In her free time, which I'm wondering how she has any free time, she loves to act in stage plays in English and also in her native language to promote culture and linguistics.

She also enjoys playing the viola at nursing homes, providing musical therapy and support for the elderly.

for the way you love our children and help prepare them for a successful future.

That's got to be one of the highlights.

You know, when Charles and I came in six years ago, KDISD was already on top,

one of the best districts in the state, one of the best districts in the nation,

and I think they do a fantastic job with our children.

That's why so many people move to this community

and why we've had such vast growth over even the last six years.

I think we've added another, what, 15,000 to 18,000 students over that time period.

And we're still on top today, okay, but we can't take that for granted either.

You know, and so it's been a great run.

This is actually a day that should really be a big celebration.

I feel like we've got two outstanding people that are taking these seats on this board

We're in the last week of school.

Kids are about to get out.

And we've got, what, a little over 5,000 seniors that will be walking across the stage in the Merrill Center this weekend

So much to be thankful for.

Yet at the same time, I'm a little bit sad to be leaving on the state that we're in right now.

Because I feel like public education as a whole is somewhat under assault at a national, state, and even local level.

You know, just this year we've had multiple senseless, horrific, and tragic acts of violence in schools.

you know leading to the one just last week that was so close to home you know state level we're

still dealing with six years later and this is something that I think we six years ago when

Charles and I came we wanted to make make some improvements here but the state level we have a

state finance and accountability system that is seriously lacking and failing us and in many many

many areas. And finally we have just locally here the last couple of months

have just been we have been subject to relentless attacks that have greatly

affected this district. So board that is continuing on and the two new members

that are coming on board you've got a big job to do. These are all these and

many other issues are things that you are going to have to address in the in

in the coming year. And I'm with you and I will be praying for you. And I'm a phone

call away if there's anything I can lend, but I will definitely be praying for wisdom

as you move forward. We have a great district here and we have a great community here. And

he's not a nice person and four years went by I never talked to mr. Spellman

and what's really really sad about the whole thing was four years after that

point I look in my suit and I have his business card and he comes up to me and

And he says, hey, do you want to talk?

And I'm like, well, I guess so.

Anyway, from that point, we developed a good relationship.

So I kind of missed out on four years of having another person to put in my hip pocket that if I needed to talk to or to get another input from, I could have got that.

So my advice to the two new board members is just because you think you know somebody, give them an opportunity to talk to you.

And don't be afraid of talking to somebody that somebody else thinks that they're not a nice person

I want to start this monthly update with a look back, not too far, but about two years ago.

On May 13, 2016, the Texas Supreme Court had their ruling and they ruled that the state

funding system is indeed constitutional.

And they had a lot of rhetoric, but basically they urged lawmakers to fix what they considered

a stagnant and outdated system and to quit putting band-aids on it.

I was in a meeting at Region 4 that day and when the announcement came out, it was interesting.

There was a group of people about the size of this audience and everybody there was a

bunch of geeks like me, had their phones and were just looking at each other going, oh

wow, oh wow.

And it was interesting times.

It's hard to believe it's been two years so far.

And then they hung the fate of school finance on the legislature and then the 85th regular

regular session came and went and nothing happened from a school funding standpoint.

Special session came and went and nothing happened from a school funding standpoint.

This is a snapshot that kind of summarizes that and I won't go into those details tonight.

The only thing that came out of those sessions, if you'll look on the very far right, you'll

see the golden penny yield increase thanks to Austin ISD's wealth per student.

that did provide a little bit of money to us but that was said in statute going

back over ten years so basically that that yield stays with the Austin yield

and was done ten years ago so local taxpayers save the budget again public

Public education savings was a result of property value growth statewide.

Unknown speaker not human verified

Local property values increased in districts like Katy and districts throughout the state

Unknown speaker not human verified

that generated about $3.6 billion of additional property taxes.

Unknown speaker not human verified

And recapture increased about $1 billion for about $4.5 billion of additional tax dollars into public education.

and we've referred to those as apples or rotten apples and the state's portion really hasn't changed.

So where are we now?

Well, right now in the 17-18 budget update is where we're in the 17-18 budget

and I wanted to give you a little brief catch-up of where we are.

We've amended this budget like I've never seen a budget amended before because of Hurricane Harvey.

And you can see there that at the top right you can see some expenditures.

The Harvey at $24.7 million.

Some renovations to the annex next door.

The purchase of the Creech annex or the KDISD annex.

You can see insurance proceeds of $21.5 million have already been recognized in budget amendments.

We hope to increase that to $25 million in the next couple of months.

We did a two-cent tax swap, which did not increase tax burden on our taxpayers,

but was a strategic decision on the board's behalf to generate additional state dollars

that went toward recovery efforts in the district.

And then one that you're going to see in an amendment tonight, this $11.6 million,

because of free and reduced lunch for all students in September and October of this year,

as a result of Harvey, our state funding and compensatory education funding is

going to go up and that is something that we'll be amending the

Unknown speaker not human verified

budget for tonight and there's been miscellaneous amendments of which we

Unknown speaker not human verified

still $55 million in total expenditures. I wanted to show you this as I get going.

This is the district's fund balance and this could be sort of a litmus test for

Unknown speaker not human verified

for the health of the district.

And in that black line there is what you want to be over.

It represents about three months operating expenses.

We are above that slightly.

We're about three months and a couple of weeks,

level as a growing district your fund balance needs to increase slightly

because your expenses are increasing slightly but you're also utilizing that

money and not banking it because it's easy for to want to put that money into

cash but my goal would be to have it work for children and I think this board

administration has done a good job of having those funds work for children and

Unknown speaker not human verified

still maintain from a management perspective a healthy fund balance so

So our objectives as we started out this year going back to October to maintain a balanced budget, to maintain a competitive compensation plan,

to maintain our healthcare program, our self-insured program, and avoid TRS active care.

It's been a high priority on student and staff safety and comfort.

Unknown speaker not human verified

Opening Campbell Elementary School, the additional grade at Paytoe High School is part of this budget.

as well as we're planning for an elementary school of 42 to open next

year a junior high and that final grade at high school at Pato high school so

those are on the horizon and things that we're considering and we'll be part of

this 1819 budget because we have a fiscal year ends that August 31st and

we'll start that school in earlier August and so those those those campuses

elementary 42 and junior 16 will be part of this budget items impacting the

budget student growth we always have a challenge of student growth that

Unknown speaker not human verified

continues to be a challenge we have a continued decline in state revenues

those rotten apples or the funding cliff and I'll talk a little bit more about

that in a few minutes the impact of Hurricane Harvey of course we've got a

reappraisal that's still working through the three appraisal districts I don't

have any concrete information I do have information that that makes me feel that

Unknown speaker not human verified

but we were pretty spot on with our estimates from back in September and October on that.

And it is also kind of making the 18 values or the values that we're going to use in this next year's budget

a little bit more difficult to project, and I'll talk about that in a few minutes as well.

Property insurance premiums, we were lucky.

We're on the third year of a deal for our property insurance.

those premiums are sure to increase when we address those next February. We are

also going to be need to address our coverage limits to make sure they were

Unknown speaker not human verified

adequately covered. We were in this last disaster but you know had it had it been

Unknown speaker not human verified

another couple of schools we may not have been adequately covered. Items

Unknown speaker not human verified

impacting the the budget. So our assumptions we're building this budget

under current law. We're building it at about a 2.9 percent increase in student

Unknown speaker not human verified

enrollment or about 2,500 students. Taxable value increase of 2.5%. I think

we were looking the last time that I addressed this issue at 5%. Came in

rather sluggish at 2.5%. I'll talk about that on the next slide. But that

Unknown speaker not human verified

that has affected the the budget and the bottom line. Teacher growth. There's the

the new teachers on the right that we had, there's not quite as many teachers,

Unknown speaker not human verified

although we had a larger enrollment increase than we had the prior years

because we didn't, we're opening only one campus and not three campuses. And when,

I'm sorry, and then we also built in, in the numbers that you'll see tonight, a

2% recurring salary increase and a 1% one-time salary increase. And all the

the salaries were on a new higher average teacher, or for the most of the new positions

Unknown speaker not human verified

were at $55,500.

This is a look at our assessed value and you can see that in 2014 we peaked at about 18%

property value growth.

That was in the height of our economy.

We know what happened on Thanksgiving of 2014 in the oil and gas market and we've seen some

Unknown speaker not human verified

sluggish economy around the Houston area since. That gold number that you see on

the far right is what we budgeted at 5% and you can see where it came in at

Unknown speaker not human verified

a little over 2% or about 2.5%. This is our values by county. I'll just

focus you on the far right. Waller County is a very, very small percentage of our

Unknown speaker not human verified

total tax base, but it is still seeing growth, substantial growth at over 10%

again. Harris County is on the left. You can see that for the first time in

several years Harris County came in at our lowest growth as opposed to our

Unknown speaker not human verified

highest growth. I'm not going to go into the details of this slide. I'll just

quickly say that someone asked me, I've had several people ask me, do you

Unknown speaker not human verified

think our reappraisal will hurt our values? And I think the answer to that is

Unknown speaker not human verified

is no. Yes, it lowered our values, but it didn't hurt our values going forward.

Remember that the comptroller's office is tasked with taking data from

Unknown speaker not human verified

our three appraisal districts, analyzing that data, and assigning a state value or

Unknown speaker not human verified

a local value. And the local value, the green, is they did a good job. If they

assigned a state value, that would hurt us very severely from a school funding

Unknown speaker not human verified

standpoint luckily our appraisal districts have done a good job over the

Unknown speaker not human verified

years and we have been getting local values and that's the test for are the

Unknown speaker not human verified

appraisal districts doing a good job of being equitable across the state of

Unknown speaker not human verified

Texas and I think you know one could say well maybe that goes back to the rotten

Unknown speaker not human verified

apple property values rise it helps the state that could be part of the rotten

Unknown speaker not human verified

apples thing but the comptroller does monitor our appraisal districts in that

Unknown speaker not human verified

that aspect. This is our state funding percentage. You can see that since the

Unknown speaker not human verified

2014 school year, let's see if I can, that's the, this school year we

Unknown speaker not human verified

were about 50-50. The local, what our KDISD patrons pay toward education in here

Unknown speaker not human verified

and you can see that our local participation has increased

Unknown speaker not human verified

substantially and the state share has decreased substantially. That goes back

Unknown speaker not human verified

to what I was talking about earlier and when I mentioned the rotten apples. And

Unknown speaker not human verified

from a statewide perspective you can see the local taxpayers statewide are also

Unknown speaker not human verified

contributing more and the state's contributing less. It just seems to be

Unknown speaker not human verified

more in Katy because we are a fast growth school district. I will

Unknown speaker not human verified

point out and Dr. Hindt I've talked about this substantially when you look

Unknown speaker not human verified

at a two and a half percent increase only in property values in the 2020

Unknown speaker not human verified

school year this time next year we should be looking at a less of a cliff

Unknown speaker not human verified

you can see that our local value or this local percentage only increases by 1%

Unknown speaker not human verified

and the state's portion only declines by 1% that's because of the slowed the

Unknown speaker not human verified

sluggish property value growth the state will those rotten apples will be a little

Unknown speaker not human verified

a little less rotten, a rottening of a pace as we build the budget next year.

Okay from a revenue perspective I've shown these they're slightly shaded to

speak to on tax revenue you can see our tax revenue grew just over 2% or about

not even 10 million dollars and then our state funding is the same. State funding

is the same with almost 2,500 new students and a higher Austin yield, a

slightly higher Austin yield but it's the same it's because the states as our

the state's funding formulas are using a seven point one percent increase in our

and our funding and that's the rotten apples taking into effect they're

Unknown speaker not human verified

actually a year lag and so our value tax growth a year ago is catching up and the

state is saying okay now we're going to take that money away so they're taking

Unknown speaker not human verified

it away at seven percent and our growth was only at two and a half percent and that's creates a

Unknown speaker not human verified

funding cliff and that's become so important across texas that the texas education agency

has recently announced a rule that in schools first which is you hear my report in october to

you in schools first it's our financial report card we will be told we will be it will have to

be a separate agenda item to talk about the funding cliff at a board meeting within 120

120 days of adopting a budget and so I don't think that rule takes into account

until a year from now of course we've been talking about it almost every time

I get up here I talk about it because it's so important in Katy but it's

important statewide so much that they've asked us to put it on a separate agenda

item moving forward statewide I want to say that we're also again building this

Currently, TEA has designated 198 early college high schools in the state.

TEA defines an early college high school as an innovative high school that allows students

The purpose is to develop a strong partnership with a college provider, build an MOU that meets the needs of both the district and the college, determine funding, build a leadership team, establish strong pathways and crosswalks, and any and all other details the team believes are necessary for students to be successful.

which would in this case include some of our at-risk students.

KDISD is 41% at risk and 32% economically disadvantaged.

When looking only at our current high school population,

our high schools are about 32% at risk and about 32% economically disadvantaged.

And please note that these numbers vary at each one of our high schools.

The student interest survey was given to students in grades 6 through 12 from February 9th of this

year to March 5th, 2018. There were 39,000 surveys delivered and 22,000 responses for a return of

about 58%. The purpose of the survey was to ensure that our district is providing students with the

best opportunities to achieve their goals during and after high school.

As part of this, Katy ISD asked students about their interest.

Students' responses to the questions in this survey will help us make decisions about future

programs to offer our students.

And results reflect only the perceptions and opinions of those students that participated.

When students were asked, what is your level of interest in attending an early college

high school in Katy ISD 54% or about 12,000 students were either moderately

or very interested in attending an early college high school when participants

were asked what type of early college high school would you prefer to attend

while in high school it's real very very clear that students wanted to and it

Dr. Steele not human verified

attend an early college high school at their current high school which is about

51% of the students that responded. When asked about interest in acquiring an

associate's degree, the survey shows almost 14,000 students are moderately or

very interested, which is about 61%. After visiting several early college high

Dr. Steele not human verified

schools in our area, this is a typical four-year plan. Students take a

combination of pre AP AP and dual credit classes most students take about 20 dual

credit classes while in high school to earn their associate's degree and a high

Dr. Steele not human verified

school diploma so up there you see year one two three four if you go from left

to right you'll see that students not only attend school in the fall and

spring but they also do their second and third year summers as well the next

three slides I will show you an estimated breakdown of cost no this is

just a sample numbers of students will fluctuate and let's start on the left so

if you look at the left and you'll see the years one two three four down on the

right or on the left side first year we would have to hire coordinator and one

would be 50. There would be no charge for any of our classes, no charge for books, transportation,

some miscellaneous expense there. And you see the cost for one school times nine. You see that at

adding students every year. You're adding a new cohort every year. So by the time you get to year

not just forging one but one nine of them at every high school that we have

spring branch incredible and I also know that those students are rock stars when

but they're like, of course I'm going to university.
