Madam President, I would just like to add that I believe that if we did, if we allow for a broader search, the most suitable candidate would emerge from that search. I just wanted to add that I think that Mr. Palforce is a fantastic person. Also, I've done a fair amount of hiring in the public sector and never under this time frame or this process. So I too believe that we should follow what has sort of been a standard process in this district as well as other districts and allow Mr. Gregorski to serve as the interim during that time period. I have something I'd like to say please, Madam President. I actually prepared a statement. May I please read it? What it says is what I'm about to say pertains to the vote that I'm about to render. On December 3rd, President Dewell sent an email stating that she would be adding to the December 17th agenda item a naming of an internal candidate because three other board members had requested this. other than that I received no other correspondence from her regarding the superintendent search a couple of days later someone from the community let me know there was a job posting for the superintendent I was shocked but on my own I found the posting on the website on December 5th I sent President Doyle an email in which I say it and these are my words I thought that the added agenda item that you refer to in the email was to be in action calling for a vote on whether or not to create a posting such as this we have never voted on this action. The board is to act as an entity and I thought the decisions made by the board were to be made by all of us through a voting process. In other words, I did not think that naming an internal candidate meant that we would be voting on a lone finalist. She replied that she would respond about these issues on the closed meeting in December 10th. I would think that the president would feel obligated to inform me of the process of hiring a new superintendent since I have never been a part of this process before i did not know about the 10-day posting rule i also stated in that same email that during the november 12th meeting certain board members said that there should not be a rush while of a sudden is the rush president dual publicly stated that as president she wanted to bring the board together before choosing a new superintendent i don't see that has happened yet three other board members asked her to put this on the agenda but per our board procedures the president doesn't have to put it on the agenda right away she could have chosen to put it on the agenda in a future month I would think it would be have been more ethical for her to have hold off on the requested agenda items so that the other three board members could still have been a part of at least putting together a list of job requirements with the help of community input I hold nothing against Ken Cagorski as I just said I think he He is a fantastic person. I do not think that he is a second-class person or a kindergarten teacher, as another board member stated last week. And by the way, I hold kindergarten teachers in highest regard. Both King-Gregorski and KDISD deserve a process by which the best possible candidates emerge. We should all want to hear from the community, because the community is made up of all the people we should care about, the taxpayers, parents, and teachers. We weren't allowed to get feedback and use that very important feedback as part of our decision-making process. Last month, I thought we were going to discuss how to search for a superintendent, but the discussion was shut down by President Doyle. But never in my wildest dreams did I think that we would not allow for community input. This method of choosing candidates did not allow all seven board members, didn't include us. It is obvious to me that the process has been controlled so that the predetermined desired result would be achieved. Our lone finalist is Ken Gregorski, the only person who applied and whom we just interviewed before this meeting. Even though we did not have a process in place for community input, I have received much input via emails, phone calls, and messages from community members who believe that we should have done a broader search involving the community to ensure that we have the best candidates to choose from. I have decided to stand firm with the community that I have been elected to serve. Therefore, my vote is no.

Madam President, I have a question about the conclusion of this vote, and I believe this is the time to ask it. if once we take this vote that the state mandated 21 day waiting period begins is that correct yes ma'am okay and that according to my calendar will that end on January 7th is it 24 hour period will it index 7 o'clock on January 7th that's what I think I believe so yeah my question January 7th so it's the holidays people are going to be very distracted during the holidays and i'm concerned that the vetting time will be less than rigorous and what is the plan at the point of the end of the 21 days

Board members, Madam President, Ms. Fox, I think to answer your question, if we look at 552.126 of the Texas government code, this provision for the 21-day waiting period for the loan finalist actually comes from a provision in the Texas Public Information Act, where and I'll remind you that all candidates and applications for a superintendent in the schools in the state of Texas are confidential with the exception of if you if you move forward tonight with naming the lone finalist you have to give your public 21 days notice and so the statute is very specific that you have to give it at least 21 days it doesn't say you can you You have to do it between day 21 and day 40. It's not specific to that. So that's a longer explanation to answer your question. If this board had it on its purview to take that action up again, if you do decide to name a lone finalist tonight, you could do it at the January 14th meeting.

I apologize if there were snowflakes in the audience. This is a time to be straight, to be candid, and I'm going to do that. The agenda item is about naming a superintendent of schools, lone finalist, to carry forward and protect the many objectives, policy initiatives, strategic goals, and rigorous standard of day-to-day management from the highest levels of administration. I have shared my prepared remarks with two friends, both of whom urged me to essentially dumb my remarks down, speak to the lowest common denominator. My answer was no. I am not on this board to be anyone other than me. When I look in the mirror, the only reflection I see is me. I am a tougher judge of me than you will ever be. my comments tonight have a hard wire between my heart and my brain with values developed in the combative public arena for some 45 years I don't and won't do dumb down left at the last meeting of the school board my comments tonight would have been directed exclusively at affirmative explanation of why at this time promoting internally is the only rational district protecting path forward yet the decision by Don Champagne and Rebecca Fox to take their misstatements of facts and their misrepresentations to the public in the way they did as too many do via the number one source for intellectual demagoguery social media they have forcibly forcibly interjected their meanderings into the debate on this agenda topic. In doing so the way they did, they give reality to my earlier warnings that the poisonous politics advanced by a few have infected the boardroom and created toxic distrust at this board table. In the methods they chose, Mrs. Fox and Mrs. Champaign have conquered the outer limits of human accomplishment. They have made former former school board members Bill Proctor and Terry Huckabee appear to be statesmen. In doing what they have done the way they have done it, they have positioned themselves as allies of anarchy and chaos. From Mrs. Champagne's grossly incompetent assault on Ken Gregorski's original hiring, to Mrs. Fox's misrepresentations surrounding discussions of an external search process, they have proved themselves to be non-credible. Their conduct has been by my standards despicable and harmful to the school district. Ultimately the citizens of this community will have chances to express their values. Now let me move to four distinct issues that have led me to conclude that promotion from the end and management stability...

Last meeting, Mrs. Champagne used my name in derogatory ways 10 to 12, 15 times. What I am saying here is about an elected public official, an elected public official, not an employee of KDISD, and it is not slanderous what I've said, it is judgmental. I have a constitutional right to say what I'm doing, and I expect to be affirmed to be able to continue.

Madam President and Board Member Scott and Champaign, I will tell you that the rules of debate, as they're found in Robert's Rules of Orders, do allow for a tit-for-tat in this instance, so long as they are narrowly tailored to the agenda item which is in front of you. And I will remind you that the motion that was made and the agenda item as posted is naming a loan finalist, and so things that are congruent or tangent to that. Again, Robert's Rules of Order always focuses on decorum. Ms. Champagne, to the extent that you would like to respond to Mr. Scott or any other Board member that would like to respond, we can do so. Absent a point of order, there are rules about interrupting a speaker. So I would encourage everybody to listen, get their thoughts in order, and then if a response is required, let's do so at that time.

The notion that the majority of this school board did not or even refused to consider an external search for a new superintendent is a gross and provable untruth, just to be kind. Starting in July when I began developing my plan for an external search, but formally in August when it was presented to the board in executive session and subsequently distributed by our school district's attorney, I developed a proposal that would have included an external search process. My proposal bypassed the traditional approach to hiring a firm in large part inhabited by former superintendents and educational insiders to act as filters between applicants and school board members. I am not going to spend time here enumerating the conflicts of interest that this insider's paradise of bureaucracy can produce. Rather, I will point out that this approach, my approach, while not standard, demanded hard work upon all seven members of the board to be fully engaged from start to finish in the search process rather than depend upon industry insiders many of whom typically have contracts in the private sector with both vendors and school districts throughout Texas my proposal broke down the artificial walls that are erected between applicants and the board in the traditional process the proposal placed a strong burden on any applicant to provide extensive data and answer extensive questions if they move forward in the selection process. It required school board members to work harder than they've ever worked in the process. It retained legal and academic experts with no business relationships at all within the industry to guide us through the process. This process would have created an incredible bond between the eventual superintendent and and the board and it could have reversed the already escalating and deteriorating relationships between board members. It was a process that required unanimous commitment to make work. It was effectively vetoed by Mrs. Fox and Mrs. Champagne who have now taken to social media to tell some of the truth to some of the people and all of the truth to none of the people. Mrs. Fox and Ms. Champagne will have a, I will go past that one. internal succession or external recruitment. Neither is always right and neither is always wrong. Those of us with institutional memory and knowledge that goes back further than last year's school board race can draw on context. I would ask the Houston Chronicle, for instance, to remind itself of the national searches for Houston ISD that led to Illinois and Florida and the disruption that eventually imposed upon the school district and the brilliance of turning to Dr. Rod Page, the ultimate insider. I remember my conversation with Dr. Page in his office when he was Dean of the Education Department at TSU and a member of the KDISD school board. I strongly suggested to him to ask his board colleagues to forego the next national search and for him to become the next superintendent of HISD. I even suggested to him at the time that if he did that and implemented the reforms that he supported, he would become the first African American Secretary of Education in the United States of America. He did. I just wish now that Dr. Page had never left Houston. The point I'm trying to say is what I am trying to do here is to use my experience to give the community insight beyond the unmitigated demagoguery of two board members whose motivations are highly questionable. The notion that crown jewels can only be found on the road is ludicrous. Fortunately, KDISD is in position to stay firmly inside. side. The notion that KISD has not had an effective succession strategy is a monstrous mistake, calculated demagoguery. From the day Dr. Hint became the superintendent, he has operated under very high standards of accountability and reporting to the board on every major program and initiative undertaken in academics, finance, operations, and personnel. Unlike Mrs. Champagne's incompetent and self-acknowledged ignorant statement via social media regarding Mr. Gregorski's original hiring. He has been the point person for over two years on every aspect of full operations of this school district. We have just completed a tour de force interview with one of the finest public school educators I've had the privilege to meet in over 45 years. I have personally observed his extraordinary leadership for some two years, have observed how he interacts with the district's other educational professionals, central and campus, and support, have observed how he interacts with the general public, and have monitored as a board member his extraordinary management contributions to this district. KISD has immediate challenges in the near future. In the near future. It is not the time to create management uncertainty. Bullet point. The Texas legislature continues to confiscate property tax dollars, now almost $30 billion, to fund its Robin Hood column obligations to constitutional equity. The legislature continues to confiscate hundreds of millions of property tax dollars from districts such as Katy ISD, so it will not have to spend dollars from the state treasury. Some of the proposals before the legislature, such as cost of education index changes, could have dramatic impact on districts, such as KDISD. The Texas legislature and the Texas Education Agency continue to impose unfunded mandates, an irrational accountability system, and other regulations that are not in the best interest of public education. Our strategic plan is at a critical juncture, evolving from planning and initial implementation to maturity. Now is simply the wrong time, and potentially a devastating time, to create management turmoil and uncertainty that an external process would create. In August, when I was considering supporting an external process, and today, you need the Hubble telescopes to see. the caliber of politics, the meanness, the viciousness, the toxic distrust has reached so level, such a high level, that even asking or seeking to bring an external candidate into this process would be mindless. The politics of KDISD are in jeopardy, but at this point, this extraordinary district is not broken. In working ahead on the academic and accountability goal of the strategic plan, I have just completed my personal analysis of the academic performance in KDISD grades three through eight reading and end of course English one and two in testing and star. When I evaluate the top 63 enrollment districts in Texas, the magnitude of the constitutional equity equity issues and the deficiencies of state dishonest accountability system in conjunction with the state's abusive abandonment of its moral and ethical obligations to support constitutional finance are evident. Here's what is also evident. And it cuts across successive superintendent administrations, even ones that I have on occasion criticized in the past. KDISD is in the upper, upper, upper tier of academic performance indicators on a broad range of standards. The strategic plan that began with Dr. Hint and is fully supported by Ken Gregorski and central and campus-based administrators along with a broad range of community members has charted a noble path forward. The challenges are overwhelming. KDISD has the people in place right now who understand the complexity of the challenges, have worked topless hours with bottomless commitment to address those challenges, who now more than ever deserve the support of a school board that as the great Margaret Thatcher once told Ronald Reagan, don't go wobbly in the knees because they're barbarians at the gate. I added that. I have never figured out why or even how I actually want to seat on this school board by a measly six votes, but I will not go wobbly in the knees when so many good, dedicated, incredible educators that we have are depending upon me and a politically sane board majority to do what is right, to do what is right in the face of relentless slash-and-burn politics now supported by blatant demagoguery.

Corsi and I didn't I didn't even think that I didn't even think anything like that but I wanted to focus to be on hiring the superintendent when you told us about the procedure that you wanted to go use in the summer I was open to listening to The reason I didn't talk about it in the public is because we talked about it only in closed meeting. So it wasn't that I vetoed it. I was open to listen to it. But we never got to the point of talking about it in public. It's not so much the process. You know, I believe in democracy. If we would have all come to an agreement and decided to go with your way or internal search or whatever it was, I would have gone along with that. it's the fact that only four of you of you made the decision to post the job that we didn't know beforehand that the job was being posted and we didn't know you know we didn't get any input on same with the requirements or anything like that so I haven't I complete agree with you that there are really good people within KDISD who including mr. Gorgorzky and maybe others that could be the superintendent that's not my problem it's it's the method of getting here it's more so what my

to make a few clarifications we never voted on mr scott's methodology we did hear about it several times i read through it numerous times i made questions about it but as a result of of endless PIRs and some absurd behavior by members of the community, our trust was eroded and therefore we decided we would only speak in open session. You may recall at the November meeting I made a statement at the end of the discussion that I was surprised that the discussion went the way it did because I thought that we were going to discuss the two different methodologies of searching for a superintendent um miss fox and miss champaign and i talked about what we thought was the best method and then the other board members talked about sort of their plan forward which really didn't involve a search um i also want to point out that mr scott used the word insider's paradise for professional search firms however that insider's paradise yielded dr. hint and dr. Merrill I'm not a fan of social media you rarely find me on social media however and so I cannot say that I read all the comments I did read mrs. Fox's post in my personal opinion she was merely trying to point out what was going on behind the scenes and I I appreciate Mr. Scott's years of experience, but to sit on this board, the requirements are pretty basic. You have to live in the community, you have to be a registered voter. That's pretty much it and not a felon. And so I feel that everyone's voice should be heard. And I don't have 45 years of public experience in education. I did stand in a KDISD classroom for five years and delivered instruction and I think that makes me qualified to have a vote and I think to discount people's experience, whether it's in the classroom or in the business world or as a PTA president or as a mortgage broker, to discount other people's experience in the world is unkind. and I don't think it serves the board very well. We are to be the ones that are supposed to strive to do what's right, and we're supposed to do what's best for our community and best for our district. recently what I have witnessed on social media has been childish divisive and very unprofessional it's really sad because that's what's got us in the pickup in the situation that we're in right now each one of you know that we have been discussing this this for months. And you know we have been discussed. There have been discussions on considering applicants from both inside and outside the district. You all know this to be true. And so do I. Mr. Scott detailed and spoke about his option. But you said, but But I'm going to jump past that. And now y'all are complaining about the procedures or lack of inclusion. But you know that that's not true either. The policies and procedures that we are bound by are listed for everyone to see. But just because you fail to reference them is not a reason for us to be sitting here today. day. Members of our community can point them out so we know that they can be found. But by y'all's not choosing to do your due diligence, y'all have failed to use the very rules afforded to each of us on this topic. I understand that there are claims that four of us are colluding against the other three and that's simply not true just like you have in the last few months three of us not four three of us asked for an item to be added to the agenda the board president was no more included in our discussion than she was in yours in close i think that it is important that we all all need to remind ourselves that we are to be the leaders of the community and that perhaps we should remember that spending time on Facebook should be used instead to be here with the rest of us trying to solve what is truly the most important of our job and that is to find and appoint a new superintendent.

Thank You mr. Lacy I would like to point out some facts versus fiction all board members were made aware of the agenda item that was sent to me by three of our board members as a matter of fact it is not common practice nor is it written in a policy that when three board members request an agenda item that the Board President is to notify them except for when the agenda is posted 72 hours before the meeting. The difference with this agenda item is that on December 3rd when I was made aware that three board members had asked for this to be on the agenda, I did email the other three board members and I notified them and I will read the email to you for a public record. I was notified, I'm sorry, good morning, I was notified Friday of a request by three other board board members for the December 17th meeting. This was sent out on December 3rd. I wanted to make you aware as the agenda item is for the naming of an internal candidate for superintendent. Kind regards, Courtney Doyle. At no time did I get an email or a phone call from any of the other board members asking what this was about, asking if I knew any other information. Once the job was posted on the same day that this email went out and they were made aware, they did not contact me to question me as to why the job was posted, who posted the job, what were the, nothing, no correspondence from them whatsoever. So I want to point that out. You would have thought with a 16-year veteran on our board she would have known that it is common practice that a job posting needs to happen. That is, those were your words. Our trainings are public record and you attended one on superintendent contract so that's another. Ken Gregorski was not appointed as you stated on Facebook. He was interviewed in the process. The job was posted for 10 days. There were other applicants. He was interviewed and hired then brought to the board for a vote and he was voted on with a 6-0 vote as that at the time Mr. Mohoski was one of our board members and was not present at that vote. I would like to say that I hear you in your desire Ms. Fox for the community have input. Two years ago the community did have input. We actually sent a survey out to 85,446 community members to ask their opinion. We received 2,910 responses, so less than 3% of our community told us what they wanted. I would like to clarify based on the Facebook post that went around this week, at no time will the community be given multiple applicants, multiple superintendents to choose from. It is illegal and it is not allowed. What the community can do is tell us what you you want in a superintendent. What characteristics, which is what this survey did. So I'm going to read you a few. Reputation for high achievement, accommodating growth in student population, recruiting, hiring, and retaining high quality staff, improving engagement with parents and community, listening and considering alternative views to options while making decisions, developing and implementing programs that ensure students are prepared for the future. Those were the survey questions and those are the answers that received the top vote. I would also like to point out that in the past two years that Mr. Gregorski has been second in command, there's a few things that have happened in our district. All of our campuses have met standard. The district as a whole has earned A letter grade in the state's 2018 A through F accountability system of the year. The district is one of 373 school districts nationwide that appear on the College Board's annual advanced placement honor roll. There's another award that's going to be coming out in January that I cannot share with you but is actually quite remarkable. The number of career and technical certification exams has increased nearly 40%. The number of KDIC campuses appearing on the niche annual ratings climbed each year. KDIC is continued to be named by the National Association of Music Merchants, one of the best communities for music music education the district has recognized recognized as a top workplace by the Houston Chronicle 2017 annually Katie I see has continued to receive the highest possible rating of superior achievement from the school financial integrity rating system with that information we did have one internal candidate apply and who has been interviewed and I will say just as I said last week we did not ask to be in this position. Lance Hint would, Dr. Lance Hint, would still be our superintendent if the obvious reasons of his family being harassed, bullied, would not have taken place. It is unfortunate and we would not be looking for a new superintendent if those things had not taken place by people in this very community. Can I call the question? So with that, yes sir you may. So with that we're tasked with the job of finding a new superintendent and based on where our community is and based on all of those things that I just read about where our district is, I think that we are in a perfect position to be keeping this district going in the path that it's going with an internal candidate. Because the feedback inclusion process was denied, I made the choice to ask my community, our community, about their feedback on social media. It was my only avenue. That's why I ask. I've never done it before. We've had a multi-bail schedule. We've had transportation issues. We had our strategic design. All of those things, all major decisions, rezonings. We asked for our community's input. but one of the most decision most important decisions we will make that will affect students and future students for years to come about choosing our next leader we didn't ask it's not fair to our community it's an insult to them and that's why i made the social media post i apologize if it seemed uh i i wasn't accusing anyone i wasn't trying to make I simply was trying to educate our community about where we are and what we're about, the decision we are about to make. Mr. Lacy, I want to say to you that I meant no disrespect when I did the point of order. I just know that as we, as a board grow, that our conversations are to be to each other. And I appreciate very much your understanding that that was not meant disrespectfully. I have great respect for you. We did not do our due diligence. This isn't about the board. It isn't about any one candidate. This is about our students, our families, our teachers, our community. They deserve us to do a public, thorough, transparent, and inclusive search before we make a decision of this magnitude. I ask to keep this off consent agenda last year. week because I wanted to do a little more exploratory on the experience I have serving on a board that deals in this kind of thing. So Mr. Teed, thank you so much. I have a couple of questions. Are you aware of a procurement process called a reverse auction? I'm aware of it. I've never done one. Okay. So I learned some really cool things this week that I I would like my board members to know and Mr. Teed and Mr. Gregorski, I seek your feedback on this. So become aware of a different procurement process called a reverse auction. I think it's called a I don't see where it is, a power buy tool. It's where electricity providers compete in an auction to provide electricity to the district. I believe we could see some significant savings using this methodology have become aware of so before we were proven RFP I'd like to give the district some time to see what the potential is to utilize this power by tool Katie ISD has some I'm gonna roll around number out there around a hundred and fifty thousand megawatt hours that Katie ISD has a hundred and fifty thousand megawatt hours is that close hundred fifty seven thousand I I think is correct. And that gives us substantial power to negotiate a fantastic price on this electricity. If we could save even half a cent off of the lowest bid that we would get through an RFP process, it would result in significant savings. Like I'm talking a half a million dollars a year over the five-year contract that we're looking at. An RFP is a fixed price proposal. And so when the bids come in, they just are the bids. You don't go back and negotiate them again. This power buy reverse auction is similar to the auction is up. I think it's 30 minutes. The great big electricity companies go and they bid on our load. And because we have such a huge load, think of it. It's like using the psychology of eBay. Have you ever bid on something and in the last three minutes you pay more than you expected or you sell something for cheaper than You expected because you're in the you're in that psychology of I want it. No, I want it and they really would want Katie ISD So the price keeps dropping until the auction ends I've heard of districts just very recently who saved seven tenths seven or eight cents Seven tenths of a cent off of there. I mean this could be big money. So I would like to offer that we give the district an opportunity to look at it, maybe explore it. We aren't in a huge hurry. The price of gas is somewhat stable, and we could save so much money. I would like to offer to Mr. Gregorski and Mr. Teed maybe to get, like, I'm not the expert, as you can clearly see, but I know that there are people who could talk to us about that and how it works and who does it and all of that. But I think it might save us a lot of money instead of our traditional RFP process Those are my thoughts. Madam President
