The KISD Board of Trustees meets monthly to receive reports from the staff and to take
action on recommendations from the Superintendent.
Whereas there may not be a lengthy discussion or litany of questions tonight, please know
that we have had the agenda for over a week.
As a Board, we have reviewed each agenda item in a Public Works Study meeting with an administrative
team where we are able to ask questions and receive answers.
Thus, as a Board, we should have appropriate knowledge of each agenda item and should be
prepared for our responses concerning the content of this meeting tonight.
Mr. Fraley, will you verify that we're in compliance with the provisions of the Texas
Open Meeting Act with regard to the notice for this meeting?

particularly math and social studies. And what the teachers say about Sarah is
Sarah is the perfect role model for her peers. It is such an honor to work with
a student like Sarah. She sees the positive in everyone, in every situation.
So never know an enemy. Sarah is quite the witty one and puts a smile on everyone's face daily. Sarah, glad to have you. Welcome.
I entered kindergarten at Okee, a shy, quiet little girl. When I got home, I was crying. Do you want to know why? I did not want to leave school.
Now I'm in fifth grade and I've seen so many amazing things happen. From the
annuals like Bombser Bash and the Aussie Auction and also new
things like this year's first ever International Night.
Okee has so much to offer. I've been in several of our extracurricular
activities like Student Council, Special Buddies, Math Club, STEAM, GT, Choir, Tech
Team, Lego Robotics and Safety Patrol. I would have signed up for more but my
schedule was already full also they have phenomenal stuff I've been here for six
years and never once have I met a member of the staff I didn't like from Miss
you and Miss Lewis and Miss Padilla my fifth grade teachers miss Rodriguez the
principal and Miss cotton the tech coach all of them are amazing Odessa Kilpatrick
elementary is the place to be.

KDIC the Certificate of Achievement for Excellence in Financial Reporting. KDIC also received
the Association of School Business Officials Certificate of Excellence in Financial Reporting.
Both of these awards represent KDIC's commitment to financial reporting and demonstrating full
full disclosure in the area of finance.
Accepting these awards on behalf of KDIC is Christopher Smith, KDIC's Chief Financial

If I could, I would like to acknowledge the people that do the real lion's share of the

here? Liz is our accounting supervisor. And Liz, I'm going to ask you to come up, and
Fai Tinger as well. Liz, is anybody from your staff here? Okay. Liz has a staff of three
additional people. And this book, as you've seen it, and it's posted on our website, the
last four of them are, they've gone as high as 202 pages. They're over 180 pages now.
and it is extensive amount of work that's involved in this process and so
yes we are 32 year recipients of this award but there are changes and I'm so
impressed with the amount of work that Liz and her staff do and they they
definitely deserve this recognition
KDISD's Counseling and Psychological Services was recently selected as the recipient of
the Outstanding Delivery of School Psychological Services Award given by the Texas Association
of School Psychologists.
This award recognizes school districts that implement best practices or innovative practices
of school psychology that align with the National Association of School Psychologist Practice
Domains.
At this time, I would like to call forward KDIC Director of Counseling and Psychological
Services, Dr. Anita Horton, to accept this award on behalf of her department.

Katie High School US history teacher Rebecca LeCouet was selected as one of
12 recipients in the state for the 2015 outstanding teaching of the humanities
award the award was recently presented by state representative John Zerwas and
Chase Untermyer humanities Texas board member and former ambassador to Qatar in
addition to the award miss LeCouet also received a check for $5,000 in Katy
High School received an additional 500 for instructional materials please join

The Seven Lakes High School Symphony Orchestra was announced earlier this year as the 2016
2016 Honor Orchestra by the Texas Music Educators Association.
The symphony orchestra is comprised of students from the top two string ensembles and top wind ensemble from the Seven Lakes High School bands.
This is the third time in the short ten-year history of Seven Lakes High School that the orchestra has been a semi-finalist in this competition,
earning fifth in 2014, third in 2015, and winning this distinction in 2016.
I would like to call forward directors Desiree Ovara and Damon Archer to accept this award
on behalf of the Seven Lakes High School Symphony Orchestra.

Each year the Foundation for Music Education announces a select group of high school and
middle school bands to be chosen for the Mark of Excellence honors.
honors. This year we're proud to announce that three KDISD musical groups were selected
as national winners in the mark of excellence honors. At this time I would like to introduce
Carl Boots from the Seven Lakes, from the Beckendorf Junior High Honor Orchestra. And
then we have these two up here as well. The Seven Lakes High School Symphony Orchestra,
once again, directors Desiree Overey and Damon Archer. And then also the Seven Lakes High
and the Classical Sinfonia Orchestra, which is also directed by Desiree Overey.
And congratulations to these groups.

The Taylor High School FFA has recently received multiple honors and tonight we're recognizing
two groups who have won state and national competitions.
Please welcome Taylor High School FFA directors Jerry Shemek and Jason Sams.
First, I would like to thank everyone for being here tonight.
This is really a great honor for our program as well as all KDISD.
All KDISD FFA's strive to meet that national goal.
We set a goal at the end of this year, and our goal was to make it to a national competition one way or another.
Our students had that same goal in mind.
Those names that you see up there, they set that goal, and they received a call from Texas FFA
the last day of school of the 2014-2015 school year and asked if they would like to represent
the state of Texas in the Hall of State competition. Of course, the kids were elated when they
heard the news. They did not realize what was about to happen though. Their summer was
gone. Needless to say, we were very excited about it. The students worked very, very hard
and worked very, very diligent to come up with a plan, a design that would incorporate
all of Texas agriculture to discuss what Texas agriculture of how Texas
agriculture affects the entire world in the nation these students worked
endlessly throughout the summer to build and design a booth that was 10 foot by
10 foot but they made it seem like it was over 50 foot large the students can
say the same thing they work day after day and competed day after day against
against 50 of all 50 states as well as two different
provinces here in the United States.
They competed against every single one of them.
And they came out on top and received KBISD's first
national championship.
So I would like to introduce you our national champions,
Mr. Evan Berger, Sarah Cantrell, Meredith Domley,
Malia Galicia, Sam McClain, Chris Ortiz,
Mary Charles Rivenbark, Rachel Sorrels, and Shelby Spravelin.

Mr. Hi, my name is Mr. Schimmick.
I'm an agriculture science teacher at James E. Taylor High School, and I want to talk
a little about my 2015 F.A.
State Entomology Champion students.
Again, this includes Ryan Mays, which took ninth overall individual.
individual, Alia Scott took 46 overall, and Mary Charles Ridenbark took third overall
placing at the Entomology State Contest. The purpose of the insect contest is to introduce
high school students to the fundamentals of entomology and developments of their skill
and ID of common insects and their relatedness to using taxonomy. Understanding insects and
key species is under most importance to agriculture crops, animal production, conservation, human
and also animal health and well-being.
And you need four basic entomological principles that clues insect structure and its function,
metamorphosis, insect ID and also the importance of people.
Pretty much they know a lot about bugs.
So these entomology state winners understand what it takes to be an F, to win an FAA contest.
This included hard work, dedication, teamwork, and most of all, know how to be a successful competitor.
I'm super proud of them and I hope they made many memories that they will remember the rest of their lives.
To the 2015 entomology state winners, please don't lose your hard working methods because that skill will last you forever and make you successful.
Also, I want to thank you for all the administration, parents, and students that came here today
that the support of the James E. Taylor F.A. means a lot.
And so, again, to the 2015 entomology team and the Hall of States, congratulations on
y'all being champions.

And now for our final recognition this evening.
It is our pleasure, honor, and no surprise that KDIC was recently ranked highest overall
among school districts in the Houston area by the review site Niche.
Niche provides rankings and statistics on K-12 schools across the country.
School districts are ranked on academics, health and safety, diversity and quality teachers.
Academics is weighted the heaviest at 50% of the ranking.
Academics takes into account performance on state tests, graduation rates and AP enrollment.
In this category, along with teachers and diversity, Niche assigned KD and A+, just
like our middle name.
The district receives a B plus in health and safety, resources and facilities, and a B for extracurricular and other activities.
Statewide, the district also ranked 13th.
KDIC is the only large school district ranked in the top 20 by niche throughout the entire state of Texas.
At this time, I would like to turn it over to Board President, Mr. Charles Grafton.

What an honor to receive this award.
It says a lot about our community.
It says a lot about our district.
It says a lot about our kids.
This recognition tonight is a testament to how successful a school district can be when
parents, board members, staff, community work together to reach a common goal.
Students, parents, staff, community equal KDISD.
This is who we are and NICI has recognized that this district is doing what it's supposed
to do by giving us the number one rating.

and I got some good words for you sir it's under it's under your watch that
that we've seen these students go from average to outstanding.
You've managed a surge of growth while giving the students
unparalleled learning experiences.
You're helping our students achieve our vision of Be the Legacy.
I can't tell you how proud I am to have you working as our superintendent,
helping our kids grow to become all they can be.
So on behalf of the Board of Trustees, it is my great pleasure
to recognize these accomplishments and the role each and every one of us
play to make KISD a premier school district

It's been nine years now.
Nine years.
I want to thank the nearly 73,000 students, nearly 9,000 employees, and over 300,000 plus
residents of Katy Ashton and Promper because we're not perfect.
We do a lot of things right.
I want to thank everyone for their support and for the fact that we have continued to
grow and yet we continue to knock it out of the park.
and that is not because of me alone it's because of everyone pulling together as
you said your remarks and if we keep doing this I think we'll be recognized
more and more so thank you all for your support while that we're doing and
proud work we have ahead as well
and that concludes recognitions this evening thank you very much that'll
bring us to section six to the report section planning for growth mr. Dunlap
good you good evening my name is Scott Dunlap I'm a energy management
coordinator and demographer for the school district I've been asked to come
up and talk today about one of our ABMs that we've got on the table today which
which is going to be for West Memorial and for Nottingham Country.
And what we want to do is just kind of tell you where it is all of this started from.
One of our big start big problems is West Memorial.
West Memorial is the third smallest capacity school that we have.
It's 680.
And we have over 800 students in it right now.
We'll have over 900 students into it next year.
We're projecting to have over 1,200 within three years in it.
Now, why is this happening?
It's not like they're building houses in West Memorial or anything.
It's because of apartment growth.
Apartment growth right now, there's 15 apartment complexes either under construction, open
or planned inside of the West Memorial tenant zone today.
So what we would like to do is we would like to move some of these students around.
So the first thing I'm going to talk about is I want to talk about some of the options
options that we had. We look at West Memorial right now, it's got six portables on it. We look to other neighboring schools to it and how can we give it some relief? Well, what we'd like to do is we'd like to take Lane Use Zone 44, which is this area right here.
Ladies and gentlemen, 44 is the crosshatch piece up towards the top and the center.
What that is, it's four existing apartment complexes.
Those are located near the Metro lot.
They're between West Green and they're between Mason Road south of I-10.
There's also two more that one just opened and there's another one that's starting construction currently.
It's coming up out of the ground right now.
So we'd like to take those students right there and move them over to Nottingham Country.
Now one of the options, other people have come to us and said the Nottingham, the part about Nottingham is where else could we take these students?
And one place we looked, a lot of people were saying,
it's Memorial Parkway Elementary.
Well, when you look at the geocoded students, Memorial Parkway Elementary looks like it has room for it, but it has a giant bilingual program.
It has about 260 bilingual students that are in it.
And the bilingual students are coming from everything east of Mason Road.
Why do we put a bilingual program there?
That's where the majority of the bilingual students were.
We don't necessarily have to pick up a program and go move it to another school if the majority of the students don't live within that attendance zone.
So another option was Nottingham Country.
Nottingham Country, like I said, was 1,053 is their capacity.
And they've got 630 students in it today.
So the idea was to move those 225 students for next year from West Memorial to put them into Nottingham Country.
With that little bit of a change there, there are some programs that we know that are in Nottingham
Country. We know that there's some staff that's probably going to have to get moved around because
of some itinerants that we have there. But for us, we felt like it was the best idea. You know,
it's do we have room, other buildings? I don't really think so. Cimarron, we can look down south
out to Cimarron. Well, Cimarron's further away
than West Memorial.
And taking them to Cimarron,
they have portables now.
So, in the long run,
we felt like this made the best
option for us, for the
district as a whole.

All of the
Nottingham is under.
capacity, but it has added programs in there. Will any of those programs have to leave because of this?
Or will they be able to be housed there?
For me, I'm not the right person to answer that question.
We need to take a look at the programs and the staff that are in Nottingham right now.
We believe there's room now. There will be staff that has to move.
Whether or not programs need to move, we still need to analyze that.
there is room within the district to move programs if we need to though
president mr. Jabril um two questions I'll go together here what is the feeder
pattern for these kids now and what will be the feeder pattern if this change is
made lanes are 44 currently would be its West Memorial West Memorial junior high
and they all got to take our high school so this change would kind of help in a
way because it would at least put students together at nottingham country and then there
would be a split and it would it would make a split feeder for nottingham which is not now
but then everyone would be back together back at taylor
so there's no change for the junior high or the high school with this option
miss fan this is piggybacking a little bit on ms fox's question last year when i visited nottingham
in the first day of school, there was itinerant workers who were housed at Nottingham.
Are there still, are classrooms still being used for that capacity,
or are they all pretty much for student programs?
Today there's three classrooms that are being used by the itinerants.
So they would most likely leave?
They would most likely leave.
I've got a quick question here.
So we're talking about students, right?
and we're trying to give them the best education that we can so we have a
school that's overstaffed and we're just trying to balance our our students so
that they get the best education so we're taking a school that is almost
half a little over half full and we're utilizing our resources to the best we
can taking taking as many variables as we can and to play when you take a
school that's not fully full of students and you start adding students do we
start adding teachers do we give them the resources necessary it really I
think kind of improves the school when you get it up near its numbers if I'm
not correct it's there's definitely gonna be staff added with 225 additional
students coming in it will be able to absorb it all so there will be
definitely will be staff added. Thank you. Any other questions? If I could add a
little bit to that too, well not only will it assist in the staffing, adding
staffing, it will probably also allow additional resources to be put at
different programs within the school because you just have more students
there to spread it across the campus. The larger number of students you
have typically the more variety you're able to have we have since i think miss fox was talking
about this we do have some special classes in there that take up a large number of classrooms
i believe at that school so that will really i think help you utilize that school like it was
designed miss fan this is just for my personal knowledge you said adding these 225 kids now
Now we'll make Nottingham split to the feeder pattern for the junior high.
Which two junior highs?
Would that be McMeans and Memorial Parkway?
You've got Parkway Junior High, and you've also got West Memorial.
Okay.
I didn't know if it was McMeans was in that figure,
if it was West Memorial or Memorial Parkway.
That's just for my knowledge.

The maximum amount of time allowed for any one speaker is five minutes.
Our Sergeant-at-Arms, Mr. Joe Adams, will alert you when you have 45 seconds.
That's different than normal since each speaker is only going to have 1 minute and 45 seconds
today.
Individuals who have written comments to present to the Board should provide them to the Chief
Officer of Communications, Government Relations and Administrative Support, Dr. Andrea Grooms.
These written statements will be shared with the Board after the meeting.

As an investigative reporter, historian, writer, and editor, I've had within my time seen and heard many lies and many truths.
I have seen public officials do the Texas two-step in every state.

who are not happy with you or you, Mr. Griffith, or this school board. Not at all. And it pains me,
Mr. Fraley to have to ask you for please retire or tender your resignation tonight and

The first time in the history of two superintendents sir, mr.
Evan will you please direct your comments to the board the we're here to hear and I'm not happy with the bullying that you have
Done that's my number one complaint. You are a bully. I don't appreciate being called a thorn
um 45 seconds mrs. Babin excuse me 45 seconds um it's an embarrassment the the
press conference was an embarrassment to destroy we had children riding in the
streets and you couldn't be bothered with helicopters flying over when you
dismissed teachers during the day and you never had a press conference it's
long overdue for us to have a town hall meeting we had one years ago you've been
here nine years that town hall meeting was very successful we need another one
So, please Mrs. Babin, direct the board, not the superintendent.
Well, if I were to direct you, your grade is an F and a U, a failure and an unsatisfactory,
Mr. Griffith.
And the only one that's receiving a passing grade would be Mr. Mihalski, surprisingly
enough.
So, we are not happy with you at all, at all.

Our next speaker is a Miss Lori for KDISD Business.
Last time I was up here my faith was questioned. Mr. Dubrow, Mr. Griffin,
there shall be no idols before you. I came back. There was a 12 year old young student here that
that was called a liar by this district's one employee.
That is unacceptable.
I saw the assignment.
Not only did he stand up and talk in a press conference
about not having other parents or students back it up,
but I had just completed an interview internationally
10 minutes prior to your press conference with those parents.
Our faith is allowed by our Constitution.
Matthew 19.14, let the children alone and do not hinder them from coming to me for the
kingdom of heaven belongs to such as these.
I believe we have a deacon, a pastor, a superintendent that claims to be a Christian, and I believe
someone on this board is also trying to help build a church.
now I've been called a liar by this board and by your one employee for years this community is
waking up to who was telling the truth and who is continually telling the truth I suggest you

I have two children that are currently enrolled.
As a Bond 2014 committee member, the experience was extremely educational in regard to district
utilizing resources and good stewardship to ensure money was not wasted on underutilized
facilities and that sustainability of all district facilities should be a
significant factor in determining bond expenditures prior to use. A primary
element of the bond committee meetings was the understanding of a facility's
functional capacity compared to the design capacity to demonstrate the need
for new schools while maintaining the space for KDISD's wealth of excellent
special programs. The initial ABM recommendation involved two aspects of
growth new schools built to alleviate overcrowding as katie continues to expand and two relief of
specific landlocked schools that have become overcrowded due to particular developments
the abm presentation only used one principal factor to determine the initial recommendation
which appeared to be geocoded enrollment 45 seconds sir the bond committee present
presentations taught us that it is not sufficient in attempting to balance enrollment or ensure all
facilities are properly utilized but unfortunately that is the methodology
currently used for Katy ISD ABM this single item approach does not align with
the recommendation of sending additional students to Nottingham Country
Elementary that is currently growing faster than Pasa can even predict but
not to the declining Memorial Parkway Elementary or Cimarron Elementary both
of which received bond funds and rightfully so as I visited them for
comprehensive renovation including building additions and parking with
With declining geocode enrollment at both schools, MP and Cimarron, this is an excellent opportunity to use bond funds to reach even more students.
With West Memorial crossing two quadrants, I offer a recommendation.

Good evening. I do reside in Katy ISD, and I currently have one student enrolled in the school district.
I'm concerned at that only design capacity has been taken into consideration in regards to the
ABM and how it affects Nottingham Country Elementary and functional capacity has been
disregarded and in order to reach the rapid influx of students that the ABM suggests we will need to
use every inch of structural space inside Nottingham Country Elementary for typical
academic instruction which puts all of our special programs at great risk everything
Everything from computer labs, STEM labs, GT class space, and most importantly our special
needs programs which are housed at Nottingham Country Elementary.
The presentation that was right before this open forum said itself that we don't like
to move special programs if we don't have to.
And that was cited as a reason to not move students out of Memorial Parkway Elementary,
but you're willing to move the special needs students out of Nottingham Country Elementary.
And that just doesn't seem to work out for me.
me I asked the board to consider splitting the burden of the landlocked
students and it there won't be any new schools built in a landlocked district
so let's look into further options I'd ask you I have peers here this evening
that are going to hand in a considerable amount of data to you I'd ask that you
take time to review the data and and look at alternate options before sending
all of the students our way thank you thank you our next speaker is Shelly
Landry.
Hi I'm Shelly Landry. I have three kids, eight, six and four. They two of the
oldest, third and first grade at NCE and I'll be really fast, I don't have a lot of time
but I just spent hours of my life I'll never have back so please read the
package and really what I did with the packet was I took ABM stated goals from
your presentation on November 16th and went through and basically showed how a
lot of your stated goals do not match with what you're doing with the NCE
borders functional capacity was mentioned and when dr. Guzman came in
October and presented her growth charts from what I watched from your meetings
she said that oftentimes data can be a grassroots effort sometimes numbers can
be off the main thing to look at is trends is it trending up or is it
trending down and what we have on this border of this LUZ 44 is two schools
trending down why Nottingham is turning up and if you look in the past the peak
45 seconds.
The peak of Nottingham was in 2002, so we are regenerating as a neighborhood.
And the peak as a neighborhood, as the current ABM, was 980-something students, and that was at our current ABM.
And you are talking about adding LUZ44, which I have based on the ABM, which is 264, 269 students.
If you look at my chart, what we're talking about here is a school that's going to be
seriously overcrowded, potentially even in three years if it's at the current growth
rate of 8%.
And I just don't think that that's a great idea, especially considering you have two
border schools that are trending down and are getting $15 million each in bonds.

here at ISD, one that is in second grade and one that will be in kindergarten next year.
I have handed up to the lady over here a packet that I literally spent the last four days of my life for 12 hours a day preparing.
I was asked to come speak here today on behalf of at least 65 parents at Nottingham Country.
One of the exhibits that is in this packet is a petition that was signed by at least 45 of them.

If everyone could raise your hand from Nottingham Country.
We are extremely concerned with this plan that you guys have proposed.
Our main concern is that NCE cannot handle the amount of students that y'all are proposing put in this school right now
The statistics that you have are based on design capacity. Yes, Nottingham Country is designed for
1053 students but Katie ISD itself has said
in a
2014 KISD facilities planning and construction committee records ma'am that design capacity is not a good indicator of building utilization
because it does not account for program space. The program we're concerned about
is the special needs programs. Of the 12 programs KDISD offers for special needs
students in elementary school, Nottingham Country houses four of them. They house
Y-CAP, E-CAP, TIP, and ACIP. These are severely autistic children and medically
fragile children. We have seven classrooms designed for these students
and each classroom only has five to eight students in each of them because
because they need that attention and they need that space.
And these classrooms have been designed to help these students
in whatever capacity they need.
This proposal would take those...

Good evening. My name is Jeannie Budke,
and I've been a Nottingham Country mom and volunteer and PTA board member and
officer all the way since back in 2000 when my oldest started kindergarten
there NCE is projected to grow organically as both Green Trails and
Nottingham Country neighborhoods regenerate with younger families we have
some very special programs for autistic and medically fragile students at
Nottingham and these students could suffer with a change in school before
programs use seven of our classrooms the few classrooms with itinerant programs
simply cannot hold the 300 new students that were expected to get from the ABM
Nottingham will be overcrowded soon I understand the difficulty of the
crowding at West Memorial Elementary and I'd like to ask the demographers to go
back to the drawing board and consider some other options such as 45 seconds dividing luz44
so the burden can be shared moving the two-way immersion and or the bilingual program from
memorial parkway elementary to let them help with west memorial's overcrowding or looking at a
district-wide rezoning that would promote pure feeder patterns for all of our district schools

Good evening. Thank you for having us here tonight. My name is Jack O'Brien and my wife Carrie and I are proud parents of three KDISD students to one coming in kindergarten next year.
We both love Nottingham Country Elementary and are both volunteers and active there.
In fact, so much so that we moved away from the neighborhood, realized what we had done, and moved back to Nottingham Country Elementary.
With the growth patterns described in the communication from the district, it shows
that the pattern over the next three years is one of growth for Nottingham Country Elementary.
Since my oldest child started kindergarten in 2011, the kindergarten class has grown
from four classes to six classes, showing that organic growth.
We are concerned that an additional up to 300 or more students would be tough combined
with that organic growth.
On the other hand, by the same data provided from KDISD, it shows that two schools neighboring West Memorial,
Memorial Parkway Elementary and Cimarron, are in patterns of population decline.
Forty-five seconds, sir.
While the data shows Nottingham Country Elementary to be underpopulated,
it does not take into account the autistic and special programs our school uses space for in the district.
Of the parents we have spoken to directly about this program, and who some of you have heard from,
There is great concern that the students would have to disrupt their program pattern.
We are also concerned that our school does not have enough space to accommodate the increased
use of school buses.
This combined with a lack of neighborhood sidewalks for walking options presents a safety
concern for the students.
We respectfully ask that this ABM be reconsidered and at a minimum given more time for discussion
and include the possibility of splitting LUZ 44.

Mr. President, I'm speaking on behalf of Rylander, which they didn't do a presentation, so I was expecting that.
Anyway, I'm here with my wife, Ann Jeanette, and I represent a lot of families here from Rylander.
And we live so close to the school that none of us have bus service.
and instead of talking about my opinions and stuff we all got together and talked
about some solutions. I'd like for y'all to consider up to four. One is something
we teach all our kids is just patience. Maybe taking a year off to get more
demographics to solve some things some previous speakers spoke about just to
keep the data more fruitful and closer to it. I believe we wait a year we will
see that maybe Rylinder doesn't have to be rezoned this year and maybe
more data will come in the second is there's a block a land use block of 61e where it's very
close on falcon landing that has an up complex going up we're not sure when they're going to open
there's some forecasts and i stress forecast but we don't know how many families will come from
that it sits on the border of rylander and kilpatrick and one of the uh answers could be
to zone to kilpatrick as there are 200 kids below us so i'd like for you all to consider that also
Another long-term solution that could be good for the ISD is Zones 54A and B, which are the furthest from Rylander, and feed into other junior highs, not Cinco Ranch Junior High or Cinco Ranch High School, but feed into Wood Creeks and Katy Junior High and High School.
They could be considered for not only an immediate solution, but a long-term solution.
And the last, I want to stress this, because this is something that can be considered very easy without resources.
But maybe the answer is allowing certain grades, like the fourth grade, to be grandfathered
in and allow the state just one more year for their fifth grade before they enter a
very critical junior high and high school.

Hello, my name is Jana Miller and I'm the proud parent of two children at Nottingham
Country Elementary.
One of them is in the YCAP program.
I am speaking up for him because he cannot speak for himself.
He has severe nonverbal autism.
Thank you so much to all of you in the school board and thank you to the excellent teachers
and staff at Nottingham.
A stable YCAP classroom is vital to any progress that our kids with autism can make at this
point in their lives.
It is their lunchroom, their playground, their safe space, and their home away from home.
I am here because I'm concerned that these changes, any change is a non-trivial thing
for kids on the autism spectrum.
Many of our kids need to be on a highly regimented daily schedule.
Any variation can mess up the entire day.
If we make so much as an unexpected U-turn while driving, it can cause a meltdown that
lasts for hours.
and no amount of parenting can calm it. Trust me, we've tried. A change to the
classroom environment could cause massive setbacks because our kids may
take considerable time to readjust to any new surroundings. At the very least, they
will have to reestablish a basic trust that things won't suddenly change again
and they may have severe anxiety issues which halt the learning process in its
tracks or cause regression. There would also be higher risks of escape due to
the change and trying to find their way back to their original class.

And what hurt most of all is that I lost a few of my close friends.
But I'm not here to complain.
However, it's because of your actions that these things took place.

Yn ystod y tairlun hon, roedd Cadiastis yn cael cysylltiad â'r farchnadau
ariannol RBC dros y 10 mlynedd. Mae'r ffyrdd wedi newid. Yn ôl 2007, roedd Emil
Sean-Horst yn ein cyngor ariannol. Yn ystod y tairlun, roedd Ryan O'Hara. Yn 2012,

Ar ddewis 3, mae yna ymgyrch o gyfrifo'r holl transaccion dros y 10 mlynedd.
ynghylch y triwnglau rydw i wedi'u cyflawni. Mae'r rhain yn cyfrifol i'r cyllidau
ymdrinol. Ac gallwch weld sut mae hynny wedi
dyfynnu ers 2005 i'r lle mae'n ei fod yn heddiw,
yn 2015. Gallwch weld bod ddau transacciwn
fach sy'n ymlaen o 1%
ac mae hynny'n cyfrifol i'r transacciwn
ffyrdd ffyrdd sydd gennych chi, gyda'r cyfrifoedd yn
yn low. Mae hynny wedi bod yn gweithio'n dda iawn. Ond rwy'n credu, mewn cyfnod, bod y
distric wedi gallu sicrhau gwerthu ar gyfer y cyllid, sydd wedi'i bwydo i'r distric i
symud ymlaen gyda bwnc rhwystol, a hefyd gyda rheoli ei fwytau.
Hefyd, fel pwynt olaf ar ddewis 3, mae'r gwerthu sy'n gysylltiedig â hyn yn

a dyma gyfnod ar ffoci 4, y cyntaf ohono, yw ymgymryd â'r iswant o hyd i
275 miliwn o awdurdod cyfnod. Yna mae'r dau eraill yn ymwneud â ffordd o
cyllid y byddwn yn mynd i mewn. Felly ar ffoci 5, mae hynny yn fwy o gyfnod. Ac ar ffoci 6,
yw'r cyfnod cyntaf o'r perygl cyntaf, sy'n gwerthu hyd at 275 miliwn o
awdurdodau yn ystod y cyfnod neu i ddilyn y prosiectau ysgol newydd, fel y
ysgrifennodd Mr. Smith y wythnos diwethaf. I'r dde, mae gennym
cyfnod cyfrif ar gyfer y cyfrifion a'r cyfrifion, ac mae'r rhain yn cyfrifion ar gyfer y cyfrifion, ac
a'r cyfnod i'r ddeall. Rhai o'r pwyntiau mawr yw, un, mae'r fath yn ystyried
ei fod yn lleihau cyfrif gwerth 3.87%, sy'n olygu ymlaen â'r hyn a oedd wedi'i bwysigio
yn y cyfnod cyntaf yn eich eiliad ffyn, ac mae hefyd yn galluogi'r distric i
cadw'r llwyr i ffynnu yn y cyfnod o 40 i 39, sy'n
felly mae'n bositif. Ac ar gyfer y cyfle, os yw'r 275 miliwn yn cael ei gael,
mae gennych chi dros 293 yn gael ar gyfer gael y cyfnod ychydig yn y flwyddyn nesaf.
A'r pwynt yw, erbyn hyn, y cymhariad ar gyfer y bwrdd yw i syndicat
arwain ac ystyried cyfrifoldeb, syndicat o 6 i 8 aelod i fod yn gyfrifoldeb i sicrhau
yn cynnwys cyfrifoldeb yn y marchnod. Ac mae hynny hefyd yn cynnwys gwasanaethau cyfraith
yn yr un pryd byddwn yn edrych ar gwerthu. Mae hyn yn cynnwys ein bod yn y marchnod yn
mis Ionawr. Felly, dyma'r rhan sydd yn ddiwylliant yn y bwrdd sydd wedi'i wneud. Mae hyn yn debyg
i'r hyn a wnaeth y Bwrdd yn ymwneud â'i wneud yn ôl blwyddyn yn ôl pan oeddem yn gallu sicrhau'r
a'r cyllid ar gyfer eich ysgolion.
Yn ystod y 7,

Mae'n ddewis y flwyddyn nesaf, ond gyda'r penderfyniad sy'n cael ei ddod o hyd i'r dyfodol,
mae cyfle i'r Bwrdd roi cymorth i'r staff ar y cyfle iawn i lansio'r cyfrif ar gyfer gwerthu ar ffons
nad ydynt arall yn cael eu cyflwyno'n effeithiol.
a'r ddau oedd lle mae'r gwasanaethau yn seiliedig. Mae'r rhaglen yn eithaf
ddewisol i'r Banciau Wells Fargo. Mae'n un o'r unig banciau sydd wedi llwyddo'r
gwaith yma drwy Swyddfa Arbenigol a chyfarfod amdanyn nhw. Mae yna nifer o
gweithwyr eraill sydd wedi sicrhau'r dechnoleg a chymryd hyn yn llwyddo'r gwaith.
Ac yn y bôn, mae'r ffynion yn cael eu prynu ar y ffarns ar Wells Fargo,
a'u lleihau ar ffarns ar Wells Fargo ar gyfer cyfrifiad ar gyfer 12 mis,
ar gyfer 12 mis ar hyn o bryd.
Ac yna, ar ôl blwyddyn o heddiw neu ychydig,
bydd yna'r cyfrifiad i gyfrifiad i gyfrifiad heb ffynion,
sy'n cyfrifiad llai.
A dwi am adnabod ei fod yn cymryd y cyfrifiad i'r ddistriwm a Wells Fargo
i symud i'r cyfrifiad llai.
Ond mae'r anghenion yw bod y cyfrifiad yn mynd i'w cymryd.
yw'r peryglad cyn i chi ddod o hyd i'r cyfnodau y gall y staff
gweithredu'r transacwn. Byddwn ni'n ei angen at leiaf 2.5% o ddiogelu ar
transacwn gwerthfawr yn ystod y modd cyfrif, ac yna 4% ar ddiwedd y
cyfnod. Mae'r ddau cyfnod ar gyfer taro'r cyfrif yn cael ei gwybod wrth i chi
sefydlu'r cyfrif gwerthfawr, felly mae'r holl... mae'n test agored, os ydych chi'n gallu.
Ar gyfer cyfnodau'r cyfrif ar gyfer y cyfrif, gallwch weld nad ydym yn cyrraedd y
y trethol, ond y meddwl yw cael yn gallu mynd i mewn i swydd i ddarparu llesiant i'r
distric i gael cyfrifon ar y cyd-dealltwriaeth y marchn. Felly dyna'r
ail ordd sy'n cael ei lleoli cyn i chi. Mae'n cyfrifo cymaint o 45 miliwn o ddolwg

yw'r ffynion tax amlygol ac mae'n am about 85 miliwn o ddiddordeb ymarferol, ynglŷn â'r 2007B a 2008A.
Y program yr unig gwahaniaeth yw pan edrychwch ar y gwasanaethau, gallwch weld ein bod yn uwch i'r
tri, y marchnod diwethaf. Os oes gennym ni'n bod yn ystod y ffynion tax, rydym yn uwch i'r 2.5, mae'n am
3.84% o wasanaethau ac yna gyda'r wasanaethau ystyried i fod rhywle rhwng 6 a 8%
ar gyfer cyfweliad. I'r dde, gallwch weld nifer o ddiddordeb, Cymru, Caelr, ISD, Garland,

future so for and that's the third parameter for the board's consideration
and so we wanted to also circle back to you and the board had previously given
the staff for the authority to lock in other savings on bonds authorized up to
250 million and we want to give you an update on that you know currently only
only $25 million of those bonds are actually eligible would meet the threshold that governs when the staff can pull the trigger,
a 4% present value savings, again, and all the savings are net of expenses and fees and costs.
And so if we had an opportunity to pull the trigger today, it would only 25 million in debt would be impacted,
saving taxpayers over $6 million.

And this is preliminary for each transaction that we probably will be, you know,
asking the board to execute that's executable and meet the parameters.
And so what we've done is estimated the underwriter's discount.
We've estimated, you know all of the different costs, you know the professionals involved and just wanted to note that again
The savings that were contemplated about three point eight seven on a new money three point three
Here's the all the true interest costs of three point eight seven on the new money

Refunding and about two point four six percent and we don't expect rates have an opportunity to refund
fund forever, but we take advantage when we can.
And on the last page is an article from the bond buyer that just has some information
for the board's pleasure as it relates to what underwriter's compensation is for different
types of sale, notably negotiated versus competitive.
On the competitive, the gross underwriting compensation is about just under $5 a bond,
and for negotiated it's averaged about 4.62 this is taking all the different
types of compensation across the nation you know for the first part of 2015 so
just want to present that to the board and we'll entertain any questions
president mr. Dubrow go to page two I have a question I'll make sure I'm
reading this correctly here. BDI is the 10-year summary of transaction
performance. Am I reading that over the past 10 years you saved this over $88
million through negotiating and some competitive sales? Am I reading that correctly?
Right. Not all transactions listed here was a, yes or you are reading that
correctly but not all of them were refunding some of them were just new money but those
that were refunding they had savings estimated at $88 million and you know that's actual
savings and so that's yes.

we started a big splat of refunding and I got a rather heated email that says
you need to refund right now right now you can save five million dollars I
can't believe you guys aren't doing your job message man just give him a second
and y'all ended up coming with the first batch with over a twenty million dollar
savings so thank you very much for taking the time looking at the markets
and taking action when you think is appropriate

Piggybacking on what Mr. DeBrell said there, is that the amount savings is to be congratulated.
I think one of the questions I would have for you is that as we refund refunds, which we do, correct?
We refund refunds?
We refund primarily new money bonds.
But we have refunded refundings.
Sparingly, because the federal tax code only allows you to advance refund once,
and then once you get to the call date, then you refund a refund.
So that being the majority of your debt is

are not called not currently callable until next year and so you know there's a threshold that for
For policy purposes, your staff has worked for years over 4% savings,
and irrespective of what type of debt that's being sold,
if it doesn't meet that threshold, it's not being executed, sir.
Mr. Smith, you sent me some information, and I appreciate that very much,
regarding when Mr. McElwain will be spending all of our money.
And what I wanted to know, and maybe Mr. Greer has an idea about this too,
is is there any opportunity here to sell the bonds now and then have delayed
delivery so that we won't incur the interest charges between now and then
are we going to need all that money upfront just want to hear you in normal
tone as far as the other board members so they can understand our the sale is
based off the cash flows that we develop and I will admit that the cash flows are
very educated guess they're educated guess but the cash draws would to be
deterred would be contingent on things like weather delay or something if we
had a big weather delay it could change those cash flows or great weather could
speed those up but our experience that that our construction accountant and up
in financial services and working with mr. McElwain and his whole crew is as we
drop in how we've spent the monies for the schools that we've built
historically and that's what that is is it's in our best attempt to see how
we're going to need that money so no we will not need it all when all those
funds when they're delivered in March February or March we will need them
throughout the course of the next calendar year from March to February or
March that's historically how we've done those sales we've done one transaction
transaction each year based on the cash flow needs of that transaction.
But can you do a delayed delivery based on that?
Well, a delayed delivery in terms of setting interest rates today and
delivering some bonds beyond what 30 days hence would cost would be an added
cost to the district and of several basis points depending on how far you
delay.
delay. If you're saying let's delay the time which we lock in the rate until it's closer
to, you know, so if that's what you're saying now you're taking market as but delay, sorry
that's a great question, would encourage us to possibly be on 30 days typically, maybe
check after 35 days. And back to your first question about the cash flows, the ratings
that we get from Standard & Poor's and Moody's typically only good for 30 to 45 days and
it has to be refreshed and, you know, there's an ask for cash flows and they ask for us

Competitive versus negotiated rates and this is about the process not the person
I want you to hear that.
The thing that I'm seeing, and I realize you've got a page in here that talks about competitive
versus competitive regression negotiated with the rates and error.
Even since we talked last time, I have continued to investigate and find that in nearly all
all cases that competitive always wins out over the negotiated i realize that what you're going
to say to me is well it's more than just about the rate if there's other factors involved in that but
when i when i think that we as a board and we're talking about things we'll be talking about other
things here in a minute about finances and we as i said before is that when we whether we're buying
buses building schools whatever we always go out for bid and I realized
that we've done it the same way for ten years but my mama told me if everybody
else jumps off a cliff you don't have to jump off that cliff and all I'm saying
to you is this is that I hope mr. superintendent that we will take the
opportunity to have further discussions regarding this to learn more as a board
I know more about this and I feel like I'm a better board member because I do
Because I took that I studied it. It just it was a passion for me

And others it's a different thing to do that. But this is a passion for me to do this

I think that we would all be better off to have a better knowledge about what we're talking about doing it.
I mean, I'm still very much in favor of doing a competitive bid because I think that it's better for this district.

And without a doubt, I think this board has taken great pride in the results performance over the years.

parameters and we operate within those parameters and we try to maximize savings and efficiency

if i could explain my request for that first of all the 2014 by committee members to me are heroes
They put the name on the line and they took some great risks.
I lost the numbers of the meetings in months, but it's a lot.
And they're very well informed.
And I would do nothing to dishonor that.
Nothing to dishonor that.
During the deliberations, we know that the hottest issue was something called football stadium.
And they went back and forth and back and forth through it.
and I'll tell you, they put the staff through the wringer appropriately,
and they agreed on some work.
They agreed on a number, not to exceed amount, for the stadium,
realizing that a lot of what they were asking for,
such as 12,000 seats for a 10,000-seat budget, would be a tall order to fill.
They talked about the second story of the field house
in the context of having stadiums side by side.
How do you help offer the sound?
They agreed on the second floor, shelf space, as a phase one.
I think there was a talk about phase two, do the build out.
Because if you're not going to ever build it out, why build the shelf space?
The Board, when you saw the presentation a month or so ago, asked us to come back with
an option of building out the shelf space.
So we brought that to you all last Monday.
You all discussed it.
several questions were asked about it and it was moved to consent by the board
without a single dissent something changed since that time there were some
phone calls made to by committee members and not all but some and in a lot of
concerns been expressed that does not reflect I think the intent of the board
or not the intent of the administration to sneak anything by anybody what we're
being told for work what I'm hearing now is that there's a $50 million price tag
that big seated period you construct the stadium and the presentation I was been
that the second floor build out is stadium construction and we bought you a
price tag about 2.9 million or so for those projects that amendment for
whichever one it was and yes that would make if you call the second place moving
moving from Phase 2 to now with the funds, adding the stadium cost,
it will be adding stadium cost later.
It was pay now, later, or never.
So if it's seen by the committee as not honoring their work,
we'll have to shell space with bond funds or GOF funds now.
To me, it's just honoring their work.
I don't agree.
That's the intent.
If you ever build it out.
out. So I think we're down to this point. If there's agreement, I'm not sure if there
is because I called, I was waiting to hear from the bond committee's chair. Never heard
from him so I called him today myself. This is all news to him. He's the chair of the
committee. His recollection was not like what I'm hearing but was more like what we understood.
But it needs to be talked about.
We either pay now, later, or never.
And so I think we have some options that I would ask you to consider as a Board.
If we see value in going forth with the spirit of the build out, as was intended in Phase
2, let's make certain we have a conversation with either the Bond Committee or the Bond
Oversight Committee and see if they're on board with it, if their interpretation is
desires across the Bond Oversight Committee, Review Committee, they have impartial folks
as well as bond committee members.
So that could be a good form to have.
Or if there's concern about cost being associated with state construction, you remove the shell
space completely.
Because if you build it out, and that's seen as the cost of the stadium, now when is it
not the cost of the stadium?
And everything we've heard is that you'll pay an X amount now, but a lot more later.
You kick the can down the road now and pay through the nose later.
Another option would be to alter the stadium itself plans.
Either remove 2,000 seats and go back to 10,000, or remove some parking spaces if code allows that.
and other aspects so that if we want to do the second story build out those
funds are used for that that would cause us to pull up the stadium down now and
ask the team to go back into some redesign work and I tell you they have
worked hard to get the stadium cost within what was allocated and the longer
we delay that I think the more riskier it gets to getting the cost down even
the cost down that we have and i can i can i can see the scope having to change delay too much
longer but again my concern though is that if the bond committee members and all of them have not
been talking with yet feel the same way then i want to respect that they put the name on the line
thanks sir questions mr president miss fan how often does the bond um oversight committee meet
between now and the two-year process we're looking at or even meeting after the stadium opens they've
had one meeting now I don't know when the next one schedule because thing at least the casper's
it's kind of working though I believe the next one's February and they meet quarterly but we
could at the call though the committee chair all special meeting was the understanding when this
these committee members of the oversight committed to now more meetings and more
time towards this is already a passion many of them coming from the bond
committee coming from that committee would they were they given the
understanding that when savings occurred from anywhere in the scope of this bond
package from every project that they would be involved in considering how
how those savings were going to be spent.
Was that something that was the understanding
of this oversight committee?
I'd have to look at the chart itself
because I think the board still has authority over this.
And anything that would happen would be a recommendation.
And we've done that in the past
with a couple of schools on board.
What I'm hearing though is not just bond funds.
It's UOF funds as well because that's stated cost.
And with that in mind,
you know the technology budget was cut very deeply by the bond committee.
I've doubt very seriously if they would take offense. We identified a great need
that we found some GOF funds to cover the cost and I guess I see all these
things as being important if we feel that that's what is needed to help serve
our children better.

I feel the same way about the bond committee you do.
200 of the hardest working people and most caring, considerate and dedicated to making
sure that the process was thorough.
Many of us attended those bond committee meetings and we walked from room to room to room and heard their heartfelt discussions and their challenges and struggles to get everything that we could get and still be very responsible for the taxpayers of our community.
and I appreciate them the same way you do Mr. Fraley and the Charter for the
bond review committee we wrote that and agreed to it all of us together and so I
appreciate them wanting to go above and beyond and meet and do that and in that
Charter one of the things under their duties and responsibilities is review
and respond to any proposed changes deemed necessary and review and respond
to any projects proposed to be added or deleted from the bond project list and I
think that gives us as a board an opportunity once again utilize these
incredible community members who care very much about our district being
wonderful and also very connected to our community and I trust the work they did
and I trust their input to us and I'm a community engagement girl that's no
surprise to anybody here I would like to ask our community how they feel about it
I saw them come up with problem-solving solutions unlike any other and if I
would like to hear what they have to say if if that be the pleasure of the rest
of the board that would be my preference is to ask them and and you know as we go
go when we prepare the bond projects those are our best guesstimate our best
proposals given the things we have we have more information now we just do we
have more information now and we did use the bond review committee to talk about
to those two elementary schools when we saved so much money mr. Smith and we had
money left over in the bond defeasance and the the better construction rates we
We were able to build two new elementary schools and delay the bond an entire year.
It's a huge savings.
And we asked the Bond Review Committee about that, and they gave us their feedback on that.
So we've set a precedent for doing that.
It would be my preference to ask them to review this for us and give us their feedback.

And I think we're on the same page, Mrs. Fox, but I want to ask a consideration of one thing.
Phase 2 build-out, I mean, the second floor build-out is not a change or new.
It was phase 2.
It was discussed by the bond committee because that's why they agreed to build a shell space.
Well, this is not a new thing.
It is beginning to advance it from phase 2 to now because of savings.
So it's not a change or a new thing.
Okay.
But I think the process of having conversation is this.
process right now I really think the board needs to have that come a lot of
conversation and it's my understanding right that phase two was in a further
year it was it was the phase two was it would be in the in the next bond the
next bond call and I'm not sure you want to have a stadium conversation your next
bond no sir I don't that's why I called it a change because we're asking for it
to be phase one that's the change as i read this okay mr adams mr friday took the words right out
of my mouth is the fact that that uh when this board approved the stadium as it was it did have
the shell space up there we knew that at some time another and i think that as a result of that it
just goes to the reason that this board then through that action asked you to keep an eye on
what the costs were and that's what you've presented us so in effect this
board asked for that and I think that the step maybe that we do need to do is
have the bond review committee look at it and I think that mr. Michael Wayne
could probably come up with some numbers is that if we don't do that it's time
what would be the anticipated cost if it's not 2.9 if it may be 3.5 or 4 or
whatever it might be at some point down the year with some estimated yes
down the road, but I think that this board, in effect, asked for that whenever we did agree to the build-out on it.
Mr. President, if I could respond to that a little bit.
In some previous ones, again, I don't remember it all exactly because I've had a couple of nights sleep since that time.
But prior to the board approving the two new schools, staff...
bought the Board of Recognition to build one additional school.
And the Bond Review Committee recommended that as well.
The Board said no to that.
So when it came time to look at maybe being able to do two schools,
we really came to the Board first.
Said we don't want the Bond Committee doing all this work if you're an Adam and No.
And really the Board authorized our having a conversation with the Bond Review Committee first.
Telling the Bond Review Committee that if you support this, the Board's already ready to do this.
and the board has authority as elected officials to take those general schoolhouse bonds and do what's in the best interest of the district.
You have a history, though, of honoring the process and the list, and you approved the 2014 bond projects in total.
In total.
But I think that if you know you're not going to do it, we wouldn't ask the Bonneville community to recommend it to you,
but you're on the spot.
If you are amenable to considering it then we would take it as bond review committee if you so are comfortable with that
Make certain that the bond committee members on that review committee are comfortable with the idea and there are some some objective eyes and ears
Looking at it as well
But if there's an adamant no on the part of the board we shouldn't waste their time
To keep from saying those words over and over, I'm a huge favor of going to the bond review
committee, getting their buy-in, letting them see the same thing that we say because we're
going to depend upon that group to do more work.
I think they've got important things to give and man, I'm all for it.

and try to have an expedited meeting within the next three to four weeks at the latest.

So we can still bring it back in time for action, I think, in December if they have the conversation.
And however that goes we'll get with you all and we'll bring a recommendation to ask a grown-up, but most of all they can support

And I would like to move to item number ten information items board member updates mr. Debrell
Well, thank you, Mr. Griffin. I had the privilege last week of attending a meeting with our state senator, Louis Kohlkors. She called a meeting of trustees within her district, and oddly enough, I think maybe the benefit to us, Senate District 17 looks a lot like the state of Texas.
In that room you had two school districts with over 70,000 kids and you had a couple school districts with about
1,000 kids so we look a lot like the state of Texas a lot of different concerns
The meeting was for trustees only she wanted to hear perspective the perspective of the elected officials in these communities
We talked about a lot of different subjects
So I'm not going to go through all of those.
A couple of things that she did bring up is that she's serving on the Education Committee
in the upcoming session once again.
And she wants some ideas from us as to what type of legislation, what things need to happen
at the state level to provide better quality of education for kids across the state of
Texas as well as in Senate District 17, which includes Katie.
Some of the things that came up is testing.
testing, reduce the amount of state-mandated testing.
So congratulations. Once again, we were highlighted because of what
we did last year in passing the resolution. We got congratulations
and much support once again. Although he's not here, I'd like to thank Mr.
Moholsky for allowing me to work on that last year. I believe it was a privilege and I believe
that's something we should continue to push on. Something
came up that was not a problem here in Katy. That was attracting
quality teachers as well as enough teachers so where's a Yolanda great job
I was silent on that issue because we were staffed up with high quality people
and I think mr. Fraley yourself and many of the administration providing a work
environment that makes people want to come here hearing the number of
districts just in this Senate district the number of school districts that have
have a problem attracting staff that they go to they open school every day
under staff every year but we don't have that problem it was great another topic
that was discussed was local control more local control by local school
districts because many of the things that we do are mandated by the state so
that was a topic and how we can deal with that and for example the start of
school day we had a long discussion how we don't start school because school
boards around the state of Texas came together and decided on that day or
superintendents came together we start school because it's the day the tourism
lobby wants us to start school so basically our school calendar is
dictated by Fiesta Texas and our state senator is in favor of changing that
obviously with our support she's planning on having other meetings
obviously all across her district we're out in El Campo out in the country which
was a nice change but she plans on moving it around and uh dividing as many
trustees from around the district as from each board as possible they can
attend that meeting I encourage some of you guys to join me for the next meeting

you can be your own district and make your own decisions?

become your own charter your own charter district charter school there was some um but there's a lot
of hoops you have to jump through in order to get to that point um but the overarching idea of more
local control pulling back some of the mandates again the question was asked but what are some of
of the things that you can pull back and I think that's the question that we need
to ask ourselves what are some of the mandates that we can ask her to write
into legislation to begin to to give us more freedom that we can continue to do
a great job for our kids thank you and that moves us to 10.2 donated items to
the Katy Independent School District I refer to you to your board
