I'm going to be going over the 2014-15 fiscal year tonight.

So it's a year that our fiscal year ended on August 31st of 2015,

But it's at that point where the Texas Education Agency is ready

for us to give our first results.

TEA implemented many changes over the years,

The first rating is designed to encourage public schools

schools to better manage their financial resources in order to provide a maximum allocation possible

for districts' instructional purposes.

Last year was a transition year, as I mentioned a minute ago.

Last year, the prior year, there was 20 indicators.

They're back up to 15, and I expect the bar or some of the ratios that they ask us to

I'll just go over the first couple or 70 to 100 points and we'll score a superior

during our audit as well yes was the total unrestricted net asset balance in

the statement of net assets greater than zero in other words where your net

I'm pleased to say that we're one of the lowest in the Houston area and we had 3.9 percent

Did the school district not have a decline in students to staff ratio over three years?

as the National Principals Month. The month is set aside to honor the hard

work and the dedication of principals across America. The key to student

success is a great school and the key to a great school of course is a great

principal. A proclamation is presented to the Board of Trustees for their approval

to dedicate the month of October in honor of all our principals across the

district and to take the opportunity to express our gratitude for their

on the Rodeo Committee the opportunity to make our annual FFA Chapter Operating Fund

distribution at this meeting. As you know, we hold the Rodeo in conjunction with the

FFA Livestock Show every year. The monies we raise are distributed back to the FFA Chapter

in various ways. Over the past 11 years, we have distributed monies by paying for animal

vaccinations, student and teacher development courses and events, FFA American degrees for

Unknown speaker not human verified

for students and distributions such as these to the activity fund for each chapter.

This year our distribution to the activity fund is $65,000.

These activity fund monies help offset the cost of events, travel, development courses

and allow the students to continue to pursue their dreams in FFA.

We did want to mention that in the last seven years, although the projections become less accurate with each ensuing year and we update and revise that data annually, the greatest deviation has been 1% in the last seven or so years.

2014, over 3,000. That's been our last growth spurt in the oil boom that has now left us.

historically as it will be in the future. I think we'll see a much more stable growth situation

moving forward.

Now in terms of looking at the highest growth districts, it's good to compare this district

statewide out of the

63 districts that are the largest districts in the state, Frisco ranks second and of course

generally speaking out of the the all all districts of course is second in

Unknown speaker not human verified

numeric growth if you look at the red districts you'll see those that this

past year based on teams had the highest increases with Katie as the leader we

Unknown speaker not human verified

anticipate that that will also be the same this year but without official data

Unknown speaker not human verified

we're right now calling to interview each of these districts to get their

Unknown speaker not human verified

almost PEMS ready data for the student growth for the year. Likewise if we look

Unknown speaker not human verified

at the last five years again using only the official PEMS data you'll see that

Unknown speaker not human verified

Katie led in the 62 consolidated metro area school districts in total

Unknown speaker not human verified

enrollment growth. Now if we look at the last two years, note that kindergarten as

Unknown speaker not human verified

you know is very important for so many reasons. It's a precursor of what's going

Unknown speaker not human verified

to come in every ensuing year. This year it just very slightly has declined and

Unknown speaker not human verified

we're not yet at PEMS but basically there. And then last year it was 17% of

Unknown speaker not human verified

of 1% in terms of very small, small growth.

So ideally, we like to see, if there's any one grade

Unknown speaker not human verified

that we'd like to see leap forward,

Unknown speaker not human verified

it would be kindergarten.

Because then we know there will be that bulge moving through,

and we'll see continued increases

in the student population.

There's several reasons that account for that.

Of course, the oil price plunge and the creeping unemployment

Unknown speaker not human verified

employment problems as well as the fact that the district itself is building out.

And then finally and most importantly, the price of new homes simply prices out these

Unknown speaker not human verified

youngest homeowners.

Unknown speaker not human verified

Here we're looking at fencing in the district so that we can look at the aging of those

Unknown speaker not human verified

tiny infants born in the district five years forward.

Unknown speaker not human verified

and we see that there was a plateau 13, 14, and 15, but now we can expect slight

Unknown speaker not human verified

increases based on previous birth dates. This excludes though net in migration

Unknown speaker not human verified

which accounts for the majority of the growth that we see in the district in

Unknown speaker not human verified

kindergarten. You'll see here that this continuum shows a six to eight percent

Unknown speaker not human verified

in the earliest year shown and then now in the three and a half percent range.

But know that this doesn't necessarily mean that you're seeing fewer students

Unknown speaker not human verified

students numerically. In other words, as we grow each year, that percent can get smaller,

Unknown speaker not human verified

but we're still adding that predictable number of students. So please keep that in mind.

And it's for the next 10 years going to be about 2200 to 2400 per year. And so that doesn't

Unknown speaker not human verified

that doesn't decline although the percents do get lower. Maybe it's

Unknown speaker not human verified

important to state simply that developers and builders look at many

Unknown speaker not human verified

different parameters or characteristics as they seek to choose this district in

Unknown speaker not human verified

which to develop or in which to build homes and that it's important to

Unknown speaker not human verified

understand the comparative advantage that this district has. And definitely we see that

Unknown speaker not human verified

in the low percent of economically disadvantaged students, the other quality of life characteristics

Unknown speaker not human verified

like median income, for example, where this district is the leader. Again, there are so

Unknown speaker not human verified

many characteristics that make this district unique. Definitely unique in the 62 districts

Unknown speaker not human verified

in the consolidated metro area. And again, these quality of life districts definitely reflect that uniqueness.

Here, to drill down a little further, Katy is ninth in the state in terms of economically disadvantaged,

Unknown speaker not human verified

and fifth of the districts that are 20,000 or more students in the test results for grades three through eight.

Now this is of course last spring's data.

Unknown speaker not human verified

So again you see the ranking is very high for such a large district.

The other districts in terms of enrollment are quite a bit smaller and therefore more

Unknown speaker not human verified

homogeneous.

So Katie has to fight a little harder to get these high rankings.

Unknown speaker not human verified

One thing that has changed a great deal is the growth in private and charter schools.

Unknown speaker not human verified

So while we're continuing to see high growth in the school district, don't think that that

Unknown speaker not human verified

growth is higher than is this selection of alternative campuses.

Unknown speaker not human verified

In 2014, there were around 2,800 enrolled, and then last year it was around about 3,400,

Unknown speaker not human verified

and this year it's been around 4,600. So you can see there's a significant

Unknown speaker not human verified

increase each year and we will continue to see that. Now some of these schools

Unknown speaker not human verified

are literally doubling in capacity but many even in the district aren't

Unknown speaker not human verified

attracting only KISD students but students from three or four different

Unknown speaker not human verified

school districts. Employment trends, again we've always found that that's the chief

Unknown speaker not human verified

predictor in the growth of this this district and unemployment rates have

Unknown speaker not human verified

been creeping up each month but in September maybe that creep has

Unknown speaker not human verified

stabilized and of course that that is very important. At the same time the

Unknown speaker not human verified

The second most important factor in predicting growth in this district is transportation

Unknown speaker not human verified

improvements, particularly when developers don't have to pay for them.

Unknown speaker not human verified

So that that helps them leap into the fray, buy parcels along the improved Martin Road

Unknown speaker not human verified

to the west, for example, and other places where there have been roadway improvements

Unknown speaker not human verified

that allow them to leap into the development process.

Unknown speaker not human verified

Maybe one of the most interesting is just outside the boundary of the district, State

Unknown speaker not human verified

Highway 36 is from Freeport up to Hempstead going to have a big impact on this district,

Unknown speaker not human verified

although it's just to the west of Form-de-Market Road 2855.

But we'll actually be allowing traffic in the western part of Katy to use that State

Unknown speaker not human verified

highway and at the same time the undeveloped portion of the west along I-10 and U.S. 90

Unknown speaker not human verified

will be in much greater demand and a lot of that land is now for sale for commercial purposes,

Unknown speaker not human verified

e-commerce, distribution centers and so forth because this is going to allow this major

Unknown speaker not human verified

transportation hub from the port of Freeport up through this area. Now in looking at housing

Unknown speaker not human verified

projections, maybe we could simply say that the district is building out rapidly. The beige color

Unknown speaker not human verified

is that area where within the 10-year time period of our projections there

Unknown speaker not human verified

will probably still be land in that area that would be about 18% or less in 10

Unknown speaker not human verified

years of the land remaining so the district is becoming a mature district

Unknown speaker not human verified

rapidly and yet at the same time we know that the district as you noted is

Unknown speaker not human verified

increasing with more students in any district in the Houston area. So one of

Unknown speaker not human verified

the things that is important in the way that we look at growth is what parcels

Unknown speaker not human verified

are for sale and of course if you look in the bottom right you'll see the top

Unknown speaker not human verified

hat of the district so this is a little deceiving but those red parcels are very

Unknown speaker not human verified

critical in looking at the next few years and at the same time we study

Unknown speaker not human verified

those parcels that have just sold in the last year in two years because those are

Unknown speaker not human verified

the ones where we have to isolate out the residential development that's

Unknown speaker not human verified

planned now in this particular slide you can see that 38% almost a thousand of

Unknown speaker not human verified

the added students this year were from apartments and that's really not going

Unknown speaker not human verified

to decline even though there is a decline in permits of new apartments

Unknown speaker not human verified

generally but Katy is still very much in demand. There's fewer apartments than

Unknown speaker not human verified

there would have been without the oil price situation but definitely moving

Unknown speaker not human verified

forward because as the district builds out it's almost a law that infill

Unknown speaker not human verified

parcels will be in big demand in this district for multifamily. So maybe the

Unknown speaker not human verified

most important figure here is not the actively building out subdivisions, which really added

Unknown speaker not human verified

the lion's share, 59 percent of the growth, but the built out subdivisions, which only

Unknown speaker not human verified

added 2 percent. And so that's what we have to follow are the majority of the subdivisions.

There are 387 subdivisions in the district and the majority of those actually are built

Unknown speaker not human verified

out and we've got to follow those very carefully to see if they're regenerating

Unknown speaker not human verified

or if they're going to be in some cases deep decline with students. This past

Unknown speaker not human verified

second quarter we don't have third quarter data yet. The district decreased

Unknown speaker not human verified

in housing starts by 19% for the year. Only those second quarter data, no

Unknown speaker not human verified

no third quarter data available. The same year's time frame would have been 24%. So

Unknown speaker not human verified

those are the important numbers to remember. But this appears to have bottomed out as well.

So employment was shaky and unemployment trending upward and is stabilized and the decline in

Unknown speaker not human verified

housing starts now should have stabilized, but we don't have that third quarter data

Unknown speaker not human verified

to verify this. I won't go over the important master plan communities that

Unknown speaker not human verified

are going to have such a big impact on the district and and maybe just

Unknown speaker not human verified

emphasize as you well know that these master plan communities are the ones

Unknown speaker not human verified

that have the highest ratios of students per house. Parents feel secure and

Unknown speaker not human verified

comfortable in these developments and they're the ones that really pack in the

Unknown speaker not human verified

students. And of course if you want to look at the characteristics of each of

Unknown speaker not human verified

these, it would be good to look online in our report to get an update about what's

Unknown speaker not human verified

left. And you know Cross Creek is interesting in that they have replatted

Unknown speaker not human verified

their final plats to have smaller lots and there are more lots and more

Unknown speaker not human verified

children. And so that you know final is never final is it? Now here keep in mind

Unknown speaker not human verified

in looking to those future subdivisions that may or may not have anything more

Unknown speaker not human verified

than an owner of the lands name. No market name as yet, but we know that

Unknown speaker not human verified

despite locations like the City of Houston down 84% with multifamily

Unknown speaker not human verified

permits that these larger parcels are still having reserves for multifamily in

Unknown speaker not human verified

in the northwest. And when we look at all of the future growth, it's all in the northwest.

So we don't even need to think about the rest of the district at some point in terms of

Unknown speaker not human verified

new housing. We're just going to concentrate on the northwest. And to do that type of development

Unknown speaker not human verified

requires a unique set of developers that have a tremendous knowledge of drainage, hydrology,

Unknown speaker not human verified

and the way to fix the floodplain to make it work for them so that they can develop in that area.

And to continue that train of thought, again, in the northwest,

Unknown speaker not human verified

there will be continued purchase of those parcels.

Unknown speaker not human verified

And once all of those major parcels are purchased, which should be occurring in the next three to four years,

Unknown speaker not human verified

then they'll all build out real rapidly.

Unknown speaker not human verified

So it won't be a long, drawn out process once they all get underway and once the new

Unknown speaker not human verified

east-west corridors are available for those developers in the northwest.

This last column shows Newland communities, which is Allison having 3,766 occupied homes

in the next 10 years, whereas now you know they are just getting underway. The

Unknown speaker not human verified

Northwest Katy should be in quotation marks. That's Troy Maxwell's what will be

partitioned out into three developments and so forth. So here we're looking at

specific multifamily developments that are either in the occupancy stages or

Unknown speaker not human verified

about to be occupied and you can see this is a long list right this is the

second part of that long list and these are things that are imminent and they

Unknown speaker not human verified

these units are summed to seven thousand four hundred and sixty that are yet to

Unknown speaker not human verified

be occupied on those two pages of lists so you can see the district went from

Unknown speaker not human verified

from having two or three new apartments per year to a whole new arena of focus.

And right now, for the next 10 years, about 38% of all of the new housing units will be multifamily.

So here then are those that are long-term planned that we need to account for.

Many are reserves on parcels that are single-family on the whole.

Here you see for the first five years of the projection period, the reservoir in the southeast simply means there's right on the edge of it an apartment continuing to be occupied on Highway 6.

But wherever you see red, you'll know generally speaking those are the hot spots.

And then here, this is the last five years of the 10-year projection period.

And again, very northwest oriented.

And in this case, mainly single family.

Here then the 10-year period summarized and so you know we used to say the

district was growing north, south, east and west with the focus on the southwest

but that has changed. This is looking to the build-out of the district and the

district will never be truly built out because there will be teardowns and a

Unknown speaker not human verified

a redevelopment, but there remains about 29,000 housing units to continue to be developed

Unknown speaker not human verified

for the first time.

And then that will yield around 16,000 students.

But know that the blue areas that you see here may be somewhat in decline.

And so that may balance off the growth by that time frame.

44,360 housing units are projected then in the next 10 years.

And if we look at how many students we could expect for new home, it's .72.

because this is a very coveted district so there's a high ratio of students in

apartments. Now if we look at the projected enrollment then based on this

data we project around 98,000 it's hard to believe at the end of the 10-year

period and you can see in the green numbers reflecting growth that they do range from

just under 2200 in one case, 2020, to almost 2500, but in the 2200 to 2400 range.

And we know that it's possible that with higher ratios and with regeneration in the blue built

out subdivisions that we could have around a hundred and two thousand in ten

years in the district and as low as ninety two thousand so I appreciate your

time and Chris Poole is going to briefly summarize the growth per attendance zone

zone that's expected.

So as you guys know, one of the main reasons that we do this study every year is so that

we can understand when and where and how you need to build new facilities.

And so that was an awful lot of data, but it doesn't turn into where do I need a new

school until we create a model and we generate projections by land use zone, by grade group

for each of the years of the 10-year period.

And so we take that data and we put it back into your current attendance zones and we start comparing that to the capacity

so that we can understand when and where you need those new schools.

So what I have here is just a brief look at the geocoded student population.

It's very important to keep that in mind, particularly in the northern part of the district here at the elementary school level,

because the geocoded students are the students that reside in the attendance zone.

And so therefore we consider anyone a transfer if they go to a school outside

of where they're actually living. And so for your bilingual programs or for if a

child goes to school with a parent at a different school, we consider those

transfers but we're trying to match children with rooftops. And so that's

where how we start with these geocoded students and then we have to to get to

the actual enrollment we have to understand the transfers and the

the programs at any given facility.

We can see here that Hetzel, for example, has a bilingual program, and I think it includes
