On behalf of my colleagues, I welcome everyone to this evening's regular board meeting. Each board member received the agenda and documentation for this meeting on Friday, January 18th 2019 and have had three days to study its content and receive clarification from administration Additionally the board met last week in a work-study meeting to receive information and recommendations from staff and administration on these agenda items Board members were able to ask questions receive answers and should be prepared with responses and action tonight The Board has just reconvened from closed meeting in accordance with Chapter 551 of the Texas Government Code. madam president we have a special guest with us and I'm gonna go ahead and invite invite up Kathy Ong to the podium. She is a fifth grade student over at Alexander Elementary, and her principal is Dr. Charmaine Hoban, who's with us tonight. She has with her also some special guests, her mother, Su Mun Chee, and her father, Ong Ong, and her sister, Sandy, is in the first grade, and she's with us as well. So I'd like to say a few things about Kathy. Her special interest, art is something Kathy enjoys because of the different forms of materials she can use to draw the materials she uses are oil pastels chalk pastels watercolor paints acrylic paints and colored pencils her favorite subject is math because of the different ways to solve problems like addition subtraction multiplication and division and her personal favorite is multiplication because it is repeated addition doing order of operations is more exciting because you can do all the different math types in one problem and a few quotes from her teachers from Mrs. Chris Ohm, fifth grade teacher, Kathy is very conscientious student. She comes into math class each day with a smile and eager to learn. And from Mrs. Kim Franden, fifth grade teacher, Kathy is a thoughtful and responsible student. She makes smart decisions and always looks for opportunities to improve. Kathy consistently does her personal best on a daily basis, a joy to have in the classroom. And from Sarah Jackson, fifth grade teacher, Kathy is a driven student who always displays kindness and compassion towards others. And from Emily Morgan, fifth grade teacher, Kathy is a kind and sweet young lady. She exudes positivity to everyone around her. Kathy always brightens my day with her gentle hugs and a huge smile. I am thankful to have her in my class. So Kathy, thank you for being with us today. I'll let you go ahead and lead us in the Pledge of Allegiance and then we're going to turn the microphone over to you to share some words with us.

My name is Cassie Ong, and I am a fifth grader at Alexander Elementary. I have been a Stingray since 2014. My favorite subject is math because I like the different ways to solve problems. I also love art. I enjoy it because of its different forms and materials that I can use. Some of the different forms of art that I like are pointillism, sculpting, and painting. I love Alexander because of its great teachers, and I want to thank them for their support. I also love to see Mr. Alexander when he visits our school. Ray is a very special place. One moment that was special to me was when my fourth grade teacher was having a rough year due to Hurricane Harvey. The class got sticky notes and wrote positive and nice messages on them. We put them on her back without her knowing. When she realized she had them on, we took some off her back. And she was so happy that we thought to do something so nice for her. Another thing I love about Ray is the fifth grade kindness crew because it is a great opportunity to be kind inside school and out. As fifth graders, we have lunch with our counselor, Ms. Watson, and principal, Dr. Hoban and talk about the importance of being kind. We are challenged to perform 20 acts of kindness in 20 days, record them on sticky notes, and add them to our classroom kindness jars. Doing this makes the world a better place. I am very grateful to be a student at Katy ISD. Thank you for this opportunity, and have a great rest of the week.

Go ahead. Good evening, President Doyle, Superintendent Gorgorski, and members of the board. I'm here this evening to present in a public hearing format our 2018-2019 annual report. The annual report requirements include listing of the district accreditation status, which we are accredited. It includes portions of the Texas academic performance report, which will go through those details. Acknowledging that our special education status is that we meet the requirement. New for this year is a requirement to report out if we meet our armed services vocational aptitude battery ASVAB test requirements. And we do, all of our campuses offer that to students. Reporting out our campus performance objective update, report on violent or criminal incidents on campus, and student performance in post-secondary institutions information. So with that, we'll get started with the taper component, the district performance. performance. And just a reminder that the performance thresholds that we'll discuss here this evening include approaches grade level or above, and the state defines that as students having some knowledge of course content, but maybe missing critical elements. The student needs additional support in the coming year. That's approaches grade level. Meets grade level is the middle level of mastery. Strong knowledge of course content. The student is prepared to progress to the next grade. And master's grade level. Mastery of the course course knowledge and skills is shown. Student is on track for college and career readiness. So our STAR approaches grade level or above results are here and what this slide shows you is the state results are the black bar on the left, the region four results are the red bar in the middle, and the gold bar is the KDISD bar. And that one shines well above the state and the regional results for all subjects, ELA reading, mathematics, writing, science, and social studies. For meets grade level, that's the middle level of mastery, again, you can see that our KDISD bar is significantly higher than the state and our region average. And the same trend applies to our masters grade level. So not only are our students passing our star exams, but they are doing extremely well and And on top of that, scoring higher than our state and regional averages. For our school progress, so how are students performing from one grade level to the next? You can see again our KD students progress at a higher rate than our state and region data for both subjects, ELA and math. For attendance and post-secondary readiness, our attendance rate is 97%. when you're talking about attendance rates there's not a lot of up and down there so pretty consistent with our state and our regional peers our annual dropout rate so for 1617 that's the level of data that's reported because this does work one year behind you can see that the Katy dropout rate for grade six or for seven and eight excuse me and for grades nine through twelve are well below the state and region dropout rates we're keeping kids in school which is a a great place for them to be. Our class of 27, four-year graduation longitudinal rates. You can see again, KDISD at 94.5% graduation rate, well above our state and regional averages. For class of 2017, the percent of that class of graduates that was considered college, career, and military ready, this was a new indicator this year. So that's based on our student achievement domain. 70% of Class of 2017 was considered college, career, and military ready. You can see, again, well above state and regional percentages. Class of 2017, the percent of graduates that met or exceeded the college ready TSI criteria, it's a threshold that students can meet either through ACT, SAT, or by taking a TSI exam. Again, you can see Katie is doing incredibly well there. well for English language arts math and in both subjects so students who are proficient in both subjects is the is the section on the right for 2016-17 our percent of students who took one or more advanced courses or dual enrollment so that's our dual credit students our percentages are there for any subject so So taking any subject, English, language arts, math, science, and social studies. This screen is a little bit different from previous years. This year the state is including all students grades 9 through 12. In the past it's only been juniors and seniors. So this is the first year that they're including all students enrolled in high school. Our advanced placement results, we do not administer the IB exams here, but the state does consider it altogether for districts that do. Again, our participation rate, 34.8% of our students participate in AP exams, and the percent at or above the criterion that the state sets, 82.5%. So our students are not only taking AP exams, they are doing quite well. For Class of 27 SAT and ACT results, our participation rate is 76.4%. That participation rate is based on students who elect to take an SAT or ACT on their own. Many districts in the state and region have elected to providing that for all students, which is why our participation percentage is slightly lower because we do not administer it to all students. But 76% of our students are electing to go on their own and take these exams, which is a fabulous percentage. At or equal to the criterion, we have 45.6% of our students scoring where the state says that they are college ready. Our average SAT scores, you can see again, above our state and regional numbers. ACT scores, we continue with the same trends. Graduates in post-secondary institutions. The state looks at this data and considers the percent of students who graduated from KDISD or the state or the region and what percent are enrolled in a Texas Institute of Higher Education. They're not looking at outside of Texas but at a Texas Institute of Higher Education and we have a significantly higher percentage than the state and region and then our percent of students completing one year without any need of remedial courses is 72.3 that is fantastic our district profile is included in the taper and it outlines our percent of um of our students for their race ethnicity as well as program participation The taper report also outlines retention rates by grade level. You can see state is the black bar on the left and in this case, Katie is the red bar on the right. It outlines average class sizes by grade level for elementary as well as secondary by subject. total staff percentages as well as teachers by years of experience for the campus performance objectives section this is a reminder that all of our campus performance objectives are aligned to our strategic design goals in KDISD and campuses update these and make sure that they are on track for completion quarterly. Violent and criminal incidents is the next requirement to report. We report on level five and level four offenses and the percentages for KDISD for elementary, junior high, and high school are outlined here. Our level five incidents for Katie we only had 21. Our level four incidents we had 306. So fraction of percentages. Addressing how we are impacting those numbers is addressed in our strategic design through goal 8 as well as in our district improvement plan through goal goal eight. Student performance in postsecondary institutions, so just like the screen previously this evening, the state looks at students who leave Katy Independent School District and go on to four-year public universities, two-year public colleges, independent colleges and universities. There's a couple of data sets and they're indicated there when we have some data anomalies, maybe the numbers don't match up, a student may use a state identified number in a public school system and use their PEMS number in the college. So we do have some numbers there, but out of the 4,810 graduates we are tracking, and these are in Texas post-secondary institutions. This data does not include students who go on to Stanford, to University of Oklahoma, outside of the state of Texas. Not sure why they would want to leave the great state of Texas, but many do. So in summary, lots of bullets for areas that were higher than the state and region as we discussed. Approaches grade level performance, meets grade level performance, masters grade level performance, the school progress domain. So we're not only achieving but we're showing great progress our graduation rate our students graduating college career military ready scoring incredibly high on assessments whether it's TSI SAT ACT They're enrolling in Institute's Institutions of higher education and they're doing well there lots to be proud of they couldn't do that without the great background that they're getting here in KDISD. So our focus from this data is continuing to increase achievement for students who are English language learners as well as those students who receive special education services and then increasing our performance in the area of writing at all levels. It's measured in grades 4, 7, English 1 and English 2 but we have to be consistent and across all levels. That ends the public hearing portion.

No problem. I just want to make sure I understand one in particular. Let me get back to it, please. I inadvertently went off. It's the one that shows the number of students in four-year, two-year, etc. It was towards the end. There we go. Is that saying that out of the class of 2016, there were that many graduates from four- and two-year universities or that many enrolled? That's a singular class, as I understand it. Correct.

That's not college graduation. Correct. Okay, and I do want to make a comment on this because that's what I do on things that come up academic. First of all, let me express my appreciation to Dr. Matney and her team. I've dealt with lots of research and accountability directors and associate superintendents over time and I've not seen any better than Dr. Matney and her team. The report that you've looked at from the state of Texas is a report that she is required by law to give as it is reported and we need to understand that the state of Texas is prescriptive prescriptive prescriptive in what it reports because it doesn't want to appear to tell the truth the whole truth and nothing but the truth about the vast majority of the state of Texas and when And when that happens, to some degree, even the numbers for KDISD appear superior. Now, having made that point, I want to add this because I think it's important that people understand the state's accountability system and what it does to consistently and pervasively misrepresent student academic performance in the state of Texas. Now, having said that, I have done extensive research of late as of the 2017-18 star test results in the state of Texas. And I can tell you, if you start doing what the state does not want to do, disaggregate the data in a relevant way in virtually, not virtually, in every major category of student academic performance. performance, when you look at the top 63 enrollment districts in the state of Texas, which includes rich and poor, small and big, major and tiny, in terms of that 63, there's a wide disparity is what I'm trying to say. In every instance, three through EOC, KDISD is in the top one, two, three, four, five, six of all of those school districts when you break it down, whether it's at risk, whether it's regular students. And here's what I want to say. All that to say this. This district is not broken. It has a lot of work to do, and what this board has done in naming Ken Gregorski, our superintendent of schools, is to reward and honor the administrators and the teachers and the principals throughout this district for a job well done. I've taken three votes since I've been on the KDISD school board. One was not to do an external search. Two was to hire Lance Hent and three was to hire Ken Gorgarski and I am proud of the board leadership of this school board who stood tough from relentless attacks on this board. Relentless attacks from a tiny element of this board. I am proud of this board for standing behind Ken Gorgorski and Lance Hent and all of the employees and all of the administrators of this district because these results don't just happen.

First of all, I really enjoyed add the presentation also but when I was on the CAT team and Mr. Stocks at Taylor High School was good at explaining this to us but I thought that that maybe you could also explain it to everyone because when I was on the CAT team with him I was really impressed with how KDISD keeps on top of the students that drop sort of drop out but they don't really know what's happened happened to them, you know, the seniors who become the one year afterwards, and we don't really consider them a dropout until, could you explain that? I mean, I felt good to know that the district was kind of staying with a kid, you know, for a while, trying to, you know, find them, and what are they doing, and what can we get them to do to get their GED, or

can you go into that at all? Absolutely. There's multiple things. So one is that students can graduate after five years after six and and come back to their high school in that fifth and sixth year if they still have credits that they have to make up if they do drop out and they do not come back to us dr creech leads a great team that like you said is just relentless in in finding and digging and in providing services to those kids helping them with academics how can we meet their academic needs how can we meet their assessment needs if it's the assessment that's keeping them from graduating and and just really not giving up making sure that that every student sees their opportunity and and ultimately either like you said either earns their GED graduate Simon youth program is a fabulous program where a lot of our kids find their way home to graduate from from there. So there's lots of opportunities to be successful in Katy.

Good evening, President Doyle, Board members, and Superintendent Gregorski. Each year, the Texas Association of School Boards proclaims January as School Board Recognition Month. Although showing appreciation should be a year-round process, taking advantage of this designated month is our way of ensuring members receive some of the thank yous that they deserve. The City of Katy has also proclaimed January 2019 as School Board Recognition Month. Tonight, a City Council meeting was called and regrettably, Mayor Chuck Bronner could not be in attendance. However, his office has asked that the following proclamation from the City Council be read on his behalf. City of Katy Proclamation School Board Recognition Month 2019. Whereas the mission of the public schools is to meet the diverse educational needs of all children and to empower them to become competent productive contributors to a democratic society and an ever-changing world and Whereas local school board members are committed to children and believe that all children can be successful learners and that the best Education is tailored to the individual needs of the child and whereas local school board members work closely with parents parents, educational professionals, and other community members to create the educational vision we want for our students. And whereas local school board members are responsible for ensuring the structure that provides a solid foundation for our school system, and whereas local school board members are strong advocates for public education and are responsible for communicating the needs of the school district to the public and the public's expectations to the district. Now, therefore, I, Mayor Chuck Bronner, hereby declare my appreciation to the members of the Katy ISD School Board and proclaim the month of January 2019 as School Board Recognition Month in the City of Katy. I urge all citizens to join me in recognizing the dedication and hard work of local school board members and in working with them to mold an education system that meets the needs of both today and tomorrow's children. The University Interscholastic League seeks to highlight and recognize the contributions of coaches and sponsors of UIL scholastic competition. competition. They identify and recognize outstanding sponsors who assist students in developing and refining their extracurricular talents to the highest degree possible within the educational system and helping them to keep their personal worth separate from success or failure in competition. It is extremely fitting then that the UIL proudly announced that Katy High School head football coach Gary Joseph as a recipient of the 2018 UIL sponsor excellence award coach Joseph is joined this evening by his wife Sheila his daughter Julie his two granddaughters as well as mrs. carp members of the Katy High coaching staff and athletic department personnel as well as the booster club to celebrate coach Joseph please come forward

Next, College Board recognizes school districts that have increased access to advanced placement coursework while maintaining or increasing the percentage of students earning scores of three or higher on AP exams. KDISD has earned a place on the AP District Honor Roll for our commitment to increasing the number of students who participated in AP classes and successfully complete the exams with a score that can earn them college credits during high school. Tonight we are proud to announce that KDISD is one of 373 school districts in the United States and Canada to be included on the 9th Annual AP District Honor Roll. This will be the sixth year in a row that the district has been recognized for improving student performance. I would like to ask Aline Lindley, Director of Gifted and Talented Advanced Academics, to please come forward in recognition of this achievement. am. Madam President, members of the board, Superintendent Gorkorski, I want to go ahead and apologize in advance for the bags that are under my eyes. I had the great fortune of having my firstborn son last Friday and so we've started thank you so we've started the first three nights of what I'm assuming is 18 years of no sleep in all seriousness I again present to you from this position and not to die because I do so as the elections administrator for Katy Independent School District as we discussed last week that we there were a few questions by this board about the order of election then that order of election has been in your board packets and been posted as proposed online since Friday after this board takes action it will be made public and it will be included in any candidate packet as you will see on the order of election I just want to hit a couple high points we have the same five early voting locations that be the Merrill Center Seven Lakes James E. Taylor High School, Cinco Ranch, and Morton Ranch High School. And those are going to be, as proposed on here, the times that we have are 7 AM to 7 PM. There was some discussion at the last board meeting, and I had a couple of trustees come to me prior to that and ask me, can we look at early voting hours, do we need to vote from 7 AM to 7 PM? I went back and looked at the numbers that I had had my group run previously and just looked at percentages. What we found is at our early voting locations, 10 to 12 percent of all the early votes that were cast were cast between 7 a.m. and 9 a.m., which is right on par with sort of the rest of the time periods. And so I can understand election judges, election officials having to work long days, but they do get paid for that time. And it's obviously worth it because as we looked at the voting totals, they seemed pretty consistent. Like I say, 10 to 12 percent of the early votes were between 7 and 9 a.m. And it would be my recommendation to this board to keep the hours. One of the benefits of keeping the hours consistent is that people don't have to go look at the calendar or go back to the elections webpage to say, oh, what time is it closed? Because you know it's easy to say 7 to 7. Anybody who asks, 7 to 7. So we have the same five early voting locations. The only change from last year is at Katy ISD Precinct 5. We have the same 13 precincts. Those have not changed. but precinct number five which is in Harris County sort of more towards the east side of our district that voting location day of voting last year was at Hayes Elementary now in previous years prior to last year it is my understanding now I wasn't at the district at the time but it's my understanding that those that the election site for that precinct five was Memorial Parkway junior high the reason that it was moved to Hayes for that time period was if you'll recall this board approved in the end and we have finalized the update the renovation of Memorial Parkway junior high so now we feel that it's appropriate to move that that voting day location to Memorial Parkway junior high helped the interruptions of the elementary school but it's also just a little easier to get to because it's at that major intersection having said that everything else is pretty standard I'm happy to answer any questions that you may have are there any questions hearing none i'll proceed to read
