On behalf of my colleagues, I welcome everyone to this evening's regular Board meeting. He is a positive role model who strives to always do his best and go above and beyond in what is expected. And from Mrs. Jenkins, his fifth grade math and science teacher, Sebastian is such a charismatic student in and out of the classroom who displays a genuine curiosity and love for learning. He has a wonderful personality and I love having him in my class and and I can't wait to see him change the world. Last comment is from his principal, Mr. Paul Massavi. Sebastian is a respectful young man who always comes to school with a positive attitude, and he works hard in class and tackles each new task with confidence and determination. So welcome, Sebastian. I'm sure if we asked all your teachers or previous teachers, they'd have wonderful things like that to say about you as well. So we will go ahead and turn that mic over to you, and you will go ahead and lead us in the pledge, and then I understand you have a few words for us tonight.
I pledge allegiance to the flag of the United States of America and to the Republic for which it stands, one nation, under God, indivisible, with liberty and justice for all. Honor the Texas flag. I pledge allegiance to thee, Texas, one state, under God, one and indivisible.
All right, go ahead, Sebastian. The mic is all yours.
Good evening, President Doyle, board members, and Deputy Superintendent Gregorski. West Memorial is a very good elementary school. I enjoy West Memorial Elementary because they make you learn in an interesting way. I enjoy math because I just like how the numbers work. I like art because I get to express my feelings and my creativity on the paper. I look forward to learning something new each day. My favorite teacher is Ms. Jenkins because she makes math fun and interesting. Thank you very much. It's an honor to be here. Thank you.
Thank you so much. Sebastian, thank you so much for being here and leading the pledges for the board members and our attendees tonight. I have something very special for you. So only about nine students a year get to participate in this. So this certificate says you're super special. And you can borrow my title if you want. I call myself K-O-B-D, kind of a big deal. So tonight you're R-B-D, a really big deal. And we have this for you. It's a convocation lunchbox. Katie Icey is 100 years old this year. And so this is a very special lunchbox. Very few people have it. This also is yours. And we appreciate you leading the pledges for us tonight. And I appreciate that you didn't roll your eyes too big when your dad's phone started singing a song right when I was starting. I saw that and he was like super chill and like really good, but mom was like melting in her seat. I like that. But we really appreciate, I'm just joking, we appreciate Mr. Mousavi and you young man. Thank you for all you do and we look forward to watching you grow and succeed in the future. Thank you for being here. Let's take a picture, shall we? Okay, hold this like this. That's cute. Dad, does your phone take a picture or just sing? Guys, get your phone out, Dad. It's good to be funny. Thank you so much.
Thank you. Thank you.
Thank you so much for coming. Next on our agenda is agenda item 5.1 at the board work study. Oh, I'm sorry. Thank you. Are there any other scouts in the audience? I don't see any. Oh, hey, buddy. Why don't you come up, tell us your name and the badge that you're working on. You can come up to the podium.
Go ahead. My name is Emilio Valencia and I'm working on the communications merit badge.
Wonderful. Thank you for being here. All right. With that, we'll move on to 5.1. At the Board Work Study meeting last week, Ms. Heather DeVries, Simon Youth Academy coordinator, gave an overview of the Simon Youth Academy and the proposed application for the optional flexible flexible school day program the Board of Trustees will now receive public input regarding this topic those individuals requesting to speak regarding the Simon Youth Academy optional flexible day program signed up prior to the start of this meeting 30 minutes have been allotted for this public hearing the time allotted will be divided equally among those requesting to speak but no presentation may exceed three minutes as I announce your name please come to the podium state your first and last name for the record our first speaker this evening is Robert Willoughby
I'm gonna read what I've written here so it I can get it into the three minutes Everyone, no, that's not the one I want. Oh, my. Well, I'll remember it. You know, the thing about Simon Youth Academy that I appreciate is the fact that not everybody, they have the opportunity to choose their parents or their circumstances. You know, some of these kids come into their high school years, they're faced with challenges that really most adults aren't able to deal with and by having Simon Youth Academy it gives them that one additional opportunity to be successful they're not going to stop their high school career they get to move forward they get to feel good about themselves but more importantly it's a program that allows them to work it at their pace and under their circumstances and that's a good thing. My kids didn't need that opportunity but I'm just glad it's there for other kids that do. The weakest link in our society needs the most help and I thank you for giving these kids that one more opportunity to be successful. That's kind of what I had written.
Thank you so much. Having no other speakers, this will be the end of our public hearing. Thank you for your participation in the hearing, and the Board appreciates your comments, Mr. Willoughby. Next action item is Item 6.1, Approval of the Simon Youth Academy Optional Flexible School Day Program.
Madam President.
Mr. Lacy.
I move that the Board of Trustees approves the application to be sent to the Texas Education Agency for the Simon Youth Academy Optional Flexible School Day Program. Second. Second.
I have a motion by Mr. Lacy, a second by Mr. Scott, that the Board of Trustees approves the application to be sent to the Texas Education Agency for the Simon Youth Academy Optional Flexible School Day Program. Is there any discussion? Hearing none, we'll go ahead to vote. All those in favor, please recommend him.
Aye.
All those opposed, the motion passes 5-0. Next, we have our recognitions.
Next on our agenda, I'd like to introduce Ms. Leah Marcioni, Director of Internal and Community Relations, for the recognition portion of today's meeting.

Thank you all for coming and supporting your schools. Next, Agenda Item 8.1, Katy Independent School District Education Foundation Inspiring Imagination Teacher Grants. Our presenters are Ms. Janet Tice and Mrs. Susan Smith.
Madam President, Board Members, and Mr. Gregorski, it is my pleasure on behalf of the KDISD Education Foundation to direct this report to you in compliance with the July 12, 2012 Memorandum of Understanding between our two organizations. Leading the report this evening is KDISD Education Foundation Board President, Susan Smith.
Susan Smith, KDISD Education Foundation Board President The KDISD Education Foundation is a stand-alone 501 nonprofit led by an independent board of directors. Our vision? To unite the community and provide a competitive advantage for KDISD students and teachers through targeted investments in our schools. We bring big dreaming teachers' ideas to life. Our primary focus is our Inspiring Imagination Teacher Grant Program, which funds innovative classroom initiatives that go beyond school district budget capabilities. Through an extensive application process, teachers submit grant proposals which are aligned with KDISD learning standards, but also reflect the teachers knowledge of what makes a difference to enrich learning and excite their students. Any KDISD educator directly involved in student instruction is invited to apply each year. The foundation is specifically target charged not only by our KDISD Memorandum of Understanding but also our own bylaws policies and procedures to enhance teaching and learning in KDISD classrooms, to generate strong community support for the district, to support the educational mission and functions of the district, to realize gains in excess of of any support the district provides to cause the records and books of our organization to be audited annually and provide that audit report to your board. In compliance with the above, the Katy ISD Education Foundation has requested and received annually from an independent CPA firm an audit of our financial position, the related statements of activities and cash flow, and all related financial statements. Foundation audited financials and IRS Form 990 for 2016-2017 have been provided in your board documents and are readily available to the public on our Foundation website. We have raised, managed, and invested more than $1.3 million in Katy ISD classrooms during our first six years of operation. In that time, we have funded 355 grants to 1,227 classroom teachers to enhance the classroom experience of over 163,709 students. students. We have built a highly engaged board of directors and a dynamic committee structure. Our board members and committee volunteers are comprised of Katy West Houston business leaders, Katy ISD campus namesakes, Katy ISD parent volunteer leaders, former Katy ISD parents, retired Katy ISD teachers, and community volunteers. Our Board is extremely proud of our work, the funds raised, and the exemplary manner in which we fulfilled our fiscal responsibility to the district, our investors, and community. Most of all, we are proud of the money granted back to teachers and the friendships that have resulted. We have launched two annual landmark KD West Houston events, Fireflies and Food Trucks, which is October 18, 2018, and Groove, which is slated for March 29, 2019. Each event is designed to fulfill both components of our vision equally. First to raise funds to invest in KDISD classrooms through teacher grants, and second to unite our community in celebration of those same teachers and their peers. In 2013, our first full year of operation, we awarded $88,000 in teacher grants. That amount has increased steadily each year to $314,000 for the 2018-2019 school year. The Foundation's financial return to the district has significantly exceeded any district support with that return consistently increasing each year. Our primary funding comes from our groundbreaking and keystone investors, a group of individuals and businesses who pledge annual support for the foundation for at least three years. BP America, Inc. is our cornerstone investor. For the past five years, BP has contributed $40,000 annually to fund grants in Katy ISD classrooms all over the district. Please join me in thanking BP. Will our groundbreaking, keystone, sustaining, and legacy investors, along with our board members and committee volunteers, please stand up so that we may thank you.
Thank you.
I offer my personal thanks to each of you for your incredible commitment and leadership. Thank you. We are also grateful to you, the KDISD Board of Trustees, for your early and continued conviction that an education foundation is essential to KDISD's mission of offering unparalleled learning experiences for students. Special thanks to Mr. Bill Lacy who serves as your representative on our board of directors. We can think of no better stewards for our efforts than Katy ISD classroom teachers whom we are now going to celebrate. Janet?
I'd like to thank Susan Smith and our officers and our board members for their excellent leadership. They are the folks in black shirts tonight. It is a blessing to get to work with the caliber of leadership and the folks who build an organization that truly makes a difference for teachers and kids. We awarded grants to 42 campuses this year, over 300 teachers. The teachers we recognized tonight not only had a great idea, they submitted a well-researched and well-written proposal. Not all grants were funded, so their selection by our foundation board and committee members is truly an accomplishment to celebrate. It is my honor to present to you the KDSD Education Foundation's 2018-2019 Inspiring imagination teacher grants recipients by campus teachers will come forward and stay until the front of the room is full we'll applaud for that group and then we'll introduce the next group we took a picture in our reception so there's no need for photographs in the boardroom tonight grants range from individual thousand dollar grants to twenty five hundred dollars and five thousand dollar team grants involving three or more educators working collaboratively collaboratively there they are they're ready to go teachers as I call your grant title please come forward with your team from alexander elementary ela steam for the win mary batisky and her team from bear creek elementary striving for stem innovation colleen dominguez and her team From Bethke Elementary Classroom Collaboratory, Alicia Lambert. Madam President, Ms. Fox, because this is a report, I have a couple of questions. for I'll just give it a minute to be quiet Trevor thanks for coming
madam president Lacy I move that the Board of Trustees approves the the agenda.
Ms. I have a question about the report. I'm just going to let the quiet, if it's okay, on the report. So thank you, Mrs. Tice, for the report about the foundation. A comment first. I remember in 2011 when Judy Snyder's brainchild was to have an education foundation, her passion, she talked about all the time as a school board member about an education foundation. She went to see other school districts. She saw how exciting it was. She brought it to us. And we tasked the superintendent, Mr. Frailey, to create this education foundation. And it was no easy task. It was quite difficult and some snags along the way. and as it built from the ground up, it has been a thrill to see the success of what you and your board does. Because every dollar that you raise goes right to a classroom desk. It's about the classroom. It's about teachers and students. And I love how you describe it, how Mrs. Smith described it. You know, those teachers with just so much excitement and ideas. is and and i know that your foundation and the grants are gaining so much momentum and and so much excitement i also appreciate very much that you don't award every single grant but you look for worthiness and so my question for you is um what challenges do you see for the future and And maybe what potential are you looking toward?
I think that as with any of us who've worked for KDIC for any length of time, the persistent challenge is growth. The reality is we could run this teacher grant program for the next 10, 20 years and still have new ideas, fresh ideas coming from teachers, still reach new students. As the population grows and we add more staff and add more campuses, certainly we can do that. In terms of anything that we may do in addition to that, We've created a past president position. Tara Wilson could not be here tonight just for this year. And she is charged with leading our board into developing a strategic plan or strategic design for the Ed Foundation that will complement the work that KDISD is doing. And look kind of down, kick the can a little bit further down the road and see what might be next. I would predict that they will certainly keep this teacher grant program alive and ensure that it is thriving. That's the board's charge and knowing each one of them, I'm looking at them smiling, it is their passion and they're passionate about classroom teachers. When we first started the foundation in 2012 and locked everybody in the room and told them to figure out the best placement for their investment to a person, after about four hours it came down to their belief in teachers. So I think the foundation will stay teacher-centric as we move forward. board. We'll just continue to develop other opportunities to support teachers as we can.
It is certainly my honor, my privilege to be able to be a contributor, to be a donor. And I love that your board is, if I'm not mistaken, your entire board are volunteers. They are, absolutely. All volunteer boards. And you see so many of them here. And thank Thank you for loving our teachers and our students so much that you sacrificially give. I know how much work that is. Each of us has taken a turn on the Education Foundation as the appointee by the board president. And it is eye-opening, isn't it, Mr. Lacy, right, to see all the things that happen there. And we're just super grateful for what you're doing to make a difference for our classrooms. Thank you, Madam President. Thank you, Ms. Tice. Thank you very much. Appreciate it.
All right, Mr. Lacy.
Okay, here we go. I move that the Board of Trustees approves the consent agenda as recommended in items 9.1 through 9.16.

All those in favor, please raise your right hand and say aye. Aye. All those opposed, motion passes. Next, I'll turn your attention to agenda item 10.1, donated items to Katy Independent School District. And then agenda item 10.2, board member report, region four, Texas Association of School Boards. Mr. Scott.

About the underlying data (7 notes)
- The transcript on this page was produced automatically by speech recognition. No person has checked it against the recording. It is a way to find a passage, not a quotation.
- Speakers are unresolved where a turn reads Unknown speaker: 58 of the 63 turns on this page. The transcript separates one voice from another but does not name them, and no name is assigned to a turn without evidence.
- The speaker turn timeline is not continuous. There are intervals with no attributed turn, so a gap between two turns is not evidence that nothing was said.
- The district’s video index for this meeting carries no timestamps, so the recording is presented here as a single section rather than divided into agenda items.
- The district publishes this recording as 18 separate files rather than one. The player on this page plays the first file; the later parts are on the district’s own player, linked above. Transcript times run continuously across the whole recording, so a time past the end of the first file will not play here.
- The recording is played here from the district’s own stream. The archive does not hold or serve a copy of the video.
- No speaker on this page is named. The automated attribution available for this recording was derived from names spoken aloud in the transcript, and a surname inside a turn is not evidence of who is speaking. Every speaker is therefore left unresolved.
