We showed up early today to hear presentation by Dr. Mike Moses and David
Thompson regarding the services as consultants for the search for a new
superintendent who is going to present mr. Moses I'm sorry dr. Moses sir
however you do it as long as it's recorded it doesn't matter
good afternoon we being recorded your satisfaction now yes sir okay Thank You
Mr. Chairman and members of the board, we appreciate the opportunity to be with you this afternoon very much.
I know you have a very busy schedule for the rest of the evening, and so we don't want to disrespect your time,
but we really appreciate the courtesy of being asked to talk about your superintendent search.
Obviously, we first want to congratulate Dr. Fraley on his outstanding service to this district,
and we want to thank all of you for your service as well.
Katy ISD enjoys a stellar reputation throughout the state of Texas
for both its athletic programs as well as its athletic programs.
So academic, what did I say?
Academics and athletics.
I said it twice.
But this district is obviously one that has quality through and through,
and David and I have been fortunate enough over the years
to have the opportunity to know your superintendents, to have the opportunity to work in your districts,
and have been blessed to be able to work with some of you through some other board training exercises and so forth.
So, again, thank you for your service, and we thank Dr. Fraley for his service as well.
You have a proposal that we submitted to you that outlines our work.
David and I have been doing searches.
David Thompson, I'll let David talk a little bit here in just a minute.
he probably will be someone you'll really want to hear from.
David and I started doing searches after I left the position of Commissioner of Education for the state,
and we've been doing that, I guess now, for almost 15 years.
It doesn't seem that long, but actually it is.
And we have been fortunate to be able to work with outstanding school districts in Texas.
Generally, we have focused our search practice on districts over 10,000 students in Texas.
There are over about 1,100 districts, David knows the exact number, but 5.2 million kids in our state,
and the largest 50 districts in the state enroll 50% of all the students.
The largest 100 districts enroll about 70% of all the students.
Obviously, you're one of the largest districts in the state, and you are a sophisticated school district that requires thoughtful leadership.
leadership. And so we have been blessed to be able to work with districts that are over
10,000 students and districts we would consider to be in your peer group. There is a complete
listing of those districts, which we are very proud that we've listed since the time that
we began doing searches. And we've been proud to be asked to do some of these districts
multiple times. So again, that's been something that's been a joy for us. As a quick way to
of introduction that I'll let David introduce himself. I come from a family
of educators. Parents were both educators as were my in-laws. I've had family and
public education in Texas since 1948, over half a century, and I'm very proud
of that. I've been a teacher, principal, superintendent for Texas school
districts, commissioner of education for five years, and a deputy chancellor at
Texas Tech University, and have enjoyed all of my service with about have the
kind of leadership that we need in our schools. David, you want to say a word?
Sure. First of all, I'll follow up with Mike. Thank you for the opportunity to be with you
this evening, and given that this is Board Appreciation Month, thank you very much for
your service. I think if most people of your community knew how many hours you actually
spend on a regular basis, unpaid, working for the good of your community, they would
be very surprised but i'm i'm very appreciative and uh enjoying mike and expressing that to you
as mike said we work with a select number of districts a year mike and i
try to limit ourselves to about four to seven districts a year to assist with superintendent
searches so we try to be very careful so that we're able to devote our full time and attention
to your issues and to your interests.
We know every district is different.
There are issues that we obviously share in common across Texas,
but we will make a point to meet your needs,
and when you need us, you will see both of us.
And that's sort of our commitment to you.
I am a practicing attorney.
My father was an educator.
cater. Both of my girls are teachers, are going to be teachers. I couldn't get either one of them
interested in being an attorney. They both had higher aspirations, and I'm very proud for them.
Mike said we do work with larger districts in the state. We both grew up in smaller communities,
but frankly, if we're going to be successful as a state in Texas, we have to be successful
in districts like Katy and again we commend you on the great on the great
work that your teachers your students all of your people are doing here in
this community you will see in our proposal we've worked with many
districts here in the Gulf Coast area as well as across Texas most recently we've
assisted the spring bridge ISD board in their search I believe we've worked with
Cypress Fairbanks ISD twice on searches, Spring ISD we just completed working
with Pasadena ISD so we do have a familiarity of the district in this area
and indeed I've worked with your district and others in my law firm have
obviously worked with you for many many years and we have great appreciation for
you. A couple of observations I will make about our search when we do it you will
will not get a bill until you are completely done and you are completely satisfied.
There's no cost on the front end.
You won't get a bill at any point during the search.
We will handle the expenses for all of the candidates who come to visit with you at various
times and we will send you one bill at the very end when you have finished your process
and you are fully satisfied.
And we will give you a guarantee, which we've never had happen.
If for any reason in the first year you have any issues that result in a separation, we'll
assist you with another search at no cost to the district.
And again, we want to be very – We've never had that happen.
We've never had that happen, and we don't expect it.
Frankly, I would be stunned if that ever did happen.
but we want you to know we're going to look after your interest.
Mike, you want to talk a little bit about any aspects of our process?
Yeah, I would underscore what David said, that we do not –
other firms are certainly sometimes are larger
and they delegate their searches to other individuals.
We do not delegate.
As David said, you would see us, and each time we meet,
we would be, David and I would be the principals that would be here.
We've talked about selected districts.
If we were honored to be selected, we would work with you to develop a timeline for the search.
We usually recommend that we do something like begin with the end in mind,
and that is when the Fraley service comes to a close, when do you want that to come to a close,
and then back up in terms of when do you want someone available,
and then back up 21 days from the naming of a candidate because when you name
someone you have to name them as loan finalists and then allow 21 days so we
really work backwards on a calendar after you have kind of given us the
information that we need in terms of when someone needs to be be here I
generally recommend the boards that you want to have someone here for a new
school year when your principals and when your teachers and your students
start coming back. If the new superintendent is going to set a tone,
establish a climate environment, they usually want to do that as the
principals, teachers, and students are returning for a new school year, say in
August 1st or thereabouts. So that's a something for you to be thinking about.
We do all the advertising. If you tell us the type of search you want, we do do
national advertising. We did searches last year in both Spring Branch and
in Highland Park that resulted in superintendents being hired from out of our state.
We will have people that will identify.
There are others that David and I know through his work and through my work
that have outstanding credentials that are out of state.
We also have people who have left Texas and moved out of the state
and are doing a great job in some districts outside of this state
that probably have a desire to come back.
I think in fact that may have what I know Alton left Texas once upon a time
and came back but in any event we keep up with those people so when for
recruiting purposes we can do that but advertising we handle both statewide
nationally normally the advertising is with the American Association of School
Administrators and with Education Week Education Week has about 300,000
subscribers to their marketplace but we also mail out about 200 letters of
invitation or nomination to the executive directors of the state
associations usually state administrator associations college professors
university professors foundation executives but we have a pretty
extensive network of people that we reach out to in order to identify
outstanding leaders outstanding school executives that would be interested in a
position such as the Katie the supernatancy in the Katie Independent
at school district. So that's a little bit about advertising and recruiting. We
are not, we don't look at ourselves as someone that you might employ to say
just accept the candidacies or accept the applications. Our job is to recruit
and to tell the story and to advocate on behalf of this district to get people
who might not otherwise be looking for a position but to look at this and
fortunately thanks to your great work and the great work that's been done by
of the staff here, that will be a pretty easy task when someone takes a moment and looks
at KDISD.
But we actively recruit people we think that are at the stage of their career that they
have prepared themselves for an opportunity such as this.
So that's part of the recruiting role.
David?
We're going to get – we've only got about five or ten more minutes, so we're
going to take your questions in.
With regard to recruiting, we will make you aware that the TASA Midwinter Conference begins this coming weekend, and Mike and I will both be there.
This is the largest single meeting of superintendents and administrators in Texas, and we will be actively meeting with individuals for several days throughout that conference and establishing some interest and working on relationships there.
One thing we have always done that frankly was not typical when we started assisting boards with searches and we tried to look at this from the perspective of what's the best way to address it for the board.
We have always disclosed to the board every single person who applies and expresses an interest in your job.
This is not friends and family.
We will not bring you just our selected list of candidates.
We want you to have confidence.
You will not only see every single person who applies,
we will actually show you the names of everybody we reach out in contact to apply.
So we want you to have confidence that you're seeing the full broad spectrum
and that we are working actively on your behalf to get that broad group for your consideration.
Now, within that group, once we have candidates,
how you identify those that have the traits that are going to best fit your community
will involve a lot of work not only with the board but with your community.
And, Mike, do you want to talk about how we gather community input
and try to present that to the board so you can use it?
Yes, I will. I want to say one other quick add-on to David's comments that some of you are active on a statewide basis, and I know all of you follow and keep up with public education.
If you know of someone you want us to recruit or if we're asked to recruit someone, then we certainly accept nominations.
In fact, we will be asking some of the people I've mentioned, city superintendents and university types, foundation types, to nominate outstanding individuals as well.
So we're open to that.
David mentioned community input, a very important part of any search.
I'll preface that by saying that while I know you want to devise a way to get community input,
and that is extremely important, ultimately the decision that will be made to hire the new superintendent
must be made by those put in trust of the system, and those are the elected trustees.
So with that in mind, we have a way to gather community input,
input, but we are also open to your suggestions.
One of the ways we've worked with a lot of districts that's been worked out nicely for
us is to ask each trustee to nominate about nine people.
We have categories that we usually ask the trustees to nominate individuals from, and
they include parent, non-parent taxpayer, business person or chamber of commerce member,
a representative of a faith-based institution, a teacher, an administrator, a student, an
auxiliary staff member, and another elected official or opinion leader in your community.
If you get about 60 to 70 of those individuals together, and then we ask that all the teachers
not be put in one group and all the parents be put in one group, that they be mixed up
so we can have a very rich dialogue.
David and I come and spend a day and meet with those groups, usually in groups of about
15 to 18 people usually for about an hour and a half to two hours and we
spend a day with a list of questions we don't talk we simply ask them to talk
with us and part of that is to get the traits and attributes that the community
believes are important in the next superintendent of schools that's worked
well for us we've been successful but I sometimes the school district the board
trustees may have another way that you want to try to gather community input we
also put these questions up on the district's internet site allow members
of the community to have input so someone's not necessarily on the focus
group that actually physically meet with David now they have an ability to still
give input so that's worked well for us and we certainly we certainly do that
real quickly and we'll get to questions we work with you as David said once
Once we've established a timeline, we've established a deadline for the search, we've done the
advertising and recruiting, we come back and share with you in a closed session, of course,
the names of everyone that's established their candidacy for the position.
You see the full spectrum, as David said.
From there we work with you to help identify the portfolios you want to look at and then
work that down to the number of people you ultimately want to interview, usually five,
six to seven people depending upon the candidacies and how you feel about how
many people you want to interview. We will set those interviews up, we will
call, we will make arrangements for them to be at the designate, the location you
designate has to be within your school district, wherever that might be. We
handle all that. We just and we will prepare also help prepare you for the
interview and that we have a battery of about a hundred questions that fall into
into several important categories that for school leadership you can imagine those being
philosophy, being basic beliefs, those being school finance, personnel, curriculum instruction,
community engagement, board superintendent relationships and so forth.
But it's a pretty thorough examination that we can help prepare the board to give any
candidate that would be invited.
Once you've gone through the first round, you'll likely want to have a
invite some people back for a second round. We set those up. If you identify
for us who you're interested in talking to a second time, usually that's two
candidates. Sometimes it can be more, but usually it's two and usually with a
with a spouse. We set those up. Usually those can be an informal dinner followed
by another examination for a couple of two to three hours. If you later then
after that we'll do site visits we'll set those up as well some districts will
do site visits there's so much you can get on the internet now by googling
someone and so forth we will also have called references but we will want you
to call references in the community that the candidates where they have worked
not just their last job but maybe the job is one or two back but we facilitate
facilitate all that. We try to make that very easy for you and so forth. And then we get
to a point of where we also do any other criminal background checks in cooperation with your
staff, financial background checks, full reference checks. David and I have never been embarrassed
and we are not going to start in this search if we're fortunate enough to be selected.
We don't want the board embarrassed. This community needs to be pleased, excited about
anyone that's selected for this position and we want to make sure that all due
diligence is done to ensure that the proper vetting has been done. David is
obviously his firm has worked with your district so for contractual purposes we
also assist in a contract if you want us to do that however you want that to
proceed. I think we've already touched on the fee and the guarantee so we've kind
of hit our list Mr. Chairman and I hope that's all that's been of some value to
you and the trustees but we would be happy unless you want to say something else we would be happy
to answer any questions go into a more fuller discussion about any of these areas if you'd like
to all right well thank you very much board questions mr mahalsky yep i'll start um thank
you very much uh mr thompson dr moses um i have more of a comment but i would ask that if you'd
like to maybe expand a little bit on what i'm saying and looking at your list of references
very impressive list quite frankly but I keep but it's I kind of want to get down
to a couple of large districts that you have done searches for that that are
kind of of note and one is one of our neighbors Cypress Fairbanks and it's
important to note that we know that they do have a very good superintendent over
there and or seem to be quite happy with him what's interesting to note is that
that you've done not only one search,
but two searches for them.
It looks like about seven years apart.
Not only, so I'd say that's, I'd make two points on that.
One, obviously you placed someone pretty well there
that they were happy with for quite some time,
and then they ask you to come back.
And a similar story with Northside ISD in San Antonio area,
those were about 10 years apart
where you performed searches for them twice.
So obviously I would say that's quite a testament
that they were obviously happy with your work and ask you to come back is there
anything you know from those two districts because those are two
districts high-performing districts that we have a lot of respect for you know in
working with them and and kind of how that would correlate to working with us
outstanding school districts just like this one okay I consider those top tier
districts this is a top tier school district the kind of people that are
are going to be attracted to this kind of position are expect and want the most professional
treatment and David and I try to afford the candidates a very professional opportunity
to talk about this position in a non-threatening way.
I think that's what we were able to do in Northside and we were able to do in Cypress
Fairbanks.
Obviously they hired a sitting superintendent twice in Cypress Fairbanks from other districts
districts, and I think we handled that in a way that was respectful, certainly of those
districts, of Cypress-Fairbanks in that case, and Northside in the case of Dr. John Foulkes,
who left the Spring District to go there 10 or 12 years ago. But you want to be respectful
of the candidate and their district and the service they're giving as well. David usually
usually makes this point, but I'll make it.
You will interview five to seven people.
You will only be able to choose one.
You want the other people to be your biggest cheerleaders, the people who are not selected
to be people who say, that was a great board, that was a great interview, that was professionally
done, that was handled in a way that makes me pleased to have participated in that process
rather than grumbling about I wasn't selected and they didn't do this or that.
We have been able to accomplish that, I think, in those two districts.
And fortunately, I think in most, if not all, we hope of all the districts we've worked with.
But KD falls right in line with what I would consider a top-tier district.
And we would want to handle this in the same professional manner that we did those searches.
And we're proud of the work, proud that those superintendents stayed.
Dr. Fogg stayed in Northside and retired.
hired. The district did a search and decided to hire a deputy superintendent.
Dr. David Anthony was hired at Cypress Fairbanks
from McKinney. And then Dr. Mark Henry, we were able
to recruit him and came over from Galena Park. So I think
we believe those boards have been pleased. They tell us they've been pleased.
And so we're happy that things work well for them.
Mrs. Fox. Thank you for being
here I've just a couple of questions you listed the number of people that you
would have in the focus group and with rather quickly is that where you include
the employees that you will in that was it in that group or is that a separate
group that you talk to how do you include the employees we would we would
typically include at least some representative employees in that group
In addition to that, we would anticipate meetings specifically separately with all of the direct reports to the superintendent.
Third, we encourage online comments, and we actually provide information for the district to do that.
And our experience has been, by the way, we will do kind of an open mic or public forum if you need to do that.
but I'm going to be very honest we found you get a lot more people who will
comment online then you will get who will actually show up at an open forum
to speak but if we need other meetings obviously the larger districts the more
campuses you have if we if we need to do some things to include more people we
certainly will do so we what we I'm sorry if I went fast but what okay if
If each one of you, say, appointed one parent, then a taxpayer who wasn't a parent,
and you appointed a teacher, and you appointed an administrator, an auxiliary employee,
there's three employees, a pastor, a person that works in your faith-based community.
If you had a Chamber of Commerce person, if you had then another elected official or opinion leader, a business person,
person. You could, each of you would have nine people to appoint. We'd wind up with
nine teachers, nine administrators, nine auxiliary employees, nine pastors, nine. And then we
like, as I said, we don't like for them all to be grouped together. We like to mix them
up and we have a pretty, the feedback we've gotten from districts like those that have
been mentioned has been that those were good sessions because the dialogue was very rich.
Teachers get to hear from the business community. The business community gets to hear what parents
are thinking parents get to hear what um people uh and our churches may be thinking uh the non-parent
taxpayer 70 of texans don't have kids in school so that non-parent taxpayer is an important voice
that you have to be responsive to so we try to make sure that it's a rich dialogue with everybody
getting to hear and maybe thinking about a perspective that they may not have had before
they come to that meeting i appreciate that very much and i really like that you said you break
them into small groups of 15 to 18 because if you have 70 people in the room it's hard to have your
voice heard so i really appreciated that and we actually can it's a guided conversation i will
just say we've gotten pretty good at it over the years nobody dominates everybody gets to talk
everybody has to hear each other's opinions and concerns mike and i script we capture everything
everything said without attribution. We organize it. We give you as board members all of those
comments. We will identify. You're going to get a lot of one-off comments, but what we're
looking for during the course of the day are thematic comments, things that we really want
to bring to your attention that are being heard over and over from different sectors
of your community so that as you are looking at candidates, it's not just, well, I won't
X, I want Y, I want Z, but are there some real themes that come through that you want
to be aware of as you're reviewing the candidate files?
So it's not the exclusive way to get input, but it's a very productive way to get input
that is very useful to boards as you then get into the candidate process.
And we, too, as a board, have found that the online comments provide much broader perspective
perspective of what our community likes.
My second question is about timeline.
How long does this typically take in other districts,
or what are we looking at there to have someone in place maybe July,
August 1st at the latest?
What do you think?
I think August 1st is a very reasonable timeline to shoot for.
Normally to communicate, advertise,
advertise. And then David and I probably like to have a few days, usually four or five days after
the close of the applications to review those. And then meet with all of you and go through and
get down to a number that the board wants to interview. And then we usually need to identify
those individuals and give them about 10 days notice that there's going to, because to be frank,
Frank, and I think all of you know this, the person that you may want for this position
is someone out there that's doing a great job where they are now, not someone that we're
just trying to get away from.
That's someone who's very talented and skillful and probably keeps a pretty busy schedule,
and so we're going to want about 10 days.
Then once the first round starts, we need a week to conduct the first round of interviews.
Now we hope you'll do it in two or three consecutive evenings, and we can talk about that as to
why or maybe a Friday and a Saturday but you don't want to say well we'll
interview one on Monday and two on Wednesday and one on Thursday and then
maybe one on Friday you start forgetting what you're trying to get comparative
information but we'll work with you to set that up and I'll occur say during a
week first week of the screening process the second week will be your second
round the third week will be your site visits and any any further reference
checking, criminal background checks, financial background checks, and then
you're ready to name a law a finalist for the position. Then you have to wait
21 more days before you can actually approve an employment contract. Well just
for the sake of discussion and I don't know if there will be internal
candidates but for the purposes of discussing external candidates, an
external candidate is probably going to need at least 30 days to transition from
their current position and that's probably 30 to 45 days. So Mrs. Fox when
you add all that together you're probably looking at about five months,
five months in that in that vicinity to carry that off. Now again we can kind of
move the dates around a little bit and then so forth but just comfortably to do
a
really the kind of quality work that we would want to do for you that's probably
where we need to be I will add you're you're in a great time on the calendar
to be conducting your search I think through the spring many at the by this
time of year many of the high performing individuals are going to want to finish
the year where they are so so actually this is it's a very good time just in
the normal flow of the calendar to be conducting a search.
Real quick, how important is it to be represented at the midwinter conferences coming up?
Extremely important.
Mike and I are, we're already, we were coordinating just driving here.
We set up basically nonstop one-on-one meetings with individuals throughout midwinter.
We're trying to do two things.
First of all, it's not in your interest, it's not in anybody's interest for us simply to recycle people we already know in searches.
We have to constantly be working to find out who the new individuals are that are coming up through the profession.
we did not know Scott Meary at Spring Branch.
He wasn't somebody we had a relationship with
before we got into the search.
So we spend a lot of time at Spring Branch, at Midwinter,
specifically meeting with individuals,
talking about the superintendency,
and so I do think it's important.
I would agree, Mr. Chairman.
I think it has a lot of value.
Again, it's not – It's not fatal if you don't do it, but it's
valuable.
That is a time of probably where people who are considering professional growth and opportunities
that may be out there, that's a time when – and January, December and January is
usually a time when the contractual status and employment status for a lot of school
superintendents is considered by boards, are reviewed, examined.
So it's very common for those kinds of discussions to occur.
And David and I like to meet, and as he said, to meet new people, meet the rising stars.
A lot of people that are in the power stroke of their career we know,
but we want to be sure that we're fully familiar with everyone
because one of the reasons that we do that is when you get ready to decide who you want to interview,
We're going to suggest to you that you don't interview six people who all look alike.
We're going to recommend that you interview a diverse pool of candidates
and diverse also in terms of their experiences and where they are.
As I say, you've got rising stars.
You've got people who may be mid-range in their career,
and you may have people who are in the absolute power stroke of their career
that you want to have a chance to talk to.
But you want to have a diverse pool of people to look at.
So we the midwinter conference allows us to kind of interact with
People from all over Texas one final comment
the reason we like people to nominate others are for the exact reason David mentioned Scott Murray was nominated to us and
so we
We follow the follow that made a call got some great information got some great feedback and decided
this and we need to learn more about this gentleman and maybe get this
gentleman's make sure his portfolio is one that the board examines and so
that's that's how that's how we like to work mr. president mr. so I'm hearing
that August 1st would be the latest that you would have somebody in place your
recommendation to ask the earlier but but yes August 1st a lot of that depends
It depends on when the, let's say you are able to name someone at June 1st.
Well, maybe even a little earlier.
You've got to wait 21 days before you can actually enter into a contract.
And then you've got to give them the chance to, if they're not from your district,
to unplug from the district they're in.
And we always like to say you want someone to treat the people they're leaving
the way you'd want to be treated.
and we're kind of, Dave and I are kind of into that golden rule
that we want to treat people the way we want to be treated.
But I don't think August 1st is unrealistic.
In fact, I think you probably could have someone actually identify,
name, and under employment by July 1st,
but it might take them until August 1st to actually be here.
But that's always negotiable depending on, again, if it's an external candidate,
date how soon their districts willing to release them and feel good about it well
and that was my question to you in your professional opinion obviously you've
done a very good job recruiting other superintendents and and we have the
midwinter coming up in your opinion the sooner we get started the better sooner
you get started the bits we really don't have a whole lot of time between now and
August it's time to stay it's time to start recruiting I'm starting we would
We would have some things we'd want to get started with you.
But I think, you know, you've been given notice that your superintendent wishes to end his employment,
and you have time now to conduct a good comprehensive professional search over the next few months
and get to a point where you can make a smooth handoff and a smooth transition.
Mr. Adams?
You know, it's not many times people come here that have a tenure the same time that
I do, you know.
So I've known both of you guys for a long, long time.
For a long time, yep.
And we're very good friends and all.
But you know, certainly from a professional point of view, we acknowledge your, you know,
what you've done in the state of Texas and with universities as well.
Well, one of the things that I wanted to ask you is that do you currently have a search going on?
Yep.
Secondly is, who is that for?
Can you tell us?
We are currently working, the only district we are currently working with is Kline ISD,
and they begin their search late November, early December.
Their superintendent announced in October.
Right.
And we were hired about a month later.
And the other question that I would have, David, involving you as attorney of record for the lawsuit that's going on in the state of Texas right now,
and the fact that we're expecting some news, a foreseeable future.
And I don't know how you all work together as far as who does what.
but I just I guess I want to hear from you regarding your time yeah
allocation to this search because it's very important to us right and dr. Moses
of course he's just no retired guy you know Mike and I those are very fair
questions first of all I will tell you you know again Klein began earlier and
And I will say this, anybody you talk to, any consultants,
are probably going to have other searches going on.
Most of them have more than we do.
Right.
We're only doing one, and that's intentional.
And they're good people out there, too.

great partners who do a lot of the stuff that I maybe did once upon a time but would not
do now because I'm working on things like searches.

folks. This is a priority for us and we simply organize our schedules. We've done searches
when Mike was Deputy Chancellor at Tech and Superintendent at Dallas. We simply, I think
all of us in life have a little bit of time that we can spend on things that are important
to us and we've always made this a priority. I think that would be our commitment to you
is that even though other things may be coming up in the near future,
this would be a priority.
And once we establish a search calendar,
work with the board to establish a search calendar,
and we get dates established, and they can move,
but we are committed to that.
We don't, as I said earlier, we don't send other people to you.
The only people you'll see will be David and I.
I have a question kind of follow up to Mr. Adams question here.
With the lawsuit, if your time commitment does get busier with that, does Dr. Page still
work with you guys as part of your team?
Rod, Dr. Page, Secretary Page, yes, frequently assists us with searches.
In fact, I think you talked to Rod just today.
No, last week.
We keep up with him.
But we talk, he and I do two or three things together, and we talk regularly,
and he's one of the people that also we ask to nominate individuals for the position as well.
I've spoken to him.
He's very familiar with our district and temperament.
If we got in a situation where we needed assistance,
he would probably be the very first person we would turn to.
Is that something we need to talk about prior to your engagement or after, depending upon?

and how far after if we decide to use your services is that executed and put
into place well one of the usually a week or two after you make a decision we
usually after we've been hired we try to return back to the district within a
week or two to set up an organizational meeting and to set up a calendar I will
tell you that next week is is midwinter conference David and I just took a
cursory look at February 1st which is a Monday and don't know your schedules but
our schedules were free and if the board had a desire for about an hour of and
could give an hour of time and again this is all subject to your decision on
what you want to do then we would return and help set up any organized search
organize the calendar set the set everything up so at least that's what
That's a preliminary thought.
That's certainly subject to your decisions and where you feel like you need to be.
And you said it's typically a five-month process.
I think as we've outlined it, it could be just a little bit shorter.
But as I just happened to looking at the calendar and backing up from August 1st,
saying hopefully could sign a contract and have someone completely employed before July 1st
to make sure they had a 30-day period for a transition.
Then you're looking at from February 1st to July 1st,
you're looking at about five months.
And I think that's a good, comfortable schedule.
And David always reminds me, what is your reminder?
The phrase is we're going to work really hard to set a calendar
and then remember your calendar is a tool, not a master.
It gives us some discipline, gives us some structure,
sure, but if at any point during the search you as a board feel like we need a little
more time to do a particular phase of it, obviously we'll adjust the calendar.
So it's a tool.
It is not a master.
And so there's, but five months usually, and I would say this, what has never happened
to us before, but we say to boards, when you start the interview process, if you reach
a point where you say you know we've interviewed six people but this there's
not a connection here we haven't sent you a bill for anything and we go back
and we work with people we keep looking and we keep working so what you don't
feel forced into making a decision we do not want you to feel rushed and we do
not want you to feel forced into doing anything other than we've got the right
fit the right match and when you have the right fit in the right match then
we'll be ready to kind of laughingly told a few groups that if you don't find
somebody like better part of our promises Mike will take your job and his
wife Debbie told me to quit saying that so they they will someone a lot smarter
than me mr. Thompson and Mike most there dr. Moses thank you very much especially
appreciate being with you this is an honor to be here have great regard for
your work and as David said since it's a board appreciation month thank you for
your service I had the good fortune to work with about 60 board members when I
was a superintendent and Commissioner and I know you get asked a lot of

introduce to you the Katy Council of PTAs president miss Laura Freeman hey
thanks Leah for letting me follow them that's not hard at all good evening my
name is Laura Freeman I'm Katie I see council of PTAs president as y'all know
since it is a school board appreciation month and because PTAs know a little bit
about volunteering we wanted to thank you for your donating your time
leadership and service to the children of KDISD. Beginning in 2006, KDISD
Council of PTAs asked our PTAs to recognize school board members for their
service by donating a book in one school board member's honor to their school

Rodriguez Daniel was announced last month as the winner of the Texas
Department of Agriculture's grow award by Commissioner Sid Miller the grow
award gives recognition for outstanding work to middle and high school students
who demonstrate leadership and excellence in the classroom and beyond.
Daniel was chosen for this award from hundreds of Texas schools for demonstrating leadership in his school activities,
as well as his commitment to community service.

executive athletic director Debbie Decker good evening this evening we are
celebrating the Texas 6a division 2 state champion Katie tires in a high
school football has a legacy of winning with eight state championships to their

award on behalf of the Katy Tigers is head coach Gary Joseph and a few members

Texas high school football Hall of Fame inductees and he'll be inducted in May

We have students that are willing to take a challenge
and have coaching teachers
and that are willing to challenge students, which is a lot.
The most important things I think we have is to our community
because our community values education.
Education and as a result, this is what we get state champs. Thanks coach. Thanks players. Thanks community

Which is a public hearing on the 2014-2015 annual report to include the Texas academic performance report
Presentation
will be done by Dr. Kasky, Chief Academic Officer, and Dr. Allison Matney.
Good evening, Chairman Griffin, Board Members, and Mr. Fraley.
We are pleased to be here this evening to present the district annual report, followed
by the public hearing, which is required by the Texas Education Code.
A lot of great news there and you're getting ready to hear some more good news.
So that's a positive for this evening.
I'm going to provide a very brief overview and then Dr. Matney will follow me with details
including specific data points that are included in our annual report.
As per code, we are required to report on five areas that make up our district annual report.
And this slide outlines those areas. I'm very pleased to report that KDISD, again,
earns very, very high ratings in each of the areas. The first area that we're going to cover
this evening is our district accreditation status. That district accreditation status
is actually made up of three components the first being our first rating in
which we receive a superior achievement and you may recall that Mr. Smith has
shared that information with you. The district accreditation status is also
made up of our accountability rating which is a met standard and thirdly is
our accreditation and we are accredited as a school district. The second
component of the report includes the Texas academic performance report which
which you may have heard us refer to in the past
as our TAPER report.
And the TAPER report, Dr. Matney will be presenting
on each of those data points,
but I do want to point out a component
that is new this year,
and that is our special education status.
And as a district, we meet requirements
in our special education programs.
The third area is our campus performance objectives.
And you received our campus performance objectives
in October when Ms. Howland presented
our district improvement plan.
The fourth area that you're going to hear about this evening is the report on violent or criminal incidents on our campuses.
And then our last area is student performance in post-secondary institutions.
So again, Dr. Matney is going to delve a little bit further into the detail and the data points.
This is a slide we felt was important to frame the report for our district.
Again, many of the data that you will see tonight are based on 2014-15.
our student population in 2014-15. You can see our rates and ethnicity breakout on the pie chart on
the left part of the slide. That's what we look like as a district last year, and it's very similar
to that this year. And then if you look on the right-hand side, and you will see these programs
broken out, these are our program participation rates, again, for the 2014-15 school year. So we
thought that this would help to frame the group of students that you'll be receiving data on right
now and turn it over to dr. Matney all right good evening so we will start
talking about district performance a very exciting item to always report on
and we're gonna start with a teach piece with performance thresholds so with our
star system we have what's called phase in satisfactory where the state
considers students who achieve this this standard sufficiently prepared for the
next grade level or course. Students who meet the phase in one standard for 2015
are considered meeting standard at that phase in satisfactory. Phase in two
starts in 2016 so with this testing cycle and that's where we're going to
ramp up the standard for meeting the test requirements by a little increment
every year until the final recommended standard in the year 2022. There's an
advanced threshold and for that threshold students are considered well
prepared for the next grade level or course and students who meet the
advanced standard are in that slide that we'll get to and then post-secondary
readiness the state considers students who meet the final recommended standard
that standard that we will eventually get to in 2022 on two or more STAAR exams
so you'll be seeing data on each of these points but we thought it was
important that we framed that for you. So here's our data on the phase-in
satisfactory standard or above and you can see here with the bar graph the
state is the first black bar, the region four is the second red bar, and the third
tan bar is KDISD for all of these bar charts. So we can see for all subjects
KDISD exceeds the state percentage by 13 points, and you can continue to see those similar
trends across the board with where our students are scoring at that met standard.
So obviously quite an accomplishment in KDISD for that phase in satisfactory or above.
We continue those trends at that postsecondary readiness.
Again, these are students who met that final standard that we're trying to achieve by 2022.
22. Our students in Katy, you can see the percentages there are already well on their
way to achieving that final standard. Our advanced standard, these are our students
who are scoring at the highest threshold. This is on average about six to seven points
away from a perfect score. Again, you can see significantly well above our state and
region our students are really really outperforming each of those areas when
we talk about progress our students again are outperforming what the state
and region are seeing with progress this is looking at for example a student who
took grade three reading and then in 2014-15 took a grade four reading so the
state is looking at did they achieve one year's progress or more so we have a
significant percentage of students who are achieving that required progress and
so as you can imagine as you trend upwards and our kids are making progress
we're getting more and more towards that final academic achievement that we want
to attain the second area in the taper report is the attendance and
post-secondary readiness and so attendance rate not as exciting as a gap
there is what we saw with achievement but certainly we're one point above the
state and region. Annual dropout rates, while the state and region are trending
up, which is not what you want to see with dropout rates, you actually want to
see a downturn in dropout rates. KDISD is actually trending down over time
in dropout rates, so that's a great place to be. For our class of 2014, so
most of this data is from the 2014-15 school year, but for graduation rates
that lags a year behind that data. So for class of 2014 with our four-year
longitudinal rate, these are all of the ways the class of 2014 can go on to
bigger and better things and we look again the state graduation rates 88.3%
and Katie's at 92.6. So again outperforming our state and region in
those areas. For our college ready graduates from the class of 2014, this is
the percent of graduates that meet or exceed a college-ready criteria on the
SAT or ACT tests. So those tests have a criteria and our students who actually
take the exams, we have 78% in English language arts who are meeting or
exceeding those thresholds on SAT or ACT. So our students are going in very well
prepared to post-secondary life. Again math in both subjects significantly
above our state and regional groups. For the 2014-15 advanced course dual
enrollment completion, these are AP courses, dual credit courses. This is the
percent of students who complete and receive credit for at least one advanced
course. So again, you can see our students are not shying away from those advanced
courses. They're doing very well on state exams, but most importantly they're doing
very well in their coursework in taking challenging courses and completing them.
For our 2014 Advanced Placement and IB results, and of course in KDISD this is
only Advanced Placement courses, our participation rate on taking those AP
exams is 30.1 percent. That is of the students in the courses who took the
exams. And then our percent of students who met or exceeded the
the criterion to get credit for college from those AP exams is 84.9%.
So we have a very high success rate on our students who are taking those exams.
So they're taking the challenging courses, they're doing well in them, and they're getting
that college credit, which is a real bonus to mom and dad's pocketbook.
Class of 2014 SAT and ACT results, you can see our participation rate is higher, but
the important statistic here that's not shown on the slide is our participation rates continue
to climb.
and that's very important as we want to open up opportunities and what College
Board will tell you is as participation rates climb you can you can anticipate a
downturn in our performance well we're not we are not seeing that in Katie and
so that's a very good thing as we have more and more students taking these
assessments more and more students where those students who are taking it are
actually scoring very high our average SAT scores are seen here again the
comparison to state region and Katy for all subjects ela and writing and math
and math looks lower only because ela is ela plus writing so that's a double and
so math is not significantly lower for any reason other than it's half the half
the point value. Average ACT scores, again the trend continues. For class of 2013,
graduates in post-secondary institutions, so we're going back a little more in
time because we have to wait for them to enroll in post-secondary institutions.
And so these are our post-secondary institutions in Texas, the percent who
who are enrolled in a Texas institution of higher education,
and then our percent of students completing one year
without remediation.
So again, we are significantly higher
than what we're seeing with the state
and the regional averages.
So our campus performance objectives,
as Dr. Caskey mentioned, were presented to you in October,
and all of our campus performance objectives
are aligned to our True North goals
so that we can make sure we're all on the same path for success in KDISD.
For violent and criminal incidents, this report is required to look at level four and five offenses.
And so as you can see here, we've got some trend data for KDISD, the elementary level, junior high, and high school level.
But I want to point out the final column, the percent of level four incidents.
We are seeing a downturn in that trend in KDISD.
So our percentages are going down over the previous years. So that is very good news.
It means we have fewer of those level four
incidents happening in our district. And it's that next slide which is the reason why. It's all the hard work and our district improvement plan outlines
the goals for achieving
lower numbers. It's including engaging in relevant tasks in the classroom,
creating safe learning environments, providing safe facilities,
addressing behavioral needs through positive behavioral supports, increasing
awareness of safe school initiatives, and finally the implement implementation of
beam concepts to promote respect community-wide. And so because all of
these we're seeing community-wide, we're seeing that downturn in those incidents.
Our final portion of this report, it's the student performance in post-secondary
institutions and this data this chart right here outlines our students who
leave us the class of 2013 and enter a four-year public university two-year
public colleges independent colleges and universities not trackable means meaning
there were some data anomalies and data errors and not found are not found
students don't mean necessarily that they are they're sitting at home doing
nothing. These could be students who entered the workforce, students who
entered the military, they just are not part of entering a four-year public
university in the state of Texas. So one thing I really really caution about this
report is we have many many students that do not enter Texas public
universities but enter Stanford or the University of Oklahoma as much as I hate
to admit that as a longhorn or who enter many prestigious universities around the
nation or around the globe this data does not capture that our two-year
public colleges like a lone star and HCC are becoming more and more of a draw for
families because of the affordability of those lower level courses and then the
transferability to those higher four-year institutions later on so in
summary lots of higher than state and region bullets there I'm so excited to
report met phase in standard is higher met post-secondary standard met or
exceeding progress our graduation rate our college ready graduates our ACT and
SAT average scores our graduates enrolled in post-secondary institutions
are all higher than state and region challenges are increasing achievement
for students who are English language learners are who are students who are
enrolled receiving special education services those are two areas that certainly are a focus
always for for districts and kdisd as well to make sure that we are
closing gaps and making sure that the achievement is equitable across the district
thank you board any questions mr adams
You know, when we have those statistics like the not found, and that's the thing that I know that you hate to dwell on,
but what effort do we go to to find students?
I mean, as far as do we call their parents or what?
How do we?
Because I know that a lot of times when kids go out of state or they move,
even even whenever children are in school and they go different state we
can't keep up with them they're considered dropouts and it's it just
skews things badly so what what can you dwell on that a little bit that's
actually just a Texas higher education coordinating board term for they ran
some data to match and it didn't match anybody so it's but to answer your
question though we actually have contacted Texas Workforce Commission to
to try to start a partnership with them
to see how many of our students, what percent of our students
are entering that field.
We would love to partner with the military
to find out that information as well.
We're trying to figure out a way to do that.
Because we are very interested in where our students are going
because that helps us with our programs.
But the not trackable is really just a data term
from the Higher Education Board.
Thank you for your presentation. Mr. Fraley, the numbers are awesome. The work that you're doing
is great. We're going to talk about the calendar a little bit later, and I think maybe this is a
direct result of the hard work that you and your staff has done. I think the number I'm most proud
of is how many kids you're graduating. You're giving quality education, and you're getting to
as many kids and encouraging them to stay into school. Thank you very much. Thank you, Mr. Griffin.
I have to thank the team.
They do an awesome job.
Dr. Cassidy's leadership and Dr. Madden's work in assessment and whatnot,
and all the teachers out in the buildings and the principals and all the staff that works in support of our students, boys and girls.
We're a fast-growing district.
We're adding quite a number of students every year.
We have more kids participating in the assessment program.
And again, as they've alluded to, typically your numbers go down the more you have factored in.
But we've continued to rise.
And that's a I think a testimony to the quality of what we're doing in this district into the support of the board as well
So you want to thank the whole team for all they do and the community of their support as well. We will keep it going

That moves us to our Section 8, 8.1, Katie Summer Academic Team, KSAT update.

Good evening.
President Griffin, Board of Trustee members, and Superintendent Fraley. If you
recall on last year around this time we were in transition with our KSAT
department. Our previous person was retiring and so I'm glad to report today
that we do have a brand new KSAT specialist who will be assisting me with
the presentation on today and this will be our first time addressing the board.
So allow me to introduce Mrs. Christy Archer, our new KSAT specialist.
Thank you Mr. Corning. Good evening. For the next few minutes I will be
presenting information to each of you about our KD Summer Academic Term from
2015. Before I begin I would like to start off by reading the KSAT mission
statement. KD Summer Academic Term is a seamless extension of the academic
school year which provides KD ISD students differentiated learning
learning experiences and opportunities to earn original and restoration credit.
As some of you may know, the KSAT program as a whole is comprised of elementary, junior
high and high school programs.
Starting with the elementary, the total student enrollment was 2,105.
It's important to note that there was a 360 student increase from 2014 KSAT in this area.
The elementary students were able to benefit from tuition-free programs, breakfast and
lunch service, as well as bus transportation at no cost to the students.
There are three programs that make up the elementary KSAT.
The ESOL bilingual for the pre-K and kindergarten, the English language development for grades
one through five, and the fifth grade SSI in the subject areas of reading and math.
The first program, the ESL Bilingual Program for Pre-KK, is a Texas state-mandated intensive
language program for students that are currently enrolled in an ESL or bilingual program.
The program specifically focuses on language development and the skills needed to be successful
in the next grade level.
The Department of Other Languages determines if a student is eligible for this program
based on the state guidelines.
guidelines.
Our second program, the English Language Development for grades 1 through 5, is an intensive language
program for students of limited English proficiency who currently participate in ESL or bilingual
and meet an eligibility criteria that has been set by the Office of Other Languages.
This program is partially funded by a Title III grant.
And our third elementary program is our fifth grade SSI program in the subject areas of
reading and math the reading star clinic is a state mandated program that was
provided by the district to students who did not meet the passing standard on
their second administration of the fifth grade reading STAAR Test for 2015 math
was not a required passing subject the math clinic was still offered to
students that struggled in the fifth grade math course in 2016 math will go
go back to being a required passing subject test.
The next program level is the junior high program.
The total student enrollment for junior high was 614.
Students were able to benefit from breakfast and lunch service
as well as bus transportation.
Junior high was split between two campuses
based on the different programs.
The first campus was our academic campus,
and the second one was our SSI program.
program. The academic campus consisted of academic courses for credit restoration, ESOL
English and math courses, and the ESOL Newcomer Program.
The Junior High Academic KSAT is for students in grades 6, 7, and 8 who did not meet the
Junior High Promotion Standard in math, English, science, or social studies during the regular
school year junior high case that provides students as students with an
opportunity to restore credit in order to pass to the next grade level students
are required to take two courses and pay a hundred and fifty dollars per course
for a total of three hundred dollars for them to attend summer school horses for
the English language learners were also provided they were in the new ESL
newcomer as well as the ESL English and math for the students who scored in the
the intermediate or the advanced reading level on Telpass.
The second campus group was our eighth grade SSI star and these were in the subject areas
of reading and math.
Just like the fifth grade program, the reading star clinic is a state mandated program that
was provided by the district to students who did not meet the passing standard on their
second administration of the eighth grade reading test.
For 2015, the Math Star was again not required for the passing subject.
The Math Clinic was still offered to students that struggled in 8th grade math.
In 2016, math will go back to being a required passing subject for the 8th graders.
The third and final program level is our high school program.
The total student enrollment for high school was 2,635 students.

Our high school program was split between two campuses.
One campus was our academic campus and the other campus was our EOC Tax Remediation Clinic
campus.
The academic campus included three course categories.
It was our original credit, our credit recovery, and our COLA courses.
The academic high school program provided courses to be taken for credit in order for
students to complete courses on time for graduation or to repeat courses not successfully completed
during the regular school year.
Our COLA courses were also provided for credit recovery through computerized instruction.
Student eligibility for COLA courses was decided by the student's home campus.
The second campus group was our STAR end of course remediation clinics.
A few of our students also attended this campus for our tax remediation as well.
Remediation classes were offered for those students who needed to retake any STAR end
of course test in July.
Students received no course credit for attending any of the remediation sessions and there
was no cost to the students.
This next slide represents the 16 original credit and the 23 credit recovery courses
that we offered in our face-to-face summer school program and that was at
our academic campus as you can see I've included the total student numbers by
the program level again but I'd like to point out two specific items from this
slide our overall student number for the all three program levels was five
thousand three hundred and fifty four students these students were divided
among eight Katy ISD campuses there were four elementary campuses two junior
high and two high school campuses. For the high school program again we had
2,635 students. These students earned and or recovered 4,896 credits. Out of the
total student number 586 were incoming freshmen students. It is important to
point out that there was a 10% increase in the incoming freshman student number
from the 2014 KSAT and our incoming freshmen all took original credit
courses. Some of the KSAT courses carried a fee for the students and a few of the
programs didn't. The first three categories elementary, SSI for fifth and
eighth, as well as our EFC and tax remediation clinics were offered at no
cost to the students. The credit recovery for high school and junior high as well
as the original credit for high school were tuition based.
For junior high, they paid $150 per course for a total of $300 for them to attend summer
school.
And our high school students paid $200 per semester and if they took a full year course
or if they took two semester courses, their cost was $400 to attend.
scholarships were available for students and the campuses selected those students
this slide represents all the expenses for 2015 case out as you can see it's
been broken down to display the expense
for each program level. Our first column is our elementary expenses, second is
junior high, and our third is the high school expense. And the total is at the
bottom right. I'm going to go over that in detail in the next slide. Our total
expense to run KSAT in 2015 was $1,747,973.12.
Through tuition at the junior high and high school level, as well as the partial
state reimbursement at the elementary level we were able to recover seven
hundred and ninety five thousand two hundred and eight dollars and three
cents the revenue that was brought in lowered the overall district cost of
case at from over 1.7 million to nine hundred and fifty two thousand seven
hundred and sixty five dollars and nine cents this total roughly equates to a
district cost of a hundred and seventy seven dollars and ninety five cents per
her student to attend summer school last year.

The question I would have was regarding the high school courses of
to make up credit versus new courses.
in particular world history, why is it, why are, and this is, I'm just using that as an example,
but how do we determine what courses will be restoration and why would we not offer some of those same courses
under original credit like world history, which is, you know, probably a requirement I would make.
We've looked at, we meet, I'm sorry, go ahead.
I was answering Mrs. Fox.
We look at all the different courses and with the curriculum and the development team as well as my office and the other offices in the ESC and we determine which courses are at a higher need than some of the other ones.
We will definitely look into that in terms of, I mean, we keep monitoring the student progress and see if that's something that they are able to and are eligible to take in the regular school year.
And just to comment on that, I don't know why, but this past year I had a few phone calls about that world history and I was like, I don't know the answer.
To offer it as original credit, we can definitely put that on to look at.

Ms. Archer, do you have statistics for us for students that receive free tuition?
I wonder what the attendance rate is for that and is there attendance requirement in order to get that?
how do we make sure that the investment we're making in our students is well received and and
monitored at the elementary level it the attendance is and they have to
Be in I guess in a seat an instructional seat for 120 hours
hours.
In terms of, I mean, we definitely take attendance every single day.
And for the students, we encourage them to attend as much as possible.
We call home, we make sure that they're there.
But if they're, you know, sick occasionally, we can't track that.
Could you give us a percentage?
I think they, Mrs. Nugent, I think had that for us one time, Mr. Forney.
I remember being quite impressed when sometimes when people get something for
free the value isn't always associated with that and so I wondered the
investment we're making is almost a million dollars as a district to make
sure that our students are learning continually and our statistics prove
that they are right we just heard that but I remember being quite impressed
with the percentage of time that they spent there the number of students who
like attended all the time and I think you can get only two absences or
something and still get that something like that but i i i can't quite remember what that is so if
you if you have that next time include it in the presentation because it's i remember being so
impressive that's all mr freddy we can get that again i believe that the free tuition that they're
required to come for various reasons and the state uh well let's charge them let's all have to be
subsidized with other things but uh we get that information i i do remember that it's a state
requirement and not necessarily reimbursed but it just still was really
impressive because it kind of counter counterintuitive to the things we hear
all the time that when you get something for free people don't take it seriously
but our students do and investment that we're making in summer school or both
original credit and for recovery courses is a great payoff in my opinion so just
wondered if you had that but maybe next time thank you miss archer any more questions
thank you for your presentation that moves us to uh section nine the open forum at this time the
board of trustees will hear from patrons who wish to speak by board policy a maximum of 30 minutes
have been allocated for this forum the time allowed will be divided equally among those

I've heard Coach speak before, this might be a little longer.
First of all, it's an honor to be up here.
To address the board, I have two things I want to mention.
First of all, I want to tell Mr. Fraley, you've been an outstanding leader.
All the athletic events I've ever been to, there's not many of them that I haven't missed seeing you.
I just appreciate your support for our kids and especially in the athletic area.
At the same time, I was reading on the internet today about two or three of the
top young head coaches in the state. They've already made moves and got to
thinking. We have a lot of pride. I've been in the district now for right
at 36 years I'm sorry I don't have any children I do have grandchildren in KTISD
no children but uh anyway I know we have one of the very best districts in the
state of Texas state of Texas is a it's a draw there's a lot of people want to
move to Texas and within our state a lot of people either want to move to the
Metroplex area or Houston area and when they move to Houston they're looking out
southwest, northwest, they're looking toward Katy.
It's a destination place.
The reason I bring this up is to talk candidates to come in
and assume the position that Alton Fraley holds at this time.
If we tell him, they're going to be gone.
We have some outside.
I hope we can bring somebody in with some kind of roots in Texas,
whether it be there now or have been, as Mr. Fraley has been around the country before.
His roots are in Texas.
Not many people know where Central Heights is.
I know.
But I just want to say this.
If we're going to bring in somebody of the equivalent or even possibly better than
Dr. Fraley, we don't need to tarry.
We need to start looking now.

members of the board I'm here tonight to urge you to refrain from initiating your
superintendent search until after the election considering the fact that

May, you do not want to have a lame duck super for our schools.

Hello, my name is Keishon Patel. I'm a senior at Seven Lakes High School,
and I'm here to talk about CTE and the STEM field, which has impacted me for the 10 years that I've
been here at KDSD, so I'd just like to thank you guys. Since the eighth grade, I've taken many
engineering courses including concepts of engineering. From there I went on to
high school and took an introduction to engineering which introduced me to TSA
and TSA is not transportation security agency. It's a technology student
association and I'm proud to be the president of it this year. Technology
Student Association focuses on STEM competitions such as FBLA with business
and I am grateful that KDISD has enabled me to participate in it and the CTE
courses that I've taken in it have actually helped me win these competitions, but more than that,
it has taught me about teamwork and leadership. I meet with a group of officers every week to prepare
for the competitions ahead of us, and just recently, just last Saturday, we hosted the
first ever mock TSA trials at the newly built STEAM Center, and I thank you for building that.
Furthermore, TSA and CTE have opened my eyes to scholarships. It is the highlight of my resume,
and I talk about it greatly during college interviews, but most of all CTE and Technology
Student Association have helped me find my passion for engineering and I am proud to
say that I aspire to be either an electrical engineer or biomedical engineer in the future.
Looking back at my 10 years here at KDSD, I would like to, looking back at KDSD, KDSD
he has a great staff from Mr. Alden and Mr. Lido at Seven Lakes to Mr. Devlin at
Morton Ranch to Mr. Crow at the admin building. These are the people who take
an extra step in our education and help the kids be the best that they can be by
giving them opportunities in STEM. I know personally I've been affected by it
and I hope in the future CTE and TSA will continue to grow so affect many
students just like me. Thank you.

Hello everyone, my name is Nimra Zubair and I am a senior at Morton Ranch High School
as well as its Future Business Leaders of America chapter president.
This organization is on all seven of the KDISD campuses.
Here with me today are representatives from Seven Lakes, Tompkins, May Creek, and Taylor
High School.
Future Business Leaders of America is an organization designed to help business leaders, is designed
designed to help students develop the qualities necessary in becoming a responsible business leader.
Recently, we attended the Area 5 Leadership Conference, where 458 students from KDISD competed out of 1,250 total participants.
Events range all over the different career clusters, such as 3D animations, sports management, and business communications.
FBLA has helped introduce me to the world of business and has sharpened my communication
skills, allowing me to efficiently communicate with a various audience.
Finding this organization has helped me grow out of my shell and thankfully I can enter
the real world as a strong leader.
I would like to thank the department that made all of this possible, the Career Technology Education Department.
Without them none of this would be possible. They helped introduce
students to new career opportunities. So thank you so much for helping the average student become a future business leader.
The next speaker is William Tennant.
All right. How are y'all doing today? My name is William Tennant. I am the vice president of our FCCLA chapter at Morton Ranch, and this is Christian Witte. He's the president of our chapter. We're both seniors at Morton Ranch.
We're just here to share with you the wonderful opportunities that FCCLA has given us.
Last year, I competed in the job interview competition for FCCLA and I was able to advance
all the way up to nationals and take a one week trip to DC and my friend Christian here
got to accompany me on the trip.
We got to see many things and have a lot of adventures we never would have had without
this opportunity.
FCCLA stands for Family, Career, and Community Leaders of America. It is the only student-led
organization that focuses on family and the community. Texas has the biggest chapter in
the United States I know with 20,000 members and Morton Ranch has 110 very active members.
Every fall we do a lot of community service activities. Like this year we started off
by reading to the elementary kids at Moren Ranch Elementary and mentoring them.
Oh bless you. In October we also passed out little pink ribbons to spread
awareness to Breast Cancer Awareness Month because a couple of our family
consumer science teachers that we have at Moren Ranch are breast cancer
survivors so that's a big thing that we focus on every year. And also in December
we had donations from members to give the kids some toys that they wouldn't
have had without us and we gave them a good Christmas and that put smiles on
all our faces. In the spring actually we have coming up next week we have a
seminar about distracted driving and we actually got a card donated to
show the effects of texting and driving so that would be a cool thing to stop by
at our pet rally January 24th and um yeah we just want to thank everybody for
the opportunities we've gotten the school board I know y'all work so hard
I've seen a lot of informational stuff today.
Y'all spent a lot of money on this, so I want to thank y'all for that.
This year we have seven teams actually competing in star events.
Christian and I going back hopefully, because Nationals is in San Diego this year, so we're
going to work really hard for that.
We just came tonight to thank you for your time and continue to support our organization.
Hopefully next time we talk you're looking to have more national awards on our necks
this time.

Good evening Superintendent Fraley, school board members, and all others in attendance.
My name is Jack Janik and I'm a sophomore at Tompkins High School and I currently don't
have any kids in KDISD.
Just saying.
So we are from the Tompkins FFA chapter and we would like to take this opportunity to
invite you all to the 73rd annual KDISD Livestock Show and Rodeo to be held February 18th through
the 20th next door at the L.D. Robinson Pavilion.
This event is deeply rooted in our town's history and I know I speak for
all exhibitors when I say that we are proud to be a part of such a legacy in
our community. This year we will join the thousands who have come before us to
display the hard work, responsibility, and perseverance that raising or creating a
project has taught us. It would mean a great deal to me and the other FFA
members across the district to have you in attendance showing your support while
while we show our livestock, horticulture, and ag mechanics projects.
On behalf of the Tompkins FFA, we would like to present you with a keepsake from our chapter,
which we made in our ag mechanics shop.

Good evening, ladies and gentlemen.
My name is Stephen Talecki, and I'm a 17-year resident of Northlake Village in Cinco Ranch.
and my children are all grown my five children but my youngest four have
diplomas high school diplomas from Katy ISD and three of them attended State
universities in Texas UT Stephen F Austin and Texas State and my older son
went to University of Missouri at Rolla I'm here I'm also a director for the
cornerstones municipal utility district and we serve area both north and south
south of Highland Oles, west of Mason.
We have about 1,300 residential connections
as well as the 352 unit apartment complex.
And municipal utility directors typically serve
four-year staggered terms.
And elections are usually held in even years.
So this is our election year,
and three of our five board members
will stand for election in May.
In 2012 and 2014, we had a joint election
with kdisd and we it's very been very successful from our standpoint i my appreciation goes out to
bill haskell for helping us set that up and get it going and we'd like to do the same again in 2016.
if you look at the priest we cover area in harris county and fort ben county if you look at the kdisd
precincts that cover those areas we have better turnouts than most of the other precincts in the
district so people come to vote for our directors they also vote for kdisd board members it and the
advantage to being with kdisd is that you have so many more early voting locations it allows people
who work in different places in around katie area to be able to vote early voting in a convenient
location for them if we don't we have to do our own election we have to hold it inside our district
we don't have any public we don't have any kdisd schools in our district so we have to probably
We have it at an HOA building or something.
We're looking at alternatives.
But I really would, again, last night at our board meeting,
the board asked that I come and again request
that you consider our request for a joint election
for this year's May election.
I'm happy to answer any questions, but I would, again,
it's been a great success for us.
It improves voter turnout.
And again, I would ask that you consider our request

I'm a proud parent of four children that have all graduated,
now have all graduated from KDISD.
The three have all gone and achieved their college degrees, two from Stephen F. Austin,
one from Midwestern State.
By the way, she is now a teacher in Bastrop ISD and wants to move back home, hint, hint.
And the last graduated early from Katy High School and was a member of the 2015 Katy High
School football team that won both state and nationals.
He's now at University of Houston.
His school started today, and life just changed for him a lot.
First, I'd like to acknowledge and thank Mr. Fraley for the nine years of service to our
district and our community.
It is hard to believe that nine years has gone past so quickly.
Clearly, KDISD is so much better off today than what it was when you arrived just a short
time ago.
You've led our district through some difficult times and growth like what we have experienced
can create a divided community.
I admire how much you have kept our community along the same path towards a
common goal I know that it's not been easy and I am sure it has caused you
great pain and anguish but you've done an incredible job well I don't have your
job I have on my hair thank you thank you for your vision for our district
thank you for your dedication to superior levels of excellence for our
school district. You have left a legacy that will last for generations to come.
Lastly, to our board members, I want to address you and let you know that the
Katy community has high expectations that you will continue to set the
education bar high and deliver us a candidate who will meet or exceed our
expectations. Mr. Fraley has said it incredibly high, we expect better. I
I implore you to listen to your constituents, roll up your sleeves, and go to work.
I feel that we should begin our search for a permanent new superintendent for our schools
right away.
We need someone that shares our expectations, our vision, our passion for excellence.
We are at a crossroads.
The future of Katy ISD is in y'all's hands.
I am sure that we can all agree that an interim superintendent will not be in our best interest.
Our community needs a leader, and it needs it now, to ensure that we will remain on the
path that we have been on for so many years, a path of educational vision and excellence.

Laura Freeman Hi, I'm Laura Freeman.
I am a resident of Katy ISD and I have children in Katy ISD schools.
Tonight I'm here representing Katy ISD Council of PTAs of which I am the president and now
I already do.
I just want to give you all an update on what we're doing in Katy.
Just so you know, we're totally rocking it.
It is a complete like, I can't even begin to tell you how awesome our volunteers and
our PTAs are. We currently have more than 28,500 members in our council. That is the largest in the
state. The last I looked, the closest person or the closest council had 23,000 members. So we are
not even just rocking it. We are like annihilating the other ones, which is awesome. We are the
largest council membership-wise in the state. There are other councils that have more schools than we
do but they don't have nearly as many members as we do and if you will remember we did not
open any new schools this year so boom I wanted to invite y'all all I'm really tired y'all
I want to invite y'all to Founders Day I hope you got the email that I sent to you but our
Founders Day is going to be February 11th this year we're celebrating 25 years of Katy
Council and we're celebrating our life members at our Founders Day dinner we would be welcome
or we are be happy to see y'all all I do know that y'all all have your own lives
and you have other things to do but if you can come please let me know I'd be
happy to have you finally as well I'll let you know on February 28th of this
year our very own Lisa Johns who was council president before I was it is
going to be inducted as the Texas PTA state treasurer she is the first person
from Katy that I know who is an officer on the State Board and we are so excited
for her so if you happen to see her or if you happen to have her email address
which I can get to you in another time please acknowledge that if she we're
very very excited the largest council in the state of Texas should have
representation on the State Board and we're very very excited and we will all
be going to see her at our family engagement conference on the 26th to the
