Thank you. Yay. Again, John is a student at Hustle. His parents are Jeff and Heather Wellman. I believe they're here somewhere. where there's dad there and as a brother named Jude Wellman in kindergarten who I think has the face paintings at him okay oh okay so your brother's not here okay he would he would have good that right okay but a brother named Jude Wellman who was in kindergarten as well that's what John likes young men of honor I know that group I've talked to them a couple of times he plays the violin the color guard, student council safety patrol, and the Green Hornets. Quite busy. Outside of school John is in the youth choir, First United Methodist Church of Katy, as well as a Weeblos II Cub Scout with Pac-1029. John is a year-round athlete and sports fanatic. Especially loves to play basketball. He's gonna be pretty tall, I can see that now. He loves to play for the Katy Tigers basketball team and maybe in college. He would really love to have a job in sports when he grows up. John likes math, science, and social studies. And John, what do teachers say about you? They say John is always dependable, shows up, shows initiative whenever we ask anything of our students. He's always the first to step up and take charge of any situation. John, glad to have you. Great job, sir. You want to say to us tonight? The floor is yours.
My name is John Wallman. I am in fifth grade at Hutsall Elementary where I'm hoping to continue being in student council and violin. It is a privilege to be here tonight to recite the pledges to the American and Texas flag and to represent both Hutsul Elementary as well as KDISD. My favorite subjects are math, science, and social studies. I'm part of Cub Scout Pack 1029 where I have learned to do my duty to guide my country and help other people. At Hudson I am part of the young men honor group where I've learned the core values of leadership and responsibility. Thank you for having me here this evening.

communication specialist good evening president Griffin board members and superintendent Fraley for our first recognition this evening we have a very special guest in attendance I would like to welcome dr. Pam Wells executive director for the region for Education Service Center
President Griffin, members of the board, Superintendent Fraley, staff and guests, I want to thank you for allowing me to join you today to honor an outstanding KDISD educator. Every fall, the Texas Association of School Administrators facilitates the Texas Teacher of the Year program which recognizes and rewards 40 regional teachers of the year for their outstanding leadership and excellence in teaching from these regional honorees a group of six finalists is chosen and on October 16th two of these teachers one in elementary and one in secondary are afforded the highest honor the state of Texas can bestow upon a teacher Texas teacher of the Year. It is a great privilege to have the opportunity to join in your celebration of the Region 4 Elementary Teacher of the Year, Christina Dismuke. I am honored to make the special presentation to this distinguished educator, an extraordinary teacher. I am also very, very pleased to announce that Ms. Dismuke has been named a finalist for the Texas Elementary Teacher of the the year and she will join five other state finalists at the awards ceremony on October 16th where the two Texas teachers of the year will be announced now I know that you are all aware that miss dis muke is an outstanding second grade teacher at Morton Ranch Elementary who in only five years has accomplished a great deal this extraordinary educator has provided expertise to train other other teachers, has mentored those new to the profession, and through innovation has created a new way for teachers to experience the classroom environment in a motivating way. Christina holds a Bachelor of Science in Interdisciplinary Studies and a Masters of Education in Curriculum and Instruction, both from Texas A&M University. No whoops. When asked what inspires her, she responded, seeing my students pursue things that make them come alive daily reminds me of the initial spark that made me come alive. And I must share with you that because of the generosity of our Texas Teacher of the Year sponsors, we are able to host a very special event for all the district's Teachers of the Year. Unfortunately, Christina was out of the country when we had the ceremony and when she was named as Region 4 Elementary Teacher of the Year. However, we have some special surprises for Christina tonight. So Christina, do you mind coming up with me please? In appreciation of you and your accomplishments, two of the businesses who sponsor Teacher of the Year have decided to come here tonight to honor you. the first that I would like to ask to come up are Tim Whitmore and dr. Participants are tested on their knowledge of JROTC curriculum, English, math, and science, and learn the values of citizenship, academic competition, and college opportunity. These individuals work tirelessly to rally parents for everything from campus fundraisers to teacher appreciation events and countless activities for schools across the district. district. Last year alone, more than 900,000 documented volunteer hours were donated to KDIC campuses, a large amount of those due to the efforts of our parent support groups. all right we're gonna move on to section six report six point one Katie area
growth trends mr. Ganell Thank You president Griffin good evening trustees superintendent fairly we often talk about Katy ISD and we talk about it as being a destination district and we know that our teachers our schools our parents our programs are a key driver next month you hear from our demographer when we talk about our projected enrollment growth but tonight we will We'll hear from two organizations that have also contributed immeasurably to our district being a destination district. First, you will hear from Kerry Gilbert, who formed his company in 1985 to provide the real estate community with a unique alternative focusing on land planning. As a master of discipline, a small sample of his planning projects include places like Cinco Ranch, Grand Lakes, Wood Creek Reserve, KD Mills, and I could go on. After Mr. Gilbert completes his update to you on KD Area growth trends, Lance LaCour, the President and CEO of the KD Area Economic Development Council, will provide you a commercial development update. According to their website, the KD Area Economic Development Council has helped bring well over 10,000 jobs and more than $1 billion in capital investment to our area. uh so without further ado i'd like to ask mr gilbert to step up sir um batter up
thank you john um president griffin uh superintendent fraley and the rest of the board members it's a pleasure to be here again um i don't know why you keep having me back i keep telling you the same story every time we're growing and and there's going to be it's kind of there might be a little bit of twist this time. time but at any rate I'm not going to take up a lot of your time I'm going to try to squeeze this hour and a half presentation into about ten and a half minutes we'll go from there once again it's no secret Texas is right up at the top nearly in in job growth I always talk about job growth because it's what it kind of drives our economy now I'm going to contradict myself a little little later on in this presentation by talking about it doesn't necessarily parallel population growth or housing starts or relate to the price of a barrel of oil but at any rate we'll show you some interesting stats on that but this just shows that the Texas continues to be near the top of the the rankings in terms of job growth nationwide. The Houston economy also is still experiencing job growth, even though you see a pretty major drop-off in 2015 and 16 from what we've been used to. But you can see the predictions are that in 17, it'll jump back up into the 100,000 range, which is what we've been used to. Now a lot of that job growth is the reduction in job growth is due to the price of oil, but as you saw we continue to be at the top of the nation in terms of job growth so we're doing much better than other regions.
Here's another slide that just demonstrates that our unemployment is is up but it's still below what the last five year average is so we're still not doing too badly there.
Population growth hasn't been heard a bit as you can see it's still an upward trend so that means people are still coming to Texas still coming to the Houston area and and as you well know they're coming to the Katy School District.
We still are outpacing all the major metropolitan areas for population growth in the last five years so that tends to support what we were talking about in terms of population growth. Here I think is probably a very interesting slide. This is provided by Land Advisors, but the source is by our College of Business out at U of H and the Texas Department of Health Services as well as Metro Study.
As you see, here's projected job and population growth. There's another one we threw in there, and that's projected home starts. And as you can see, the home starts are something I pay attention to. That's my business. it affects how we go about doing things and it's extremely consistent in fact it will continue to grow and what that means is the Katy area being one of the more desirable places to live because of the school district primarily is going to continue to see more than its fair share of housing starts so and as you can see the population is staying it's climbing steadily um and even even when the job growth is has dropped off uh and we'll again uh just to mention the i wanted to highlight historically some of the relationships between and i know you probably can't see this well pretty clear clear up there there it is on my screen um the um uh if you look at at home starts uh and you go say to uh oh you hit to go uh recently 2011 there you see the 18 000 it had been it had been 15 years almost back in the in 90 what is it here I need to put my glasses on for this back in 1997 where the look at the yeah that's a little bit better if you take a look at the at the job growth there yeah oil was only 27, but in 2011, same number, and oil was $105 a barrel. So I have a bunch of charts. We've looked at this stuff daily because it is important to our business, and what you see is there never is a relationship between the price of oil and home starts or population growth or those issues. It's nice to have all those jobs, but but it still doesn't impact Directly with with those other things. It's kind of an interesting thing to compare and watch
Master plan communities again if you take a look at the greater Houston area and you see where these are all 2014 we don't have an update for 2015 yet but but as you can see katie still has a couple notably missing a cinco ranch which obviously is uh just about done but you still have firethorn and cross creek ranch whose whose sales are very good and there are a number of other new communities that are coming online and I'll try to touch on those as well nationwide you can see that most of the master plan communities are located in in the state of Texas and particularly in the greater Houston area the greater Houston area has got a reputation for producing these master plan communities it used to be California led led and you can still see a number in Orange County but but we've we've acquired a quite a reputation for these types of communities and so that's where the home sales continue to be and again you've got several of those in the in the Katy School District here's the reason why the home sales are gonna you've probably heard me say this before here's the reason why the home sales are are going to continue and that's because we're behind on the demand in terms of delivering lots to the to the builders as you can see here we we typically like to have a six to eight month supply um we have a three and a half month supply still at this point that's that's through july of this year and i guess one thing is i guess the bad news for at least the consumer is you can see what's happening to the to the prices the median prices they're they're going up rather rapidly it's getting very difficult for builders in the region because of a number of reasons construction costs concrete you know just different different features that go into build developing lots and you know cost of land and that type thing but right now they're showing the median approaching 220 the reality is out in this area it's hard to build a starter home for less than three hundred thousand dollars so uh that i guess that's good for tax collections but at any rate so you can see uh now uh this is uh the the obvious uh what is the largest sub market within the greater houston area and it's no surprise that it is katie both north and south of it in there when you combine those we still pretty much far outweigh everybody else in the in the greater Houston region for the Katie area itself we had to get it up there you've seen this chart before we've updated it through the second quarter of 15 back in June and so you can kind of see that the housing starts for the KDI is deer still way high way up there so we're not gonna we're not gonna see that drop off anytime soon these are numbers that your demographer projected some years ago I like to keep flashing it up there to remind you that that's what we're looking at those are some big numbers in terms of just in in in reasonably foreseeable future 2018 over 20,000 units transportation projects that are you can kind of see on the map there some of the more important ones I'm not going to spend a lot of time talking about them but West Park spring green Kane Island status of when they're starting construction or when they're scheduled to be completed those are the the more important roadways they're all very soon underway we know we've got some major traffic issues and our elected officials are working as far as they can to get those taken care of this is a list of projects that are sort of underway out there various stages of construction and you can you can kind of see if they're how they relate to your boundaries and where they kind of are on the border so we've kind of highlighted some of those I'm going to talk about a few of them Cross Creek Ranch you're familiar with obviously the bulk of the all the homes built in Cross Creek Rancher and Katy ISD and you can see that they'll have almost 6,000 lots when they're complete this is Ellison or a license we started that calling it a license now we've figured out people like to call it Ellison so that's what we call it at any rate that's a project north of off of the Grand Parkway in 529 and it's got 1,700 residential lots in phase one which is underway so all and all of those lots are within Katie ISD pain on your you're familiar with that on the west side of Katy they have over 400 residential lots in phase one all of which are in Katy ISD and they're under construction with all those.
Young Ranch which is out west south of 10 at Peterson Road they're underway with their construction they have over 800 lots in in phase one. and you've recently purchased a school site there so at least you know they're they're coming this is kind of a repeat of that other slide within KTISD we've we've calculated just within the projects that we've highlighted on this map this is not necessarily all of them this is the ones we know about and can can quantify a total of in this corresponds with the 200 2018 year 20 over 25,000 residential lots commercial projects this is you've obviously heard about the water park at Katie Mills for you teachers we just wanted to show you have typhoon should really be spilled no that's it's a typo i i wanted to find it before somebody else corrected me i got enough of that in school but uh at any rate um that's uh underway uh that'll be another uh six million in net sales tax over the next 10 years so you ought to appreciate that one and then of course the city of Katy the Katy Development Authority is doing their Katy boardwalk project which you've probably read a lot about that's a 50 million dollar project and that that's still in the planning stages but it should be we should have a lot more information over that in the coming days I will just let you know that.
Growth trends in the energy corridor. This is kind of the only negative information I'm bringing. We've got 2.5 million square feet of office space in that corridor that's completed. We've got another 4 million under construction and most of it is oil related space and so they're looking for sub-lessers if anybody's interested. I'm afraid that's the one area where we're going to be a little bit saturated so we'll have to see how quickly that gets absorbed. It may take a little bit longer and it'll be interesting to see how if those job numbers that we're thinking in 2017 jump back up and that's all absorbed, hopefully so. There are a few sub-markets around the Katy area where there's still a demand in office space but not on a major scale like you see here. here. I think that's pretty much it as far as the update goes. I'm happy to entertain any questions that you may have if I can do that.

Mr. Gilbert, you mentioned about the roads a while ago. Do you have any insight as far as the extension of Kingsland Boulevard from 1463 on out to the west when that might be
be developed the the section of Kingston it's immediately west of 1463 obviously goes through the agave road property there's probably ways to sneak that road way through there but it's probably going to be not before the property owner is ready to participate in that the part of the problem there is that you got behind that you have a substantial floodway and floodplain and so there are environmental issues and there are would be construction issues with that and so i guess all that is to say it's probably going to be a long long time and it's going to be an expensive roadway we're going to see it connected from kane island on out to peterson road this location here probably within the next two years. So there's a number of projects that are underway there that are going to make that happen, but that other connection is going to require probably some government intervention and those they tend to march to a different drummer in terms of time.

A lot of your slides talked talked about new home sales in the news lately they've been talking about how used home sales are falling off do you have any information on in our area about number days on the market for our used homes are they slowing down or they
staying steady they're staying steady what is what we've seen used homes are still you know I can I can tell you that we check with Realtors periodically Periodically because that's usually the first market to be affected whenever our new home sales start to go through the roof You see an increase in and in used home sales And that's really what's occurring people go get sticker shock on the new homes, and then they start looking for a used home I don't know what the average time is I know that in the Kellywood area where I live I watch it pretty consistently And they don't stay on the market long at all

Good evening. Appreciate the opportunity to address you this evening. Board of Trustees, President Griffin, Superintendent Fraley.
To start off with, just to give everybody a sense of what the EDC is about, we're a non-profit private corporation,
started operations in 2004, founded by the Katy Area Chamber of Commerce. Our primary mission and our goals are business recruitment expansion infrastructure advocacy and branding for the Katy area we have about a hundred and set hundred eighty seven members the most we've ever had about an eight hundred thousand dollar budget we've helped create 14,000 jobs 1.4 billion in capital investment in about 1.2 billion in infrastructure project advocacy which includes highway highway development. This past year we won the Texas Economic Development Council Community Economic Development Award for our communities over 250,000 in population. We competed with Austin, San Antonio, and Williamson County, and we have been trying to win this award for nine years. We finally won it, so there's some pretty tough competitors.
This is just a this is a map of the Katy area which is usually defined by the Katy Independent School District and to look at some of the demographics I'm going to go into a little deeper dive than what Kerry did in terms of the Katy area but our total population now according to alter X which is a demographic provider of information that we utilize.
We're at about 309,556 in population. Our population density is about 1,793 per square mile. Total households of about 101,000. Median income 89,000. Average household income 119,000. And vacant 18 housing units at 2.7%.
We have had household growth over the past 15 years of 119% and about 15.1% projected from 2015 to 2020. This is a graph that shows the growth over the coming years and goes back to 2000. and over the next five years we're projected to grow to about three hundred fifty six thousand in population with 116,000 in in homes
You've heard the I think we're actually born the conversation about both the conversation about Pittsburgh here in this meeting last year But now we are for sure larger than Pittsburgh the city of Pittsburgh. It is not the pitch Pittsburgh area but Pittsburgh now has about 308,000 people and we're at 309,000. We're still smaller than Corpus Christi, which is at about 320,000 in population. In terms of the workforce with Katy ISD, right now our civilian employed is about 151,000. That's grown from 121,000 in 2010. ten our unemployment rate for Katie is about four point four percent and as you can see right after the recession occurred we got up to about six point nine percent but for the most part we have we have been below or at around five percent over the past several years and by the year 2020 we're expected to get below four percent down to three point eight percent our average household income is projected to arise from 119 thousand 137 thousand by the year 2020 and our median household income will get over a hundred thousand in 2020 as well at a hundred and three thousand and per capita income will go from thirty nine thousand to forty five thousand I think one thing that's important to note here and look in the square is that unemployment absolute change over the last five years we've added almost 30,000 jobs during that time which i think is very significant
this is a little more deeper dive into some of the employment areas that are most important to us and that is engineering accounting and research employment growth and as you can see over the past couple of years from 2013 and now we've had absolute change in employment there of over 5,000 jobs. And that's a very important segment of the types of jobs that we're trying to attract to Katy.
Over the past 10 years or so, from 2004 to 2014, we've had business establishment growth from about 5,000 establishments up to 11,000, which that is very significant as well. And this is a little deeper dive into all of the different economic sectors in the Katy area. It includes agriculture, mining. Mining is primarily oil and gas. Construction, manufacturing, transportation, wholesale trade. And as you can see, since 2013, we've had job growth of nearly 10,000 jobs. We're at about 9,700. hundred there are some areas there are some sectors that have that have gone to the negative slightly like construction wholesale trade has has dropped as well as well as finance insurance and real estate but overall we've had robust job growth over the past two or three years
this is a graph to show you a perspective of our workforce size and And what we use is a 30-minute drive time from Mason Road and I-10 when we do this analysis. And the Katy area, as you can see, comparing us to Sugar Land and the woodlands, we've done similar analysis there using a 30-minute drive time. And we're at about, in the year 2014, at 766,874. and we've you know we're roughly 200,000 more in employment size than the other two communities in terms of real estate inventory looking at some of the other sectors in real estate in terms of industrial we're at about eight point four percent total vacancy we have over 10 million square feet in industrial space in the Katy area with 272 buildings. The vacancy there is increasing. We have several new spec buildings on the market now. I'm going to show you a few of those later.
Our top ten employers in Katy, we just did some analysis of this. We talked to some employers, and we have had some decrease in some of the major employers.
KDISD, of course, is the largest employer in the school district. BP North America is second at about 6,000. Wood Group subsidiaries, 5,000. Shell Exploration and Production, 4,500. Some of these numbers are going to change with some of the layoffs that are coming in the near future. ConocoPhillips at 4,000. Some of the non-energy-related employers, I think, are going to stay strong and robust, like Academy Sports and Outdoors. They're at nearly 3,000 employees now. And the medical-related employers are growing as well. Houston Methodist now has about 1,400 employees. And I know that Memorial Hermann is about to add another 160 jobs as well. So in terms of diversification and job growth, we still have a great deal of job growth that's projected for the future.
In terms of real estate inventory, which is the softest market that Kerry mentioned earlier, in the Katy area we've got about 10.2 million square feet of Class A space. Most of that is in the energy corridor. the total vacancy rate there is about seven percent those numbers are projected to increase with about seven hundred fourteen thousand square feet we're not including the entire Katy freeway quarter that Carrie referred to which goes outside of the Katie's the Katie School District the class B space space, the vacancy there has gone up somewhat. It's almost eclipsing 13% now. You've got about 918,000 total vacant square feet in office. We have a total inventory in Class B of about 7.1 million. I think you'll see some movement in that area. There was a lot of companies that are in Class A space that are moving into Class B space to save money, especially in the energy sector and so this is a class a and class B sublease space you'll see some some changes in these numbers in coming quarters as well but about eleven point seven percent in vacancy the retail sector though is very robust and I'm sure you've seen you know many new projects that are happening in Katy. We've got about almost 18 million square feet in real estate inventory, total vacancy at about 3.8 percent, which equates to about 686,000 square feet. So retail is doing very well in Katy compared to industrial and office. Some of the projects that we've had in in the past year or so, D&V GL is finishing up their expansion in the Mason Road area, bringing 350 new jobs, 47,500 square feet. I'm actually making a presentation to them tomorrow at their office. Academy Sports and Outdoors has added 200 jobs at Mason Road with their new headquarters building, 200,000 square feet. Siemens has moved to the Energy Quarter at West Memorial Place. That's the old ARCO building. They've brought 100 jobs and about 29,000 square feet, and this is their headquarters. That's the West Memorial Place building.
IHIENC, it's a mouthful, energy corridor bringing, they were already in the energy corridor, but they're moving into Katy now. They weren't in Katy before, but now they're in Katy. Katy. 450 jobs, 156,000 square feet. They will be occupying that building in 2016.
U.S. Silica, which is moving into the new Katy Ranch Crossing building, which had their grand opening last week. 50 jobs, 17,000 square feet. And this is an R&D operation. We're starting to see more research and development type operations come to Katy. Not very large operations but the more R&D we have the better the better off we are in terms of good jobs in the Katy area and in terms of like mixed-use projects Park West recently announced and Park West is 150 acre business park with retail they'll have some office operations and some apartments as well there they've got four hundred fifty thousand square feet of retail under construction and then the metal projects are doing very well as there's there's a great deal of medical expansion going on MD Anderson just announced their project in the energy corridor which would be a hundred and seventeen million dollar project across from BP on the north side of I-10 Methodist has completed their their second office building Memorial Hermann is finishing up their expansion of their office building and their medical tower and then Texas Children's Hospital announced the $50 million project as well. So the medical side of the industry sectors is doing very well.
This is a new spec building that was built at the West End Business Park, the West End Distribution Center. This is 419,000 square feet, two buildings, 70,000 square feet, 349,000 square feet. this particular park eventually will have about a 1.2 million square foot build out on 65 acres. And then also another spec building that was recently completed, the Mason Ranch Industrial Park, which is on Mason Road near Franz Road, 373,000 square feet and 32 foot clear. and I carry already mentioned the typhoon Texas which we worked on that project and it's been in the works for several years and very excited about that I know there'll be 350 seasonal jobs for students so that's going to be a great addition to the Katy area and brings will bring some more entertainment to Katy which is which is drastically needed in our area another Another area, too, in terms of commercial development is lodging and entertainment. And we've got several new hotels and motels that are being built, Homewood Suites, Courtyard Marriott, two Courtyard Marriotts, Spring Hill Suites, the Hyatt at West Green. We also have the Elite Volleyball Center that's going into Katie Mills. So you've got some really good lodging entertainment projects that are happening in Katie, which certainly adds to the tax base. This is just some numbers from last year, from 2014, to give you a sense of what we're foreseeing in the future. We tracked many projects that equaled up to about 2,500 new jobs, 3.1 million in square feet and 223 million in capital investment.
I'm going to skip over. this this particular year this particular year we're projecting a lower lower number of jobs but still we still feel like this is a robust number 1500 jobs in office industrial technology entertainment and lodging we do have a strong focus on office at the EDC we're trying to bring more office users to fill the spec buildings that have been built in the office buildings that are vacant capital investment about 200 million and in terms of space leasing office at about 200,000 square feet industrial at 300,000 square feet we may be a little short on the industrial side the one project I wanted to mention that's very important we've been working on for several years is the UH Katy expansion which 46 million dollars in tuition revenue bonds were approved by the legislature this is an EDC led project and UH is now seeking a 30 to 250 acre site it's a pretty broad range but that's what they're looking for we're working with them on that and that'll be a great addition to our educational infrastructure in the Katy area so major projects to date in terms of the metrics I just showed you we've got a hundred million dollars in capital investment about 772 jobs 234 thousand square feet of office that's been leased in about 60,000 square feet of industrial lease that's all I have I want to thank the board for all your support of Katy area DC we appreciate everything that you do for us we appreciate you allowing on Alton to serve on our board he does a fantastic job for us so I'll be glad to take any
questions you may have.
Mr. Mohoski. Mr. Riccord, we certainly appreciate the work you do and recognize that it is very important to our overall success and the success of our community as well. You know, and thank you for kind of coming to kind of show us this and show us what's happening commercially and industrially, you know, in our community. You know, later tonight we're going to adopt a tax rate for the coming year.
And along with that, one of the big pieces that obviously is the taxable appraised value of our property here in Katy. And we all know that homes that we live in have been increasing in appraised value almost every year or probably every year for most people. But it's also worth noting that what you just reported on all the new commercial industrial development in our community is also adding quite a bit to that pie. along with Mr. Gilbert's report on the new housing start. So certainly there's a lot of components that go in that. And all of that within our own homes, appraisals going up at the same time, it's a sign that things are going well here in our community, that the economy is doing quite well. Obviously we are creating jobs. We are adding a lot of new commercial space and everything else. So that's off to the job that you do. And just want you to know that I certainly appreciate that and and note that it's very necessary in our community to have The EDC kind of leading that charge to bringing in new businesses here. Mr.. President Fox Mr.. LaCour, thank you for the presentation. That's always so very impressive And I know that with your just very few minutes here you didn't even get to cover the things like all the added restaurants and and entertainment and the shops and the things that also make just living in Katy really so much better than it was prior to 2004 your organization didn't exist before 2004 and at that time the burden of the success of our school district and the needed new schools that we needed were on the back of the taxpayer and the homeowner and then when you all came and created the EDC and and just went out and attracted these amazing businesses to come and share in this great community that we have. So I thank you for that, and it's always so impressive what you and Mr. Gilbert share with us, and I'm just grateful to partner with the EDC in making our Katy area so great, and you've helped make Katy ISD wonderful. And the one thing I don't like is all the traffic. I would appreciate a few right-hand turns as you know onto the carry 99

No, and I understand it's text dot and it's counties and those kinds of things, but it's okay I just plan now to leave home sooner and take the time because I certainly enjoy all the added things and and You know while our kids are from now and that water park you know won't help us a lot I'm grateful for it because it just means more families will be really happy area and Europe you and your wife are very very involved members of our community and and volunteers in our schools and great kids and it's just nice to have you here and helping thank

Adams mr. the core the this district prides itself on our education and mostly the opportunities that we provide our kids through like the Miller and the Shaw as you as you're working with these companies have you seen or gotten any feedback on what else that we can do as a school district to help encourage business to move in well we recently we had
several HR managers visit the steam center we invited them we had a session about workforce force and training that's needed in their companies and they are so impressed with that center and what what the district is doing whenever we're marketing Katie we lead with the school district because you all do a fantastic job the school district has a fantastic brand and that is something that a lot of the places don't have I've worked in other places that that have not that do do not have that aspect to their community. And you should really be thankful that you have that to market. And it's all because of the leadership that you provide. But I can't really think of anything. I haven't had any companies come to me and say, hey, you should really be doing this. But we're always trying to improve. We're always trying to work with the businesses and to understand what they need. And I think as long as we can we continue to get that input Especially in terms of future planning for future facilities that will always be on the cutting edge in that regard So thank you. Thank you
Mr.. President I mean that was an incredible question and just made me think all the industrial that you talked about through here like Office space, but also a lot of industrial and I know that we're thinking about out to, you know, what will expand at the Miller Career Center and those kinds of things to provide so many of our students opportunities. And it will be right here in Katy. And so I know they're probably talking with you about that kind of thing.
We're working with Career and Technical Education on that and some of the programs. We've helped the industry partners provide input to Career and Technical Education basically to say these are the things that we need. and current technical education is is listening and trying to provide those
things that the company's needs of course you do thank you that's perfect
it's ready it's president's want to thank mr. Gilbert and mr. core for their partnership over the years so my ninth year in the district and from day one they reached out and we've connected and they've done a tremendous job of keeping us in the loop of what's going on and then if there's a company if they're pursuing I'm contacted and we're we plan together I've written letters of things because the school system matters to these companies and his letters get answered quicker than ours do sometimes I will say that and of course Mr. Gilbert who has put plant almost every street out here just about I just really appreciate the heads up you guys give us that we continue to plan and again with the board accepting our recommendations and support those recommendations bringing on ideas as well regarding uh miller and build out up there and and the steam center support has just been tremendous so we have a lot of good things going here and uh we don't want to pop the balloon yes

Hello. I'd like to thank you for the opportunity to speak to you all. I have a son who's at Woodcreek Junior High with Ms. Fennison, who runs quite the tight ship for ROTC, who was here earlier. She keeps them all busy there. And my daughter, who's a freshman at Tompkins High School. So with Mr. Grisdale, we'll talk a little more about Mr. Grisdale and the great job he's doing. My daughter is a member of the marching band. She's in the flag corps. Flags twirl everywhere, which is pretty cool. So she works in Mr. Bond, which by the way, the marching band won their division championship or division contest on Saturday, which was great. Football team won on Friday, so win, win, win. Volleyball team won on Saturday. All good stuff. But my question for you all is on technology and the use of technology. I went to the school open houses for both both the junior high and the high school, and fabulous. The technology being there in the classroom with the teacher's hands, that's all real world. And my job, I'm project manager for oil and gas, like your presentations talked about. We moved to Katy 15 years ago because we like the school system, what you all are doing here at the school board to get these kids ready for life, which we appreciate. So the technology room's great, that's an added part of it. But the one part I got stumped with, that I talked to Mr. Bond, the choir, the band director about, was how we deal with all this technology in the students at home or in this particular case how you deal with technology in doing a required school road trip where you leave school like three o'clock in the afternoon come home about midnight happens everybody and how do you study how do you study and in his response was we use your textbook and I said well that's interesting because we're not allowed to have textbooks they were told they're reference copies but since then the school boards come back I said hey no no anybody wants textbook and have one. So that's one of my questions was great and you guys are very proactive from that question being asked. I then said okay how do you talk to your teachers about what you need to study to get ready? And all the teachers say refer to Canvas. So the challenge with textbooks is it was like 13 clicks to get to a textbook on the internet and then you can't print a page unless you do a screenshot. So getting textbooks in their hands was a very valuable tool then to use. But when you're studying for exam and you put things online for access like a study guide or answers to a question to a quiz or quiz results to study for a test the next day. My daughter had a trip on a Thursday where we left at like 2 or 3 in the afternoon, got back around midnight, and she had three quizzes, two exams on Friday. So she kind of had to go. So I asked, how do you study? And the teachers all said, well, you look at Canvas. this. Okay. And I researched it with some other students and their parents. They said, oh yeah, I take my, when I have a wrestling match or whatever match, I take my laptop, I take my smart cell phone, convert it to a hotspot to study. Well, okay, but what was that on the school required list for equipment material you need to have for class? It talks about, you know, needing notebooks, pens, papers, but nothing about a smartphone and nothing about having a laptop. So my question for you guys I'd like you to look at, because I'm not actually looking for an answer here, is to take a look at that in all the technology we're using, are we actually being somewhat at times detrimental? Because there's a lot of people who learn tactilely, forgive me I'm not an educator, but the touch of paper and working through a book is a great thing. The idea of taking a snapshot with your smartphone of your geometry homework because the canvas is down that night and you're doing your homework off of a phone just isn't appealing to me. because you don't have the book then to look back at for that. But I said you guys got textbooks over there, that's great. But I'm concerned that there's so much reliance on the technology and uses of technology that we're missing the point with some of the students giving them the opportunity to perform at their best. And that's all I'm looking for interest in is them being able to perform at their top best. And I will give Mr. Bond, I talked to him first about my question. He went as far as he could and I talked to Mr. Mr. Grisdale was very, very quick in giving the response and talk with the teacher. So all wonderful opportunities. Mr. Grisdale holds a once-a-month donuts and coffee with parents in the morning. That is a really brave man. Just rolled out the new Canvas program, all these students everywhere. He sits down with all the parents. It's open for them. They can ask any question they want. One minute, sir. Yes, sir. So it's very brave of him, but they couldn't quite answer my question. How do you do this study when you're on a school activity? If you're at home, I know you've got to be at home. you have your homework. But if you're out of school activity, how do you manage that? Because you don't have the access to textbooks, unless you've got one that you're able to get one, and you don't have access to the Canvas where all this information is stored.
Which brings me to
my one last thing we use, this thing called UT Quest. I don't know if you guys know that. It's the University of Texas Quest program where kids take quizzes and test on them, but they're not giving access to the material it's based upon. So you've got study notes from class, but you're using a program from a university that doesn't equate that you research it backwards from within that software program itself so I like to thank you all for your time and if you wouldn't mind taking a look at the use of technology and how it's done outside of school to do studying and prepare for your exams I know we all care about how they're doing their best
Mr. Fraley there's a first station coming I really appreciate your giving us a chance to look into what your concerns are and I've had lots of news about these issues and as you as you very well where we're trying to give our kids the best advantage without a doubt and and we know the technology is something we've got to look at but also we realize that textbooks are required or needed by some so we did respond and we're able to throw up some misinformation regarding availability of textbooks I will keep looking to this I I fully understand and appreciate the frustration. I have a son who's a high school senior, and no issues yet. Maybe he's not telling us what his homework is. But no issues yet. But I myself, when I'm logging onto a website to do something, make a purchase and whatnot, I get that little circle going around and around and around. It's very frustrating. And for our kids who are out there representing our school district in these other events, we do want to make sure we give them the best chance as well. So we'll be looking into that. And through that, as we've seen over the last several years, as our tax base has grown and we've been receiving more and more of our revenue for our M&O budget from local taxes, at the same time the percentage of funds that we have received from the state is down. So as you can see we are we are maintaining this same tax rate I believe also for eight years in a row now And our maintenance and operations tax rate if we were to try to reduce that tax rate because Because of higher valuations what what impact would we then have on the state portion of our M&O funding?
