with you after the pledge we'll talk a little bit about your special interests

okay for our final recognition of the evening I would like to introduce tell two young writers
from Cinco Ranch High School both of these students have been recognized nationally by
the student newspaper online which is abbreviated by SNO for their distinguished writing articles
Best of S&O showcases student excellence in journalism from over 2,400 members with publication
websites.
Each year, only 150 best of the S&O awards are issued for stories that stand out from
the crowd.

And Board President, before we move on, I would like to recognize one more individual
here if I would have put his name on a list he would not have shown up tonight
but many of us know that mr. Tom Gunnell our chief operations officer has handed
in his resignation he's retiring and he is going to enjoy some quiet downtime
and I would just like to recognize mr. Gunnell for the time the effort and all
he's done for the school

We have a report.
Mr. Michalski will give us an update on the Community Bond Advisory Committee selection
process.
Thank you, Madam President.
So as you will recall, Board, last month we approved a charter for the 2017 Community
Bond Advisory Committee.
And in accordance with the guidelines that were put forth in that charter, I'm just here
to give you a brief update to the board and the community on on kind of that selection process
and the makeup of the committee so membership applications were open from was open from
february 1st through february 15th we had 354 people that applied to participate
selection committee met on february 17th and february 20th that committee is the committee
is comprised of community members business leaders parents teachers and
staff students and board member appointees there were 168 people that
were selected to serve 14 of those were members were board appointed 27 members
represent employees of the district who are also residents a combination of
teachers principals and support staff who applied or were appointed and seven
members are students. As far as membership experience goes, 29 members of
this committee have served on a previous bond committee and 139 of the 168
indicated they have never served on a bond committee. And as with previous bond
committees, we have selected more members than needed in order to account for
membership attrition. For instance, some invited members may not be able to
commit to the 13-meeting schedule while others may drop out during the process.
The goal is to maintain a committee membership of at least 150 members throughout the four-month process.
And finally, invited members are asked to RSVP as to their availability to participate by March 10th,
and I do believe notifications have gone out to all of the selected members.

Y'all went through that consent so fast, I've got to catch up here real quick.
But item eight, and this is discussing considered board approval of the second stadium name
as recommended by the second stadium naming advisory committee.
I see several of our advisory committee out in the audience, and again, I just want to
say thank you for your time and your efforts with this.
I do want to review some of the information that led us to the recommendation tonight.
night for board direction under CW local and CW local is the policy that leads us
through the naming of facilities I was directed by the Board of Trustees to
form a facility naming committee to review nominations and recommend a name
for the student activity facility second stadium at the academy sports and
outdoors complex the committee was primarily comprised of booster club
presidents and a couple of vice presidents because the presidents
couldn't be there they represented each high school in the area in the areas of
fine arts and athletics every high school was represented by a committee
member the committee was tasked with reviewing submitted names supporting
documentation and to determine whether the names meet the requirements of the
policy all school and facility nomination processes begin with a
solicitation of names the nomination process for the second stadium name was
open for 10 days February 8th through the 17th. For a policy nominations were
submitted via form but a form was by no means required thus the committee
reviewed names that were received via nomination form, emailed personal letter
and we actually had binders that were hand delivered to the administration
office. Policy CW local guides the naming of schools and facilities. The full
policy is available on the Board of Trustees web page. I want to stress as
stated in the first sentence in policy CW local the Board of Trustees shall
have complete authority and responsibility for the permanent naming
of a district facility. Also in CW local policy it also states that a facility
may be named for a person in honor of a historic event or place a subdivision or
geographic area or for a major donor if one of these designations is chosen it
then sets forth specific criteria that shall be considered within that category
also outlined and CW local policy the board shall consider naming a facility
or a portion of a facility in honor of an event or place subdivision or
geographic area subject to the following number one if more than one community
will be served by a particular facility, the facility shall receive a neutral name.
Number two, a facility name for a historic event shall have major significance to the district,
the city of Katy, the city of Houston, or the state of Texas.
Policy CW Local also states that a portion of a facility, which includes a building,
gymnasium, athletic field, or other portion of a school or sport complex,
may be named for a person as reported to the board on February 21st and confirmed
after the February 23rd community forum the recommendation by the committee as
authorized by the Board of Trustees is to name the second stadium legacy
stadium furthermore as the second stadium naming advisory committee
further recommended in their meeting after the February 23rd 2017 public forum
It is further recommended that the Board of Trustees approves the naming of the field at the second stadium Mike Johnston
Field at this time. I'm going to turn it over to the board for discussion

67 facilities in the district are named either a person or after a place.
I was on the committee and we had the discussion about Legacy Stadium and I was a firm, firm
believer in Mike Johnson.
The recommendation the superintendent put forward I think does both things.
It honors what the committee wanted and it honors what a vast majority of our community
members wanted it's a win-win I think for the community I was I was so proud
that we had a committee that came together that didn't rubber stamp what a
board member wanted that was me and I was on it and I spoke very passionately
about my Johnson I'll tell you a story about that in a second we had tons of
community members email and we had oh my gosh phone calls chains we had surveys
we had so much work that went into this and I was so proud that the community
was able to get the word out to come together and to work to come up with the solution that I think
is great for the district. If I could just talk about one story about Mike Johnson, Coach Johnson.
He loves his kids, and for those of you that don't, Mike Johnson, he is continually in the
press box. I think he watches every single football game. The first thing he does when you
see him, you walk up and say, hey coach, is he grabs your shoulder and he checks your triceps.
I think Dr. Hint, he checked his stomach too because he said, man, you've got a little bit bigger since the last time.
But he said I still had the triceps.
Yes.
But honestly, I graduated from high school.
I got to play for Coach Johnston.
I went to the Air Force Academy, and I came back one summer during spring break.
And Coach Johnston calls me up and says, hey, I need you to come up to the field house for a minute.
And I was scared.
I mean, I've been at the academy for a couple months, and when Coach calls you, you drop everything you're doing and you go up there.
So coach calls me in and he sets me down. He goes, Charles, I want you to talk to my players.
I want you to tell them what you're doing out there and why this program means so much to you.
And I tell you what, I was scared to death. He said, I want you to talk about leadership.
Now, I want to put this in perspective. I just got out of high school. I'm going to the academy.
I don't know anything about leadership other than the fact how to spell it. And coach is telling me
I've got to stand in front of I don't know there was a hundred kids out there
They're all sitting on their knee and they're looking at me. I was
Absolutely scared to death so I talked to coach Joseph and coach goes Charles
Just stand out there and talk these kids want to see what it's like to go through this program that we're developing and
How you turn out so I got up there and I talked for like 15 minutes
I couldn't tell you what I said
All I know is every single one of those kids was looking at me and it made me realize that
that when you graduate from a program
and people have faith in you,
and you come back and you give it back.
But at that time, I realized that not only
is Coach Johnston expecting me to do well,
all these kids are now expecting me to do well.
And it really wasn't about leadership,
it's about the expectation that you're gonna do
the right thing and represent your community at all times.

I echo what my colleague Mr. Griffin just said about Coach Mike Johnston and certainly if there is anyone within this district that just for what they've meant to young people and what they have meant throughout their career epitomizes a name that could be on a building or something for this district.
And when we do honor people we've done our great educators and Mike Johnston is a giant
Among great educators and what he's meant to young people that have come through Katie high school during his tenure there. So
Certainly and I know that there's a part of this community that is also quite passionate about coach Mike Johnston and and the legacy that
That he has provided for this community and and I can certainly could certainly
Understand that and support that and if that were the recommendation to be on the building itself
I could easily support Mike Johnston for that as well, but as as Charles had said I do believe this is this is a way to
Provide a win-win for our district as well and
for me, I'll know it as Mike Johnston field and
At legacy Stadium and that's great. But uh
but it's a great day for our community to honor a man that has meant so much to this district and to
name a facility that where legacies will be made so this is Doyle well first what
I'd like to say is I'd like to thank everyone who participated in the process
of this naming first all the way back to when we sent out the first survey about
the naming of the stadium we we asked tasks taxpayers to pay for surveys and
we do listen to your surveys and so everybody that participated in the very
first survey way back when I guess I think it was in June or July that we had
a survey go out about the naming the law of six and then and then we turned
around and we did do another nomination process and then we put a committee of
people together and y'all participated in that and then most recently we had
the forum and so it's been quite the process and so everybody that
participated in that I want to say thank you for that and we did receive quite a
few emails and and they weren't all for Mike Johnston so if you sent an email
and it was for somebody else thank you for participating we do listen we do
hear that and we appreciate that and so with this naming of Legacy Stadium Mike
Johnston field I agree with my colleagues that it is it is a win-win
and I do think it's important for us to continue to recognize that all of our
buildings represent an educator somebody a person that has made a difference in
students lives and that is clearly what mike johnson has done and i am proud that this building
is also going to speak to the individual lives that have been changed by his presence and his
leadership and so i won't go on about that because it would be redundant to what mr mahosky and
mr griffin have said but i want to thank everybody that participated in getting us to this point of
legacy stadium mike johnston field and president mr debrel um ditto to what everyone said about
coach johnson i so enjoy times i've passed by him at a football game and ask him some questions on
football when he could go on for quite some time he's definitely a passionate man and he's done
great things i love the name legacy stadium because of the opportunity it gives us to
recognize other legacies in that stadium.
I know we've talked a lot about football tonight, but
I believe we just saw a future legacy person
honored tonight in Dorby Boyd, whose young ladies
will be performing in that stadium. I believe she's a future legacy.
Debbie Decker, if I'm not mistaken, is the first
female athletic director in a district this size in the state of Texas.

he's a legacy that has just chosen not to retire yet.
So, obviously.
And the list goes on. So many people
across this district that dedicate their time and efforts
to young people, not just in athletics, but in fine arts, in dance,
and in other venues. I think that this is an opportunity
to honor all of them. Mrs. Van. To reiterate what Mrs. Doyle said again thank you to the almost
4,000 participants in the survey that we did this summer. If you look at some of the results most of
the survey participants were from the southeast and southwest parts of our district and I truly
believe that the committee that was pulled together on the naming of the stadium represented
represented a hundred percent of Katy ISD all areas of the district and I would like to thank you for your time
The two meetings and listening to the open forum last week
And in helping with the naming process of this this awesome student facility complex
I'd also like to thank everyone who passionately gave their opinions towards the name of the the facility. I
I, Mike Johnson is a very well loved man and it's very clear.
I had the privilege of performing on the field when he was the coach for the Katy Tiger football
team and I had friends who played against him and friends who played for him.
His legacy is clear and having his name on that field will be one going forward that
we will all be very proud to share.
I thank dr. Hint for his recommendation of naming the building naming the facility at legacy
Stadium and the field Mike Johnston field. I think that
This is not anything that's for anyone or against anyone this is for Katy ISD and
it truly speaks to what makes this district great our legacy and
And this is a decision that I've said from the beginning.
I will know when it's right, and I will choose what is right.
I will vote with what is right in my heart, and I do truly believe that this decision is right.
And I thank you for this recommendation, and it's one I truly can support.
And I'm ready to, as a board, go on and help make a decision on the next big thing for this school district.

My remarks are going to address Mike Johnston, but first I want to thank all the members of the board who worked with that committee, the committee itself, and Dr. Hint.
It is genuinely a win-win situation for the school district and the community.
When my family got to Katy in 1983, because I got an early start, I'd been a sports writer for about 15 years.
I started as a sophomore in high school, got my first check.
And when I got to town, I met Mike Johnston, and it was not the good years.
It was the bad years.
It was the foundation years.
And just kind of cutting to the chase, I saw Mike Johnston.
I was in the locker rooms when he was losing games.
I was in the locker room when he lost his first state championship.
I was in the locker room when he won his first state championship.
and the common denominator is he talked about the kind of thing that Charles and
every other member of the board have talked about building men and women
young men and young women because his influence went way beyond just the
football field it didn't it didn't stop there but my favorite story about Mike
Johnston, the thing that just is total insight into his character of being a
solid, stable force, a solid educator, was that horrible day, I still remember it,
when they pulled the kids off the bus on the way to the state championship game.
In pure, in one of the worst, toughest moments that a coach and team can have,
and I had a nephew on that team and I saw a side of coach Johnson through the
eyes of my nephew that you probably either had to be a parent or someone
else involved in that situation steady solid absolutely rock-solid for those
kids absolutely rock-solid for those kids an honest mistake was made the UIO
didn't do what was right but Mike Johnston helped those kids through that
and I can tell you there's a lot of kids on that team including my nephew who is
who's gone on to a great professional life that look back on Mike Johnson and
will always look back on Mike Johnson as a powerful force in their life I look
back to Johnny Matthews you know my that's I'm I'm old West Columbia I'm not
old Katie I'm old West Columbia there there will be people who live and their
children and Mike Johnson will always be a major part of Katie ISD forever and
that's what the board is doing tonight that's what I praise the community
committee for that's what I praise the rest of the board for and that's what I
praise dr. hint for his leadership in helping bring us all to this point it's
It's a big deal and I'm proud of Mike Johnston tonight.

I just want to add to them in complete agreement, thank you to the committee.
That was a big binder of material to go through.
There were many, many nominations and this is absolutely a fantastic recommendation.
Thank you for your hard work.
and everyone's right. The Katy High School program is incredible. It's who
we all strive to be. Katy High School is our flagship. They have created the
legacy and now there will be a legacy stadium for all of us to aspire to be
be great. And Mike Johnston is a man of high integrity. He's a godly man. He is a leader.
And football is something he's really great at, but he doesn't care nearly as much about that as
he does about boys, about students. But developing those boys, teaching them how to be a leader,
teaching them about what's important. When he left, he retired from Katy. He went to teach in
in another school, and I had parents, friends of mine,
telling me the kinds of conversations
he had with their students was about the kind of men
they would become, not about X's and O's on a football field.
He is a fantastic man.
And every time I see him, he is kind and gracious,
and he gives great hugs.
And he's like, hey, gal.
I can just hear him.
and I have the privilege of being able to attend a lot of football games in the
fall and I'm an empty nester now I have more time so I go to all and I have
followed Katie high school football across the state and been so proud to
wear red and to be so proud of that program and yet it inspires other
programs coach Clayton was my son's coach he learned from Mike Johnston and
And he too grows boys into men.
And for everyone else around, they look at him as the example.
And what a proud moment this is to get
to name this field after him and the stadium legacy
as we inspire more legacies to come.

Yeah, I was thinking that is a hard act to follow miss Fox. So bear with me. No, I'm very excited about this
I'm actually very excited about this as I mentioned last week. We did receive a proposals on February the 8th
through an extensive interview process with a committee that I put together along with
and then with Dr. Hint. We have a finalist. As I mentioned, we spent this last week looking
at an agreement with between KDISD. I believe you have a draft of that agreement with KDISD
and with First Southwest, our recommendation. We've been going over that and it is our recommendation
or maintains our recommendation that we approve.
first up list as our financial advisor.
And if you don't mind, I want to go ahead and mention the two individuals that I consider the A-team.

We do need, we are spending bond proceeds on our projects right now. We do need to have a bond sale
and we will be gearing up for a bond sale with this new team in place sometime in the next several
weeks. We'll be starting, I believe we have a date on the calendar already to be working all day
towards kicking off that process. This resolution will give us the ability to reimburse a general
fund should we need to spend general fund dollars prior to bond proceeds
being received and then also it is related to elementary 41 that we will be
beginning at some point in the near future as well thank you at this time
I'll ask the board secretary mrs. Doyle to read the resolution and then we'll
take the resolution declaring intention to reimburse project expenditures state
of Texas counties of Fort Bend Harris and Waller 80 independent school
School District. Whereas the Katy Independent School District, the district is an independent
school district of the State of Texas authorized to finance its activities by issuing obligations
pursuant to the Chapter 45 Texas Education Code which may include obligations that qualify
for an income tax credit or obligations the interest on which is excludable from gross
income for federal income tax purposes, tax-advantaged obligations pursuant to Section 103 of the
the Internal Revenue of 1986 as amended the code are both and whereas the
district has made within the last 60 days and will continue to make payments
with respect to the construction acquisition renovation expansion and
improvement of school buildings as described on exhibit a attached here to
the finance facilities and improvements and whereas the district reasonably
expects to issue tax advantaged obligations to reimburse itself the cost
associated with the finance facilities and improvements listed on Exhibit A
attached here to and whereas the district desires to reimburse itself for
the cost associated with the finance facilities and improvements listed on
Exhibit A attached here to from the proceeds of tax advantaged obligations
to be issued subsequent to the date hereof and now therefore be it resolved
that section 1 the district hereby declares its intent to reimburse itself
for all costs that will be paid subsequent to the date hereof in

Mr. Griffin. I'd like to thank the committee volunteers who worked on the
Legislative Committee. This is not about you. It's about
board members and their behavior we have a board member who vote policy we have a
board president and new evaluations and failed to take actions to correct it why
is this bad the school board should set the example for the rest of the district
to follow we have policies we have procedures we even have federal law that
we have to follow the funny thing is is board members can't get punished for
anything the only people that can punish board members are you the committee the
So if a board member can't follow rules or the law,
how can we expect administration or students to do the same thing?
Results aren't the thing that matter.
It's how you get there and then your results.
Had we followed the consent agenda and the recommendation originally,
originally, we almost had the potential to violate federal law. One of the links in the
recommendation would have actually, or had the potential, of sending everybody in this community
to a board-recommended site that was uncontrolled. The work needed to be done at the committee level
for a recommendation to the school board, unfortunately, can't be done by board members.
I think as a board, we need to think about never having a committee run by board members again.
Committees need to be run by the superintendent.
They need to be chaired by the superintendent.
It will keep us as board members in compliance with the law.
The administration, on all examples that I've seen so far, when we start to do something, we might have a good idea,
but they're the ones that actually follow through and make sure that you're in compliance with all the laws.
even if it's a good idea there's steps that have to be done to make sure every
single thing is covered the sad thing is is we want to discuss this for two
agenda items so one of the things I learned is we can't have a board
president sponsor an agenda item because if we want to talk about it in public
and the president decides that she doesn't want to have transparency she
she can remove it.
So board members, I suggest if you want something on the agenda,
find three people other than the president to talk about it.
That leads us to what happened last week is we pulled it from the agenda
so we couldn't discuss it.
I have no idea why.
The sad thing is if you want to have policies passed 7-0, 7-0,
like we often do, we pull things from the agenda and we don't have consent.
And the sad thing is how do you know that we don't have consent
because we're not allowed to talk to board members.
This is the place where we have discussions, and we do it in front of you.
Sometimes it's scary, sometimes it's bad,
but we have to have agreements and disagreements here
because we're all seven individuals, and we should have seven different opinions.
The only way to protect the district, the only way to protect the school board,
is to dissolve this committee and start it up again as it should have been done the first time.
Madam President. Mrs. Doyle. I too would like to thank the members of the
Legislative Committee because they did a wonderful job in putting together the
priorities and and I want to express that the dissolving this committee is
not to go against the work that was done. Mr. Scott was on that committee as well
as Mr. Dubrow and so the work that was done and the priorities that were
brought forward that we approved I think in our December meeting are to be
be thanked and to be commended and the priorities were excellent priorities
that were brought forward so I don't want to take that lightly and I want to
make sure that they're recognized and they understand that we agree with that
and we we appreciate the work that was done but I too agree with mr. Griffin in
that moving forward I think that committees need to be put together under
the direction of dr. Kent and the administration as we did with this
naming of the second stadium. We asked Dr. Hint to put together a committee. It was led
by administration and then board members were part of that committee and I think that that's
the best way for us to be governed and for administration to be involved. But I don't
want to go without saying that the committee members did a wonderful job. The priorities
are excellent and that is not why we're dissolving this committee. We're dissolving it because
because it needs to be reorganized with administration in charge.

They brought us great resolutions, great priorities that we already adopted,
and they're on our website, and I appreciate very much their work.
this this action to dissolve the committee and the Charter because
they're finished with their work it makes complete sense and dr. hint I'm
thinking that we have other charters that probably would be a good thing that
once they are finished with their charge we should dissolve you know just take
that action to dissolve others we have another board committee that was to name
the stadium complex that worked very well so just on the action of a board
committee I believe that you know the you know we have had effective ones I
don't disagree with having administrative lead committees I think
that's a wiser idea and I also agree with that the I would like to just for
for clarification.
Say that the agenda item was pulled last week,
had nothing to do with having conversations.
It was about a letter that came to us from our PTAs.
We love them.
We support them.
They're the foundation of what we do.
They had concerns.
It was pulled from the agenda by the three people
who put it on there.
The board president didn't act alone on that.
And to speak things that are not true
into this into this meeting it's a bit a bit concerning I just challenge everyone
to get the facts and check the truth and that's because someone speaks it doesn't
make it true madam president mrs. Doyle with all due respect the PTA president
letter was not the first person that had concerns there were board members that
had concerns with that as well and for some reason we were not listened to
I'm president. Mrs. Vann. Mrs. Dole came to the mic before I did, but I was about to say the exact same thing. And to echo what Mr. Griffin said, this is the place that we have to talk. This is the place we have to have discussions. This is the place that we don't always need to agree. We need to ask questions. We need to be heard. We need not to have mics turned off.
we need to be able to have a voice a lot of times we're called rubber-stamped or
7-0 or some of us say we don't say enough or get a chance to say enough and
having an item pulled mrs. Doyle asked last week why it was pulled for all of
us and an answer was out of respect for this corporate body more answers should
have been given for us to ask questions we should have been that was an opportunity that was taken
and mr griffin is exactly right there's times by law we cannot talk to each other about certain
things this is the time and place to do it and respect for this body corporate we have to be able
be given that time going forward.

I want to reiterate what other board members have said to the committee.
This is not in any way, shape, or form a criticism of that particular committee, period.
It was also never about the jealousy of turf of a board member or a group of board members.
This had absolutely nothing to do with some board members, me, feeling slighted.
This had to do with protecting the organizational integrity of this board.
It had to do with protecting the organizational integrity of our administration.
Let me say this.
There have been some who have said that this has been a comedy show here at the board for the last couple of weeks, a couple of meetings.
I disagree with that so wholeheartedly.
I'm a journalist by training. I'm a public policy guy by training.
And what Ashley and Courtney, Ms. Vance, Ms. Vann, and Charles have said, Mr. Griffin has said, is 100% correct.
You should take great confidence that this board has not violated the Open Meetings Act.
Because if we had violated the Open Meetings Act, you wouldn't be hearing this.
You should also take great confidence that by not violating the Open Meetings Act and having this discussion in public, think of it this way, folks.
Think of KDISD as a billion-dollar corporation.
Think of it in terms of a billion-dollar corporation.
Round the numbers up or down, however you want to round them.
This is not a clubhouse.
This is not a fraternity.
This is a billion-dollar corporation.
And when we have a process that is without the corporate entity's knowledge of four or five other school districts working to develop an agenda, a legislative agenda, that is something that is essentially a corporate role.
whole. This is about, to me, this is about protecting the organizational integrity of
the Board. And you know why we do that? Every administrator, our key administrators sitting
along the thing and back here, every one of them dot their I's and cross their T's. They
have to live every day of their professional life living up to some state regulations,
some state code, some federal regulation, some federal law. And if they don't dot their
their eyes and cross their T's, Dr. Hint, or their supervisors. This board has to hold itself
accountable or we don't have a moral or ethical standing to hold the administration accountable.
I want everyone who listens tonight in ear, I am very proud of Charles Griffin. He didn't say
one thing wrong tonight. I am very proud of Ashley. I'm very proud of Courtney.
It's tough to not be nice sometimes.
It's tough to not be agreeable sometimes.
But this is what board members of billion-dollar corporations do.
