The KDISD Board of Trustees met last week in a work-study meeting to receive information
and recommendations from staff, administration, and the superintendent.
Board members were able to ask questions and receive answers from administration.
We should be prepared with responses and action tonight.
The board met earlier this evening in closed meeting.
By law, any action arising from discussions in a closed meeting must be taken in a subsequent
open meeting.
Dr. Hint, will you verify that we are in compliance with the provisions of the Texas
Open Meetings Act with regard to the notice for this meeting?

I am Caleb Estes, a fifth grader at Nine Camp Country Elementary.
I'm in Mr. Croclus' homeroom.
Some of my favorite things about NCE that I do is my challenge classes with Mr. Peterson,
my science experiments with Mr. Croclus, and my art classes with Ms. Hartman.
Something special we do at Nine Cam Country Elementary is Spice Days where we ask our parents to come two days a year to teach us about some of the stuff that we're doing at that moment.
My two favorite are my third grade metric Olympics where we did games and we measured them by the metric scale and the American Indian fourth grade where we played like American Indians and made their crafts.
crafts things I do and then around my school I do a lot of things in around my
school since kindergarten I've been part of our joust reading library program
I've been a Howdy Knights to help other students figure out what our school is
and how we do it. I am part of a Weeblos Cub Scout pack and we help clean up after
carnival and we make the flower beds in front of our school look nice. Now that
I'm in fifth grade I'm doing so much more. I'm on safety patrol, hand bells and
the choir. I am doing my 54th, I'm doing the 54th aerospace mission from our
school to from earth to Mars and back and this year I will be running for
student council treasurer I love my school and I'm proud to be a non-chem

Good evening, Madam President, Board Members, and Superintendent Lance Hint, and good evening to everyone in our audience today.
Our community is honored to have a very special group of individuals who walk among us.
When one thinks of the word legacy, the names and the faces of these educators should come to mind.
While serving in their careers, they demonstrated what it actually means to be the legacy.
They have handed down the gift of sharing their hearts with the many children that they have taught and cared for.
They have wisdom, they have knowledge, not only for students, but for their co-workers and also for the community.
They are the faces of legacy and they are the faces of Katy ISD.
Tonight we'd like to honor and recognize all of the namesakes along with their
family members, but first a special video from some of their students.
Katie ISD a namesake is more than just a name.
It's a person who's devoted their life to education.
Somebody who has gone above and beyond to help our schools.
And us too!
They visit our schools and volunteer.
And have lunch with students.
And read to us too.
A namesake embodies our legacy of excellence.

Katie when we go around other districts and talk about how our buildings are
named after great educators the best way is mr. woman said to me one time he said
mrs. Fox when I drive around the community I don't see a name on a
building I don't see bricks and mortar when I see names I see mr. Alexander
kneeling down at a next to a locker helping the child you know tie their
shoes unlock the locker I see mr. and mrs. Beck counseling kids and giving
them advice I I see these people and they're giving money to children who
need lunch money I see them offering them great wisdom and advice I don't see
bricks and mortar when I see names on building I see people with students
making a difference and I think that is such a testament to who you are and
that's what I see too when I see names on buildings I see you in your hearts
and from all of us we're filled with gratitude thank you for what you do
next we have a group of parents who are one of the main ingredients for our
student success at Katy ISD these individuals work tirelessly to rally
parents from everything from campus fundraisers to teacher appreciation
events and countless activities across the district. Last year alone we
documented more than 1 million volunteer hours that were donated to KDISD. A large
amount of those hours were donated by these parents that have taken the time
to care for our children. Therefore it is my pleasure to introduce to you our
parent support group leaders for the 2016-17 school year. I'll start first

For our next recognition, I would like to welcome Mr. Daniel Riley, Warning Coordinator Meteorologist from the National Weather Service,
Houston Galveston for a special award presentation.

both to the City of Katy and Katy ISD. Maria and John are great partners of ours. National
Weather Service recognizes jurisdictions that go above and beyond in their severe weather preparation.

Members of the Katy ISD Police Department responded this year to an active shooter situation
at Knights Transportation located directly across from Franz Road from Morton Ranch High
School.
The campus was placed on immediate lockdown and our officers were among the initial responders and assisted in successfully evacuating employees, securing the scene, and determining the nature of the situation.
In response to this action, Katy ISD Police Chief Robert Jinks, Sergeant Justin Moyer,
and Detective Frank Muniz received the bravery award from the Harris County Sheriff's Office
for their unselfish, quick, and decisive actions while responding to this situation this past
May.
Chief Jinks, Moyer, and Detective Muniz, thank you for everything you do for us, for your
service and gratitude, and congratulations for this honor.

The National Dropout Prevention Center Network at Clemson University offers nationally recognized
credentials to practitioners who are trained in the area of dropout prevention.
This certification verifies a participant's knowledge and expertise in at-risk youth issues
and strategies for raising graduation rates. Joanne, our esteemed KDISD Dropout
Prevention Intervention and Recovery Coordinator, has received this
distinguished National Dropout Prevention Specialist Certification.

School business professionals are challenged with the difficult task of managing district
finances efficiently and ensuring compliance with all policies and
regulations the Texas Association of School Business Officials certification
program is designed to educate those seeking excellence in their profession
and to recognize standards of professional competence and tonight we
have three individuals who have received these professional certifications Peggy
Caruso assistant director of environmental and safety certified Texas
school business official.

The Governmental Financial Officers Association awards the Certificate of Achievement for
Excellence in Financial Reporting to recognize local governments that go beyond the minimum
requirement of generally accepted accounting principles, prepare rather comprehensive annual
financial reports that evidence the spirit of transparency and full disclosure, and they
They succeed in achieving this goal.
This is the highest form of recognition in governmental accounting and financial reporting,
and it represents a significant accomplishment by a governmental entity.
The Association of School Business Officials International issues what is known as the Gold Standard
or Certificate of Excellence in Financial Reporting.
Earning this certification is evidence that the district is credible and committed to fiscal integrity.
It helps the district achieve a better bond rating from credit evaluations by clearly disclosing all required information and demonstrates transparency rather as financial information is shared above and beyond what is required.
Together with their staff, Liz Haven, CPA Accounting Supervisor, and Ann Feshtinger, Business Manager, recently earned both of these designations on behalf of the district.
Congratulations on their dual accomplishment.
I want to say, Dr. Hinton and Ms. Fox, that this is a team effort, and the entire accounting staff is not able to be here tonight.
We have six certified public accountants that are on our staff upstairs, and two of them were able to be here tonight.

in our community. At this time I'd like to ask President Rebecca Fox to read
this proclamation. Proclamation of the KDISD Board of Trustees. Whereas the Human
Resources Division is instrumental in recruiting, selecting, resourcing and
and retaining quality staff in support of providing an excellent education for all students
and whereas human resources plays a key role in fostering satisfaction and loyalty among
employees by allowing for professional growth and development and keeping employees informed
about policies, working conditions, compensation and benefits and whereas human resources monitors
and manages current and future workforce trends, organizational culture, legal and legislative
legislative trends and ethical and social responsibility, and whereas human resources
is an important part of district leadership and is vital to the overall productivity and
efficiency of the district's workforce, and whereas human resources is a valued and respected
department that sustains the district's most important asset, its people.
Therefore, the Katy Independent School District Board of Trustees that's hereby resolved
at October 12, 2016, will be observed as Texas Education Human Resources Day throughout the
district.
The Board also encourages students, staff, and parents to express their appreciation
to our Human Resources team members for their dedication and commitment to KDSD employees
and students.

Good evening, President Fox, Superintendent Hint, members of the board.
tonight I am excited to bring you the summary of the 2016 state accountability
performance report as required by Texas statute tonight I'll be reviewing five
areas that pertain to the 2016 accountability system specifically I'll
present items related to 2016 star assessments I'll review the makeup of
the performance indexes and the ratings Katie in all district all campuses in
and Katie received, and the distinction designations and system safeguards will also be reviewed,
which are components of the accountability system.
2016 was an eventful year in the state assessment world.
For the first time since state assessments began over 30 years ago in Texas, Pearson
was not awarded the state contract.
Educational Testing Service was awarded the contract for STAR 3-8, STAR EOC, STAR A, and
STAR L programs.
programs. Pearson was awarded a smaller contract for Star Alternate II and Telpass. There were
reports in the media about this testing year, and although Katy ISD experienced many of
the issues reported, none of the issues had an impact on campus or district accountability.
In fact, the vast majority of the issues were experienced were logistical and only impacted
the work of adults and not the students. One of the issues experienced statewide, however,
was a delay in the release of the 2016 spring results. The last bullet on this
slide shows examples of how our assessment results were reported. STAR-EOC
results were scheduled to arrive May 20th and continued to flow in the
district through June 26. This was an unusual year in receiving assessment
results. Likewise, all other assessment results were delayed, most notably STAR
our three through eight which was scheduled to arrive in district on June
15th didn't arrive until July 5th. Thus the reporting the accountability system
was also delayed in getting those results and therefore I'm here in
September this year instead of our normal August. ETS did request more time
to process the results to ensure accuracy which is why we had that
significant delay. In the current state accountability there's a four index
system in which campuses and districts are rated. Each of the four indexes are
highlighted on this slide. Index one is a combination of all assessments that are
met standard or passing. Index two looks at progress students make from one year
to the next. So for example if a student in grade eight scored a hundred and nine
points higher on reading than they did in grade 7 they would be considered
meeting progress. Index 3 looks at gains for specific student groups and
index 4 is calculated differently for elementary and junior high campuses than
it is for high schools. At the elementary and junior high levels post-secondary
readiness is measured as the percent of students who have achieved the final
standard on two or more tests and that final standard is the standard that
that students are set to be met standard by the year 2021.
So it's a higher standard than passing,
but it's an indicator of great success for students.
For high schools, the state calculates
that same final standard indicator
in addition to graduation rate, graduation plan rate,
and a fourth indicator that's post-secondary level
on ACT, SAT, TSI, or students who receive credit
in advanced and dual credit courses or students who complete a coherent
sequence of CTE courses so it has a lot of factors in that last calculation
campuses and districts are assigned one of four ratings met standard met
alternative standard and alternative standard is what our rains high school
in Katy ISD is held to improvement required and not rated for a campus or a
district to be met standard and have that final rating they must meet the
target for index 1 or index 2 and then index 3 and index 4. In 2016 the STAR 3
through 8 mathematics results were included after being excluded for a year
while new standards were implemented. STAR A and STAR Alternate 2 results also
were included for the first time in 2016. Another significant difference in the
2016 system is we see our first student standard increase since STAR started.
After a two-year delay in the performance level increase, the new
standard is now in effect in 2016. The standard progression model is where the
student standard to pass or meet standard each assessment will increase
annually until the final recommended standard in 2021. For example, an eighth
grade student needed to get 24 questions correct on their 2015 math assessment.
But the same assessment in 2016 required 26 questions correct, so two more questions correct.
And that same assessment for this year's eighth graders requires 27 questions correct for
passing.
So that's that standard progression, a gradual increase.
It's very exciting to be able to announce it for the fourth year in a row, and since
this accountability system was implemented, Katy ISD and all of our campuses received
received a met standard rating.
This slide details the index ratings for KDISD and the state average from 2016.
As you can see, the index one target is 60, and KDISD is 14 points above the state average.
Index two target is 22, and KDISD is three points above the state average.
The index three target is 28, and KDISD's 51 is 12 points above the state average.
and the index for target is 60 and KDISD is four points above the state average.
Distinction designations are awarded for outstanding achievement in specific
areas. Campuses must have a rating of met standard in order to receive
distinctions. The Texas Education Agency groups campuses with 40 most similar
demographic campuses to them. They group them with metrics such as age bands,
demands, enrollment, percent of economically disadvantaged, percent of English language
learners, and mobility rate.
Campuses are eligible for distinctions in the areas highlighted on the screen.
Campuses who meet a distinction in one of those areas have actually scored in the top
quartile of their campus comparison group in those areas.
So they're in the top ten.
Here's an example of the ELA reading distinction page.
As I mentioned before, there are multiple data points behind each of the seven distinctions.
So this one is reading ELA.
You can see in the Seven Lakes High School example from this year that high schools actually
have ten indicators in reading ELA included in their calculation.
These indicators have a green highlighted bar on the right hand side.
The green highlights show that Seven Lakes was in quartile one, or the top 25 percent
in their campus comparison group of 40.
In order to earn an ELA distinction for Seven Lakes, they needed to be quartile one in 33% of their measures, and they actually achieved that on 100% of their measures.
KDISD had six campuses meet 100% of their eligible distinctions in 2016.
Seven Lakes High School, Taylor High School, Cinco Ranch High School, Tompkins High School,
McMains Junior High and Maid Creek Junior High all met 100% of their eligible distinctions.
They have a lot to be proud of.
Of additional impressive note, Seven Lakes High School and McMains Junior High have both
met 100% of their distinctions since the distinction designation process began in
2013. System safeguards were added to the state accountability system in order
to meet federal compliance requirements. The system safeguard report breaks down
each campus and districts data by student group and for every content area.
The target of 60% must be met for every academic indicator. Schools that receive
received Title I funding have an additional threshold of 87 in reading and math for this
year.
Katy ISD met 96% of all system safeguards.
In summary, Katy has many successes in the 2016 accountability system.
Katy campuses all met standard for the fourth year in a row.
In the 25 largest districts in Texas, Katy is one of 12 districts where 100% of our campuses
met standard.
In the 10 largest districts in Texas, Katy is one of four where 100% of campuses met
standard.
In those same 10 largest districts, Katy has the second highest percent of campuses meeting
all eligible distinctions, and that's 8.6% for Katy.
In the 10 largest districts in Texas, Katy has the highest number of comprehensive high
schools meeting all eligible distinctions, and again, we have four in that category.
Of the 10 largest districts in Texas, Katy has the highest percent of system safeguards
met at 96%.
That's a lot to be proud of as we continue to build our legacy.

boys and girls and yet we still have room for improvement and we're on it and
you guys are on it and thank you dr. Cassidy for your devotion to the
curriculum because that's our main thing and and we know that you look at that
like we do and say next year it's gonna be we're gonna be better than that
I appreciate you board members any questions okay thank you so much our
next report is dr. grooms the preliminary results of the Katy
Independent School District legislative priorities feedback survey it's just
gone out and it hasn't finished yet I think but you've got some preliminary
findings for us good evening that is correct good evening madam president
Board of Trustees and Dr. Hint. I am here this evening to provide a preliminary report on the legislative priorities survey. As you'll recall,
last week I provided
information on 13 legislative items that fall under the broad category of finance,
assessment and accountability, and governance.
We then sent out a community feedback survey to see how those legislative items might resonate with some folks and
this evening we have some again preliminary results on that.
The first question we asked out the gate is whether or not the Board of Trustees should
even pursue legislative priorities.
That's something that our community members want the Board of Trustees to work on.
And an overwhelming majority of folks said yes, we want our Board of Trustees to work
on legislative priorities, 89%.
A total of about 1,700 participants have responded to the survey thus far, and it remains open
until September 30th.
Now I'm going to give some high level results.
At the end of the survey we did ask folks to rank the 13 legislative items with the
three being the most important to them.
You'll see here governance, less involvement from the state government, streamlining the
Texas essential knowledge and skills, the TEKS, and delaying the implementation of the
new statewide accountability system ranked in the top three.
A close fourth place was requiring the state legislator to establish the same transparency
and accountability rules for voucher programs as they do for public schools.
We also asked participants again to rank their bottom three and the three you see in this
slide reflect the bottom three.
Increasing the golden pennies, accountability eliminating the public school A through F
rating system, and again accountability adding college readiness assessments to the post-secondary
readiness domain. We're in the bottom three. As a reminder, this is the proposed timeline
for the development of the Board of Trustees legislative priorities. The work study last
week was a presentation of priorities to consider, followed by the community feedback survey.
The Board had also discussed the establishment of a legislative priorities advisory committee,
and that would be followed by the final results and then the legislative priorities being
being developed in October towards the end of that month.

I am going to vote against this motion but I want to make it clear I'm not
voting against the District of Innovation at this point in time. I
simply don't know enough about it and what I do know I'm very concerned. So I'm
going to vote against this motion but I pledge that I'm going to try to work
cooperatively over the next weeks and months. I will tell you what my concern
is and I want to put it on the record. We have a history over the last 30 years in
the state of Texas for movements to start and they dangle the carrot out for
for school districts that really want something important,
early start time and different things.
Based on the conversations that I've had
with a handful of people, and it is far, far short
of making conclusions or making assertions,
I believe that this could be a Trojan horse operation
by many who have latched on to the concept
for the purpose of breaching teacher contracts.
And I know that you don't want that.
I know Dr. Hint doesn't want that.
I don't know anyone on this board that wants that.
But I do believe that this District of Innovation is an opportunity to breach contracts
way beyond the kinds that you were talking about last week.
I would prefer a different way to start this process.
That was pretty painless.
Mr. Scott, I appreciate that.
I also want to put it on record, by no means do I want to breach any type of teacher contract,
nor do I want to take away planning periods, nor do I want to take away the waiver process
that allows us to keep their classes at a manageable number, 22 to 1.

Tenacity to protect the teachers of Katie ISD. I mean, I just have that's one thing that I've always
Appreciated about you is that tenacity to do so
But the reason that I really support this is every two years when the legislature meet,
they change something.
Since I've been on this board, we've gone from 15 tests for a child to get out of high
school to five.
And I'm sure the legislature is going to change so many things again.
And I've even heard talk about changing certain elements of the District of Innovation already.
And most districts are not even out of the starting box
Actually was in a meeting last week as Fox was there where a trustee from another district spoke to a legislator and said
Can you at least give us a chance to to work on this a little bit before you go and change it? So I
Hear your concerns and I think those are some concerns that I would even support us
advocating in those changes to this legislation but I think that is vital
that we utilize the tools that we are given to do more for our young people we
complain we talk about what the legislature does to us but here they're
giving us a tool and I think that is vital that we go down the road of
utilizing that to as great as effect I mean the start date is one thing but I
I look forward to walking into a calculus class one day and seeing an engineer teaching
our students.
I look forward to walking into a business course and seeing someone like Mr. Michalski
teaching that.
I look forward to the day we start that aviation program and we can finally get some of those
graduates from the Air Force to work with some of our young people.
So I think that this is a wonderful opportunity.
Madam President, ma'am, real briefly, I want to make sure that when I vote no here,
it's not an expression of in any way insulting or attacking y'all's commitment to this.

I just have 30 years of not trusting the state of Texas.
and I will work cooperatively but I'm going to be very very vigilant on how
this process unfolds and the only way I know that I can signal that is by voting
know what the starting it doesn't mean I'm not going to try to work with this
mr. Scott I am so the reason I like this is because it's local control this does
take that away from the state this puts the control right here at this day us
And I agree with you. I trust us to do the right thing for students and this is as mr.
Mahalski said it's an exploration

I would like to also explore it and see where it takes us and
Having some of the local control that the state gives to the charter schools
They don't have to follow all the rules we have to follow
They don't have to do all the things we get to do and yet they still don't perform as well as we do
I mean they don't have to follow some of those mandates and this local control to not have to do every single
like every other school district no matter their size or where they are in
the state I like the fact that this gets us some flexibility to show off who we
are and so I any other discussion hearing no other discussion I will read
the resolution and then we will vote Board of Trustees resolution whereas HB
1842 provides that a school district is eligible for designation as a district
of Innovation if the district's most recent performance rating under
Education Code 39.054 reflects at least acceptable performance and that
consideration of designation as a district of innovation may be initiated
by a resolution adopted by the Board of Trustees of the district. Whereas the
Katy ISD has a long-standing tradition of supporting innovations for the
benefit of students. Whereas the Katy ISD Board of Trustees believes as a body it
It can make better decisions for students when it has the freedom to exercise greater
local control over the decision-making process.
Therefore, the Board of Trustees of the Katy Independent School District, by adoption of
this resolution, initiates the process of exploring and considering designation under
Education Code Chapter 12A as a district of innovation.

There's one thing I would like to add to this.
I have to admit that when Dr. Hintz sent it to me for review,
I was literally just coming out of a session with the TASB board where we're going over the state funding formula
and some proposed changes.
It was a lot of numbers.
My mind wasn't exactly there.
I'm sure Mr. Smith would have loved it, but after about 10 minutes, my eyes start to glaze over there.
One thing in this I would like to insert is where we will hold an open forum, a public meeting, a town hall, where we can actually hear from the public and have some discussion with them.
Not necessarily discussion, but clarify the questions of what they're asking.
so we can bring back a proper report to this board as
What's the desires of our community because remember we work for them
but before we go out there and advocate I would like to add that as well as part of
forming the committee is
Asking each board member to suggest two people to the committee
I would ask each of you to suggest people that not only will participate in the meetings
But that will join us in our advocacy effort
that will write letters send emails take trips to austin gather their friends because this isn't
just our legislative agenda this is for our community in regard to what it desires when it
comes to the education of its children so um i would ask that those are the type of people that
you you would look to mr dubrell we as we uh i appreciate the charter that you all you and mr
Scott worked on and bringing to us I read through it and appreciate it very
much it seems very very very specific to what what we are trying to do here which
is gather input from our community and we talked about last week having a town
hall meeting so it was my expectation that that's what you're going to do so I
don't personally don't see any need to specify that in there I expect that
you're going to do that we've discussed it do you feel like it well I mean it's
the board wants to make clarity to ensure that it occurs and i'm more than willing to add that
trusting you as a committee to gather input as you see fit from the community so i would expect that
you would get input from them i don't need it specified for me unless unless you do i'm what
do you think board are y'all mr scott mr scott mr scott first of all let me thank the board thank
you thank dr hint and thank the board i think this is a very positive step forward the concern that
henry and i are on the same page about our town forum and i don't sense anybody not being for that
the concern i have is when the charter says for observational purposes i we henry and i
in discussing this don't want to get ourselves wrapped in that we're violating the approved
approved charter. But if the board is of the consensus that we can have a town hall or
forum and do that, otherwise we could make a very modest amendment in this and clear
it up. I'll accept y'all's direction as long as it is understood that Henry and I do want
to at least allow one opportunity for people to come in and get it off their chest. So

and we have an update about the committee that we have on the student
activity facility second stadium naming advisory committee mr. Mahulski you're

I as reported to you last month I'll just give you a quick update on from
that and then we'll kind of move forward on the committee activities since then
if you recall that last month we reported to you that the committee had
it kind of changed direction a little bit with regards to what we had originally thought on naming the
complex the
KDSD student activities complex which will encompass both
Road Stadium and and the stadium under construction now
moving forward with that
We have what we have done is now prepared and and sent out an RFP a request for proposal
for that that the committee
kind of settled on the form of the RFP.
Those went, it was released,
let's see,
on September 12th and responses are due back on Monday, October 10th.
In order to kind of cast a somewhat of a wide net and
receive and solicit proposals, the district is putting out a press release this week, the week of September 26th,
announcing that it is out as well.
And the next committee meeting will be on October 12th,
which will actually be to begin reviewing and evaluating the RFP responses.
And furthermore, the timeline kind of calls for a recommendation of the complex naming rights,
if one is coming, to the Board of Trustees, most likely at the November board meeting.
And that's really what I have to report right now.
