Unknown speaker not human verified

please help me to welcome off right east of Katy ISD thank you very much and it's

Unknown speaker not human verified

so good to have you all right and that moves us to our section 5 reports 5.1

Unknown speaker not human verified

cooperative purchasing contracts management fees report my miss Stevenson

Unknown speaker not human verified

either place I'm not used to reporting from the podium good evening

Unknown speaker not human verified

superintendent Fraley president Griffin board members I have one very quick

Unknown speaker not human verified

report to make according to school statutes to have section 44 0 3 3 1 we

Unknown speaker not human verified

must report to you any fees that are paid to cooperative purchasing programs

Unknown speaker not human verified

in the period immediately following the fiscal year it took a long time to get

Unknown speaker not human verified

these figures from the cooperatives because they were waiting on the vendors to pay them

Unknown speaker not human verified

before they turned in the report to us.

Unknown speaker not human verified

And so you'll see on there, although we belong to a number of cooperatives, the only time

Unknown speaker not human verified

we pay a fee is when we are purchasing vehicles, and the fee is paid per purchase order.

Unknown speaker not human verified

And so what we do is try to combine our vehicle purchases into as few purchase orders as it's

Unknown speaker not human verified

possible to do as the orders come in to us so that we pay as low a fee as is

Unknown speaker not human verified

possible to pay to the cooperative so to the by board we paid $2,000 for total

Unknown speaker not human verified

purchases of five million seven hundred and forty thousand seven hundred and

Unknown speaker not human verified

twenty two dollars and to HGAC we paid fees of six hundred dollars for a

Unknown speaker not human verified

purchase order that was seven hundred and one thousand two hundred dollars

Unknown speaker not human verified

Thank you board. Any questions? Thank you very much for that report. And our next report is

Unknown speaker not human verified

5.2 School Health Advisory Council. And that's Mr. Grimmett.

Unknown speaker not human verified

Good evening, President Griffin, members of the board, Superintendent Fraley. It's my pleasure

Unknown speaker not human verified

to be here tonight to discuss our annual School Health Advisory Council meetings

Unknown speaker not human verified

that we held throughout the year. I'm here tonight with my co-chair Amy Nongbree

Unknown speaker not human verified

and we we meet with the board at least once annually with a detailed

Unknown speaker not human verified

account of all of our activities that we discussed this year. This year we were

Unknown speaker not human verified

we were very fortunate we had a lot of parents teachers administrators health

Unknown speaker not human verified

care professionals community members law enforcement members and nonprofit health

Unknown speaker not human verified

organization members who attended our meetings this year our focus areas focus

Unknown speaker not human verified

on eight coordinated school health areas of focus health education physical

Unknown speaker not human verified

education parent community involvement staff wellness promotion counseling and

Unknown speaker not human verified

mental health services, healthy and safe school environments, health services and nutrition

Unknown speaker not human verified

services.

Unknown speaker not human verified

These are our meeting dates.

Unknown speaker not human verified

We met twice in the fall and we met twice in the spring.

Unknown speaker not human verified

And now Amy will discuss the summary of activities.

Unknown speaker not human verified

Good evening, Board.

Unknown speaker not human verified

Good evening, Superintendent Fraley.

Unknown speaker not human verified

Good evening, President Griffin.

Unknown speaker not human verified

We celebrated Carol Moore's service of 15 years to the SHAC and we welcomed new director

Unknown speaker not human verified

of health services, Therese Hinote, to the SHAC.

Unknown speaker not human verified

As you can see, we covered quite a few topics throughout the year.

Unknown speaker not human verified

So do we have any questions concerning our meetings?

Unknown speaker not human verified

Board?

Unknown speaker not human verified

No.

Unknown speaker not human verified

Well, thank you very much.

Unknown speaker not human verified

Thank you very much.

Unknown speaker not human verified

Thank you.

Unknown speaker not human verified

And that brings us to Section 10, the Consent Agenda.

Unknown speaker not human verified

And Mrs. Stevenson, you have, I think, eight items for us tonight, starting with 6.1.

Unknown speaker not human verified

Good evening again.

Unknown speaker not human verified

President Griffin, Board Members, Superintendent Fraley. I do have eight

Unknown speaker not human verified

contracts to bring forward for your consideration this evening. The first

Unknown speaker not human verified

contract is to consider a future board approval of the job order contracting

Unknown speaker not human verified

method and the use of Brown and Root through the Cooperative Purchasing

Unknown speaker not human verified

Network, which is called TCPN, to complete the minor construction that's

Unknown speaker not human verified

associated with the installation of the walkways, canopies, fire alarms, public

Unknown speaker not human verified

address system and electrical system services at the portable building

Unknown speaker not human verified

relocation sites during this coming summer. To accomplish this project

Unknown speaker not human verified

the district contracted with PBK MEP group to do the design work and to

Unknown speaker not human verified

issue our specifications. Once all the work was done was reviewed it was

Unknown speaker not human verified

determined that the best method for completing this project would be job

Unknown speaker not human verified

job order contracting and the quote from Brown and Root provided the best value for the district.

Unknown speaker not human verified

The quote from Brown and Root will include not only the work but an owner's contingency

Unknown speaker not human verified

of 10% which will make it a not to exceed cost of $1,837,899 for all the schools listed

Unknown speaker not human verified

in the documentation presented to you.

Unknown speaker not human verified

The work will begin shortly after school is out and was scheduled for completion by August

Unknown speaker not human verified

1st of 2016. It will be funded from the General Operating Fund. Thank you. Board,

Unknown speaker not human verified

any questions? Thank you, ma'am. 6.2. Okay. 6.2 is to replace that fire alarm and

Unknown speaker not human verified

intercom system at Katy Junior High School. This is due to the aging of this

Unknown speaker not human verified

technology there. To develop the specifications and design for the

Unknown speaker not human verified

project the maintenance and operations department contracted with again with

Unknown speaker not human verified

mr. Brian hood a PBK MEP group although the project will utilize the existing

Unknown speaker not human verified

intercom wiring intercom speakers the fire alarm and communication system will

Unknown speaker not human verified

be updated resulting in better communication and overall safety for the

Unknown speaker not human verified

students and staff PBK not only assisted the district in the design and the

Unknown speaker not human verified

specifications but also in contacting provincial providers for this project

Unknown speaker not human verified

and although a number of firms were contacted, only two chose to bid. After the analysis of all projects received, the recommendation is to award to CLS Technology at a cost of $382,534, which includes all permits and bonds, as well as an owner's contingency of about 3%.

Unknown speaker not human verified

The project will again begin shortly after school is out and will be

Unknown speaker not human verified

completed before the start of the 2016-2017 school year. The original

Unknown speaker not human verified

project funding was $304,534 from the 2014 bond funds and the other

Unknown speaker not human verified

$78,000 is coming from 2014 bond fund savings from other projects. Thank you

Unknown speaker not human verified

Board any questions? Ma'am I got a quick question I think McDonald might be the

Unknown speaker not human verified

best to answer this one. This is talking about you know safety for our kids fire

Unknown speaker not human verified

alarms and upgrades and all that. Some of our schools have really nice digital

Unknown speaker not human verified

marquees in front of them. Is there any interoperability between what's going on

Unknown speaker not human verified

in the school and any of those marquees and I know Katy Junior High can't have

Unknown speaker not human verified

one but you know like there's something going on some of those marquees would

Unknown speaker not human verified

seem like they would be able to provide some information is there any of that

Unknown speaker not human verified

yet in our systems you mean mr. Griffin during an emergency that's without

Unknown speaker not human verified

information not to my knowledge at this time and it might be a good question for

Unknown speaker not human verified

John Brimmer or mr. Gunnell might have some information there but let me go

Unknown speaker not human verified

ahead and try to answer that we've talked about that in our last you know

Unknown speaker not human verified

hot wash up post exercise review that we had about the interoperability of the

Unknown speaker not human verified

the boards and being able to use them for messages for example on made Creek

Unknown speaker not human verified

perhaps a sign would say water ahead I mean whatever you may say we're looking

Unknown speaker not human verified

into that as it currently stands messages can be submitted from the

Unknown speaker not human verified

school but it would require a manual intervention by by them to do it we'd

Unknown speaker not human verified

like to integrate all our systems of both alarms and warning systems much

Unknown speaker not human verified

like they do on the interstates okay thank you very much sorry to get

Unknown speaker not human verified

everybody out of their seats thank you any questions board for 6.2 all right 6.3

Unknown speaker not human verified

okay the next contract I have for your consideration is the approval for

Unknown speaker not human verified

the proposal for the replacement of the uninterrupted power supply at the Katy

Unknown speaker not human verified

Independent School District data center the UPS at the Katy Independent School

Unknown speaker not human verified

District's data center is now 13 years old and certainly needs to be upgraded.

Unknown speaker not human verified

The system is necessary to maintain continuous network operations and to

Unknown speaker not human verified

prevent loss of data. Accordingly the district's technology department

Unknown speaker not human verified

developed the specifications needed for the upgrade. They were contacted

Unknown speaker not human verified

potential providers and gave them an opportunity to tour the center and

Unknown speaker not human verified

develop recommendations for the replacement. A number of proposals were

Unknown speaker not human verified

received and the equipment was proposed was carefully reviewed and evaluated by

Unknown speaker not human verified

a team that was led in the technology department by Joe Christopherson our

Unknown speaker not human verified

director of technology operations and after consideration of all of the

Unknown speaker not human verified

criteria listed the recommendation is to award to Solaris power systems LLC at a

Unknown speaker not human verified

cost of one hundred and eighty six thousand five hundred and fifty dollars

Unknown speaker not human verified

the team felt that this definitely represents best value to the district

Unknown speaker not human verified

The purchase and installation of the uninterrupted power supply for the district's data center

Unknown speaker not human verified

will be funded from the 2010 Bond Fund project savings.

Unknown speaker not human verified

The project will begin upon contract renewal, I mean contract approval, excuse me, and is

Unknown speaker not human verified

scheduled for completion by August 31st of 2016.

Unknown speaker not human verified

Thank you.

Unknown speaker not human verified

Board any questions?

Unknown speaker not human verified

Thank you, ma'am.

Unknown speaker not human verified

in 6.4 okay the next contract the next contract I have for your consideration is

Unknown speaker not human verified

to consider the future the board approval of the job order contracting

Unknown speaker not human verified

method and the approval of the contract with sterling structures through the

Unknown speaker not human verified

cooperative purchasing network for the renovation of the Cinco Ranch high

Unknown speaker not human verified

school ninth grade center vestibule as a part of the ongoing goal of improving

Unknown speaker not human verified

safety and security at district sites funded with the 2014 bond fund the

Unknown speaker not human verified

entrance vestibule at Cinco Ranch high school ninth grade center needs to be

Unknown speaker not human verified

renovated to achieve the district goal for better security at this campus mr.

Unknown speaker not human verified

Todd Lane of the okay architects was contracted to develop the design and the

Unknown speaker not human verified

specifications due to the fact that the district wishes to begin the work as

Unknown speaker not human verified

soon as possible so that it can be completed by the start of the 2016-2017

Unknown speaker not human verified

year the architect and the district staff determined that the job order

Unknown speaker not human verified

contracting method would be the best way to accomplish this and it would provide

Unknown speaker not human verified

the best value solution after a review of the available contractors through

Unknown speaker not human verified

that cooperative the district contacted sterling structures as they provided

Unknown speaker not human verified

many similar projects or they've done similar projects for the district the

Unknown speaker not human verified

prop the proposal submitted by sterling structures was reviewed by mr. Lane and

Unknown speaker not human verified

and was recommended for acceptance.

Unknown speaker not human verified

The Sterling Structures proposal is in a not to exceed amount

Unknown speaker not human verified

of $68,979, which includes all bonding costs and an owner's

Unknown speaker not human verified

contingency.

Unknown speaker not human verified

Work, again, is scheduled to begin as soon as the school

Unknown speaker not human verified

year ends and will be completed before the start of the 2016,

Unknown speaker not human verified

2017 school year.

Unknown speaker not human verified

And it will be funded from the 2014 Bond Fund Safety

Unknown speaker not human verified

and Security Projects.

Unknown speaker not human verified

Thank you.

Unknown speaker not human verified

Yes, ma'am.

Unknown speaker not human verified

Out of all of our ninth grade campuses, I'm most familiar with Seven Lakes because I have

Unknown speaker not human verified

children there as far as going in the ninth grade.

Unknown speaker not human verified

When I visit other campuses, I typically go into the main hall, a main entrance.

Unknown speaker not human verified

Of all of our campuses that have the similar ninth grade setup, how many have this same

Unknown speaker not human verified

– I know to go through the ninth grade center, there's no button that's pushed.

Unknown speaker not human verified

You just – you go in.

Unknown speaker not human verified

once you're giving your Raptor sticker you go through the door there's yeah that the controls

Unknown speaker not human verified

for the ninth grade centers are in a different project that will be coming to you later this

Unknown speaker not human verified

particular location at Cinco Ranch there is literally no door so it's the same entrance

Unknown speaker not human verified

at Cinco Ranch that you entered to go to the PAC Center as to the ninth grade office.

Unknown speaker not human verified

And that's why we have to create a separation of that space from the rest of the school.

Unknown speaker not human verified

Appreciate it.

Unknown speaker not human verified

Like I said, I'm not more main entrance friendly for all the other high schools besides my

Unknown speaker not human verified

home high school.

Unknown speaker not human verified

So appreciate your answer.

Unknown speaker not human verified

Thank you, ma'am.

Unknown speaker not human verified

and that 6.5 okay the next contract I'm bringing forward is to consider the

Unknown speaker not human verified

approval of the job order contracting method and the award of a contract to

Unknown speaker not human verified

construction masters of Houston incorporated through the choice partners

Unknown speaker not human verified

cooperative for the renovation of the special education classroom area at

Unknown speaker not human verified

Nottingham Country Elementary School that that area needs to be renovated to

Unknown speaker not human verified

better serve the students and staff and accordingly at the the maintenance

Unknown speaker not human verified

Department contracted with Miss Michelle Dudley of Pfluger architects to design

Unknown speaker not human verified

the necessary renovation and to develop the specifications again because the

Unknown speaker not human verified

type timeline it was determined by the district staff and the architect that

Unknown speaker not human verified

the best method for contracting would be to utilize a job order contracting

Unknown speaker not human verified

method available to us and after review of available contractors quotes were

Unknown speaker not human verified

salt quotes were sought from both construction masters of Houston and

Unknown speaker not human verified

Brown and Root through the Choice Partners Cooperative. After evaluating

Unknown speaker not human verified

the quotes received, the quote from Construction Masters Incorporated of

Unknown speaker not human verified

Houston was determined to present the best value for the district. The total

Unknown speaker not human verified

cost is $375,818.47, includes all bonding and permits and as well as an

Unknown speaker not human verified

owner's contingency. This project too is scheduled to begin as soon as the school

Unknown speaker not human verified

year ends and will be completed before the staff returns in August of 2016. The

Unknown speaker not human verified

the renovation of the special education classroom area at nottingham country

Unknown speaker not human verified

elementary school will be funded through as general operating fans special

Unknown speaker not human verified

project allocation

Unknown speaker not human verified

any questions

Unknown speaker not human verified

thank you man that six point five and six point six

Unknown speaker not human verified

okay the next time contract i have this

Unknown speaker not human verified

to uh... consider approval of the job order contracting method in the award of

Unknown speaker not human verified

the contract of course down paving and constructions

Unknown speaker not human verified

through Choice Partners Cooperative for the civil work at the maintenance and

Unknown speaker not human verified

operations department annex. In order to complete the civil work needed for the

Unknown speaker not human verified

maintenance and operations department annex including tree removal, ground

Unknown speaker not human verified

preparation, site concrete installation and the installation of a turn lane, the

Unknown speaker not human verified

district contracted with Mr. Todd Lean of VLK Architects to do all the design

Unknown speaker not human verified

and specifications. Again due to our tight timeline it was determined by the

Unknown speaker not human verified

the staff and the design team that the best method of contracting would be to utilize

Unknown speaker not human verified

the job order contracting method and utilize contractors that are available to us through

Unknown speaker not human verified

that cooperative.

Unknown speaker not human verified

After review of all the available contractors, the district chose CoreStone Paving and Construction.

Unknown speaker not human verified

This firm is well qualified to perform the necessary services and can meet this extremely

Unknown speaker not human verified

tight timeline.

Unknown speaker not human verified

line. The cost from CoreStone will be $727,180 and includes all bonds but does not include the cost of permits. The permits, if required, will be the district's responsibility. The project would be started shortly after the board approved and would be completed before the start of the 2016-2017 school year. The civil work at the Maintenance and Operations Department Annex will be funded through the General Operating Funds Special

Unknown speaker not human verified

project allocation. Thank you. Board, any questions? Alrighty ma'am, 6.7. The next

Unknown speaker not human verified

thing I have for your consideration this evening is the approval of an

Unknown speaker not human verified

interlocal agreement with the educator ESC Center or Education Service Center

Unknown speaker not human verified

Center 14 for participation in the National Cooperative Purchasing Alliance.

Unknown speaker not human verified

As you saw from the report earlier, the district does belong to a number of purchasing cooperatives,

Unknown speaker not human verified

and we certainly utilize those contracts whenever they present best value to the district.

Unknown speaker not human verified

In order, however, to have this, to belong to a cooperative, the board must agree to

Unknown speaker not human verified

an interlocal agreement with the other educational or other governmental entity.

Unknown speaker not human verified

The National Cooperative, if there is one, it must be managed or they must be represented by an entity within the state of Texas as one of its governing agencies.

Unknown speaker not human verified

And for this particular cooperative, it is ESC 14.

Unknown speaker not human verified

This ensures that all Texas procurement laws are followed and that the contracts awarded can be utilized by Texas governmental entities.

Unknown speaker not human verified

This particular cooperative, National Cooperative Purchasing Alliance, was brought to us by

Unknown speaker not human verified

Gerald Cutler, the building automation manager, because he has found that there are some contracts

Unknown speaker not human verified

on this particular cooperative that we could look at getting quotes from for our building

Unknown speaker not human verified

automation systems to perhaps make this procurement process even more competitive and perhaps

Unknown speaker not human verified

save the district some money in the future.

Unknown speaker not human verified

the contracts would only be utilized again if they present best value to the

Unknown speaker not human verified

district so we would like to recommend that the word of trustees approve the

Unknown speaker not human verified

interlocal agreement and the membership to the National Cooperative Purchasing

Unknown speaker not human verified

Alliance through ESC 14 thank you mr. Adams this is mr. Cutler here yes I just

Unknown speaker not human verified

want to thank you for having a heads up and recognizing that and you know that's

Unknown speaker not human verified

good for you as far as the Katie acid egos appreciate your thank you thank you

Unknown speaker not human verified

very much and that moves us to your last item I guess last time I kind of jumped

Unknown speaker not human verified

around that we the next contract I have to bring forward is for the board to

Unknown speaker not human verified

approve the job order contracting method and the approval of the contract with

Unknown speaker not human verified

with core stone paving and construction for the renovation of the Nottingham Country Elementary

Unknown speaker not human verified

driveway and sidewalk alterations.

Unknown speaker not human verified

This is due to the additional portable buildings that are being moved to the campus this summer.

Unknown speaker not human verified

Because of that, the sidewalks and driveways at Nottingham Country Elementary School must

Unknown speaker not human verified

be modified to meet the requirements of the traffic impact analysis performed by the county.

Unknown speaker not human verified

To review the needed changes and develop the specifications and plans, the district contracted

Unknown speaker not human verified

with Mr. Michael Golding of S&G Engineering Consultants. And after review

Unknown speaker not human verified

of all the specifications needed and the timeline again that the district must

Unknown speaker not human verified

meet to have the campus ready for the start of school for 2016-2017, it was

Unknown speaker not human verified

determined that job order contracting would be the best method. And the, after

Unknown speaker not human verified

available contractors were reviewed, it was determined that core stone paving

Unknown speaker not human verified

and construction through the Choice Partners Cooperative would provide best

Unknown speaker not human verified

value to the district. The firm is well qualified and very much able to meet the

Unknown speaker not human verified

very constricted timeline. The cost from core stone paving construction for this

Unknown speaker not human verified

work is $67,376 and includes the bonds but does not include any permits. The

Unknown speaker not human verified

permits if needed will be the responsibility of the maintenance

Unknown speaker not human verified

department. The project will start shortly after school is dismissed for

Unknown speaker not human verified

this year and it will be completed before the start of the next school year.

Unknown speaker not human verified

The renovation of the sidewalks and driveways at Nottingham Country Elementary School will be funded through the General Operating Fund's special project allocation.

Unknown speaker not human verified

Board, any questions?

Unknown speaker not human verified

Just a general comment.

Unknown speaker not human verified

I guess Nottingham is getting portables and they're getting their stuff redone.

Unknown speaker not human verified

I guess some of our older additions now are starting to get a little bit of turnover for new kids.

Unknown speaker not human verified

Thank you very much.

Unknown speaker not human verified

That's it for the consent agenda.

Unknown speaker not human verified

And that moves us to item 7 discussion action

Unknown speaker not human verified

7.1 discuss and consider future board approval of the 2016-17 honors pre AP courses

Unknown speaker not human verified

Evening president Griffin members of the board and mr. Fraley tonight

Unknown speaker not human verified

I bring forward to for your consideration the list of courses that KT ISD wants to exempt from no pass no play

Unknown speaker not human verified

The UIL allows advanced placement courses and dual credit courses

Unknown speaker not human verified

and then the district can identify additional courses the courses on the

Unknown speaker not human verified

list in front of you are the same courses as last year they are the pre

Unknown speaker not human verified

AP courses that we want our students to be exempt from from no pass no play can

Unknown speaker not human verified

I answer any questions for you any objection to moving this item to consent

Unknown speaker not human verified

thank you very much this item is so moved and this brings us to a 7.2

Unknown speaker not human verified

discuss and consider future board approval of the 2016-2017 kindergarten waiver. Ms. Walker.

Unknown speaker not human verified

Good evening Superintendent Fraley, President Griffin and members of the board.

Unknown speaker not human verified

I'm bringing forward for your consideration an opportunity to approve a pre-k waiver of a

Unknown speaker not human verified

210-minute school day. During the 84th Texas Legislature there was a bill passed that changed

Unknown speaker not human verified

the way we account for student time from days to minutes and the change impact at

Unknown speaker not human verified

pre-kindergarten programs particularly half-day programs significantly so TEA is

Unknown speaker not human verified

allowing districts to apply for a one-time waiver that will allow

Unknown speaker not human verified

districts the opportunity to continue with their current schedules into the

Unknown speaker not human verified

16-17 school year and then have the opportunity to transition to a schedule

Unknown speaker not human verified

based on 210 minutes for the 17-18 school year. Are there any questions I

Unknown speaker not human verified

can answer? Board, any questions? I don't think so tonight. Any objection to

Unknown speaker not human verified

moving this item to consent? So moved. That brings us to 7.3 ma'am. Yes, this is

Unknown speaker not human verified

the timeline for accelerated instruction waiver. This is a routine waiver that

Unknown speaker not human verified

that comes before the board every three years.

Unknown speaker not human verified

Our fifth and eighth grade students

Unknown speaker not human verified

who do not meet standard on STAR

Unknown speaker not human verified

are required to receive accelerated instruction

Unknown speaker not human verified

after each attempt.

Unknown speaker not human verified

And for those students who take the test in their summer,

Unknown speaker not human verified

there isn't adequate time to receive the results

Unknown speaker not human verified

and provide the accelerated instruction.

Unknown speaker not human verified

So what this waiver allows us to do

Unknown speaker not human verified

is to provide that accelerated instruction

Unknown speaker not human verified

during the beginning of the school year,

Unknown speaker not human verified

during the first six weeks.

Unknown speaker not human verified

Are there any questions?

Unknown speaker not human verified

Mr. Adams.

Unknown speaker not human verified

So this is to help kids that didn't pass the STAR,

Unknown speaker not human verified

but what would we be doing to help them to be ready for STAR?

Unknown speaker not human verified

In other words, I mean, this is after,

Unknown speaker not human verified

so something we're doing ahead of time to make sure that the kids that we recognize

Unknown speaker not human verified

is probably going to be maybe not passed.

Unknown speaker not human verified

Certainly for those students who we recognize may have difficulties through our RTI process

Unknown speaker not human verified

We're able to provide interventions for them on an ongoing basis and certainly our general curriculum provides

Unknown speaker not human verified

significant preparation for the students as well

Unknown speaker not human verified

Yes, ma'am

Unknown speaker not human verified

So I'm hearing a lot of

Unknown speaker not human verified

Conversations about parents opting out of star

Unknown speaker not human verified

right and it's their right to do so but that causes those boys and girls then

Unknown speaker not human verified

who choose not to take star they have to go to summer school is that correct if

Unknown speaker not human verified

they never take the star they're required to be in summer school is that

Unknown speaker not human verified

true the student success initiative requires that students take the test at

Unknown speaker not human verified

fifth and eighth grade and that they have three opportunities to test and if

Unknown speaker not human verified

they do not pass they are subject to the SSI

Unknown speaker not human verified

requirements.

Unknown speaker not human verified

MS.

Unknown speaker not human verified

Which is not a KDISD requirement.

Unknown speaker not human verified

Is that a State requirement?

Unknown speaker not human verified

It's a State requirement.

Unknown speaker not human verified

MS.

Unknown speaker not human verified

A State requirement for them to be in summer school at the district's expense,

Unknown speaker not human verified

not at the State expense.

Unknown speaker not human verified

The district pays for summer school.

Unknown speaker not human verified

MS.

Unknown speaker not human verified

We pay for summer school, yes.

Unknown speaker not human verified

MS.

Unknown speaker not human verified

I hate this STAAR Test.

Unknown speaker not human verified

I'm just putting it on the record.

Unknown speaker not human verified

Thank you.

Unknown speaker not human verified

Thank you, Board.

Unknown speaker not human verified

Any objection to move this item consent?

Unknown speaker not human verified

So moved. Thank you very much

Unknown speaker not human verified

This moves us to a 7.4 discuss and consider future board approved with the renewal the voluntary student and university UIL activity

Unknown speaker not human verified

Nelman

Unknown speaker not human verified

Good evening President Griffin distinguished board members and Mr. Fraley

Unknown speaker not human verified

General fund expenditures for this coverage in 2015-2016 were at $226,729, which included

Unknown speaker not human verified

the University Interscholastic League premium of $210,715 and the Catastrophic

Unknown speaker not human verified

premium of $16,014. The renewal premium for 2016-2017 is $216,194, which includes the

Unknown speaker not human verified

UIL premium of $200,180 and the catastrophic premium of $16,014. The renewal premium represents

Unknown speaker not human verified

presents a reduction in total premium in the amount of $10,535.

Unknown speaker not human verified

In general, the UIL accident policy is paid for by the district and provides medical benefits

Unknown speaker not human verified

for accidents incurred by students who participate in UIL activities such as athletics, fine

Unknown speaker not human verified

arts and career and technology education.

Unknown speaker not human verified

The plan is secondary to any other available insurance the participant may have and includes

Unknown speaker not human verified

supplemental catastrophic policy. State law allows districts to purchase this

Unknown speaker not human verified

type of insurance but is not mandatory. The insurance package also provides

Unknown speaker not human verified

voluntary accident insurance for students which includes options for

Unknown speaker not human verified

at-school coverage with or without dental accident coverage. Those who elect

Unknown speaker not human verified

voluntary coverage pay the associated premium directly to the carrier. It is

Unknown speaker not human verified

It is recommended that the Board of Trustees approve the voluntary student accident insurance

Unknown speaker not human verified

and the district provided University Interscholastic League catastrophic accident insurance

Unknown speaker not human verified

policies for renewal.

Unknown speaker not human verified

I would welcome any questions that you may have at this time.

Alton Frailey not human verified

President?

Unknown speaker not human verified

Yes, sir.

Alton Frailey not human verified

If a student doesn't have any other type of coverage, does this take on a full coverage

Alton Frailey not human verified

type situation?

Unknown speaker not human verified

No, it does not.

Unknown speaker not human verified

there's a schedule of benefits that is paid. If again there's the UIL activity,

Unknown speaker not human verified

if the student is involved in a UIL activity, football, basketball,

Unknown speaker not human verified

cheerleading, band, choir, and they're injured in that participation whether it

Unknown speaker not human verified

be practice or an actual event, then this coverage comes into play. The student can

Unknown speaker not human verified

can elect to pay for premium if it's a non-UIL participating type event.

Unknown speaker not human verified

But there's a schedule of benefits, and it does act as supplemental to any primary policy that would happen.

Alton Frailey not human verified

Now, you mentioned cheerleading. Is cheerleading UIL?

Alton Frailey not human verified

Okay.

Alton Frailey not human verified

So it wouldn't cover the cheerleaders?

Unknown speaker not human verified

Yes, it would.

Alton Frailey not human verified

Because they're part of the UIL?

Unknown speaker not human verified

Yes, because it's now part, it's governed by a UIL.

Alton Frailey not human verified

Very good. Thank you.

Unknown speaker not human verified

Mr. Mohoski.

Bryan Michalsky not human verified

Could you just give us an idea historically what, I guess there are claims filed on this

Bryan Michalsky not human verified

policy each year, but I guess the other part is it's secondary to other available insurance,

Bryan Michalsky not human verified

but can it go towards, does it give any benefit towards deductibles of that insurance or anything

Bryan Michalsky not human verified

like that?

Unknown speaker not human verified

No, it does not.

Unknown speaker not human verified

It's a scheduled benefit, whatever it, if you have a broken arm, it may, or let me back

Unknown speaker not human verified

up.

Unknown speaker not human verified

When you have an insurance procedure done, there's an associated CPT code, and it will pay for a scheduled benefit associated with that code.

Bryan Michalsky not human verified

But if their primary health insurance is paying for that already, it's really not?

Bryan Michalsky not human verified

It sits on top.

Unknown speaker not human verified

To answer your question, it could act to defer that deductible cost.

Unknown speaker not human verified

Okay, okay.

Unknown speaker not human verified

Yeah, right.

Bryan Michalsky not human verified

And I guess, is a claim automatically filed when we have an injury that's reported?

Bryan Michalsky not human verified

It is.

Unknown speaker not human verified

Because we have a very good working relationship with the athletics department here at Katy.

Unknown speaker not human verified

Our trainers are trained instantaneously to give those claim forms to the parent.

Unknown speaker not human verified

And on instance where we have a significant injury, my department helps coordinate our

Unknown speaker not human verified

patrons through that process.

Unknown speaker not human verified

sometimes it can be frightening when that happens to their child so we kind

Unknown speaker not human verified

of help facilitate that following the claim and follow up that things are

Unknown speaker not human verified

moving in the right direction thank you thank you buddy else nice article in the

Unknown speaker not human verified

paper mr. Norman thank you thank you did you see it mr. Griffin no I didn't he

Unknown speaker not human verified

talking about he lives in anawak Texas and he's the long distance well long

Unknown speaker not human verified

long-distance drive every day and they had a very nice article in Chronicle I

Unknown speaker not human verified

think it was in the Chronicle you got that and and featured him with a nice

Unknown speaker not human verified

picture in front of his car so how many miles you have only three hundred and

Unknown speaker not human verified

twenty three thousand miles thank you very much thank you sir any objection to

Unknown speaker not human verified

move in 7.4 to consent so move thank you thank you folks and that moves us to a 7.5 mcdonald

Unknown speaker not human verified

good evening president griffin board members and superintendent fraley tonight i'm bringing

Unknown speaker not human verified

forward for your consideration and future approval an easement to center point energy

Unknown speaker not human verified

associated with the KTISD owned property located on the Willow Fork Park site.

Unknown speaker not human verified

The power line easement Centerpoint has requested is depicted on the attached

Unknown speaker not human verified

easement documents. The power lines currently run through the middle of the

Unknown speaker not human verified

site. In June of 2015, you as a board approved an easement to relocate those

Unknown speaker not human verified

same lines to the perimeter of the site in an easement abandoned by Fort Bend

Unknown speaker not human verified

Bend County Drainage District. However, upon further review, the design team, the Willow

Unknown speaker not human verified

Fork design team determined the easement should be moved an additional 30 feet into the interior

Unknown speaker not human verified

of the park. This would prevent the poles and lines from being right up next to the

Unknown speaker not human verified

neighborhood fences for Falcon Landing. CenterPoint will submit an easement release document to

Unknown speaker not human verified

to KDISD for the easement that was executed in 2015 June.

Unknown speaker not human verified

This easement agreement was reviewed and approved

Unknown speaker not human verified

by the district's legal council.

Unknown speaker not human verified

We also have Matt Klein with us tonight with TGB Partners.

Unknown speaker not human verified

If anybody has any questions, Matt or I would be

Unknown speaker not human verified

either one happy to answer them.

Unknown speaker not human verified

Thank you.

Unknown speaker not human verified

Board, any questions on 7.5?

Unknown speaker not human verified

Any objection to move this item of consent?

Unknown speaker not human verified

So moved, thank you.

Unknown speaker not human verified

Thank you.

Unknown speaker not human verified

and 7.6 mr. McElwain a good evening president Griffin a board member

Unknown speaker not human verified

superintendent Fraley I'm joined this this evening by dr. Castillo de steel is

Unknown speaker not human verified

in the audience tonight how do you get the back Steve Pittman David Owens from

Unknown speaker not human verified

Anzalobion Bryant who is a construction manager for the project and Stuart

Unknown speaker not human verified

Campbell who is the architect on record for the May Creek High School

Unknown speaker not human verified

comprehensive renovation project. As you recall we brought this project before

Unknown speaker not human verified

the board. We identified the complexity of this project. I have to recognize Dr.

Unknown speaker not human verified

Steele, the amount of time that she has spent working with us hand in hand

Unknown speaker not human verified

because when we when we address a project such as this so it's important

Unknown speaker not human verified

for us to address every every functional space in the building with the intent

Unknown speaker not human verified

that we do not have to go back to this particular campus at some later date. So

Unknown speaker not human verified

we try to address it in a fully comprehensive, holistic manner. What I

Unknown speaker not human verified

have before you this evening is Amendment 1 to the Ansel O'Brien

Unknown speaker not human verified

Construction Manager Risk Contract for the comprehensive renovation of May Creek

Unknown speaker not human verified

High School. The final total project cost identified can be completed with

Unknown speaker not human verified

available funds within the bond authorization and we are actually

Unknown speaker not human verified

utilizing thanks to Mr. Robinson food services funds to help assist with

Unknown speaker not human verified

respect to the the kitchen renovation work at the particular campus. So once

Unknown speaker not human verified

again this particular project is a project that scheduled to be

Unknown speaker not human verified

substantially completed in 2018. There's a tremendous amount of phasing that's

Unknown speaker not human verified

involved the Anzal Bliant team as I mentioned Steve and David Owens have

Unknown speaker not human verified

been fully engaged on this project up in the ceiling space looking at all the

Unknown speaker not human verified

various systems that need to be addressed in this particular project so

Unknown speaker not human verified

once again I'd be more than pleased to answer any questions that you may have

Unknown speaker not human verified

on this project thank you mr. Griffin miss Fox hi mr. McIlwain I'm I agree

Unknown speaker not human verified

with you 100% do it right while we're there not come in and out and in and out

Unknown speaker not human verified

much more expensive to do it that way but this cost is for engineering fees

Unknown speaker not human verified

and insurance and code reviews that wasn't included in the first what's it

Unknown speaker not human verified

for oh that's that's a load that's our what we classify as our loading cost

Unknown speaker not human verified

that's included on every one of our projects so what's so in other words

Unknown speaker not human verified

that's in addition to the the contractors cost there's the the

Unknown speaker not human verified

architectural fee cost the permit fees those are fees that are over and beyond

Unknown speaker not human verified

on furniture and equipment other permit costs we have that on every project this is an amendment

Unknown speaker not human verified

but that's not a budget it's not a budget amendment no I get it it's an amendment one

Unknown speaker not human verified

amendment project for the looked at to the contract the console that the the the 49 million

Unknown speaker not human verified

dollar number is that is the Anzlo Bryant number that's the construction cost the other cost is the

Unknown speaker not human verified

not to exceed cost which would include furniture equipment all other costs associated with the

Bryan Michalsky not human verified

project okay thank you yes sir so I'm looking at the project funding portion

Bryan Michalsky not human verified

of this and looks like it about bond allocation of 50 little over 51 million

Bryan Michalsky not human verified

dollars actual cost is going to be 56.7 is that correct okay so because there's

Bryan Michalsky not human verified

a line I'm in here so supplemental supplemental available bond funds I

Bryan Michalsky not human verified

I wasn't sure what that meant.

Unknown speaker not human verified

Oh, that, and working with Mr. Smith,

Unknown speaker not human verified

that's funding that's available within the bond.

Unknown speaker not human verified

It's not identified a particular project.

Unknown speaker not human verified

So we do have savings, per se,

Unknown speaker not human verified

that can be utilized on this particular project.

Unknown speaker not human verified

It's similar, not dissimilar,

Unknown speaker not human verified

to how we addressed Taylor High School

Unknown speaker not human verified

in the last bond authorization,

Unknown speaker not human verified

where there was some additional work

Unknown speaker not human verified

because once we got into the scope of required work,

Unknown speaker not human verified

the scope increased the cost on the project

Unknown speaker not human verified

And there were funds in the bond program so working closely with mr.

Unknown speaker not human verified

Smith and he can address the fact on available funds for this work

Bryan Michalsky not human verified

And I you know and I know I believe there's a review committee meeting even maybe later this week

Bryan Michalsky not human verified

I think you know would like to periodically get kind of get a reconciliation of all of that because we are having

Bryan Michalsky not human verified

Some projects that have savings some that are going over what we projected right and right and right and of course then we know that

Bryan Michalsky not human verified

It's going to be probably somewhat tight on the overall

Bryan Michalsky not human verified

2014 bond package? Mr. Michalski please given the construction please you know

Unknown speaker not human verified

with respect to and I'll answer this particular question I'll ask Mr.

Unknown speaker not human verified

Smith to follow up we work extremely closely with the business office as we

Unknown speaker not human verified

and that's why six over the past few bond elections we've been very

Unknown speaker not human verified

successful because we've been able to do not only every project that we said we

Unknown speaker not human verified

would do but we've been able to actually for the students be able to do more

Unknown speaker not human verified

Obviously we want to make sure that we've got enough

Unknown speaker not human verified

Capacity in there. Maybe mr. Smith might want to sure it as it stands now you hit the nail on the head. Mr

Unknown speaker not human verified

Mahalski we we have had projects some come over some kind of come under

Unknown speaker not human verified

We do feel comfortable that this would be a project that if we approve the overage amount that we can afford that through the overall

Unknown speaker not human verified

Scope and be able to get all the projects still complete that we that we promised the voters we would

Unknown speaker not human verified

What we would do is if approved we would follow up next month and have as part of our budget amendment

Unknown speaker not human verified

And we would take the original allocation to

Bryan Michalsky not human verified

The higher amount okay. No I appreciate that and I appreciate the work you've done historically it's been fantastic

Bryan Michalsky not human verified

World we live in today, you know makes me a little bit nervous. So just kind of want to make sure we're in front of

Unknown speaker not human verified

I appreciate those comments miss Mahalski and obviously on this project

Unknown speaker not human verified

I think I mentioned last month that this May Creek project is probably the most complex one we have in this particular bond program and

Unknown speaker not human verified

I think that the final cost echoes that but at the same time and

Unknown speaker not human verified

Dr. Steele could probably attest to this that when we're complete with this project

Unknown speaker not human verified

It's going to be transformational in nature similar to the Taylor High School where we're addressing not only the building systems

Unknown speaker not human verified

But also the functional relationships within the campus

Bryan Michalsky not human verified

us we are very much looking forward to seeing that happen yeah and this presentation was really nice

Unknown speaker not human verified

last week our last thank you thank you mr griffin that's what i was going to say mr griffin like the

Unknown speaker not human verified

presentation the big color presentation we got is very exciting for main creek high school and it

Unknown speaker not human verified

will be transformational for for academics and that's really good and so thanks for bringing

Unknown speaker not human verified

this i'd like to echo mr maholsky's comment about keeping a and maybe it's for mr smith more than

Unknown speaker not human verified

anything but maybe keeping us a little more informed on the running totals on

Unknown speaker not human verified

how those things are coming you know we get a lot of information but as we go

Unknown speaker not human verified

through these especially bond projects and bond dollars and where they are it

Unknown speaker not human verified

you know it would just be easier for us I think if we had more of a running

Unknown speaker not human verified

total or periodic updates thank you for that's exactly what I was thinking you

Unknown speaker not human verified

took the words out of my mouth and so echoing it. Any objection 7.6 to consent?

Unknown speaker not human verified

So moved. Thank you. And thank you sir appreciate it. And 7.7 Miss Holland. Good

Unknown speaker not human verified

evening President Griffin, members of the board, Mr. Fraley. Tonight we bring for

Unknown speaker not human verified

your consideration. Update 104 to ask that you approve the legal policies and

Unknown speaker not human verified

adopt the local policies included in this update. This is the second of the

Unknown speaker not human verified

post legislative updates that we brought forward. I'm happy to say this one is

Unknown speaker not human verified

much lighter than the last one that we brought. Most of the policies in this

Unknown speaker not human verified

update are legally reference policies. You've already heard evidence that some

Unknown speaker not human verified

some of that these policies have already moved forward. With our SHAC report tonight and

Unknown speaker not human verified

some other things that you are hearing about, we are already implementing the legal policies.

Unknown speaker not human verified

Most of the changes in local policy are moving the names of individuals that you have to

Unknown speaker not human verified

designate for certain roles into exhibits so that when those roles change or a title

Unknown speaker not human verified

changes or something of that nature, it doesn't have to come back for the Board for us to

Unknown speaker not human verified

to update those things and make them easily available to the public.

Unknown speaker not human verified

That would be things such as your Title IX coordinator, your 504 coordinator, your liaison

Unknown speaker not human verified

for homeless students.

Unknown speaker not human verified

So with this change, we'll be able to notify parents much more easily by getting those

Unknown speaker not human verified

updated numbers and so forth on the website.

Unknown speaker not human verified

In addition to Update 104, we are bringing one local policy forward for your consideration.

Unknown speaker not human verified

In January, at one of your work study sessions, one of your special meetings, you looked at

Unknown speaker not human verified

some possible revisions and a philosophy statement for the district at AE.

Unknown speaker not human verified

In that statement, we have now included the cornerstones that have become so much a part

Unknown speaker not human verified

of our curriculum.

Unknown speaker not human verified

We would ask for your approval and adoption of that local policy so that we could make

Unknown speaker not human verified

those changes in in our manual any questions thank you for working on the

Unknown speaker not human verified

philosophy and tying that into the mission statement it really looks good

Unknown speaker not human verified

and ties it all together really nice mm-hmm it will board any objection to

Unknown speaker not human verified

moving this item to consent so moved thank you ma'am and that moves us to 7.8

Unknown speaker not human verified

discussing consider future board approval resolution which in a minute

Unknown speaker not human verified

it will be read by our secretary.

Unknown speaker not human verified

That should be not yet.

Unknown speaker not human verified

Good evening, Mr. Griffin, Mr. Fraley and Board.

Unknown speaker not human verified

Item 7.8 is an integral part of our debt management plan.

Unknown speaker not human verified

The resolution presented before you identifies bond series that are callable and therefore targets for either

Unknown speaker not human verified

refundings or defeasances as we move forward in the 16-17 school year, our budget year.

Unknown speaker not human verified

This is a cap. We're not anticipating defusing all these. It just gives us the capacity for planning so we can defuse some and refund the rest.

Unknown speaker not human verified

It's all in an effort to try to continue to maximize our aggressive efforts at reducing our interest expense.

Unknown speaker not human verified

Most of these that are listed before you, these series, will be refunded.

Unknown speaker not human verified

Basically, or currently, we're looking at about a 16% savings on those, depending on

Unknown speaker not human verified

what the interest rates do over the next six to eight months.

Unknown speaker not human verified

Those savings could increase or decrease, but 16% savings will be a very substantial

Unknown speaker not human verified

amount of interest expense savings.

Unknown speaker not human verified

Again, ongoing management of our debt plan is aligned with our long-term goals in managing

Unknown speaker not human verified

our growth and agrees with our historic practices and with what we've told rating

Unknown speaker not human verified

agencies about our debt management plan. These debt tools, the refundings, fund

Unknown speaker not human verified

balance use, defeasance, using interest on proceeds to go back into to our debt

Unknown speaker not human verified

service are all things that we do to manage tax rate fluctuations over time.

Unknown speaker not human verified

This is again just step one of the process.

Unknown speaker not human verified

This resolution, step two, will be the budget process in June, July and August.

Unknown speaker not human verified

Step three will be in September, October.

Unknown speaker not human verified

We'll come to you with a recommendation on those that we are going to be refunding to

Unknown speaker not human verified

give us parameters for that to go out for refunding.

Unknown speaker not human verified

That's it.

Unknown speaker not human verified

Thank you very much.

Unknown speaker not human verified

Ms. Ashley Vann, will you read us the resolution?

Unknown speaker not human verified

Resolution expressing intent to defuse certain of the district's outstanding bonds,

Unknown speaker not human verified

State of Texas, Counties of Harris, Fort Bend, and Waller,

Unknown speaker not human verified

a independent school district.

Unknown speaker not human verified

Whereas the Katy Independent School District, a district,

Unknown speaker not human verified

has duly issued and there is now outstanding approximately $36,560,000

Unknown speaker not human verified

of its limited tax refunding bonds series 2007 C, 162,755,000 of its unlimited tax refunding

Unknown speaker not human verified

bonds series 2007 B, 12,195,000 of its limited tax refunded bonds series 2008 B, and approximately

Unknown speaker not human verified

approximately $21,475,000 of its variable rate unlimited tax refunding bonds Series 2012B,

Unknown speaker not human verified

collectively the outstanding bonds.

Unknown speaker not human verified

And whereas the Board of Trustees, the Board of the District, determines to express its present intention to

Unknown speaker not human verified

defuse up to approximately $25 million in aggregate principal amount of such outstanding bonds in the

Unknown speaker not human verified

the district's fiscal year ending August 30 31st 2017 now therefore be it

Unknown speaker not human verified

resolved the district the Board of Trustees of the Katy independent school

Unknown speaker not human verified

district that section 1 the board declares its present present intent to

Unknown speaker not human verified

defease up to approximately 25 million dollars in an aggregate principal amount

Unknown speaker not human verified

of such outstanding bonds in the district's fiscal year ending August 31st

Unknown speaker not human verified

2017 the board hereby directs the superintendent and any other employees

Unknown speaker not human verified

and agents of the district to identify potential bonds of the outstanding bonds

Unknown speaker not human verified

recommended to be defeased as contemplated by this resolution the

Unknown speaker not human verified

board intends to take subsequent action to identify and defease such bonds

Unknown speaker not human verified

notwithstanding the foregoing the board reserves the right to not defease any of

Unknown speaker not human verified

the outstanding bonds upon a determination by the board the funds of

Unknown speaker not human verified

the district intended for such purpose will be better utilized for one payment

Unknown speaker not human verified

of debt services on any outstanding bonds or unlimited tax bonds to be

Unknown speaker not human verified

issued to the contribution to any refunding of the outstanding bonds or

Unknown speaker not human verified

three the reduction of future interest and sinking fund tax levels of the

Unknown speaker not human verified

district as soon approved this 23rd day of May 2016 Charles Griffin president

Unknown speaker not human verified

Board of Trustees Katy independent school district Ashley vans secretary

Unknown speaker not human verified

Board of Trustees Katy Independent School District or do y'all have any

Unknown speaker not human verified

questions any objection to move this item to consent thank you sir so moved

Unknown speaker not human verified

that brings us to 7.9 sir 7.9 currently we have an outlaw it's an ongoing

Unknown speaker not human verified

agreement with Harris County to collect our taxes for the properties located in

Unknown speaker not human verified

Harris County. Fort Bend County requires us to update our agreement for their

Unknown speaker not human verified

collection of taxes. Fort Bend County tax office collects the taxes for KDISD

Unknown speaker not human verified

both in Fort Bend and Waller County properties. So they do both properties

Unknown speaker not human verified

and they require this agreement that you have attached to be updated annually.

Unknown speaker not human verified

it was actually it's a one-year agreement with a one-year option to

Unknown speaker not human verified

extend it that can be done we're they're doing a good job collecting our taxes

Unknown speaker not human verified

and this is just a formality to continue business as we're doing now thank you

Bryan Michalsky not human verified

as a miss mahosky mr. Smith are there any any changes to the terms of this

Unknown speaker not human verified

agreement from last year no sir other than the dates or no changes thank you

Unknown speaker not human verified

board any objection move this item to consent so moved and uh 7.10 mrs butterfield

Unknown speaker not human verified

yes ma'am good evening president griffin superintendent fraley and trustees

Unknown speaker not human verified

Tonight we have 11 budget amendments and some of note.

Unknown speaker not human verified

We have one amendment for the summer camp at the Shaw STEAM Center

Unknown speaker not human verified

to recognize the tuition revenue and to increase the expenditure budget

Unknown speaker not human verified

for the costs associated with that camp.

Unknown speaker not human verified

General fund expenditures then increase for $338,454

Unknown speaker not human verified

dollars related to the startup of the Simon youth foundation Academy six

Unknown speaker not human verified

hundred thousand dollars for the Nottingham country elementary

Unknown speaker not human verified

renovations that you heard about earlier tonight including some classroom space

Unknown speaker not human verified

and some driveways and sidewalk renovations needed and two hundred

Unknown speaker not human verified

ninety four thousand and eighty seven dollars for special ed programs the

Unknown speaker not human verified

increase in expenditure budget the remaining budget amendments are offsets

Unknown speaker not human verified

between different functions and the approval of these gof amendments will

Unknown speaker not human verified

decrease the general operating fund balance by a million two hundred thirty

Unknown speaker not human verified

two thousand five hundred forty one dollars we have one debt service

Unknown speaker not human verified

amendment I'll read the numbers to 1516 year revenues increased two million four

Unknown speaker not human verified

$425,813 to recognize the receipt of state hold harmless funds generated by increase in state homestead exemptions.

Unknown speaker not human verified

Other sources and uses increased $27,614,988 and $27,459,965 respectively to recognize amounts required to record the issuance.

Unknown speaker not human verified

of the 2016 a and 16 b bonds from earlier this year approval of these amendments will result

Unknown speaker not human verified

in a 450 837 increase to the debt service fund balance so that's basically recognizing a little

Unknown speaker not human verified

state your first and last name our first speaker this evening is miss Tiffany

Unknown speaker not human verified

Tiffany Jerison.

Unknown speaker not human verified

Yes ma'am, right there.

Unknown speaker not human verified

Okay, my name is Tiffany Jerison.

Unknown speaker not human verified

Good evening, President, Superintendent, Trustees, fellow Katy residents.

Unknown speaker not human verified

I understand the vote of transgender facilities will be statewide and or district-wide

Unknown speaker not human verified

Including all grade levels, but I would like to speak to our elementary schools and elementary school parents for just a moment this coming fall

Unknown speaker not human verified

I have a son entering third grade and a daughter entering entering kindergarten

Unknown speaker not human verified

So the transgender issue in elementary schools is very close to my heart

Unknown speaker not human verified

First let me say that I believe that God-given Anatomy and DNA

Unknown speaker not human verified

DNA should definitely trump feelings or emotions, especially when we are discussing sweeping

Unknown speaker not human verified

legislation that affects the masses.

Unknown speaker not human verified

After all, a doctor doesn't announce anything else when you're born except what?

Unknown speaker not human verified

It's a girl or it's a boy.

Unknown speaker not human verified

Can we all be completely honest here and discuss the logical side of the argument?

Unknown speaker not human verified

The number of non-transgender students greatly outweighs the number of transgender students.

Unknown speaker not human verified

In fact, the actual number of people in our country who identify as a transgender is less

Unknown speaker not human verified

than 1%. Let's think about that number. Less than 1%. Even less is the amount of

Unknown speaker not human verified

people that claim to be transgender who are within public schooling, public

Unknown speaker not human verified

schooling age groups. Why are we even standing here today having to make a

Unknown speaker not human verified

case for this? There really is no case. We are talking about less than 1% of our

Unknown speaker not human verified

society that even identifies as such. Where is the voice of the majority?

Unknown speaker not human verified

Apparently it has disappeared along with our legislative branch of government and constitutional law creation

Unknown speaker not human verified

Also, think about what the potential scenario looks like when your six-year-old daughter enters a bathroom and then a boyfriend

Unknown speaker not human verified

who believes or identifies himself as a girl enters that same bathroom?

Unknown speaker not human verified

Or what about a more mature student, possibly a junior high, high school student?

Unknown speaker not human verified

Say high school boys or girls and the safety and privacy issues that this executive order possesses.

Unknown speaker not human verified

Is your child's privacy less sacred than the privacy and security of less than 1% of the populace?

Unknown speaker not human verified

How about the students that identify as transgender?

Unknown speaker not human verified

If the minority of the population care for them so much, are they not concerned about

Unknown speaker not human verified

putting them in harm's way by allowing them to enter into the opposite sex bathrooms?

Unknown speaker not human verified

Aside from the legal issues that this presents, there's a major safety issue threat that comes

Unknown speaker not human verified

along with it. I'm not promoting violence, but rather stating fact based on human behaviors,

Unknown speaker not human verified

especially when we're talking about teenagers. Aside from the schools, think about moms and dads

Unknown speaker not human verified

out there and their natural instinct to protect their sons and daughters when they're using

Unknown speaker not human verified

facilities in public places. Again, enormous security issues to welfare of

Unknown speaker not human verified

all parties involved. Whether it is not the state or federal, the federal or state

Unknown speaker not human verified

government nor the public schools systems responsibility to tell my

Unknown speaker not human verified

children what is morally or politically correct, that is mine and my husband's job

Unknown speaker not human verified

and we will now not allow it any other way. For me and my family we are proud to

Unknown speaker not human verified

to be clear. Thank you, ma'am. Thank you. Our next speaker is Ashley Shanahan.

Ashley Shanahan not human verified

Hi, my name is Ashley Shanahan. Thank you for inviting the parents of KDISD to share today

Ashley Shanahan not human verified

concerning the facility order that was just released this past week from

Ashley Shanahan not human verified

President Obama and the Department of Education our daughter recently took

Ashley Shanahan not human verified

part in the Dukes program and scored in the top 6% of all Texas students on the

Ashley Shanahan not human verified

ACT and was awarded because of this and we as parents recognize that this is in

Ashley Shanahan not human verified

part because of a great teaching within Katy I steam our kids teachers are also

Ashley Shanahan not human verified

very loving and helpful and are enjoyed by our children and so thank you again

Ashley Shanahan not human verified

for having helped produce this for our kids.

Ashley Shanahan not human verified

Also, I want to share that we are a very pro-family,

Ashley Shanahan not human verified

and we want the best for all kids coming here.

Ashley Shanahan not human verified

And today isn't about being against any particular group within our community.

Ashley Shanahan not human verified

We actually have a huge heart to bless people and children

Ashley Shanahan not human verified

and families within the community.

Ashley Shanahan not human verified

That having been said, I'm a parent of three children,

Ashley Shanahan not human verified

two already in KDISD, and my concern is most for them.

Ashley Shanahan not human verified

them. My obligation as a parent is to protect them, and we all know and can recognize that

Ashley Shanahan not human verified

boundaries are incredibly important, not only for children and families, but also for communities

Ashley Shanahan not human verified

to thrive. Otherwise, we wouldn't have need of HOAs, city ordinances, that sort of thing.

Ashley Shanahan not human verified

As a parent, I can see how necessary boundaries are for my own children. There is a solution

Ashley Shanahan not human verified

to help all students and transgender students alike.

Ashley Shanahan not human verified

However, removing boundaries of protection

Ashley Shanahan not human verified

for what I had heard at best 4% of the population

Ashley Shanahan not human verified

from the other 96% is not the solution.

Ashley Shanahan not human verified

Mostly, if boundaries separating biological sex,

Ashley Shanahan not human verified

something that is concrete and unchangeable

Ashley Shanahan not human verified

despite inner desires, are removed,

Ashley Shanahan not human verified

we know by several documented cases nationwide

Ashley Shanahan not human verified

where such boundaries have been removed

Ashley Shanahan not human verified

that there will be perpetrators and violators of our children the portion of

Ashley Shanahan not human verified

our society who is most in need of our protection my family and friends would

Ashley Shanahan not human verified

rather my family and friends would rather have less economically in our

Ashley Shanahan not human verified

schools than have greater federal funds but sacrifice safety of our children

Ashley Shanahan not human verified

including the safe sacrificing the safety of transgender students also

Ashley Shanahan not human verified

Also, according to the DSM-5, as many as 98% of gender-confused boys and 88% of gender-confused

Ashley Shanahan not human verified

girls eventually accept their biological sex after naturally passing through puberty.

Ashley Shanahan not human verified

I cannot, in society, there's a certain order, and I cannot claim certain discounts or exemptions

Ashley Shanahan not human verified

simply because I ask for them.

Ashley Shanahan not human verified

And to reorder a whole society by behaviors alone would cause many problems and chaos

Ashley Shanahan not human verified

in society.

Ashley Shanahan not human verified

Lastly, if you obey the given order pertaining to bathrooms and locker room facilities from

Ashley Shanahan not human verified

President Obama, I and many others who have spoken will have no choice but to withdraw

Ashley Shanahan not human verified

our children from public schools no matter...

Unknown speaker not human verified

Thank you, Madam.

Unknown speaker not human verified

Thank you.

Unknown speaker not human verified

And our next speaker, you might know him, is Ryan Shahan.

Ryan Shahan not human verified

Good evening, Board.

Ryan Shahan not human verified

As my wife explained, our daughter is in the top 6% of Texas students, and I have to admit that she gets it from my wife.

Ryan Shahan not human verified

So just bear with me as I go through my single arguments.

Ryan Shahan not human verified

But I will have to give credit to the Beckendorf staff.

Ryan Shahan not human verified

Whenever this presidential decree came through and the letter was released, I immediately called the staff to find out what the response would be.

Ryan Shahan not human verified

And they handled it with great professionalism.

Ryan Shahan not human verified

them. They were very good so much credit goes to the Beckendorf staff. It is a

Ryan Shahan not human verified

very great school. My only point that I kind of want to bring up is in regards

Ryan Shahan not human verified

to the external factors. So to change the external factors in order to provide

Ryan Shahan not human verified

what is assumed as peace to an internal turmoil that these children as

Ryan Shahan not human verified

transgender children are going through is not going to have the effect that we

Ryan Shahan not human verified

believe it would have. To simply change the external factors and say that we'll

Ryan Shahan not human verified

provide a restroom for all transgender kids to go to or you can go to the

Ryan Shahan not human verified

restroom of your choice is not going to provide that inner peace that we so

Ryan Shahan not human verified

think that they actually are going to have. So what we would create is a lack

Ryan Shahan not human verified

of safety for the children that our kids are going to the children that go to

Ryan Shahan not human verified

these schools. For example, and I don't like to bring up previous events, but for

Ryan Shahan not human verified

this one I think it's necessary. At a certain junior high, a young girl took an

Ryan Shahan not human verified

inappropriate picture of herself and texted it to a young boy. That young boy

Ryan Shahan not human verified

instead of discreetly hiding that text and putting it away to where nobody else

Ryan Shahan not human verified

would see it and maintaining the integrity of that girl even though she

Ryan Shahan not human verified

made that poor choice, instead texted it out to a countless number of others. So

Ryan Shahan not human verified

So now that one text message of a very poor choice is now reverberated across the stratosphere, the textosphere, the blogosphere, the everything else sphere that's come up in the most popular times to actually go forth.

Ryan Shahan not human verified

And now 20 plus other boys actually see this picture of this girl.

Ryan Shahan not human verified

Those 20 then text it out to their friends, whose friends text it out to their friends.

Ryan Shahan not human verified

So now you see this one girl who made a very poor choice.

Ryan Shahan not human verified

His life is ruined.

Ryan Shahan not human verified

because of that one poor choice and because of the reaction of those boys.

Ryan Shahan not human verified

Now, I am also a father of boys.

Ryan Shahan not human verified

I am a boy.

Ryan Shahan not human verified

Some of you may be married to boys.

Ryan Shahan not human verified

Some of you have boys, raised boys.

Ryan Shahan not human verified

You've been around boys.

Ryan Shahan not human verified

You know the mentality of boys.

Ryan Shahan not human verified

The mentality of boys is not to be discreet about things, but instead to brag.

Ryan Shahan not human verified

It is to release.

Ryan Shahan not human verified

It is to chase.

Ryan Shahan not human verified

It is to show, this is what I found.

Ryan Shahan not human verified

Look at this.

Ryan Shahan not human verified

If we create an environment for those boys to now assume that they are a woman

Ryan Shahan not human verified

in order to get into a locker room, in order to get into a bathroom, then they'll take that opportunity.

Ryan Shahan not human verified

There are boys out there that will absolutely take the opportunity to do so and jeopardize the integrity of our girls.

Ryan Shahan not human verified

She made a poor choice.

Ryan Shahan not human verified

However, ours don't have to, but they're still going to be treated.

Unknown speaker not human verified

Thank you, sir.

Unknown speaker not human verified

Thank you.

Unknown speaker not human verified

And our next speaker is Chantel Willis.

Chantel Willis not human verified

Good evening everyone. My name is Chantel Willis and I just learned like last week that

Chantel Willis not human verified

summer school was only offered to bilingual kids and kids failing the start test in fifth

Chantel Willis not human verified

grade and I don't think that's fair for the parent or for the child. All children should

Chantel Willis not human verified

should be equally able to attend summer school if they are struggling and if they are having a hard time with school.

Chantel Willis not human verified

It should not just be offered for bilingual kids and kids that failed to start tests in fifth grade.

Chantel Willis not human verified

I have two children, one going into sixth and one going into second grade.

Chantel Willis not human verified

And we resided in Katy because we were told that Katy was an awesome school district.

Chantel Willis not human verified

so we want me my husband want the best for our kids, but

Chantel Willis not human verified

Being told that our kids can attend summer school unless they're bilingual or if they felt the STAAR Test

Chantel Willis not human verified

That's completely unfair

Chantel Willis not human verified

Each child should have an equal opportunity to attend summer school if they are struggling in certain areas and not just go straight

Chantel Willis not human verified

to being

Chantel Willis not human verified

Retained back into that same grade

Chantel Willis not human verified

That's all I have.

Unknown speaker not human verified

CHAIRMAN BRYANT L. Thank you, Mr. Fraley.

Unknown speaker not human verified

And our next speaker is going to be Jamie Torres.

Unknown speaker not human verified

MR.

Lillian Torres not human verified

JAMIE TORRES, Hello.

Lillian Torres not human verified

My name is Jaime Torres.

Lillian Torres not human verified

I am a father of three beautiful girls, husband, small business owner here in the community,

Lillian Torres not human verified

And I agree with the Shahans as well that we have an excellent school district.

Lillian Torres not human verified

I've got a four-year-old little one that we live right behind Morton Ranch,

Lillian Torres not human verified

and so she's, like, all excited to hear everything.

Lillian Torres not human verified

And I don't get to go to all the games and all that,

Lillian Torres not human verified

but it brings joy to my heart when I hear the band out there playing.

Lillian Torres not human verified

I hear the kids playing and all that stuff, you know, and I'm like, I'm excited.

Lillian Torres not human verified

I just, you know, I'm blessed to hear it.

Lillian Torres not human verified

I really wanted to come and talk to you guys because I wanted to voice for my

Lillian Torres not human verified

family and for my community and I wanted to tell you thank you for just building

Lillian Torres not human verified

the culture that you guys have built I know that we might not know all the work

Lillian Torres not human verified

that you put into it I'm just barely seeing this this is my first time to

Lillian Torres not human verified

this meeting but the transgendered bathroom issue did it did kind of shocked

Lillian Torres not human verified

me. I was disappointed when I saw that, not with you folks, but with the federal government.

Lillian Torres not human verified

I'm sure you guys may agree, you may not agree, but when I was sitting here and I was thinking

Lillian Torres not human verified

and praying about what I'd like to tell you, as soon as I sat down, I noticed that flag over there.

Lillian Torres not human verified

It says, come and take it, and there's a cannon, and then there's another. There's one right here

Lillian Torres not human verified

by Mr. Mikowski. It says independence, and then there's another one over here that says liberty

Lillian Torres not human verified

to your death and so I picked those out right away but what I'd like to ask is that you'd

Lillian Torres not human verified

represent us well. You'd represent us as parents. I got my little one in there right now and as a

Lillian Torres not human verified

matter of fact, if I was a teacher at a school or even if I was walking in Katie Mills Mall and I

Lillian Torres not human verified

saw a teenage boy going to the women's room, I got to admit I'd go get him and tell him,

Lillian Torres not human verified

Son, you're in the wrong spot, you know, and it's just natural instinct. I think we may all have that instinct, you know, and

Lillian Torres not human verified

I'm just asking that you guys would

Lillian Torres not human verified

that you guys would

Lillian Torres not human verified

Liberty or death independence and come and take it. I just I just pray that every last bit of

Lillian Torres not human verified

Fight that you guys got in you

Lillian Torres not human verified

that fight that when you decided that you wanted to run for school board,

Lillian Torres not human verified

every last fiber of that, I ask that you would pour that into representing me

Lillian Torres not human verified

and my wife and my kids and my community and my family

Lillian Torres not human verified

because now is that time.

Lillian Torres not human verified

They're coming and taking it.

Lillian Torres not human verified

Just fight for us.

Lillian Torres not human verified

And that's it.

Lillian Torres not human verified

Thanks.

Unknown speaker not human verified

Our next speaker is Lillian Torres.

Lillian Torres not human verified

That's my wife.

Lillian Torres not human verified

She decided not to speak.

Unknown speaker not human verified

Okay, thank you.

Unknown speaker not human verified

And our next speaker, Ms. Laura Freeman.

Unknown speaker not human verified

Hi, I'm Laura Freeman.

Unknown speaker not human verified

I'm a KDIC resident, and I have two children currently in KDIC.

Unknown speaker not human verified

These are my helpers for the evening.

Unknown speaker not human verified

President Griffin, board members, Mr. Fraley.

Unknown speaker not human verified

I'm here tonight representing KDIC Council of PTAs.

Unknown speaker not human verified

I am the current president.

Unknown speaker not human verified

This is my last hurrah as I roll off in July.

Unknown speaker not human verified

I've had the honor and privilege to represent these exceptional people over the past two

Unknown speaker not human verified

years and while it hasn't always been easy, it has been amazing.

Unknown speaker not human verified

We have a district full of different types of parents, yet they are able to unite for

Unknown speaker not human verified

the benefit of all of our children.

Unknown speaker not human verified

I have thanked them for allowing me to see all that they have do over the past two years,

Unknown speaker not human verified

but I wanted to thank y'all for partnering with the PTA.

Unknown speaker not human verified

In August 2015, we started off the year with 51 PTAs in our council.

Unknown speaker not human verified

We are ending this year with 54.

Unknown speaker not human verified

Yay! In 2014-2015 we had 27,630 PTA members in Katy Council alone. This year

Unknown speaker not human verified

we are ending the year with 29,161 members. Awesome. This does not include the members of the

Unknown speaker not human verified

three new PTAs that were just formed this spring. Overall, Texas PTAs membership increased by just

Unknown speaker not human verified

over 5,000 members last year in Katy alone we increased by 1,531 members we

Unknown speaker not human verified

are still the largest council in the great state of Texas and if you do the

Unknown speaker not human verified

math we are 6% of the entire state's population of PTAs right here in Katy

Unknown speaker not human verified

because we're so fantastic we won two major awards in February one word the

Unknown speaker not human verified

high-five award was given to all the councils in the state that had the

Unknown speaker not human verified

the highest membership numbers of the past five years.

Unknown speaker not human verified

Fifteen councils in the state of Texas received one.

Unknown speaker not human verified

Katie was one of those 15.

Unknown speaker not human verified

The second award we won was the Continued Growth Award.

Unknown speaker not human verified

Three councils in the state of Texas achieved that award, and Katie was one.

Unknown speaker not human verified

So we're doing awesome, and they're recognizing that we're doing awesome.

Unknown speaker not human verified

One minute, Ms. Freeman.

Unknown speaker not human verified

As we finish off the school year, the next year is already waiting for us.

Unknown speaker not human verified

The newly elected council board, being led by Jeannie Griffith, is already getting prepared

Unknown speaker not human verified

to go to Austin in January.

Unknown speaker not human verified

We know that the funding of public schools, as it always will be, will be a hot-button

Unknown speaker not human verified

issue in the coming session.

Unknown speaker not human verified

Just today, Lisa Holbrook, Texas PTA president, acknowledged that the ruling on the school

Unknown speaker not human verified

finance by the Texas Supreme Court should not be seen as permission to ignore the problems

Unknown speaker not human verified

we know exist in our public school system.

Unknown speaker not human verified

Texas PTA vows to continue to work with legislators and other advocates to create a system of

Unknown speaker not human verified

funding that is fair and gives all students the education they deserve we will be helping to craft

Unknown speaker not human verified

a solution to make every child's potential a reality through quality education thank you for

Unknown speaker not human verified

allowing these awesome parents and our ptas to work in our schools without the support of

Unknown speaker not human verified

administrators across the district we would not be able to build our communities or reach the

Unknown speaker not human verified

million hour volunteer mark i appreciate your continued support thank you thank you miss freeman

Unknown speaker not human verified

and all your helpers are doing a phenomenal job and our final speakers

Unknown speaker not human verified

Unknown speaker not human verified

Because our big sister started in kindergarten we were small. I was nine months old and I was six

Unknown speaker not human verified

months old. We have been at France our whole lives. France is 12 years old and we are 11.

Unknown speaker not human verified

We have been volunteering with our moms that entire time. We had a truly unique experience.

Unknown speaker not human verified

We are now graduating the junior high and leaving a place we feel that is our home and moving on to another awesome school.

Unknown speaker not human verified

Unknown speaker not human verified

Unknown speaker not human verified

you're part of the secret sauce and i acknowledge that and and i'm just so thankful to have had the

Unknown speaker not human verified

chance to work with you and the whole council. You guys are doing a great job.

Unknown speaker not human verified

Regarding the transgender issue,

Unknown speaker not human verified

we were not given any kind of forewarning. We heard

Unknown speaker not human verified

the night before that a letter was going to come out tomorrow and it's like,

Unknown speaker not human verified

thank you, Mr. President. That's what we need right now.

Unknown speaker not human verified

We are working with our attorneys right now to see what we have

Unknown speaker not human verified

to do because this is not carried the way of the law as far as we understand it.

Unknown speaker not human verified

We want to make certain that, one, that we keep the district covered legally.

Unknown speaker not human verified

That's one thing.

Unknown speaker not human verified

But I also want to make sure that every child has a safe environment to learn in.

Unknown speaker not human verified

Every child has that.

Unknown speaker not human verified

So we will continue to work with our students, with our families,

Unknown speaker not human verified

school by school to make sure that the right decisions are made.

Unknown speaker not human verified

And we'll get through this, I do believe.

Unknown speaker not human verified

And I believe in our community being able to work with folks.

Unknown speaker not human verified

And I just wish we didn't have to do this right now.

Unknown speaker not human verified

from the federal mandate so to speak we have worked with our students for years

Unknown speaker not human verified

and you haven't had any issues that people watch my attention will continue

Unknown speaker not human verified

to do so and just work through this and make certain that we if we will follow

Unknown speaker not human verified

the law right now this letter is not it's not the law this is a letter so we

Unknown speaker not human verified

do understand that thank you for coming tonight gives us work with it appreciate
