All right, thank you. We'll move on to Section 5. Section 5.1 is a presentation of the 2015-2016 proposed budget and tax rate. Mr. Smith.

Good evening, Mr. Fraley and Mr. Griffin and board and public. this is the public hearing to discuss the 2015-16 budget which officially started school year started yesterday the budget will actually start September 1st or next Tuesday by Texas Education Code the Board of Trustees is required to adopt the budget by August the 31st and we hope that you do that tonight the budget that we've talked about I believe this is the sixth time I presented to you in public as we progress throughout the year on the budget that we really started back in october of last year but uh really hit the ground running officially in january and kind of all comes to a head tonight and we'll probably be amending it uh in august or in september because of things that we hope to spend on this year that accounting wise we'll probably have to move that that into next year unfortunately but it's been a lot of hard work going on at the end of that and I want to thank Sherry Butterfield publicly for the effort she hasn't had in this process for the glue that holds us all together because there's a lot of moving parts the enrollment that we established to build a budget on them was seventy three thousand five hundred seventy eight that's about thirty one hundred new students we don't have any new campuses this year it's first time in several years and it's kind of the only year that we're not going to have campuses because we'll open three campuses next year this time next year but we are opening a 12th grade are going to have a 12th grade at Tompkins High School well which is kind of like almost like opening a full campus based on size of a 12th graded at a high school tax base I presented last week at 32 billion nine hundred eighty five million that is still consistent we did get our values finally from Harris County this morning about 830 and based on what we saw in looking at those values we think that this is still that that projection that we used for the values of Harris County the third piece of our three counties did come in where we had thought it would I will say that with all three counties I think there's 2.4 billion dollars of that 32 that's uncertified at this time but we've taken that into account as we have annually and feel that that's a that's a very good number to use establish the budget um the staffing includes the 12th grade plus the 3,100 new students that we have 3,100 new students from my perspective would be great if they just build a classroom but they don't they often they are in all cases require staff because children need to be supervised and taught and so 3,100 new students that's an average school district in the state of Texas and we've included that in our staffing plan this budget does include the a 3% salary increase the 2% and 1% that we talked about last night and and was adopted in July and then talked about last week. This includes a maintenance operations tax rate of $1.1266 and a debt service tax rate, which is $0.39, for a total of $1.5166, and that is a $0.01 tax rate decrease.
And I'll talk about that as we move forward throughout this. The general fund, I just want to hit on the revenues. The tax revenue is up because of the increase in values. And the increase in values is not just, you know, over half of it, well over half of it came from new construction. New houses, all the new buildings that you see that were opened this last year, it's part of that. that and the new buildings that and the new houses that you see going up now will be on here as as part of value growth next year that's what's causing the increase in students because those new homes have children in them and hence our growth I don't talk about state funding that state funding number is down 18 million dollars over the prior year the total state funding for caddy isd is down 18 million dollars from last year it's down that much plus Plus we are budgeting 3,100 new students, plus the state legislature through House Bill 1 did increase the state funding formulas by $100 to $5,140 for the basic allotment, and that generated about $8 million. So with those two things, new students and new monies to the funding formulas, we're still down $18 million, and that's because of the property value growth that we received a year ago.
So that's a visual of what this prior slide looked like, broken down into state, federal, and local, and you can see that the local piece is about 59 percent, and the state is down to 39 percent, and of course federal is pretty consistent annually at 2 percent. Just in 06-07, that was at 50-50, and the state's portion continues to decrease, and And ours continues to increase, even with those 3,000 new students year after year. Our portion continues to increase. And that's kind of what this slide does. If our property values go up, our state funding goes down. And that's happening in this budget. And once we got off of target revenue, that's been happening in our budget. And we'll continue to do so unless something changes from in the state funding formulas the two main parts of the general fund budget or payroll and non payroll 85% of our budgets in payroll were very labor-intensive as I alluded to earlier so that's salary and benefits for all the staff from the bus drivers through the teaching staff to the principal and payroll budget can be looked at through three components the salaries other other compensation, which is programs like summer school, after-school tutorials,
overtime, and benefits for a total of $538,126,846 payroll budget. Non-payroll costs are $94,463,356. Campus and department allocations make up the vast majority of that, and I will say that of that the two highest are utilities and fuel both far being far above supplies believe it or not and from a graphical standpoint that's how our budget looks again there's the 85% payroll supplies and materials and and purchasing and contracted services, et cetera. Just a visual of that. And also where the money is being spent. Obviously, the instructional and instructional related is the big blue bar. That's what we're all about. And that's why the vast majority of our budget goes to instruction and instruction related at $414 million.
OK, just a snapshot, an overview of the general fund. The amended budget that you'll see tonight has us with an ending fund balance of $172 million. That's an approximate. We probably won't spend all the budgeted money that's in there, so it will probably be higher than that. But just a reminder that three months of our operating expenses is somewhere around $160 million. So that makes that a fair fund balance.
Again, it just shows the revenues of $628.6 million. dollars total expenditures of six hundred and twenty point one million dollars for a net change to fund balance of two point eight million dollars so a little bit of surplus there and again I don't think we'll spend spend all of it
from a food service fund standpoint as I mentioned in the past we've got a healthy fund balance in our food service fund we've been able to use that over time to offer pay for kitchen renovations which keeps our bond costs down and we may be doing that again in the future where we always look at for opportunities but that is a good fund balance and revenues of twenty nine million dollars or just shy of thirty million dollars unlike the other budget majority of this budget is in supplies and materials it's in food with the The majority of that or $18.3 million is in food. Okay, our debt service fund, the property taxes on that at 39 cents generate about $12 million more than it did last year. And the principal and interest payments of $130 million in expenses are about $10 million more than they were last year. Why are they more? Well, we sold $180 million in bonds in late January, early February of this year, and we expect to sell bonds again when we need to meet our construction cash flows. those, we expect to sell those again in March, February or March of next year. So that will be an expense in that too. But again, our expenses are up just as the bond committee expected because we are borrowing to, as part of that bond authorization.
Again, I want to point out that there's no state revenues that are part of this. years ago I think back in at one point we reached our peak or about 23% of the revenues for our to meet our debt service payment came from the state but as our property values have risen the state's participation in our debt plan has gone to nothing and this is the second year that our original budget doesn't have any funds for state that we don't expect any state revenue to be earned because our wealth for a student is is has passed a certain point so again 23 percent used to come from the state now it's zero and we're in the second year of that being zero percent
and our debt service payment in total with fees is 130 million 386 785 in expenditures expenditures.
So to look at it in the TEA format, and that's the format that you have in your package, it shows each of the budgeted funds that I spoke about, the general fund, the food service fund and the debt service fund, and it shows the totals there on the right for a total revenues of $784.9 million and expenses of $780.8 million. million dollars and looked at in a different format that's by function and so when we come to you or me or miss Butterfield come to you and talk about budget amendments we're moving money because of a plan change at some between one of these numbers they're mostly on the left because we move it from in from maybe instructional leadership into instruction for some reason so that's the by function look and that is my presentation for the public hearing on the 2015-16 budget I think you have a good budget and I think it's one that keeps the students interested in my best buy any questions mr.
Smith I want to thank you providing the students the best education for stretching the dollar I think when you originally came to us with the bond you projected maybe a half cent to one cent increase You turned around and you're showing us that it's a one cent decrease. Thank you for stretching the dollar Thank you for taking care of those young men and women that are standing there in the back of the room I think they were looking up at the screen seeing those big numbers thinking. Oh my gosh. This is math class all over again I want to thank you. Thank you Thank you for that presentation. All right, we'll move on to Section 5.2, the public hearing on the 2015-2016 proposed budget and tax rate. Those individuals requesting to speak regarding the 2015-2016 proposed budget and tax rate have signed up prior to the start of this meeting. There will be an open format later in this meeting for those speakers who have signed up to speak regarding other topics. Thirty minutes have been allotted for this public hearing. The time allowed will be divided equally among those requesting to speak, but no presentation may exceed five minutes. Our sergeant in arms, Mr. Joe Adams, will alert you when you have one minute remaining. As I announce your name, please come forward to the podium, state your name, tell the Board whether or not you reside in Katy ISD, and whether or not you have children presently enrolled in Katy. Each speaker has five minutes. We have three speakers. Our first speaker, Ms. Deb Herring.
My name is Deb Herring. I've had kids in the school district for the last 15 years, and as of yesterday, I'm an empty nester. No applause from the Katy people. I wanted to come tonight because of the tax decrease, the rate decrease. I served on the bond committee last year and we pounded Chris Smith through all of those meetings saying you have to remember the taxpayers you have to remember our community you have to remember those pocketbooks of people out there in our community so to hear that we have a one cent proposed tax decrease makes me very happy and I know speaking on behalf of a lot of people on the bond committee we're excited about that thank you mr smith for listening um
i've been to a lot of meetings and i've done a lot of things um so i wanted to come and say thank you not only for the tax decrease but for thinking about our teachers um yesterday we started i I watched a parody about two women talking about teachers coming back yesterday. And to give our teachers a pay increase is exciting to me because we put up with two or three kids in the summer. They now get to have 20 to 25 in one classroom. One classroom. And we could hardly wait for the three-month summer break to be over with. So we applaud you for thinking of our teachers. We applaud you for thinking of our pocketbooks and of our community. Thank you

Hello good evening My name is John Pendergraft and I have two children in the district in this form are you allowed to actually answer a question?
You can address the question to me. Okay. No, you can do the presentation. I just asked one. Okay. Well, I was just curious the
Total expenditure says it goes up four point seven percent, but the tax will base is going up 17 percent I assume that difference is the state funding falling off. Okay, so that explains that large difference there. Okay Anyway, I just wanted to point out that I sure appreciate the penny decrease However, in the example you give, that saves that household $25. Their increase in taxes is actually going to be 10.2% rather than 10.9. I understand the rate has gone down, but effectively just about everybody in the district has seen a 10% or more increase in their taxes this year. We appreciate your attempt to lower it a little bit. However, we're getting price out of our house. Our taxes within the next couple years are going to exceed our principal and interest payment on our mortgage every month and a lot of families in our neighborhood in the same way. We bought a very affordable house with what we thought was a decent income years ago. At this point, I hate to say it, I'd be better off if Texas had an income tax of 5%. The property taxes are getting so high. I know it's a great school district. It's a great place to live. But it's honestly getting to the point of I think it's going to make it more and more difficult to sell houses. So I appreciate the penny, but I hope the board going forward will look very closely at what they can do to further Decrease the rate if housing values continue to skyrocket. I know the board says hey, we don't set home evaluations Well, those people say they don't set the taxes you do so if the houses go up 20 30 percent What are you gonna do only take a penny off? So that's just something I hope the board will consider that you know, some people are saying hey great you lowered at one cent well, that's still a tax increase to just about everybody in the district. And this year it's over 10%. In our case, it was 20%. So thank you very much.

I'm not going to need the five minutes. Mr. Farrelly, Mr. Griffin, Board of Trustees, thank you for your time. My name is Robert Willoughby. I live in the district. I do not have kids that go to Haiti Katie high school. Oh wait to Katie ISD I do have three graduates of Katie high school

Have five grandchildren that I hope to be graduates of some school in Katie ISD And I have a sixth one next year coming in. So we're going to start our own little school somewhere in here and You know miss hearing had said something about being on the on the bond and we worked really hard on that bond to keep the price down to get as much as we could for the students and we did hammer a lot of people on on keeping the rate to zero a lot of the proof and what we have done in the community to come to you guys and and and trust in you doing the right thing relied on whether or not you actually could find that extra penny to whittle off of it and that means a lot because you didn't have to and there are needs and as a grandfather I want Katie ISD to be solid and give every possible opportunity to my grandkids that they can it really is more than just a school district it's our community and and I just thank you guys for the hard work that you do I know the numbers are crazy but the 25 five bucks look I you know I live on the north side of I-10 I'm not in the rich part but you know I paid since 2011 I paid an extra four hundred eleven dollars on my home but it's gone up almost forty thousand dollars and that's a that's a great investment for my family and for my kids so when I leave they have something that that appreciated because the school district did a great job running our community and I really appreciate that thank you Thank you very much.

Smith successfully completed the Texas Association of School Business Officials, or TASBO, requirements to earn the designation of Registered Texas School Business Administrator. The TASBO certification is earned through a combination of specified coursework, school business experience, and training in the area of specialization. Please join me in congratulating Mr. Smith on this accomplishment.
Next, I would like to introduce three special guests in attendance for a special presentation. Please welcome David Lesch, incoming president for the Katy Rotary Club and chairman of the Wild West Brewfest, Nick Schrader, current president of the Katy Rotary Club, and Ralph Brock, a director of the Katy Rotary Club and vice chairman of the Wild West Brewfest. Thank you. Well thank you for having us. First of all I want to say three things. I won't take five minutes I promise. First I want to recognize all these kids back here because that's why we're here. My daughter was a graduate from KTISD and she's currently she was an FFA all her high school years and she's at UT now and she looks back on FFA and she said that's the best time in school that she had so really that's really cool that you guys are doing that second I want to I want to acknowledge the Rotarians in the room all Rotarians in the room because that's what makes this happen so if y'all could stand up that would be like really cool so these guys these guys all and gals these guys all yes sir yep these guys all make this happen so it's not just one person it's it's everybody here for sure and the last is for just everything that the district does on behalf of our kids and all you guys including you over there which I know that you probably catch a lot of flack because of all the taxes and stuff but we've been living in this district all of our lives pretty much and it's been a great district and we're really appreciative of that so with that said I would like everybody that you told to be here can you have them come

Okay, so we're just going to wing this. So what we're going to do is that these, I'm not going to use that. So the Rotary Club of Katy has an event that we, with these guys here and everybody here as well, we give money out. So first of all, special rodeo. So this gentleman right here, for all you FFAs, when you guys had your special rodeo, you came to me a couple of years ago and said, hey, we could use some help. Thank you all. So we decided to help, so there you go. So we're going to give you guys $2,000.

I don't know if you know that or not, but that's that's us back there cooking the hamburgers So we really enjoy that so we're gonna do that again. So we're gonna donate $1,000 for y'all's cookout and we will be out there cooking Mr. Schrader here does all the cooking. So if you don't like it, that's his fault. So anyway, there you go

It's called Read, Deed, and Run. so we decided okay well that'd be a kind of a cool program to support because it's about reading obviously doing something committed running of course exercise and being physically fit and deeds that's a big thing in rotary because you know good deeds kind of like you guys right I was a scout too so I know so we decided to donate $2,000 to that so you guys can do some good stuff with that and get some good kids in there and finally the man of the honor once you come down here real quick so we were talking to mr fraley and we said you know god we we really need some help on figuring out what to do and so he sent me an email and said you know how we got this new thing called the shaw center and it's really cool and we've got a lot of stuff there and it's i don't know if any of y'all go there i've never been there before i want to go check it out can i get a tour of that by the way somehow so ralph you want to go to that that'd be kind of cool so So anyway, so he said, hey, try this out. So yeah, absolutely. Oh, well, hey, Mr. Feli, why don't you go back down and sit down? No, I'm just kidding. So anyway, so we decided to help him out. So you guys use this at your discretion. All right, so we decided to do 5,000 to the Shaw Center. So we'll start that. You're welcome.

Next, we have another special presentation. I would like to introduce the Katy Rotary Club's Ken Burton, Houston Community College President Dr. Zach Hodges, and Katy ISD Director of Secondary Curriculum, Gifted and Talented, and Advanced Academic Studies, Aline Lindley, to speak on the recent dual credit agreement.
I had to get the team together. My name is Ken Burton. Yes, I've been a resident here for a long time. In fact, I see a lot of people up there that I spent time with. I'm with the Katy Rotary Fund. fund. Now as David pointed out earlier, we have an organization which we all belong to, that's the Katy Rotary Club. The fund is a 501 focused on education.
And with that,
after many, many years, we came up with something that hopefully will prove this year a little different and that is the dual credit program we've identified those students who are on the free lunch program they need help they're not fit their financial situation is stressed so what we are going to do and in working with the KISD is we're going to focus on and I'll let her explain on these students so they can find that. We will pay their tuition, their fees, and books. There, if they really want to go to school, we're going to find out here right now if they want to. Now, here's where this thing grows feet. They like it. They find out they can do it. This is where HCC comes in. They apply for a Pell Grant. If they apply early, they'll probably get a full ride. If they apply late, it may be partial. That's where the KD Rotary Fund comes in, and all of this is out of the proceeds of the triathlon. And that's where Zach comes in, Dr. Hodges comes in, and we have paid $30,000 into the HCC Foundation.
What did I say? Thirty thousand. Thirty thousand. That's why he's up here. He corrects me. Okay? Thirty thousand dollars into their foundation. We have 175,000 at KISD. So now we're no longer talking about giving someone just a scholarship. Now we're talking to help someone make a difference by grabbing them here and going off to HCC, and when they graduate, there'll be no debt. So that's what we're here for. This is the team that did it. You should be up here.
And I will step back. So I'd like the other two people who made this happen. but, and then Zach, after you. All right.
Well, we have identified students, we've been, for the last three years, we've been working to identify students who are in financial need and have difficulty paying their out of district fees to HCC and have supported them with both paying those fees and then actually supporting them with textbooks as well, and we're continuing that this fall. And those students will be supported by, with HCC support, getting into the FAFSA system and putting in that report so they can then qualify for a Pell Grant and continue their studies. So it's looking good. Dr. Hodges?
Well, first of all, it's always good to come home, and so it's a real pleasure to be here tonight with you. You know, HCC has served Katy since 1979, and this is a real boost as far as providing that access and opportunity that we always talk about for all students in Katy ISD. You know, it's pretty easy for some parents to write those HCC checks in comparison with Baylor or A&M or UT, but that first-generation kid that has to make a decision between a cell phone or figuring out how to pay his tuition, that's a different story. So we want to support those kids. It takes a community, and Katie Rotary has stepped up to the plate. We appreciate it. and that's our responsibility to get them on into the workforce or under that university and completed so thanks so much and again we appreciate you.

miss president while we have doctor hodges here this is a wonderful program for young people this dual credit program But I would like him to take the opportunity to talk a little bit about early college high school, which is I think something that we should all be exposed to as trustees and think about. Dr. Hodges, could you tell us a little bit about your early college high school and how that works with the dual credit?
There's a lot of ways to do it. Let me use an example of Alief Early College High School that we have at our Alief Hays Road campus it's great nine through twelve they select those kids it's a total of I think 100 per class total of 400 they're co-located on our campus where they take dual credit classes rather than you know then their college than their high school classes they come on to campus to be real honest with you they make better students and many of our other ones they're good influence on them and and I think that you know the statistics speak speak for themselves HCC pays the tuition for these students and 85 of them this last year graduated with associate degrees before the week before they graduated from high school and are and received full ride scholarships all over the country and it's these are amazing kids you can walk up to them and it's interesting and and ask them what their aspirations are and they glow they shine and so you know what I would say about that you see them walking in the front door and they're timid that you see them finishing and and they're you know they're they're they're strutting they're there they're confident they know they can do it and they will do it. These are first-generation college students and that may not even have gone to college and will end up graduating from great four-year universities all over the country. One kid got a full ride to Princeton this last year.
Spring Branch does it a little bit different. They bus kids over to the campus. So there's a lot of different combinations. We would certainly like to have those conversations with Katie, see how we can make it happen uh how you would like to do it what fits for katie and then try to provide that access especially for those first generation college students they i promise you you'll be really
proud of the results this president yes sir again i want to thank dr hodges for coming uh i appreciate your your friendship over the years and what you've done as leader in this community community as well. And all my Rowdy Rotary friends, I'm glad you guys cleaned up tonight. But I just want to thank you all for your hard work, but mainly the friendship and what you guys mean to this district and this whole community. You guys are very selfless and you're very hardworking, you're sincere, and we really appreciate what you all do. And I know we benefit from it materially, but also there's a spirit there that you guys bring, the real idea of community and service. I just want to thank you guys for that work. Appreciate it very much.
Our next recognition this evening is the Board of Trustees Meritorious Service Award. This award is given to a KDISD employee or student who has demonstrated an act of valor in a one-time event. At this time, I would like to introduce Eloisa Rodriguez, Nutrition and Food Service employee at Davidson Elementary. Ms. Rodriguez is being honored tonight for providing immediate attention to a co-worker in the lunchroom this past May. After noticing her co-worker was choking during lunch, Ms. Rodriguez administered the Heimlich maneuver to save her life. Please join me in thanking Ms. Rodriguez for her quick thinking and life-saving actions.
Mr. President, if I could, while you're taking the picture. Yes, sir. We have an amazing team of staff. We have about 9,000 full-time employees, about 13,000 part-timers as well. And for the trustees on the campuses yesterday, I think you saw the type of folks we have employing this district. Good quality folks, and Mr. Rodriguez is just a great example of the quality staff we have who are very selfish, and they always go above me on the quality. Thank you all very much for your service.
Next, we will recognize KDIC Executive Director of Fine Arts, Bob Bryant, who was selected in May as the recipient of the 2015 Lifetime Administrator Achievement Award by the Texas Bandmasters Association. This award recognizes Mr. Bryant for his outstanding career in music education and his contributions to the profession as an administrator. Last February, Mr. Bryant was also recognized with the 2015 School Bell Award for Lifetime Achievement in Music Education. Please join me in congratulating Mr. Bryant.
Mr. Bryant will not only be paid by us, but he'll still be working for us. Right, Brother Bryant?
Just last week, the new Robert R. Shaw Center for Science, Technology, Engineering, Arts, and Mathematics was selected as a recipient of the Caldwell Class of 2015 award, as well as five star distinctions as part of the TASA-TASB exhibit of school architecture. At this time, I would like to introduce KDIC District Architect and Planner, Peter McElwain.
Thank you President Griffin, Board Members, Superintendent Fraley. I'm joined this evening by Jennifer Hendrickson and Laura Sockleben from Stantec Architecture and Steve Adams as you know with the Shaw Center. It is with tremendous pride that I announce that the Robert R. Shaw Center for Science Technology Engineering Arts and Mathematics has been selected to receive the 2015 Caudell Award presented by Tazza Tazby, the Texas Association of School Administrators and Texas Association of School Boards. This extremely prestigious award recognizes K-12 projects which exhibit excellence in planning and design of the learning environment. In addition to planning and design, the center was also highly recognized in the area of location, context, function, value and transformation related to 21st century learning environments. 52 excellent, well-presented projects were entered into this year's competition, followed by five weeks of jury review and deliberation. Only three projects were selected as the Caudill Class of 2015. This pinnacle achievement would not have been possible without the support of the Board, the vision of Mr. Fraley, the leadership of Mr. Gannell, and the creativity, innovation, expertise, and dedication of the entire design team, including community participants. Stantec Architecture and its team led by Jennifer Hendrickson and Laura Sockleben, along with KTISD project manager Art Campbell and the district's technology division deserve special recognition. As as does Steve Adams and Mary Emanuel in bringing life and enthusiastic program integration into this truly exciting facility. I will now ask Jennifer and Laura to say some additional remarks.
Thank you, Peter. President Griffin, Superintendent Fraley, and Board of Trustees, community, we are so excited about this. This is the biggie. This is like the biggest thing we can get. and as architects dedicated to educational architecture this is like a grand slam home run for us we're so excited I won't bore you with all the details that I want to hit some of the categories that each project had to submit against and and how we responded sustainability was one of the categories you heard about that last month when we received the Texas chimps community is another category and it asks us to describe how the project reflects reflects, defines, and creates a sense of place in the context of its location and function. And it all started with a vision. There was a need with a small group, and then superintendent Friendly, and then the group, they all said, this is what we have to do. So that vision for this unique learning environment, it inspires and empowers the students. It sparks their interest in activities. It fosters collaboration with the community. and it's centrally located inside the district that every student in the district from elementary all the way up to high school is going to benefit from that so star of distinction right there the design we're asked to describe how the design enhances and supports the learning experience and through the wide activities that can happen in this facility in terms of project building exhibition space competition professional development for the staff as well as an assembly place for the community we believe that this is an awesome space for that to happen as well as for the learning environment it allows the students access to be able to think model and make and have unlimited access in flow through the with the tools and the technology that's all included inside the facility planning is the next category and I think this is where we knocked it out of the park. We had three very focused meetings and what you have to describe is did you have a thoughtful process about planning. So we had three impactful meetings and it was the stakeholders that made this facility what it is today and that cross-section of stakeholders including faculty, staff, instructional learning folks, as well as community members, business leaders, and alumni, and student participation. So that group together we had some interactive work sessions from what's the building going to do how are we going to operate what's it going to look like all of those questions we explored together and came up with what this building needed to be a single building with infinite possibilities value I know we hit a home run here with the smallest footprint out of probably any of the projects that were competing 24,000 square feet a modest budget of just under five million dollars it has the biggest impact it impacts everyone in the district all the students from elementary through high school can come and participate you don't have to replicate this facility across the district so and it can be highly utilized by your clubs the robotics are the first ones in the door but I know there's more art science mathematics and other community events so we know we hit a home run there and And the last one is a new category for this year, and it's called School Transformation. And we had to give specific examples at how this project supports learners acquiring and mastering 21st century learning skills. And we described this building, we described it as an incubator for innovation. And it's for the students, the district, and the community. And it's where the roles can be flipped. Students can be teachers. Teachers can be learners. Mentors can be collaborators. and it promotes the 21st century skills of creativity, communication, flexibility, and collaboration. So we are super excited about it. I want Laura just to share with you what the comments that we heard from the jury when we were notified of the award.
Yes, thank you. Very quickly, when the chairman of the evaluation committee called to notify us that the Shaw Center was receiving the Caudill designation, He was excited to share with me the excitement of the committee and the reason they were so excited was how this project celebrated learning in its own distinct way they couldn't classify they couldn't put it in a classification with any other project because it was so unique And his comments were that it was helping to set a new standard for excellence in learning in Texas So I think what this proves is that everybody else is starting to see what we already knew around here, which is this is a one-of-a-kind facility that has infinite possibilities, and it's something that KDISD and the community should be very proud of. So congratulations.
Mr. President, as they come forth, I want to, if I may, I want to thank the board for trusting us. When we gave you with this idea, this is part of the failed bond package. but sometimes you just have to lead. You have to lead and I made the ask you didn't bat an eye. You merely said go for it and we turned it over to a special group of folks, Stantec, and I guess, Laura, you kind of literally burst this thing kind of sort of right? So I'm wondering what you were, you were with child. So your child was born into greatness but we had ideas and we had a great team including Bill Caligari, he was on the committee as well. But I will tell you that when I first saw the renderings, it was beyond anything I had imagined. You guys, it was a grand slam, out of the park, literally kind of swing that you guys took at this. And amidst all the questions and concern about it, the biggest complaint I get right now, not big enough, because it went from what are you going to do, to I want to be there too. And so we're very excited about it, but when I saw this award, I'm a former judge. I judged these before I said, this is an award winner. I didn't know it would be this one. But I'm not surprised. So thank you all for partnering with us. Thank you guys for your vision, for your hard work, for just the tenaciousness, and the team that's out there now, Brother Adams, you guys. Thank you for what you're doing, really making it come to fruition. I recall the planning and having to hold Dr. O'Leary and Brother McElwain back because they got excited about this project. having to answer Dr. Caskey's skeptical questions about, well people coming to me with these things, I mean not hers but they've come to her, and I think we've answered the question. What's it about? Whoever you want.
It is definitely an incubator.
Incubator for imagination and innovation and just want to thank the board for their support and the leadership of Stantec and Art and Peter and you guys and just the outstanding work that's going forth by the Adams County leadership as well.
Thank you very much. Mr. President. Yes, Miss Fox. I just again want to say thank you to mr. Frehley for your You know, you tell us all the time. I have a bucket of ideas Here's one if you don't like it, I can go back to the bucket and we're like, no, we like it We want more buckets of ideas, but when you brought this to us, it was a little bit like what does that look like? what will it the idea is great and we trust you with it and And the result is bigger, better, and more innovative and already accomplishing much more than I think any of us expected. And we are just getting started. And just thinking about what could be created there is something that's so exciting. So to win an award is extra icing. But what you all have delivered and what our kids are getting, it's just incredible. And I can't wait to see what your next idea looks like.

This past June the Tigers softball team became the UIL 6A state champions after their 3-2 win over the Lewisville Farmers. By the way, this is the first softball state championship in Katy ISD. So awesome.

mr president board members superintendent fraley my name is laura freeman hi um i do live in kdisd i have two students currently in kdisd schools um tonight though however i'm coming before you as president of kdic council of ptas kdic council of tas is made up of every pta within the geographical boundaries of KDISD. Currently there are 50 KDISD schools and one charter school with active PTAs in our council. KDISD council serves as a first line of support for its volunteers. I, along with my amazing, fabulous, awesome board, have volunteered to help the volunteers of our PTAs be as successful as they possibly can for the 2015 -2016 school year.
The vision and mission of PTA is to make every child's potential a reality by engaging and empowering families and communities to advocate for all children by encouraging parents and the community to become involved in school by educating parents and by advocating for every child PTAs hope to create a unique learning experience for all students all children not just some or a few every child last year we had more than 27,000 people back the future of the students of Katy ISD we are the largest council in the great state of Texas and I'm really proud about that
our council has more members than some state PTAs on this day the second day of school we have at least seven PTAs that already qualify for the 2015-2016 headstart award which is at least 75% of last year's membership turned in before August 31st I believe four out of those seven campuses have actually surpassed last year's membership total we are rocking membership this year we have been working hard all summer we have awesome leaders at every campus that I that I put in a lot of sweat a few tears but it's mainly from the kids not the parents and just a tiny bit of blood paper cuts happen into their PTAs so the kids can definitely have a unique learning experience this year that's why I'm here to ask you personally to back the future and join the PTAs of our council I have provided y'all with a membership list or a membership form from KDIC council PTAs I know that y'all were given the list of the PTAs that have adopted you as your adopted school board member and please back the future and join those PTAs to show support of the awesome things that they are doing on their campuses. If you would like to join more than just, because y'all only have like five or six schools, if y'all want to join more, that's completely fine. I can help you out anytime. You know, you can join as many PTAs as you want. Just feel free, just know that with last year's membership numbers, we had a huge voice with which we advocated for our children quite successfully. This year, our voice is just getting louder and larger. Why don't you please join us so that we can advocate not just for all the students in KDISD, but for all the students in the state of Texas. Please back the future and join a PTA. Thank you for your time.

I was out and about yesterday and at every school I went to actually actually, in high school. The parents are already volunteering. I know that was not the first day this summer. And so without a doubt, as I said, this is our secret sauce. We have great programs in our district, we have great staff, but without the parental involvement that we have, we would not have the accolades that we celebrate right now. So thank you all for what you guys do. It is greatly, greatly appreciated. I'm an honorary Texas Life member and I will be joining several PCAs this year as well. I look forward to

There are others like him in our community that I can easily point out because their names are boldly stated on our schools and our facilities. Our namesakes have poured themselves into the community and are a testament to the impact that we have on each other. They teach, they mentor, they guide, and they leave a legacy of commitment and dedication for our community and our students. It is because of that dedication that KDISD continues to provide unparalleled learning experiences for every child. I can think of no one better to join the distinguished list of outstanding namesakes than Chief Hopkins. It is his commitment to providing a safe and secure learning environment and his passion for this community that has set the standard in Katy ISD and will continue to leave a lasting impact.

From the first day that I moved to Katy, you know, known about Chief Hopkins and this year's program was much smaller then and we see just on a regular basis that he brings the best and finest to us to help us keep us safe and my daughter and his daughter were classmates and so I've known him as chief of police and also as a dad Katie ISD dad and he and his wife have been volunteers in our schools and and have been involved in their children's lives and so he has pointed poured into our community through service and just set an excellent standard and knowing how much he wants to keep his own daughter safe and watching that and how much he loved her I watched him treat every one of our students exactly the same and you're a man of honor and integrity and exactly the characteristics that we want for the names on our buildings I've said many times that a building is brick and mortar but when you put a person's name on it someone who's poured into our community and who loves us and understands what we do here. It becomes much more than that. And I'm just thrilled to support this
decision. President? Chief Hopkins has done an incredible job. I remember a long time ago when I had hair and I was not quite as round.
I was part of the police department doing some work with them in HPD and I was privileged to meet some very fine officers even our high sheriff and Chief Hopkins is one of the finest I've ever met recently I've had the privilege of serving on a grand jury in Fort Bend County have to be careful how to say this Chief Hopkins and his staff are protecting us and our children when we sleep and they're doing things that protect this community they're just awesome I mean I'm just thoroughly impressed with you and your
staff after sitting that grand jury and I thank you not only as a board member but as a dad what you're doing to protect the students of this thank you so much and there I mean I wish we could do more than simply put your name on a building to honor your service to this community mr adams chief hawkins it's it's truly a privilege to to be able to to name this uh complex after you and um you know you keep people keep leaving and i'm gonna be the last one standing here i think but um uh we're very privileged to have you The thing that officials that came to the retirement from places like Aldine, Brazos Port, Spring Branch, and several others I'm sure that I've missed, who, and Katie Police Department as well, with the chief and the deputies there, but that came to wish him well.
And that only comes through good relationships, good communications, and just being a fine, upstanding person that he is. I was here whenever there were five people on the police department, and I think that was in January of 89, and when it was instituted five months before I got on the board. But it's been very, very cool, as someone said earlier, to watch as they have grown, and we have continued to expand the police department. But Chief Hopkins has always been a person who has never asked for more than he needed. he asked for the essentials and he got whenever he would come to the board the board knew what he asked for that he needed and we were there to grant him those things and we were always honored to be able to do that but Chief Hopkins congratulations on a job well done and your years of service with KDISD being an old football coach that you are and a teacher teaching carpentry that you've got a skill that you can go back on now so we want to wish you well in your retirement don't be a stranger and we wish you well
mr. Mahalski well so tonight I mean we we have a lot to celebrate right we celebrated a state championship softball team we celebrated schools designated no place to hate we celebrated lifetime achievement awards we had the Rotarians that were very generous and in giving back to our community and to our children right and now this this may be the best celebration of all just for a service that you have given this community the way you have your near department has served our children keeping them safe and just being a much needed resource for our community and for our district it's a very happy time and you know this the things that the KDISD Police Department have achieved are amazing under your leadership and I there's no doubt that your legacy will continue not just a name on the building it's it's it's the man behind it and and thank you for your service our district and to this community and Congratulations

That's the biggest honor that that I could ever hope for and I tell you Wednesday when we had a little reception for me at the law enforcement center and Mr. Griffin announced that I actually got weak in my knees and that's only happened three times in my life and that's when I was married and when each of my children were born. So I guess that facility is going to go down in the history as a name of that facility is going to go down as one of the high points of my life and I hope that I can I hope that I can maintain that that that integrity and that that sense of commitment that you talked about I didn't realize that that's what it was I just you know I just love Katie Katie's been good to me I've done what I thought that you would have me do and I said the other day and I continue to say that that I stood on the shoulders of Giants, you have the best police department personnel in the state of Texas as far as I'm concerned and you will have the best police chief that you could have since I'm leaving.
Chief Jenks has been with us for almost 31 years. He's been with me the entire time. He's been my second in command the the entire time um i don't i don't think you'll see a lot of difference in the police department
i think you'll still have the i know you will still have the finest police department uh in the state of texas for for isds it's it's quite it's quite different type of policing mr fraley's as you found out um not everyone can be a a policeman for a school district and and we have we've been very fortunate to pick those types of people.

I didn't really believe it was really going to happen. You know it's one of those things that am I dreaming and I very well could be. Chief if I could, Chief is one of the first folks I met when I came to Katie ISD actually I was in the process of coming to Katie ISD and we met and I knew he was checking me out he had lots of quick I mean he was my first interview actually okay and we had a meeting of the minds that was almost immediate I do believe and when I talked about playing misty he plays misty we talked about writing for the brand maybe he settles up we talked about integrity he's right there with me and he even challenged me says now that's a two-way street yes it is the two-way street said I won't ask if I can't give it if I asked for it but give give it and he did and we continue to rock in a very very smooth way I think and I just want to thank you publicly chief this is none of this bill very well deserved thank the board for doing this for someone who birthed a department and birth the department you see if your legacy will live on and And we'll try to do you proud as well, sir.
Mr. Fraley, you told me during that meeting that if a man asks you for loyalty, give him integrity. And if he asks you for integrity, you can be loyal. And it didn't take me long, about a month, and I figured that I could be loyal to you, and I have been. and I appreciate your integrity.

by Ashley van second by Joe Adams that the Board of Trustees approves the contract with TCG benefits LCC on behalf of I like 360 to provide credit monitoring services for all former employees who received a paycheck from the district in 2013 and the staff who were employed with the district as of august 6 2015 in response to the august 5th 2015 irs data breach any discussions this president if i made just as a reminder on august
5th we'd have information that was lost by or misplaced by an agent here doing a random audit and we knew then that the information that was lost created great exposure and risk for our employees. I spoke with you, and you knew that we had to make an immediate decision about what to do, and you allowed me to quickly move to get our employees covered and protected. In the end, we were expecting some cooperation from the IRS. We had a couple of phone calls that never were received that we're still waiting for. Actually, I'm not waiting anymore. more now that if you approve this now we'll go forth to IRS explain what this breaches cost this district. For the next three years almost two million dollars and I've got no positive response from IRS at all regarding helping us. They sent us a letter that they would provide their own coverage after we had told them what we had to do immediately. So I do thank you for your support and for all employees we do pledge to all that we can to keep your information safe. where it's unfortunate that it happened, but we acted very quickly to make, to protect you. And we want to thank the team that spent the hours, hours over a three or four day period, and we still fret about it. When you have employees drive to the airport at 1030 on a Saturday night, make sure the folks get letters in a timely manner. Best of both of you on the call to duty. You know, folks spending all day Saturday printing, breaking the printing machine, stamping, breaking the meter machine, hand forwarding and stuffing letters, that's above me on the call of duty. When you have folks who are immediately available to respond to your questions about the quality of the contract that we're looking at, when you have folks who are immediately available to just do whatever is asked of them, from Dr. Smith's office as well, that's above me on the call of duty. So I want to thank you for that support, that work, and for the Board, thank you for your consideration of this request tonight.

always says they want something you have to give it to them and today just credit he was very very respectful it's just that this information was on a flash drive that was misplaced but we don't have the option of saying to the IRS you can't have this information at least we're not we're not aware of that yet it. Someone is saying that we gave it and we didn't have to. That's incorrect.
Ms. Fox. I just have one question that I received from someone. Did the IRS send out a communique offering some sort of protection and we did as well because the question I got was which one is one better than the other? Do I do both? Is one instead of the other? I think there was some confusion about what to do because IRS reached out to them and and we already had provided something and the response I got was yours is stronger and a better fix I prefer the one that the district offering but what do I do with this IRS well I don't know but I just wanted to pass that on um
notified employees that following morning after the breach was detected that they were covered with the I like 360 which is a very robust thorough ID ID protection program that will be available for the next, will provide it actually the next three years. It will monitor your social security number, any attempts to use your credit information, any attempt to sell your information on the black market, as well as additional coverage of credit cards and liability coverage and things like that. So I do believe that what we're offering is a much better deal. And we offered ours immediately. Now our rest of the letter came about a week later. So in one week's time, a lot of things can happen to your information. We didn't have time to wait for that.
But my question is could we just maybe send out a communique that what they have from us is completely covered or do they didn't Understand whether to sign up for both. Okay guys

You know when when mr. Fraley called me and talked about this problem I flashed back about a year ago. I was in a port of Spain and I bought a subway sandwich At the subways there in the airport and before I went 30 feet through security My credit card was already being used in California, Washington, Wyoming. They hit me with about a huge bill. Thank goodness it was on a credit card, and there's protection that does that. But when we talked about this, all of your information is now susceptible for the entire district. And this was something that, if I got hit in 15 seconds, I couldn't imagine what would happen to the entire district with all the employees and the confidence we have in the district. So I felt this was a an emergency that needed some addressing as fast as we could since we do care about our teachers and As much as our students
Like a dad I had employees that you know don't reveal who it was that think that paid off a payment or something and Got a call from a lot of 360 saying someone's doing an inquiry credit And so immediately this person realized that this is pretty good stuff it's for the next three years that's available to all of our employees that
