Good evening everyone. The Board will now convene an open meeting. Today is Monday, February 22, 2016 and the time is 6.57 p.m. The Katy ISD Board of Trustees met last week in a work-study meeting to hear reports and information from the staff and to receive recommendations from the administration and superintendent. There may not be a lengthy, or there may be a lengthy, discussion or questions on every agenda item tonight. However board members have had the agenda and supporting information to study for a week and have reviewed each agenda item in our work study Meeting last week where we were able to ask questions and receive answers from administration as a board We have appropriate knowledge of each agenda item and should be prepared with responses and actions concerning the content this meeting tonight Mr. Fraley, we verify that we're in compliance with the provisions of the Texas Open Meeting Act with regard to the notice for this meeting

Motion passes 7 to 0 present pleased to introduce miss Eliana Lander Byard a who's a student at Mike Roberts Elementary School with dr Quantum minstrel principal here on the front row being proud to be here parents of Raphael in Carolina Lander birdie and And Ileana likes to play the electric guitar, reading, and do-it-yourself projects. She's a DIY person. Her favorite subjects are science and reading. What the teachers say about Ileana is her smile and love of learning is the reason teachers become teachers. She always gives 100% and is so enthusiastic about every topic, even fractions. This is from Ms. Shira, a math and science teacher, fifth grade. The teacher says Ileana is already a true leader with a very bright future ahead of her. I love her curiosity and she always has a positive attitude. It is an honor to have her in my class. I entered PME as a pre-K student and now I'm in fifth grade. PME has so much to offer. They taught me how to be a leader with student council, science council, safety patrol, and girls first. Even my parents love being involved with my school. They participate in junior achievement and teach students how to start a business. The teachers at PME are awesome. My math and science teacher, Ms. Shearer, is very passionate about teaching and her love for science makes me want to learn even more. She loves dinosaurs and she makes me smile walking into her class. I can't wait to see what the future holds for me in junior high and high school and KDISD.

Tonight, we'd like to begin by recognizing the Cardiff Junior High History Club as having the largest history club in the nation based on student membership. Please come forward when I call your name. This club is sponsored by Ms. Phyllis Narott, along with Mr. Jeremy Eide, Miss Sarah Shaw and Miss Kathleen Norris as co-sponsors. The National History Club was founded in 2002 by the Concord Review Inc. which publishes the only scholarly review of history essays written by secondary students. The National History Club inspires students and teachers to start local chapters at secondary campuses, participate in local and national programs, and to create their own projects and activities the cardiff junior high chapter participates in activities that include trips to historical sites and activities in the houston area such as the holocaust museum dickens on the strand and the renaissance festival congratulations to the cardiff history club for this recognition Next, the Journalism Education Association has announced that Seven Lakes Junior High School Yearbook and Newspaper Advisor, Ms. Katie Frazier, has received the Rising Star Award for 2016. This award honors scholastic student media advisors who have completed five or fewer years in the profession and have shown a commitment to involvement and improvement for themselves and their students. Ms. Frazier will be honored at the JEA-NSPA Spring National Convention in Los Angeles in April. Congratulations, Ms. Frazier. Our district is blessed with KDISD parents and community members who share their time and resources to support extracurricular activities at our high schools. Booster clubs and other parent organizations play an important role in creating unparalleled learning experiences for our students. Each year All-State Athletes are selected from districts across the state of Texas as some of the best in the state at their position and or sport this year Katie ISD so far has seven of those all-state athletes athletes I'm going to call your name if you'll come forward and then also if the parents are in the audience either stand or give a wave at the same time so we can make sure that we also congratulate you so at this time Colin Wilder defensive player of the the year and first team defense defensive back Katie high school Kyle Porter first team offense running back Katie high school Chris Perez first team offense place kicker for Katy high school Patty Fisher first team offense linebacker Katy high school Giovanni Stewart first team defense linebacker Katie high school Travis will out first team defense defensive back Katie high school also Corey Beth Lee couldn't be here with us tonight but we'll give him around applause first team defense defensive line Katie high school guys I'm going to ask you to stay right there for a minute until I do this next presentation okay our next recognition comes as no surprise but with great delight and pride over the past 12 years as head coach he's led Katie Tigers to 11 district championships many many playoff games as well as four state championships he's back there grimacing I see it this past season the team held a perfect 16 and 0 mark to win the class 6a division 2 state title the Tigers finished number three in the high school football America's top national top 25 as as well as we all know that they also were named national champions by max preps this past month coach Joseph was named the National High School Coaches Association National Football Coach of the Year presented by high school football America he will be honored at the Sports Hall of Fame Museum that is being built right now in the near future and will be inducted into the Texas High School Hall of Fame in May please join me in congratulating coach Gary Joseph on his accomplishment

Thank you all. Our last recognition honors four KDISD employees who are receiving the Board of Trustees meritorious service award tonight on January 4th mr. Jose Corcho Katy high school custodian found an unconscious teacher in her room while on his regular cleaning rounds he immediately informed head custodian mr. Mario Estrada who then contacted Katy ISD police mr. Glenn wines lead counselor was instrumental in supplying information to emergency personnel all three played an important role in getting much needed help for the the teacher which may have saved her life. Sergeant Tommy Gray with the KDISD Police Department responded to this emergency and instructed the campus to call 911. Once on site, Sergeant Gray continued to assess the employee's condition until EMS personnel arrived. Sergeant Gray followed the ambulance to the hospital and remained with the employee until the spouse arrived. Please join us in congratulating Jose Corcho, Mario Estrada, Glyn Gynes, and Sergeant Tommy Tommy Gray for their exemplifying and responsiveness, compassion, and professionalism that we strive to achieve as KDISD employees.

Education Foundation marketing committee thank you thank you very much I'm sorry I just seem to have a hard time with my PC tonight. I did the Katy ISD Education Foundation meeting. We discussed most importantly our upcoming event which is going to be lovingly named the groove. April 7th is when it's going to be hosted. That is it was our former jazz fundraiser that the Education Foundation did. They've named it groove this year. It's changing So, we're changing locations, actually going to be at the Omni, which they're very excited about because it's a bigger venue, so we're going to have more people there. It's always a great event, and in that event, we get to see really the teacher grants and how those are affecting the students and the teachers across the district. They are looking for sponsorship, so I would encourage anyone that is able or has a business that could sponsor that event to do so. They recently just had reason to race teachers principals sister schools all had Teams put together had loads of fun raised about twenty thousand dollars toward that event And they are also considering and in the planning phase of a top golf event so lots coming up with the Education Foundation

yeah Gulf Coast Area Association school boards meeting on February the 10th which we were all invited to and this is a meeting of the region for board of boards of region 4 which is about 55 districts the purpose of this meeting on this particular time was our grassroots meetings and by that what we mean is is that they were there to decide about what is going to be our legislative legislative advocacy for the upcoming year to work with our representatives. We were very fortunate that night to have several representatives come and speak to us, Dan Huberty, Mike Schofield, Gilbert Pena, and Ed Thompson, as well as others that talked about the grassroots. And it was a great opportunity for us to be able to hear the insight and what they were talking about basically as finishing up from the previous legislative session. There are 20 regions in the state of Texas and so these events, these grassroots meetings happen all over the state of Texas during the spring and this was our turn to have it on February 10th. TASB sent representatives there and so we were able to visit and to come together and talk about the LAC which stands for the Legislative Advocacy Council and to elect our members of the Legislative Advocacy Council while we were there. Each region has their own priorities and what happens is that those 20 regions then get together and and kind of combine their thoughts process and comes up with a list of priorities in which that we take to the legislature and and get them to act on or try to get them to act on and we lobby for as as Region IV and then up through TASB. There were several things that were identified as priorities that that were considered in the meeting of the advocacy session that we had, and I'll just list those for you quickly. The adequacy of funding, school finance equity, the resources for at-risk students, educationally-slash-economically disadvantaged students and English language learners, active and retired teacher health programs, education reform legislation, unfunded mandates. So that was our Region 4 priorities in which we will take up and we'll visit with the other 20, 19 regions around the area. So we elected 10, we elected 10 representatives from the group that was there. We had about 115 board members that were there and out of that group, 10 were elected and they will meet later on with these other regions. So it was my pleasure to be there representing KDISD and we had a great session and I look forward to seeing what they turn up at the end as far as what the final recommendations will be.

We've had this discussion, and I've been warned that, yes, you can discuss it, but you have to be careful with the topic that you ask because the potential is the meeting itself on the agenda.

Okay, so let me clarify, and I'll ask Mr. Adams, too, because of his experience. So I'm not going to ask anything. KDISD is going to take action on it. Something about his role on the TASB board. That should be fine. MS. MS. Ms. Adams, thank you for your presentation. I've been to that meeting a few times when they've done that. So and you're a member of the TASB State Board? MS. Correct. MS. So my question for you is do you as a TASB board talk about maybe whittling down that list? Like I agree with every single thing on that list. but I saw last year when we as a board adopted a resolution about one thing and it was testing what an impact that made because we had one unified message talking to our legislators have you all talked about as a group or maybe your influence there could talk about when you have a list of 10 or 12 things or so many things I just feel like it's so broad that legislators get overwhelmed with things I worried that they'll just toss it on their desk and be like well the house people are never happy so maybe i just wonder if y'all would talk about two or three

things maybe well uh the purpose of the grassroots is to uh have representation from everywhere from all the way from west texas and small districts and to bring this on up and to take them all in and they they do have a number of recommendations which may not be the same as what was recommended by region 4 and by doing that they do whittle down but may not have 10 we had 10 but they may whittle them down to several but the Texas Association of school boards certainly encourages districts on their own to talk to legislators on special items that there may be of interest to them it may be that adequacy and funding is more important to some districts and others or it may be that economically disadvantaged students may be more important than others as far as what their priorities are. But yes, we have talked about that, and we try to whittle it down. There are so many things that are out there that we have to rank them. And then our governmental relations group, Grover Campbell, which you know, they work very hard in trying to rank those, and we do look at what we think we can make an influence about at the state level and serving on that. And so we have LAC members that serve on the TASB come in and present to us as well. So, yes, thank you. That's a very appropriate statement, and we do try to whittle it down.
