At this time, the Board of trustees will give members of the public an opportunity to speak. A meeting that is open to the public under the Texas Open Meetings Act is one that the public is permitted to attend. A governmental body may give members of the public an opportunity to speak at a public meeting, which KDISD Board Policy BED Local does allow. As defined by this board policy, the first 20 speakers who signed up at least 15 minutes before this meeting began and have provided their first and last name will be allowed to speak. A maximum of 30 minutes has been allocated with the time divided equally among those who have signed up. However, the maximum amount of time for any one speaker is three minutes. If you are not finished speaking at the end of your three minutes, your microphone will turn off. If speakers wish to share written material with the board, ten copies must be provided at the time of sign up so that copies may be given to the Secretary for Board Services, for board members, the superintendent, the chief communications officer, and permanent record. Good afternoon. My name is Joe Rodriguez. Thank you for your time this evening. I'm here specifically with questions in reference to the attendance boundary modification. I have a daughter that is getting ready to graduate from Texas A&M this year. She graduated from Katy High School in 2014. And the reason that I wanted to ask a few questions about this boundary modification modification is because the modification would directly impact where my 14 year old son will end up graduating high school from. We moved here in 2012 and specifically bought our home in Governor's Place, land use zone number 43, so that our son would be routed to Katy High School. And now with the attendance boundary modification, we'll end up at Taylor High School. It's not that I don't have, it's not that I have something against Taylor High School. It's a great school, has great scores, but we want our son to go to Katy High School. Our daughter did as well. And so the questions that I would like to have answered is, if this is approved and voted on, what is the next recourse of action for someone like myself? Will Katy High School be a closed or an open campus? Will there be a transfer program? Would it be possible for us to transfer our son into Katy High School somehow? Will there be a way for that to happen? Basically, what can we do to get our son into Katy High School without having to pack all of the things up that we've moved and purchase another home? We invested a lot of money in our home and bought it specifically because, like I said, we wanted our son to go to Katy High School. My wife's a teacher. Would it be possible because she's a teacher for us to choose to have our son graduate from Katy High School? Would we be able to do that? Will there be special options for students of West Memorial that would allow them, maybe eighth graders, seventh graders, to be able to choose what high school they want to go to if their boundary has been modified? And then the last thing is, will all these options be made public so that everyone in this room who has that same question can then make a decision based on what they want to do with their families? My name is Christina Page and like Joe I also have a student at West Memorial Junior High and I have a son that has graduated from Katy High School. Earlier or late last night maybe early this morning I emailed each of you in regards to a proposal for West Memorial students informing of what our parents would like to possibly ask of you. I as well the other parents of West Memorial Junior High are concerned about the ABM proposal. We understand the difficulties that we are faced with the population growth and it's forced us to modify these boundaries but we also know that this is going to impact our students. With this in mind, we'd like to offer a solution that could alleviate overcrowding, but also allow parents time to make a major life decision for their children. You heard from students and parents last rezoning meeting, and we understand that we will not always feed into Katy for as long as we had. What we'd like to do is propose for students of the junior high at West Memorial to currently afford the option to attend either Katy or the school they're rezoned to. That said, our current eighth grade class of West Memorial is at 275 students, which is planned to be split three ways. Several of these students will not be affected as they will be zoned to Ucady or from the area that was historically gone to West Memorial Junior High and then to Taylor. The affected students are estimated to be about approximately 150 students per grade level between Cinco and Taylor. We polled students and parents to see who would choose Katie or the new school if given the option. We found that around 75% of the students wished to stay at Katie if provided their own transportation. Allowing students in junior high the option of a four-year choice as being offered to students that are freshmen this current year will greatly help parents with timing to relocate if necessary.

We understand that it's not viable for all students at the West Memorial Junior High this year, but each grade level afforded this option if another year for parents to make appropriate plans that they want their kids to attend Katy High. Basing on the polling of our students and parents, approximately 75% of 8th graders that answered also have relatives that have attended Katy. There are approximately 310 students in the 7th grade and 300 in the 6th. It would mean about 115 extra students at Katy next year, only slightly more for the other two grades. We strongly believe that we can work together for a solution in this. Many students can safely acclimate to Katy. Please think and consider our West Memorial family is asking of you, and thank you for your time and consideration.

How's it going? Michael Hall. I'm also here in reference to the ABM, obviously representing West Memorial as well. I'm kind of repeating what you guys have already heard, you already know. We've done some math, we've looked at some different numbers, and really the affected kids that will be going that will be changing schools to Cinco or Taylor is in the ballpark that would want to stay at Katy is about 120 kids. The big thing I'm asking you guys tonight you have a very difficult decision to make we all get that and saying that it's almost an easy decision it's almost a decision that you can whichever way you choose you know it's a difficult decision and and you have to do the best you can. I'm asking you to please be extraordinary. ordinary. I'm asking you to please think outside the box. I'm asking you to please consider these kids and take into account their feelings and how it's going to affect them. They'll live. Whatever you decide, they'll live. But be better than that. I'm asking you to please, if someone breaks into my house tonight, steals my TV, I'll still live. But it's not great. Right now, this is a big decision for y'all. This is a big decision for me. to those those 14 year olds right there at this point it's the biggest decision in their lives I'm just asking that you guys will please think outside the box take into consideration and think about some different alternates whether it be allowing special considerations for kids that are legacy West Memorial we understand fully that the entire all the students at West Memorial junior high are not going to feed Katy high school forever I've seen the numbers I've seen the maps it doesn't make sense the big thing I'm asking for is that you'll make some special consolations for children and for their parents that have moved into this area specifically to send them to Katy. Put a hard line on it at a sixth grade, a fifth grade, sixth grade, seventh grade, but give us a little more time than six or seven months. I'm sick right now so it's kind of hard for me to talk but that's basically what I had to say. Thank you Mr. Hall.

Good evening. So I have a solution to all of you that are being rezoned. If you want your children to stay or go to Katy High School, you should move them to Firethorne. Our two newest board members live there and in my opinion they were elected in part to keep Firethorn in Katy High School. Once the process, the total process is cemented, Firethorn will never be zoned out of Katy High School. So you have that option. You could always do that. I came to speak about giving credit where it's due. Some in the community have been incorrectly credited with giving KISD a black eye. Actually, it's one man who started this. He's come out smelling like a rose too. Sure, Hint shouldn't have bragged about taking only a month to write his dissertation. Anyone familiar with the process knows that's not ever done, ever. So yeah, Hint owns that. But this other man is the one who started it all and is now reaping great benefits. That would be our current super. Nice work.

That was exciting. I apologize in advance if I seem a little bit off. I ran 62 miles on Saturday from recovery. I was contacted by a family whose daughter suffered an attack on one of your buses. There was clear video evidence taken from fellow classmates. There were pictures of bruising. Her chest was beet red from the pounding, arms bruised and head bleeding. I accompanied them to the meeting. they were invited to the following Monday to speak with the principal about the incident. The principal heard the story in that meeting. The victim showed him the video and the pictures and they also presented the medical paperwork that the mother was asked to bring. I received a conference call later that day between the principal, the mother and the daughter and he said that the witnesses all corroborated her story that she never even swung back to defend herself. She was the second person to be hit by the attacker that day and the bus driver was the fourth person to be struck by this attacker on that bus ride. The victim requested to press charges. The DA of Harris County rejected the charges despite going all the way to their substation to request in person. Despite clear evidence, video evidence, pictures pictures of bodily damage, multiple witnesses, and emergency room discharge papers. No charges were filed, no charges were accepted by the DA. Speaking with KDISD police, they told me that the emergency room discharge papers were not included in the file sent to the DA. Today, this family asked the principal to investigate this attacker for bullying. And the principal refused to do so. He offered to allow the victim to change schools. This victim is a refugee from Venezuela here seeking asylum. They were also informed today that the attacker would be back on the bus and back in the classroom in six weeks. You have one minute. KDIC police told them to request the case files after 10 days. As some people know, all PIR requests take 10 more days to receive. That's 20 days. days. Five days after the 15 days required for someone to file a grievance. The system is broken. I suggest you guys read the book Why Meadow Died. I don't have time to get into why, but all of you are in that book in one form or another. And finally, would anybody be willing to watch the video of this young girl being attacked on your bus? Just look at the evidence. I raise a hand. Anybody willing to take 30 seconds of their time to watch the video of someone being brutally beat on your bus? Would you? Okay. speaker. Good evening. Thank you for allowing us to speak. I feel like I need some confetti cannons just to bring some fun, positive stuff to share with you guys. Currently, our PTAs, we have 62 PTAs in the KDSD area. That is 29,524 members strong. So about this time last year, we were at 22,450. So I don't know what's going on. going on in Katy but we are smoking everybody out of the water. Our August award for Head Start meaning that the PTAs had to achieve 75% of what they had last year at the same time. 37 of our PTAs got that. The September award is Early Bird meaning that at the end of September they had to achieve a hundred percent of what they had last year in September. 26 of our PTAs received that. Many of them are putting on vaping programs, carnivals, all sorts of, they're just very busy right now and they're doing some amazing things. We ourselves are going to put on a safety demonstration in November for our leaders so they can kind of see this program that one of our vendors is offering to teach children about safety, especially high school aged girls about how to defend themselves if someone grabs them. Exley last year won two grants from National PTA. This year they just received, it was announced today, that they just received from Nestle Healthy Lifestyles Prize. They're getting ten cases of water from Texas PTA. So out of all the PTAs that applied in Texas, Exley won. So they're kind of like, oh my gosh, where we're gonna put all this water? But they'll find a spot. We also have scholarships that are closing in November from Texas PTA. We have scholarships for teachers and high school seniors. I really, really hope some of our high school seniors and teachers apply because it's just free money. And then last but not least, Texas PTA really wants to see people get out and vote for Proposition 7 to increase distribution to school funds. So hopefully we can get some more funds into the school districts. I believe that is all

Good evening. I'm here to say that I approve of the rezoning to Cinco Ranch High School in my area, which is 56A. And I taught at Cinco Ranch High School, but I live in the Katy district, Katy High School school district. And I taught pre-calculus and I also taught in eight schools in three states. I taught at gifted and talented schools at Duke University in the summer and at University of Texas in the summer. And I was a supervisor in math also in one of the states. So I loved teaching at Cinco Ranch. It was a pleasure to teach there. You like being a teacher when you are at Cinco Ranch High School. The students are polite, they're friendly, they're respectful. They sit there just watching you while you're teaching and they are studious. I had a student who made a hundred on a pre-calculus test and the next day showed up for tutoring because he wanted wanted to keep his grade up. I had students that would work their tests twice. They were able to because they wanted an A. So usually they made a 98, a 99, or a 100. And they came to tutoring. The kids were friendly to each other. Of course, at that school, it was with Lowell-Strike, we were family. It was family at that school. And we did feel that way, and we still did you know after he left I don't see you know what the holdup is I think it's time for us to move our area over to Cinco Ranch High School because it's been talked about before and I want the students in my area where I live and my granddaughter when to go to that school we can't afford to move I'm a single retired school teacher and my daughter and granddaughter live with with me, although I told my daughter I would move and she started crying because she said you would do that and I go yes, I would do that. I would move to be in that area. So you know, I only see positive things from going to Cinco Ranch High School. Thank you very much.

Hello, my name is Cameron Wagner. I am a varsity cheer captain at Cinco Ranch High School. I'm also a four-year cheer member as well as an APGT student. In a conversation I had with my counselor during my sophomore year, I learned that a student that cheers all four years of high school will only receive one credit towards the state mandated 26 graduation requirement credits. According to our district's course selection program cheerleaders can earn four local credits but it is my understanding that it does not count towards the 4.5 required graduation credits, elective credits and I was told that cheerleading is the only extracurricular group that does not get four years worth of graduation elective credit in our district. Cheerleading is basically being counted as a study hall right now which means an entire group of students across our district are being penalized for choosing cheer as their elective to participate in on the handout it's a chart and it shows how a student who comes into high school from junior high without any high school credits and then cheers four years in KDISD will not be able to graduate on time they will only be able to earn 25 credits and that means they'll be short one which means that they'll be forced to take classes like summer school outside of the regular school day and why should cheerleading earn a state credit each year well we compete in local and state competitions our cheer period is not a study hall we exercise condition we practice we have had UIL practices after school and on weekends and preparation for UIL state state competition this January, and we are a year-round program. We have after-school cheer practices in addition to our football, volleyball, basketball games and pep rallies and any other event that we're asked to participate in. In my research, I found that there are at least two Texas school districts with very well-known cheerleading programs whose cheerleaders receive credit each year towards graduation. It has been done elsewhere in our state, so I know that we can find a way to do something similar here. I am seeking a resolution to correct this oversight in our district. And this is Kyla Lipscomb, and she's a fourth grader at Exley Elementary School. So you can come on up to the mic, but don't do anything just yet. Kyla is the daughter of Kelly and Vincent Lipscomb, and her principal is there in the front row as well, Ms. Julie Knoldner. And Kala's student interests, special interests are soccer, jiu-jitsu, music, arts and crafts, and favorite subjects are math, science and reading. And I want to read a couple of quotes from some of her teachers over there at Exley. Kala is such a ray of sunshine. Her smile and positive energy light up the room when she enters it. She is a hard worker and always willing to lend a helping hand to her classmates. Good evening. I want to first say that last week we got... today, I turned, my mom would say 600 months old. And for those of you that can do the math, I'm 50. And I turned 50 and got the best first time I've ever gotten socks. There you go. I'm as excited about the Astros as I am about this report I'm going to give you tonight on our financial integrity rating system of Texas. This is a little history. 20 years ago, go the legislative session PASCALS FIRST. Again that's an acronym for Financial Integrity Rating System of Texas and it's a statewide ranking that started with the fiscal year data of 2001 and 2002 that was presented in the fall of 2003. So tonight I'm going to be presenting on information from the 17-18 audit here in 19. What happens is when we get the audit and we all approve the audit in January of 19. It takes the agency a while to do this in analytics, etc. for their thousand plus school districts and so they generally give that rating in the August or September time frame and it's that time of year to talk about the 18-19 rating. So over the years there's been many changes that the agency's made. In fact I got an email Friday for what I'm going to be presenting this time next year. They're already making some changes to some new indicators that were new and already changing but it basically is to expand the accountability system to finances of the school district and hopes that it will improve the way that school districts across the state use their financial resources and that those resources are maximized for instructional purposes failure to meet any critical indicator and mrs. fighting er is going to talk about the critical indicators right after me is going to talk the requires you an automatic failure. And there are several indicators that are supposed to be more easily accepted and known to the public from a financial industry perspective. And there are some several indicators that I'll be speaking about tonight that have a sliding scale from zero to 10, 10 being the most points that you can get. So in a score standpoint, as we get through this, we'll talk about the score. But if you score between 70 and 100 points, you get a superior rating of an A and you can see the scale on down and so I'm going to turn it over to Miss Feitinger to speak about the first five or those critical indicators

okay just to preface this by some of these indicators are worried worded a little strangely like double negatives but that's because they want the answer to be yes so they sound a little strange because the answer is always supposed to Yes. So, indicator number one was, was the annual financial report filed within one month after the January 28th deadline? And we did. We filed our financial report on January 25th. Indicator 2A is, was there an unmodified opinion in the annual financial report? In other words, did we have a clean opinion? The auditors didn't add anything to the opinion. And yes, we did have a clean, unmodified opinion on our financial report. forth. Indicator 2B is was the annual financial report free of instances of material weaknesses and internal controls? And yes, we did have control sufficient in place to prevent any potential errors. Indicator number three is was the school district in compliance with payment terms of all debt agreements at fiscal year end? In other words, we made all of our bond payments as required and yes we did. Indicator number four is did we make timely payments to TRS, teacher retirement system, Texas Workforce Commission, Internal Revenue Service and all governmental agencies and the answer is yes we did make timely payments. Indicator five is actually not scored by TEA this year. For two years we've been adding increasing required recording of pension and different liabilities and there were so many things that they had to make exceptions for another in order for districts to pass this indicator that they just decided not to score it at all

had they scored it we have would have passed yes with their just yeah all right indicator six was the number of days of cash on hand and current investments in the general fund for school districts sufficient to cover operating expenditures yes and again that's where we talk about having that cash on hand or fund balance was indicator seven was the measure of current assets to current liabilities ratio for the school district sufficient to cover short-term debt yes it was sufficient was the ratio of long-term liabilities to total assets for the school district sufficient to cover long-term support long-term solvency yes it was sufficient did the school district's general fund revenues equal or exceed expenditures yes our general fund revenues exceeded our expenditures so the answer to that is yes if not if you were going to use fund balance did you have enough cash on hand to make that to last through that and the answer to that would have been yes obviously as well was the debt service coverage ratio sufficient to meet the required debt service in our case yes and if you'll recall this time last year we had done some pretty big refundings and based on the way they scored this we weren't going to get all 10 points and I said sent the letter and three days after this meeting we got back word from the agency that indeed they agreed and they gave us those two points back tonight you're gonna hear a budget amendment that's going to affect this and I will proactively this time send a letter to the agency sometime when the dust settles on some refundings that we're doing and and we'll we it should help us where we won't run into that snack so So I'll be proactive this time. She was doing a good job. So did the district, school district not have a 15% decline in the students to staff ratio over three years? And they're just trying to ensure that we're efficiently using our resources and our staff and that ratio isn't dropping quickly. And yes, we did not have that, did not have any problem with that. Indicator 13, did the comparison of PEMS data to like information in our financial report agree? They're trying to make sure you accurately report your PEMS data. At about 700 million, our rounding difference was $300. So we were fine. Indicator 14 was the annual financial report free of any material noncompliance for grants, contracts and laws. And yes, we were free of any material noncompliance. And the last indicator is indicator 15. Did the school district not receive an adjusted repayment schedule? Again, this is one of those oddly worded, the answer is yes. we did not need an adjusted repayment schedule because of any financial hardship.

All right, and with that said, what was our ranking? Well, we passed all the critical indicators, those first five. We passed all those. So we passed, and we actually did receive 100 over 100 points again this year. That's a superior rating. I track about 25 school districts, mostly around here, but also large school districts throughout the state, high-profile districts etc and of those 25 all of them were superior but only five of those 25 received 100 out of 100 points which I thought was pretty pretty nice but we that's the highest grade and the highest amount of points that you could get in this rating so again much to as we do with our academics here lately with the niche ratings and our accountability scores we were a plus us when it comes to our finances. And with that I'll say that you have a report and this is a report that has the presentation that I just went through. It has last year, it has the calculations that the agency makes on our behalf. That can be found on their website. It has last year's calculations that can be found on their website. It has the required disclosures which are the reimbursements received by the board members or superintendent when it comes comes to mostly staff development or the training that you all are required to have. Any outside compensation received by the superintendent, which there was none. Any outside gifts that were received by a board member or a superintendent, which there were none. And any business transactions, like if somebody had a business that had done business with this ISD between the board members and the superintendent, and again, there were none. So with that, that's the conclusion of my report to you, or Ms. Feitinger and my report to you. And I'm pleased to say that, again, I hope you can see why I'm a little excited about it. We're going to move straight into Agenda Item 9.1, discuss and consider board approval of the attendance boundary modification, ABM, for elementary number 43 and high school number 9 for the 2020-2021 school year. Our presenters are Mr. Ted Veerling and Ms. Leslie Hack.

Welcome. Thank you. Thank you very much. Good evening, President Dole, board members, Dr. Gagorski. We are here, Ms. Hack and I are here to present the attendance boundary modification, the final plan this evening. I can tell you I've been through these as a parent, as an educator, and in this position, and I know these can be challenging. Moving kiddos away from their school that they're comfortable with and the parents away from them as well can be difficult, and we do not take that responsibility lightly. We work, just to kind of review the process, we work with PASA. That's Population and Survey Analyst. It's a group we work with that helps provide accurate student data and mapping information. We meet with principals and central office administration to make sure we get the numbers right and get the information we need about the campuses. In addition to that, we allow opportunities for our community parents to provide feedback on the ABM through online surveys and patron calls and emails. At the June 17th board meeting, we established several goals for this ABM, and I want to go through those really quickly. We will review campus capacities and enrollment numbers throughout the district and we have done that. Develop an ABM for elementary 43 to provide relief to Bethke elementary and we've done that. Develop an attendance boundary modification for high school 9 that's Jordan High School to provide relief for Tompkins and Seven Lakes High School and we've done that. And develop an attendance boundary modification that will provide long-term balance to high school enrollment for campuses with with boundaries south of Interstate 10, and we believe we've done that as well. So as we walk you through the presentation tonight, you have maps in front of you if you'd like to look at those, and then at the end if you have any questions for us. So the first thing we're going to do is review the K-12 Insight Survey. This, I won't read the slides to you, but this slide talks about the fact that the K-12 Insight Survey went out right after the June 17th board meeting. It stayed live all the way through October the 7th, so we got some pretty good data from that from our patrons. This shows you the total number of responses. The elementary school we delivered invitations via email to 794 community members and the high school 11,000. If you go all the way over to the the other side there 410 total responses back on the elementary ABM and the high school had 4,293 so this slide is about the elementary data again I won't read this to you but between the data that we got from the initial survey and then the survey that we ran the rest of the survey that we ran from the end of September through I'm sorry the first of September through early October the the numbers really did not change much. 2% here, 3% there. The numbers pretty much stayed the same, even with an increase of 152 people. And this is the graph that demonstrates that. You see the preliminary results are on top. 40% fully support the recommendation. And you go down to the next one. Those are the final results with those extra 152 people in there. 40% still support. You'll see a little bit difference there at the back end when the folks that are unsure versus the do not support but basically the numbers run the same for the high school we had an increase of 832 people since the preliminary reports of that last month we got 832 more responses and hard to believe but the only item that changed the percent of participants who fully support the ABM increased by 1% obviously statistically even with 832 more respondents, the survey results came out basically the same. So you'll see the top graph there, 41% supported, and the final results were 42. So even with 800-plus extra respondents, the survey results basically stayed the same. So we'll go through the elementary ABM recommendation first. This should look very familiar. This is the same ABM recommendation that we had that we gave you guys at the June 17th board meeting. Lots of talk about land use zones. Lots of talk about movement throughout the district and distances to elementary 43. But we felt like this provided the best balance to the area up there, which you guys know is growing exponentially. And this is where we landed on the high school ABM. so we'll come back to that map and we'll show it again this is very similar to the map that we presented at the June 17th board meeting with just a couple of changes and we'll walk you through those changes so at the June 17th board meeting we proposed the ABM for high school 9 as well as 43 we took the survey we allowed the for public comments we got lots of phone calls we got lots of emails had lots of good discussion in the end we recommend two changes to the original ABM proposed change number one is that LUZ 52F Wood Creek Reserve remains zoned to Katy High School with LUZ 52A and Wood Creek Reserve and I'll explain that further here shortly and the second proposed change is that 74K and 74L remain zoned to Seven Lakes High School So the first proposed change, there is a, there are two subdivisions that reside in what used to be all of 52F. Part of that is the Katy Reserve, and the other part of that is the Wood Creek Reserve, and you can see the big yellow arrows pointing to those areas. AREAS. OUR PROPOSED CHANGE IS TO CARVE OUT THAT PIECE OF WOOD CREEK RESERVE AND KEEP THAT WITH 52A, THE REST OF WOOD CREEK RESERVE. I'LL KIND OF EXPLAIN THE PROCESS HERE A LITTLE BIT MORE IN A MINUTE. BUT BASICALLY WHAT WE DID IS WE TOOK THAT LITTLE SECTION THAT THE YELLOW AREA WOOD CREEK RESERVE is pointing to and we brought that back into 52a so 52f is now katie reserve by itself so we did confirm that that piece that very small piece of wood creek reserve was in 52f we as you know we try not to separate subdivisions in an attendance boundary modification and in this case we would have separated a very small portion of Wood Creek Reserve from the rest of Wood Creek Reserve and move those kiddos to Tompkins High School so we made that change. K-12 survey feedback supports the ABM recommendation to make that change as well as keep 52G at move 52G to Tompkins High School. Proposed change number two, 74 K&L remaining zone to Seven Lakes High School. There's the map you can see the survey data on the right side of the map is the original survey data. The data over there on top of the second map on the right side is the updated data. Again it didn't change much much at all in terms of there were no big moves in percentage points there. So the K-12 survey did confirm that 74K and 74L were in favor of staying at Seven Lakes High School. We looked at the enrollment, it's about 110 kids. 110 kids next year for high school, not a huge enrollment impact on Seven Lakes High School. and if you look at the map and I can go back to it there although it seems rather small when you drive all the way down Fry Road it's about a half a mile between the western side of 74 C and the western side of 74 D so you'd have buses going crossways and I know that in certain instances that will happen throughout the district but in this case it was like I said about a half mile And then again that's the final proposed ABM for the high school. So Mrs. Hack is going to talk a little bit about transfer options to each of these

campuses. Good evening Dr. Grogorski, Mrs. Doyle and board members. As Mr. Vierling said the rezoning is always difficult. It's very tough and so but we try to do what's in the best interest of for the campuses and balance so we're going to talk through a little bit of the transfer options and also some information that will be provided after the ABM is approved our transfer options when rezoned from Katy high school to Taylor Cinco or Tompkins and this is unusual it's an existing four-year to a four-year campus versus to new construction so our current enrolled students this school year 9th 10th and 11th grade were proposing that they be rezoned from Katy High School to another four-year high school, but they are all eligible for a transfer to remain at Katy High School through graduation. So any student sitting in 9th, 10th, and 11th grade at Katy High School would need to complete a transfer application to remain at Katy High School for the upcoming school year and renew each year through graduation. And then of course the sibling transfer rule would apply if you had a current ninth grader that applies for a transfer to remain at Katy High School next year as a tenth grader and they had an incoming ninth grade student a sibling that sibling would be approved as well but we have some more details about that in just a moment for the existing four year to four year approved transfers to remain at Katy High School transportation will not be provided added. Transfer options when rezoned from Seven Lakes and Tompkins High School to Jordan High School. This is existing four-year to a new high school, new construction. The sibling transfer rule will apply, and this would apply if an 11th or 12th grade sibling was enrolled at Seven Lakes or Tompkins High School next school year. The siblings can stay because 11th and 12th grade will not be offered at Jordan High School. Transportation will be provided for two years. Eleventh and twelfth graders will be provided transportation. So it's important to note that any sibling that is at Seven Lakes or Tompkins High School, effective August of 2022, transportation will no longer be provided. So we kind of went over some next steps following the ABM approval. approval. So following tonight's board meeting, the 2021 ABM well web page will be updated. Doctor grooms and her staff were ready to release that information and that will reflect the approved boundary changes. The families impacted by the approved ABM will be notified by email and the US Postal letter. The email will have active links to the FAQ's and multiple departments have come together to provide FAQ information. Because we want We want to make sure all our families and students have accessible information on what things to help them transition to their new campus, to help them transition or remain at their former campus if they're eligible, and just all the activities and events. We want to make sure you have that information. The district communication will include frequently asked questions. The FAQs, of course, provide information on rezoning, curricular and extracurricular activities, and transportation. The FAQs will also have specific contact people for parents and community to contact. We don't want anyone to have to chase information. We're prepared, effective, immediately when we have inquiries regarding the ABM, specific people within departments to contact the families. We will follow up and make sure that we make contact with all involved. Our electronic transfer link, the ABM transfer link will be available for all impacted students. It will open at 9 a.m. On Friday, November 1st, and it will remain open through 1159 on Monday, January 13th This will be a ABM transfer request only we have a lot of other type of transfer requests that happen through the school year That it will be a separate window that opens during course selection in the spring 2020 semester One thing I would like to note about the transfer link when it opens although the of options to remain at Tompkins and Seven Lakes and even at Katy High School are somewhat limited. We did put a comment text box in there that will allow our families and our students to put in extenuating circumstances, requests for information, and that we will be following up on all that with the families, any type of information that they put into the transfer link. It may not be clear cut or they may have questions and we want to to make sure we have the opportunity to address that. So this is a little bit what the FAQs will look like. Sorry about that. So there will be all types of information via the FAQs. If you are a student rezoned from Seven Lakes to Tompkins High School to Jordan High School, it opens with a message from Jordan High School Principal Mr. Ethan Kroll, contact information, how to look up your LUZ, who to contact, and then we have information over the transfer opportunities to remain at Seven Lakes or Tompkins, transportation with contacts, athletics, and fine arts. And then we have the same document available. And we have opens with the message from principals at Taylor, Cinco Ranch and Tompkins welcoming their rezone students with contact information. LUZ's impacted transfer information with the link transportation, athletics and fine on arts. We'll make sure they have all the information that they need for the transition.

I know that any decision that we make, just like someone said earlier, is going to be a difficult decision either way, to approve it or to not approve it. It's hard on both sides. but I would like to add I know you've heard this before but I'm going to say it again my kids two of them graduate from Taylor and I have one there and Taylor's awesome school so I know I I know it's going to be a great school of you if you get rezoned there but I am curious I am very appreciative of the four-year transfer for the 9th 10th and 11th and I 10th and 11th um but and Since it was brought up that there's about 120 kids that would maybe prefer to go to Katy High School, if they were given a choice. I'm not saying that they have been. But how would that affect, like if it was just one year, not even thinking about the sixth and seventh grade, but how would that affect Katy High School to allow those 120 or so kids to go to Katy High School that are the ones that are currently in eighth grade?

Sure, the kiddos that are currently sitting in eighth grade. If we're talking about 120 kids and 75% of those, I think the difficulty is that we would offer that to any of the land use zones that are being moved from Katy High, and combine that with the four-year kiddos that we're allowing to stay because they're already sitting in those seats. If you run those numbers, and I know one of our speakers tonight said 75%, and I could see 75% wanting to stay. If you include all the 8th grade kiddos that are sitting in their seats now, plus the kids that are 9th through 11th this year, it's almost 700 kids if 75% of those kids stay. Now, we don't know if 75% of those kids would stay, but that's kids from LUZ 43, 55, 56A, and B, for all those kids that would want to stay at KD High. So the impact is tremendous on the size and the capacity at KD High if all those kiddos ended up staying. Does that answer your question?

Mr. Vierling, let me jump in there because I've got numbers in my head, but I don't have them memorized. But I think this will clear that up. So if you look at who would be on this new ABM zone to Katy High School next school year, and you factor in the kids who will be allowed to stay in grades 9, 10, and 11, and then you talk about the 8th graders on top of that, quick math in my head of what we've been looking at over a time period is, if every student agreed to save, 100% wanted to stay, with the 9, 10, and 11s, that's going to put Katy High School's enrollment next year at about 3,600 students. If the eighth graders joined in and all went, it's going to be about 3,800 students and change over there. So let's take 75% of that number, and Ted threw some numbers out on top of that. So 3,600 students in Katy High School is going to be a significant challenge for that school. I don't know how we'd do it. We'd have to really work through some portable buildings. The highest Katy High School in its history has ever been is at 3,500 students, and that was a real challenge to have that. currently at Katy High School we got about 3,300 and change over there so not that we don't want to examine those eighth graders going there and that was something that came up on the last board meeting and we looked at that and we looked at all the numbers in there and I heard tonight also can we look at the seventh graders and sixth graders as well I think there's some real challenges and to be able to do that and extend that to sixth seventh and eighth grade only because if everyone take us up takes us up on that at a hundred 100% of that population you're at about 3,800 kids in Katy high school next year and that's not going to work You know and it's not just about adding portables people think okay Let's go drop another 15 20 portables on there. You got to remember all the shared spaces over there libraries all Cafeterias the hallways and It just would not be in the best interest of all students to have 3,800 kids in Katy high school as it continues to grow

If my calculations are correct, when we're looking at 2024, instead of 36 and almost 3650, we're looking at almost 4,000 kids in 2024 at Katy High School. and walking those halls on numerous occasions the newer part would be fine you know with the widths of the of the hallways it's the older part of the building where most of the classrooms are that those call ways are very very tight and it's a safety concern when I consider and I look at things because that is what it comes down to we have to do what's best for the district but we have to do what's safest as well so there's a big safety factor there just Just out of curiosity, off the top of your head to both Mrs. Hack and Mr. Vierling, and I almost got it backwards, so be thankful.

I think with all the iterations we've looked at, and we've been looking at this from so many different ways, and fine-tuning LUZs and trying to do what's best in the best interest of the neighborhoods and the kids, that we really look when we project the numbers out and work with PASA, we are going to be balanced for the next 10 years through 2028, which that is quite significant, especially when visiting with some of the parents that have lived on the south side, especially in the elementaries that we've opened so many, and they've experienced this rezoning to not be rezoned for 10 years. that is a really settling good thing for the kids. And what about north of the freeway? We'll have to come back and look at some point with Pato and Katie High School when we start to see their numbers as close as three, four, and five years out. We're going to have to be making some decisions there.

Okay, there are several components of a transfer. If you've moved, if you currently live in a zone and you've moved, you've changed a residence, you can request to stay. If you are moving to a new zone and you have an intended residence, like I've put a down payment on a house, that is a request to stay. If there are, if there's a campus occurrence, if they're serious medical or psychological, if there's bullying, just I don't like it or my boyfriend broke up with me, those aren't good reasons. but there are several components of I think total there's seven that are in ours but that's one of the reasons we're leaving that box open for people to fill in is explain to us what your circumstances are so that we can go in and look at what's best for students what's best for the campuses what the crowding or overcrowding is going to look like what the numbers are going to look like that's why the window is open from this Friday till January 13th so we can get a good feel for the numbers who want to stay at whichever campus it is, the numbers that want to transfer, and sibling is one that's on there. So as long as you have a current sibling in the line order, like a 9, 10, 11, or 12, when all of those move up, so now it's 10, 11, and 12, if you have an incoming eighth grader, you could have a sixth grader at some point, that ninth grader is now an 11th grader, that that incoming eighth grader who was a sixth grader will qualify until there's a break. When there's a break in that family line, then that sibling transfer is no longer. Okay. I hope that expands.

Tonight, the general operating fund revenues are amended to recognize an additional $3.5 million in tax collections, and federal revenues are amended to reduce revenues a little over $3 million, which is equal to the subsidy on the Build America bonds. As Mr. Smith talked about in the first presentation earlier, we have bond transactions to refund the BABS, which priced last week, and we are amending the budget now to accommodate related accounting entries. We will bring an amendment later to true up all entries related to both bond refundings. We have one timing amendment tonight. Operating fund expenditures are amended to increase $83,000 for timing issues with the receipt of supplies and instructional materials related to our new special ed classrooms. rooms the transfer out from the general operating fund is the build america bond subsidy this is removed resulting in a 3 million 37 227 dollar decrease to transfers out so debt service is also impacted by all of these bond transactions transfers in are reduced by the same bab Babs subsidy amount of $3,037,227, and other sources are increased by $155 million for the anticipated refunding bond sale. Additionally, expenditures are increased by the same $155 million to reflect the retirement of the refunded debt. Again, these amendments are related to that same Babs refunding transaction. action construction funds are amended 14 million 378 184 to establish budget for the projects approved by the board in september and are funded by project savings from the 2017 authorization

and i wanted to add a little something to that debt service transaction that that that Ms. Butterfield keeps speaking to about the BABs. If you'll recall, one of the refundings that we spoke to you about last month that we were looking at doing a transaction for was the 2010 D transaction, Build America Bonds. We sold those bonds in December of 2010. And it was part of the federal program to stimulate the economy at the time. And it were taxable bonds. and we received a subsidy from the Internal Revenue Service to make those actually better than tax-exempt bonds. So every year since that time we've gotten a subsidy to make those taxable bonds cheaper than selling tax-exempt bonds at the time. Now it was time to refund those. Those were callable and we did do the refunding transaction last week and Ms. Gashoff you asked how much interest we were going to save on that transaction and I said well probably ten million dollars. That transaction is complete as of Wednesday of last week. The parameters that we had were to refund that and net of the subsidy have a three and a half percent net present value savings. I'm pleased to report that the savings ended up being about fourteen and a half percent net present value which from a gross standpoint if you compare debt service schedule to debt service schedule. Again, we're not increasing the length of the loan, but if you look at the payment schedules that we had and the payment schedule with the lower interest rate net of the subsidy or net of that federal revenue, it's 40, I'm sorry, 34, just under thirty four point five million dollars over that life. So it's about a million seven a year for the next 20 years that we'll be saving because of that lower interest rate environment. And so that's just one of those transactions the other one we priced later this week and i hope to be able to have a positive report on that as well and again we're just taking advantage of the interest rate environments the bonds we're doing tomorrow are not they are tax exempt they're not callable at this time we're going to advance refund them we can't do that with other tax exempt bonds so we're going to have a taxable sale and we think that the interest rates on that will make that that worth that transaction as well. Again, it's strange talking about refunding taxable bonds with non-taxable bonds and then refunding tax-exempt bonds with taxable, but the interest rate environment is such that it is fruitful to do so and I expect to have good savings to report on that transaction later this week as well. And these amendments kind of work toward getting that staged up and we'll clean them up in the next couple of months once those transactions settle. As required by the Texas Education Code, district personnel shall report to the Board of Trustees the number of English learners. As of October 1, 2019, the district has 15,283 English learners district-wide. Additionally, each district with an enrollment of 20 or more English learners in any language classification in the same grade district-wide shall offer a bilingual education or special language program. The district has identified 16 languages for which a bilingual exception is being requested. These languages are Mandarin, Arabic, Urdu, Vietnamese, Korean, Hindi, Portuguese, Telugu, Russian, Tamil, Japanese, Cantonese, Yoruba, French, Farsi, and Bengali. The bilingual exception application will be filed with the Texas Education Agency on or before November 1st. The application will include a description of how the district will provide instructional support to the elementary campuses for students who have been identified as speakers of the aforementioned 16 languages. KDISD has applied for the exception for 18 years. Additionally, KDISD is requesting an ESL waiver for 32 teachers who are providing services to ESL students. These teachers have been informed of the training opportunities to become ESL certified. had a pleasure this evening of showing you guys the design development for the outdoor learning Center. I first want to thank our architect and our committee, especially Mr. Welch and Mr. Wollman for helping us with this vision that you're all about to see this evening. As you can read here, I've noted the design team and we're starting off by what was the scope identified in the 2017 bond, basically to bring things up to current program and code, a little about the history of facilities started in 1981 and serves a variety of students, first graders, fourth fourth graders and the popular Folklife Festival as well as the summer recreation program. We chose the construction manager at risk delivery method. Ansel Bryant is our construction manager. They're helping us with the phasing and the estimating as we proceed. We're showing you the DD as a result of our schematic design. After this, we'll continue into construction documents and looking to bring a GMP back to the board in the spring. So going back to the beginning, we met with all the stakeholders and we had a visioning session of what everyone wanted the center to be like. So the three core values that were identified were the unparalleled learning for KDISD, a historical perspective, and an outdoor instructional experience. So for the unparalleled learning, I wanted to bring science, social studies, and physical education alive for the students, an authentic collaborative experience, and fostering respect and curiosity of nature. For the historical perspective, step back in time to Texas history, experience what it is like to be a pioneer, the one-room schoolhouse, blacksmith shop, and engaging the artifact displays. displays, and finally the outdoor instructional experience, hands-on engaging experience encouraging discovery, escape into nature with real world experience, and facilitate outdoor learning for students, staff, and community. So for the science, needed a facility, a place for collaboration and engagement, excellent for biology activities, and floor-to-ceiling windows to give a sense of openness. For social studies, interactive hands-on learning displays brought down to the scale of a fourth grader. Larger space to allow students to move around in groups and flexible, functional and multi-purpose space. For outdoor activity, outdoor area to play and experience nature. Multi-purpose gathering space that maintains the natural environment and large covered area to house students in unfavorable weather conditions. So we're going to start now with our existing facilities as everybody knows what is there today. Our social studies building, we noticed that it needed more square footage. It was very cluttered for those of you that have been in there. Recommendation is to demolish it because renovation of more than 50% would require codes to update to all building codes. And the one-room classroom should have a feel back in time, need storage and be flexible. The existing barns, storage space to remain, possibly increase, and it's an iconic building, historically sets the tone for the OLC. And for the science, it needs more square footage. It is well as crowded. We had to do some geotech and structural study updates, modify the use for some storage and canopies, better showcase the displays, and make displays more hands-on. So here you have the existing, those you remember, the caretaker cottage, followed by social studies, the barn, and then finally the science which houses the offices as well as the restroom and kitchen. And highlighted in yellow is what the additional square footage would take to bring it up to code which is why we're recommending the changes we're about to see. So since we met with the committee the second time, we did a site survey and located the majority of the trees. We did a site geotech, completed most of the bores, and a geotechnical investigation for the existing science structure. And we discovered there were buoys under that existing science building lab, which would make it unfeasible to build on top, which is why we're recommending a new building be built. So here's kind of a recap. Demolish the existing buildings, replace with new construction, renovate the barn, and we're going to renovate that existing science facility and repurpose it. All right, so the existing science is in the back, so we're going to keep that slab in the chimney and use it for an outdoor pavilion area, which you'll see shortly, renovate the barn and demolish the existing social studies building, and the existing pond, we're going to dredge and clean that out and bring it back to its original capacity. New caretaker college would be located in the back, near the barn, new social studies building in the same location. science would now be across from social studies, so it would be more synergy with all the buildings in the center, make the back a pavilion area, and create a second pond which could be used for more activities. And here's just an overview with a large site plan showing the spaces and how people would move around the space. Here's some images. So this would be now walking into the new facility. social studies to the right the science would be over to the left once again the science you can see the barn in the background and social studies I'm sorry on the right and social science on the left once again here'd be the science building if you notice the windows for all the light to come in and gathering spaces for the students here is the existing pond that we would dredge and and bring back to its original capacity. And here would be a new pond where it would be large enough where the canoes could go up and down instead of just taking one or two paddles and coming back. And a covered pavilion where you could do fishing and other outdoor activities and be protected from the elements. The renovation would also include some planting to create a pollinator garden, outdoor lighting, wayfinding and signage. And now the design overview. So once again, here would be the social studies building. And the floor plan shows the small lines or the seating, the display on the lower half, and there'd be a workroom and restrooms. And here's an image. So to the right is an operable wall, which would have the image of an old-room schoolhouse. you could close off this area and give the feel of the one-room schoolhouse that we currently have in the social studies area But then you'd be able to open that so now you'd have this whole wide open space to do many activities and move more students around The existing barn just renovate that recladded a new roof still retain the blacksmith shop and the storage caretaker cottage to the back and here'd be the plaza view so be plenty area for students to still gather and work on things and do activities the new science building once again tables displays workroom and here's where we would have the kitchen and the offices as the current science building has and here'd be a view of what the science building would look like from the inside we have space for the aquariums on the left so easier to maintain with that work room oh yeah and the proposed location of an outdoor pavilion once again retaining that chimney keeping some restrooms and some storage and be a view of the pros would look like so once again an inclement weather days students would have a place to gather and then finally our ponds so this is the existing pond once again dredging it out and it's also going to to be used for retention and detention and that'd be the inside of it and you'll see the canoes on the left and that would be the newer pond we build and that kind of sums up the pictures are there any questions madam president

It's not going to be concrete. It'll be solid material that'll feel like a pedestrian plaza, so there'll be different colors for it. I just wanted to report on top of that good news that y'all just did. We received word Friday from the Texas Education Agency that we're candidates, all school districts are candidates for Senate Bill 500 funds for hardening and safety of schools. And it appears as though they also sent a list that says that we're eligible to receive an amount, in the amount of $1,293,071. Now that can be used to supplant these funds, can be used to enhance what we're already doing. and that's very exciting that that Senate bill 500 has already done a lot for this district and many districts that were ravished by Harvey and helping us out and getting back on our feet financially but it also it had this that go statewide I think the smallest amount awarded is going to be 25,000 and the largest is to the largest district in the state but we are recipients and it will go to enhance the program that you guys started in May thank you mr. Rhodes Stadium opened in 1981 and in the past 38 years, less than a million dollars has been invested into this parking infrastructure. The majority of the parking lot is constructed of asphalt, which typically has a lifespan of 15 to 30 years. In addition, there is no lighting in the parking lot, which poses a safety risk. The $609 million bond authorization provides funding for infrastructure in unforeseen conditions. VLK Architects is being recommended to provide design services for this project. Their experience with Legacy Stadium parking lot will ensure equity in design between the two facilities.

Thank you, Madam President. Just as a reminder to those that may or may not know, I filled the spot in June that was vacated by Mr. George Scott when he was We left the office. I was elected officially in September to the board of directors of TASB I was placed this year just about a month and a half ago on the budget and Finance Committee. Believe it or not I'm excited about it Mr. Smith you and I are gonna we're gonna rock it. I promise you Several meetings there will be several meetings for the board of directors throughout the year There is one additional committee meeting for the budget and finance committee. The purpose that TASB has is basically to give districts across the state guidance. There are a lot of questions. There's a lot of things that we as a large district we're able to take care of ourselves, but with a lot of the smaller districts those things are handled or the advice that they're given as often as by TASB. Be it through purchasing, be it through a legal advice, but mostly and especially especially in updating us on our legislative times when the legislation meets. So we were updated with that, both all of us at different TASB conferences and then me specifically at our TASB Board of Directors meetings. So what I would like to do officially is thank those here in KDISD, Mr. Smith, our CFO, Justin Graham, our attorney, and, of course, Dr. Gagorski for the continual update with the legislative session. Y'all kept us ahead of what anyone else has. We knew about things in the laws changing prior to the finalization of it. We knew what to expect. Y'all were able to move very quickly, and we are on the cutting edge, and we are looked at by those around the state as being the ones that would lead the way with things. So I want to thank y'all for nominating me, and this position is not going to be held lightly. Thank you, Madam President.
