Our first item is item 3.1 consider board approval of land and matter property matters.
Mr. President. Yes ma'am. I move that the Board of Trustees enters into an agreement to purchase
from CCR Texas Holdings LP an approximate 14 acre parcel of property within the Cross Creek
Ranch subdivision for a total acquisition cost estimated not to exceed $1,486,780.

achieved a high level of both academic and social integrity. He constantly
exemplifies the Wolfpack way by acting responsibly, working hard, being nice
and expecting success. This is from Mrs. Artley, your homeroom teacher. Carson,

Thank you for having me here.
It is truly an honor to represent Tom Wilson Elementary tonight.
You may not know this, but I'm the new kid in town.
I moved here from Frisco, Texas, one week before school started.
I didn't know what to expect at my new school where I knew no one, and I felt nervous walking in the first day.
Well, that was eight months ago, and I stand here today proud to tell you that I'm a part of a winning team at Wilson Elementary School.
How does a school embrace someone new, and how did it end up for you today?
Well, it's a pretty cool story and it begins with our namesake, Mr. Tom Wilson himself.
I see Mr. Wilson walking through the halls at least once a week. Mr. and Mrs. Wilson read to our classes,
attend most of our field trips, and Mr. Wilson even took my mom on a field trip.
Mr. Wilson has swag and I can see why they named the school after him.
Another reason that I felt so welcomed at TWE is due to the teachers. I have a really cool math teacher, Mrs. Arley.
She welcomed me into her class and I later learned that we have a lot in common.
My reading teacher, Mrs. Stratton, has helped me develop the love for reading.
And Mr. Manning, my science teacher, is a fun teacher and is a pretty good basketball player at recess.
Our PE teacher, Coach Park, challenges me to do my best and encourages me during our walk-in talks.
But that's not all that's awesome about TWE.
I've never been to a school where my classmates and friends have come from all over the world.
It's truly an awesome experience to sit next to someone that was born in France, Spain, India, and many others.
We have such diverse backgrounds, but we all learn the same, and we are all good friends.
Finally, TWE provides us with awesome opportunities to pursue our interests.
Students can get involved in Read, Deed, Run, No Place for Hate Council, and many others.
I decided to give choir a shot this year, and boy am I glad I did.
We just completed our performance of the National Anthem at the Houston Astros
game. I never dreamed I would be standing on an MLB field and it's all made
possible by my awesome school. I have been blessed as a new kid and I'm sure
many others will be after me. Thank you KDSG board for all the
behind-the-scenes work you do so our schools can shine. I've enjoyed my year
at Wilson Elementary and I'm looking forward to opening Ties Junior High. Go
Go Titans.

And it's a pleasure to have you as our pledge leader tonight.

And I'm sure you've seen the bumper stickers that
said I wasn't born in Texas, but I got here as quick as I could.
it you weren't born in Katy but you did congratulations to that and the second
thing is I'm so impressed about your choir experience and being able to do
that I too was a choir person and singing the National FFA choir so at
the Kansas City Missouri so congratulations to that I hope you can
do that as well and in the future we're going to give you a couple things here
and but first let's introduce mr. Tom Wilson the namesake here
We're going to present Carson a pledge leader certificate tonight,
and he was able to say the pledge for us for the U.S. and Texas flag,
and we appreciate him doing it so much.
In addition to that, we're going to give you a special bag here
that you only get this whenever you come up and say the pledges.
It's very important.

Officer Jasmine Garcia was born in Brooklyn, New York,
where she spent her younger years before moving to Houston in 2003.
Officer Garcia attended O'Donnell Middle School and A. Lee Faistings High School,
where she played basketball and graduated in 2008.
In 2011, Officer Garcia began her law enforcement career
with the Harris County Sheriff's Department where she worked for five
years as a detention officer in the Harris County Jail downtown during her
tenure with Harris County she became a field training officer and was one of
the first officers to go through the new jail training program wanting to further
her career officer Garcia attended the University of Houston downtown Police
Academy graduating in August 2015 officer Garcia began her career as a
police officer with the KDISD Police Department in January of 2016 please
help me welcome officer Jasmine Garcia
thank you and congratulations miss Marshawni I guess you'll finish with the
recognitions good evening president Griffin board members and superintendent
Fraley. The Continental Mathematics League Euclidean Division Competition is
a math problem-solving contest that involves approximately 300 schools from
across the United States. Students solve challenging math problems in monthly
meets. National winners are recognized for achieving a perfect score on each of
the five monthly meets. For the past three years, KDISD has had a national
student winner it is our pleasure to introduce Patterson elementary fourth
grade student Jonathan Yang as a national student winner in this
competition Jonathan will you please come forward

The Texas Department of Agriculture recognizes nutrition department commitment
to using good nutrition to advance academic achievement and healthy lifestyles.
This year, the KDISD Nutrition and Food Service Department earned the Texas Department of
Agriculture's Perfect Peach Award for outstanding participation in the 2015
Local Products Challenge. By serving Texas agricultural products as part of a
three or more school meal components, this hard-working and dedicated group of
employees demonstrated initiative in taking extra steps to introduce students
to local food, help them make wise nutritional choices, and establish
healthy eating habits that can last a lifetime. Accepting the Perfect Peach
award this evening is Donna Pittenger director of nutrition and food service
congratulations on this accomplishment
The Center for Digital Education is a national research and advisory institute that provides
education and industry leaders support and insight to help incorporate new technologies.
The National School Boards Association is the leading advocate for public education
and supports equity and excellence in public education through school board leadership.
KDISD was recently ranked sixth among the large school districts in the nation by the
Center for Digital Education and National School Boards Association's Digital School
Districts Survey, which honors exemplary use of a technology by school boards and districts.
This is the third year in a row our district has been named one of the top ten digital
school districts in the nation.
The award was presented earlier this month at the NSBA National Convention in Boston,
where it was accepted by Mrs. Fox and Mr. Mihalski on behalf of the district.
Tonight we'd like to recognize the dedication, innovation, and commitment of the Technology
Department to our students and our district.

looking to boost their own music education programs.
Katy ISD has received this honor 13 times.

Morton Ranch High School a student experienced a seizure while in the pool due to the quick actions
of fellow swimmer Frederica Kizik and Coach Megan Dobie,
the student received quick medical attention.
Frederica kept the teammate's head up out of water
while Coach Dobie entered the water to complete the rescue.

That moves us to Section 6 to the report, 6.1, 2015 Health Care Results and Plan Update by Mr. Nelman.
Good evening, Superintendent Fraley, President Griffin, distinguished Board of Trustees.
Here this evening to talk about our health plan and bring you up to date on what's going on.
on.
Just two questions.
Thank you.
We're going to look at an overview of one items of interest from our 2015 health care plan.
We're going to look at a high-level review of the 2015 operating results.
We will review the MRSA projection for 2016.
We will discuss the TRS active care update, the Affordable Care Act and its impact for 2016,
and then our next steps in 2016.
You will see in this slide that in 2015 the district funded $49.9 million for health care.
That equates to $8,652 per employee.
Per covered member, that equates to $4,575.
The total medical claim cost in 2015 was $34.1 million.
On an average day, that equates to $93,434.
The cost of pharmacy claims in 2015 was $13 million.
Other where I stated, per day we pay $35,698.
The pie chart to the left shows that the employees contributed to $19.50, the district contributed
$28 of that funding, and the deficit from our underwriting loss of 2.4 was paid from
the GOF.
This slide is a slide to show the indication of our pricing that we adjusted briefly on this.
It shows that the district contributes $385 PEPM or per employee per month toward the benefits of
employees. The importance of this slide is we are currently in a plan to stay on track with
with our trend and try to level off premiums and not have tremendous spikes over the years.
And the chart on the left will show you with a salary increase of last year of 3%, the net impact of that.
In 2015, we projected that we would have a $2.8 million loss plus an ACA impact or the affordable care impact.
2015 actual saw us with a loss of only 2.4 million dollars so we were to the good a little bit there
the factors that influenced this were one plan member growth of six point three percent we had
a medical trend of three point three percent and medical trend isn't it is a as another word to say
for inflation of medical claims and pharmacy claims currently in the on a national average
It's seen at 8 to 10 percent.
The affordable care impact impacted Katie by $700,000, and we had substantial large claims.
And you'll see in the last section of the slide, starting with 2013, we had 72 claims over $50,000 that totaled $7.2 million.
In 2014, we had 83 claims that totaled $12 million.
And then in 2015, we had 93 claims that totaled 10.2, so we reversed that trend and saw some good experience there.
This is just a line graph to show that the benefit eligible employees, plan participants, and cost per year.
You will see that the top two lines stay pretty much parallel to each other and are trending at that rate.
But I would point out that the red line from 2014 to 2015 was this year that the ACA mandated that employees report to the IRS whether or not they had health care coverage.
And we had to submit a form verifying that fact.
Operating results from 2014 to 2016.
In 2014, we had a $4.6 million loss.
paid by the GOF. In 2015 we had a $2.4 million loss paid again by the GOF.
And then currently we are projecting a $2.2 million loss for 2016, which we estimate to be paid from the GOF as well.
TRS Active Care, an update. Recently the Board of Trustees met on April 8th to discuss their current health plan.
their health plan is in serious, serious trouble and there is no final resolution to how they're going to transfer those costs,
whether the state's going to pick up the nickel or whether the employee's going to pick up the nickel.
Still yet to be determined, so I can't give you a true estimate.
It would be unfair to make any commentary in that regard.
This is an important slide to take in consideration. The Affordable Care Act continues to be with us
today and it continues to be a to drive costs for all health plans in the country. We pay a tax for
for temporary reinsurance fees.
We pay through the Affordable Care Act,
impacting our medical plan design,
as well as the Rx design changes
that are mandated by the Act.
There's an Aetna integration fee that we must pay
as designated by the Affordable Care Act.
Medical device tax pass through,
goes directly to the consumer and through up back to us.
and the pharmacy companies pass fees through us as well one continuing cost that we had this
year as I alluded to in the slide before was the reporting of health care coverage by employees
1095 C as well as the employer reported that form we spent labor hours trying to figure out what the
the IRS wanted and quite frankly they didn't give us the instructions to do it
we spent many many man-hours trying to meet our deadline of January 31 and we
did meet that and that was a very expensive cost on the district what are
our next steps for 2016 we will be conducting conversations with district
administration we are looking at new network options right now as we speak
We will discuss with our Benefit Advisory Committee the pending changes and expected outcomes of our network RFP.
We will come back to you in July of 2016 with those findings.
And in August of 2016, we'll make the recommendations for the next plan year.
And if you have any questions, I would welcome those at this time.

that brings us to section 7 open forum normally we do this in the work study but we had a large
interest so we decided to make sure that once a month we hear from the community so I had this
carried over to our board study I'm sorry our board meeting tonight and at this time the board
of trustees will hear from patrons in open forum as established by board policy the first 20
speakers who signed up will be allowed to speak a maximum of 30 minutes has been allocated for
for this forum.
The time will be divided equally among those
who have signed up, however, the maximum amount of time
for any one speaker is three minutes.
A time clock is available on the podium
and each speaker will see the time remaining.
If a speaker wishes to share non-confidential
written matter with the board,
then copy should be provided to the Secretary
for Board Services or the Chief Officer
for Communications, Government Relations
and Administrative Support.
Written material will be given to the board
after the meeting.
Due to posting requirements to the Open Meeting Act, the Board is able to respond only to
a statement that is related to a posted agenda item.
Speakers shall limit comments to issues that can be presented in a public forum.
Student discipline, specific student issues, or personnel matters must be addressed through
appropriate channels established by policies, and the presiding officer shall determine

Good evening.
My name is Bethany Lopez Cobb, and I'm here representing the Stockdick family.
I'm just going to give you a brief presentation about the early history.
Adam Henry Stockdick was born in Dresden, Ohio, in 1849.
In 1939, he received his teacher's first class certificate on August 28, 1886 in Centerville,
Iowa.
He taught school in a one-room schoolhouse and farmed on the side to make his life for
his wife and children.
He came to Cane Island, later known as Katy, in early 1895 looking for improved prospects
for his family.
He purchased land and began building a home when he received word that his wife was very
ill and later died.
He went back to Iowa but had to leave his children there.
He began working for the MKT Railroad as a landman, selling real estate to early settlers.
Through extensive advertising and letter writing, he wrote about the opportunity to purchase cheap land, fertile soil,
and opportunity for a better life and the promise that a town would grow around the MKT Depot.
And through this advertisement, he was able to encourage 15 families from his own area to come to Katy,
as well as many other families from up north.
Some of the early families who came were the Mortons, Freemans, Jordans, Robertsons, the
Thompsons, the Peaks, the Franz family, and many more.
The Stockdick family prospered in Katy through real estate, rice farming, cattle, warehousing,
and prospering local crops, banking, and other endeavors.
And we're just asking for consideration for the naming of the junior high and high school
tonight.

I am Roseanne Stockdick Lopez.
Education was still a priority for the Stockdicks.
Chester Stockdick was concerned about the children living on farms too far from town to attend school.
In 1905, he became a trustee on the Harris County School Board
and built a country school north of town called the South Made School.
In 1914, he built the Stockdick School on our farm,
and later a road was named after that school this is the very road where high school number
eight is going to be built members of the stock dick family remained as trustees and oversaw the
daily running of the school even after KISD was formed with no paved roads or school buses
children still could not get to town it was not until 1931 when KISD had the funds to purchase
buses that the children were able to reach town and the Stockdick school was
the last school to close since 1895 the Stockdick family has produced teachers
administrators and school board members our family has combined 1072 years of
service in education 253 of those years are with KISD 178 years are teaching 43
43 years serving in administration, 42 years serving on the KISD school boards.
Because our family continues to teach in KDISD to this day, this number changes every year.
We are asking that high school number 8, located on the Stockdick School Road, be named as
a legacy school and that a Stockdick School be returned to that road.
Our next speaker is Ronnie Scott.
Good evening. I'm Ronald Scott, grandson of Elmer Stockdick. Three generations in my immediate
family have taught in KDISD, my grandmother, my daughter, and I. At an alumni meeting in 1980 at
lady asked me if Mrs. Stockdick was my grandmother. She was my second grade
teacher, she said, at Katy Elementary. The Stockdick granddad raised rice on the
very land where the new school is being built. My mother and my aunt played in
the old Stockdick school building where they were kids. The Stockdick
picnic grounds were one-tenth of a mile back over here where you're sitting, one
one-tenth of a mile.
For nearly two decades, the whole community
used these grounds.
One gathering had 800 people there.
Now, in the family, if your mother or grandmother
attended the original Stockdick School,
please raise your hand and hold it up, keep it up.

in the KDISD elementary schools, please raise your hand.

My name is Clint Stoddick.
I've lived here all my life.
I have two beautiful daughters that are currently attending Katy High School.
My grandfather was W.C. Stoddick, Jr., and he graduated Katy in 1934.
He went on to Rice University and then later on to Texas Business School of Law and received
his law degree. His father William Chester Stottdick wanted him to be an
attorney, but he had a love for farming, ranching, and love of God. He later
became a ordained minister and built two churches in the area in his lifetime and
one Bible college. And he personally taught at that Bible college, teaching
ministers and missionaries to go out throughout the world and preach the
the word of God. I was very delighted as a young child to get to spend a lot of
time with my grandfather. I worked with him daily in the summers. Anytime I was
able to get a chance to work with him on the farm, he taught me many things, taught
me how to work hard and how to teach my family, how to be good people. One of
One of the stories he used to tell me about was how he used to, when he'd finish his harvest,
he'd go to his neighbor and see if he could help out.
He'd take his equipment over there and help his neighbor out.
Just a servant in every way, in his community, in his church, in his family.
And through the years, that servant's heart has been sent down generation after generation.
Today we have over six generations of Stockdicks serving in this community.

I've lived in Katy for 39 years. I have been serving this community for more than 20 years.
I've served on multiple boards, nonprofits, and different associations. I had the privilege of
serving on the 2014 Bond Committee. I also served on One Katy, where my office became the hub for
many meetings, packets of information given out, signs. I went and did presentations to different
homeowners associations. I currently serve on two boards for the city, the KDYMCA MIHOA. I tell you
this not to impress you but to impress upon you the level of service and commitment that our
family has to this community. As you've heard our family tell you, we have 1027 combined years of
service and education, 253 in KDISD, 43 years in administration, and 42 years serving on KD
school boards and the Stockdick family has a legacy of serving the educational
needs of children living in Katy since 1895 we helped bring education to Katy
we were here from the start and we have loved and nurtured this community for
121 years we believe we are deserving of a legacy school in honor on Stockdick
school road our family knew the value of education at the turn of the century
Adam Stockdick began the legacy that we continue today with an incredible
opportunity you have us as a school board to name a legacy school after our
family it's no coincidence that we built the eighth school on our farm in 1914 and now the
district is building the eighth high school on the exact location i've presented each of you tonight
with 10 letters of recommendation that i got from exceptional community leaders dr leonard merrill
um bill caligari six previous mayors and several other legacy leaders in this community so we're
asking for your support tonight for the kd family to either give us the junior high or the high
School.

I'm Gigi Bethke and I'm a retired KDISD teacher and I'm here to ask that you please consider
naming high school number eight after Patty Pato.
She was one of the most loved and respected administrators that KDISD has ever seen.
During her career in Katy, Patty touched the lives of many students, parents, and teachers
in her various roles as diagnostician, assistant principal, principal at two campuses, director
of campus administration, and area superintendent.
Patty was the most admirable of all the principals that I've worked for in my 36 years of teaching.
She also conducted herself with integrity, dignity, fairness, and she had a charm.
she was an advocate for all of her students from those with special needs
to the gifted all parents felt assured that their children were safe beloved
and well-educated Patty was an amazing mentor and looking across this great
school district you will find that Patty was a mentor to multiple administrators
principals teachers and counselors in every world that petty assumed she
always gave her best please recognize a positive impact that petty had on this
premier school district of ours she's exceptional from others in that her hard
work for KDISD reached all levels elementary through high school. Patty
Pato represented KDISD with honor and now I ask that KDISD honor Patty Pato by

My name is Penny Ducote.
I've lived here 27 years in Katy ISD.
I've been employed by the district for 20, most recently at Creech Elementary.
Of course, that's where I met Patty.
Incredible woman.
We are so blessed to have so many names to choose from, but I can only speak on the one that I know.
I know the Board or the committees in recent have been leaning toward living legacies.
I think it's a true benefit when you do have that legacy able to walk,
but I do beg the Board to please consider those that have passed and departed.
There's a message there that we're giving our students. The question I ask is how do we show our young people, even our young
educators and administrators what they do with their lives is important and
that the difference that they're making in those lives will live on long after
they're gone. I knew Patty as a supervisor friend and a mentor and a
sister, a sister in the fight against breast cancer. I was diagnosed before her.
Believe it or not though she became the mentor to me. She demonstrated such grace
and determination and a can-do attitude and that is what she did with her
students, her family, her parents at all her schools. It was an honor to walk
alongside that journey with her. She's also the epitome of a leader. She leads
others to success. She delegates to others thus creating future leaders and
she never forgets to roll up her sleeves and go back to the front lines. If I can
borrow a statement from the Katy Tiger football fans, from the outside you can't
understand it and from the inside you can't explain it to have known this
remarkable woman you would understand what a great legacy she is leaving and a
namesake she would be and

I'm Kim Middleton.
Charles Plum was a Navy jet pilot who was shot down and parachuted into enemy territory.
He was captured and spent six years in prison.
Now he speaks all over the country. One day a man approached him and asked if he was Plum, the Navy pilot, and he said,
yes, how did you know? And the man said, I packed your parachute.
Plum had never really given much thought to that and then he realized how much he owed that man.
Plum was amazed and grateful and now he asks people when he speaks to think about who packed
your parachute.
I want to tell you that I'm here tonight to tell you that Sandra Schinker packed thousands
of parachutes in Katy ISD.
She certainly packed mine in 1980 when I was a brand new teacher and lucky enough to be
chosen by Sandra to work at her school.
She didn't just hire me or anyone else.
She trained us.
She made us think and grow.
She was inspiring and motivating us each day. She didn't tell her teachers to
teach, she showed us how. In every faculty meeting she taught us a lesson. She
showed us how to do it. She expected it from us and she never gave up on us. She
was a principal but she was also the counselor, the music teacher, the nurse
and everyone's mother because she knew what was going on in every single
classroom because she was there every minute of every day. She knew the
children by name and they knew her. She knew the parents and they knew her. She really
knew her teachers. She knew our families, she knew our kids, she knew what we liked
and what was hard for us. She knew our strengths and our weaknesses and she taught us to take
those strengths and use them and to grow our weaknesses so that we'd be better. I'm sorry.
Don't come in. The Navy pilot Plum says that we should thank the people who packed our
parachutes naming a school for Sandra is one way Katie ISD can thank say thank

hi my name is Becky Anton I'm a kindergarten teacher it's Stan Stanley Elementary and I
I would like to recommend that high school number eight be named Patty Pato High School.
I was born in Katy, lived in the same house, and attended Addicks, Bear Creek, Williamsburg,
Sundown, and Maid Creek Elementary.
I'm a 1991 graduate of Maid Creek High School, and as a teacher, I've taught at Fielder,
Katy Elementary, and I've opened Mick Roberts, Alexander Creech, and Stanley Elementary.
Patty Pato touched many lives as a principal of Wolfe and Creech, but when she moved to
the ESC, her ability to change lives of students and teachers in the community broadened.
We've heard a lot about Patty, but I'd like to share a few personal stories with you.
For years, we struggled with infertility.
On 9-11, 2001, I went to the medical center at 6-30 in the morning to have my blood drawn
to see if in vitro had worked.
Even during our nation's crisis, Patty checked on me several times that morning to see if
I'd heard anything.
When I finally received the call, Patty was the first person I told I was pregnant, even
before my own husband.
In May the following year, when I was sitting at the table sobbing because I needed to stay
home with my newborn son. I could no longer teach kindergarten for her. She was the one
consoling me. She was the one insisting that family should always come first. And in 2009,
when I let her know my mom was diagnosed with breast cancer, Patty created one of her famous
binders full of tabs, sent it to my mom so she could organize her own medical records
and have some control over her diagnosis. In the last eight months, I've lost four of
my favorite people patty payto my dad steve redditt my grandpa leon sidle and then mr stanley
i need something positive to come out of all this loss i need to know that joy will always prevail
patty wanted gd beth g elementary to happen and it did and the thought that beth gear
elementary will be a feeder school to patty pato high school makes my heart happy

I think, you know, this school board knows me, has an opportunity to help me.
to either serve with me in some capacity or has supported things that I've gotten behind.
I don't do this lightly. I don't ever support something unless my love is behind it.
And I can really only talk about two of the Stockdicks really, really closely and their
daughters. Clint and Jennifer Stockdick, we served together at church at Kitty Community Fellowship,
where we're both very, all three of us are very active. Their daughters babysit my children.
So, to kind of give you an idea of why I'm putting my support behind them, that's
is the reason. We're all about legacy right and all about KDISD is what are
we doing in the future? Well they have done so much in the past and I know the
Stockdick, Clint and Jennifer Stockdick and the lovely girls what they're gonna
do in the future and I think that's what some of the school board would like to
hear is what are these folks gonna do in the future and how are they gonna
impact, how are they gonna be the face of this school? Whether it's the junior high
or the high school, that's your tough decision. I'm telling you there's some
great people going for schools this round and I can only speak about this
great group behind me all supporting blue shirts and I've got some red shirts
back there that maybe didn't step up but I can tell you the Stockdick family they
care about our schools district, they care about this cause which is to set
the foundation of what the legacy is all about and what it's going to be going
forward this is the future and they're going to support our school district
going forward thank you

I'm currently serving as the Morton Ranch FFA Chapter President.
along with me on my officer team for the Morton Ranch and our future officer team
for next year this semester is a time at any FFA member looks forward to from
animals in February to AG mechanics and CDEs we travel all across the state
preparing for our careers and a hands-on manner otherwise known as we miss a lot
of school the Morton Ranch FFA chapter on behalf of the district FFA chapters
would like to thank the continued support from our district we are so
grateful as students to witness good deeds and support through CTE education.
This month for FFA consisted of the area and state contest for career development events
as well as some smaller ag mechanics shows all across the state.
26 KDISD teams advanced the state competing in entomology, floriculture, equine, livestock,
meats, milk quality, nursery, poultry, wool, vet tech, wildlife, ag mechanics, farm business
management, forage and land.
KDISD has been represented well at the state contest and will continue to represent well this weekend.
So far we have three top ten finishes at state, with Senco Ranch placing second, and Taylor placing third in entomology, and Senco placing seventh in milk quality.
None of this would be possible without the support of a great community such as KD, and endless support everywhere you look.

and our next speaker is Rory Robertson good evening I'm here to speak about the elementary
school in 1902 Andrew Kendall Robertson and his wife Candace he moved to Katy and begin a
114 year legacy that continues to this very day. For over 80 years our family
were rice farmers. For 46 years we owned and operated the R. Robertson General
Store. For 30 years we owned the Robertson Implement Company and built
the second rice dryer in Katy. But our involvement in Katy community does not
stop there. The Robertson family has attended Katy ISD school since the late
1910s, spanning six generations. We've had 32 members attend Katy ISD and
currently have eight fourth-generation students attending KDISD. For decades the
Robertsons have been involved with teaching our young children. Bessie
Robertson's mother all devoted the majority of her 40 years of teaching to
KD Elementary and we currently have two Robertsons who are KDISD teachers, one
nearing 17 years of service. Service to our community has always been an
important part of the Robertson legacy. As you may know I am a
strong advocate for our students in our school. I not only volunteer for
for the Stevens Elementary PTA as president,
the superintendent round table, leadership Katie,
and various other committees, teams, and support groups.
I also teach over 20 junior achievement classes
each year.
In close with the information,
you will find letters of recommendation

mr. chairman board members mr. Fraley I come up here very torn very struggled Rosanna and I went
the high school together i'm not going to tell you how old she is but she graduated when the katie
high school was the only high school in the district and i believe there were 54 kids in
our class so we've been here a while the jordan family's the same way when i look back at this
it the love that's in this community for all these families that have been here for many years
it's something we can't let just go away but i'm here tonight to speak for the robertson family
I've known the Robertsons ever since I was old enough to know anybody in Katy.
Rode the school bus to the schools with them.
They were on our route.
Back then, one bus went out Katy-Hockley, came down 529, came back down Pitch Road,
down Avenue D, and still had vacant seats.
And by the way, Roy, your aunt was always late.
We had to wait for her to get on the bus.
I can remember something breaking on the farm, and farmers always had to make do.
but go to Mr. Perry's shop and if there was a bolt or something you needed you
got it it meets up there at 10 o'clock at night and he'd take care of it you
may or may not get a bill but Roy's grandmother is the one that I remember a
bunch she was the Girl Scout leader in Katy Texas my mother was the assistant
Girl Scout leader in Katy Texas Bruce Robertson was about two years younger
than me and my sister was four years older than me so we had to go to all the
Girl Scout meetings but they have always been active in this community and I
certainly hope you'll very much consider the Robertson family for name
and our next speaker is Alina Trump
Good evening board members and Mr. Fraley. I'm Elena Thrun. I have taught at Hutzel,
Wolf, Creech and I'm a retired principal from Creech Elementary. I'm sure that you would like
the next high school number eight named after someone that inspired students, parents and
employees. Someone with integrity and honor to encourage students to excel. I am here to promote
Patricia E Pato is the namesake for the next high school. Patty's initials are
PEP, perfect example of professionalism. Her maiden name was PEP,
which I felt was the beginning of her enthusiasm for education. When she
was an area superintendent she took it upon herself to be the house mom for the
Morton Ranch High School Maverick Bells. She attended their programs and provided
treats for the girls patty supported all the fine arts activities at the high schools patty always
told us to put children first as her pin indicates in this photo patty has given all of us that have
crossed her path something to emulate to make us a better person she taught us that you cannot add
days to your life but you can add life to your days you have heard mr. Fraley speak of our dash
as the impact our lives have have made between the years we were born until the
year we die Patty's dash was powerful but shortened as she lost her courageous
battle with cancer she devoted 28 years to Katie ISD in a total of 34 in
education she would have been honored to have a campus named after her it would
be fitting to have her memory as a devoted educator of children shine on as
a namesake thank you for this consideration

good evening um condolences on the loss of mr. Stanley that's a huge for this
district I was really impressed at his memorial service by the marquee and my
concern is is that we don't have one at May Creek High School and we want to
know we really could have used it during the flood as a communication device
right now it's been sitting there for years as an art sculpture that just
doesn't function and we really kind of wonder with this bond money why we can't
have that I mean you did the roof thank you for that first time it doesn't leak
You did the track, you painted an office, but you could have been working on the marquee and it really would have helped during the flooding.
We also want to know when the cameras in the classroom are going to be installed.
My child will not be re-enrolling in KDISD until the classrooms and the special ed classes are done.
So that's a question that we have. We also have a question as to why early voting was changed to the Performing Arts Center.
It's always been in the lobby before and today the judge told me that that's
because of security reasons. We have Raptor, so that's not a security reason, but as a homeschool mom, I'm required to teach civics.
What better way to teach civics to the kids that are in the school than let them see voting in action right there in the lobby like we've always had it before?
They're not seeing anything where it's located in the PAC.
and then I want to say a great big thank you to Peter McElwain maintenance and
mr. Gunnell for the quick fix on Schmaltz Elementary there was a ramp and
a curb that was not a DA compliant and kids were able to get hurt they fixed it
like tootsweet I mean really really sweet and then thank you mr. Fraley for

Mr. Fraley, I'm here to speak on behalf of my father, Wayne Power.
My dad has been an employee for KDISD for the last 40 years.
He began in KDISD in 1976 at then Addix Elementary.
When he started, there was only three elementary schools in KDISD, and his PE class was even
run out of a classroom.
He didn't even have a gym.
For 40 years, my dad has been a dedicated employee for all, for one school, for one
school district.
And he's done it for one reason, because he truly loved his job, his school, and his students.
During his time at Wolfe, he became known by one name and one name only, as well as
around the district, and that was coach.
Whether it was a pro athlete, an Olympian, it didn't matter to coach. He treated
every student the same and he believed every student had the opportunity to
grow and succeed. During his career he received many Teacher of the Year
nominations and in 2002 he was the Wolfe Elementary Teacher of the Year. For the
last 40 years the students and staff of Wolfe Elementary knew who their PE
teacher was. Next year they won't. That means one thing. Wayne Power was a
dedicated employee teacher leader and friend 40 years is a long time to do
anything be committed to something hold job very few people in any profession
work at the same place for 40 years for most it's unthinkable never mind the
same school district or for that matter the same school that's exactly what
Wayne Power did and he made a difference a person doesn't do something for 40
years because it's a job and it pays the bills and neither did Wayne he did it
because he loved it and he did it for the kids just like mr. wolf taught him
at his first staff meeting for 40 years doing something is great but war Wayne
did it for 40 years and he did it with passion in heart and that's phenomenal
and our final speaker tonight's bill Lacey
Good evening, Mr. Superintendent, Mr. President, those on the board. Thank you for allowing me to
speak tonight. As you've already heard from these many speakers, our district was founded
on integrity, honesty, hard work, and dedication to our children. Last week, the Katy High School
baseball program was put on trial of parents and teachers were sworn to tell
the truth I have to assume that the seven principals who sat in judgment
also were sworn to tell the truth one of the principals stated during this trial
that we are aware that there are types of infractions going on throughout the
district currently and previously. I am appalled that a KDISD administrator knew of any infractions
and did not report them to the athletic director. I come before you tonight to ask for a full
investigation of this principal's allegations. It is the fiduciary responsibility of the
athletic director, the superintendent and the school board to look into any infractions
that may have occurred our community deserves to know that these types of
allegations are not taken lightly and will be investigated to the fullest
extent and that our district did not does not hold one school more
accountable than another thank you very much for your time
and this concludes our open forum I want to thank everybody for speaking tonight I know we have one
of the agenda items with the school so if y'all want to hang around to see how the board deliberates

Superintendent Fraley, I have one contract to bring forward for your
consideration tonight and it's for the district-wide security upgrade package
number one. The 2014 bond safety and security projects included the security
access and controls at district facilities. Accordingly the district
contracted with Mr. Brian Hood of PBK to assist the district in the development
of a plan to phase in the improvements in a way that will enable complete
integration of all the security systems in the future. Mr. Hood met with the
district's emergency management team to develop an overall plan that ensures
that the ultimate goal of improving the security of our schools and to outline
the phases that the district must take to do so. Accordingly package number one
was developed and sent out four proposals. After consideration of all
proposals received the recommendation is to award the contract to FISC at a total
total amount or not to exceed amount of $1,288,834.
And this includes all the software, hardware, and an owner's contingency for the facilities
listed in the breakdown given to you.

water meter easement is a small easement 16 feet by 18 feet which is in the far

item on behalf of the facilities department and construction department
I feel extremely blessed to be able to develop facilities to enrich the educational experience of our students.
And we're extremely excited on behalf of the teams to bring two design recommendations to the board this evening.
The first item is associated with, and both projects are associated with the 2014 bond authorization.
The first project is an extremely exciting project. It's the expansion of the Gerald D. Young Agricultural Sciences Facility.
We have been working on this project since 2013 with a broad-based group of participants interested and with experience in the area of agricultural sciences.
Dr. Sarah Martin is here with me this evening as well as Todd Lean from VLK Architects as well as
Tommy Bertram from Stuart Builders is here this evening. He's the construction manager on the
project and over this period of time we've been working collectively to come up with a project
which I hope you when you see the presentation are as excited as all of us are and I should
should recognize Lisa Cassman last month I presented the the role of the project
manager to the board and Lisa Cassman has been fully engaged on his project
not only this project but she also has the the May Creek renovation project as
well so without further ado I'll ask dr. Martin to make some introductory
comments good evening the office of career and technical education is
excited to expand our agricultural sciences facility this modernized
structure was planned with a growth of Katy ISD students in mind as well as the
growing expectations for student preferences as a new state graduation
requirements are you are realized the agricultural sciences facility includes
a purposefully designed show arena pavilion project center pond and rodeo
arena use of the newly designed facility will support student interest as aligned
with House Bill 5 for business and industry endorsements and as well as the
agricultural food natural resource career cluster including horticulture
aqua aquaculture and livestock production new facility will not only
house our FFA student projects and host our annual FFA student livestock show
but students across the district at all grade levels grades K through 12 will
get to experience hands-on learning opportunities as they relate to the many
facets of agricultural education from the eco pond and garden to the research
classrooms students will ultimately be able to learn firsthand plant and animal
life systems as well as research diseases and parasites that impact both
this facility supports the belief that real-world experiences serve as the best
learning experiences for our students I
will now ask Todd lean with VLK architects to walk you through the
design for this exciting facility thank you Peter mr. president members the
board mr. Fraley thank you for giving us the opportunity to work on another
fantastic project for Katie ISD like Peter and dr. Martin said we worked long
for a long time to bring this facility to you for consideration we got a lot of
input from from a number of individuals both on dr. Martin staff all the the AG
teachers at all the high schools plus many of the community members the rodeo
folks and everyone else from from Katie so the idea or the things that brought
up the the project and the tooth they are the number of things that we wanted
to address in the project were number one student safety and convenience with
With the location of the existing facility, the community has taken on to it so well that
it's beginning to get overcrowded and there's a number of parking issues.
The facility will help with that.
It also will help reduce problems with animal safety, not having to transport animals from
the existing Ag barns to the L.D.
Robinson Pavilion.
We will also allow us for a long-term solution for that property to create a master plan
that can be developed over years and phases that will enhance the agricultural center
and the ability to teach those ag sciences.
Like Dr. Martin said, we've developed a master plan that has multiple buildings on it that
that will have a multipurpose outdoor covered arena,
a multipurpose show arena where the rodeo auction will
be take place as well as a enclosed pavilion for the temporary housing the
animals when they come from the AG barns to that holding facility as they go in
for the the auction as well as the student project center as we began
meeting with the large group that was helping us design it we went through a
number of goals we put those up on the screen and and came up with a number of
things that we wanted to address in the design some are functional summer our wish list items
but we were able to incorporate all those items into the design the overall master plan it's
located just south of the existing AG Barnes up on Katie Hockley cut off road the beginning of
of this master plan will begin with the construction of Ag Barn number 8 at the southern end of
the existing Ag Barns. This is just a little more close-up view of the master plan. You
see the multipurpose outdoor arena on the left-hand side. It will be a covered facility
for 5,000 seats that will house the rodeo, a multipurpose show arena for the auction,
but can also be used for multiple different activities and then the
pavilion just to the north and east of that which houses the animals as they're
going into to the show arena also the project center which will have flexible
classrooms with orientation to the landscape and then a number of other
outdoor activities that will support the education around the the eco pond and
and other areas.
I'll go a little bit into the landscape
and agricultural portion of it that will support Dr. Martin
and her teaching.
The area will be cordoned off or developed
into a number of different landscape zones
that the students can then learn from
and the teachers can create lesson plans from.
There will be constructed wetlands, orchards, a bioswale that will help clean some of the runoff,
areas for wildflowers, areas to study the native prairie, and also the eco-pond,
which will have they give them the ability to study aquatic life and
biology and other eco sciences around the proposed eco pond there'll be a
number of areas that will be able to study the different plant types that
will that will be grown in the eco pond as well as some of the animals hopefully
maybe a fishing pier in the future for bass fishing there will also be a number
of walks around the the pond in the area that will have little nodes that we've
created along for for different areas or groups that they can have directed
learning at those areas as they go along the path we look at the multi-purpose
show arena in relation to the existing facility where the show rodeo or the
show is is taking place now this building itself will be a little bit
more than double the size of that existing facility which that facility
now currently houses both the holding of the animals and the auction so that kind
of gives you an idea we're creating this building that will be that full building
building size plus a little bit more just for the auction and other programs that might
be taken on there.
You'll enter into a lobby space that will have concessions.
It will also be dedicated to the history of the ADAG sciences as well as FFA.
We'll have sales offices, a small flexible classroom.
classroom. In the main arena area you'll have area for 1,000 seats on the floor and then
1,500 bleacher seating around the perimeter. And then a nice new show platform and judges
stand as well as a dedicated photography area and holding area for the animals as they come
in. This is just a view of the exterior of that building using durable materials that
that relate to the site and that will be easily maintained.

As you can see, it'll be a nice, big space
where we can get all sorts of buyers
and raise plenty of money for the students.

and prepared for the show.
The project center will have three large, flexible classrooms that are separated by folding partitions,
which will be opened up into a single space.
We'll have large garage doors that open to the outside
to have activities both inside and outside,
and where they'll be able to teach biology,
equal sciences, and other things to support the curriculum.

We work closely with the rodeo community to get the shoots and the runoff areas just right over many, many meetings,
and I'm sure we'll continue to have more.
Multiple restroom facilities and concessions that will take care of the crowds.
And then even a concession plaza where the KC Cookers have their area to cook and plenty
of areas for separate ticket booths, security offices, and the like.
And then here's just another view of the rodeo arena, again, with the same materials to make
it all tie in together.

animals will be housed. See a nice big open area, unobstructed views of the contestants
and we hope that it will be filled much more than our rendering shows. Well I'm sure that
it will and then this is just an overall view looking to the north towards the

plaza out in front that brings all these facilities together and creates a great
urban space for them all to for them all to interact so tonight we're here
We are presenting the design for consideration in June.
We plan to come back to the Board of Trustees with a guaranteed maximum price and then construction
will start in October and the intent is to finish in December of 2017.

Forgive me because I'm not an FFA mom, but I go to lots of FFA events. And so dr
Dr. Martin, I saw you recently, and we were sardines in there watching the goats.

So actually, what Todd is showing you, this is the drawing, but go to the real picture.

so where animals now over at the at the pavilion out there this pavilion is as
double that size so it will well actually this is where the animals will
be housed and they'll be walked across the walkway to go into the show arena
it's this page 20 looking at a book you look at the floor plan I think she wants
to bet you were the cow that's the rodeo rodeo arena so that's a separate
building than from where we will house our our livestock show where's the
livestock show it's 18 oh that's rodeo that's rodeo again I'm sorry there it is
so that's that's the show arena this is a show arena this is the one they
equates to the where I said oh good right so that's eating okay correct so
this is where the show will actually take place and as you know from being
inside the the show arena during our livestock show it is standing room only
and that's not even standing room only.
It's serving room only.
If you imagine half of this building filled with the animals
that were shown there and the other half being the rodeo arena,
that's what it was before.
Now we're building a separate building for each.
Okay, so Dr. Martin, you think this is twice as big?
Yes, so this will be twice as big.
And we're not housing animals in here.
So the animals will be, like, next door,
and we'll walk them in as they come.
Yeah.
My question is always, please don't take this the wrong way,
but are we big enough?
I don't want to run out of room.
You know, we built the Shaw Center and we're out of room.
We built something and we're out of room.
I mean, KDISD is premier.
All those people who got all of those awards, right,
with 13 years best music education,
we're top 10 year after year after year in technology.
We're just over, we're fabulous, right?
Is it big enough?
because I don't want to do it again. Did you see those kids? They're fantastic.
Ms. Fox, that question, as I said, we've been working on this since 2013. That
question was one that came up because obviously that was one of the drivers
was the fact that it's congested over there now at that particular facility.
Miserably. So we spent a lot of time working out the functional relationships
as well as the size of the particular components. If you look at, you've got
at the booklet there if you look at page five in the booklet that's the master plan view of the of
the which is essentially what's up on the up on the screen now which is the master plan view and
where you see the pavilion okay that that alone is much larger as dr. Barton mentioned then the
existing facility holding area okay and then we've also added the multi-purpose show arena
So between both of those components of the project, you're going to have ample space.
Because, you know, I don't know if you've heard, but we're going to build about a bunch more high schools and a bunch more schools.
And if we're really crowded now and we still have a lot more kiddos coming because they love us and want to be us,
I just want to make sure that there's enough room for all of them to have activities.
If they want to have this opportunity, we want them to have it.
And so my last little question is, you know, those cute little tents they have outside
and they all get together and they're fellowshipping and that's where a whole bunch of that collaboration
happens.
Is there room for that on this property?
Yes.
What we created along the front of the outdoor arena in this area where you can see on the
red dot, that's an open lawn area where we envisioned that those tents would be.
We've also, in the master plan, not only is there a plan for expansion of this pavilion
up into this area. There's also a whole other spot for a future pavilion with
expansion of that one as well. Okay. We feel the district is really quite
fortunate to have this parcel of property, the 125 acres, because it really
gives us a canvas that we can work with to come up with a true master plan that
you know we really are really quite excited about this project because of
the wide range of learning experience that this will provide. That's what we deserve.
and I like how you have lots of future opportunities here things to grow into
as as we develop as Miss Fox that's that's a key word growing into it
because we may not be able to do everything right away but but we can
grow into it and we've done it in a planned manner so that it's not just an
add-on add-on approach we've got a master plan we know where the component
parts are going to go as Todd had mentioned you you can visualize where
where you've got that roundabout there in front of the outdoor arena,
the multipurpose outdoor arena and the show arena,
a lot of pedestrian activities can happen.
Those tents can happen.
That whole area can come to life.
I don't know.
Sarah, if you wanted to add anything else.
No.
It's actually, I think the first week I arrived in Katy,
I had two major construction projects,
the Ag Facility Center and the Shaw Center.
Center. And this one has excited me to no end because I didn't come from an agricultural
background. From my other previous employment, we didn't have agricultural sciences as a
hub. And so I've learned a tremendous amount about that program area. And the collaboration
with Guy James, who is truly our expert in agricultural education, and his teachers with
his leadership, we feel this is a great project and a great facility. And that collaboration
you see with the tents that is all booster club run for those students and
they they feed their children they get them together they keep them safe that
is a perfect place on that lawn to house those if they continue to do that mr.
Fraley if I could just add one last comment was that we've heard a lot of
comments this morning this evening about the rich our agricultural history in the
district and this location in the heart of the northern part of the district is
is truly captures that that thanks president i want to thank uh blk for the outstanding work and
dr martin and brother james is always disputed a tremendous amount of collaboration has gone into
this project the end users having very instrumental at the table he stepped along the way and that's
a very very positive thing uh probably had to scale back some of it because i know the
the dream and vision is bigger than the money.
But I think that for the dollars we're looking at spending,
we're going to get a whole lot of good things for our kids,
I think for our community as well.
They're building this with a lot of flexibility in mind.
This is not just a one weekend a year facility.
This is a year-round facility with multiple, multiple uses.
We're very proud of what the team has presented tonight.

We kind of talked about road access. I remember in the design phase of this
We talked a lot about road access and my understanding is what roads gonna be four lanes
Or how are we with because these are a lot of students traveling in this area. Is this
As you know anything as yeah every project that we have as you know in our bond
But we have infrastructure lines on our bond in our bond budgets those infrastructure lines are are a large part
part there to provide for turn lanes, associated access to enable access at this site and all
of our other sites, whether they be school sites or other activity sites.
The major thoroughfare plan for that whole area does have thoroughfare development.
The timing of it is uncertain.
But we will create obviously turn lanes to enable easy access into the facility.
Mr. Griffin, maybe it was you that was telling me, is Katie Hockley's going to be expanded?
Is that what you were saying?
Mr. Someday.
You build it and they will come, something like that?
Well, I just want to make sure that we know that, of course, I'm very fiscally conservative
and I'm not about spending money, but I am about providing opportunities for those incredible
kids.
And so thank you for this design and, I mean, it's been a long time in the making and I
am super excited.
We all are super excited about it, and I love the future development.
I just want to make sure that we have a place that when we get big
and kids love this and do it well, that we have room.
Because renovation, we know, costs way more than building.
So just as long as we have that.
And that's why we wanted to indicate on this master plan
that the ability to expand in the future as we add additional schools.

point eight mr. McElwain continue please I'm here to present on behalf of the
team another very exciting project one that's that's very complex but it one
that's going to benefit the students that make in the major a Creek High
School community tremendously I have to recognize members of the team a Stuart
Campbell with Texas IBI architects they were the architects I've mentioned
previously that that successfully developed the design for the Taylor
renovation which was completed in the last in the last bond and and when you
walk through these particular campuses it's it's it's it gives us a lot of
pride to see that the transformation of these particular campuses we have worked
closely with with dr. Steele and her staff at the campus to develop a
renovation a comprehensive renovation whereby we're not addressing just the
building systems in an older school but also being able to address some
functional needs in the campus and to just in essence provide a tremendous
learning environment for the for the students as we look at 21st century
learning environments so without further ado I'd like to ask dr. Steele to make
some introductory comments and maybe talk a little bit about her experience
with the process since this project once again has been very complex we've heard
the trustees anxious to see this project obviously this school similar to Taylor a lot of complexity
so I'll turn it over to dr. Steele good evening president Griffin board members and superintendent
Fraley for approximately one full year we've been collaboratively planning the renovation from
a creek high school it's been a true collaboration every content area department chair and special
program teacher as well as all of the specialists from the ESC have had input
into the renovations for our school our architect mr. Campbell gave us large
maps of the school to hang in common spaces so that teachers could write down
their ideas all of these ideas were taken into consideration I've met with
every with my student leadership team and I've received input from them as
well all voices were heard and it is evident in the design that you will see
this evening. We are looking forward to updating our 32-year-old space. We are
adding 25,000 square feet for new programs and existing programs that have
grown over the years. We're connecting our hallways and buildings so we have
better traffic flow. Our library will get a much-needed facelift so that it will
continue to be a hub for learning and the centerpiece of our school. Our
special education classrooms are getting an entire new space to meet the very
needs of students. We will even have some learning stairs like you've seen in
other Katy ISD buildings. The athletic areas will completely change to support
our athletes needs and our softball field will get a complete new design. I'm
really looking forward to the facelift in our front of our facility. The
entrance will be a bit more modern looking without taking away the face of
the past which is the part of our history. This is a first for me and I can
tell you that it has been a pleasure to work with Stuart Campbell our architect, David Owens who will
be our site superintendent, and Lisa Kastman and Trey Barnett. Thank you so much. Thank you,
Casilda. And I should recognize, I neglected to recognize L'Angelo Bryant is the construction
manager on this project and David Owens that Dr. Steele alluded to will be the project superintendent.
he was a project superintendent for the Taylor to the Taylor renovation project so without further
ado I'll ask Stuart Campbell to come forward and walk you through the design for this particular
project mm-hmm president Griffin board members superintendent Fraley I have the privilege tonight
of presenting the maid Creek High School project before we start I want to do something kind of on
the side I know most architects aren't supposed to talk about other jobs and
things like that I would like to commend you on your FFA facility my kids are
very actively involved unfortunately I'm in another district I would die to have
something like that so good job
when we first got to the maid Creek High School as dr. Steele said it's been a
collaborative effort we've had our team the Katy facilities students board
members or a student staff members and an administration along with Ansel O'Brien
truly in in every single design meeting design development meeting in order to
create this facility just to give a real brief history the original facility was
built in 1983 it's had numerous additions over the years but it's it is
now time that it needs a little bit of a facelift part of that facelift is not
just mechanical electrical and plumbing it is life safety we're adding a fire
sprinkler system for the entire building that's one of your schools in the
district that does not currently have one we're also looking at I'm sorry
we're also looking at making it ta compliant that has to do also with your
laboratories currently your science labs are not a proper size and they don't
have the proper equipment and ventilation so along with that meeting
your educational specs and also your your district cornerstones we took that
as a basis to develop our design with this just one more before we get in
design it is a very complex building that has been your when you're done
you'll be a little over 500,000 square feet but at that time you will be
compliant you will be comparable in educational adequacy with your other
high schools in the district and that was very key when we started the process
just as a general overview to start with this the existing made Creek High School
campus we are not changing any of your drives in like I said most of the the
work that we're doing is on the main facility which you see in the white roof
we are not touching the ninth grade center or the pack while we have looked into that that's
something that will be added on to for the future so we'll be expanding systems in that in that
area if you look at the site just briefly you start looking at what we're doing make sure we
have this first one is right here which is out on the site that will be a new softball field that
That will be fully up to date with all the Title IX standards, bleachers, county access.
Also, when you get to the site, your perimeter road, which does right around here,
is currently a fairly dilapidated and small asphalt drive.
All of that will be replaced with new concrete paving, be brought up to standard,
so you'll meet fire code and fire access.
The only, the other real change on the site is in this area over here where your red dot
is and that's that we've added a separate special needs drop off for this school so
that we can kind of start to control some of the safety and security issues of student
coming and going.
what I want to do just very briefly is first show in the initial black and white is the existing
made Creek High School it's a very interesting building because as you see it's built kind of
in an e shape but if you look there's no cross corridors anywhere on this side of the building
So thus, any student on the first or second floor has to go from here back to the main corridor and out.
That's how it's been for 30 years, and I'm not real sure how they've survived this long, but they have done a very good job.
If you look over on the second one, I'll get into the more detailed analysis in just a minute,
but we wanted to show you just kind of general areas.
We specified them as new construction, which would be a special needs and classroom area, a new entry,
We do have a performing arts addition and then a second floor bridge that will connect the second floor of the ninth grade center to our new school.
Then we have heavy renovations.
This is work where we're actually moving walls, redoing all of your finishes, plumbing fixtures, everything else.
And the items in gray are what we call light renovation.
That's mainly finishes and aspects.
We're not really necessarily moving walls in those areas.
The one thing to keep in mind though is that all of this work, and it's been with the help of Vance LeBron on scheduling and phasing, all of this work will be done while your school is fully occupied and we're doing it to have as minimal impact as we can.
Second floor follows much the same way with the original building.
You'll notice that there are no bathrooms or cross corridors down at the far side of the building.
Once again, an E shape.
And the only other thing, just as an aside, if you look at the building, it really, all of your corridors are running east and west on the drawing.
The interesting thing, though, is that your structural grid runs at a 45-degree angle.
So with that, it became a challenge only because you can't just go in and take a horizontal room and say,
okay we're just going to shift the room down a little bit because when you did
that we found very quickly that you'd have a column right in the middle of
your room so it was a puzzle piece when we started developing it on this this is
your first floor and large site plan we've tried to take all of the programs
and new programs that Katie currently offers that this high school did not
originally have a lot of additional CTE programs I'll hit that on the enlarged
plans redoing the the front entry and administrative areas but also providing
more security currently you have to enter the building and get in the
basically the student space if you're going to go to attendance and sign your
children out we've now made it to where you don't have to do that we'll show
that a little bit more second floor
Main changes are to your science area.
That's pretty much almost a get and replace.
We'll be bulldozing pretty much all the rooms in that.
All the green rooms are really reused.
We'll refinish new HVAC and electrical and finishes.
We've stacked.
We've thought about economy also.
That was one thing that with a renovation this size, you always have to look at the economies.
Thus, your mechanical rooms are stacked.
all of your plumbing fixtures are located in the same location where
plumbing fixtures have always been that way we have eliminated a lot of the dig
out and tear out of the inner floor to try to make it a little more economical
approach when you get to the front entry we wanted to create a new presence in a
new entry for the school something that brings it a little more up to your
standards and and and give it a true entry instead of more of a corridor
leading to the door so very briefly that was the the the front entry in the
science wing as you see all of these are going to be a series and I'll go through
them fairly quick of existing and proposed the the existing science rooms
were all undersized they were also everyone was different meaning that you
could not have chemistry in every room or you're very limited no no flexibility
in the space the new science rooms are all will all share the same equipment so
all rooms can share every science class every science educational that need that
you have whether it's biology chemistry physical science so we have built out
that space in the in the the upper corner shows you a little bit of the
relationship keeping all the science together second area is our special
needs this this schoolhouse is probably one of the largest special needs
populations in the district currently the facility the rooms are spread out
all over there they're literally there's there's not one area where they can keep
keep the kids together it makes it very difficult not only for them to
to collaborate and do things but they're limited on what they can teach and what
they can do they don't even have a bathroom specifically for those kids
they have to go literally out in the general population one of those main
main toilets that are in the corridor so we tried to create a new area that will
house all of their needs give them basically a new kitchen lobby teaching
area classrooms we also move the all of the administrators for the special
needs over in that area so that they'd have immediate immediate access both to
students any assessments that they need and gave them a separate entrance so
that it's a little more secure for that for those those people on the next area
we're showing you is the CTE areas if you see the first one they're kind of
scattered around the school while they still tend to be a little bit scattered
that is only because we tried to keep the the main primary use and not move plumbing so your
current economic home economics classrooms and things like that still rely in the same place
however we have added a lot of additional classroom for new programs we have upgraded
the welding and FFA mechanics workshops we've also added new programs being I'm
sorry the architectural programs and in engineering programs they will have
their own workshop adjacent to them and we have tried to still Center them to
where they're they're in proximity to each other also available with the cross
corridors makes it a little bit easier art rooms we've upgraded new equipment
kilns but we've also provided an outdoor sculpture and drawing garden that will
be secured by an exterior fence so it improves that that program and brings up
to the needs of the your other facilities one of the big safety issues
that we've had was the the gymnasium or the the locker room area currently it's
kind of a mishmash they filled in where they could this is one of the few
schools that does not have a separate
field house so what we've done is we've we've contributed all of those act all
of those different spaces within this reconfigured a little bit and given a
separation between the males and the females so it's very clear where they're
going so you don't all of a sudden walk down a female corridor where they're
the locker rooms kitchen new we're expanding the the infrastructure as the
schools grown the infrastructure never has so we will be providing some new
equipment upgrading it to six serving lines to match the needs of your other
schools in the front administration once again we have taken the the front area
where it used to be you have to enter the school to go in here to your your
attendance we've now focused that area all around here to where your
Your attendance in your clinic is accessible directly to the secure entry and the parents
no longer have a need to enter the student space.
With that collaboration and bringing on a 21st century design is something that needed
to expand just out of the classrooms.
We've tried to upgrade a lot of the corridors to create some areas that will be flexible
learning areas.
And along with that too, taking the need for areas that cannot be used right now, such
such as underneath the very large stairways, and we've created that into a collaborative
area and your learning stair.
We have, like I said, been working on this for a while.
We do hope to bring you within the next several month or two the GMP, and this will be scheduled
for final construction by the fall of 2018.
And with that, I'll give you another picture of the front.
If I can just reiterate what Stuart had indicated was that as you can see it's extremely complex project.
We've worked, when you look at each one of those areas, the team has spent hours literally working with Dr. Steele and her staff to truly come up with,
with and in some cases as Stuart said because of the structural grid they've
had to come up with you know it's provided more of a complex problem than
we originally thought of and and the adjacencies the functional relationships
the the the improvements of this school will be significant and the our
experience on the Taylor project the Taylor renovation project is really just
a warm-up for this project because this project you can see the complexity that
will be dealing with. The team that's involved on this project have have all
been involved on these type of complex renovation projects before. I'll
reiterate the comment that was made with respect to minimizing the inconvenience
to the staff. We couldn't probably have enough to embarrass Dr. Steele but we
couldn't have a better principal to work with because obviously we don't want to
impact her day but at the same time her involvement and excitement in this
project has really been beneficial and we know that as we move through these
challenging phases, she exhibits the flexibility and the patience that's
required to be able to truly make this a successful project with respect to the
phasing. So there's going to, as far as the specific phasing, we haven't got that
yet. We'll be working into them at the micro level on that, but as Stuart
identified on the calendar, that this project is scheduled to be
substantially complete in totality by 2018. So between now and that particular
point in time will be will be working on various sectors of the campus thank you

The next two items are associated with changes to the Duratech contract
associated with the multi-facility student facility complex at Katy Fort
Bend and Franz Road and the the first item is associated with work
infrastructure work I'd made a comment on the part of the previous presentation
with respect to the importance of infrastructure when we acquired this
particular parcel of property we knew that with the not only the stadium work
but the other projects that are going on at that particular campus plus the
synergy associated with the fact that there are multiple facilities at that
location. You know recently we've added the the Robert Shaw Center. We are
currently in the process of building out the second floor of Miller Career and
Technology Center. Talking with Dr. Storey last week or two weeks ago
indicated that she's expecting over a thousand students in that particular
campus. So there's a lot of things that are gonna be happening at that campus
and this particular and we've been working with with the city of Katy with
Harris County John Bremer has been involved Chief Jinks has been involved
traffic engineers have been involved to come up with infrastructure improvements
at this particular campus essentially turn lanes median cuts the type of thing
that would be expected at any one of our projects okay whether it be a new school
project or whether it be a support facility project. Funding for this work is from the 2010 bond infrastructure funds.
So this is not 2014 bond funds, 2010 bond infrastructure funds.
I'm just curious, did you talk with Commissioner Raddick with Harris County to see if they would help fund this project?
No, we have worked with that we have worked with Harris County and this is this is our responsibility. Okay

Find out that these need these improvements. We knew mr
DeBell when when we acquired the property that there would be some requirements for for infrastructure allows in any project
and as we develop the project we work with it the engineering report and and
it took a while for us to get the specific requirements with respect to
turn lanes once the actual project is situated on the site so we just received
the probably the details probably a couple of months ago with respect to
this requirement but that's not a typical because on many of our projects
new school projects or other facility projects a high school a high school
number eight junior high 15 it was a similar situation where the turn lanes the actual
details on those come a little bit later in the process but we have funding identified for that
for that particular work mr if i can i know this first of all to me i thought okay we had
factored in some turn lane work but this is required expanded and lengthening the turn lanes
that's right and there's median cuts associated with driveways and we you know we we knew that
that there would be this work.
And that's why we had identified when we bought that property
back in 2010 that there would be some requirements in that
regard.
And we had identified that money out of the 2010 bond
infrastructure.
Again, we anticipated some work.
Now we were required to do more work.

because of free and reduced lunches cost is up the reimbursement for the free and
reduced lunch is such that they don't want the paid lunch right to our the

keep raising that paid lunch price so it is equitable right so we're having to
raise our process to meet federal standards. Yes sir. Otherwise you will not

We bring before the board this evening our annual recommendations for instructional materials
to be used in our classrooms for the 2016-2017 school year.
As a reminder, five years ago the Texas Legislature passed Senate Bill 6 creating the Instructional
Materials Allotment.
This bill also gave districts the flexibility to purchase instructional materials aligned
with the district curriculum as well as purchase materials based on the needs of the district.
We also have the flexibility to purchase materials beyond textbooks, including supplemental materials,
computer software, and technology equipment.
Funds are received on a biennium, and they're based on a per pupil amount.
I also think it's important to revisit this slide each year when I come before you, just to remind you and our viewing audience
that the KDISD curriculum does not rely solely on textbooks,
books but it also includes the use of a number of resources in our classrooms
for our students including online resources literature libraries printed
materials as well as many other hands-on hands-on supplies for our students
within the classroom there was no state proclamation for 2016 however as a
district we've identified certain areas in need of new instructional materials
materials. Our greatest need at this time has to do simply with the growth of our district,
opening three new elementary campus, actually two elementary and one junior high campuses
next year. In addition to growth, we've also identified several curriculum areas in need
of new instructional materials, including some new courses, and in other cases, courses
where the current materials are either not aligned or they're simply out of print. We
We also had an opportunity over this past year to reevaluate our K-5 music program,
and so we bring for your consideration those recommendations for our K-5 music program
as well this evening.
Our timeline starts in the fall in September with the identification of our committee selection.
The committees then work to review all of the different instructional materials that
are on our state list as well as materials that are provided by vendors.
We have a very rich vetting source where all these materials are shared on our campuses
with the teachers so the teachers have an input in the selection process.
We also have the materials on display at the ESC.
Therefore parents and community members can come and view the materials and provide input.
And we present our recommendations to you each year annually in April.
Before you on this slide are the recommended adoptions.
You'll notice that we have several CTE courses.
We have a couple of foreign language courses, including American Sign Language.
And again, you'll see the K-5 music program on the slide as well.
Looking at the budget of our instructional materials allotment, we currently have $8.7 million in the account.
We anticipate that after expenditures with the recommendations that we bring before you this evening totaling about two million
Will leave us at about six point six million in our instructional materials allotment
Also districts are required each year to certify that all instructional materials that are used in the district cover our teks our
Texas essential knowledge and skills. So we also bring the certification before you this evening for approval and
And looking to the future, well, there's a lot of things in the Proclamation 2017 box.
Actually, the large adoptions that we're going to have coming up are 2018 and 2019.
You'll notice ELA.
So right now the state is going through the revision process for our ELA standards,
and so we'll be looking for updated materials for ELA covering K through 12 through 2018 and 2019.
So those will be some large proclamations coming forward in the future.
So our next steps are to submit the TEKS certification that is required by the Texas Education Agency
and then as we do each year is to look at our processes and continue to refine our processes
for future proclamations.

good grades and to name a school after him and his dedication to the arts and

I would like for us to define an emergency in this policy, that we're all working on
the same page as from what an emergency is.
There's no, so that we're all understanding when we say an emergency what we're talking
they're talking about five hundred thousand dollars mr. Fraley kind of hard
to do that in one fell swoop but we just went through one you lose a roof you
lose a part of a building I would imagine that any superintendent worth
it's salt is gonna not go out this road right fighting chase for calling the
board members say here's what's going on it go on or above that I can't see them
going against your wishes. Well I am supportive of the idea but I would like
some type of definition of an emergency and we're all on the same page so we
don't have any confusion at any point in time. I think that obviously a natural
disaster but the law actually has provision now for emergencies that's an
emergency board meeting. Maybe it's in lieu of not the ability of not having
an emergency board meeting but I would like to see some type of definition if no other board
members want to do that then that's fine but I believe that we I think you can
approve the policy but at the same time make note that you want to have a
conversation and discuss some concept of what an emergency and I think our staff
should be involved with that conversation I think that's how they
appropriate any other discussion I'm just I tend to agree with mr. de brel
about it would be nice to have more clarification there wonder should we have
it I don't know should we should we delay it mr. de brel is that what you're
thinking or do you just want them to bring back something like to bring back
something with verification of what's an emergency and what are the parameters

system. So as a school district, we're requesting your approval to adopt a local policy, I'm sorry,
to adopt a local alternative system for the 2016-17 only. If this policy is approved, we will
continue with our current appraisal system of PDOS, KDOS, and our principal evaluation system for the
2016-17 school year. By adopting this current appraisal system, it will not have any impact
on our current employees since we've had this one in place for 20 plus years.

I'm pleased to be here to discuss Pepper L. Fuchs with you tonight.
Pepper L. Fuchs is a new commercial business locating in the Katy area,
and they're requesting a non-objection letter from the district to support their being recognized as a foreign trade zone.
So as I go on to talk about who Pepper L. Fuchs is, I would mention that Lance LeCour
of the Katy Area Economic Development Council is here, as is George Francis of Deloitte,
who is representing Pepper L. Fuchs.
A little bit of information about Pepper L. Fuchs, and I'm going to read here.
It says they manufacture and distribute factory automation and process automation products,
including inductive, photoelectric, and ultrasonic sensors.
That's Greek to me, but it's used in various petrochemical and commercial refineries throughout
the country and the globe.
Further, Pepper L. Fuchs supplies identification systems and sensor bus products for factory
market while addressing process automation with field bus based systems, intrinsic safety
barriers, multiplexers, and signal, etc., etc.
But Pepper L. Fuchs was established in Germany in 1945.
They've been in the United States since 1983 and are currently headquartered in Twinsburg,
Ohio.
They have recently acquired 12 acres in the West 10 Business Park just west of where we
are now.
They plan on constructing a site and investing a significant amount of capital for a facility
there.
I believe it is a 142,000 square foot facility.
and they anticipate the inventory to begin at $15 million. Again, the $15
million is what we're discussing today as that would be the part that qualifies
to be exempt because of its foreign trade zone status if it gets to that.
Pepperell Fuchs, when they begin operations, expects to hire about a
100 people, employ about 100 people there at the location.
So in order to be recognized as a foreign trade zone recognition, the company needs
to have a non-objection letter, which you have before you, as well as an agreement with
the taxing entities.
speaking on behalf of just KTISD's our potential in that agreement would not
harm our district at all it's revenue neutral and would bring as much
revenue as the to the district as it would as if there was no foreign trade
zone in existence it just shifts monies from local to state to get into some
details the company would pay the district on their inventory equal to the
amount of they would pay in taxes at our debt service tax rate because debt service is not
we don't receive any debt assistance therefore we would be able to receive that income on the
inventory at our debt service tax rate and on anything above our dollar a dollar on our tax
rate or in our case it would be 12 dollars and 60 12 cents because again that is money that the
the state does not match us with.
The state, in their funding formulas,
would not recognize that inventory on their values.
And therefore, it would look like our property values
are not as high.
So said really, hopefully, simpler,
if you're not going to collect the taxes,
the state's going to give you state funding for it.
If you're going to collect the taxes,
the state's not going to give you state funding for it.
And basically this is, it being in the Ford Trade Zone status, would keep it off the rolls so the state would not recognize it and therefore pay state funds.
Again, I want to stress that this is revenue neutral to the district.
It only really affects their inventory.
It does not affect their capital investment in any way.
way. And in addition to that, the agreement calls for an annual $15,000 contribution on
top of what we would normally get that would be made to the Katy ISD Education Foundation.
This also, I must note, could be repealed at any one point if the legislature changes
the state funding laws and it became something that would not be revenue neutral to the district,
the district would be able to get out of it at any time.
