Officer Stephanie Fulgencio was born and raised in the heart of Chicago, Illinois.

Stephanie is the fourth of six children.

She moved to Houston, Texas in August of 2005.

She attended May Creek High School, where she played varsity soccer as well as participating in cross country and track.

Upon graduation, Stephanie attended Lone Star Community College for her basics and worked for State Farm Insurance for three and a half years.

Stephanie has a son, Julian, who is four years of age.

Stephanie worked as an advisor for two years at Lone Star College while completing the EMT program.

I am here tonight to provide an overview of the KDISD Marketing and Advertising Program.

Before I begin, I'd be remiss if I didn't recognize the district's Marketing and Advertising Coordinator, Mrs. Laurie Mitchell.

Tonight I'll be covering the history of the Marketing and Advertising Program,

as well as discussing the Live Action Media Broadcast System, or LAMS as we affectionately call it.

The district-wide marketing and advertising program began in the fall of 2010 and as such,

we recently completed the seventh football season at Rhodes Stadium that has included the Lambs in

action. Program examples include the Lambs, as I just mentioned, at Rhodes Stadium, in stadium

signage and stadium entrances, seen those at Rhodes Stadium, audio and video rights fees,

That's for streaming and or radio and television broadcast rights website advertising on Katie is D

Org at Merrill center org and bus advertising and since the inception of the program

It has generated 2.6 million dollars in revenue that has gone towards the general operating fund

I'd like to focus on the lambs program at Road Stadium for the next couple of slides

This program has been recognized as an outstanding outdoor

laboratory opportunity which aligns directly with the district's vision to

provide unparalleled learning expenses experiences for our students the program

involves students from the Miller and Career Technology Center and audio

engineering film 1 and film 2 classes if I could introduce if it's okay mr.

Career Technology Center and John teaches audio engineering and also

and serves as our LAMS director for a lot of the games.

Okay, this is an email from a current student at Texas Tech University

that was a member of our LAMS crew in 2014 and 15.

This was sent this past fall.

So this past Saturday I worked my first college game,

and I just wanted to say thank you for everything that you all taught me.

Since it was my first game, I was only supposed to shadow, but due to it being a complete

blowout, I was allowed to film the last quarter and it was the most amazing thing.

While there were a lot of differences, like the fact that they used $250,000 cameras and

that they used random numbers and colors to call the game, it was still familiar and it

Unknown speaker not human verified

was easy to pick up.

It only solidifies that this is still what I want to do.

So thank you all for the experience and education I gained over the two years of LAMS.

I hope that this year's LAMS students are as good as we were last year and the year

year before. Last year, KD Magazine ran an article titled, Lights, Camera, Action.

They called LAMs an invaluable knowledge opportunity and went on to say the

audio-visual technology program mirrors the environments of both a college and a

workplace. At the November 2009 work-study meeting, administration asked

for the funding to purchase the LAM system for Rhodes Stadium and we

Unknown speaker not human verified

We indicated to the board that the payback for the expense would be approximately 10 years.

I'm pleased to report that while we recently did complete the seventh season with lambs in place,

the system has paid for itself while also contributing additional funds to the general operating fund each year.

There are some considerable additions to the marketing and advertising program as we look ahead to future years,

with the largest component being the student activities complex naming rights agreement.

At next week's regular board meeting you will be presented an item to consider the naming rights partner for the student activities complex

If approved by the board this long-term agreement will contribute considerable revenue to the district's general operating fund for many years

Additionally another critical component of the marketing and advertising program as we look ahead is the lambs to system at the new

student activity facility

Second Stadium, I'd be remiss if I didn't mention that the program is projected to generate

rate seven point five million dollars in revenue for the general operating fund

of the next ten years now that's the marketing and advertising program as a

whole these next two slides highlight the many components of the system that

our students will be operating so your exterior components these are the ones

you see right the video board the ribbon board with the football game information

that's going to be on the front of the front fascia of the field house the

cameras you've all seen the students running around with those cameras at the

the games. Put scoreboard enclosure is obviously something that's not

controlled by a student or by anybody but it is what's going to go around the

video board itself but it is an exterior system component. Your game clocks, your

25-second play clock and a catwalk to access the panels for the maintenance.

The interior components are the things you don't see as easily but are

crucial behind-the-scenes student operator equipment. Some of those for

There's the room where you see all the students running

the software for the system, the instant replay machine.

Everybody we've noticed likes to stop and turn

to you in the future about being at both facilities the package pricing will be

relative to the number of events hosted at the complex and increases the number

of events increases. So the cost will be paid back, cost of the LAMS 2 system will

be paid back via marketing and advertising agreements on the electronic

displays and other stadium opportunities as they arise and the

LAMS 2 systems have and will have on our students. I would say the program

has been quite successful. I'm very proud of this program. It's provided a

world-class opportunity for our students to receive certifications and or jobs if

they want to go straight to the workplace and we anticipate a

significant return on investment to the general fund over time. At this time I

200 vendors when all of the proposals were sent out and the data received back,

we only had 64 vendors who qualified to provide service to KDISD. These, the

schools and departments will be encouraged to use these vendors and to

obtain competitive quotes whenever it's possible and they'll purchase under the

the best value criteria. This will be a one-year contract effective in January

with an option for two additional one-year renewals. The annual

Unknown speaker not human verified

expenditures for the dining and catering services are anticipated to be

Unknown speaker not human verified

approximately $830,000 per year and with the majority of the expenditures paid

for from activity accounts but all the rest of the expenditures will be

tomorrow morning and we will provide electronic updates through e-news

following the board meeting next Monday additional correspondence will be sent

discuss later this evening. I'd love to walk through all of the slides and then

talking about the general purpose of the survey as you see here. The primary

purpose was to gather information about how families may be impacted by these

modifications and to gauge their support for each of the proposals a secondary

purpose was to also inform them about the ABM process the data from this

Unknown speaker not human verified

survey will be used in consideration to determine the attendance boundary

Unknown speaker not human verified

modifications for the Northwest and Southwest project quadrants for the 2017

18 school year some details about the study here we emailed survey invitations

to almost a hundred thousand parents and community members each of those emailed

Unknown speaker not human verified

invitations had unique survey links that they could use to access the survey

individuals who contacted either Katie ISD or k12 insight received saying that

they had not received an email invitation were given a public URL to

Unknown speaker not human verified

access the survey that URL was also posted on the district's website paper

surveys were available on request and the survey was also available in Spanish

We sent reminders to to those who had not yet taken the survey via email on

November 22nd and November 30th and as you can see the survey was open and

opened on November 15th and then closed on November 30th. This report here

summarizes these survey results. It's important to note that we did not do a

random sample. We felt it was important that anyone who have an opinion about

these modifications have an opportunity to express those opinions. Because of

Unknown speaker not human verified

that these results should not be generalized to the entire community but

Unknown speaker not human verified

rather reflect those survey participants who participated in the survey speaking

Unknown speaker not human verified

of those survey participants as mr. Goodell said we had 8667 people respond

to the survey this year most of those were in response to the email invitation

Unknown speaker not human verified

that they received but we had just over a thousand people who took the survey

survey via public URL as well. And as you can see here, the far majority of those who

took the survey were parents. 83% of them, parents with children currently enrolled in

schools in Katy ISD. Another 10% are employees who are also parents. 6% are employees of

the district that do not have children currently enrolled in Katy ISD schools. And 4% community

Unknown speaker not human verified

members who do not have children currently enrolled in Katy. A bit more about those who

participated you can see we asked them the quadrant of which they reside 43

percent from the southwest quadrant and 21 percent from the northwest quadrant

not surprising given those are the quadrants most directly impacted by the

modifications for this year we also asked them how long they had lived in

the district you can see that about three-quarters have lived in Katy ISD

for 15 years or less with the highest percentage 30 percent of them having

having lived in Katy ISD from 8 to 15 years.

So I'm going to go through each of the recommendations now, show you high level, and then drill down

a bit more on those results.

So high level here, you can see that 67% of all survey participants supported the attendance

boundary modification for Paytoe High School.

If we look at those parents who have kids enrolled in the two high schools directly

impacted by this proposal 63% of those parents said that they support the

proposal when we drill down on that a little bit and look at the two schools

separately you can see that 60% of parents that have children currently

enrolled at Katy high school said that they support the proposal and 68% of

Unknown speaker not human verified

parents with children currently at Morton Ranch high school said that they

support it we'll look now at the junior high proposal again looking at all

participants on the left 67% of those saying that they support this proposal

and if you look at parents currently with children currently enrolled in the

impacted schools 63% of those parents said that they support this proposal

looking at the two schools separately again on the left you can see that 64%

McDonald junior high said that they support it and then finally we'll take a

look at the elementary proposal here with again on the left 65% of all survey

participants saying that they supported this modification but if we look at

the elementary schools directly impacted 60 67 percent of those parents said that

they support this proposal when we look at that those two schools separately you

can see here on the left that 48 percent of parents with children enrolled at

Katy elementary school said that they support it while 39 percent said that

at Wollman Elementary 85% said that they support the proposal it's important to

Meadows communities just a couple of general findings here and then I'll take

$18,000 to about $75,000 students over those last 15 years.

And our property values have grown from about $8 billion to about $36 billion over the last

We've had tremendous property value growth and enrollment growth.

And these two of those went hand in hand.

But if you'll look at the 13, 14, 14, 15 years, those property value growth really started getting higher.

And I think that's happening in the state of Texas.

And I'm going to show you what the ramifications are for having our property value growth grow faster than our enrollment on this next slide.

That's our Tier 1, and that's what the state will spend, or that's what it costs to educate children for the basic education across the state of Texas, and that's our Tier 1.

started at one point the state was paying 23 percent of our debt service

So to look at this as the companies proposed to us or kept coming saying that they thought they could save us money, we decided to split the contract into and send out a request for proposals for first the printing, the publications and printing services, and then have a separate proposal running out there for the maintenance repair services for the district owned and leased copier fleets.

The contract for the publications and printing services provides all the printing and publication needs from document creation, submission, job acceptance, production, finishing, distribution, budget postings, archiving, and courier services to deliver the print shop, the final jobs, to the schools and departments as needed.

We asked the firms that were interested to submit their proposed solution for a long-term,
