Items 1 & 2

Unknown speaker not human verified

I hereby call this special meeting of the Board of Trustees of Katy Independent School District to order.

Unknown speaker not human verified

Today is Monday, May 10, 2021, and the time is 1 p.m.

Unknown speaker not human verified

By law, for purpose of canvassing election results, only two board members are required to constitute a quorum.

Unknown speaker not human verified

noting at least two board members are present the board will now convene an

Unknown speaker not human verified

open meeting dr. Gagorski will you verify that we are in compliance with

Unknown speaker not human verified

provisions of the Texas open meetings act in regard with the notice for this

Unknown speaker not human verified

meeting yes madam president I confirm we are in compliance with the provisions of

Unknown speaker not human verified

the Texas open meeting act for this meeting this afternoon begin with agenda

Unknown speaker not human verified

item for action items 3.1 the board approval of the canvas of the May 1st

Item 3.1

Unknown speaker not human verified

2021 Katy independent school district Board of Trustees election mr. Graham

Unknown speaker not human verified

Madam President, Dr. Gorski, board members, we come here today, a fairly simple part of our

Unknown speaker not human verified

elections process is the actual official canvassing of the election results. As you will note,

Unknown speaker not human verified

on election night, we actually post our early voting totals when we get those shortly after

Unknown speaker not human verified

seven, and then once we've counted all the votes on election day, we post unofficial election totals

Unknown speaker not human verified

on our website. I will tell you that after the elections process happens and

Unknown speaker not human verified

there are some additional steps we have to take which include collecting ballot

Unknown speaker not human verified

by mails which were postmarked on or before May 1st which we would then

Unknown speaker not human verified

receive on Monday May 3rd and we also have if we have any provisional ballots

Unknown speaker not human verified

that are cast then our ballot board convenes to look at those. They actually

Unknown speaker not human verified

did so on Friday the 7th. And so you can see that the votes by position which are posted on our

Unknown speaker not human verified

on the website for this board meeting are just a little bit different than they would be

Unknown speaker not human verified

for our unofficial totals and that discrepancy there is just the few ballot by mail votes that

Unknown speaker not human verified

we get that come in on again Monday, May 3rd that were postmarked ahead of the election which were

Unknown speaker not human verified

required by law to take as a valid vote and any provisional ballots of which we deem are

Unknown speaker not human verified

good ballots to vote that being said a few notes from this year's election we had a very high

Unknown speaker not human verified

turnout actually our turnout was a little low the first couple days of early voting but then

Unknown speaker not human verified

it skyrocketed and on election day we had a very high turnout too so we had a record turnout number

Unknown speaker not human verified

of voters for kdisd but that still that number still puts us at about four percent of the total

Unknown speaker not human verified

registered voters for KDISD. So we have a little over 200,000 registered voters in KDISD. Again,

Unknown speaker not human verified

when I say record turnout, record turnout for a May trustee and or bond election in KDISD.

Unknown speaker not human verified

I've got, you know, our election, we have five early voting locations throughout the district

Unknown speaker not human verified

where anybody can vote. And then we've got 13 precincts, which each have their own voting

Unknown speaker not human verified

location on election day. So a lot of moving parts in this election. I do have some folks that I want

Unknown speaker not human verified

to recognize in this room. Of course, I've got everybody knows Ms. Ellen Hebert. She's my right

Unknown speaker not human verified

hand person. And I can tell you without her, the elections in KDISD would not happen. She does a

Unknown speaker not human verified

fantastic job. I've also got Larry Jones. He's sitting next to her. He's one of our independent

Unknown speaker not human verified

contractors that we use. He's been my deputy elections administrator for several years.

Unknown speaker not human verified

He makes sure that everything is where it needs to be

Unknown speaker not human verified

and assists the judges at the polling locations.

Unknown speaker not human verified

I've also, I think Daniel's here.

Unknown speaker not human verified

Everybody knows Daniel from technology.

Unknown speaker not human verified

He also helps us with our elections.

Unknown speaker not human verified

We've got a robust technology team that helps us.

Unknown speaker not human verified

And then I've got my ballot board,

Unknown speaker not human verified

which notably the judge on that ballot board is Bill Haskett.

Unknown speaker not human verified

So Bill and Cindy Haskett help us with that.

Unknown speaker not human verified

So a lot of folks that make this election happen.

Unknown speaker not human verified

I'm gonna read some numbers and then I'll take a motion,

Unknown speaker not human verified

or the board can make a motion for and we're gonna do this in two separate

Unknown speaker not human verified

parts right because we had trustee board positions to open and then we had four

Unknown speaker not human verified

bond propositions so we'll take the trustees first then we'll certify an

Unknown speaker not human verified

order and then we'll do the bond election totals so for position six we

Unknown speaker not human verified

had Bonnie Anderson with sixteen hundred and three votes William branch with 82

Unknown speaker not human verified

votes, Karima Dasgupta with 732 votes, Rebecca Fox with 3,011 votes and she was

Unknown speaker not human verified

the winner, Susan Gesoff with 2,759 votes, and Joseph Wojcik with 166 votes.

Unknown speaker not human verified

Then for position seven you got Walter Butler with 2,137 votes and Dawn

Unknown speaker not human verified

Champagne with 5,777 votes and those are broken down by precinct you have in your

Unknown speaker not human verified

board packet and are also available to be seen online happy to take any questions our motion

Unknown speaker not human verified

mr keller

Unknown speaker not human verified

and kd independent school district board of trustees election as reported by the central

Unknown speaker not human verified

counting station committee and declares the winner of each position as follows

Unknown speaker not human verified

position six Rebecca Fox with 3,011 votes in position seven dawn champagne

Unknown speaker not human verified

with 5,000 777 votes we have a motion by mr. Keller and a second by miss Wilson

Unknown speaker not human verified

that we have a motion by mr. Keller and a second by miss Wilson will now proceed

to vote all those in favor please raise your right hand and say aye motion

Unknown speaker not human verified

Madam President, Dr. Grygorski and trustees, again, you have this information in your packet and it's also available for anybody that wants to go online and look.

Unknown speaker not human verified

We've got the final results for the 2021 May KDISD bond election.

Unknown speaker not human verified

You will recall, and for members of the public watching, this is the first year that we have been under new, that we have put forward a bond package under new legislation.

Unknown speaker not human verified

That legislation requires that your bond package be broken down into various propositions depending on what you're seeking voter approval for.

Unknown speaker not human verified

Proposition A, which was our proposition for new schools and renovation schools, passed with 6,161 votes for, 2,423 votes against.

Unknown speaker not human verified

Proposition B, which would have been your technology package for technology in the district, that passed with a total of 6,205 votes for and 2,326 votes against.

Unknown speaker not human verified

Proposition C, which is the natatorium that will go into high school number 10 up on the north side of the district.

Unknown speaker not human verified

And I will remind everybody that every one of our comprehensive high schools has a natatorium.

Unknown speaker not human verified

and I think that your administration will tell you they're excited to be able to continue that tradition and standard in KDISD.

Unknown speaker not human verified

That Proposition C passed with

Unknown speaker not human verified

5,439 votes for

Unknown speaker not human verified

and 3,097 votes against. And then Proposition D, which would have been some

Unknown speaker not human verified

renovations, repairing tracks,

Unknown speaker not human verified

fixing a roof at one of our at Rhodes Stadium, which was over 40 years old. That proposition had to be a standalone proposition.

Unknown speaker not human verified

It passed with 5,450 votes for and 3,089 votes against.

Unknown speaker not human verified

Again, these are the numbers that were brought forth by the Central Counting Committee.

Unknown speaker not human verified

After the ballot board convened last Friday, I'm happy to take a motion or any questions you may have.

Leah Wilson not human verified

Board, do we have any questions?

Leah Wilson not human verified

Madam President.

Leah Wilson not human verified

Yes, Wilson.

Leah Wilson not human verified

I move that the Board of Trustees approves the order canvassing returns and declaring results of the May 1, 2021,

Leah Wilson not human verified

as reported by the Central Counting Committee.

Unknown speaker not human verified

Motion by Ms. Wilson and second by Mr. Keller.

Unknown speaker not human verified

We will now proceed to vote.

Unknown speaker not human verified

All those in favor, please raise your right hand

Unknown speaker not human verified

and say aye.

Unknown speaker not human verified

Motion passes three to zero.

Unknown speaker not human verified

This completes the canvassing of the election.

Unknown speaker not human verified

There being no further business before the board,

Unknown speaker not human verified

this board meeting is adjourned.

Unknown speaker not human verified

The time is 1.09 p.m.

Unknown speaker not human verified

Thank you.

This speaker is named from the district’s own record of who was present and from the presiding officer naming them on the recording. The question mark means the block of speech may not be only theirs: the recording was divided by machine, and a long stretch can run two voices together.

If this is wrong, please tell us and it will be corrected on the record. Contact us.
