The KDSD Board of Trustees met last week in a work study meeting where we received information
and recommendations from staff, administration and the superintendent.
Board members were able to ask questions and receive answers and we should be prepared
with responses and action tonight.
The Board has just reconvened from closed meeting in accordance with Chapter 551 of
the Texas Government Code.
Any action arising from discussions in a closed meeting must be taken in an open meeting.

new things I will miss words and I'm in middle school next year but my teachers
have taught me everything I know to be ready and be successful thank you very

report I mean this is the board member required continuing education report and by law this must
must be read into the minutes by the Board President.
For the Texas Administrative Code, Title 19, Part 2,
Chapter 61, Subchapter A, Section 61.1J,
annually at the last regular board meeting
of the calendar year, the current president
of each local board of trustees shall announce
the name of each board member who has completed
the required continuing education,
who has exceeded the required hours
of continuing education, and who is deficient
in the required hours of continuing education as of the date of the meeting.
The announcement shall state that completing the annual required continuing education is a basic obligation
and expectation of any sitting board member under State Board of Education rule.
The sitting board member under State Board of Education rule, sorry,
the president shall cause the minutes of the local board to reflect the information
and shall make this information available to the local media.
This year, Tier 1 training applied only to new Board Member George Gott and consists
of at least three hours of local orientation within 60 days of election, three hours of
orientation to the Texas Education Code within 120 days of election, and one hour of open
meetings training within 90 days of the election.
George Gott has exceeded the local district orientation and completed the orientation
to the Texas Education Code and the open meetings training.
Tier 2 training consists of board self-assessment and superintendent and board team building.
At least three hours of Tier 2 training are required each year.
All board members have completed the required Tier 2 training for the year 2016.
Tier 3 training consists of continuing education for board members in areas of assessed needs.
At least 10 hours of Tier 3 training are required for new board members.
George Scott, a new board member, has exceeded the required continuing education for the
the year 2016 with 10.25 hours. At least five hours of Tier 3 training are
required each year for experienced board members. All experienced board members
have met the required Tier 3 training for the year 2016. Rebecca Fox has

you madam president so on behalf of the Student Activity Center second stadium naming committee
I'm pleased to deliver for the board's consideration tonight the committee recommendation to approve a
contract with Academy sports and outdoors to name the complex which is comprised of Rhodes Stadium
and the second stadium. It would be called Academy Sports and Outdoors Student
Activities Complex. As Houston's hometown sporting goods retailer for over 25
years, Academy is excited to reinforce their commitment to the community they
call home. Katy is the home of two Academy store locations and one of their
three distribution centers and over 3,000 Katy based team members, many of
whom reside within the boundaries of Katy ISD. Headquartered in Katy, Texas
since 1990 Academy sports and outdoors has been dedicated to supporting their
community in particular youth athletics through their sponsorships equipment
donations and volunteer efforts Academy supports over 120 Houston area youth
sports organizations serving more than 80,000 area kids this particular new
partnership between Academy and KDISD in the form of a contract that you are
being asked to approve tonight is a 10-year agreement for the naming rights
and related signage at the student activities complex for consideration of
relationship to the benefit of our district and community and I know that
our amazing partners in education office will work with Academy to provide great
opportunities through this partnership that will ultimately benefit our
students finally I'd like to extend a heartfelt thank you to the committee
members who provided good guidance throughout the process along with a
special appreciation to Ben Rollins and Laurie Mitchell from the KDSD marketing
Department who worked tirelessly to memorialize this partnership into the
contract that is before you and with that I will turn it back to the board
president for a motion to proceed. I would like to move that the Board of
Trustees approves a naming and advertising rights agreement for the
student activities facility including Rhodes Stadium and the second stadium

i think this is something that is legitimate for a school district to do
it's a decent amount of money and you know I think y'all did a heck of a job

Adam 7.3 discuss and consider the board authorization for the board president to
to notify the Commissioner of Education of the Board's intent to vote on adoption of
a proposed Innovation Plan for Katy Independent School District.
Mr. And real quick, if I could just give a brief background on this.
As you know, we've been pursuing the District of Innovation Plan.
We've taken all the steps necessary.
The plan is posted online.
As a matter of fact, our Katy Improvement Council approved it 100 percent in the recent
vote this past Wednesday.
day I think it's important to note in the public exactly what the innovation
plan calls for the first item that we are seeking is the first day of
instruction an exemption from what it currently is that you cannot start until
the fourth Monday of August just to give you some benefits of this exemption
having the flexibility to establish an earlier start date will enable the
district to better balance the amount of an instructional time available in each
semester providing classroom teachers the opportunity to deliver more
equitable learning experiences for students in the fall and spring
semesters the waiver of the required school start date will allow time at the
conclusion of the school calendar or instruction prior to summer
administration of state assessments required for graduation and finally it
will also enable the district to give a full week off at Thanksgiving to
alleviate the loss of funding due to student absenteeism the second item that
we are looking at for exemption is specifically within the teacher
certification and in order for KDISD to hire personnel or career and technical
education hard to fill positions the district must seek exemption from the
law requiring certification this would allow KDISD to hire non-traditional
candidates who bring authentic field and industry knowledge and skills which
would provide students with unparalleled learning experiences although it is the
the district's intent to limit use of this exemption. The current status inhibits this
district's ability to recruit and employ highly qualified professionals with industry and
field experience to successfully teach career and technical education CTE courses. Potential
areas of local certification may include, but certainly are not limited to, culinary
arts, automotive technology, cosmetology, criminal justice, engineering, Cisco networking,
working, veterinary science, manufacturing, and media courses. These individuals often
hold multiple certifications in their areas of expertise that would be far more beneficial
in their ability to prepare students for success in these areas than would a Texas teaching
certification. And then the third item that we are seeking through an exemption is the
campus behavior coordinator, the benefits of this exemption, the shared responsibility
responsibility of discipline among campus principals and assistant principals will minimize the loss of instructional time and
ensure the safety of all students as well as provide increased opportunities to build relational capacity with parents and students. All campus
administrators engage in comprehensive professional learning to support the implementation of KDISD
discipline management plan and the student code of conduct, assigning existing
existing professionals the responsibility for maintaining discipline and for notifying
parents of disciplinary removals and or arrests is a much more cost-effective means of fulfilling
the duties of the campus behavior coordinator.
Since KISD employs behavior intervention specialists and licensed specialists in school psychology
that can assist students with behavior or discipline issues, decisions regarding
student behavior and discipline are often collaborative in nature nature
again these are the only three items of the many many items that we could seek
and if the board recalls we will notify the Commissioner the online innovation
plan is up until I believe December 22nd we'll come back in January and seek
two-thirds majority vote from the Board of Trustees then we're good to go and
And we've been working a school calendar based upon the innovation plan.
That will be an item we bring to the board as well in January.

community who would be naturally concerned about a district of innovation, and I am one of those.
I am one that has actually read every single district of innovation plan that's on the Texas
education website when I read some of them I don't know if I want to be
comatose and I won't say the last of that some of them are really really bad
some of them go way beyond what I think the values of this community would be I
want to congratulate dr. hint for being very narrowly focused on what I believe
is a majority support of this district. So to those who have great concerns
about District of Innovation as it is being implemented statewide and some of
the abuses that are already being manifested in some of those plans, I can
absolutely positively vote for this initiative in 100% good confidence. It is
tight. I believe it is very, very focused. The one question area that I will have
as we go forward is I'm hoping that we will have a process in place that when
we hire teachers who are not Texas certified educators that Human Resources
will validate and note that that is a hard to fill position. And then the
The second thing will be the wage salaries that will be paid to, in effect, de facto alternative education teachers.
We've not talked about that, what the wage salary will be.
But in terms of what does Dr. Hint, what does this school district want to do with our district of innovation, it is very tight.
I 100% support it.
If he wants if he or the administration wants to go beyond this
They're gonna have to come back to the board and they're gonna have to come back to the people
So if you're out there with a lot of concerns, I'm just saying take a deep breath

this will be published and all of that but I'm assuming it will also be on the
district website yes sir and continuously okay thank you any other

the attendance boundary modification for the 2017-2018 school year board
president Fox if I can have a moment I'd like to visit about some of the input
and information we've received in the last six weeks I would say or
specifically in the last month first as many of this board has indicated
attendance boundary modifications also known as ABMs are never easy all right
many of our board members and even myself have been affected by an
attendance boundary either through our kids and in my case me personally you
know I want to stress though first of all of our schools are great schools I
mean they are high performing well respected were well known across the
state of Texas as one of the best school districts in the state, I'd argue the best school district
in the state.
I believe this is why we are called a destination school district.
This is why we see 2,200 to 2,500 new students every single year.
And this won't be our last one.
I'm just going to tell you, you saw the demographic report.
We could, in the eight to ten years, have 100,000 students in this school district.
Tell her to wait, all right?
but the point I want to make is that we're going to have to go through this
process again all right and again it will not be easy and you learn from each
attempt attendance boundary modification let me review the ABM timeline for you
the board may recall that administration on July 18th presented to the board an
ABM timeline more or less a scope of where we want to start and where we want
to end on August 22nd of course that was our school start date and 2300 new
students showed up the problem is we don't have a crystal ball to tell us
where they're going to end up and where they live September pass accounts lots
they actually go out and they count new homes under construction and they visit
and they look at this data in October PASA receives what's called our PEMS
preliminary snapshot data as you know the PEMS data is what the state of Texas
uses to formalize funding they formalize accountability attendance staffing etc
that's kind of the big data push that we have as a school district after
receiving the PEMS information preliminary information which the
The snapshot date is actually the last Friday of the month of October.
PASA then turns around as quickly as they can.
In this case, on October 24th, PASA presented the demographic update to the board.
Then on November 14th, preliminary ABM recommendation was presented to the board.
The very next day, the 15th through the 30th, we seeked survey information through an ABM on the presented ABMs,
although it was an opinion-based survey.
Then December 5th, just last week, we took that survey information
and we made a recommendation to the board.
There was additional discussion.
There was additional community input.
Twenty speakers spoke to us.
You know, the point I want to note is from the time we presented the information in November
until we presented it December 5th,
there were revisions that were made that we believed spoke on behalf of some of the concerns
of our community and based upon the surveying community input we also provided pass the data
to anyone who requested it through a pir request many times and much sooner than what is required
by law as far as the timeline to provide that information and the information presented to
them or provide it to them was the exact information that we've been working off of.
We had several one-on-one conversations with folks.
We met with groups of parents.
We drove affected neighborhoods and routes.
You know, we looked into some of the safety concerns that were mentioned, for instance,
FM 2355 and Highway 90.
All this was taken into consideration, and I actually sent a letter to our commissioner,
Commissioner Beckendorf seeking his assistance to place a stoplight at this intersection,
an intersection in which buses have been transporting students to and from Katy Elementary School,
Katy Junior High and Katy High School for years.
But I listened.
I believed that was and could be in the best interest of everyone.
We also looked at Cane Island residents' request that we move LUZ 53, also known as the Pinnock
residents from Katy Elementary School and instead send those kids to Bryan
Elementary School in order to keep the Kane Island resident students at Katy
Elementary School we considered everything what that was presented to us
and we we considered it in great detail you know boundaries were designed with
consideration given to multiple items and you heard it last week school
school capacity, natural boundaries, thoroughfares, transportation routes and distances to and
from schools, future development and even future school sites so we would minimize the
movement of students.
We also tried to the best of our ability to keep neighborhoods together.
Lots of factors were considered.
You know, I will tell you this, beginning in August until last week's December 5th presentation,
We had principals of some of the affected schools and areas.
For instance, Mrs. Grimette at Katy Elementary School, Dr. LeBlanc at Katy Junior High, Dr. Katy High School,
Ms. Dickerson at Pato High School, Mr. McCord at Stockdick Junior High, Ms. Henson at Morton Ranch High School,
and Ms. Ricks at Wollman Elementary School were all involved in ongoing discussions, reviews, and revisions to the boundary modifications.
I promise this was not a hastily done ABM.
There has been more involvement in this ABM than I have ever been associated with.
And you may recall I worked in a district of similar size that we did this quite a bit.
And I can just tell you it's been good for me because I've been able to get to know some
folks.
I've been able to get to know some areas.
And they are nice people.
But I understand their advocacy is for their house and for their child.
Whereas a school district's advocacy is for students, plural.
Boundaries were designed with consideration given to school capacities.
Like I said, you know, what I want to say, you know, a request was made to delay the decision until January.
But the fact is the numbers won't change between now and then.
They won't.
The passing numbers are what they are.
and you know the decision tonight will begin the next phase of planning
beginning with and let me tell you where we go from here because I don't think we
did as good a job articulating what we do from this point forward when we
return from the Christmas break in January our principals will meet with
the impacted L U Z attendance boundary parents and students January 9th
Projected campus student numbers will be generated by campus grade levels.
January 12th and January 23rd, campus data will be run to determine campus teaching ratios to project staffing numbers.
February, mascots and logos are developed by school community, submitted for trademark review and approval.
And if you all recall, that trademark review and approval takes some time.
March 3rd and March through March 6th, new campus principals will begin interviewing teachers at the affected campuses.
March 20th and March 27th, staffing numbers will be presented to the board at the workshop and then at the regular board meeting.
March 29th through April 19th, teacher assignments will begin at campuses affected by boundary modifications.
And then we go into April 22nd, which is our Katie Teacher Job Fair.
On May 30th, geocoded student information provided to transportation
to begin the tedious process of building transportation routes for the 17-18 school year.
And then July 1st, school is out, of course, and other than our 238 personnel,
we have a lot of folks that go home and they enjoy their quiet time at that time.
I don't want anybody believe that this was a hasty or a quick decision there
was a lot that went into it with this said the point I'm trying to make
process is more detailed and relying upon date specific decisions by far this
is no easy task I've already indicated it to you and I know that you guys have
felt that also but like I said in the beginning and what I'll close with all
our KDI SD schools even those schools that are going to open up next year
Pato, Stockdick, and Bryant. They are going to be great schools or quality schools
that will provide a quality education to our 76,000 plus students. Next year it's
actually going to be higher than that. The administration
recommends to the board the ABM presented last week with no changes. I've
asked Mr. Gunnell to show the ABM once again at this time for the board to see
and to ask any questions if you have them.

Good evening, President Fox, trustees.
Like we did last week when we talked through the final recommendation,
I'm going to ask population survey analysts, our demographer,
to run through only the final recommendations very quickly.
Okay, and these are the maps that you all saw last week,
and I'll just briefly describe the attendance zones. We'll walk through that one more time.
The attendance zone for Pato starts in the northwest there at the county border,
continues east on Clay Road to Katie Hockley Cut-Off, goes south to Franz, east to 99 and
up to Morton. Then it goes east on Morton and north on West Green. And the idea here was to
provide relief to Katie, to open Pato with an appropriate number of students, and to also
provide more relief to Morton Ranch knowing that they will have some growth
but won't likely have more relief. Stockdick, the attendance zone for Stockdick
junior high comes down Katie Hockley Cut-Off to Franz. It goes east on
Franz to 99 and then it goes north to on 99 to the border of the district. And
then at the elementary level we have the Katie zone and the Bryant zone. Working
Working from north to south, Katy Elementary School's attendance zone includes the area
north of Morton that contains Lakes of Katy and August Lakes.
It turns south to include all of Pine Lake, Fawn Lakes, and Falls at Green Meadows.
It includes the neighborhoods near Katy Elementary.
It includes Laney Zone 41 where we're standing and sitting.
And then it continues to take 53 to the south.
The remainder of the current Katy Elementary zone attends Bryant, along with Laney Zones
50A, 50B, and 51 that are south of I-10.
These include Willow Creek Ranch, Young Ranch, Trails of Cucati, and Ansara.

Madam President. Mr. Scott. You got the sermon
last week and you're not going to get a sermon this week. In fact,
I'm going to push the button here and I'm going to stop when the speaker goes off.
Dr. Hint, there is no doubt in my mind that if you are not superintendent of schools,
this would have ended up as a train wreck. I think your personal involvement in the last two weeks,
two and a half weeks of this process, made sure that a majority of the citizens affected got
relief that were not included in their report. But I'm going to make these three points, maybe four,
nothing in my sermon am I retracting from last week. This is no way to run a
railroad. This is no way to do an ABM. The fact of the matter is that we
unleash something that is major in the lives of parents and you can talk about
this progression of events but the bottom line is that the parents got it
right before Thanksgiving and we're on a fast track.
So the question is, when they put in their public information request,
did they get that?
Did they get the truth, the whole truth, and nothing but the truth,
every number that they needed by grade?
I'm of the belief that there were people who put in public information request
that did not get it.
And you know why I believe that?
Because I didn't get it.
And I'm on the board.
And I think the one thing that members of this board,
and certainly you understand is that when y'all give me documents I read them
and when I get audio recordings I listen and we didn't get this we had a process
that had a transparently fatally flawed unprofessional prepared survey mask as
representing the broad community and it did no such thing it was a fatally
flawed and if they need help in the future constructing an actual survey
that has some validity I'll be glad to help them I'll do it free the data there
you go see I told you that's it that's it this was not fair to parents it was
too little too much too late but I respect you I absolutely do that any
other discussion hearing then we'll proceed to vote all in favor raise your
right hand and say aye any opposed motion passes six to one at this time

Katy Independent School District and may I please just a little special donation
tonight our very nicely decorated and sweet treats from our Council of PTAs

This is a posted item on the agenda 9.1, and I think it would be appropriate to have a little bit of discussion.

I had requested, and I believe Mr. Griffin had also requested, I'm not sure of that,
that the subject of the agenda for our January 3rd meeting have input from board meetings.
We all know, and I am very absolutely insistent, that the last team building meeting we had
was an absolute utter fiasco.
I don't want to show up January 3rd and have such a debacle.
So I think it is appropriate that we have an opportunity to know what's on that agenda
and based on what I heard from our attorney tonight, we can communicate about the agenda.
So I want that done.
that's my request and I want to know what's going to be on there how it's
going to be structured and if we're going to have PowerPoint birds flying
and geese screaming and choo-choo trains rolling and and all that kind of stuff
if we're going to have a PowerPoint like that I just kind of like to go ahead and
see the PowerPoint in advance and save time for substantive discussion at the
meeting bottom line I want to know what's going to be on that agenda I want
some input into what's on that agenda and if we're going to have that kind of nonsense again
then why are we going to meet i don't know what mr griffin if anything he wants to say
i didn't receive any communication from mr griffin i received communication from you mr scott
i tried to call you back to answer your questions and you reversed
you refused to call me i responded to you in writing and you dealt with some of that tonight

and we're going to have an opportunity to talk about academic accountability or
we're going to have an opportunity to talk about part B of the
superintendent's contract are we going to have an opportunity to talk about the
things that that we said we were going to talk about on September 26th or 7th
the other item can being considered for the agenda is board goals or the rest of
the school year here's my position madam president I've been waiting seven months
have some sort of discussions about the other stuff.
And if we're not going to have these items on the agenda,
then we need to have an opportunity for the board
to have input to start bringing some of this to the meeting.
I just gave you the items that are going to be on the agenda.
Board goals, is that covered?
You gave it verbally.
What I see in writing is what I want to know.
I want to see a written agenda before the deadline for posting.
Board members cannot have input if we get it posted 72 hours before the meeting
and we get 73 items before the meeting.
Do you have any addition to the two items?
I want to see how you phrase it.
I want to see what you say.
If we don't have part B in the superintendent's contract accountability, I have objections.
If we don't have the opportunity to discuss academic accountability and how we're going to approach that as a board, yes, I have an objection.
If we don't look at, for instance, one of the things I've asked for is academic reporting.
We have been meeting here for seven months, six months, I'm sorry, and we haven't had one substantive discussion on academics in that time.
Now, I have great confidence.
Madam President, when you're through talking, I'll be glad to finish.

It has to do with this board.
Dr. Hinton, the Board President, billed the agenda with input from the Board members.

Madam President, you keep saying you've called for my input and I'm going to respond to that.
Until tonight when we had a discussion that was permitted by law, I was greatly concerned
about any concept of creating a rolling quorum and you know that.
Mr. Scott we've talked about the very item you refused to call me back on we talked about it before this week
So we already had a conversation about it if the concern was about a rolling quorum president
I had already had a conversation about it before tonight the fact of the matter is
That in your tenure as president of this board you have not placed one
single item on this agenda that has to do with academic accountability and
this board's involvement in that. Now that's a fact. It requires three people to add
something to an agenda. If you would like to add a specific item, please send those
to me in writing, three people. You got those in writing September 26th. Three
members, Mr. Scott. And we need to talk about that in board procedures, but
that's something that we should be able to talk about as well. Right, that'll be
on the fact of the matter is I did give you something in writing September 26th
about the direction that I wanted in terms of agenda items and if all we're
going to do is go chitchat January 3rd no I guess we'll have a good chitchat
mr. Scott what we have currently on the agenda is discussing consider board
board operating procedures and board discussion on goals for the district.
Now, this is a meeting that will be held in the evening.
We're generally there about three hours.
If you'd like to itemize multiple things and take longer to discuss that,
it would take a majority of the board or three people to add things to the agenda.
So if you'd like more specific information on this, this item will post on Thursday of this week.
I'll tell you what to do. I will send you I will resend you what I've sent you before and I will add some to that and
Then if the other board members don't want to put that on the agenda, then we'll know that so good. I'm satisfied with that
