At this time, the Board of Trustees will give members of the public an opportunity to speak in accordance with KDIC Board Policy BED Local. As defined by this Board Policy, the first 10 speakers who signed up by 2 p.m. on Monday, March 30, 2020, and have provided their first and last name will be called individually on the phone number they provided and allowed to address the Board through audio only. A maximum of 30 minutes has been allocated with the time divided equally among those who have signed up. However, the maximum amount of time for any one speaker is three minutes. and I am a junior at St. Corrine charter school as well as the current student council president. I would first like to commend the KDISD board, staff, and teachers on the tremendous effort they've undertaken to resume instruction online and keep students learning and engaged. The purpose of this call is to implore the board to read and consider the petition link that has been shared with them about turning this spring semester into pass-fail for all high school students with no effect on GPAs or at least putting into place a grading policy that is more lenient than the standard one. Outlining the website is a list of of arguments and information for why we think that pass-fail is one of the best options during these trying times, and we hope the Board can either read and consider the petition themselves or pass the information along to those who can implement this change. With the COVID-19 situation in the U.S. worsening each day and President Trump's recent extension of social distancing guidelines to April 30, it is clear that online instruction will need to be prolonged beyond April 13. However, we firmly believe the current system is not viable for this law unless some changes made in the grading process. Technological inequalities, added responsibilities, and the lack of clear structure is just making online school harder than it needs to be. But added leniency with grades would make it less stressful for all students. And that's why we implore the board to just reconsider and look over the petition that has been shared with them.

Okay, screen went out on me there. there okay so we've got a Holland elementary student to lead us in the fifth grader his name is Felix Inge Lin and his principal over there is Linnea Griffith his parents are Audrey Lin and Yi Zong Lin and he has a sibling at Holland with him over there named Max he is special interests are piano public speaking and destination imagination favorite subjects math and writing and a few quotes from his teachers mrs sullivan his fifth grade math teacher felix enthusiasm for learning and kind spirit make him a natural leader in our class he is a friend to all and is widely admired by his peers from mrs powell fifth grade science teacher i get to see felix in class and in his role as student council president felix was chosen as president by his peers because of his natural charisma and leadership skills he listens to people and he is liked by everyone one. In class Felix is creative and a natural problem solver. He has so much to contribute to his community and will be a world changer. From Ms. Hollier, his English teacher, Felix is a funny, athletic, and intelligent student. He is a leader. Felix sets an example of what an all-around great kid should be. He is helpful to others and goes out of the way to make sure his classmates are taken care of. Felix is appreciated and treasured by his teachers and peers. And lastly from his principal miss griffith the energy and enthusiasm felix expresses is captivating to everyone who has the pleasure of working with him he has been fun to watch it has been fun to watch felix embrace the leadership role of student council president this year i predict that felix will continue challenging himself and take on new and rewarding leadership roles throughout his journey in kdisd so now i'm going to turn this over and ask daniel to go ahead and launch the video message and Felix will first lead us in our Pledge of Allegiance, and then he will share a message with the Board of Trustees.

My name is Felix Lin and I am a first grade student at Holland Elementary. I have been in this amazing school for five years and I have enjoyed every single moment. Holland is such a great school and I am very proud to be a student here. Our principals, teachers, and staff are the special people to make that happen. I, along with all the students at our school, are so grateful. At school, my favorite things are being in the Holland Harmony Choir, being in the Gifted and Talented program, and being a member of the Math and Science team. I especially enjoy being the Student Council President. This school year, our student council team has been executing different programs to support our school and our community, including the board game drive. We donated board games to not only our school, but also our sister school, Hutzel Elementary. Also, we have done a program known as Socktober, which is a program in which students donated socks to Clothes by Faith so people that needed socks are given the essentials they need. We also did the Aladdin Breakfast fundraiser which was a huge success. We were able to raise over $1,000 and well over 100 students came to our breakfast. The money went to our school music equipment and our school classrooms. Well, because of the pandemic COVID-19, our school has been closed down. It is a good idea to let the school close down in a time like now. It, as they say, flattens the curve and encourages awareness of this virus to let students know that you should stay home and stay clear of this dangerous virus. But that doesn't mean students can lie around all day. Online learning is a safe and fun alternative and keeps me productive while at home and keeps me organized with the schedule that was provided to us. Every day I wake up and and always am excited to start a day. I'm able to interact with my teachers and friends on the app Seesaw, and it makes me feel like I'm around my school peers and teachers. This acts like a motivation to make me want to study more. Well, I'm in fifth grade, and although it hurts to be eventually leaving Bonnie Holland, I'm looking forward for my years in Beckendorf Junior High. Like most students my age, I'm looking forward to having more freedom, don't but I'm excited for lunch the most because I mean they have good food and a snack bar all in all BHC is a great school with a positive learning and socializing environment I will never forget the wonderful memories I've had here and will never forget the lasting impact they had on my life

item 6.1 is the annual the monthly financial reports that's presented to you each month this is through December 31st so that's four months in I'm sorry five months in through the school year so you're looking at about forty one point seven percent it uh through expenditures through uh on budget uh that you are presented it also includes a normal attachment that you would see um presented that uh and i would be glad to answer any questions if you have any

hello mr smith hi so just you know because you mentioned that we should be at about 41 Can you just talk to some of the disparate numbers, the ones that aren't close to 40%? For example, debt payments, and it seems really different than last year. And then, yeah, it's just really that one. And then the capital outlay seem disparate.
Okay, I'm going to pull up the capital outlay. And as I pull that up, I'll go ahead and answer. Most of, if you look at 6,100 payroll, that's going to be right at 41% because that's pretty steady each month. That cash flows very equally divided by the month. So that's a good barometer of how we're looking when it comes to budget. The other things such as 6,200, which would be utilities, are basically, they come in waves, if you will. They don't all hit like the payroll does. of 6300 as well. We usually spend supplies at 6300 at the beginning of the school year and so it may creep up and then they'll be it'll it'll well off as time moves on. As far as debt goes through December we had not made our debt payment yet in January. January 15th I'm sorry February the 15th is our debt payment date so on the February financials you'll see that increase substantially things because we will have paid more than 50% of that debt payment and then we paid again in August. And the other one was capital outlay and I'm sorry that's the one I'm going to have to pull up and I haven't pulled it up because I can't multitask sometimes. And I would have kept out like is very small portion of our budget.

Is your question about what the percentage of expenses that we've had thus far in the capital outlay?
Yeah, I mean, it's only 8%. So I was just kind of curious why we're only still at 8% in January. It's a very small amount.
And most of the time when we back out for outlay, that's going to be stuff that we're doing for projects during the summer, like affordable buildings and maybe any white fleet that we were able to include in the budget. That's a lot of times, probably as you're not seeing that spend at this point.

Yes, Madam President. Go ahead, Dawn. Yes. I have a question as a follow-up to a question that I asked last week and Dr. Krogorski was giving an answer to this. But have we heard from the commissioner about how the state's going to fund us with the ADA yet with average daily attendance? I'm just curious if we've gotten some information on how we're going to have that counted for the rest of the year.
Well, that's still unfolding from my perspective, and I don't know if Dr. Gorski wants to chime in on this, but as I understand it, the agency is going to calculate our average daily attendance as it was through spring break, and at that point, we will be moving forward with a different basis for the fifth, sixth weeks and the sixth. But it's being calculated as it normally
would until we left for spring break. So how are the students attendance counted or are they being counted? I mean is it by them logging in every day or I mean?
I'm not sure how that's done at the classroom at this point. Mr. Smith I'll go ahead and answer that one if I'm back online. I was having some connective problems there can you hear me okay yes we can hear you okay hopefully this is coming through all right like i said i'm having some connection problems but uh with with with ms champaign's question there about calculating or recording ada we're not recording ada daily like we would normally for a school year as in uh teachers taking attendance because there's really no way to do that but we are collecting assignments and we are monitoring cannabis use which we can do technologically and we can see who's logging in and we're making contact with those families who are not logging in to do their assignments and making sure everybody's being accounted for that way and the way mr. Smith described the calculation of a DA for funding is spot on, they're going to take an average of that, but TA has not officially communicated that to superintendentship.

amendments are follow up to last month's meeting where we told you that there were be follow-up budget amendments and that would be 3.4 million 3 million $475,000 for the summer affordable moves. That's moving portables around to handle growth, etc. for next school year. That was approved last month. And then $161,000 for the property insurance premium. We knew the premium was going to go up and it went up a little bit more than was in the budget. And so that $161,000 covers that increase in our property insurance premium that was approved last month. The other amendments that are presented before you are just simply amendments moving money from one function to another and these were amendments will result in a 3.6 million dollar decrease to operating fund balance. The TURS fund expenditure amendment for 180,000 dollars just establishes a budget for architectural fees for the LD Robinson Pavilion there next door and I'll be glad to answer any questions you may have on that.

Good evening, Board of Trustees. President Gall, Dr. Grzyworski. In March 2019, the Katy Independent school district board of course board of trustees approved the renewal premium quote from tasby risk management fund for a 12-month period the renewal provided auto general liability police liability and school board liability coverage for the district at a cost of 266 665 dollars the risk management department seeks to renew this program which provides casualty coverage for the district. Although the district continues to grow, adding more employees and assets yearly, the renewal premium is offered at 9.8% higher than expiring premium at an annual cost of $292,842. This is a result of organic growth rather than lost experience. This program provides commercial auto liability coverage for vehicles owned, operated, and or leased by the district. Additionally, the program provides general liability coverage to ensure against actions resulting from the day-to-day operations of the district. Next, police operations are also contemplated as part of this offering. Lastly, the program extends school board legal liability coverage for those claims related to administrative issues. This program only provides liability coverage and the program has been reviewed regarding regarding the adequacy of cover, assessment of risk, availability of services, and cost. Authority is granted to purchase this coverage through CRB Legal. It is recommended that the Board of Trustees approves the renewal of the TASB Risk Management Fund Casualty Insurance Program.

employee left to take a personal walk and another KDIs be campus we've been In doing so, the employee fell in a small bar ditch and sustained injuries related to the fall. An independent medical review has determined that the injuries sustained were a direct result of the fall. The Texas Division of Workers' Compensation has subsequently determined that the injuries sustained are the result of the fall. Both the subsequent appeal panel both determined that the employee was in the course and scope of employment at KDISD. As such, district recommends payment in the amount listed herein. The financial impact to the district is approximately $475,000 with further, with future medical expenses. of the injured worker covered by the district's workers' compensation excess insurance policy. As a reminder, KDISD is self-insured on such matters. It is recommended that the Board of Trustees approve the pending workers' compensation claim.

The current bleachers in the competition and auxiliary gyms are original to the campus, and they will be replaced using the current district standard for gym seating and will include American with Disabilities Act ADA excuse me ADA seating savings for the designated bleacher replacement in the amount of five hundred and fifteen thousand dollars work will be coordinated with campus staff to not interfere with the facility use schedules an estimated completion date is is August the 1st, 2020. The approval of this recommendation will provide for bleacher manufacture and installation prior to the start of the 2020-2021 school year.

I have a question. You have the August 1st completion date, which is great for going back to school and all that. But with everything we have going on, and I guess that can be delayed if construction materials or mandated stops of work, different things. I just wondered if you could maybe speak about that, since, you know, these bleachers are very important for what the kids do at school and all the gyms. So it's crazy that they're original to the school. But yeah, you could just speak to that for me.
Yes ma'am. I spoke with the breacher manufacturer earlier today and he feels confident that there will not be an issue getting these in in time. We've got about a three or four week window of extra time allotted in our current schedule so he doesn't foresee any problems. All of the materials are manufactured in the United States and there's currently he feels enough stock available to go ahead if we get ours in production to go ahead and get them pushed through and manufactured in time. What is the installation time? It typically takes about four weeks to install two gems worth of bleachers.
So we would need this work to at the very latest be started July 1st for an August

The purchase of the portable buildings is needed to support the new and relocated programs at campuses and for increased student growth. The funding source for this project was approved by the Board of Trustees at the February 2020 2020 board meeting. Estimated completion for delivery and setup is August the 18th, 2020. A recommendation for connection services will be presented for the approval at the April 2020 board meeting. Approval of this recommendation will provide for building construction and and delivery in time to make the connections and gain occupancy school year.

Yes, thank you, Mr. Teet. I have some questions about the portable buildings. So I noticed I was reading and so we're gonna have, have, I think, 13 buildings and two of them are supposed to be at Wolf, but now they're going to be at Campbell. Is that correct? Because I can't remember why. Can you remind
me why? Yes, ma'am. When we took the initial proposal, the thought was to move a bilingual program over to Wolf, but due to the extended closure closure. We're the administration is considering changing that. So those two buildings will not be needed at Wolf at that point and we'll divert them back over to Amy Campbell Elementary.
Okay, and I have another question for you. Why, why are we needing the three portable buildings at Pattison? Is there a population growing or? I'm sorry, go ahead.
I'm sorry. Patterson is needing portables for a, they have a program, additional program, and a pre-K unit that they're getting. And it is a little bit of growth.
So what's the, do you know what the other program is other than the pre-K?

Pavilion. Ms. Kastman, welcome. Good evening, President Doyle, trustees, and Dr. Vygorski. I have two items this evening for your consideration. First item is in regards to the proposed design for the renovations to the former LD Robinson Pavilion as depicted in the design presentation prepared by VLK Architects. Please let me share our design with you at this time.

All right. Thank you. The building formerly known as the L.D. Robinson Pavilion is a 25,000-square-foot multipurpose facility that was built in 2004 on the grounds of the Merrill Center. The scope of work of this project includes renovating the facility to provide proper space for the ECI Project Hype program, as well as professional development meeting rooms. The design team has worked closely with both ECI Project Hype and the teaching and learning to develop the details related to this project. As details are finalized and construction documents are completed, some changes may be necessary, but the overall concepts remain the same. In response to the construction market conditions, budget challenges, and or support additional needs viewed as beneficial to the project, alternates may be requested as part of the pricing of this project. Back on February 24th, we brought to the board for VLK to engage them in the design for this facility. First, let me talk to you about ECI Project HIKE. It is the process of providing services, education to support young children who are deemed to have established medical conditions, a developmental delay, or whose development is atypical. The needs that are addressed are in five developmental areas, physical development, cognitive development, communication, social or emotional development, and adaptive development. ECAI has been providing services since September 1, 1988, for 15,000 children. It takes approximately services to include referrals, assessment, individualized family service plans, and plan services. services. 32% of the clients did not require further assistance, 34% move on to KDISD programs, and another 34% move on for reasons we don't know. So now our design. First, let me start with the exterior of the building. With the new Harris County Flood Control measures, we work to minimize any additional mitigation for storm. As you can see, existing spaces have been mostly utilized with provisions for handicapped and visitors. And as you recall, this is the existing interior of the space where the rodeo has been held in the past and a layout of the previous design. Here is our proposed design. Taking this existing 25 square feet, we presided a design that supports both Project Hike and Professional Development. Project Hike is currently housed in three portable buildings which equates to approximately six classrooms to administer their program. For the past 15 years they've had to provide support to our community and a facility that could use improvements including building integrity and proper program space. This new design has four testing areas, one more than they currently have however we cannot we could convert a therapy space into testing space as needed. So the overall design we want to make it pretty flexible for all the students and all the programs they need to administer. The current facility is approximately 4,500 square feet and with this new design they'll have 14,000 square feet, approximately 60 percent of the facility. In addition, we are providing for six professional development flexible meeting spaces. As our student population grows, the need for space to conduct professional development also grows. These six spaces can be configured into a variety of space needs and is separate from the TIC activities. This space equates to approximately 10,000 square feet. And here's a rendering of the proposed building and of the exterior view. Our schedule is, if all goes well this evening, is to continue with the design, prepare construction documents, and bid the project early summer, pending all the approvals and permitting with City of Katy, and the goal being complete the first part of 2021. Yes, I have a few questions. Thank you, Ms. Kassman, for the presentation. First of all, I was trying to find out from the meeting before when we had approved this originally what the cost of this repurposing is.
We're looking at around $5 million, give or take.
Okay. And then can I go on with my questions, please, Madam President?

Okay. And so right now, when you were mentioning the facilities that are used for Project Tite now um where where where is project hike done because as as i i pretty much understand that people have to have meeting spaces but i know that project hike a lot of it is done in homes with with infants and toddlers but where do they meet now they're over um on the north side of
road stadium it's called the annex it would be just east of rains high school uh btp there's a a six pack of portables over there.
Okay. And so as it runs now, it seems like it's a successful program, correct? As we're doing it the way we've been doing it for all these many years, is that correct?
That's true, maybe I asked Dr. Kasky to chime in on that cause she's more familiar with the program.
I'm just wondering also along with that is how often will children actually be there in those therapy rooms or? From what I understand,
it's a daily basis throughout the day. We can get more of a schedule if you want of how it's conducted currently.
Okay, and how many children do we service through Project Tyke?
I would have to get that number exact.
We service about 400 students per year. Okay. Between three and 400 students per year. So they do come into the portables for some of their small group therapy. A lot of the services are provided at home, as you mentioned, Ms. Champagne, but we also do group therapy with our students as well.
OK, and I'm just trying to make sure that we're using this facility to the best that we can with the money that we're going to be spending. And I see that I didn't understand when I looked at it before that part of it was perfect for professional development. So I understand that. And I see that a lot of it are office spaces also for probably the people that are in the ECI program. But I just want to make sure. Do we have a plan for future CTE courses for, you know, for children going to trade schools? I mean, I mean, I don't know if this is this is part of another thing that we're going to do. it's just that I just want to make sure that everybody in our KDISD community is served.
Because this population... I'm going to jump in on that one if you don't mind. I don't know. Sorry to cut anybody off on that one. But there was some discussion at one time. We've been discussing the repurpose of L.D. Robinson or the previous L.D. Robinson. We've been discussing that for about two years now with several things and one of them is what you brought up. The possibility of putting a skilled trades type program in there. We moved away from that for the reason that we did a survey when we had the when we opened up strategic design and I can get a copy of that survey and send out to the board this week so you guys can see that but the survey results when it came down to skills trades things like HVAC and plumbing were the the lowest level of student interest. There was a limited amount of interest in electrical, but of all the things we could do, the skilled trades, Dr. Caskey and Dr. Martin did put together another survey that was gonna launch this spring, but since we've been on closure, we haven't launched that yet to check again what students may want. but also in that survey we pulled kids of who would be interested in apprenticeship type programs, partnerships after high school, and that pulled at about 3% of the students who took that survey. So to use the space in L.D. Robinson to repurpose it for a large skilled trade program, the interest really isn't there, but there are some areas at Miller Career Center that there's a possibility of that. There's some flex space that we still have or unused space down near the auto mechanics, and we're going to examine the possibility of that in the future.
OK, I have just a couple more questions. Now, now what will be used for the annex building that that used to, you know, well, I guess it currently has the ECI program in it, but.
Let me talk a little bit about the annex building or what they refer to the annex. The annex building is, if you looked at the OAC range building, it's to the right of that and it's not really a building. It consists of about eight or ten, twelve portable buildings out there. Some of them are in pretty bad shape. They've been there a long time. Last estimate I had, we started talking about moving Project Tyke to a more permanent home. The cost of fixing those portables or putting new ones out there was to the tune of about a half to three quarter of a million dollars. Not a real wise investment to keep on doing that. The other thing is there's some property there that those portables sit on that can be repurposed to expand the rains program. So if we move the project hike out of those portable buildings and put it in a permanent home, we'll have that flex space to do a little bit more with Raines High School as we can continue to grow the district.
Okay. And then one last thing. I just want to say thank you very much. That sounds exciting that we could expand Raines right there. So that sounds really good. But I was looking when I was reviewing this agenda, I was looking back at the meeting in January, and that's when Dr. Matney and Dr. Caskey presented the annual report on the Texas Academic Performance Report. And I just wanted to say that I was looking at that, and it looks like 62% of our kids go on to college of some sort, and then there's 38% that are unaccounted for. And I just always want to make sure that we are hitting all, you know, all of our students to make them, you know, create in the future as our mission statement says. So that's all I wanted to say about that.

Madam President. Ms. Gassoff. Yeah, like quickly for this probably for Dr. Caskey just wondering if we're going to have this beautiful new facility. Is there a potential to expand the program and to be able to serve more than we have in the past.
Good evening. That program is a grant funded program it's funded through federal dollars and also funded through state dollars. So it would depend on how much money we have but right now we do support. service all the students as they come through our door so okay so it's not as
though because we're limited in that space in the annex we're not really turning anybody away at this point that's correct okay thank you I'm sorry
yes I mr. Cassman thank you very much you know I personally project type is affected my family one of my kids was able to benefit from that service to the the district and was really able to keep him and have the ability that he didn't need continue to need speech services as he went into elementary school and i've been been able had a chance to tour a project hike there and see the things that we're doing in the district and the the way even talking with a mom and where the in-home services didn't have the same kind of effect in a class where we could actually take a kid when they're you know preschool age and teach them how to interact in the classroom and show them how to operate and be able to prepare them for school and so I'm really excited about this the project types able to have a permanent home and to be able to see that I know from my understanding there's not a lot of school districts we're one of the few school districts that's actually able to offer something like that to the community to where it's a beacon that other school districts send people and ensure we can provide services throughout the area and so i'm i'm proud to be able to give that the home that it deserves and very impressed with the building i know it'll be put to good use

It's a very exciting opportunity and I think leading off of what Mr. Redmond just said, it shows the importance of utilizing this building in a very important way. Trustees, last item of the night. I appreciate everybody's patience as we work through the technical difficulties that come with these sort of things. As you well know, the President of the United States, as well as our Governor, have declared our community a major disaster area. This comes on the heels of an announcement by our president yesterday that social distancing shall continue until the end of April at least. And as of about 5.15 today, I was watching a press conference with the Harris County judge talking about it's not if the stay home work safe order is going to be extended, but for how long. given these challenges given the changes that we have the governor has authorized this board of trustees and all local municipalities holding elections in May to postpone those elections until November so let me tell you what that would look like if the board decides to do this and let me let me again clarify this is a board decision it is your election you're the only body authorized authorized to order it, so you're the only one authorized to take action on it. So if we were, if you were to say let's postpone this election because we are uncertain about what the election would look like in social distancing, or the challenges that that may pose, what that would simply do is put a pause button. Okay, so we would pause the election as is, imagine taking like a screenshot of sorts on the election as it stands with the trustees and candidates that have applied now in the ballot order that they are in. And it would simply move that until the November election. So you would not have, by postponing this, if you decided to do this, you would not be able to add any more people to the ballot. You wouldn't be able to subtract any people from the ballot. would remain the exact same in the exact order that it is, it would simply push the timelines out to the November election. If this Board of Trustees decides to do that, we'll have to modify the elections order because it may change some of the polling sites because right now, I will remind you during our May Board elections, my office as the official elections administrator, we run the polls. If it moves to November, the governor has said it now has to be run by the counties themselves. And remember, we're in three counties, we're in Waller County, Corbin County, and Harris County. So it requires a little bit of coordination. It just looks differently from an operational perspective. However, all it would do is literally put a pause button. I was asked some questions earlier about whether or not other municipalities in our area, what have they decided to do? I will tell you that the city of Katy has voted to postpone their elections. The city of Fulcher did not have to make that decision because they did not have any opposed seats. I will remind you that should you vote on postponement today, it would be at the November 2020 election, which is a presidential election. So having said that, I'll get off the mic and answer any questions or

Mr. Graham, so here's my question. If a trustee gets elected in November, when will they be re-elected? Are we stuck in this cycle forever then?
No, I think that's a very good question. What I anticipate happening and what I think has been been said that will happen is you if you postpone it your trustees that are currently in office so let's take for example let's talk real life miss doyle is on the board of trustees right now she is not going to run again this election cycle but if you decide to postpone it she will remain on the board until november serving a three and a half year term whoever wins her seat that seat will then turn into a two and a half year term does that make sense so what we will eventually do uh in this guest office we will resume back to the standard typical may cycle for elections it would just be literally it's this pause button given this crisis that we're in really unusual unique circumstance that i don't think anybody anticipated but that that would be the goal and And so if the board decides that they want to do that, I have some notes from the secretary of state we can share in this. This is if you decide to make that decision today, this won't be the last time we talk about it again, we're gonna have to order a new election. We're gonna have to talk about what polling sites are gonna be and how that may change.
Madam president. Ms. Champagne. Yes, so thank you for asking that question, Ms. Gaslop. I was gonna ask the same thing, but I was looking up at the Texas Education Code 11.059 and BBB legal and it says that the school board members are to have a three or four year term so will that need to be modified or are we allowed just to make an exception this time because there's something
extreme going on right now again another good question and I'm not sure that we can and know all the questions that will come up here today, because I think that this is an issue that municipalities are dealing with all over the state. What I will tell you is that the governor of Texas has waived. He's gone ahead and said we're going to take exception to the rules related to elections this point in time. But he is giving you, as the governing body, the authority to go ahead and postpone it at your discretion. At this point in time, it's your discretion as to whether or not to do so. Have I answered your question, Ms. Champaign?
Yes, but I also have another question. You know, if we don't decide to postpone it, and early voting, I believe, starts on April 18th, and now that all the schools are closed, how would that work?
I don't have an answer for that.

I don't have an answer for that. We could reopen the sites. I think the challenges that we're going to face is getting our election staff trained because that training has to be hands-on because we work directly with the equipment. And then when we talk about certain election sites and for the folks in our district that are watching this video that have stayed till the end of this meeting, you will note if you go to, let's say, the Leonard Merrill Center for Early Voting, we may have seven or eight elections people in the room at one time. And then if we do that, and then oftentimes we have a line because that is a very popular spot for early voting. So we would have to look at what does the social distancing rules look like? how is that effective with the stay home work safe orders? Are people constituents that are gonna try and vote during that time period, are they gonna have that exception or are the counties and local municipalities gonna let them do that? I would assume they would, but I think that that's an interesting question and it may spawn a bunch of other questions.

Go ahead. being that you're the election official in charge of all this and it's unprecedented um and being that i'm up for re-election which anyway um there's filing dates and there's different um you know milestones that every candidate needs to meet um i guess based on this vote you will then send out to the candidates involved the the filing dates and everything we have to do to stay legally or is that something you've even been given like guidance on from the state just because legally it matters to us all so that's why I'm asking certainly
so we have we have gotten a little guidance from the Secretary of State again this is a moving target what I would anticipate is that what I would anticipate is that your your filing deadlines are going to move to the November calendar so you can go actually everybody that's watching can go to the Secretary of State's website right now and you can look at local elections in Texas and you'll see a May deadline for May 2020 elections and you'll see a November deadline for 2020 elections. If you decide to make this postponement now, you will have done so in enough time to push those timelines out. So for example, I believe that there's a filing deadline coming up this week. I believe that one of the candidate filing deadlines would come up this week. should you decide to postpone it that will obviously postpone that but I would be in touch with and I think this board knows this I'm in touch with the candidates via writing I would correspond my office as the official election administrator for the district correspond in writing to make sure that we're all aware of the deadlines changing especially given the again unusual circumstances that we're in I think a little additional clarification is necessary.
A follow-up question. If one of the candidates chose to file this week, would it then carry over as being certified for the November election?
No, ma'am. So let's say that somebody right now you're unopposed, Ms. Vann. Let's just talk real life. You're unopposed. So if somebody came today and they said, hey, I want to file even before this order was issued and they said or after this order is issued that I want to file against you again that's not going to happen what the governor said is the Secretary of State said is you're literally taking a snapshot this is where we stand and what we're doing is we're just moving it to November because we feel like that's in the safe the health best interest of our
community i i don't think i asked my question right um financial like there are financial reports that we have to file based on the made vote deadline that's what i'm talking about more like if if you filed something this week does that make sense like if you file it this week because it's due this week based on the main vote but we push it to november does it still count i'm just i'm just asking for the other all the all the candidates involved i i understand that there's
like a 30-day thing and stuff like that right, Ms. Ian? And so you're probably running into that.
Certainly. So again, I'm not sure that I know the answer to that question to be said right now. What I will tell you is if you order postponement, then I will make sure that my office is very clear with all candidates, anybody with an open treasury filing, that they are aware of what the timelines are and what the deadlines are and how those have moved because they will move. They will move six months or so.
Okay, that's awesome. I mean, I knew you would do that and that's not really why I was asking so much more that there's a deadline this week and I just didn't know if a candidate filed this week that it would carry over, it would be like grandfathered is all I'm asking.
Again, it may. And I'm not going to encourage you not to file. You can always file things in my office to this end. But again, no one's taken action. The board hasn't taken action yet. But if y'all decide to do this, then I will be very clear so that nobody who's either a sitting trustee or as a candidate is unaware of their filing responsibilities.

Mr. Keller. Yes I'm sorry I didn't mean to interrupt you. Mr. Graham I think I know the answer to this but and obviously we were concerned about public safety and I understand a lot of training goes into putting the election on although it will operationally look different if we move it and it sounds like what you said was the county would actually administer the election is that that correct yes sir the three counties yes sir okay and i think i know the answer to this but just for the public's benefit for voters who would be voting uh or interested in voting specifically particularly in the kdisd trustee election i would assume we're not losing anything by moving it to november because the county will be handling it i mean it should be the same thing it should be vote on a different day being handled by a different election authority is that accurate
Yes, sir. That's correct. And I will tell you what you'll see is, operationally, Mr. Keller, what you will see is a high spike in number of voters that will come out because we're going to be in a 2020 general presidential election, which is the highest voter turnout that we have in our country.

Okay, so I understand all the benefits of moving it till November and of course I want public safety also but I do think the one thing that will be lost would be six months of somebody's term is basically it. it but i mean if we're you know having a discussion here in my opinion it would be you know i understand the safety and i i don't want to put anybody at risk at the at the polls you know and there's so much risk right now so i don't know if we're supposed to be discussing that but that's
just that's my opinion but i'd like to also add in as a as a trustee that has of course um been through two elections, I think it would be grossly unfair to those that are running for positions. You know, we're social distancing right now. People's jobs have been drastically affected by this. It's not, it costs to run a campaign. You know, you need yard signs, you need fly, you need things to effectively run an election cycle. And so I think that it would be grossly unfair to those that have put their name out there and are wanting and entertaining a position on this board to be told, hey, we're social distancing until April 30th by mandate of our president, and you have an election on May 2nd. I think that aside from the obvious, which is the safety and the health of poll workers voters being able to go out and vote um there's just a multitude of reasons why um why i do think that is in the best interest of our district um and i agree with you miss champaign that it does it does cut into somebody's uh three years but at the same time i don't think that uh they would have a fair election cycle if we chose to do this in may and giving them, let's say that the president says, April 30th, life can go back to normal, April 30th. We would all love that. Now you have May 1st and then polls open May 2nd. Good luck. So I think it's kind of a lose-lose situation here for the candidates that have signed up to run.

Madam President. Ms. Pham. Ms. Champagne's comment just made me think of a question And having an abbreviated term is, you know, you and I have done this two terms and we understand the importance of training and everything that TASB and TASA does. So I guess the question going forward, regardless of the vote, would be what does school board training look like? Is it going to be Zoom? Are we going to be doing this? or you know we you and I've been to enough TASB TASC conferences that we interact with other board members from other districts small large everything in between and it's very beneficial so actually Ms. Champagne's comment made me think that what is and I guess regardless of the vote that's a question that needs to be asked is what is the future of school board training because it is important it's also required by the state um what that looks like i'm not looking for an answer right now i'm just throwing it out there for for something to put on um on dr forsey's plate and maybe bill's not on this call as our tassie representative but what does that look like like we've always had training in june and october and a november election kind of interrupts that that training, which is vital in my opinion.
Speak to that just very briefly, Ms. Vann, that we've been in communication with TASB about their leadership forums, their trainings that they provide. We've also been looking at the team of eight training that we do here at KDISD and what that might look like differently moving forward. I will tell you at this point in time, it is TASB's intent, we have been told as of this week, that it is their intent to go ahead and move forward with their scheduled leadership training now we don't know what this is going to look like in 30 days and so that may change and I'm assuming that if that does that that the rules for board member training will probably in the timing of it will also change congruently I can tell you speaking as counsel and I know that mr. Keller's counsel as well that he can talk to you about the continuing legal legal education requirements for the state of Texas have actually been moved out a few months for those lawyers who are in this time period where they need to fill those out. And I'm assuming that that would be the same for our professional organization that governs school trustees and their training.

And so I hope you don't mind that y'all may be stuck with me a little bit longer, but yes, i would be happy to continue in this role thank you madam president mr redmond you know when we
um take the oath for uh the school board we say that we'll uh right um perform our duties and also protect preserve defend the constitution and so i know that none of us um as i'm listening to everyone talk none of us move forward with this um wanting to limit those freedoms of if anybody but based on i think what's best for our um our city their safety uh being that the things like the city of Katy have made that decision in some other areas um is it is all right if i go ahead and make a motion at this point are there any more questions you're welcome to make a motion i move that the board of trustees authorizes the elections administrator to take whatever actions are necessary to postpone the may 2nd 2020 election until november 3rd 2020.

I keep on getting internet connection problems from my home office. But hopefully this is coming through okay. Okay, but I did want to address our board and our community and our employees tonight a little bit and let them know that we certainly understand about the challenging times that we're in. And we're experiencing some things that some of us have never experienced in a lifetime before. And I do appreciate this board's leadership and support to our school community and what they've been doing. I appreciate our staff. We've got so many people who are working hard to deliver instruction, provide technology resources, to serve meals daily every day and and keep the district operations going throughout this period of closure it's no easy task and I do appreciate all our folks who have jumped in to do this and I want our community know that we're here to support you we're gonna get through this part together like I said it's very challenging but we're gonna keep you informed of what's going on the the district will post information to the website and we'll send information out to our families we anticipate being able to send something out to our families probably in the next i'm going to say 24 to 48 hours as you heard mr graham speak earlier he mentioned harris county is going to do some meetings tomorrow and i want to see what they have to say our governor has a press conference tomorrow at 2 p.m that you might want to tune into and see what he has to say he's going to have the commissioner of education with him and based upon some things that are happening around our state i want to get that information before we reach out to our community and share any bit more of what we might have to do with kdisd And like I said, we understand these challenges that our community is facing, including this moving from our in-person instruction to our online learning. And I just encourage you throughout this time to have very good two-way communication with your teachers and your principals at those campuses. And that's going to be the key to making all of this work. And we're counting on our kids to do their level best and do everything their teacher is asking them. And at the same time, we're going to do our best to provide the best possible next several weeks until we can get through this together. And lastly, I'll just say, yeah, we're going to get through all this together. And our focus is always going to remain on doing what's best for the kids at KDISD.
