Good evening president Griffin trustees Superintendent Fraley and members of the public. I'm joined this evening by our Campbell Katie ice deconstruction project manager Steve Adams Robert our shop facility coordinator Mary Emanuel, Instructional Specialist, as well as Jennifer Hendrickson and Laura Sockleben from Stantec Architecture. On behalf of the entire design and operations team associated with the Robert R. Shaw Science, Technology, Engineering, Arts and Mathematics Center, I am extremely proud and pleased to announce that the recently opened center is the recipient of a 2015 CHIPS Design Recognition. CHPS, CHPS stands for Collaborative for High Performance Schools, a national organization with a mission to make schools a better place to learn through an environmentally responsible approach to school facility design. The CHPS recognition is reserved for those school facilities which meet the high standards of the collaborative. Your design team and operations team for this exciting new learning environment are extremely pleased not only with the how the facility has has performed functionally in providing a wide spectrum of learning opportunity for the for the students but also how it represents an environmentally responsible learning facility Jennifer Hendrickson with Stantec architecture will now come forward and describe some of the facility details which led to this prestigious recognition

Thank You Peter President gift Griffin members of the board superintendent Fraley in a public. We are very excited Peter gave you the overview of the chips I just want to say that Texas chips was created from the California system And it was made through an advisory council that helped create that criteria and Laura Laura Sokolavan served on that committee to create Texas Chips, and she continues to serve in that capacity today. So we're excited that she's on our team. And the project itself, there's seven categories that you need to make marks in in order to receive this criteria. I won't go through every single criteria, but I'll hit some of the highlights. In sustainable sites, things that are building code driven are incorporated in this building. So the reducing your heat island effect by having highly reflective materials in your parking lot in your roof to help keep the natural environment Cool also to reduce your heat load. Those are some things taking care of the stormwater runoff Those are normal things a course of business But through your business practices at Katie ISD some of your design standards as well as industry practices in architecture This building also focuses on conserving Reducing your consumption of both water and energy just a few stats For your outdoor water, it's a reduction of about 54.85%, so we're conserving water. On that sense, we all know how precious water is, even though we got a large dose of natural water recently. But in indoor, in terms of the sewage conveyance as well as indoor potable water, we're saving over 30% of the threshold, 30% beyond the normal threshold, so that's good. And the energy we're controlling, the way the systems were designed in that facility was to be smart. It was going to be used at different times. All the bays aren't always operable. So the systems were designed to control the air conditioning and the lighting at the macro level as well as the micro level. So you are very smart about how much energy you consume in the facility. And then inside and exterior, we're trying to choose materials that are low maintenance, very durable long-lasting and one of the criteria is during construction to make sure that you're a good neighbor during construction so of the waste that was diverted of the waste that we created during the construction of the building about 93% of that was diverted from going to the landfill so as a good steward we did not make a negative mark on our environment in the inside the facility they They concentrate on making the environment clean, clean air, nice, natural light. So the flooring systems, they concentrate in chips. Flooring systems are one of the criteria. So by having the concrete floor, it's very durable. It can handle abuse and doesn't require a lot of maintenance in terms of waxing and cleaning and things like that. So that got us a point, as well as the indoor environmental quality for the students and the faculty that are in the building. So the natural daylight, the abundance of natural daylight light from above as well as through the windows is important views to the exterior being able to control the lighting we're able because this facility was a small we like to call it an incubator a test case we tried some things out in the facility so that we could see how it worked before you go full scale from the district so LED lighting is in there and the being able to the LED lighting consumes less energy and it doesn't have the mercury off off-gassing so that was one of the pieces that we did as well as all the other finishes were in the industry of carpet ceiling tile paint low emissions no off gassing during the construction or during the occupancy so we're super excited we got 33 points and it's really a fantastic place to learn but it's also a fantastic building for your investment to be such a wonderful facility and have have a positive impact on the environment. proud to make this recognition. Great. Thanks, thanks Jennifer. And once again we're extremely proud of this facility, proud of the environment and the kids that now can benefit from that particular, from this facility. So at this point in time I'll call on Art Campbell and Steve Adams and Mary Emanuel to come forward to receive the recognition.

mr mcelwain while they're taking pictures i just like to make a couple comments i love the building i love that we're getting all the students that we can in there and it's amazing that you guys out there sitting in the crowd and you know who you are you guys started this dream and this plan and what this morphed into is amazing now my high-tech question is is when I'm sitting down there in the chairs and I look up you have a big square is that LED lighting or is that like a sunlight but it's a high-tech sunlight are you referring like when you're yeah into the ceiling and above above that and those are a solitudes lighting so it's it's harvesting natural daylight through the roof inside the project rooms are skylights that are bringing in the north light so I was talking with mr. outlaw and he was saying today that you know we don't even have to turn the lights on in the building because mother nature is taking care of it so we're harvesting natural daylight through the solar tubes and the light scoops over the project
It's been extremely rewarding for us, you know, as architects and as designers, to be able to really see the fruits of our labor with respect to the results, and I think you're going to hear about that in a few moments from the kids, you know, because that's what keeps us in this business of K-12 architecture is what we're doing to hopefully benefit the kids in our district. Thank you. We thank, obviously we thank, I'd be remiss if I didn't thank the board, actually, because as you know, you know, the original budget was not, you know, the board supported the additional work to be able to create what we have today. So once again, we very much appreciate that.
Mr. President, I want to just say the same thing Mr. McElwain did, just to thank the board. Stepping out on faith in this project, I know it was very nebulous in the beginning, but you trusted us. And what you have allowed us to create is something that has only just begun to be have that its phrases song This is a tremendous facility. I can't thank the staff out there enough what they're doing and Stan tech As I told you all early on you outdid my vision in a good way and taught also in the committee Mr. Outlaw was very instrumental in the design and and Got a Chris team six to four and all the other teams that have come on board now have five robotics teams We've also done CSI out there, we've done a sonic boom tube and all kinds of things that are happening out there beyond what we even imagined. And that's why it was designed, to really inspire folks to imagine things beyond where we are and to create. And so Peter and you guys are, you guys did a tremendous job of seeing it through and I'm just really proud of what we have out there.

Miss Hendrickson, thank you. Mr. President like I love being at the Shaw Center and it feels like every time I'm there I'm seeing something new for the first time I love those solar tubes and we took us other districts are coming now to take tours and and to see what we've done And what does that look like and we want one too. And so I'm a little nervous to let Miss Manuel and Mr. Adams give them a tour because I'm afraid they'll try to steal our people Not just our ideas, but right
And they want to see it yes, yes, so and that huge fan that's in there is so cool and all the exposed duct work, and it's just so incredibly cool, and it's so so user friendly for how one bay could be used or all bays. And the windows in there so that children can collaborate and be inspired by other teams. It's just an incredible design and I look, I'm excited too for all the things that have already happened and the things that are to come. I'm getting a lot of questions about how will the A for arts be incorporated and I know that you all have lots of ideas and that's coming. And I want to say publicly thank you to Mr. Fraley for his vision for this Because he's been talking about this for some time and his vision for this got us all excited and so Having it is. Thank you. Mr. Fraley for bringing that great vision to us you have a lot of vision and a bucket of ideas and we love looking in your bucket and seeing your ideas and we love being able to make them happen when we can and And I'm excited to hear from the students in a bit. I just wanted to say, I love, love, love it.

All right. We're down to the report section 6.1. Katie independent school district for inspiration and recognition of science and technology first robotics team updates
Mr.. President mr.. Superintendent and the board. Thank you all for giving me the opportunity to speak this evening My name is Dylan Bray and I'm the outgoing student president from Cinco Ranch High School's robotics team 624 Kryptonite. And as a graduated senior, it's been amazing seeing all the accomplishments of my fellow students across the district throughout the duration of my time in Katy. I think it's definitely safe to say that KISD is doing an absolutely fantastic job of supporting every student and helping each and every one of us take steps towards achieving our dreams. Never would I have imagined just four years ago that I would have the opportunity and privilege to lead a truly world-class team and represent KD to teams across the country and across the world. I'll first quickly explain a little bit about our team and the competition we participate in to any here that don't know about it. We participate in the FIRST robotics competition. FIRST stands for Inspiration and Recognition of Science and Technology. So the goal really is to get students excited about science technology and get them to want to pursue careers and really cement their futures in pursuing something so worthwhile. The competition gives us six weeks starting at the beginning of January to address a game every year. And this year we built these robots to kind of stack these boxes, but each year is a very different thing. And we only have six weeks to build it, so it's very difficult and it really mimics the the world of engineering. We get to work alongside professionals, as well as learn about professional environments such as working with other teams graciously and professionally, as well as working how to compete as well as cooperate with all of those teams. It really does a fantastic job of mimicking the environments that we will be working in in our futures. So at the risk of bragging too much, I'd like to share my team's accomplishments over the past season. We were the winners at the Dallas regional, the Utah regional, and for the first time, our home regional in Houston, the Lone Star regional, as well as seating fourth at the World Championship Tesla division in St. Louis and being invited by the first team to join to their alliance. And we represented Katie as a quarter finalist there. In addition, we attended an off-season competition this weekend and happened to win that as well.
However, this bragging really isn't so much bragging about just our team, it's really bragging about the whole Katy community and the district and all of our wonderful teachers, parents, mentors, and everyone else who supports us in what we do and what we strive to achieve. It would not at all be possible for this level of success without the generous support of of the board and of course, KDISD, the whole district. The STEAM Center is a true game changer in engineering education and science, technology, arts and math, and in KD allowing so many different people to experience so many different things, working hands on projects, in addition to the incredible support we already receive at our schools. KD serves as a model district for other STEMUL8. We've certainly been asked to share the plans for the STEAM Center so other teams can show their school districts. And you guys kind of talked about that just now. And I'm definitely excited to see all of the new things that can come out of the district. So I'm a little bit sad that I'm leaving, but I'm also really excited that maybe I can come back and see so many more great things. As I move on to college and I'm finished with robotics, I'm incredibly grateful for all the support as well as so excited that we're going to have five teams and more in the future. I'll just end with a quick story about Katie and the name Katie has. I was recently at my orientation at UT Austin, and I didn't have to say I was from Katie. Oh, it's a suburb west of Houston. I just had to say I'm from Katy and people definitely know where Katy is and the steam center all that KDSD does Definitely puts the Katy the Katy's name on the map. So now I'll turn it over to Alex Meehan from Seven Lakes Thanks. Thank you.
Mr. President, Superintendent, and members of the board, I'd like to say that it's an absolute pleasure meeting you all today. And my name is Alex Rian. I am the current president of the Seven Lakes High School school, club, and I am a junior entering my senior year. I would like to commemorate some of the fine moments we had this year for our team.
We reached a lot of peaks this year. Our team for the first time has been able to attend two regionals and as a student, As a freshman entering the Sunlinks High School Robotics team, I cannot imagine how much we have grown these past three years. And it's really amazing to see that thanks to your efforts, we have finally been able to achieve more thanks to this great facility that you guys have provided us. and I would like to just give you a short speech on how it has helped us from our humble beginnings.
Now, this season brought along many new obstacles for our Bloomington Club, which for the first time in history has achieved a member count of 60 students.
Unfortunately, this also brought along many new challenges amongst the space management. Our team has worked in a garage for two years. As you can imagine, there is no satisfaction in accomplishing such a feat when the club is restricted by a lack of space that can only be made safe by a team-prone nation and the free equipment we had in our possession. As a driver for the club this season, I can tell you from personal experience that practicing in a garage or in other locations on the drive to the house made me displeased, as many as my parents who have endured a bunch of high school students working on their premises.
In addition, many of my peers were reluctant to visit the build site as lack of space often drove us to work outside of the garage where we were often open to the conditions of, well, the outdoors and whatnot.
And another not so fun aspect of the situation the club was in. Seriously, you have no idea how much my team appreciates the ASE at the Sim Center. But of course, the Sim Center has provided much more than comfortable temperatures. The newfound space that this amazing facility entrusts us to the individual clubs and the access to new equipment that will surely serve each team well with the coming seasons. And let's not forget the safety procedures that accompany an already great improvement. movement. Never have I personally felt so safe in a place outside of my home as the staff, students, and mentors coordinated themselves to provide a secure building environment. I can only be left speechless by the sight of it all.
Therefore, on behalf of my club,
I express nothing but the utmost gratitude for our wonderful district, whose efforts efforts have not only ensured a secure and convenient location for all KISD high schools, but also facilitate the growth of our blossoming organization, as well as that of our new teams this year. We cannot be any prouder to represent KISD in such a prestigious competition, and I hope you will all consider nurturing our fellow robotic students, who aspire to make a future for themselves that you can all be proud of. I would also like, on behalf of my team, to thank each team represented today, as well us as the RSC Center staff for supporting our team countless times and without further ado I would like to introduce the robotics club from Taylor High School TARDIS a team who has presented great
excellence in the opening of their career.
Mr. President, Mr. Superintendent and members of the board. One year ago we started out with a team of one teacher and three students.
Gained a few members after that and moved on to our first competition which is this remix which is the last year's competition and we didn't have a full drive team and we had to borrow a robot from 624 Cinco.
That was definitely one one of one of the more interesting experiences I've had.
Without the Full Drive team, we just kind of experimented a little and had fun with it. This past Saturday, we have a Full Drive team. We have our own robot that we can sincerely say we built. We have fans. And we've made it to the top eight in one of the competitions. It's exhilarating. In fact, this past Saturday, whenever we played with Cinco in Cinco alone, there's usually another team, we ended up getting the highest score of the day on Saturday.
Now essentially I'd like to kind of talk about our brief history, albeit very brief, it's only been a year, so it shouldn't take too long. This year we were able to host Kickoff, which is the description of this coming year's game and how it should be played and then immediately after everybody scrambles all over the place and tries to come up with ideas but being able to host that was a phenomenal experience it went without a hitch it was insane I could never comprehend something like that happening and as we're a rookie team it's even that much more amazing just the entire experience itself everything's been rewarding. We're essentially a large group of elementary school students get to show up and play with various sorts of technology like building stomp rockets and having fun with a small science day and we were able to help support that and host it and make sure everything ran smoothly as well. It's been a wonderful time being able to see all these different kids try to see how how they can get their rockets to work the best and which ones can fly the farthest if stomped on at harder or stomping harder on the stomp rocket or if it has a different design. Watching them try to think it out is always really, really entertaining. And I mean, it's a wonderful experience. This year we went to two regionals, which one of them, the first one we went to was Bayou, Bayou Regional, down in Louisiana or New Orleans with Seven Lakes. We traveled in the same bus and I got to meet a bunch of wonderful people from Seven Lakes. It was a great time. While we were there we received the Rookie All-Star Award which meant that we actually got to go to the World's Competition. The World's Competition, I'll I'll get to in just a moment, you'll have to wait.
To sum up Bayou, along with the Rookie All-Star Award, we were number one in pit safety, and we won the highest rookie seed for the event. And everything there, it's just a mind-blowing experience. I had never been to a competition before. I had never partaken in any form of robotics or any kind of technology club, class, etc. before, getting to meet all these people with similar interests was a monumental experience.
It was the most fun I've ever had, actually.
In order to recall this year, it's very emotional for me. It's been amazing.
So getting to meet these new people, getting to work with technology, it's been one of the best times I've ever had.
So our hype, post Bayou hype, led into our next competition, which was the Lone Star Regional, the one we have in Texas.
There was all the KD teams that we have, all of us were there, and we were able to form a KD chant for us all to chant whenever we got to play. So everything we we did was always as a community and not just our team.
It's always about everybody. And then from Lone Star, we moved on to Worlds and Worlds was a mind blowing experience. If I could summarize it, I would say I would probably never have the same kind of opportunity again.
And I can only hope that someday in the future, this team can get to go there again. It was wonderful. While we were there, we ended up placing 12th in our division. And while we did not place out of our division, we actually had the opportunity to support Cinco in their endeavors, and it was actually a lot of fun just to get to sit around and watch everybody, or watch Cinco try to get through it all.
Well, everything wouldn't even be possible without the help of the STEM Center. Before the STEM Center, like Alex said, we were working garages and all these disorganized and everything just kind of, we were able to get the jobs done, of course, but it was It was always interesting to be missing a part and freak out about it and then have it turn up in one of the mentors' trunks just a couple days later without any worry or anything at all. And coming to the STEAM Center, we were actually able to have some organization and get everything put together. It was nice.
Organization is big. I'm a big supporter of organization. So, I had some good times sorting bolts. That's about all I'm going to say on that.
But before we had the STEAM Center, we had some help from some of the teams, and they were a massive help. And then after we got the STEAM Center, we were able to talk with all of the teams. We got input from everybody. It was almost overwhelming, but it was still, people gave us new perspectives from different angles and we actually were able to complete our bot. A lot of our bot is not just our bot, it came with help from everybody.
So essentially, everybody else was able to put it together.
As far as the environment of the STEAM Center, getting to work in our own private space instead of being between garages and losing parts, borrowed tools, and just generally holding meetings in the front room, it helps so much with getting the club organized.
We've had a lot of fun just building there. It's been a wild experience. I'd like to thank Mr. Adams and Ms. Manuel for their time. They do a lot for us. They spend so many hours there. They work hard to make sure that we're safe. I can't thank you guys enough.
I want to thank the employees who've helped us the whole time, KDISD employees. I want to thank the mentors and volunteers who've gotten us to where we are today and I'd really like to thank Mr. Stocks for actually being as supportive as he has been. He's been probably the most supportive I've seen. He's always interested in what we're doing and he always has like a positive position. He like always wants to know what we're doing and I always kind of see him poking his head in every once in a while to check up on things and see how we're doing and it's just really nice to know that he cares everything we've done wouldn't be possible without him lastly i'd like to thank you and all of kd isd for everything you've done because without you guys there wouldn't be first to katie so finally i'd like to introduce connor from Tompkins Robotics Steel Talons to present.
Good evening Superintendent Fraley, President Griffin and other members of the board. I am Connor Devlin. I'm the member of the first graduating class of Tompkins High School and as many of you all know we up until this point we actually did have no seniors so So it was pretty interesting not having any seniors. So that was a really interesting atmosphere to have at our high school. So a little background on me. I am a varsity football player for my school's football team. But most importantly, I am the president of the Tompkins Robotics Club. So as a little background, I had worked, because I had originally went to Seven Lakes before being redistricted over to Tompkins. And so when I was at Seven Lakes for my freshman year, I had participated in the Seven Lakes Robotics Club, which is really what piqued my interest in robotics and STEM fuel in general. Up until that point, I hadn't really been sure as to what to go when I would grow up and go to college. I was still unknown in that area. And so by going to Seven Lakes meetings and then eventually joining their team and then participating in their competitions, that's what led me into STEM and that's what makes me so avid and so so determined about having a club at our school. And so, you know, with a lot of our high schools, we've had, you know, these clubs form after, you know, six or seven years, eight years of being open. And so I'm really proud that after going to Seven Legs, being there for one competition year for robotics, and then going over to Tompkins, I was basically able to get the club going in the first year of Tompkins being open. And obviously I cannot do that without my parents and our sole sponsor, Ms. Anderson. Anderson. She was fantastic and then because what happened was we had like a lot of people. We talked around and the issue is with having a school that's just opened. There's teachers but there's only teachers for certain like classes. We only had freshman and sophomore teachers and then those teachers also either taught other classes or taught the same sports. So having finding sponsors that could have open time for us was really hard to find and luckily Ms. Anderson stepped up to the plate and she performed fantastically. So I'd like like to thank her right off the bat.
So leading on to that, I started the Tompkins Robotics Club
in the beginning of the second semester of my sophomore year at Tompkins. We weren't able to obtain, like I said, a consistent and reliable sponsor up until Ms. Anderson. And when we finally did, we could finalize and turn in all the paperwork that was acquired of a high school robotics team. And after that, we could start participating in a robotics event. And like Chris said we did actually have to borrow another robot from Spectrum which is Straight Jesuit, that's Straight Jesuit and St. Agnes Academy that's their it's like a little combined team sorry and so they lent us a robot and then we actually participated at the Robo remix so that was really fun. The following summer break after school ended our team began to hold sessions in various different public spaces like libraries and even at the school sometimes when Ms. Anderson was able to unlock it. So but it was a bit difficult because we had sort of had to go around We because I'm in I live in Cross Creek, which is in Fulshire So we had to go to Fulshire and hang out there hold meetings in Fulshire libraries and then also hold meetings by Cinco and the Cinco libraries And so we sort of had to go all over the district in order to you know Be have our mentors teach us about the basics mechanical engineering Basis of electrical engineering and then programming and so obviously that was very difficult up until the up until the RSC. So And then, so we continue to hold these classes, and then following the beginning of school, and then towards the beginning of winter break, we spend our entire build season, so about six weeks, in my unheated, cramped, and messy garage. Alex, Chris, and everyone here will tell you about working in a garage. It is not fun, and I'm going to reinforce it. It is not fun. We had 40 kids in there every single day in my garage, and we are working, you know, those kids over there, they're working on wiring those kids over there. they're working on the drive chassis, those kids over there, they're, you know, drawing up designs, and those kids over there are drinking hot cocoa and so they don't get hypothermia and freeze death.
So it was just, it was a difficult and
trying experience for my team and especially my family, considering they're the ones who had to have a bunch of crazy kids cutting metal, ironing, and then nailing a screwing and all these different parts in their garage a few feet from them when they're trying to hang out with their friends and then and enjoy their time off from school.
So, but we all had the RSC as a light at the end of our tone. We're like, if we can get through this build season, we can get through anything. The RSC is what we're looking for. We're going to get it, and it's going to be fantastic. It's going to be awesome. And as a little, I guess, anecdote, I was like, I was praying because I was like, okay, maybe they can get the RSC done before build season. Sadly, that didn't really happen due to, you know, building. building, but that was the goal. It was like, okay, once this is done, we're going to go to the RSC, and that's exactly what happened, and it was amazing. So the RSC is a ... I'd be lying if I told you it wasn't a huge step up, because it is amazing, honestly. Coming from a garage that it was filled with nuts and bolts and everywhere, and honestly, I walk into my garage today and it's still filled with nuts and bolts because I've procrastinated and I haven't cleaned up and my mom is still yelling at me for that. So most importantly, the RSC provides us with a huge physical space to work with. We have, if you, obviously you all have all toured the RSC, so we have, you know, the individual, the giant main hall, and we have some additional buildings, and then we have the bays. And before we get into the shop at the back of the main bay, the main bay is just so much more space. It's awesome having these dry erase walls that we can write on and just draw our thoughts, do whatever we want, and just splatter our designs. Because otherwise we had to go to Costco, go to Walmart, get these dry boards and nail them onto the wall, and then get yelled at because we didn't do it correctly, and then get scolded by my parents.
So once again, the RSC is just the physical space is amazing. And then the shop center, you all provided with so many tools that we didn't have, we had to use my dad's rusty screwdrivers and there's like wrenches that were missing so we'd have to like run to Home Depot sometimes because we didn't have the wrenches. But you know when we get to the RSC we had all the wrenches, you know we had the, I'm trying to think of it, all the drilling machines, all the cutting machines. None of this is what we, we didn't have that at my garage. It's amazing that we just have all this space to work with and it's just amazing honestly. And since all the teams are working at the STEM Center, we get help from all of our districts like Cinco, Morton. And it's interesting because Morton Ranch is right next to us. Most of the time, if you all see, there's a little chain door that you can pull up. So Morton Ranch and us, we normally keep the door open between us and we'll pull pranks like Morton knows his pizza, you know, every now and then write that on their to-do list. But with those doors being open, it just literally and mentally opens the door of ideas ideas playing between ourselves and more in the seven lakes and Cinco and sailor because at the end of the day first is a collaboration of people and even if we're split into individual teams based on high schools we are obviously first in Katy and we are the students of Katy making very soon robots for our for our teams and then going on to world competitions and succeeding the OSC The USC provides us obviously with up-to-date tools and etc. The USC also has this whole professional engineering atmosphere that isn't found in a unheated and hot garage. And it's really fun because obviously I'm on the football team and so during the football season I spend three to four hours every day outside in the heat, sweating and then getting beaten up and sweaty from all the football stuff. And so that's, you know, it's, I mean, it's fun, you know, when you get to hate kids, but not when you're just like staying there sweaty and dehydrated. And, you know, but when we get to say, oh, we're at the STEM Center, you guys are, you know, band of football, you guys are outside sweating, oh, we're in here, you know, air conditioning, we're building robots. So, you know, what's up? You know, in addition, it's pretty cool because while we say that, you know, to the band of football, we also know that this facility is one of the best in the country and probably, I would have to argue, the best in the country. I have you know I've talked to a lot of other teams and various other competitions and I don't really think any of them can compare to the amount of cooperativeness and the amount of ability to work together that all of us have from you know seven different high schools some teams you know they have you know seven high schools are like one team but you know seven high schools with each with or five high schools with their individual teams are working together that is something amazing and that a lot of other school districts in in Texas and in the rest of the country do not have access to. In addition to build spaces and the atmosphere, the RSC provides us with an unparalleled place to practice various strategies and test robots, something that most teams don't even come close to having. But in my opinion, the best part of the RSC, something that everyone can agree on, is the air conditioning and the heating. Thank you so very much for providing that, because everyone needs it and everyone loves it. So I mean, like what Dylan said with UT at Austin, and I was up there for Boys State, but I went to the U.S. Naval Academy, the summer seminar, which was just held last week, and it's really interesting because at the Naval Academy, since it is a government thing, they have the most up-to-date equipment for the engineering. And so when we weren't being yelled at and drilled and Navy SEALs, we were being shown around the campus. And, like, you know, we were walking down all the tunnels in the dorms and, like, you know, look at all the stuff that we have, you know, look at all these engineering spaces, you know, we have specific areas for programming and then I told them about our STEM Center, showed them pictures of the STEM Center and they were like, that's amazing. We, I mean like, I mean, you know, the US government can only back so much, obviously they couldn't back something like this and so when we get to say, oh, we look at our STEM Center, look at all, look at all we're doing, look at all the robots that we've built, look at all the cooperativeness, it's something that is really unparalleled and something that even the US Naval midshipmen and all the admirals and commanders there were so enthused and so enthralled about.
So robotics is a club
that truly helps you secure a spot at a good college and succeed at life in the real world. It teaches you how to work with other people and it teaches you important values in life and it teaches you how to succeed in life. In conclusion I would like to thank my high school principal Mr. Grisdale, our club's sole sponsor, the engineering teacher at my school, Ms. Anderson, for supporting and backing our team. I would like to thank my parents for allowing our team to take over our garage for three months and continuing to sometimes take over our garage and allowing high school kids to be in there during all hours of the day and night and during school and after school and on the weekends. I'd like to thank Steve Adams and Mary Emanuel for their help and accommodation and we're only there if they're there and then you know there's sometimes when the parents are there but mostly they're the ones who run and operate so they're taking their their personal time to be there with us to hold it open and allow us to continue to work and succeed and I really want to thank you guys for that so much thank you guys most importantly I and every member of the KDIC robotics team would like to extend our most gracious thank you to our superintendent mr. Fraley our president Charles Griffin and every member of the board here because without y'all we would be out at our garages freezing hot sweaty cramped because is without the RSC, we would be much more different than we actually are. And I follow you all on Twitter, so I followed all the competitions, and I watched everything that was going on at the Worlds, and it was so exciting. What we love so much is watching you practice. I was there when TARDIS was practicing at the Shaw Center one day. and hearing you talk about open doors rolling up that garage door and having open doors with Morton ranch like and Chris made me cry because thank you they keep it next to me just hearing about how you exemplify what we all love to hear and think of as one katie and supporting each other and helping each other out when you need tools or you need an idea or your robot is put together from pieces of everyone and hearing even that you reached across district lines and uh strict joseph helped out i mean you all are impressive no one no one is surprised by that but you're also inspirational and we are grateful for you and I was got to spend some time with the Education Foundation this past year the KDSD Education Foundation and they sponsor grants at schools and there were so many of them who wrote teachers in classrooms who wrote grants about robotics because those little children that you all are inspiring want to participate in robotics so I think your future is bright because I I'm not big on sports but every man up here talks about sports every time there's a pause in a conversation so what would y'all call that farm teams or minor leagues or you've got people coming so those elementary kids are working on robotics and they're ready to join you and follow in your footsteps because you're not only impressive but you're inspirational and we're grateful for you

and go ahead all right well thank you mr. Griffin and talk about setting you up for a hard act to follow that's gonna be one to do I tell you mr. Fraley mr. Griffin appreciate y'all having us tonight board of trustees I want to just start by saying that thanks to the 70 plus budget managers aka principals and and department heads throughout the district and Mr. Fraley's leadership. I've got a report that I think is a good report. We're still two months away from needing to adopt the budget, but I wanted to make sure that you guys were aware that we are, as other districts are adopting their budgets because they have a July 1 fiscal year. We do not. Ours is August 31st, and we are in good shape with progressing with our budget plan.

Tonight I want to talk to you a little bit about the 2014-15 budget, give you a little update of where we are right now in the budget that we're currently operating in. I want to give you an idea of the timeline that we've had since we've started this budget process back probably in October of last year. I'm going to talk about some state issues that happened in Austin, property values, fund balances and our initial budget projections and then a timeline for the rest of the summer as far as an update this year this is the budget that you approved in August of 2014 or you know about 10 months ago and that's how it looks today through the amendments made throughout the year those amendments throughout the year are listed on this sheet most of those were timing amendments one of those being the large one for expenditures for the shawl Center which we did not expense during last year's budget as originally planned and we spent those in this year's budget and then the others again they're just timing amendments spark so that's where again we started where we are and where we would be if we had to do the amended budget right now final amended budget right now we're still spending that budget but we do think that the revenues will come over a little higher than we've originally budgeted and I do think that we will have a modest increase probably more than that that you see there increased our fund balance which is good in a district that's growing in expenses because of student enrollment growth a small increase in fund balance is expected things to consider that that we consider throughout this budget and you'll hear and is our student demographics we're property values and tax collections and are obviously very important to it. Shares is our third largest revenue and there is a chance, although it's not reflected in these numbers, at some point we're gonna have to double up that revenue for accounting reasons one year and that'll be a windfall of about five million dollars. But again I don't expect that to happen this year, at least I hope it doesn't. And underspending and is we don't we don't spend our entire budget and salary accruals we do have one more instructional day in this upcoming school year we started one day earlier and so we'll have one more day of expense to the budget that we're currently in so that's going to eat away into our under spending some but we still probably will not spend our entire budget that we're currently operating in okay moving forward with the 1516 budget we started it back when we got the demographic report from PASA and we We really hit it hard in January with our kickoff of the 84th Texas Legislature and following that. And we shored up our enrollment projections on February the 10th and we turned the departments and the campuses loose on their baseline budgets. And they, throughout the district, were working very feverishly on well over 100,000 lines worth of data entry. In March, you approved the campus staffing plan. and last or tonight you presume approved the department's life staffing plan or you presumably will approve it I'm sorry I don't think you have yet sorry and then June 1st just three weeks ago today sine die which is the end of the legislature happened around noon three weeks ago okay I want to talk about the state some a couple of state issues I won't won't go in near the kind of detail that I would I will say that these are evolving I received a book this today which is a summary of all the bills passed and I'll be sitting in a a workshop on Wednesday for four hours going through this this document of the 1316 bills passed in this legislative session actually just the ones for education and really my interest will be focusing on funding but January 21st which was yesterday was the day for governor Abbott to sign or veto any legislation and he did veto some bills but if they weren't signed or vetoed they automatically came law at the end of June 21st okay legislature at legislative activity I want to focus on the column on the left those were new New funding that happened to the school districts that the legislature gave throughout the state. For enrollment growth, you know, we're not, we are one of the fastest growing districts in Texas, but we're not the only growing district. Enrollment growth, the legislature did put additional funds toward that. House Bill 1 increased the basic allotment by $100 in each of the next two years of the biennium. That cost $1.2 billion. million dollars. They raised the Austin yield or the amount of money we get on our four golden pennies, which was about 860 million dollars, and I won't go into all of these. The ones that really affect this, NIFA, the new instructional facilities allotment, that's the 250 dollars that we get when we open a new school per student in the new school. By that not being funded, the last, or the 2011 legislative session that cost KDISD a little over two million dollars we think that's worth about two million dollars moving forward with this building program into schools that will be opening in the next couple of three years if a funding that's in red and the fractional funding because those Katie ISD probably will not receive well they won't receive any of those funds fractional funding was for school districts that were not at the maximum tax rate in 2006 and if a funding we're although we are still very property poor, we do not qualify for because we are too wealthy to qualify for that, even though, again, we are very property poor. And tax relief was another big focus, so we'll shift it over to the right at the top. $3.8 billion was given in tax relief. 25% of that was from the reduction in the franchise tax, or $2.6 billion was a 25% reduction that franchise tax and about a $10,000 increase in the homestead exemption and I will say that that has to be voted on in November so that's going to delay appraisal district or tax offices across the state from sending out statements because of that election and that will cause a whole harmless which means the the state will make up for the lost revenue for that. How that happens at this point, I'm not sure. I have an idea, but I don't know. I haven't learned the intricacies of it at this point. So the numbers that you see could be amended in November or December once this, you know, assuming the ratification passes.
I do want to focus on the bottom right-hand corner, And these are the things that saved the state of Texas money Just like in Katy ISD with our rising property values The state of Texas throughout all school districts in the in the state because of that rising property value throughout this biennium expects to save four point five billion dollars and Likewise increase in recapture basically for chapter 41 school districts or districts that do pay recapture they write a check to the state their amount of their check is increasing by 1.1 billion dollars because of increased in property values so I want to focus there on that line I just flashed up there that shows that public education is going to get right at five billion dollars in additional money and we had a five point six billion dollars in tax relief given
Of course, that's probably the reason why we are in the school finance lawsuit. We do think that that probably will kick back in the fall and probably have a decision on some time in the summer or a year from now. As far as property values, I wanted to talk about this because we don't have, although it's a very important part of our budget, we don't have this board. No one in this room has control over the property values that appraisal districts assign. Appraisal districts use the market data that happens based on transactions or buying and selling of homes, and they use that information to come up with the values. And they then provide that, and they've provided us an estimate as of April 30th, and they'll provide us a certified estimate, a certified value on July the 25th or after July the 25th. So until then, they're estimates, but we do have an estimate that we feel is a strong estimate, and they have provided that to us. We'll use that, and we've used it in this budget, and we will use it when we recommend tax rates. and I will say now we expect to be able to continue the same of not having a tax the same tax rate we were able to sell the first bond wave of the bond trance or the bond sales without needing to increase taxes which is good great news couldn't couldn't say that it hold that any longer the the they also send that information to the comptroller's the comptroller and the comptroller has a property tax division and that's a very large state organization that basically goes out and does studies and they basically check the values that appraisal districts are using throughout the state so they're gonna grab a sample and they're gonna score that sample and they're gonna based on that they're gonna do one of two things they're gonna provide you a local value and that's green because the green is good and they're going to say okay our sample says that all of the property the values that you're using are within our comfort ratio and if they're not we get assigned a state value and that what that means is and it's in red because it's not good and if we get a local value that means that the I would say that that's indirectly it's a checks and balances or grade of the appraisal district and how they did when they came up with the values it's a it's a ratification that says they did a good job or they didn't and if they did a good job we get assigned local values and we use that in our budget and tax rates the following year if they didn't do a good job they're told so and we get assigned a state value and that goes into our budget and tax rates the following year and that means that the state says your appraisal value should have been higher and the district should have taxed more and because it didn't we are only going to prove we crank make you have the values we think you should have had and therefore with a school district would would not get to collect taxes on those values because they didn't, the values weren't high enough, but the state would then withhold state funds because the values were of a certain level that were higher than you taxed. So you're penalized, and it's the checks and balance of what the appraisal districts have to go through, and this happens across the state. Again, I'll say that KDISD is a member of three county appraisal districts. We were in Harris County and water County in Fort Bend County and so that's three different entities that are getting a grade every year Just I thought this was really interesting that green value that green bar is the percentage change of our property values So you can see last year we had an 18% or just under an 18% gain in our property values That was a high level watermark This year we expect to be an increase again but not quite as much at a better balance 12% and then the yellow is the enrollment percentage change increases So we are we slowed down our growth and that growth is picking back up and in 1516 We'll talk about in a second. We actually doubt our enrollment numbers back slightly at the in this budget then we were originally projecting because of the uncertainty of Oil and gas markets, but we they are dialed back. Mr. Smith if we can have one quick question, Mrs. Fox. Thank you. Mr Mr. Smith, when you're talking about property values,
KDICD doesn't determine any of that. Is that correct? That's all determined by the county, checked by the state to make sure that in fair market value of what houses are selling for, they're the ones who talk to the counties and counties set the appraisals. Is that correct?
That's correct.
So increase in property values is not set by KDICD?
Not at all.
a lot of folks think that when they drive into Katy they think that we're property wealthy
we're not that yellow line represents Katy ISD's wealth per water weighted average daily attendance and the white line is the state's state averaged wealth per weighted average daily attendance and as you can see we've been just below right on or just above state average but we are considered property poor at this point we are the red line way up there would represent where our wealth per water would need to be to be subject to recapture again wealth per watt is taking our total property values divided by those number of students and it would need to be significantly higher per student in order to be subject to chapter to recapture we are at an average wealth district and one of the things that I'm harping on state on property taxes is because when you look at state revenue projections when your property tax goes up your state funding goes down the following year so our increase in our property values last year will result in a reduced state funding this year and I'll show you a good picture of that here in a second a couple slides but before I do that I want to talk about fund balances people look at our 160 million dollar fund balance they say wow that's a lot of money that could build a school it could but just like you've been told or you were told I hope people were told this that three months cash on hand is always a good benchmark to look at in their personal finances that stays true for school districts we would need to have approximately hundred fifty thousand dollars on hand I'm sorry 150 million dollars on hand to have three months operating supply that's 25% so we're just barely over that but we that is three months is considered a healthy fund balance both for for this this entity and for you know personal entities personal individuals and then also that that that fund balance on all our grants those are not grants given up front those are grants that are reimbursed and so we have to spend the money and that's one of the reasons to have fund balance as well when balance can help with one-time costs we were beneficiaries of this several years ago I guess it's been 10 years ago now where we had to move the start date back and If we ever, back closer to September 1, if we were able to move it back earlier to August, that would be good for education. If we did, that would be a hit to our fund balance. Legislative budget cuts, if the legislature were to cut funding, and then delays in state funding payments. The legislature has often balanced their budget over the years since I've been in public education. They've often balanced their budget by delaying a state payment by a couple of weeks. And in our case a year ago that state payment would have been worth over 35 million dollars and they had and they in At times have delayed that for up to two weeks
Delays in state property taxes this was brought up by a trustee that that with this election coming on in November that we may Have a delay in our state property taxes, and that's another reason Since that's our largest revenue source for to have a fund balance. We'll use our cash while we're waiting on those taxes to come in economic uncertainty and economic downtimes downturns is another reason although we'd like to plan for that but if we couldn't or we missed that planning that would be another reason for it we've had numerous credit rating calls over the last year one of the first things out of their mouth is how are your fund balances how your budgets look towards those do you see those increasing or decreasing and property value impact we've talked about that you know year after year growth is good if that growth ever stops that could be a blip year or a tough year for the district and that would be another reason for a healthy fund balance real quick the assumptions that we use are using through this budget we're looking at about a four point five increase in our students that was higher it was about 400 students higher at one point we dialed that back and that in order because of the uncertainty in the oil and gas market through the there's some conversations with dr guzman uh we think that's conservative but we still dialed it back um looking at about a 12.9 or 13 increase in our property values again that's an estimate we expect to get more information later the next month but i think that's i think that's a fair estimate last year we thought it was a fair estimate and we heard from harris county a few days before the budget was adopted and we had had another increase in our values or some more values added and we actually had to change our projections and so that was a windfall that helped that shows the number of students and I mean it's already the number of teacher growth there with less students we're having less new teachers at 266 and then non teacher growth at a hundred positions
projections.
And then we're currently using 2% as a placeholder, although I've been asked to start modeling and seeing what the impact of 3% is. As far as the budget projections, I wanted to just really point out this. This is the revenue. Again, this is kind of an early estimate, but we're looking at a $16 million decrease in state funds. That goes back to the graph, the little apples that I showed you. Again, we had a big increase the prior year. This state funding does reflect a $9 million increase because of the basic allotment. That was worth $9 million to us and 3,000 new students, but we're still down $16 million in state funds. and that's the impact of that increase in property values and the reason for the primary reason for the lawsuit as far as our budget goes the largest percent sometime somewhere between 85 and 87 percent will be in salary and benefits and the additional 13 to 15 percent will be in non salary the largest percentage of that being in utilities talked about this a second ago we've been modeling option number three and we're going to start modeling and seeing the impact of option one and two
or two
as a refresher we've talked about this before what we do is we take the current teacher salaries the teacher the new positions that were added a year ago and the teacher pay increase that was done a year ago and that all carries forward to the next year so if you added those three up it'd be not exactly on but pretty darn close to that and then we of course we do the same thing with non-teacher pace pay and we use those as the basis for pay increase for for the following year and again that's that right now is at two percent and you can see that dollar wise uh it's quite a bit less than it was a year ago because of less enrollment uh we're not opening two new schools this year we're only opening a 12th grade at Tompkins High School and that's the reason for less dollar amounts there. As far as benefits or other compensation, that's mainly stipends and staff overtime, tutorials, benefits, we are struggling with benefits as far as trying to get those, a handle on those, but we've taken that account in this budget, a large part of it into accounting this budget, budget and TRS on behalf is really just an accounting entry that I won't bore you with right now. But we are looking at a total payroll budget at this point, an estimated $534 million.
As far as non-payroll goes, there's nothing on that column in the right. Those are still being worked on administratively. But so there's a baseline increases capital outlay and non-allocations would would would be Evaluate are still being evaluated and we will have that recommendation in the final budget again We've got a couple of months, but we hope to get it done in a couple of weeks right miss Butterfield
Series sherry is it does a great job of keeping keeping all of this in check and vetting it and And it's a lot of work once we get those final numbers in for her to kind of tie in for all the accounting reasons. And she does a great job with it. Taxable values, again, talked about the importance of those. Competitive teacher salaries, obviously that's our goal. We're here, but the teachers are why we're here for those students. And we want to be as competitive there as we can. Health insurance is increasing. increasing enrollment trends we follow those closely and that that fuels the amount of expenditures and revenues that we get and of course there's a pending lawsuit that we hope to hope to have behind us this time next year we do forecast and and I haven't shown you multiple years out there but we are looking out ahead of not just not the 1516 year but we're always looking a little bit further ahead and you can see when we look further out ahead we get more conservative you can see the property the enrollment increase of only 2.4 percent that will be higher likely as well as the property value increase as far as what we've historically had but again we get a we get more conservative as we look out and we make sure that we are aware of any potholes that may be out there so we can start maneuvering to avoid them as far as the debt service fund again I'm glad to say that I don't I don't anticipate our I'm not a betting I'm too conservative for that but if I were or if I had one ounce of bit in me I would say that we are not going to have a request to increase the tax rate based on the bond election the successful bond election last November we're going to be able to have that first trance and and be able to to maintain our current tax rate. You'll see that this budget does not have any state revenues. We don't qualify beginning this last school year for state revenues. At one point, 23% of our debt service payment was coming from the state and now it's zero and so we're not even wasting the ink or the pixels to show you that.
Principal payments, we do have six million dollars in there at at at this point for defeasances, and we've taken into account in the budget a bond sale of
approximately somewhere between $225 and $240 million sometime in February or March of next year to fund current construction projects. And we think that we can do that within a 40 cent tax rate and have a balanced budget. budget. The debt tax rate management tools, and I appreciate Mr. Fraley's leadership on these and the Board's leadership as well. We've been able to do some refundings. Those aren't new just this last year. They were very fortunate based on market conditions this last year to save a lot of taxpayer dollars, but those are not anything new to this Board or Mr. Fraley or we've been doing those for years and taking advantage of market conditions as we can. Bond deficiencies, that's just flat-out saving interest expense. Income on bond proceeds, interest income. We're unique. This board is unique in that it uses the bond proceeds. When we have a bond sale, we invest those dollars until we spend it, and those dollars stay in the debt service fund to help manage the tax rate. that's been in excess of 12 million dollars in the last 10 years that we've saved or been able to use to to to can manage that tax rate that's how we've been able to maintain that 40 cents is one of the tools and then build America bonds those build America bonds were written to where we could use that revenue in the general fund we've used it and kept it in the debt service fund to help maintain that tax rate as well and in fund balance is always a tool that if you wanted to get through a tough year with because values didn't increase or something we have that we have a healthy fund balance but based on the calculations it's a it's right on with with where it needs to be at this point so moving forward July the 20th we'll be having a meeting we're going to ask you for some language for a notice that we'll have to publish in a couple weeks in the newspaper regarding our August the 25th I'm sorry August the 17th budget hearing on the budget and proposed tax rate and we'll be asking you to adopt a budget on August the 25th which I believe is the second day of school in the 15-16 school year and then coming back in September we'll be asking you to approve the tax rates that probably won't have statements to be be going out until after the election in November. So with that, I would entertain any questions that you might have.

Mr. Smith, with the proposed constitutional amendment, what type of delay do you anticipate in tax receipt if that's in the November ballot?
Mr. Dubrow, I'm sorry that's probably in here, but I would say that based on my estimate would probably about a 30 -day delay mr.

go even after September one probably maybe some more information in this in the book because of the fact that some of the state the the property taxes that I've showed you tonight will be reduced because the increased homestead exemption but the state funds to make up for that both in the general fund and debt service will be increased so it'll be a counterbalance if you will but the bottom line that you saw tonight should stay the same thank you mr. I have a resolution to read. It says, Katy Independent School District Board of Trustees June 22, 2015 resolution. Whereas Tropical Storm Bill resulted in the closure of all schools and facilities in the Katy Independent School District on June 16, 2015 for the safety of students, staff, and the public and whereas there was a tropical storm warning and flood warning throughout the Houston metropolitan area including all of Katy ISD and whereas Katy ISD closed its schools and its facilities because it must act in the best interest of and for the safety of its students and staff And we're asked through circumstances completely beyond their control District employees were forced to miss work in Katy ISD And we're asked to financially penalize employees who are acting in the interest of public safety Will potentially be harmful in the future if these people fail to act in a safe and prudent manner during a natural disaster for fear of financial loss and Whereas it will be determined to be the best interest of the district to act in a way that may lead to unsafe conduct of its employees in a future natural disaster. And whereas there is a public purpose served and a benefit to the district to encourage prudent and safe behavior in a natural disaster so that employees have the best opportunity of protecting their safety and being able to resume their duties. And whereas there is a public purpose served and a benefit to KDISD to demonstrate support of its employees, enhance employee morale, and support the retention of employees. and whereas the KD ISD work schedules had been affected by these events and whereas the Board of Trustees board believes it is in the best interest of KD ISD to hold harmless those employees who missed June 16 2015 due to school closure during this tropical storm and who were originally scheduled to work June 19 2015 and do not have the opportunity to make up the missed day and whereas the board believes that a public purpose exists for forgiving or excusing the absence of these employees due to this natural disaster and whereas this resolution is not meant to excuse the failure to report to duty on these days or in making up the day by any employee who were instructed by the administration to do so or who were required to contract or job description sorry who were required by contract or job description to report for duty and and who are emergency service personnel or whose presence is necessary to provide for the safety and the well-being of the general public.
