed out at year end and the residual will be transferred into the food service fund which you're seeing now and it's the budget that you adopt.

This year, for the first time, we're going to be doing dependent verification.

In this process, employees seeking to enroll in plan year 2022 will need to provide evidence supporting the dependents in which they have enrolled on the plan.

Qualifying life events when dependents are added will be required to show supporting evidence for any changes.

All new hires will be required to provide dependent status as existing plan members.
