I asked Mr. Osuna to come speak with you this evening, talk about our current Board meeting recordings, what the capabilities are currently, and what other options they have available to us. So with that, Mr. Osuna. Thank you.

Thank you, Joe. My name is Michael Osuna with Swaget Productions. I'm here to answer your questions, which I understand you may have some tonight. If it would be appropriate, Mr. Griffin, I can give an overview of what we do for the district, and we can kind of go from there with that. That would be great. Okay. As most of you know, SWAGET does all the production of your board meetings as well as streaming both live and on demand. And the process that happens just kind of at a high level is we schedule all your board meetings within our system. When the meeting starts, we have both a director and what we call an indexer, two staff members that are managing the meeting on your behalf. The director is controlling the cameras that are here on site, and they're doing that remotely from our Plano location. and then our indexer is a little behind the live meeting if you will and they're doing the indexing or timestamp of your meeting so that once the meeting is archived those viewing the on-demand can click on the specific agenda item they're interested in versus fast-forward or reversing or watching the whole meeting they can go right to the agenda I'm there interest in so once the meeting is adjourned that on-demand process will continue there's a QA step And then it's uploaded and published to the web They'll typically take within one to three hours after the meeting is adjourned Your fully indexed version of your on-demand meeting will be out there for the public to see With that that's kind of a high level. And we're happy to facilitate that by you know giving you a copy of the video to do any editing or anything you want We take the stance because of the public record and the aspect of the public record law here in the state of Texas That we just record it as it's done And then the only thing we're doing is creating those time stamps each time a new item is brought to the board for deliberation or action
oh we had one uh board member request uh to be able to zoom in and zoom out do y'all ever work any of that avenue with the features or like right now i think it's just yes sir uh when we
first engaged the district there were specific directions and the way of production was to be done by us and so we're following those directions now if the board wishes to change those directions We're happy to do so each camera has up to 10 usually to find presets so we can create close-ups of each board member president the board superintendent each podium and Basically the director is toggling between those presets and of course We'll have half day as full days and so we can do a full production based on close-ups of who's speaking and That type of thing as soon as the board gives us instructions to do so. not saying who Brian all right another question that we had at one at one time was would we want to purchase the equipment and do it ourselves but I think I like the answer that you had is when it comes to transparency you have it and you're not cutting anything out we have no say in what you put on the the video this is what we do and you take it which I really like the transparency of this is what we do and then it's your responsibility to post it you have full control over it so if we do have a problem with the videotape it's not us as a district trying to hide something that question then goes to you because we've heard you to do that that's correct thank you mr. president
miss Fox last week we had problems with the video but you had an audio portion that was ready to go like the next morning but you had a special meeting does that happen often and what what options do you offer if I don't know
what the technical problem was well without knowing the specifics of the technical problem I'm kind of at a loss as well but you know our support team resolves anything is like that as quick as possible there's a lot of different things that can affect that whether it be the internet connection between you and us whether it's our equipment you know something else we'd have to you you know, actually know what the situation was, I can research it for you and get back to you through Joe if you like. Sorry, Mr. President.
One more follow-up. Can we make changes once we have a contract with you? Are we able to make changes during the, like, it's like, okay, maybe we do want to close up after all, you know, or maybe we want to, I don't know, make any changes. Is it locked in for a certain amount of time?
Our contracts are annual in nature, but if there's any changes like that type type thing, there's not a problem in changing that. And going to full closeups and things like that, that doesn't change the cost structure between SWAGIT and the district. The only other thing I would mention is we do provide storage for what we call specialty or original content. So if the superintendent wants to do a state of the district address, if there's any PSAs or anything like that that the district may be producing, a ground breaking of a new campus, You can FTP that video to us and we're happy to host that as well as your meeting content and again No additional charge for that

Mr. Adams the only question I would have would be There in Katy we're kind of unique because we don't really have a cable television Yes, sir here that represents the whole community. We've got dish Network and DirecTV. You've got Comcast You've got a lot of different things here But there are there are cable TV components here like some down in Cinco Ranch over to Cross Creek and you've got another one that covers old Katie all the way over to Barrett Creek up to to honey can in swag it interface with that to do a continuous run on those type of programs
when if I understand it correctly the district doesn't have full control of a peg channel today in order to do something like what you're talking about You would have to have what they call a playoff box That allows the district to load and maintain and schedule various content that can be linked into the cable head ends of the various cable companies that service your district and That's something that we don't get involved in we we do have a playoff box. That is Very basic in nature. That's more of a virtual peg channel if you will it's just going to be watched over the internet versus your cable channels but if you want to go in that direction there's some franchise agreements that have to be entered with the various cable companies that service your area and you'd have to invest in and like I said a play out box type thing and then someone has to manage that content that's loaded into that play out box I'm familiar with that in
the advertising side of it but it's it's it is rather expensive and yes sir and you have to I didn't mean continuous run but just to be able to pick a segment an hour long two hour long however long it is to do but i was just curious to know if you could
interface with that but yeah we interface with those all the time thanks anything else
mr president i really like what he said about any other outside videos that we have like the state of the district and some of the other things that we do if we do you know convocation or anything like that we can graduation well no graduations are live anyway but any of that kind of thing that we could add in there and they could be linked along with where the board meetings are so it'd be easier to find i know we put the we currently put the state of the district maybe on the youtube or on a kdsd channel but this place on our website oh is it okay but maybe even where the school board meetings are linked it would be an awesome thing to give that because i'd get more viewing i think i liked that i learned that new tonight i really appreciate it yeah we'd be happy

president Griffin board members superintendent Fraley I've brought five contracts forward for your consideration this evening the first one is the continuation of our lighting upgrade projects at our schools. This particular contract will be for the junior highs. It will be for the junior highs at Katie Junior High, McMeans Junior High, Cinco Ranch Junior High, Morton Ranch Junior High, Beck Junior High, Beckendorf Junior High, and McDonald Junior High. We utilize the services of Mr. Brian Hood with PBK Engineering to help develop the specifications for this project and he also recommended that the best method to process this particular job would be the job order contracting method through a cooperative purchasing program where we could competitively bid contractors who had already been competitively bid with the co-op but we again went out for competitive quotes among them after consideration of all proposals received the recommendation is to award to Sterling lighting who has done this type of a project for the district and several of our other schools, particularly the high schools. The total cost of the contract will be $552,600. It will be funded from the 2014 bond funds and each school includes a $10,000 contingency for any unnoticed changes that may need to be made.

Our next three projects are E-Rite projects and these come up every year in one form or another and they do require board approval in order for us to be able to file for E-Rite reimbursement from the federal government. The first project is for lit and dark fiber services. It's in order to ensure affordable access to high speed broadband network services to all the district locations, including the sites that are designated for future growth. We contracted with Education Partner Solutions Incorporated, EPS, to review the current network status and develop recommendations and specifications for the expansion of the district's current telecommunication fiber. They reviewed all of our current district network connectivity and developed specifications that will ensure that what we're doing now will meet the district's current standards and will meet the future expansion needs. needs. They also assisted the district in developing and processing the proposal's request to be sure that they meet the E-rate qualifications so that we can indeed apply for the E-rate reimbursement for each location at the maximum allowed. So the proposal was divided into those existing sites and future sites and after recommendation, after review of all the proposals the recommendation is to proceed with the award to I'm sorry I'm struggling tonight we went to Cisco I'm sorry I'm sorry we went to phonoscope I'm sorry I'm looking at the wrong line here after review of all the proposals submitted by EPS it is recommended that the entire contract be awarded to Phonoscope Light Wave Incorporated. The cost for sections 5.1, 5.1, 5.1.1, 5.1.2, 5.2.3, 5.2.4, and these are for current district locations, is a total cost of $106,353.43. And that's going to be funded from the General Operating Fund, our prior E-rate reimbursements. While sections 5.2.1, 522 and these are for future locations are at a cost of $662,994.54 and these will be covered under the current 2014 bond funds. We will seek E-rate reimbursement at the maximum allowed for each of these locations. Thank you. Any questions? Mr. President? Mr. Moholsky? Can you just kind of
generally give us a little better understanding of how the E-rate reimbursement works? I mean, what qualifies? How is it calculated?
So, yeah, so the E-rate, so they've changed the rules over the last two years. And we brought some of these items last year. As a matter of fact, we're bringing them back this year because the reimbursement is much higher this year. So they're moving away from the roots tradition of telco kind of funded solution. They're moving away from the phone services to network, Internet. services. So with that, things that are covered are your network fiber. Now, big change this year is the dark fiber, which we are recommending here is covered at the rate which the school is free and reduced lunch and how that is figured out. For the district, it's about 54 percent, but each school is a little different, and it's based on the population at school, school, amount of students, and all those things. So in the different categories. So this fiber is under category one and allows us to E-rate the whole length of the fiber. So construction from the new school all the way to this building, for instance, is E-ratable at 54% if that's their free and reduced lunch ratio. Prior to this year, it was only on premise. So from the property, from our property line of this building and then also the property line of the school so it's a very small amount of the fiber this year it's going to be covered at the whole length at that that same percentage so we could receive up to 54 percent depending on the location that's how that's done for this one there's a couple more coming and who funds that is that so E rate is part of USAC is the organization, it's a federal organization for schools and libraries, and they fund it out of that organization. And the refunds come depending on the type of services, it's anywhere from six months to a year and a half later, and when we get those funds back. And in this example, we're going to push funds that we received in the previous E-rate allotment, And we take those and we reapply those funds that we got back to kind of keep that refund coming

Okay, the next next contract again as part of our e-right contracts that we must award and is The contract for cellular voice messaging and broadband services again the district partnered with EPS To assist us in developing specifications and reviewing the competitive proposals that were received by the district. After review of all the factors including price coverage area, service availability and quality as well as past experience with the district, the recommendation is to award the contract to Verizon. The level of service offered by Verizon has far exceeded that of the lower price carriers, meaning less lost signals and better communications overall. Verizon is offering the same rates to KDISD that they offer to the the state of Texas agencies through the state of Texas Department of Information Resources. This contract period will be for one year effective July 1st 2016 which is the beginning of the e-rate year with an option for two additional one-year renewals. So based on the number of units currently in use in the district the average monthly cost will be thirty five thousand four hundred fifteen dollars and will be funded from the general operating fund as approved approved by the Board in the budget. However, the district will be seeking E-rate reimbursement at the level for which it qualifies for each of the locations.

Okay, the next contract again, we're speaking about E-rate contracts and this is for the networking, it is for the hardware that will run the networking services for the district. The Technology Department needs to purchase these electronics that are necessary to light the dark fiber recommended on the fiber contract proposal, the first contract I presented on E-rate. To develop the specifications and process the competitive proposals per the E-rate requirements, we again partnered with EPS, Education Partner Solutions. Solutions. After review of all the proposals submitted, one was disqualified for not meeting the district's technical standards, leaving two proposals which were then evaluated against criteria which included price, the ability to meet the district's need, and the long-term cost of the equipment. Based on this and other criteria, the recommendation is to award the contract to Presidio Network Solutions Group LLC at a total cost of $810,874.03. This includes a 2.5% contingency in case additional components are needed as the equipment is installed. Funding for the purchase of the electronics is pending the receipt of the 2015 e-Rite reimbursement and a contingency amount of nineteen thousand seven seven seven point four two has been included in this total contract amount do you any
questions thank you ma'am that moves us to five point five okay the last
contract I have for your consideration this evening is for the purchase of the musical instruments and equipment needed for James and Sharon taste junior high school because of the volume of the instruments and equipment needed we We decided that it would be in the best interest for the district to go out and seek a competitive proposal for this large one-time purchase. A list of the equipment and instruments needed was developed by the district's fine arts department. We utilized this list to go out and seek proposals from the suppliers available. All brand names and models were listed in the specifications to indicate the model type and quality needed, although proposals of alternate instruments and equipment were considered. After consideration of all proposals submitted, the recommendation is as per the attached tabulation and the total recommended expenditures for the contracted purchases of the musical instruments and equipment on this contract is $629,000. All purchases will be made from the 2014 bond fund. For those items which were listed as no award, it was because either the equipment did not meet our standards or it was not clear what they were proposing to us. So we will take those few items and go back out and competitively price them again.

Mr. McAvoy. Good evening President Griffin, Board of Trustees, Superintendent Fraley. The next four items I have this evening before you have all been reviewed by the district's construction attorney. I wanted to just identify that initially. The first item, the prevailing wage rate schedule, if you can recall approximately every three years we've been bringing this schedule through to the board for their approval. Government code chapter 2258 followed up by a board policy cv both identify that within our bid documents we have to include a prevailing wage rate schedule. Our current schedule it's hard to believe three years have passed but our current schedule expired March 1st. So this new schedule was undertaken as I mentioned we have reviewed the process with Mickey Morris our construction attorney she's supportive of the process used there the process is laid out within the government code as I mentioned section in chapter 2258 with respect to a survey surveyed various trade groupings to come up with these particular wage rates obviously you know as we budgeted for these particular projects we have included inflation so we knew that you know as time goes on in the market that we're in that there are going to be increases in specifically material and labor rates uh it's noteworthy to uh mention that uh several of these trade groupings have gone up but there are a few groupings that actually did go down slightly in their their labor rate so with approval of this and the format the format of this particular board item is identical virtually identical to what we presented to the board back in 2013 thank you any questions no sir all right 5.7 the this particular item is associated with work currently underway at high school 8 when I bring an air balancing item before the board it's usually an indicator that the product that work is progressing quite quite quickly out there. It's hard to believe, but the summer of August of 2017 is not too far away. So this particular item is associated with air balancing and testing. It's a professional service. We are recommending engineered air balance for this particular work. The funding for this work has already been approved as part of the total approved budget for this project by the board.

Thank you, sir. 5.7, and that moves us to Section 6, Discussion Action, Discuss and Consider Future Board Approval Proposal for a Construction Manager at Risk for the Cinco Ranch High School Fieldhouse Expansion and Renovation and Science Lab Upgrades.
Last month I brought this I this particular project to the board to retain the architectural design services for this project at that time I did I had identified that this project is on an accelerated time frame specifically to try to improve the improve the space that's out there currently because they have some functional and program issues out there with respect to their athletic facilities as well as upgrading the science labs to support the program requirements. So as I mentioned, last month we brought the architect to the board. This month we're bringing the construction manager. We went through a construction manager risk selection process, and we are recommending that Dramala Construction be selected and approved as a construction manager risk on this particular project. If approved by the board, they will join the team immediately. so as we are completing construction documents, because it is a renovation project, they can provide some valuable assistance as we move through the scoping phase of this project with respect to the construction document preparation.

The last item I have for you this evening I'm quite pleased to present the the construction proposal for the construction of elementary school number 40 which is the new elementary school which is will be situated in the west sector of the district adjacent to the young ranch development just just west of Peterson Road on Kingsland Boulevard. That school, this school project if you can recall back in November after we received the the annual update from our demographers, it was identified that it would be beneficial to the district if we could advance this project one year to open in 2017. It was originally identified at the time of the bond election as a 2018 school. So in that regard I have to you know give tremendous accolades to Todd Lean is here tonight from VLK Architects. Art Campbell is my project manager on this particular project. They worked, you know, since November, they've worked extremely hard to turn around the construction documents and everything associated with that to bring this proposal to us this evening, recognizing that, once again, as I mentioned, August 2017 is really just around the corner. And with the market that we're dealing with, we're finding that construction intervals are extending somewhat. somewhat. But I am pleased to identify tonight that Dramala Construction Company ranked highest with respect to this project, the pricing on the project, and we are actually identifying this, identifying a savings of approximately $1.2 million over what the original bond allocation was on this particular project.

Next month, we're hoping to bring the design for May Creek High School. It's a complicated project, so it's taken us a fair bit of time to scope that. We've been working with the construction manager on that project. So our current plan is to bring the design to the board next month.
And begin maybe with...
It's going to be a multi-phase project. So once the design is approved, we'll move into the working drawings. And once the working drawings... And we've been sort of... In today's climate, though the construction documents are almost done in tandem with the the design drawings and that will articulate in better detail what the phasing of that project is thank you okay thank you mr. moment just to thank mr. McElwain mr. Rischel as well and just all the guys that would work together when you're at your division to bring these projects to fruition and the partnerships we have with with our construction and architects and manages all those guys it truly makes a difference in not only the quality of the work but also the pricing is not more favorable as well so thank you guys all the others doing the right and the way you do it thank you mr.

and consider future board approval of the renewal of the Texas Association of School Board TASB Casualty Insurance Program. Mr. Nelman. Good evening
President Griffin, Distinguished Board, Superintendent Fraley. In February 2015 Kennedy Independent School District Board of Trustees approved the renewal premium quote from Texas Association of School Boards TASB Risk Management Fund for a 12-month period providing auto and liability coverage for the district. The The Risk Management Department seeks to renew this program, which provides casualty coverage for the district. Although the district continues to grow, adding more employees and assets yearly, the renewal is offered at the same premium as expiring. This program provides commercial auto liability coverage for vehicles owned, operated, and or leased by the district for its purpose. Additionally, the program provides general liability coverage to insure against actions resulting from the day-to-day operations of the district. Lastly, the program affords coverage for school board legal liability for those actions stemming from administrative actions. After the evaluation of losses over the past three years, the Risk Management Department believes it is not cost-effective to purchase comprehensive coverage on the district's fleet. as the premium expense is far greater than loss experience. This program provides liability coverage only. We have reviewed the proposal in regards to the adequacy of coverage, assessment of risk, availability of services and costs. We are of the opinion that the renewal program offers the best value and provides one coverage limits that exceed the maximum expected loss, two special coverage afforded and related only to school districts. Three, premium savings below current market rates. Four, claims administration by TASB Risk Management Fund which solely practices in the education environment. The terms and condition of the policy for a 12 month period of April 1, 2016 to March 31, 2017 for a total premium of $234,564. This action impacts the 2016-17 General Operating Fund expenditures for casualty insurance premiums by $234,564 while providing adequate limits of coverage for the district assets and operations. It is recommended that the Board of Trustees approves the renewal of the existing Texas Association of School Board Casualty Insurance Program for 2016-2017. I would entertain any questions you may have.

Therefore, we are asking for your consideration of 25 additional growth units in order for us to expedite the process if additional teachers and or instructional aides are needed.

Okay, so our next item would be the campus staffing plan for 2016-17. So with three schools opening for the next school year, we have two elementaries and one junior high. So we are requesting 326.46 units. Out of those 326.46 units, 282, which is approximately 86%, will go to the new campuses and a balance of 44.46 are just from basic growth from the other campuses across the district. In addition to that, we started this process last year. Mr. Gunnell and I thought it was imperative that on top of the normal campus staffing that we start to include campus support positions that that are actually pretty much are managed by departments but they support campuses 100% in addition to the the auxiliary such as custodial staff, transportation, food service. And the two areas that we have included for support would be the licensed school, psychologists and the dyads. And the reason those two positions are included is because those positions are very hard to fill and if we choose not to bring those until we bring department staffing, which typically happens in July, they have a very hard time filling those. And so the need was very minimal this year, which is a total of 11 So we thought it would be behoove the district in order to bring those front earlier So in addition to the normal campus staffing there is a hundred and eleven But you know keep in mind that all of those are for the new schools as well So that's why you'll see so many more of those units being requested than last year

Fraley trustees Every other year we bring Adam this item to the board as required by section 44.008 of the Texas Education Code, and that code requires that a school district be audited annually. Attached is a proposal engagement letter with Whitley Penn to engage them to perform our annual audit for each of the next two years, or for the fiscal year ending August 31, 2016 and August 31, 2017. Also in the engagement letter it speaks to the audit objectives, the responsibilities of both the audit firm and KDISD management. And it speaks to the fact that we have a new audit partner assigned to our account, Selina Miller. and then also attached to that is the system review report which is basically a peer review saying that their audit practices and their quality controls while doing an audit are sufficient according to their peers. The annual fee estimated for each of the next two years would be $92,000. That's the the same fee that ends up being about a dollar 25 per student thank you board
