The KDISD Board of Trustees met last week in a work study meeting to receive information and recommendations from the staff, administration, and the superintendent. Board members were able to ask questions and receive answers and should be prepared with responses and action tonight. The board has just reconvened from closed meeting. In accordance with Chapter 551 of the Texas Government Code, any action arising from discussions in a closed meeting must be taken in an open meeting.

She also likes music, art, animals, crafting and making others happy her favorite subject is Julia's favorite subject is writing because she likes the opportunity to express her thoughts she also enjoys conducting experiments in science and I've got a couple of quotes here quote about Julia from her music teacher miss plum in addition to being an exceptional student and musician Julia shows responsibility in her daily tasks she is compassionate and caring toward her classmates and is always putting others first. Roosevelt Alexander Elementary. This year is our 20th birthday. At our school we like to do tons of fun things such as the Kindness Crew and Special Buddies. The The kindness crew is a group of fifth graders from each class that show the younger grades how kindness affects everyone. In special buddies, we help our special needs friends get off the bus into their classes on time. I started Ray since kindergarten. A couple of memories I have are clapping out my brother and sister at fifth grade graduation and going to DI State with my best friends. Some more memories I have are doing the pumpkin book character, reading to the kindergartners, special buddies. I also remember my dad being a watchdog, the third graders reading to me, field day, watching my sister singing choir in all the field trips. I am also excited to perform at TMEA in San Antonio with the choir this February. We want to thank you, we want to say thank you to the Katy ISD Foundation on behalf of Ray families affected by the flooding. I enjoy coming to this event and hope you have a wonderful day.

Now to agenda item 5, 5.1, presentation of the district's rating on the financial integrity rating system of Texas otherwise known as FIRST.

Good evening, Mrs. Vann, President Vann, Superintendent Hinton, trustees. It's my pleasure tonight to present you our financial report card or schools first first stands for financial integrity rating system of Texas and this is being done This month and next month throughout the state of Texas at every ISD Schools first was adopted in the 1999 legislature. It's a statewide rating system implemented for the first time in 2003 with the results of the 2001-2002 2002 fiscal year. TEA has implemented numerous changes over the years. This is the second year of the changes that we're currently in. They're always tweaking, always making it a little bit more difficult, or trying to make things a little easier for the public to understand. The purpose of Schools First is to expand public education accountability system in Texas. Its primary goal is to improve the management of school districts financial resources and to assure the maximum allocation of resources are directed for instructional purposes. You've heard me mention that before, the importance of making sure our resources go to instruction, and here's a law that is requiring a look to make sure we're doing so. There are several indicators that are now more easily recognized and interpreted both by public and by the finance industry. There are several indicators that have a sliding scale on a rating. This is a new thing. This is the second year we're in the sliding scale for the rating where you can earn somewhere between zero and ten points. And then there's still five indicators that are called critical indicators. They're the first ones that we're going to go over and then critical indicators will be in red and those are if you fail one, you fail it all. So the determination of our rating is based on the numerical scores and 70 to 100 is superior achievement. with the substandard achievement being less than 31 points or a failure of one of the critical indicators. So I'm going to let Ann in an attempt to make this a little bit more entertaining and we're going to rotate and I'm going to ask Ann to go over the critical indicators for you. Okay so the first

critical indicator is was the annual financial report filed within one month after the January 28th deadline. The board did approve it on the 23rd and we we have it all filed and put to bed by January 27th, 31 days before the indicator requires. Indicator 2A is, was there an unmodified opinion in the annual financial report? And that, an unmodified opinion means a clean financial report. In other words, there were no findings, and the district did have an unmodified financial report. Indicator 2B is was the annual financial report free of instances of material weaknesses in internal controls? Yes, the auditors did determine that our internal controls were found to be sufficient to prevent any potential material errors. Indicator number 3 was was the district in compliance with payment terms of all debt agreements at the fiscal year end? and yes we did make all of our required debt payments for the 2015-16 school year. Indicator number four asked if the district make timely payments to the teachers retirement system, Texas Workforce Commission, Internal Revenue Service, and other governmental agencies and yes we did. And the last critical indicator was was the total unrestricted net asset balance in the statement of net position or net assets greater than zero and yes we met that outright our net assets were 124.7 million and after adjustments it actually comes up to 271 million that they adjust for this report. Okay indicator six is were the number of

days of cash on hand and current investments in the general fund sufficient to cover operating expenditures? We've talked about that we talked about it last week about our cash reserves and yes we had about 128 days days of cash on hand at the end of the 2016 school year. Was the measure of current assets to current liabilities ratio for the school district sufficient to cover short-term debt? The answer is yes. Was the ratio of long-term liabilities to total assets for the school district sufficient to support long-term solvency? Answer is yes. All of these are worded to answer yes. Sometimes they're worded a little funny because of that. Did the school district's general fund revenues equal or exceed expenditures? And then that in our case yes, but if not was a school district's number of days of cash on hand greater than or equal to 60 days? Well I've already mentioned that we're about 128 days of cash on hand, so yes. Indicator 10 was this debt service coverage ratio sufficient to meet required debt service? Yes. I will note that because we had a current refunding in the 15 and the 16 17 school year that that's one this is one that we need to watch indicator 10 we need to watch it it's not because we had a spike in our debt payment it's because of governmental accepted generally accepted accounting principles requires us to record it the type of refunding we had as an expense if you record it as expense and not another source, I mean another use. It actually does pop out where this could give us some problems next year. Not just Katy ISD, every school district that did a refunding would have an issue with this and so we think that the agency will probably make a make a rule change but we are looking at it again. There's not an increase in expenditures, it's an accounting print issue only.

Indicator 11 Ann. Okay indicator number 11 is was the school district administrative cost ratio equal to or less than the threshold ratio. This ratio takes administrative costs and divides them by specified instructional costs. It comes up with a ratio. For a district our size of a greater than 10,000 students, our ratio should be less than 8.5 percent. We were at 3.75 percent, which is down from 3.9 percent in the prior year, and we have one of the lowest ratios in the area. Indicator number 12 asked, did the district not have a 15 percent decline in the student to staff ratio over three years. We did have a three and a half percent decline from 8.23 student to staff ratio to 7.94 in that three-year time period which was well below the 15 percent threshold. Indicator 13 asked if the comparison of PEIMS data to like information in the audit resulted in an aggregate variance of less than three percent of expenditures per function. I personally love this one. Our expenditures were $621,491,946 and we were off $618 which is rounding within the pinks which the accountant in me loves to say 99.9999% accurate. We could have been off 18.6 million. Yeah. But we were off 618. Okay. Indicator number 14 asks was the annual financial REPORT FREE OF ANY MATERIAL NONCOMPLIANCE FOR GRANTS, CONTRACTS, AND LAWS RELATED TO OUR LOCAL, STATE, OR FEDERAL FUNDS, AND WE WERE FREE OF ANY MATERIAL NONCOMPLIANCE. AND THE LAST INDICATOR ASKED, DID THE SCHOOL DISTRICT NOT RECEIVE ANY ADJUSTED REPAYMENT SCHEDULE FOR MORE THAN ONE FISCAL YEAR FOR AN OVERALLOCATION OF FOUNDATION SCHOOL PROGRAM FUNDS AS A RESULT OF FINANCIAL HARDSHIP? YES, WE DID NOT REQUIRE A REPAYMENT SCHEDULE ADJUSTMENT. In other words, we were able to operate within the payment schedule that the state provided to us.

Thank you, Ann. That's the 15 indicators this year. So KDISD did pass all critical indicators. KDISD received 100 of 100 points. Our rating was 100% or superior. And that is the highest rating possible established under the guidelines and rules of the Texas Education Agency. see. So the good news is in short the financial audit that was done when we finished the school year August 31st 2016 was 100% or superior rating when it comes to the financial condition of your school district. With that you have a report in front of you and in the report I'm just going to walk through it real quick. The first, or page four through seven, has the presentation that Ms. Feitinger and myself just went over. Page nine is the actual ratings and the scores from Texas Education Agency right off their website. That's on page nine through eleven. And then the prior years, same ratings but the prior year so you can compare one year to the next are on pages 12 through 15. Again that was we received 100% as well that year one year ago and then you have the required disclosures that we're required to have so the reimbursements have the reimbursements that were made to both superintendents Fraley and hint and then the board members that were on the board during the fiscal 15-16 school year. Any outside compensation and fees received by the superintendent and there was none. And then page 22 discloses any gifts of $250 or more by an executive officer or board member and there were none on this again. And then page 24 asks for any business transactions between the school district and board members and again there were none on none during the 15-16 school year you've all have miss noac and myself put on your place a thing a form requesting your information so we can get that in advance so we can just go over it next year and so if you'll have that in front of you if you could complete that again and give it to miss noac that would be very beneficial. But that concludes my part of the school's first report and I would just be willing to answer any questions or provide any follow-up.

The month is set aside to honor the hard work and dedication of the principals across America. The key to student success is a great school, and the key to a great school is a great principal. Next students from Morton Ranch High School brought home the gold medal and the national star which stands for students taking action with recognition if this was an events competition at the family career and community leadership of America's also known as FCCLA 2017 National Leadership Convention which was held in Nashville Tennessee this past July these Morton Ranch FCCLA members advanced in the category of promote and publicize one of 31 national star events available to FCCLA students. As participants in this event, these young men used their family and consumer science related skills to develop a portfolio, interview with judges, and they also participated in a presentation which showcased all the community service activities performed by their members throughout the year. Good evening Madam President, Board Members, and Superintendent Hite. I'd like to thank you for allowing the rodeo committee to make our annual distribution to the FFA chapters tonight. As you know we hold a rodeo in conjunction with the FFA livestock show each year. The monies raised in in this event are distributed to the campus FFA chapters in various ways. Over the past 11 years, 12 years now, we've distributed monies to pay for animal vaccinations, student teacher development courses, FFA american degrees, different events that the chapters are teachers wanted to attend, and we contribute to the activity fund each year. This year, our distribution to the activity fund is $75,000 in conjunction with the 75th anniversary of the rodeo that we'll have in February of 18. These proceeds are used to help offset the cost of events, travel, and other costs that are incurred by the chapter while attending different events with students. I'd like to call forward the FFA advisors from each school who are with us this evening. From Cinco Ranch, John Ford, Dean Fox, Elizabeth Jensky, and Amanda Coxell.

The National Center for Spectator Sports, Safety and Security, also known as NCS4, industry leader under 40 award is presented to Ben Rollins general manager of the Merrill Center. Next, the Government Finance Officers Association has again awarded KDISD the Certificate of of Achievement for Excellence in Financial Reporting. The district also received the Association of School Business Officials Certificate of Excellence in Financial Reporting. Both of these awards represent KDISD's commitment to financial reporting and demonstrating full disclosure in the area of finance. Accepting these awards on behalf of KDISD is Chris Smith, our Chief Financial Officer.

The Board of Trustees of the Katy Independent School District being convened in regular session at its regular meeting place within the boundaries of the Katy Independent School District on the 23rd day of October 2017 with a quorum present. It is hereby resolved and directed that in accordance with the Senate bill 621 66 legislature for the Texas State of Texas which provides for a state property tax board and further provides for a local appraisal district board to be appointed by taxing authorities within that appraisal district according to the procedures outlined in Senate Bill 621 to assess and appraise all taxable property for all taxing units within said appraisal district whereas the Katy Independent School District has selected designated constituted and appointed Waller Fort Bend and Harris counties Texas as its appraisal districts Katy Independent school district hereby nominates the following named citizens duly qualified residents of said districts as a candidate for members of the board of directors for the following counties Waller County Appraisal District Roosevelt Alexander and Larry Jones Fort Bend County Appraisal District Al Abramovic Harris County Appraisal District George Scott do we have any comments or questions? Madam President I think it's important to note that we were notified by the Harris County Appraisal District that they had submitted their candidates for for the Harris County position on October 16th. It was actually a deadline. Although it's not a deadline that Waller County or Fort Bend County is adhering to, Harris County did, we're still pursuing Mr. Scott as our nominee and it is not likely that this will be resolved based upon conversations that we had, but I felt like it was important to note the conversation that we had. I think it's important to note also that with all that was occurring in the month of September with Harvey and a lot of the different things this could have been something that I overlooked but again we're we're doing what we can with the Harris County District so that we can submit Mr. Scott's name.
