On behalf of my colleagues, I welcome everyone to this evening's regular board meeting. Each board member received the agenda and documentation for this meeting on Thursday, August 23rd, and have had four days to study its contents and seek clarification from administration. Additionally, the board met last week in a work-study meeting to receive information and recommendations from staff and administration on these agenda items. Board members were able to ask questions and receive answers and should be prepared with responses and action tonight. The board has just reconvened from closed meeting. My name's not Ryan. My name is Joni Ehret with TASB Risk Management Services. I'm the manager of the Risk Prevention Services Department. I manage the field consultants for TASB Risk Management Services. With me is Ryan Boyce. He is our Houston-based consultant. Thursday would be his second week on the job. Absolutely. Thank you for having us this evening. So just to kind of provide a little bit of background, I'm here for two reasons. One, just to remind you that your school district, as far as working with TASB Risk Management Services, we provide coverage in workers' compensation, unemployment, auto, and liability. We sure do appreciate your membership in our programs. And being a member in our programs, I would like to think that it has its benefits. One of those happens to be our Excellence Awards program. So a little bit about the program. We offer it every single year, and the purpose behind it, based on its name, is to identify identify highlight and really give praise and award to excellent solutions that our members are developing on their own and we also like to promote them because our members shouldn't be reinventing the wheel we should be able to learn from each other and share with each other so that we can move forward together and that's how we're going to improve education in texas whether you're a large school district in an urban area or a small school district in a rural area that's how we're going to make this thing work so back to excellence awards program we have about 50 or 60 applications every single year and we select 10 or 11 awards based on excellence cost effectiveness and overall creativity i'm thrilled to announce that in our 2018 excellence Excellence Awards program. Katie ISD was awarded. Thank you, Lance. We sure do appreciate your submission as well as the idea. So let's talk about it. I'm assuming most of you already know about it. It was a video about no texting while driving. Yes, yes, hopefully everyone's already seen that and I have no doubt that everyone's seen it because this video alone. One of the reasons why it was selected at the time of the application submission which was this past spring over 3 million people had already viewed this video nationwide so I think that qualifies as viral status in a good way right but not only that the over a hundred of the largest school districts in the United States has had also viewed the video and used it to train within it kind of hits home the whole purpose behind it finding solutions that are creative and cost effective and sharing those with the rest of the education world so we can grow our programs together and we're really proud to provide this award to kdisd um i do want i do want ryan to
say a couple of words and then that's how you guys do i am ryan uh we look we look alike i know uh we we we are excited to be here for this award and i'm excited to be able to provide some services to you guys in terms of the solutions and to be able to come alongside any any trainings and since y'all kind of look like I got it now with the text in the drive and then I just really am gonna be coming alongside you guys so very honored to be here very honored to be a part of this association as well as being able to support and aid and not only the teachers and administration but the students as well because got a long history background my father well as he he would say was a teacher and coach for 30-some years. And my wife is also a director and a teacher on the east side of Houston. So it's definitely in the family and in the blood. And to be able to aid in this area is very helpful to me. So thank you. Congratulations to the Risk Management Department of KDISD. Next, PVK Sports, a Texas High School Athletic Directors Association, honors individuals who have made outstanding contributions to Interscholastic Athletics. The National Interscholastic Athletic Administrators Association recognizes an individual's length of service, special accomplishments, and contributions to Interscholastic Athletics at local, state, and national levels. Both of these awards were presented this past July at the Hall of Honor ceremony in San Antonio. We are extremely proud to announce that Debbie Decker, Executive Director of Athletics, was named as the Athletic Director of the Year by PBK Sports, Texas High School Athletic Directors Association, and she also received the Distinguished Service Award from the National Interscholastic Athletic Administrators Association. Well done, Debbie Decker. Next, the Texas Council of Administrators of Special Education honors just one member each year at their Interactive Convention for Leadership and Excellence in the Field. This past July, the organization recognized one of our very own administrators who is characterized as a vibrant ambassador to special education, the council, and also to our community. The Texas Association for Health, Physical Education, Recreation, and Dance honors those individuals who have dedicated themselves to excellence as administrators or supervisors for their contribution and service in the profession. These individuals exemplify the highest standards in accomplishment, innovation, and in strong and vigorous leadership. The organization has awarded the K-12 Administrator of the Year to H.C. Grimmett, Coordinator of the Outdoor Learning Center. congratulations mr. evening rather thank you so much next on our agenda is item 6.1 2018 state of accountability performance results our presenter is dr. Matney good evening
President Doyle, board members, Deputy Superintendent Gregorski. I'm here this evening to share with you our 2018 state accountability performance results. As you may recall in July I brought to you an outline and an overview of what the rules were at the time and what we knew at the time and so now I'm pleased to present our results for this evening. I'd like to start with a brief review of our KDISD beliefs is outlined by our strategic design process. We believe that all learners are unique and thrive through personalized learning experiences. We believe that when ideas and individuals are respected, a culture of mutual respect is built that benefits all stakeholders. We believe that collaboration, which honors all voices, creates ownership that drives personal accountability. We believe that being open-minded fosters continual improvement. We believe that meaningful relationships are vital to learner success. We believe that effective assessment is a continual process of giving and receiving meaningful feedback that advances learning and supports a system of accountability. And we believe that our success is not determined by a single standardized assessment. And with that, I would like to give an overview, a brief reminder of what we covered in July. Our accountability system reviews three domains. It contains the 2018 district and campus accountability ratings. That's what we'll review this evening. And we'll also talk about the distinction designations for campuses, those stars that we hear so much about every year. So as a reminder in our 2018 performance domains we have student achievement which is all levels of test performance combined. It also includes college and career and military readiness indicators. Our school progress domain as we call domain two where students can receive progress points for individual student level progress as well as taking campuses and comparing them along with their similar age span campuses. high schools and districts also have CCMR included in their domain too and then closing the gaps domain that's with all of our student groups included academic achievement at the highest levels meets and masters student progress graduation rate star performance at all three levels CCMR performance and English learner proficiency that's kind of the the entire kitchen all in one domain right there so with our ratings ratings this year in 2018 were issued to districts with A, B, C, D, or F's in each domain as well as an overall. The legislature decided that they would ease into the letter grade system and they would start by assigning letter grades to districts and then campuses would receive official letter grades starting in 2019. So our ratings issued to our campuses include a met standard rating, a met alternative standard rating for alternative campuses, and when needed or when appropriate improvement required or not rated. So I'm pleased to report that Katy ISD received an overall district rating of an A. We were incredibly excited to see that in light of all of the events that we experienced over the last year with Harvey and being out as long as we were. A hundred percent of our Katy campuses also were met standard again and this is the same case as has been since this rating system was was in place with STAR being our assessment measure. So our district ratings, our results by domain, our student achievement domain, KDISD received a 91, an A. School progress, an 89. Closing the gaps, an 89. And again, our overall rating of a 90. There were 153 districts across the state of Texas that earned an overall rating of an A. That's about 12.75 percent of the district. districts. So a very small percent of the districts across the state earned an A. KDISD was by far the largest. The next largest had about 20,000 fewer students in KDISD. So to break down each of our domains for Domain 1, the district ratings are broken out by the star component, the achievement component, the college career military readiness component, graduation to give us a total of 91. So you can see the breakdown there. STAR we had a 91, CCMR 93, graduation 85 and our totals in 91. So the STAR component is through approaches, meets, and masters grade level. Those three achievement levels that we've talked about in previous months. You can see the KDISD data there as well as the state data for each of those performance levels with KD greatly outperforming the state. Then our total and then those results, those numbers are scaled in in order to ease the public's understanding on a traditional A through F scale. So that 195 divided by 3, which is a 65, is scaled to a 91. The state does not assign itself a scaled rating, however. For our CCMR indicators, for KDISD, we had 70 points in this area for students that ticked the box. for any of our college career military readiness indicators, our SAT, entering the military. The state had 54, our scale was a 93 in that indicator. We have many of our students ready to move on in college and career military readiness as measured by this indicator. And then our graduation rate data, as of today the state has not reported their graduation rate data, so I'm not able to share that with you at this time but you can see kdisd's data there and those four five and six year rates are scaled down to an 85. so our domain two our academic growth that that number is an 89 and so broken out by reading math and total our total percent of tests that met the growth measure was 75 percent the states was 69 and that scales up to an 89 again the state does not scale their own scores for domain 3 we look at academic academic achievement, graduation rate, English learner proficiency, and school quality to come to our overall score. And you can see that 100% of our academic achievement indicators were met, whereas 60% of graduation, 100% of EL, and 92% of school quality were met. And those are not all weighted evenly, which is why we have an 89. So our campus distinction designations. We're going to go, I'm going to go through a sample report for you. Campuses must receive a rating of Met Standard to be eligible, and they're grouped with 40 of their most liked campuses. So up here on the slide, you can see an example from one of our high schools from this year. And each of these indicators is taken into account, and these are some of our highest levels of achievement. So, for example, you can see for this high school example, English 1 performance at the master's grade level. That's the highest level of achievement that a student can earn. So when you consider 44% of the tests at this campus scored in the highest level of achievement. That's in the first quartile. So when you take those 40 campuses and they're they're the top 10 campuses. 10 of our campuses in Katy in 2018 met 100% of their eligible distinction designations. Beck Junior High, Cinco Ranch High School, Creech Elementary, McMeans Junior High, which just happened to have met it every year, distinctions have been in place, they have they have blown the top off, they've done a great job, Memorial Parkway Junior High, Seven Lakes Junior High, Stevens Elementary, Sundown Elementary, Taylor High School, and Walman Elementary. All of these 10 campuses are doing significantly better than their like campus peers across the state. No small feet. So in 2018 summary, Katy campuses all met standard for the sixth year in a row. In the 25 largest districts in Texas, Katy ISD is one of seven where a hundred percent of the campuses met standard. In the ten largest districts in Texas, Katy is one of two where a hundred percent of campuses met standard. And in the 25 largest districts in Texas, Katy has the highest percent of campuses meeting all eligible distinctions and that's those tenor represent our 16% so starting next year our campuses will receive actual a through F letter grades you have probably seen some media trying to apply those a through F prematurely but we will receive them officially starting in 2019 for each domain and overall just like we did as a district this year and with that I'll be happy to take any
questions kind of any questions miss Fox thank you dr. Matt me for the presentation certainly there's so much to celebrate right I'm doing backflips here for the for the accomplishments that happen for our boys and girls every day and there's great pride in the a rating it's at such a high level being the largest district and so few school districts receiving that that doesn't mean we don't have work to do we certainly do have work to do and i have a question about what which area do you think i think will focus on the most is it that graduation rate the 60
what what is that what does that mean so that target for that graduation rate happens to be 90 so it's a very significantly high target we obviously that's our end goal we want kids to walk across the stage that we come in even as kindergarten teachers and want wanting that want want that end result. I think you'll see a large focus also continued to be on ensuring that our students with special needs and our students who come into this country not speaking English are are receiving the the best supports possible and we continue focus in that area and then just the growth that idea of not just passing a test especially a test where the passing rate may only be 50% but really seeing students scoring at those higher levels and progressing from one year to the next making that one year of growth and ensuring that our staff knows what that means first and foremost and has the tools which y'all certainly afford them to have to get us there I would like to just ask one more
thing follow up if I may so when you look at the list of schools that met all the distinctions if I'm saying that correctly I noticed that the three schools who probably suffered some of the most significant losses with the the Harvey Flood, Creech, Beck, and Cinco were all on that list. I think that bodes very well for the administration and the teachers who, you know, loved on those boys and girls and stay committed to them, even in a U of H campus, which we turned into a school and those kinds of things. And just I know there are a lot of educators at those schools whose homes were flooded and they were displaced. And to see those three schools on there really spoke highly to me of the dedication that happens in our classrooms every day and that the focus is always about boys and girls, which is where we all should be. So graduation rate, do we get credit if they take the GED? not in that indicator there are many different ways to measure graduation rate and in in that definition for that domain we do not get credit for that okay thank you for that clarification any other questions I have a question
please nice champagne okay about the graduation rate can you please explain to me I'm I apologize for not understanding that but the 60% graduation rate what does that mean the 60% is actually the the percent of
indicators where we met graduation rates so in domain three we have all of our student groups evaluated so 60% of our student groups met that 90% target but we had we had four that did not we had ten that we were actually eligible for four and four did not meet the 90 and the six did. So it's not that our graduation rate was 60, it's actually that 60% of the student groups where we were measured met a 90% graduation rate.

mr. Scott I have confirmed along with mr. Smith and the purchasing department that the legalities were followed with this request for competitive sale proposal process scale of one to 100 certitude yes sir and and we've also run that by um in the in the interest of double checking because we knew it was this was an important item i've also run it by
outside counsel who confirmed that opinion okay secondly um in the original discussion i'd ask questions about deliverables and your answer was that the contract is yet to be written because what the district is working on for bid sheets you're giving the board assurances that the contract will will include typical contractual language to protect the deliverables and our right to enforce that contract yes sir
Katie ISD actually just for the general public's knowledge Katie ISD has standard terms and conditions that we have included in in every request for competitive seal proposal process. Those KDISD standard terms and conditions can actually be found on our website with a general Google search. Those were included therein, so to the extent that we have any deviations, those will be points of negotiation in the final contract, but it will go through my office and in our contract review process and I will confirm that the district will be protected in this endeavor.
Final question, just to put the dot on the I and the T across on the T. Has this Board taken every action under its due diligence and its fiduciary responsibility to the taxpayers of KDISD that we have met our obligations under all bidding processes, under all due diligence obligations? allegations?
Well, I'm not sure Mr. Scott if I'm the appropriate person to answer this, but I'll take a shot at it. By doing a request for competitive seal proposal as the district has done in this case, that was a determination made by the administration, made by this district, that that was how we were going to seek the best value is to have everybody give us their best number and give us their best number with the veil of we're going to open them all at the same time, which is why you do a request for competitive sale proposal. Again, I've sat down with both our purchasing department, Mr. Smith and I have discussed it, and we feel confident that this is the option. The option that's presented here is giving the best value for this district. And when we talk about value, value is not simply just a purchase price point, which is considered in the formula, but values a technical term of art under the Texas Education Code. It also, I'm happy to say, provides us equity amongst the eight high schools that we have with the ninth being built. When we talk about equity, again, that's not necessarily from a legal perspective, But the goal was when administration came forward with this idea was to get the same benefits at a Maid Creek or a Morton Ranch as we have at a Seven Lakes or a Tompkins. To provide the same discounts and provide the same incentives, the same apparel, the same opportunities amongst all of our eight campuses. Now, I will remind this board that currently six, I think Debbie can speak to it, six of our eight campuses use Nike.
Well, six of our eight head football coaches actually order Nike uniforms. They have Nike uniforms. And a vast majority of our volleyball and basketball uniforms are Nike uniforms. So we've vetted the quality through the use. I'm going on my 14th year, and we've had Nike products in the district from before I was even here.
That's my questions. I just want to make a comment. I started off with questions. I've had my questions answered, and I support this contract wholeheartedly. And I believe that the administration is doing something that is special to my heart and soul, and I'm assuming to other members of the board, is to use the strength of Katie to help every campus throughout the district. correct. So my questions have been answered. I support this wholeheartedly and thank you for your for your answers and thank you for your answers and your effort.
Madam President, Ms. Fox, I have a couple of questions. Mrs. Decker, would you repeat? So the football programs, most of the football programs use Nike. Who else did you say?
Yes, six out of eight of our varsity football teams currently wear Nike uniforms and then a majority of our basketball and volleyball programs also wear Nike in particular basketball. What about soccer and softball? Not as many not as many soccer softball a few baseball a few track cross-country yes
but they this contract will Nike is able to provide all of those uniforms and and we'll have all the options the sports will have the options they need. That's
correct we left swimming and diving and wrestling out intentionally those are more specialty type uniforms a lot of the swimmers have the very expensive longer you know one piece type deal but yes all of our programs will will be able to get an opportunity to order quality uniforms
through nike my understanding when i read the contract is that this contract covers varsity
team sport apparel. Is that what I read? Athletic apparel, that's correct, and we classify golf and cross-country and track in with those because they are considered team in this particular definition.
Yes, so it's varsity team sports. I'm I'm inferring something on my own that as those uniforms we pass them down Correct, so they'll eventually go to the sub varsity sports, but for that for this contract we will purchase new uniforms They will be varsity team sports
so We we will not if the board approves this agreement We will not go and order all brand new uniforms after September 1st we will continue to follow our normal uniform cycle. So it's really going to be, you know, over the next three, maybe even four years. So if one of our coaches just ordered uniforms this spring, those uniforms will live out their life regardless of what brand they are. We will not all of a sudden throw them out the window and buy in new. So this is going to be a transitional time throughout that process.

Mrs. Decker, how confident are you that Nike offers all the colors, the orange of Seven Lakes and the purple of Morton Ranch and all of those, they confidently can match the colors so that our sub-varsity uniforms from last year match the new ones that they buy. All of that's, they're good with all of our colors, right? I know that Mr. Lacy loves a
purple. Great, right. I am confident in that. One of our programs, there has been a lot of discussion about the shade of that color and we've been assured that Nike will continue to try to satisfy that particular program to make sure that that meets that campus's needs as well.
Okay, and when they say apparel only, our coaches will be allowed to go and buy other things in our local market like we have a lot of local sports stores where they could buy accessories and things like that other things other than apparel. Correct
and so our junior highs as well as a lot of our ninth grade programs you know those those are uniforms that would still be ordered it's sometimes it's difficult to hand down a varsity uniform all the way down to a freshman based on those size differences however I would say our sub varsity programs yes typically we'll hand them on down and also it doesn't include any safety equipment as well so we'll still be ordering helmets from XYZ we'll you know all on the bid sheet that our purchasing department has shingards any safety equipment that will still go to any and all of our vendors depending on what those catalog prices that have been secured over the years
years I appreciate that I liked mrs. fans pointed out last week about the scholarships and then I also noticed there's a we talked about $30,000 of equipment being given to us I took that to mean $30,000 across the district as I read it more closely it's $30,000 of apparel to each school program and will I mean that's significant right that's that's going to be a great benefit for per year per year for the life of the five-year contract that's significant for a lot of our boys and girls athletes will that $30,000 be divided amongst all the sports or who makes the decision of how is that distributed right so
typically on our campuses now the campus athletic coordinator is the administrator of those athletic budgets and the athletic department oversees that so that practice will continue but those campus athletic coordinators who who are actually here tonight. I really appreciate them being here. I can tell you that they really all wish they were watching film right now for their first game. I said their opponents probably aren't at a board meeting this week, but they're very dedicated in what they do. And I appreciate them taking the time. But yeah, so they'll continue to be the administrators of those budgets.
Well, you have an expectation that all campuses will kind of use that in a similar way? Or will it just go to one spot? I'm just asking. Right.
Right. We do try to allow them to make decisions in terms of the specifics. We do give them parameters as we go through the budget process. So, you know, this is a special thing. And I think you're going to see it's really a trend in the state right now. I think you'll continue to see more and more school districts going this route. out but we're happy that Nike and BSN stepped up and actually has the package that they do. It's actually about a $330,000 benefit to the district and there is not and I know last week I think one of the reporters had said that the district was going to spend $700,000 a year on uniforms. That actually that was just a figure in terms of what we spent this past year in terms of like all athletic equipment with a per se company so there is no well you have to spend 300 000 in order to get 330 000 in goods and services it's basically all on what our uniform cycle is as well as practice gear for our varsity this will be my very last question i promise
when we have an exclusive contract like that and they they know they don't have to worry about us going and shopping other things and BSN is the distributor and writing it correctly we can be guaranteed of excellent customer service to our coaches and to our athletic programs they're quite busy and they have really long hours and like that's always working they the BSN people will come and give excellent customer service and meet them where they are and and that to
them what they need that's correct and i i've spoken to probably about 10 athletic directors within the past three four weeks just about the different apparel deals that they have anywhere from adidas under armor to nike and whatnot and you know the key here is that i totally lost my train of thought i apologize i was rolling really good Customer service, thank you. So each apparel company handles it a little bit differently. So one district in particular that actually has the Nike BSN contractor agreement actually has three dedicated sales reps, and one of the financial employees at BSN actually handles that account for that particular school district only to have a seamless transition. Sure. You know, and each sport is a little bit different. each program is a little bit different and basically you know uniforms should last anywhere from two years to four years and some even claim that the last five six seven years and so for us you know as we go through the wear and tear of those uniforms then our coordinators will put in special requests to be able to have those uniforms replaced about a year in advance and and so we plan our budget around making sure that we continually are able to do that.
