Today is Monday, July 25, 2016, and the time is 6.32 p.m. The KDISD Board of Trustees met last week in a work-study meeting to hear information from staff where we received recommendations from administration and the superintendent. Board members were able to ask questions and receive answers from administration. We should be prepared with responses and ready for action tonight. Thank you, Madam President. I am pleased to announce that Melinda Stone has been named as the principal of Wood Creek Junior High School. She has worked in the field of education for 18 years, all of it in Katy. Served initially as a teacher at Maid Creek High School, subsequently as an assistant principal at Maid Creek Junior High, Hopkins High School, and most recently associate principal at Katy High School. And she is pursuing a doctorate in educational leadership through the University of Houston.

Ganel it's an honor to be here this afternoon with you guys we're gonna first start out with the Katy Independent School District Police Department which was established in 1989 we see a lot of men in badges and these honorable suits here in our audience this afternoon their presence assists to provide a safe and secure learning environment for all of our students and staff members our district and our community benefit from the department's core values or their core values of integrity first service before self and excellence and all police officers pledged to serve and to protect even at the cost of their own life recently in other communities police officers have been the target of senseless and deadly acts of violence these men and women remain courageous in the face of potentially dangerous situations they make daily sacrifices in the execution of their duties and they continue to enforce the law with compassion and empathy mrs. Rebecca Fox board president will present a resolution that will be approved later on in this meeting this afternoon at this time it would like to recognize and honor Katy ISD Police Department and the officers who are here with us tonight that represent the members of a proud and committed team of peace officers of Katy Independent School District will you please come forward

The Leonard Merrill Center was one of 12 facilities that received the Facility of Merit Award at the 2016 National Center for Spectator Sports Safety and Security Conference. The Facility of Merit Award is given to honor outstanding facilities that have gone above and beyond for their sports safety and security. These contributions involve enhancing safety and security at their venue beyond what is normally required and setting an example for other facilities to follow. The Center for Digital Education, in collaboration with the International Society for Technology and Education, announced their Digital Content and Curriculum Achievement Awards in Denver on June 29th of this year. High performing school districts from all over the country were honored for taking the practice of education to new heights that show great promise to other districts to follow. Katie ISD was honored as a K through 12 large district school for connecting learners to create unparalleled learning experiences tonight accepting this award on behalf of Katie ISD are dr. Okay, Board Members, I'll direct you to the report section of our evening. Our first report is from Mr. Peter McElwain, and he's going to talk to us about how our projects are going and where we are getting ready to open school in just a few weeks.

Good evening, Mr. McElwain. Good evening, President Fox, Board Members, Mr. Gannell. Four weeks, 28 days, 672 hours. Needless to say, the opening of school is just right around the corner. I'm here this evening to just give you a brief update with respect to the projects that are that are completing the major projects for this school year namely the three new schools and the four major renovation projects. Before I get on to these specific projects I need to mention that obviously there's a tremendous amount of other work going on around the district and an interesting fact and I was speaking with the business office a week or so ago and as you know we work closely with the business office and they indicated to me that in the month of June there was approximately 32 million dollars of bond expenditures processed which equates to larger than 1.1 million dollars per day of work that's happening around the district well beyond just these projects that need to open open for the start of school. Like I said I just wanted to give you a brief update. I thought this slide was interesting. This is actually a shot of Patterson Road out by Highway 6 and Attucks Reservoir. Not from this past spring when we received all the rain. It was from last spring where we received like the spring of 2015 when we received that amount of rain. So it goes without those saying that would that the team has been confronted with a tremendous number of challenges the weather just being one with the amount of you know historic rainfall that we received which has really challenged the teams with respect to schedules on projects also there's a extreme labor shortage at the sub trade level within the city of Houston there's a tremendous amount of work going on bond elections a number of districts have major bond election work that's currently underway as well as a tremendous amount of commercial industrial development in the City of Houston. So there's a limited number of sub-trades competing for all that amount of work. Also the compressed schedule that we've had. If you can recall after the bond was approved with respect to Maydale Jenks Elementary School, the board opted to put a ESL program in that particular campus which resulted in a large footprint by approximately 12 additional classrooms. So that that extended and compressed the schedule to a certain degree. An analogy popped in my mind over the weekend with respect to with respect to all of these challenges that we have before you before us and not just a horse race but a steeplechase and as you know a steeplechase is a horse race but the horses are actually hurtling over hedges and barriers and moats and that pretty well captures what we've been what we've been tackling this year. Now the good news is is as a district knows we we're extremely fortunate. I've been with the district this is my 19th year it's hard to believe and I must say that this without a doubt has been my most challenging year from a project scheduling perspective and a workload perspective but one thing that the district should be extremely proud of is the collective team that we have working on these bond projects not just the the staff within my department the project managers the associate the associated consultants but also the support staff in the organization with respect to the various supports departments that are under mr. Gunnell food services purchasing maintenance and then also the technology department under Dr. Alauni. Many of these folks have we've all worked together we've all worked together on on various tight schedule projects in the past namely I'll use for example West Memorial Junior High and May Creek Junior High. So without further ado I'm going to quickly move through some of the projects that need to complete and I brought some images along to show where we're at on the particular projects and And I should mention, I'd be remiss if I didn't mention, that an integral part of the team on these particular projects, the four renovations, the four renovations and the three new schools are the principals. Carrie Lowry is here this evening. As you know, she's the principal of Bethke, Catherine Bethke Elementary School. Without their support and patience on these projects, the sick they won't be as successful as as we we definitely are planning so the first project is Jenks elementary school as you know this particular school is located within the Cinco Ranch Northwest subdivision within Fort Bend County this particular project we are scheduling to have inspections by the fire marshal this week that you'll see this comment on the on the various projects because until we can actually occupy the building actually physically occupy we can move furniture in we can do some setup work we cannot move staff in until we have what's what's called a certificate of occupancy from the fire marshal now it's not unusual for us in the first pass not to receive that oftentimes because when they're looking at it at a school that has hundreds possibly thousands of components there may be some detectors that are not functioning accurately so we have to have the fire marshal back again. So the fire marshal is anticipated to visit Jenks Elementary this week. Furniture deliveries began as I mentioned on July 19th. We've been receiving the furniture into the cafeterias. The staff is set to move in next week pending approval of the certificate of occupancy or receiving certificate of occupancy. When I say the staff move in is set that's essentially the administration is moving into the school. What you're seeing on these particular photographs is the the front of the school in that upper left photo. You have a typical classroom in the in the middle photograph and that's the entrance hall into the down from the entrance into the into the school. Bethke Elementary which is a sister school to Jenks Elementary School as you know is adjacent to the Ventana Lakes subdivision up in the northern sector of the district. County inspections once again are scheduled this week. Fire Marshal and Health Service, the Health Department actually also has to approve various aspects of of the building and so that's a integral part of the inspections as well. Furniture deliveries once again began on July 19th and also similarly the staff is scheduled to move in August 1st which is next week pending occupancy permits so that may have to fluctuate somewhat but we'll position ourselves to if the fire marshal does identify some work that needs to be completed to move on that as quickly as possible all of these projects both the new schools and the renovation projects have seen work happening seven days a week long hours long hours and in these particular photographs the lower left is the media center slash library. The upper right is the front of the school and the lower right photograph if you can recall in the design we have collaborative large group collaborative areas in each of the classroom wings so that view is down one of the classroom wings with the collaborative area with that checkerboard carpet on on on the right of the photograph. Tye's junior high High School actually has received certificate of occupancy and health inspection. Furniture and technology deliveries are still in progress and the administration has moved in. So Chris Mitzner and her staff are actually located in the school as we speak. Teachers are scheduled to move in towards the end of next week. You can see in the photograph, the photograph on the left is the Main Street. You can see the architecture of vernacular associated this school is similar to Tompkins insofar as many of these students will graduate out of Ties Junior High and move on to Tompkins so there'll be a thread of continuity there. You see on the upper right hand photograph the the front of the school with the sign it's James and Sharon Ties Junior High and in the lower right hand photograph is the cafeteria. You can see the the cardboard protection is still on the floor it will be lifted this week it's as I mentioned we're when we're receiving furniture it typically is delivered into the cafeterias mr. jaguars is that right and bethke bison what's ties titans titans titans i like it thank you and we were we are working now that the now that that uh that the mascots have been identified like with respect to uh ty's junior high as you know in that footprint in the rotunda there's an opportunity so we in the in the interim we have carpet in that location but our hope is to get that in as soon as possible. And I mentioned the renovation. So those are the three new school projects. Okay the renovation projects at the four campuses are extremely aggressive schedules. You know we've been there before. The various support departments are aware of what we're confronted with. Obviously when the public drives by these schools and they look at the calendar and they say look there's only a limited number of days left, they need to realize that there's a tremendous amount of work happening in these campuses because my project managers, myself, we're out on the weekends at these particular campuses. We see the efforts that are being expended there. So we're talking on a typical renovation, we're looking at seven days a week probably from about seven in the morning till probably nine or ten o'clock at night there'll be subterrains in those particular schools also with respect to Cimarron Elementary which is a comprehensive renovation of an elementary school we really can only do it in one summer it's not cost effective and it's really not really feasible to come back in a second summer to do that so we have limited time and as you know these projects what we tend to do is by jumpstart in it that's great so once again I have to recognize the creation of the other schools schools back to it so we're in elementary as a bell actually was it you You know, we work with Sinead through most of the project. And Yashana Hunt is the new principal at Cimarron. So we'll be working with her as we complete these particular projects. These photographs, if it's not out of time, these photographs were just taken back in the last week. But if you drive by Cimarron now, you will see the signing on the front of Cimarron now to give a sense of identity to the campus. Lower left, the classroom, you can get all the case of cabinetry in the classrooms. You can see one of the main hallways within the campus. campus. County inspections are scheduled for the first week next week with staff set to move in August 15th. We're on a very tight window, not we've been there before, we've been there before. It's an extremely tight window. If you can recall the various other projects that we've done, elementaries, May Creek, Sundown, those projects where we've gone in and done comprehensive renovations. There's, when you look at it, there's probably only about 10 working weeks within the summer to complete these projects. So once again we're going to be working closely with the campuses. Will everything be done on all these projects? No, no. There's always, if you've built a house you know there's a punch list. In these particular cases because of the challenges that we've had is that there'll be areas of work that we'll need to complete after school starts but we'll be doing it after hours. We'll be working with the campus to minimize any disruption with the goal being at the end of the day these space these schools are transformational in nature with respect to the end result. Memorial Parkway Elementary, so Cimarron Elementary is all one summer completed this year or in the fall once we finish all of the punch list. Memorial Parkway Elementary completes next summer. this is the first phase this summer. So this summer we're talking about the gym, the cafeteria, the kitchen, there's some art rooms and what's happening out there now is we're actually doing the building pad work for the building addition which will happen during the course of the year. So in the photographs the lower left is the soon-to-be kitchen area of the campus. That picture was taken about a week and a half ago. The central plant in the upper right photograph in the art room in the lower right hand corner. And once again move-in is set to begin August 10th pending occupancy permits. So you can see my hair's already gone about as gray as it can go so but obviously without the team honestly you know I I think that I'm convinced that we. got the best team to complete these bond programs like honestly honestly. Memorial Parkway junior high I'm sure many of you have driven by Memorial Parkway junior high another transformational renovation because when the students and the staff go back and I have to you know recognize Emily because Emily Craig's been been there for the duration of this particular project she She has been tremendously passionate about the project. She's been very transparent. She's been taking photographs, progress photographs, posting it on their school Facebook, assuring the community and the parents that, yes, we are going to get there and that this is going to be truly a great facility. So county inspections are scheduled for the second week in August. Furniture technology staff move in set to begin August 15th. So it's a very tight window and I knew that it would be. And once again, without the support of the principals, the success will not be there. Lower left-hand photograph, as you know, there's a building addition along Highland Knolls. So where on the old footprint you had those dead-end classroom wing corridors, now there's a classroom additional on the backside that includes art rooms. and on the lower left photograph that's the Family and Consumer Science Lab. Okay and the lower photograph that's one of the art rooms that looks out to the exterior that door there opens into the courtyard into the art courtyard and the upper photograph is the front elevation of the of the school. So those those windows those new windows along that area is the reconfigured administration area. You can see the front entry it's starting to take on a sense of identity. So when we're complete this summer then we're going to have a sense of identity at the front of the school. Also we're doing work in the library. It's not shown in these photographs. We're doing work in the library this summer and the athletic area is being completed. The work in the athletic area is being completed this summer as well. Next summer when we during the year we actually stage into into some of the classroom areas. And also next summer, we actually get into the cafeteria. If you can recall, we reversed the stage orientation on this particular campus. Miller Career Center, lower left photograph. This project completes in its entirety in December. As you know, we've got the second floor shell space it's being constructed and will be completed in December but there's a tremendous amount of work that's happening on the first floor that needs to complete by the start of school. You can see in this photograph that when we did the original Miller addition back in 2008 we actually structurally planned above the ceiling for a new stairway off of Main Street. So you can see in the left photograph that the beginning stages of that new that new stairway off of Main Street. Also on the lower photograph, if you can recall that there was sheetrock up there. There wasn't open down. So when we finish the project it'll be similar to some of our high school projects where you have a gallery you can actually look down onto Main Street and it captures some natural light into the second floor and some of those spaces. The photograph in the upper right is right behind the staircase which is the expanded Commons area because Miller never had a Commons or a gathering area for collaboration and this is a this is the expanded collaboration area and beyond that are some administrative offices which are being reconfigured and also this summer the veterinary science classrooms are being completed this summer as well so that was a quick journey down down give you an idea of the Odyssey that we've we've been living with respect to the three new schools and the building addition work. Not to mention, as I indicated earlier, all of the other work going on. But our focus now obviously is getting these projects completed. Catherine Bethke had the opportunity last week to tour through, two through with Carrie and some of her team leaders through that campus and she was extremely pleased with what she saw. It's truly, and I think, I don't want to speak for Kim Lawson, but Kim was actively involved at the elementary level in the development of these new learning environments. And I know that we finish these projects and we actually leave. I'm sure that they'll be sad to see us go, but when we actually leave these particular campuses, these will be facilities that truly the district can be proud of. So I'd be happy to answer any questions that you may have.

Good evening. I do. Good evening, Madam President, Board of Trustees, and Mr. Gunnell. I'm here this evening to report on the final outcomes of the stadium naming rights survey and Mr. Rollins is also here to answer any questions you might have regarding next steps. As you know this survey was developed by K-12 insight and they are an outside survey research firm. It was designed to gather feedback from community members on whether the naming rights for the second stadium and the student activity facility complex should be sold or named after an attribute characteristic or group in which the KD community values. The survey was administered by email and it was sent as a unique link to 67,000 email addresses that the district has on file. Now these are addresses that individuals have submitted to us voluntarily and the survey was also available on the website via an open link. The survey was promoted through social media and also e-news as as well as a feature story that ran on channel 26. So participation rate for this survey was 5,637 individuals who took this survey. And again, the primary purpose of the survey was to gauge the public sentiment and allow community members the opportunity to weigh in on this matter as the Board of Trustees moves forward with their decision-making process for for this second state stadium naming yeah so out of those who participated 42% represented the southwest quadrant of the district and those are individuals who look who live below I 10 south of I I-10 and west of the Grand Parkway. About 33% represent the southeast quadrant, again, below I-10 and east of the Grand Parkway. 15% represent the northwest quadrant, which is north of I-10 and west of the Parkway. And finally, 10% represented those who reside in the northeast quadrant of the district. And as you can see in this chart, almost a third of the participants have lived in the district for 8 to 15 years. And then in terms of length of residency, the other bulk of participants are scattered between 4 to 7 years and 16 or more years in the school district. One of the first questions asked in the survey was, do you believe Katy ISD should consider selling the naming rights for the second stadium or name it after a meaningful attribute, characteristic or group that reflects Katie's values and as you can see in this chart 57% of the participants indicated that they would like to see Katie ISD sell the naming rights the other 43% expressed that they would like Katie ISD to name the second stadium after a meaningful attribute or characteristic we also looked at how individuals responded to this question based on the quadrant in which they live as you can see the outcome for the Southwest Southeast and Northeast quadrants are all very similar and that most survey Participants in these three areas prefer for the district to sell the naming rights Only in the northwest quadrant of the district do we see more survey? Participants indicating that they would be interested in the district naming this the stadium after an attribute or characteristic However, it should be noted that while it's only 600 individuals who participated in that quadrant of the district that is proportionate to the number of individuals who actually reside in the Northwest quadrant. So this survey branched off into different questions based on how the participant answered the first question. If the participant indicated that the second stadium naming rights should be sold, the individual was directed to this question which asked, do you believe there is a minimum dollar amount that should be met by an entity interested in purchasing naming rights for the second stadium for a 10-year period and as you can see 88% said yes. Those individuals were then asked what does that dollar amount look like and again as you can see in the chart about 38% of participants felt that the minimum dollar amount should be two million dollars. About 23% said 2.5 million and finally 16% said 1.5 million. There were about 297 individuals who selected other and they offered alternate dollar amounts they believe that the stadium rights should be sold for. And those dollar amounts ranged from $4 million to $100 million. However I will say that most of those dollar amounts did hover around $5 million. Not an offer yet. We'll work on that next. So for those survey participants who expressed they would like to see the second stadium named after an attribute or characteristic, 1,388 participants submitted potential names. And what you'll see in this chart is a list of the top 10 names that were submitted with the greatest frequency. And these top 10 names include Mike Johnston Stadium, Katie Stadium, Heritage Stadium, Gary Joseph Stadium, Veterans Stadium, Legacy Stadium, MKT Stadium, Alton Fraley Champion Stadium, and Katy Heritage Stadium. We also asked participants to tell us whether they think the naming rights for the Student Activity Facility Complex should be sold. As you know, that complex comprises the STEAM Center, the the Miller Career and Technology Center, the Raines High School Opportunity Awareness Career Center, sorry, Opportunity Awareness Center, rather, the Rhodes Stadium, and of course, the second stadium. And 59% of participants said no. The naming rights for the complex as a whole should not be sold based on their opinion. And when broken down by quadrants, most residents in all quadrants who participated in this survey agreed that the naming rights for the complex should not be sold. Finally, participants were allowed to provide open comments at the end of the survey. 3,071 participants added comments. I'm going to speak to these comments categorically. A sampling of these comments were sorted into four categories to allow us to identify common themes. One theme that came across poignantly was that many believed that the stadium naming rights should be sold. Forty-two percent were in that category. And the recurrent theme in those comments addressed the need to redirect those funds to programs and facilities and activities that directly impact students. students. About 12% of the comments suggested naming the stadium after a legacy person. Again, this would follow the tradition of naming schools after individuals in the community who have made major contributions to Katy. About 25% indicated that the stadium should be named after an attribute, which of course is different from naming it after a legacy person and then finally about 20% provided a comment that we put in a category we labeled as other because it didn't speak to selling the naming rights or naming the stadium after attribute rather many of these comments tended to reflect some some of the comments that we heard during the bond initiative for individuals who were not necessarily happy with the bond common themes that came out of those comments include location mobility and cost and I believe I skipped a slide early on so I just want to say that this survey was not scientific in nature it was not a random sampling it was simply designed to gather feedback from individuals who wanted to provide input on the decision-making process concerning the naming rights for the second stadium if If you have any questions, I'd be happy to answer those.

I'd like to take about 90 seconds to put my position on this because if this were going to be a split vote and my vote were decisive, I would vote to extend the contract. It would be irrational not to extend the contract under these circumstances. This issue was debated several years ago, and it was debated on all the wrong issues, and it made it appear that the board was somehow responsible for what had happened in the state of Texas and the delinquent tax industry. I'm going to vote no, but the reason I'm going to vote no is because the problem is not at this board, and it's not at most local governments. This is an industry that has grown up since the 1980s and it has been fueled by state government that has created an incredible, unlevel playing field between governments and the private sector. It has grown to a point from the mid-1980s when the tax collection of government was still in tremendous transition from the Peavito bill forward. It made a lot of sense to privatize the industry at that point in time. My position is this. I got three years on this board and I'm going to try to make this an issue, but not an issue that divides the school board. My position is basically this. If the state of Texas would create a level playing field, the penalties and the interest that now go to one predominant law firm in the state of Texas would go to the people that that money belongs to and that's the taxpayers who pay their taxes on time so I will vote no to on this tonight I don't like the system but there is not an ounce of difference between me and the other members of the board ask what the rational thing to do on this contract is so I appreciate you're taking it off the concern agenda.
