I feel very honored and privileged to have been a part of her legacy. And from Ms. McKinney, when Christine walks in the room, she is a ray of sunshine, is well liked by her classmates. She is an enthusiastic learner who enjoys a challenge and always exceeds expectations. She is a very honest, dependable, and sets an example of excellence. Christina is a leader at Schaefer by being a student council representative, choir member involved in Read, Deed and Run, RDR, and was the mayor of the JA BizTown. you go for it you have the mic okay um like I said before um my favorite things to do are soccer singing basically sports in school yeah it's cool in sports yeah so do I read this now go for it so So I was told to write about what I like most about Schaefer. So Schaefer Elementary is a wonderful school, and I'm privileged to attend it. What I like most about it is how it promotes good character and personality in so many different ways. From the moment you walk into school, the front desk ladies and a few posters tell you a positive message for the day. As the day goes on, you are reminded by your teachers how important having good character is. Schaefer has come up with many ways to encourage students to do their best and have a good personality. The two highest honors a Schaefer Knight can receive are Noble Knight and Core Essentials. Some other awards a student can receive are a Schaefer Shoutout and a Temporary PE Coach. Schaefer even promotes good character through musicals and field trips. On our fifth grade field trip to BizTown, I learned that when running a business, it is important to be respectful, hardworking, and courteous to others. All of our plays and musicals that we perform teach us good audience behavior as well. As you can see, Schaefer is a wonderful school. It promotes good character and that is what I like most about it.

Good evening madam president board members and superintendent hint each year region 4 Recognizes the leadership service and dedication of two campus administrators from each district this year. Dr. Quabana Mensah principal of McRoberts Elementary received this recognition in the elementary principal category and Dr. David Paz, principal of Maid Creek Junior High received this recognition for the secondary principal category. These two administrators will be honored at the Region 4 Education Service Center principal recognition ceremony in April. Please join me in congratulating Dr. Mensah and Dr. Paz on this achievement.
one more round of applause next a school geography bees were held in elementary and junior high schools throughout Texas to determine school champions. School champions then took a qualifying test administered by the National Geographic Society and the top scoring students have now qualified to compete at the state level. We are pleased to announce that Ethan Zhang, excuse me, an eighth grader at Seven Lakes Junior High will compete at the state level competition of the National Geographic B. Four additional Katy ISD students also qualified for the Texas State B and and will be joining us at the May board meeting to be recognized. Tonight I'd like to begin by recognizing students who were featured in the Texas Art Education Association's Youth Art Month State Capitol Exhibit. This 100-piece exhibit showcases pre-K through 12th grade art from across the state of Texas during March, which is our National Youth Art Month. Our work is currently on exhibit at the Bob Bullock Texas State History Museum from March 7th to March 26th, and now moves to the South Gallery at the State Capitol from March 28th to April 4th. A culminating awards program and reception took place yesterday at the Bob Bullock Texas State History Museum in Austin Where two of our students were actually announced to receive the highest honor of having their piece included in this year's Governor's gallery the governor's gallery consists of the top 14 pieces in the state that will be showcased in the governor's business office for a one-year exhibit students with an art on exhibit at the Capitol will please come forward from Katie when I call your name slide number five is if Asha Rahim from Davidson Elementary entry.

next the Harris County Department of Education has awarded the scholastic gold key art award to over 50 KT ISD students which is our record-breaking year for us since its inception the scholastic awards have established a track record for identifying the early promise of our nation's most accomplished and prolific creative leaders the artwork these students have produced has been on display recently at numerous venues throughout the Houston area this year's group comprises the largest number of gold key art award recipients in the history of our participation and the scholastic competition and seven students received two awards the works of art were judged nationally in New York City by panels of renowned artists art professionals and arts educators educators. National recognition is based on three criteria, originality, technical skill, and emergence of a personal vision. Six gold and eight silver medals were recently awarded at the national level this year. The National Awards Ceremony will be held in June at Carnegie Hall where national medalists and their educators will be honored with a star-studded ceremony. We are proud that Dr. Jennifer Wohlin, coordinator of the State Assessment Program in the Research Assessment and Accountability Department, has been granted the Outstanding Service Award by the T-SNAP organization. Organization, Dr. Whelan provides outstanding service through sharing materials and best practices with the organization in assisting new district test coordinators as they navigate state assessment. And next, the Texas School Public Relations Association, also known as TSPRA, is a professional organization dedicated to improving public education in Texas by promoting effective public relations practices and improving communication between Texans and their public schools. There was actually There was actually one more. So U.S. Congressman Michael McCaul from Texas District 10 has also presented the department with a special congressional recognition in honor of being recognized as the 2016 Markham Gold winner in the category of E-News. As you may recall, the KDISD update earned a Gold Markham Award, recognizing the E-News as an electronic publication that's exceeding a high standard of excellence excellence and serves as a benchmark for the industry. Awesome. Okay, we'll keep that in mind. At this time, we'll have a report. Our commercial development update, we are very honored to have tonight Mr. Lance LaCour, the president of the Katy Area Economic Development Council. We're glad to have you.
Good evening. Thank you for having us this evening. Pleased to make our annual commercial update report. Let's see, is it coming up? We have a little PowerPoint for you. I have 35 slides, but I promise to go as quick as I can. We do have a new vision and mission at the EDC, and I just want to share those with you briefly. Our vision is when seeking a location in southeast Texas, the Katy area will be the location of choice for companies and families. And our mission is to lead the economic development efforts of the Katy area to recruit, retain, and expand new high-quality, high-impact companies jobs and talent to improve the quality of life in place for Katy area residents this is just a little information about who we are what we do a few things I wanted to mention to you Katy has received some accolades from one of one of the site selection magazines that's prevalent throughout the south and from southern business and development magazine we received best Best places to live in Metro Houston, the Cinco Ranch area. Best public school systems in Metro Houston, Katy ISD. Best places for headquarter opportunities, the Energy Corridor. Best places to start a business in a Houston suburb, Katy. Best places for distribution centers and manufacturing in the West Houston region, Katy. And then Fort Bend was ranked as the fastest growing county in Metro Houston at 17%. Population and demographics, our most recent estimates are for the Katy area are at 332,000 with about almost 106,000 households. Over the next five years, Katy is projected to grow to about 372,000 and 121,000 households. This is a little chart that shows you the comparison of the Katy area. to some other areas like Corpus Christi, Texas, Pittsburgh, Pennsylvania, and Cincinnati, Ohio. It's probably not exactly a fair comparison because those areas are actually cities, but it's meant to try to show how large the Katy area is growing. This is some more information about demographics in the Katy area. Our total population of 16 plus in age, about 244,000. Civilian employed, nearly 167,000. Unemployed, about 7,600. Average household income, 123,150. Median household income, 90,679. And per capita income at about 40,000. Our projections are expected to grow to 2020 by these numbers that you see here. Average household income is expected to grow to $143,000, and median household income will eclipse $100,000, go to about $105,000, and then per capita income $47,000. Our unemployment rate has stayed basically below 5%. In 2010, our unemployment rate jumped up to about 6.9%, but our unemployment will continue to be below 5%. This is an indicator that we track closely because some of the types of companies that we want to attract to Katy fall into this category that's engineering, accounting, and research, employment growth. Last year we had about almost 17,000 people employed in that. We've had a slight decrease in that sector down to 16,682. And then this is some information about industry employment estimates. As you can see, we've had some significant growth. There's been some negative growth, of course, in mining, which is the energy sector. but overall adding about 19,000 in employment over the last from 2015 to 2016 a great deal that increases come from the healthcare industry from retail and from entertainment type operations Just some more information about different companies that are committed to locate in the area. The FedEx Ground Project. We also had Peppel Plus Fuchs, which is bringing 100 jobs to the area that's a German company. I'll show you a little bit more about that later. And of course, the University of Houston Victoria is located here as well. well. University of Houston Victoria has leased 40,000 square feet at Grand Way West bringing about 100 jobs to the area and also 1,300 students. This particular location, this will be a temporary location when they will move to the new University of Houston campus where where they have purchased 46 acres. There'll be about 200 new jobs created there, initially an 80,000 square foot building. They also have an option on an additional 14 acres. And there'll be a focus on energy and engineering, perhaps subsea engineering at this campus. Initially they'll have about 2,000 students. Eventually the goal is to have about 8,000 students at this campus. Some other projects that are going on as well, Members Choice Credit Union is constructing an 80,000 square foot building, four-story building in the Energy Corridor near Barker Cypress. This is not new jobs, but consolidation of jobs, retention. Kelsey Seabold opened a new facility near West Park Tollway. It's brought about 106 jobs to the area. And this is some information about medical projects and jobs. and I mentioned purple plus fuchs this is a hundred eight thousand square foot building 100 jobs 28 million in capital investment this is a regional headquarters and engineering center and we also have another German based firm valet which is our locating in the city of Katy West End Business Park six acres is a manufacturing supplier of mobile electrification solutions 33 jobs they're also looking about looking to expand as well five to ten million dollar project I mentioned the FedEx ground project unfortunately this project is not in Katie ISD it's very close to Katie ISD we we worked on this project and it didn't land exactly where we wanted it to but it's going to have a major economic impact on the region eventually this this project will create 2,500 jobs. They bought 500 acres of land, so they've got plenty of room to expand.
Mr. LaCour, what's the location of that?
That is West Road and Grand Parkway on the northwest corner. Also, we recently announced we had a groundbreaking for T-Mic, which is a joint venture between Toshiba and Mitsubishi. They're constructing a 45,000 square foot project in Energy Park West which they'll assemble, test, and package utility-scale photovoltaic inverters for the solar power market. 100 jobs initially and about 6 million in capital investment. And another project is Cianic, which is in the same business park, 60,000 square feet, 40 plus jobs. This project has the largest tank outside of NASA for testing subsea equipment. I was out there the other day and it is very deep. Another economic windfall for the area is the Shell downtown relocation to the Katy area and also to the Shell West Hollow Technology Center. This project is bringing 3,500 jobs from downtown Houston out to Katy. Now some of the employees do live in Katy that work downtown, so it won't be a total net gain but but it is going to be significant for the area this this job relocation will possibly make shell the second largest employer next to Katy ISD in the Katy area and also we've got several new hotels that are being built and of course the boardwalk project which city of Katy this is the city of Katie project 90 acre Lake and Park two mile boardwalk conference center hotel 400 million dollar potential investment I think this week they announced that they're breaking ground on the projects very exciting this is a artist rendering of what it may look like and of course we've had some new retail and amenities come to the Katie area we've got a new embassy Suites Hotel that's located in Katie ISD Dick's Sporting Goods whiskey K kitchen and bar Bucky's of course and Alamo Drafthouse cinema coming to Los Anteros some information on real estate inventory our class a office which includes most of the energy quarter the vacancy rate is pretty pretty high at this point that's our softest market at 18.5 percent vacancy class B office 15 percent and in our industrial industrial vacancies about nine point seven percent retail is doing very well at under four percent and then new home sales this gives you an idea of some of the home sales with some of the major master plan communities and also Also to note, there were a total in 2016 of new and resale closings of over 5,600. And this is some more information about some of the projects that we tracked last year. Our metrics for 2017, we're looking at job creation in some of the sectors that we track and we're involved with of about 2,000 jobs, capital investment of $300 million, and 1.5 million square feet in space. And that's all I have. I'd be glad to answer any questions.
Madam President, Mr. La Cour, that 18.5 for the Class A office space, what do you contribute such a high of vacancy rate?
It's the energy slump. The energy slump has had a significant impact on the office arena. There there been some major consolidations that have happened So you've had a lot of companies that are unloading space and putting it on the sublease market because They you know they don't they we have lost jobs in that in that area and they don't need the space So there's quite a bit of sublease space You can get get an extraordinary deal in class a and classic class B office in the energy corridor at this this time

Just following up on that, what do the 2017 values on Class A space look like in terms of growth or attrition? In terms of new developments? No, in terms of just overall Class A values. There's about 400,000 square feet of retail space planned for that area. There's still going to be, and there's another project that's not part of that location that's further east where they are planning more of a, I wouldn't call it a regional mall, but it would be more like a town center type development. So there'll be plenty of retail over there, I think, to support that.

I kind of want to go back to the slide on the industry employment estimates, if we could, real quick. It was curious to me, you're showing about a change of about a little over 19,000 year-over-year in jobs in these sectors, and that seems that's a pretty high percentage increase for one year. So I just kind of want you to give a little more color, if you could, on what you attribute that to.
I do believe that the you can attribute much of that to the health care growth that we've had we were so we were surprised that these numbers as well these numbers come from Dun & Bradstreet which it's based on all the contacts that they make with the companies that are in their system and generally it's been pretty accurate but we were surprised at at the numbers so just sorry the but there there have been there have been some significant increases in the healthcare industry You know as you can see there's a decrease in mining and there's been some increase in construction and

Yeah, and retail and services looks like had a pretty big jump as well I when I look at that and look at this chart I would kind of it what it says to me is obviously with the higher percentage than our overall growth rate of jobs in Katy Would do are we seeing people that were previously commuting that are now working? you know in Katy as well and I would hope that would be the case that the
agenda I think that's the case I think you've had with with some of the job loss that's been in the energy sector there's there's some people that may have been commuting into Houston that are now staying here because some of the jobs that they they had you know they're they're looking at at employment opportunities here to stay closer to home
