At KDISD, we have a very active group of parents who work tirelessly to support our schools. The Katy Council of PTAs are here this evening to present a special recognition to our board members. At this time, I would like to introduce to you the president of the Katy Council of PTAs, Ms. Jenny Griffith.
Hi.
My name is Jenny Griffith, and I'm serving as your Katy ISD Council of PTAs president. some years ago we started this tradition of gifting a book in a school board members name for appreciation really it started because as we began to grow our much beloved school board members were being inundated with a lot of stuff over the course of January we just thought that donating a book was more in line with honoring what we wanted to communicate to our students and our parents so I love this tradition I love what it stands for but because we never cease to grow we might have gotten too big for this too many of our PTAs couldn't be here tonight and it's simply because 45 people from different schools are never going to be able to show up at one time and I just want to say that they're disappointed not to be here and it's not for lack of appreciation so So whatever this looks like moving forward, I just want you to know that PTA is one of your biggest supporters and we are immensely grateful for all that you do. And the more we grow, the bigger that love is. So I'm going to start and I'm going to read all of our presenters tonight. And again, if a school isn't listed, it's not for lack of love. Only 2,235 students out of nearly 2.1 million U.S. high school graduates of 2006 who took the ACT earned a composite score of 36 and Katy ISD has seven students this year who scored 36. The ACT consists of tests in English, mathematics, reading, science, each scored on a scale from 1 to 36. A student's composite score is the average of four test scores while the foot will the following students rather with perfect scores please come forward as I call your name from Cinco Ranch High School Russell Koo and Samuel Chenoy from Taylor High School Richard Liu from Seven Lakes High School we have Dora Cecilia Gourfonco Luis Alfonso Pablo on Madrid Cleo son and Justin Jane congratulations to all of these students for this rare and outstanding achievement

And this concludes our recognitions for this evening.
At this time, we'll have our public hearing on a presentation on the 2015-16 annual report to include the Texas Academic Performance Report, commonly known as the TAPR. Good evening, Dr. Matney.
Good evening. Good evening, President Fox, members of the Board, and Superintendent Hint. I am here this evening to bring you the 2014-15 Annual Report Public Hearing Format. This report is as required by Texas Education Code 39.306, and Texas Education Code outlines what's required to be in the Public Hearing Annual Report. our district accreditation status, which we are accredited, portions of the Texas academic performance report, the taper report, and our special education status with that data is that we meet the requirement the TEA puts out, campus performance objectives, report on violent or criminal incidents on campus, and student performance in post-secondary institutions. So we'll be covering all of that this evening. So our first section is district performance. The performance performance thresholds that we were held to in 2015-16 include three thresholds. Phase in satisfactory, that's the minimum met standard requirement. We are in flux a little bit. The note there outlines that the commissioner has proposed rules out right now to rename some of these. But for this report, we were held to these three standards. The advanced standard is the highest standard that a student can achieve on a STAR assessment. And then the post-secondary readiness they meet the students that meet the final recommended standard on two or more star exams again some of this terminology is in flux right now but for the purposes of this presentation this evening we'll continue to refer to these three standards so to begin with our 2015 16 star phase in satisfactory standard so this is the lowest threshold students need to meet we look at state region and Katy results on this for grades 3 through rate in EOC and as you can see Katie's tannish bar on the right-hand side stands proudly higher than our state and our region averages in all of the subjects covered for the post-secondary readiness standard again we see some of the highest levels of not gap but we see some of the highest differences between our state averages here and the KDISD averages in this post-secondary readiness and this is the one that the state says if students are scoring at this level they are certainly ready for college coursework and then the star advanced standard again you can see that Katie is is much higher than our state and our regional averages for progress level each student is given a met or exceeds progress rating on on tests that where it's applicable and you can see that we're again higher than the state and the region in these areas with 68% 67% and 69% of our kids meeting or exceeding progress. Again, that means they're making those significant gains and ready for the next grade level. For attendance and post-secondary readiness section, we look at our attendance rate. We are higher than the state and region at 97%. The 2014-15 annual dropout rate, some of this data lags a year behind because it's not collected until after the taper report is calculated for that year so we're looking at one year behind data for dropout rates and it's calculated for grades 7 and 8 and 9 and 12 and here we like our numbers to be lower so it's always good to know where you want higher numbers where you want lower numbers so we are lower than the state and region for in both of these areas our class of 2015 four-year longitudinal graduation rate it's broken down by graduated students receiving receiving their GED, continued high school, dropped out, graduates and GED combined, and then graduates GED and continued. So the state reports out on each of these areas. And again, our graduation rate is higher than the state and the region for our class of 2015. Our college-ready graduates are defined by the state as percent of graduates that meet or exceed the college-ready criteria on SAT or ACT. I think our group of young people in front of us a few moments ago are great examples of that and again we are significantly higher than the state and the region with our percent of college ready graduates is defined in this way for 2014-15 advanced course or dual enrollment completion so students who are enrolled in advanced coursework is defined by the state or in dual credit dual enrollment courses we are again higher in in those areas so our students are taking rigorous courses and then our 2015 AP of course we don't have IB but but this is how the state names it. So our AP results, our participation is above the state and region. And our greater than or equal to the criterion that the state sets out is, again, you can see significantly above the state and the region. So we have more students taking AP courses and tests. And then our success rate is pretty impressive with how high they're scoring, a three or higher on those tests. Our class of 2015 SAT and ACT results, again, Again, we have more students who are participating in ACT or SAT, and the students who are scoring at or above the criterion the state sets out, again, is significantly higher than our state and regional peers. For our Class of 2015 average SAT scores, again, the trends are the same with higher average results. ACT, again, and again, those students that we just congratulated and were a little bit bit in awe of or shining examples and help those tan bars go up a little bit. Our class of 2014 graduates in post-secondary institutions, so we go back another year because we have to track and see once they attend college what happens. So we have 65.4 percent of our students that are enrolled in a Texas Institute of Higher Education. So it's critical to remember here that's not students that are enrolled at Stanford or at Florida State or anywhere outside of Texas and then completing one year without remediation almost 80% of our students are completing one year without any remediation our district profile is outlined in the taper report we have visuals here to show you our race ethnicity breakdowns as well as our program participation for the 2015-16 school year our 2015-16 retention rates are outlined on this chart we have class size we are lower than the state with our class sizes in elementary and slightly higher at secondary you'll notice here sixth grade is considered by the state still in elementary because of how teachers are funded and placed and assigned to students with coursework 2015-16 staff data is indicated here you can see teachers make up a vast majority of our staff in Katy ISD and it makes up a larger percentage than it does at the state level and then teachers by years of experience we have many more teachers in the six to ten year and eleven to twenty year ranges that are working with our students in Katy our campus performance objective section is another section to report on as you heard Dr. Creech and Ms. Holland both report in October the campus performance objectives and their alignment. It's a requirement that we report out that those are all on the campus websites so they are out there for public consumption as well as they are aligned to the goals of KDISD which are our students growth and success goal, our safe and orderly learning and working environment, community engagement, effective and efficient operations and organizational improvement our section on violent and criminal incidents were required to report on level 5 and level 4 offenses there are 18 PEMS codes for level 5 and 12 PEMS codes for level 4 that we use and you can see here that our percent of level 5 incidents and our percent of level 4 incidents are much less than 1% in each area for the district elementary junior high and high school. In the district improvement plan we address violent and criminal incidents by having goals that include engaging in relevant tasks in the classroom, creating safe learning environments, providing safe facilities, addressing behavioral needs through positive behavioral supports, and increasing awareness of safe school initiatives. So for our student performance in post-secondary institutions we have our number of students are graduates from 2014, the number that enrolled in a four-year public university, a two-year public college, independent, then not trackable and not found and not trackable is where we have data irregularities, maybe the data didn't sync from one side or the other but we have not found a match, and then not found are students that are typically have gone and gone into the military, the workforce, even an out-of-state college or university, because this data in in these columns is for the four year and two years for in-state universities and institutions so in summary Katie independent school district continues to be higher than the state and region in the met phase in standard the met post-secondary met or exceeding progress our graduation rate our college ready graduates our average SAT and ACT scores our graduates enrolled in post-secondary institutions will continue to have a focus on increasing Increasing achievement for students who are English language learners and who receive special education services. And then compared to the state, we have a lower teacher-student ratio in kindergarten through sixth grade and seventh through twelfth grade math, science and language arts. And a higher percent of teachers and more experienced teachers than state averages. And this concludes the public hearing component and ready for public comment.
Thank you. We do not have anyone signed up for the public hearing. So any questions from board members? Comments?
Okay.
So this concludes the taper report and the public hearing. Thank you so much, Dr. Matney, for your presentation. Now we'll proceed to the report 7.1, the Katie Summer academic term. Report will be presented by Dr. Marcus Forney and Mrs. Christy Archer. Good evening. Thank you.
Good evening Madam President Fox, Board of Trustee members and Superintendent Hint. It's my distinct pleasure and privilege to be able to present our Katie Summer Academic Term Report for 2016. With me is Miss Christy Archer who will actually be presenting the report. And she is our KSAT Specialist.
Good evening, President Fox, school board members, and Superintendent Hint. Thank you for this opportunity to present the 2016 KD Summer Academic Term Summary Report. Here's a quick overview of what we'll cover tonight in this report. I'll start off by reading the Katie summer academic term mission statement and briefly summarizing what drives the success of these programs in This presentation we'll take a look at each of the summer programs by identifying the student enrollment numbers Looking at the course fees and opportunities for students to apply for fee assistance The average daily attendance for each program and the overall expenses by program as well as funding sources that help offset the total cost of the district KD Summer Academic Term is a seamless extension of the academic school year which provides KDISD students differentiated learning experiences and opportunities to earn original and restoration credit. The Summer Term Mission Statement supports our district mission statement by continuing to provide unparalleled learning experiences for our students. As a district, we continuously strive to maintain a positive balance between offering students 24-7 digital access to the KDISD curriculum as well as providing face-to-face learning environments that allow for active participation productive collaboration and student learning through classroom experience There are three programs that were offered at the elementary level These programs are pre-k and kindergarten ESL and bilingual English language development for grades one through five and fifth grade SSI the pre-k and kindergarten ESL and bilingual student program is a state mandated intensive language program for ELL students that are currently enrolled in pre-k or kindergarten the state requires that we provide a minimum of 120 instructional hours and maintain an 18 to 1 student teacher to ratio this program is focused on language development and the skills that are needed to be successful in the next grade level the English language development program for ELL students in grades 1 through 5 was partially funded through a title 3 grant this program is also an intensive language program that is made available for currently served ELL students that meet a specific criteria that has been set by the office of other languages this criteria is the The student must be identified as an immigrant. The student has not yet met above the intermediate level on the TELPAS composite, or the student does not yet have a TELPAS score. The final program at the elementary level is the fifth grade SSI program. In order for students to be considered for promotion to the next grade level, they must attend this program and take the third administration of the STAR test. test the elementary intervention team developed a well-rounded program that was designed to meet individual student needs in order to improve reading and or math comprehension and test-taking skills at the junior high level there were three programs that were offered these programs are credit recovery language enrichment and the state required required eighth grade SSI the junior high Credit Recovery is for students in grades 6, 7, and 8 who did not meet the junior high promotion standard in math, English, science, or social studies during the regular school year. This program provides students with an opportunity to improve academic skills in two of their previously attempted courses. Upon course completion, each student and their parents meet with the campus administration to discuss promotion to the next grade level. In the junior high language enrichment program courses were available to English language learners who were currently served through the ESL program English and math courses were offered at three language levels newcomer intermediate and advanced finally the eighth grade SSI program was a state requirement for students who did not meet standard on their second administration of the math and or reading star test this secondary intervention team developed a well well-rounded program that was designed to meet the individual student needs in order to improve reading and or math comprehension and test taking skills. The high school academic campus was made up of two programs, original credit and credit recovery. For original credit, students were able to take courses to allow room in their schedule to participate in school activities. these courses also provided students with an opportunity to make sure that they stayed on track for graduation for credit recovery students were able to retake courses that they did not successfully complete during the regular school year students were able to take these courses through the traditional face-to-face learning environment or through Cola well is our Katie online learning platform where students can take credit recovery courses through a virtual environment on our summer school campus students are able to navigate through the courses at their own pace but also have face-to-face access to the KD ISD teacher student eligibility for the COLA courses was decided by their students by the students home campus the last program that was offered at the high school level was our state testing remediation clinic this was offered to to any student that needed to take an end of course exam during the July administration. Students did not receive course credit for attending these remediation sessions. This table displays the original credit, the high school original credit courses that were offered in our face-to-face summer program. There were 16 courses that were offered for students to receive original credit. in 2016 there were 1996 credits that were earned in addition to the traditional face-to-face learning environment students had an opportunity to take original credit courses through Katy virtual school there were also 16 courses that were offered through the Katy virtual school with half of them being the same as what were offered in the face-to-face summer school program There were 2,233 credits that were earned. For high school credit recovery, there were 23 courses that were offered on the summer school campus. Based on the recommendation from a campus counselor, a student was able to take previously attempted courses through the traditional face-to-face learning environment or through COLA. In 2016, there were a total of 1,240 credits that were recovered. In our elementary summer programs, there were 2,265 students that attended a summer school campus. These students were able to benefit from tuition-free programs, breakfast and lunch service, and bus transportation. transportation the pre-k and kindergarten total increased by 200 students from 2015. the majority of the elementary enrollment was made up of english language learners which accounted for 84 percent of the elementary total student enrollment for junior high there were 680 608 students that attended summer school which was roughly the same as 2015 the difference between 2015 and 2016 was there was a slight increase for the eighth grade SSI program and a slight decrease for our credit recovery program in high school in the high school face-to-face program there were two thousand three hundred and twenty nine students that took a summer school course on a high school campus. This chart displays the individual high school categories over the summer. The passing rate for high school students during the summer was 98%. This slide just reiterates the total number of students by each program level. The two items that I'd like to point out from this slide is that in our high school total, there were 565 students that were incoming ninth grade students that took an original credit course. 565. I would also like to point out that we were able to provide summer learning opportunities to 5,202 students in our face-to-face summer school. Many of the programs that we offered over the summer were state required or grant funded. In close collaboration with the Office of Other Languages and the Office of Intervention, the ELL and the SSI programs became so much more than the basic state requirement each team focused a lot of time and effort on building quality curriculum and incorporating professional learning opportunities for their teachers students were not required to pay for the first three programs which were the all of the elementary programs fifth or eighth grade SSI or the EOC tax remediation clinics students were charged a course fee for junior high and high school credit recovery and high school original credit junior high courses were $150 per course and they were required to take two courses in high school the cost of the courses were $200 per semester with a total of $400 for a full year course
miss Archer I interrupted for one minute while you're on this slide when we see these first three here that say no program fee so we don't charge our students anything for that we get no money but those are state mandated required these children are required to take them according to state mandates
correct the EFC tax remediation clinic is not required to be provided as a clinic but they the high school students are required to pass five star tests so we provide them all the opportunities to for that enrichment the state mandates
drive these correct cost to the district but not reimbursable thank you as the
pre-k K program is the only one that provides a state reimbursement A preset amount of scholarships and course fee waivers were available to the students to be able to apply for, for our paid courses. This slide lists the average daily attendance for each program. For fifth and eighth grade promotion, a student is typically required by the state to attend the enrichment program as well as take the start the third star administration on the Saturday before the summer term was scheduled to start the state announced that this was not going to be a promotion requirement for the 2015-2016 school year students were highly encouraged to attend each of these programs daily even though the attendance was not required by the state this slide represents that the KD ISD students and their parents take these programs very seriously even if they are not required to attend the average daily attendance over all of the programs combined was just under 90% on a financials this type this table provides a full list of the program expenses broken down into individual categories the first column you'll see is the the elementary total expenses, the junior high is the second, and the high school is in the third, with the combined total being in the last column. This next slide is a little bit easier to read. I've carried over all of the previous totals from the slide before into this slide. I've also included the course fees and state reimbursement that we were able to receive for each of these program levels Our total expense for summer 2016 was one million eight hundred fifty six thousand six hundred four dollars and fifty seven cents Through tuition and the state reimbursement we were able to subtract seven hundred and ten thousand seven hundred ninety dollars and twenty which brought our end total cost to the district to $1,145,814.29, which was roughly the same as last year.
Ms. Archer, so when you look there at that elementary and junior high totals, those are just basically unfunded mandates by the state that require us to do that and do not reimburse it.
Same.
Thank you.
At this time this concludes my presentation and I would like to answer any questions that you may have. Mr. Scott you have the floor. I don't know
what page, very good report. I don't know what page it is but if you could go to the one titled Katie Virtual School 2016 Summer Courses. You're saying our virtual courses or a combination of internet but some face-to-face opportunity the the
Katie virtual courses are offered all online the summer school courses the face-to-face summer school courses were offered at our summer school campus but
on the virtual classes maybe I misunderstood is their contact with the teacher but that contact is over the internet or is this strictly online
that's for the credit recovery courses that were offered through our Cola labs
okay do we have any virtual do we have any internet-based instruction that does include either internet-based teachers interaction and our face-to-face
interaction yes we do they attend on an online webinar Adobe Connect which is the district standard that we use for that and what courses are those for all
of them is it during the school year or is it during the summer there's courses
that are offered we have 27 courses and any portion of those could be offered fall spring and summer we don't offer every single one of them each semester so it just really depends on which you know what time frame you're talking
about is this through the department Harris County Department of Education and through Region 9 or whatever, or is this separate?
No, it is separate. We started our own KD virtual school. We have trained and certified all of our teachers to teach online, and we have worked very closely with secondary curriculum, and we've taken our unit plans of study and written each of those in an online fashion.
Is this site-based or is this distributed across our multiple campuses?
Any student is welcome to any of these courses. So in many cases you'll have a Seven Lakes High School teacher possibly teaching a Morton Ranch High School student or a Katy High School student. So it is Katy ISD teachers and it is Katy ISD students, but it's not campus specific.
I am really interested. You think a board member could go watch this in action? Right. Thank you. Thank you.
you could take the class online maybe we could get you up I don't do classes
anymore we could we could get you a scholarship mr. Scott and one of my children is actually currently enrolled in one of those classes spring I'll let you come do her homework with her look at that subject I'll tell you later
Ms. Archer and Mr. Forney, thank you so much for the presentation. Those were the questions I had about the virtual school. I love the expansion that we're seeing there, right? We've talked about it for a very long time, and I love to see the expansion. And we just meet the needs of where our students are, right? Like virtual school was never something that worked for me, but I like an in-class kind of discussion. but for lots of students who like to who can learn that way and and go at their pace I Really my children both took that type of exam education and Katie SD we offer awesome education and I like that because it's not more seats and more principals and more Room at schools did did you talk about the campus where this will be this year? Did you say that already or do we know that yet?
schools over school campus yes we didn't talk we didn't do you know where it's going to be yes the academic campus will be at Seven Lakes high school for high
school only one location is that right can you still fit everybody in one location that we're not going to be able to do that for always you know I can just feel it with 5,200 students and the elementary campuses the elementary
campuses there's actually going to be four elementary campuses it's jinx and and Fielder and then Morton Ranch Junior High and May Creek Junior High is for our fifth grade SSI program. Awesome.
Okay, thank you. And you said Seven Lakes?
Seven Lakes is the high school campus.
High school, okay. And we provide buses during the summer to pick up boys and girls at the campuses. Is that how that still works? Yes. Okay, that's great. Mr. Scott, you have the floor.
I really have been a longtime supporter of this concept. I don't know enough about this implementation. But I've looked at data, and we have 10 kids here and 10 kids here and 15 kids here and 25 kids here. There is no reason that we cannot figure out a way to offer parents more choice in the public sector. and I reasonably familiar with what has gone through one of the regions that the Department of Ed coordinates and I really did not know much about this before tonight I mean I knew he had something but not as much as this I really want to be a supporter of this because I think it is it is it is a parent's dream if this is implemented to the scope and the way it could be and if If it's good for the parents, it's going to be really good for students.
Anyone else? Thank you very much for your presentation. Our next presentation is an update on the new Texas Appraisal System for Teachers and Principals. Dr. Kasky and Ms. Camperman. Good evening.
Good evening President Fox, Board Members and Dr. Hint. We're pleased to be here with you this evening to provide you with an update on the implementation presentation of the state's new appraisal system for teachers, which you will hear referred to as T-TES, and also for principals, which you will hear referred to as T-PES. Joining me this evening is Mary Kamperman. She is our coordinator, one of our coordinators in the Office of Professional Learning, and she's going to share with you more details of the new appraisal systems.
All right. Thank you, Dr. Kasky. Good evening. Tonight, we're going to go over the history of of the evaluation systems here in Texas, our transition for our teachers away from PDOS to our new evaluation system entitled T-Test, go over a high level overview of both the teacher and the principal evaluation systems, and the two local board policies that'll need to be updated because of the change. Our teachers have been under PDOS, or the Professional Development Appraisal System, for 20 years here in Texas and Katy. And in 2014, with the transition, the districts began transitioning away from PDOS when the state of Texas adopted new Texas teacher standards. And in this school year, Katy ISD has been under a local evaluation system as we prepare for implementing t-TES next year. And our focus this year has been training our teachers teachers and our principals to be ready for this change. The current system we're under, PDOS, has eight domains and 50 criterion that teachers are currently scored under. And through the adoption of the Texas Teacher Standards in 2014, they were able to, a steering committee of Texas educators were able to streamline down the focus of what is effective teaching and in that way they were able to create a rubric of just four domains and 16 dimensions under PEDOS teachers are able to receive four different scores on those 50 criterion and with t-test this new evaluation system they've added an additional performance level to allow for growth so no matter where a teacher is in their teaching career they're able to move up the continuum for growth. EDOS has been a system of check-in-the-box compliance, subjectivity, even though it started with good intentions. And we're really excited about T-TES, the new teacher evaluation system, because it's based on a coaching model. It's based on the idea of the appraiser and teachers collaborating together for the purpose of professional growth and the idea of collaborating and feedback for that purpose the teachers will be evaluated like I mentioned earlier under 16 dimension and those 16 dimensions follow fall under four big broad categories called domains domain one is all about the pre teaching and its planning domain Domain 2 and 3 are the direct teaching that can be observed by an appraiser. Domain 2 has five dimensions, and it is entitled instruction. Domain 3 is all about classroom management, classroom culture, and expectations, and it's encapsulated in what's called the learning environment. In domain 4, teachers throughout next school year will be working on a goal-setting and professional development plan, and that's all rated under domain 4. professional practices and responsibilities next school year our teachers will be working on that goal setting and professional development plan they'll set goals at the beginning of the year and this is ongoing self-reflection and they'll meet with their appraisers their appraisers will be supporting them and they'll pick professional development opportunities to best support the teacher and students in their classrooms. So this year, like I mentioned, we are focused on getting our teachers and principals ready, and one of those big areas is training our teachers and principals. So in September, we partnered with Region 4. Region 4 is conducting all of our required appraiser trainings. These are three-day trainings that all campus administrators must participate in. January 2nd and 3rd, we kicked off this spring semester by training over 2,500 teachers. The Professional Learning Department did that and we are continuing this training throughout the spring semester. Our campus leaders are helping us get all of our teachers trained for this required training that all teachers must have before we implement t-test next school year the professional learning department has a plan to train all of our new teachers as they come aboard Katie ISD this summer and into the fall and not only are we worried about getting the compliance piece done but we've also created a plan to make sure that we support our teachers and administrators through the implementation of t-test next school year so our teachers don't get all the fun our principals are also going to be under a new evaluation system next year it's got an acronym t-pass but it's short for Texas principal evaluation and support system it too is modeled after standards the Texas principal standards it is aligned closely to the teacher evaluation system and it too will promote the idea of self growth through looking at professional development opportunities working with their appraiser throughout the school year to help our principals grow in capacity as school leaders T pass has its rubric it's got five domains all based on the the idea of quality professional development, collaborating with their appraisers through instructional leadership, human capital, executive leadership, school culture, and strategic operations. So we have two policies that are impacted by the two new evaluation systems. D&A Local will have the change to t-test, that's for our teachers, and D&B Local will will have the change to TPES, the evaluation for our principals. Both of these local board policies will be updated and brought to the board in spring. So to sum up, three big takeaways is that we are working diligently on getting all of the principals and teachers trained before the end of the school year. DNA local and D&B local will be brought to you in the spring for approval. approval in 2017-18, we are ready to implement the Texas required evaluation systems for both principals and teachers. Thank you.
CHAIRPERSON WONG Thank you for your presentation. When you had those 2,500 teachers there for January 2nd and 3rd, we already heard all about that.
It was awesome.
CHAIRPERSON WONG Right. Yeah. That's what they said. Mr. Scott, did you have something?
As promised, no questions. I want to say to you and Dr. Kasky, you may not believe this, but I have tremendous empathy for you that the state of Texas imposes this unmitigated tragedy on administrators across the state of Texas and that you are required by law to spend so much wasted time and wasted motion in doing this. So I'm not, I don't have any comments because you're not responsible for this. You're doing what you have to do. So mine is a comment that this is grossly unfair to classroom teachers. This is busy work. It is far distant removed from what needs to be done to support teachers in a classroom. room. I wish and hope and envision one day that this school district will have the level of information it needs to take the Texas education to court on statistically reliable analysis and spank them in a court of law like they deserve to be spanked. What the Texas Education Agency is doing to our school school districts and to our teachers and to our principals is unspeakable. This is worse than the evaluation system we had 20 years ago. This is almost like back to the future. And so, again, I know that I come across very strong and tough sometimes, but I want you all to know that I do have a lot of sympathy and empathy for the task that you have been assigned, and it basically comes from above, and I understand that.
Anyone else? Thank you very much. Our final report this evening before we go into our business is our public dashboard. Mr. Hines, good evening.
Good evening President Fox, Board Members and Superintendent Hint. Thank you for the opportunity to present this evening. As part of KDISD's ongoing commitment to transparency and community engagement, I'm pleased to introduce to you the new KDISD public dashboard. The KDISD public dashboard provides users access to a variety of information in the areas of human resources, financials, student achievement, assessment, and operations. The data contained in the dashboard comes from several different sources, including PEMS, STAR and end of course results, the comprehensive annual financial report, and and many others.
We first introduced the public dashboard three years ago, and this past year it was visited more than 21,000 times. times. Since being introduced, it has been featured in the District Administration Magazine when KDISD received the District of Distinction Award and we've had school districts from as far away as San Francisco and San Diego inquire about our methods for assembling the information and building the dashboard. The goal of this public resource is to take complicated information from several different sources that relate to different parts of the district and combine it all into one easy-to-understand dashboard that people can access anytime and from anywhere. The platform our original dashboard was built on is no longer supported, so we've created a new, updated dashboard with more features, easier navigation, and a much better tablet and phone experience for our users. The information in the dashboard was selected by the departments who oversee each area and is updated based on intervals appropriate for each type of data. Navigating the site is simple. The left-hand menu has nine tabs and across the top are a series of tiles showing more in-depth information about each area. We call the initial view at a glance, Each tile contains a number showing a piece of information about the area and provides access to more detailed information related to that subject when it's clicked on. This particular tile shows our current student enrollment and contained within the tile is some demographic information and a breakdown of each type of school. school. Oh, just demographic information about the district. The district tile shows special population breakdowns across the district as well as a breakdown of each type of school. The budget tile shows revenue and expenditure budget breakdowns. This new growth tile shows historical enrollment in the district as well as all of the future growth scenarios. scenarios. And the Did You Know tile shows 18 fun facts about the district. The next area focuses on academic performance. The End of Course Performance or EOC Performance performance tab shows the end of course results broken down by special population as well as subject. It also provides a comparison of KDISD to the state averages for each of these. The 3.8 performance shows the star results broken down by grade and subject. And is also showing a comparison of KDISD to the state average for each of those. The final tab in the academic performance area shows SAT scores, ACT scores, and how KDISD stacks up against the state average and national averages for each. There's also a tile showing that KDISD achieved the highest accountability rating possible of MET's standard for 100% of its campuses, along with the district's performance index report. report. The next area is a regional comparison of KDISD standardized test scores by subject project with several surrounding regions and the state. This is also shown for the 3 through 8 star scores. The Employees area shows KDISD staff broken down by category and ethnicity for the past last three years. KDISD teachers broken down by their educational level and what educational program they teach also for the last three years. And finally, a breakdown of experience data for KDISD teachers. The final area on the dashboard provides financial information about the district. It includes revenue and expenditures for each of the three fund types, as well as tax information, including the current tax rate and 10 years of historical tax rates. It shows the percentage percentage of property value by category, and historical taxable value in KDISD. The intent of the public dashboard is to provide engagement and transparency in our community. The overwhelming usage of the site these past years and the feedback we've received confirms the need for tools like this. Going forward, this new dashboard will provide a platform to continue the district's focus on transparency and will help keep our community as up to date as possible. Thank you very much for this time.
Mr. Hines, thank you. Mrs. Bingham? Thank you very much, Mr. Hines. This is amazing. amazing this dashboard is and leaps and bounds from what we had in the past and I appreciate this I think our hopefully this will be better for all of our community to appreciate the transparency is great sometimes we hear from our community that our our online resources aren't very user friendly this this I don't think you can say that about this it's great I appreciate the information I will take more time not only as a I mean mostly just as a parent too to sit down and absorb a lot of this um thank you very much for your report
this is this is excellent thank you and president mr debril oh this is great this is this is wonderful what are the plans to push this out to our parents to make them aware of the changes um not only our parents but the community at large i believe this is fabulous the goal at this point
is it is complete and it is ready to to go out but it would be working with communications as soon as we have they're ready to publish it on our website and then usually we'll send out notifications to the KDISD app on our website and then also through usually a email and text notifications these are
smart it's smart farm smartphone compatible as well yes sir that that's
one of the the major upgrades to this system is that it's technically it will work on any smartphone also any browse any late browser any newer browser madam president with follow-up to
mr dubrow with regard to the app will we be able to access this dashboard via the app as well yes
ma'am we can we can put a link on the app that will be the public dashboard and if you're on a phone a tablet or anywhere you'll be able to just click on that and and see the exact same thing it's actually built around mobile communication devices okay
wonderful thank you I concur excellent thank you so much Mr. Scott did I
understand you to say that 21,000 had visited the dashboard 21,450 I've visited 21,200 have you identified the other 200 I was surprised over 16,000
and we're unique visits. So we...
I think KTISD has a very user-friendly website. I favor more data, a lot less data, but I spend a considerable amount of time on government websites and I think KTISD is pretty user-friendly.
And did you say when it's going out? You said it's ready.
It is ready and so I would assume as long as everyone...
Once we get the communication plan, I'll notify the board and then we'll push that out.
Awesome.
Thank you very much. Appreciate it. Okay, board, I will direct your attention to the consent agenda.
Madam President.
Mr. DeBrell.
I move that the Board of Trustees approves the consent agenda as recommended in items 8.1 through 8.20.
Second. I have a motion by Mr. DeBrell, a second by Mrs. Doyle, that the Board of Trustees approves the consent agenda as recommended in items 8.1 through 8.20. We'll proceed to vote. All in favor, raise your right hand and say aye. Aye. Motion passes 5-0. Madam President. Mr. DeBrow.
as trustees I think all of our I know all of our duties fall under three different category either governance oversight or advocacy in fact one of our proclamations tonight mentioned that and as part of that governance role we formed our legislative committee and we came up with our legislative priorities as a district and that is not government governance role as far as my my personal my advocacy role and I think we all have that advocacy role I went out and began to talk to other trustees about what if we all came together and had some of some of the things that we could all agree upon but another role that we have I believe that's not in any state policy great great great great great great great great great great great great great great great great great great great great great great great great great great great great great great great great great great great great great great great great great great great great great great great great great great great great great great great great great great great great great great great great great great great great great great great great great great great great great great great great great great
great great great great great great great great great great great great
great great great great great great great great great great great great great great great great great great great great great great great great great great great great great great great great point three and nine point four until a future date in which I will take the opportunity to take this back to our legislative committee and let them bring forth a recommendation to this board as quickly as possible as we all know our legislature as legislators are currently in session and they're making decisions
at this time thank you mr. de brel any objection to removing these agenda this this evening? No. Mr. Scott? Thank you. Thank you, Mr. DeBraille, for your leadership and for you'll set up those meetings. Thank you. Okay, then we will move to item 10, information items, donated items to Katy Independent School District and the quarterly investment report I direct your attention to those board members and then our future meetings will have a special board meeting on Tuesday February 7 a board work study on February 21 and a regular board meeting on February 27 2017 at this time this concludes our open meeting the time is 8 10 p.m. and the board will take a brief recess during the recess it's necessary for everyone to clear this room as the board will convene in closed closed meeting in just a few moments. Thank you for being here.

About the underlying data (7 notes)
- The transcript on this page was produced automatically by speech recognition. No person has checked it against the recording. It is a way to find a passage, not a quotation.
- Speakers are unresolved where a turn reads Unknown speaker: 157 of the 176 turns on this page. The transcript separates one voice from another but does not name them, and no name is assigned to a turn without evidence.
- The speaker turn timeline is not continuous. There are intervals with no attributed turn, so a gap between two turns is not evidence that nothing was said.
- The district’s video index for this meeting carries no timestamps, so the recording is presented here as a single section rather than divided into agenda items.
- The district publishes this recording as 17 separate files rather than one. The player on this page plays the first file; the later parts are on the district’s own player, linked above. Transcript times run continuously across the whole recording, so a time past the end of the first file will not play here.
- The recording is played here from the district’s own stream. The archive does not hold or serve a copy of the video.
- No speaker on this page is named. The automated attribution available for this recording was derived from names spoken aloud in the transcript, and a surname inside a turn is not evidence of who is speaking. Every speaker is therefore left unresolved.
