will move forward to the report section of our agenda this evening we have the
annual report for the school health advisory council
Led by Mr. Grimmett and Ms. Sawyer. Welcome. Good evening President
Mahalski, members of the board, Superintendent Fraley. The purpose of our
presentation this evening is to annually report to the school board as mandated
by Senate Bill 283 with a detailed account of activities discussed at our
SHAC meeting this past year. The School Health Advisory Council is made up of
parents, teachers, administrators, students, health care professionals, community
members, law enforcement members, senior citizens, clergy members, and they all
make up our School Health Advisory Council. The topics covered during our
meetings include health education, physical education, parent and community
involvement staff wellness promotion counseling and mental health services
healthy in school environment health services and nutrition services now the
Shack co-chair Lilia Sawyer will outline the summary of activities
discussed during the year this year we have reviewed our district's
health service employee preparedness procedures as they relate to response to
outbreaks of any infectious diseases we developed recommendations or recess best
practices at our elementary schools to present suggestions to our elementary
principles we reviewed our districts food day activities read deed and run
program and our beam initiative which stands for because everyone's attitude
matters and our core essentials as well we reviewed our Katie connect hotline
line for students, which has provided us with good, potentially good feedback.
We have received information on the Parent Academy, which was provided by the Office
of Emergency Management.
We had information on the 2015 Dairy Max Fuel Up Play 60 Breakfast Games, which were held
at NRG Stadium. We had results of the this school year's district wellness
fair. It was quite a bit expanded from previous years and very successful. We
also reviewed our procedures in assessing our responses on and the
effects of severe weather on district operations with regards to student
safety we looked at information on our districts diabetic care management
procedures and the regulations to prevent diseases amongst our student
population we discussed and received information on our food allergy policy
and we provided input amongst the members of the shack to the design and
the content that is included on the shack website we reviewed and approved
our current annual shack report that concludes our report we'd be happy to
answer any questions sir Adams thank you very much women and this is all your
question I have is that noticed that one of the very first things you said miss
Sawyer was that the was reviewed KDS these health service employee
preparedness procedure in terms of responding to infectious diseases can
Can you help me understand a little better, do we, is that a blanket deal or do you prepare our employees for different types of infectious diseases?
You know what I mean? Some are worse, you know, if you get the measles versus you had a worse case, you know, some of the bad stuff going around.
Absolutely. From my recollection of the information, we have procedures in place that address different types of infectious diseases, different types of outbreak.
However, we do have a standard baseline of a checklist if you will of things that we look for to determine
at what point to escalate

When you refer to food day activities, what does that mean?
What does food day activities mean?
The food day that we had was back in October,
and that's when the district, in conjunction with physical education,
food services, health services, we held some instructional incentives
and instructional activities on campuses that highlighted the national food day
which like I said was held in October okay okay so we discussed all of the the things that would
be taking place within the district with the community members and and parents and so on yes
ma'am another question so thank you very much thank you very important report we have now
reach the consent agenda portion of our meeting like we're about seven items for
Mrs. Stevenson tonight all right keep us busy for a while
good evening president Moholsky board members superintendent Freyling I have
seven contracts to bring before you this evening for your consideration and I
have a lot of backup tonight a lot of experts in each of these contracts so we
should be able to answer any questions the first contract I have for your
consideration is for you to approve the job order contracting method for the
expansion of the Katy high school field house weight room and to award this
contract to do repair facilities through choice partners cooperative for the not
to exceed price of fifty four thousand nine hundred and fourteen dollars and
five cents this expansion is needed because of the growth of the programs at
Katy high school and to ensure that student safety is maintained at the
optimum level during the renovation at Katy high school the boys soccer team
was moved to a new and larger locker room leaving that space available for
this expansion with the assistance of the construction department plans were
were drawn up through PBK Architects and these were then sent over to Durapeer for a quote.
Durapeer is available to us again through a Jock contract through Choice Partners Facilities.
The contract came back and it was acceptable and our recommendation is that we proceed
with this contract and again the total scope of work or the cost for the scope of work
as presented is fifty four thousand nine hundred fourteen dollars and five cents
and funding for the project is already in the approved general operating fund
any questions I just have one what how is this how if at all will this impact
the the strength and conditioning camps at a high school this summer yes well
Well, President Michalski, you know, Katy High School has one of the biggest strength
conditioning programs that we have, and they have just about 1,000 students this past summer,
close to that the summer before.
So this will give them about 300 to 400 more square feet in there that is very much needed.

But while it's being constructed this summer, is it going to have much impact?
We're anticipating that if things go well that we can actually get started after next week's meeting
and we're really going to try to have it completed before prior to the actual start.
We may run into a few days, but the hope is to get going now.

The next contract I have for your consideration is to award a vendor to supply our PE uniforms
for the secondary campuses throughout the district.
We did require that all the vendors submitting submitted samples that we could look at and
tear apart and make sure that they were of the quality that we needed.
And we had a committee do the review of all the proposals received and evaluate the uniforms
that were sample uniforms that were presented that was headed by Charlie
Stevens from our athletic department after all the evaluation was done and
presented to us the recommendation is to award the contract to Jerry's Sporting
Goods the total value of the contract is about seventy five thousand dollars give
or take a little and it will be funded from the general operating fund indoor
or special revenue funds as approved by the board.

Okay, the next contract I have is for the purchase of dairy products.
Again, this will provide the Nutrition and Food Services Department
with a contract from which milk products and cottage cheese can be purchased
and they are delivered directly to the schools.
The proposals were evaluated by representatives from the Nutrition and Food Services Department
with the assistance of the Purchasing Department. The criteria included product availability,
product quality, and overall product pricing. Based on the evaluation, the recommendation is
to award the contract to Oak Farms Dairy. Oak Farms Dairy has been providing these products
to our schools for a number of years and all their service and product quality has always
been satisfactory this will be a one-year contract with an option for two
one-year renewals total expenditures are estimated to be two million dollars per
year based on our previous experience and purchases are funded from special
revenue funds or the nutrition and food service budget okay thank you any any
questions and heard okay the next contract I have is to purchase
disposable food service products for our nutrition and food services department.
Again, we sent this contract out. We did have a list of specific items that we
wanted pricing on as well as we had a section for discounts. Section one is for
the specifically listed items based on usage history. Section two was the
discount section. For section one where our recommendation is to award as
specified on the tabulation attached and we did group the items where we had
where it would assist the schools with ordering efficiency and for section two
the recommendation is to award to all the vendors they all qualify to be KDI
SD vendors and for any procurements from that section we will do competitive
pricing to be sure we are getting best value this is a one-year contract with
an option for two additional one-year renewals we do expect the expenditures
to be 800,000 per year based on our previous 12 months
experience history and expenditures will be funded from the general operating
fund and our special revenue funds. Okay any questions? Thank you. All right the
next contract I have for your consideration is for the life safety
system upgrades at Felder and Hayes Elementary Schools. This contract is
for the emergency generators, the fire alarm systems, and intercom replacements
that were included in the 2014 bond program. These repairs are necessary
because the age of the present equipment and the fact that the alarm systems are
dated making it difficult to find parts to even repair them to keep them
operational. Replacement of this equipment will keep a high level of safety and
dependability at each campus. Because of the complexity of the systems, Mr. Brian
Hood with PBK assisted us with the design and we do have a representative
from PBK here this evening. They were engaged to develop the specifications
and assist the district in the evaluation of the proposals received.
received. After all was completed, the recommendation is to award to Piper Houston Electric LP and
the recommendation from Mr. Hood in the tabulation is attached for your review. The not to exceed
price is $472,321 which includes all payment and performance bonds and a $10,000 owner's
contingency for each site and it will be funded from the 2014 bond program mr.
Griffin this might be a question for PBK but when when they look at the
requirements say a filter does that include the portables or does it just
include the structure itself sorry thank you any other question unheard the next
contract I have for your consideration this evening is the award of the job
order contracting method and the use of KBR through the TCP and cooperative
network to complete the site preparation at the new student activity system
center. In order to proceed with the construction of this at the site of the
new student activity complex, we wanted to proceed with the additional site work
that must be completed outside of the construction contract. This work includes
the removal of trees, clearing and stripping, creating positive drainage on
the 58 acres, and the installation of 6400 linear feet of reinforced filter
fabric fencing. It also includes the installation of construction road access
road and entrance and weekly inspections of the site. Because of this work, the
type of work it is, there was no engineering required so after the
evaluation of the work needed and the time constraints involved, the district
felt it would be in our best interest to go out to look at job
order contracts for the solution and a quote was sought from KBR through the
cooperative purchasing network. KBR is very familiar with our district. They've
done a lot of work for us that requires, especially within those jobs that have
very tight time constraints. KBR does price their work based on the RS means
construction pricing, which is the way job order contracting is done, and that
is required under the state statutes. And this quote provided includes the
work for all, the scope of work presented, all required bonding and an owner's
contingency the total proposal is seven hundred and ninety eight thousand six
hundred dollars and this will be funded from the 2014 bond funds and or the
general operating funds as approved by the board any questions I do have one so
once assuming we approved this contract when can we expect to see some big
equipment out there moving dirt and Nathan can answer that I'm sure awesome
very much looking forward to that
okay okay any other questions unheard okay the last contract I have your
your consideration this evening is to consider approval of the job order
contracting method and again the use of KBR through the Cooperative Purchasing
Network that's TCPN to install a new directional sound system at Rhodes
Stadium. In researching the sound distortion problems with the current
sound system at Rhodes Stadium it was determined that a new directional sound
system would greatly improve the sound quality within the stadium. Accordingly
the construction contract contracted with the firm a debris incorporated to
analyze the problems and design a system that would provide optimal sound
production because installation of a new system involves several trades and
requires both electrical and rigging structures the construction department
sought a general contractor through a job order system to get this done in a
timely manner so the quotes were sought from KBR who again has always met our
time constraints for projects that we had that are complex and within very tight timelines.
And the quote came back at $420,000 which includes the installation of the sound system,
all required bonding and an owner's contingency.
This is a not to exceed project at that cost and it will be funded from the 2014 bond funds
and or general operating funds as approved by the board.

It might be for Peter, but when we did the scoreboard, did we not upgrade the
ground system at that time? I'm just trying to figure out why we're needing to upgrade
it again.
There was there there was a speaker system included as part of that it's it's what we would call an end fire system whereby the the sound is projected out direction just fires out from the end at that speaker down by that that the lambs board in discussions with Debbie Decker that that system has become problematic and non-reliable it needs to be replaced and in in working with the
with Adebri. Adebri is looking at acoustics in a holistic way for that
entire student activities complex and they are recommending more of a
directional sound system whereby it's not an end fire shooting down one end of
the from one end of the field but more so a pole and speaker system to direct
sound down onto the field so it's a different sound system that system is
supported by debbie decker and her staff and at the uh when we're complete construction on that
entire project we feel that that that the new end the new directional system will be uh better
functional for the overall complex mr burrow mr mcelwain on your proposal it says that you want
to put the directional sound system on only the east side the speakers on the east side of the
the stadium wouldn't be better on both sides of the same we still have to with
this it's a not to exceed number we're anxious to get this work completed
before the football season so with approval of the board our next step
would be to work with a debris who's working on the acoustics on that and and
it obviously that the will look for their guidance they're well respected in
the field as far as acoustics go my understanding is is that they're still
assessing which where the speaker systems are going to be located that
Nathan did you want her Debbie maybe you wanted to add some the directional
speakers are actually on both the they believe they can use the the press box
on the west side and yes on the west side to actually hang the speakers but
on the visiting side there isn't a structure there so they're actually
going to have to erect poles so on the proposal when it says east side you're
just considering the fact that you have to write that's that's correct okay speakers would be on
both sides let's say east side right and they would just hang on the press box or they would
use the press box to erect instead of having to actually go into the ground like they're going to
have to do on the visiting side any other questions i have one um and and you may or may not know the
answer yet but um you know we're putting this in for for next football season obviously we're
starting to move dirt for the new stadium do we anticipate a comparable or or even the same kind
of sound system over there or is it too soon that's right as i mentioned mr mahalski that
that uh the debris which are well respected in the field as far as uh sound consultants they're
looking at the entire complex that's what our the intent is both the road stadium and the new
complex in a holistic way that's why we want that we don't want a separate sound
consultant so the end result will be the best system to mitigate and provide the
best acoustic environment that we can very good thank you any other questions
hey believe that is it for mr. Stevenson but mr. McEwen you will remain for one
more for a while oh here for a while yeah we're section two thank you

The first item I have for you this evening is approval of two water
utility easements at the new junior high site within Hawks Landing subdivision.
Pleased to report that and I have to recognize Nathan's efforts on this this
is his project as well we've been challenged with the weather so to speak
coming out of the ground in that project. We I am pleased to report though that we
have been able to do two significant concrete pours for the floor slab at
that particular facility. What this particular item is is approval of a
water meter easement and an irrigation meter easement. Both these easements are
adjacent to Hawkes Prairie Parkway and the water line easements which is
there currently. This approval of these easements will ensure water service to
this particular site in a timely manner.

All right.
Once again, thank you, President Michalski, Board members, Superintendent Fraley.
I'm extremely pleased to bring to you this evening along with a number of
folks that I'll introduce the design for the South Transportation expansion for
the the South Transportation Facility. A little bit of background. The the board
as you know the southwest quadrant of the school district is one of the
fastest growing residential areas in the nation. Fort Bend County being one of the
fastest growing counties. That area has blossomed I guess that would be an
understatement with respect to residential development over the last
number of years and the board had the foresight back in 2009 actually was when
the design was approved for the first phase of south transportation the first
phase of construction completed and opened in January 2011 and the parking
expansion the first parking expansion was completed in December 2011 I am
pleased to bring to you this evening the design of the last major component of expansion for
this particular facility.
I brought with me this evening various support personnel who have a vested interest in this
particular facility.
Alan Anders, Cathy MacDonald, Mark Hopkins, all three of these folks have what you could
could call area operation centers located within this particular facility.
Back in November, this past November, we actually hired Huckabee and Associates
as the architectural firm to provide the design services for this particular
project. They were a new architectural firm we hadn't used before and we
welcomed them into the fold. This evening we have Gary Blanton is here who's the
president of Huckabee and Associates and we also have Doug Benson who's a
principal with the firm and David Valtierra who's an associate principal with the firm.
We have been working with these folks closely since November.
They have been working closely with the support departments on this particular project and
I'd like to, before we go any further, possibly maybe start with Alan to just maybe come up
and say a few words about the needs and the support for this particular project.
Good evening President Moholsky, board members and superintendent Fraley. In January of 2011
South Transportation, what we call satellite center, officially opened and at that time we
moved 38 routes and we had about 60 buses there. As of today we have 79 routes and around 120 buses
there and I would say continue to grow but we have no place to go and until we
build out so also tonight the staff from South Transportation I have a Jim Porter
the assistant director Linda Holder the driver manager from South Transportation
and Steven Loveless the fleet supervisor here with us also and since the the
opening of South Transportation Center we had the opportunity to visit several
transportation centers throughout the Houston area including Sy Fair, Spring,
Conroe, Clear Creek, New Caney, Humble and several others. And as a result of this
like I said we got a lot of great ideas that we wanted to to put forth in this
project. And since the the bond authorization in November of 2014, my
staff has met several times with Scott Walker and the staff from Huckabee and
Associates. They were very receptive to incorporating ideas into this project
and believe me we had we had many. The transportation staff has been through
the renovation of West Transportation, we've been through the renovation of
East Transportation and now to be a part of the build out of South Transportation
is is just tremendously exciting for us and we're looking forward to it thank
you thanks Alan I'd like to ask as you can see from the renderings we'll get
into it through the detailed walkthrough of the design that there's actually a
and this I should reiterate that this is consistent back in oh nine when we
presented the design of the first phase to the board at that particular time, there was
a master plan associated with that project. That master plan actually included an
is consistent with what you see this evening. The only additional portion is
is in a portion that that Mark will talk about in a second but I'll
turn it over to Kathy to spot and talk briefly about the need for the satellite
maintenance facility. Good evening President Mahulski, members of the board
and Superintendent Fraley. We're very excited that we're going to have a new
maintenance center. Currently our south maintenance team is housed in a
temporary location behind Cinco Ranch High School. They don't have a shop to
work out of or a lay down space or storage so our other teams and their
satellites they have room to store commonly used parts and equipment and
things that they might need where our south maintenance team is forced to come
back and forth to the shop a lot so we have a lot more drive time for that team.
This shop is similar in design to the shops that we already have in the east and the west quadrants.
So we're very excited about it. We think it's going to make us a lot more efficient on that end.
And looking forward to the opening.
I'll ask Chief Hopkins to come up and speak about the satellite law enforcement facility.
Sure. The Law Enforcement Center opened in 2002 and it was originally designed
with anticipated growth of 10 years. At 13 years we have overgrown it. It is
all it's located on the north side of the freeway and with the traffic
improvements, the increase in traffic, our Southwest quadrant officers spend a lot
of time traversing to and from the office. This facility will allow us for
to house ten officers and two supervisors for that patrol area in
that southwest quadrant. Their travel time will be cut immensely to and from
desktop services. There will be no prisoner processing there. It's only
office space and a place for parents and officers to meet at a neutral
location if you will so we're also very excited about having a third of our
fleet down in the southwest quadrant and we'll be able to have a patrol car
stored there and fuel everything we need to operate in that quadrant will be
there at that South Transportation Center and before I turn it over to the
Huckabee folks to walk you through the design I just want to indicate to from a
phasing perspective this is a timely point in time to develop this particular
phase of the project insofar as as you know a few years ago was when Falcon
Landing Boulevard was completed and extended to the west so to pick up on
what Chief Hopkins said the reaction time across that southwest quadrant of
the district will be greatly improved in this regard so at this particular point
in time I'll invite Doug Benson and David Valtierra to come forward and walk
walk you folks through the design of the complex thank you good evening board members and
superintendent it's a pleasure to be here tonight we thank you for the opportunity to present to you
tonight the Katy South transportation expansion project and it's located on Falcon Landing next
to Rylander Elementary starting with the existing site plan you can see here on the left side that's
the existing parking lot for the buses and the existing fuel center as well to the far right
see Rylander Elementary School moving on to the proposed site plan we see that there are three
entry points into the site and starting on the very far right side you can see the proposed
daycare center in the middle right you see the transportation and then in the center the existing
fueling center and then on the far left is the new proposed maintenance building as well going
Going back over to the daycare, you see approximately 30 parking spaces to the north of the facilities
to support staff and visitors.
Down in the middle of it, there is 117 general parking spaces that support the bus drivers
as well as any additional visitors to the site.
The main entrance to the transportation facility is on the east side facing into that parking
lot.
To the north, there's 44 parking spaces that support the police department and staff.
We'll get into that in a second in terms of access point.
And then on the south side we have additional parking for mechanic and fleet parking as well
Moving west you have approximately
250 bus parking spaces that's been expanded from what you have right now, and you also have your fuel conversion renovation of the fuel
Center and then on the far west side you have again one access point
It's a gated storage behind the building
But it has a drive-through maintenance bay and then some parking for visitors and for this staff as well
Moving on to the floor plans, we see here the transportation center.
It's divided into two parts.
On the left side, you have the maintenance base.
There's 14 of them with complete drive-through with overhead doors going north-south there.
And then over on the right side, you have the administration portion of the facility.
There are four entry points into that administration area.
The one on the far right in the center is the main entrance from the parking lot.
and in the northeast corner you have a secure controlled entry into the police
department and then at the far top you have again your access for staff and
then at the very bottom you have your entrance and exit for the drivers going
out to the buses there's also a mechanical yard on the top there to
serve both of the buildings to chillers and a backup generator inside the
building we also have four user areas in the lower right hand side there you see
the drivers training and an also assembly area with the kitchenette in
the background and above that there are the ten stations that were already
referenced for the police department there with a conference room and an
office for two and everything you see in the blue is a part of the administration
of it the very top are the offices for the director and the reception in the
middle there you have the routers that support the drivers as well and in the
very bottom you see the lead drivers dispatch and the manager for the
the drivers as well in gray are all the support spaces for the multi-user
restrooms in the kitchenette as well on the other side you have like I said the
14 bays in the far left you have a two ton overhead crane for doing engine
repairs you have the oil change pit and then in the middle you have parts
receiving on the top there with its own separate garage or overhead door and in
storage on the bottom in the lube room as well plus an office shower and
restrooms to support that whole facility
moving on to the fuel center at the very top you see the two new 20,000 gallon
storage tanks above ground one is for unleaded the other is for diesel in the
center you see the two new dispensers that are dual dispensers for both
unleaded and diesel as well and then the bottom where it's colored this is the
renovation portion of the project where we're converting the existing
maintenance bays into a new tire repair shop and at the very bottom a wash bay
for the buses as well now moving on to the maintenance part we like I said
before you have a complete drive-through for vehicles and support of any
equipment that you need to be and bring in for repairs pretty simple building
with a break room office conference room and storage as well and that is on the
the far west side of the property finally the daycare center has two
classrooms with a common entry point with the reception there's a director's
office in the middle and then also storage room that is shared between the
two rooms the day care for the top side will accommodate approximately 45 people
and that's from 18 months to five years and the bottom daycare room would be
from six years old to through fifth grade and has capacity of about 60
people and each of the two classrooms have their own restrooms multi-user
restrooms plus staff restrooms as well as you can see in the back side on the
far right there they have access out to a secured playground for the different
age groups moving on to the perspectives in the foreground here you see the
daycare in the lower left and the two playgrounds that I just spoke about in
the middle there you have a parking lot that serves the main entrance which is
right in the east side of the transportation building which is the
next building up and then in the next building down you see the fueling center and far off in
the distance that little building is your maintenance building as well you see also in this
rendering that the transportation is completely secured with fencing around it and so is the
daycare as well which abuts to the elementary school as well with fencing this is on the north
side of the transportation this is the entry for receiving into the 14 Bay
areas and you can see the first overhead door there that is your chiller yard
right behind the brick wall there and then where you see the Katie symbol that
is the one of the main entrances into the building this is the daycare center
again this is all tilt wall the transportation building and the daycare
will be tilt wall with a brick wainscot and you can see the main entrance with a
drop-off lane in front of the daycare this is looking across from the daycare again on the
far left is the parking with the main entrance in the middle there in the corner you see the
police entrance again secured entrance and then you see also here the fencing that allows you
into the with a secure gate into the north parking lot moving into the interiors this is the assembly
and training room for the transportation building showing with the kitchenette in the background
This is the four-year vestibule reception area in the daycare center with the two classrooms on each
side and showing the little cubbies for the students as well. With regards to schedule, we should be
done with documents by end of May. It'll go into review with the KDISD for through I believe October
and then in November it will go out to bid and then you'll have a 12-month construction period
and should be completed by the end of December of 2016 that concludes our
presentation for tonight for the South transportation thank you very much open
it up for any questions or I have a couple questions um first I've had the
opportunity to be a parent volunteer at Seven Lakes High School which requires a
lot of times a police officer on duty and they always have to calculate in
their time when they can be there you know like you're saying the transportation time so I think
it's great that this neck of that neck of the woods will have them a police department area
what was the reasoning for not having any kind of a processing area at this facility like facility
say on France Road primarily it's in Fort Bend County and Fort Bend County procedures are a
little different than Harris County that we don't have to process them in our
facility we can take them directly to the to the Forbidden County processing
center both the juveniles and adults okay I just have one more question it's
an easy one I just sometimes numbers stand out more to me there's 14 bus
bays so how many buses total will that well are this equivalent of 14 bus bays
equal how many buses will be housed in a 14 best how many can they be working at
at the same time mm-hmm there'd be 14 there's seven so it's one per okay you can get two
doubled up on each one of those bays so you have 14 total buses that can be in there at the same
time how they operate will probably be just slightly different than that they won't probably
always have 14. thank you mr adams got a couple questions for you as well back to the engineering
aspect of this the detention pond that we have is it large enough as it
currently exists to handle the additional concrete that we're going to
putting on the ground in our calculations that we've done with the
civil yes it was master plan for the additional concrete as well in the
location in which we have this pond there is access from residential areas
have we considered fencing in the detention pond?

I think there is a degree of fencing around, Scott.

That could be something that we could as an alternate during the project.
in talking about fencing are the is is the back fence completely a precast panel all the way
along no on the rent on the rendering on the plan you can see that what the proposal is in
this particular design is it's a solid fence behind if you want to call it behind that
transportation building because you've got transportation bays there where they're going
going to be using air hammers and things the existing fence is a chain link fence
existing chain link fence we are contemplating possibly asking for an alternate to change out
that fence I was just approaching it from a friendly neighbor attitude as far as maybe
we we should look at something like that I think we will mr. Adams asked for an alternate for the
for a solid fence all the way down that that line any other questions further
I'd like to first welcome Huckabee to the team and have you guys on board
working with us we're pleased what we've seen so far and I'm not surprised at all
and things for Adams I think your point about that fencing was rendered here now
is to accommodate a good neighborhood concept mr. Mack one these things when
look at maybe the rest of fencing as well on that I guess it's a south side
of that property correct yes that's correct what we'll do is as part of the
construction bidding phrase we'll ask for an alternate for that for that so we
bring that back to the board and very pleased with incorporating maintenance
as knees and the police farmers knees as well and just a warning first development
folks saw that training room with the kitchenette and I'm thinking so what do
you guys doing all summer long can they use that space so you'll be hearing from
them also I think between this facility and the Robert Shaw Center there's
plenty of flexible space now in the district okay likewise I would like to

We're extremely pleased this evening to bring a recommendation for a construction manager for the 2014 bond program project,
the softball renovations at both Katy High School and Taylor High School.
As you know, in November we brought to the board a number of projects that we recommended for the CM at Risk delivery method.
This was one such project.
We are recommending proposals.
RFP went out on this particular project.
We received two proposals.
Dramalla was the highest rated on this particular project.
and I should mention that the superintendent that's been recommended
for this particular project and obviously for us when we're reviewing
projects the team that's assigned is extremely important for us. The
superintendent is John Boyd, is recommended as John Boyd. John Boyd was a
superintendent for Tremella that constructed Seven Lakes Junior High
School. That was a project that had a very short timeline associated with it
and he was able to manage that project extremely well so we are recommending to you this evening
that we award a contract construction manager risk contract to dramatic construction for the
renovation of the softball complexes at both katie high school and taylor high school
mr griffin is the renovation keeping the softball field at katie high school in the front of the
school are we going to the transition where we put our complexes it's staying in the front of
the school yeah I think we still name the softball field the front yard in the
baseball field the backyard any other questions okay we're gonna do this
because I forgot something in between six point one I forgot to ask you if
there were any objections to moving this item to consent you're done so that is
good and the same for six point two are there any objections to moving this
item so this president exists for a next one so if I could add there were lots of
conversations about relocating and about master planning the entire conflicts
area just came down to dollars well we truly defend in the span at this time

individual program ik waiver she will have to explain what that is to us all
right good evening president Mahalski members of the board and superintendent
Fraley I'm here tonight seeking your approval for the district to apply for
for the EdFlex programmatic waiver.
This is not a new waiver for us,
but one that has to be renewed every three years.
This waiver allows us to better serve students
in need of academic interventions
through the Title I school-wide programs.
Title I funds are distributed on a per-pupil basis,
and current federal law requires school districts
to allocate these funds based on the number
of students residing in a school district's attendance zone.
Many of our school-wide Title I programs
are cluster programs such as pre-kindergarten and bilingual and in
these programs students are transferred to other schools to meet their
programmatic needs with this federal provision in place the district would be
required to allocate the funds to the students home campus as opposed to the
campus where the students attend and ultimately served the state has the
authority to waive provisions of certain federal programs in order to assist
school districts in designing and implementing programs in ways that best
meet the students needs therefore Katie ISD is recommending seeking your
approval to waive the provision requiring us to allocate title one funds
based on student residents and allow us to allocate funds based on where the
students attend school you'll find a copy of the waiver in your board packet
and I'd be happy to answer any questions that you might have thank you dr. Lawson

Good evening. Currently, KDISD is a member of the Northwest Harris County Cooperative for the Deaf and Hard of Hearing.
We've been in this arrangement for over 25 years, and the purpose of the SSA is to provide efficient and effective services for Deaf and Hard of Hearing students needing this instructional arrangement.
Currently, we only have a few students at the secondary level who access this cooperative,
but most of our students access these services in Katy.
The SSA contract was in need of updating and it has been updated recently and all member
districts are required to sign the updated SSA.

courses that our district would like to add to the UIL list for no pass, no play exemption.
The UIL identifies dual credit courses and advanced placement courses as being exempt
from disqualifying a kid from eligibility for UIL activities and the school district
can add courses. The list is the same as it has been in several years. The pre-AP courses
in our core content areas are listed no changes and I'm happy to answer any
questions you might have questions any objections to moving this item tickets

educational foundation
inspiring imagination grants
We also have a ten thousand dollar grant for ratification

And I believe that dovetails into the presentation from last month from dr. Minster about that program and
the anticipated
facilities that will come along from that funding
and I think that next Monday there is a presentation from the foundation as well
so if you're correct for ratification tonight any questions related to okay
well we are I'm not going to ask you if you have any objections to moving this
item to consent because we are the Education Foundation will be will be
here next next week for our meeting and as it's customary we will leave this as
a discussion action item to take action at that meeting in their presence so
thank you very much then on to budget amendments for tonight we have 13
amendments one general operating fund amendment is to related to the summer
summer camp at the Shaw Center that is anticipated for this summer. This will recognize revenue
budget of $4,000 and also create the expenditure budget of $4,000 that will be necessary to
run that camp this summer. The remaining 11 general operating fund amendments are transfers
of budget between different functions. And of all of these amendments, there is no impact
to the general operating fund fund balance.
There is, however, one amendment for the debt service fund.
The final amendment is an increase to the debt service expenditure budget
in the amount of $4,670,493.
This relates to the 2014-15 bond transactions,
the bonds that we've issued since the start-up of school this year.
This expenditure budget will provide for the payments due on the new money bond and the refunding bonds issued to lower interest rates on existing debt.
Additionally, the debt services other sources and uses category is recognizing $437,984 related to the same bond sales.
sales. Approval of this amendment will result in a decrease to the debt service fund balance
of $4,232,509. I'd be happy to answer any questions.

I have one as it relates to the debt service fund balance because certainly property tax
Tax appraisals have been going out around town, and many increases have been seen again.
When will we kind of, I guess, have these, I guess the certified, I guess that's probably August or so,
when we get the certified appraisals and kind of know what to expect with regards to revenue
or debt service related to the current tax rules?
we we did receive preliminary values that we're working on putting together
now as of April 30th we won't receive a certified values until July the 25th
July 20 and then Harris County's won't be certified until sometime later in
August okay are those early estimations in line with what we had projected or
above or below they are in line but above but above okay thank you very much
we'll look forward to to seeing the certified ones in a few months any other

Mr. We now move to the discussion portion of our agenda.
We have one item on the agenda tonight and it is a discussion of the Bond Review Committee
and will be presented by Mr. Fraley.

I'll hand off to Mr. Connelly in just a moment, but I want to first of all thank the community
for passage of the bond back in November 2014 bond a tremendous investment this
community all driven by growth period and something that the board asked for
and that we promised the community in terms of transparency was to have a bond
review committee this is a bond review committee not a bond authorization
committee or bond development committee review and we're just getting to the
the point now to where we'll begin having some things to start reviewing.
So this is the proposed charter. It's pretty much aligned with what
we've done with the 2010 bond as modified previously from the
2006 bond. I think 2010 was a better process
that evolved into a better process and I think this is a continuation of that
with opportunity for the board to modify it as the board so chooses.
And we have a timeline as well of when we see kicking this off.

Passing the bond and this is our response to assure you that the bond is is expended and carried out

Thank You superintendent fairly good evening president, Mahowski board members
like to walk through the two documents you have in front of you one's a timeline and the other is the
draft of the bond review committee charter and
And I'd like to start out with the timeline.
And it's just great that we're able to sit here and talk about the bond program
and the projects that are rolling out and the ones that you heard about tonight
and see the progress.
It's going to be great to share that with the committee.
So to go to the timeline, and again, this is a draft.
Back in September, we talked initially about what a bond review committee might look like.
I think I gave you a copy of the 2010 draft.
I think I gave you a copy of the 2014 bond committee charter.
And I thought it was a little too early to talk about that then,
and it was deferred until now, which is about the right time
and kind of in keeping with what we did in 2010,
if you take a look at this timeline.
So tonight we'll talk about the charter, if possible,
and if we can approve the charter next month,
then we can move along to the next step in the process and that is the publication of process or how to communicate that to
the public
Typically in the past we solicited members from the public so it would have to be some time to get those nominations to review them and determine the potential committee members.
Once that's done you can send out the invitations and get the acceptance or not and we can pick the alternates to fill those positions.
An organizational meeting could be held this year.
I penciled in here in December.
And following the first real meeting would be early next year, perhaps February, where
we talk about in detail about the projects and the financial overview.
So that's, there's a lot that would go after that.
you know with the last bond committee bond review committee we had 14 members and we met we met each
quarter until all the projects that substantial completion so if I could just so we can have the
discussion here in a bit like to walk through the the Charter and this won't take long because it's
only three pages so it's pretty straightforward the the purpose is to review the status of the
capital projects bond expenditures schedules timelines of the bond projects
the committee councils and provides input to the administration but it does
not have management or policy setting responsibilities I should point out that
if you see something highlighted in red it's a change from the 2010 2010 charter
organization here you see in this draft comprised of 30 members and a committee
chairperson so you could have 31 members committee chairperson appointed by the
board president 14 members of the committee appointed by the port board of
trustees with each trustee appointing two members again the committee
functions as an administrative committee and is responsible to the
superintendent and also to the general public membership if you take a look at
where they might come from members from the 2014 bond committee business
organizations parents and guardians of children enrolled in our schools members
members of the community at large.
Committee members shall not be current employees
of the district.
Should a committee member move outside the district,
resign, fail to appear,
otherwise become unable to perform the superintendent,
may declare the position vacant
and appoint another qualified person
unless that was a nominee from the trustee,
in which case that trustee would be able
to select the replacement.
Appointments for two years,
members could be reappointed. We anticipate that the bond committee, bond review committee will stay in effect at least until the 2014 bond projects have reached substantial completion.
The objective, to ensure that taxpayer dollars are expended as framed by the bond project list and are managed efficiently.
efficiently. Following that you see a whole list of duties and responsibilities, just, and a lot of those are for
clarification. The primary duties and responsibilities, reviewing the financial status of the bond program,
periodic reviews, monitoring the progress of the capital projects, reviewing and responding to any proposed
change changes and reviewing and responding to any projects that are proposed to be added or deleted
There's a list there of things that are beyond the scope of this committee and that's things like approval of contracts change orders
Picking the paint or there's a number of other things in there
District support as usual we will appoint the liaison and Lisa Cassman is back there in the audience
Not by accident today, but she's
He's the one that I'm looking for to lead the liaison effort between the chairman of the committee.
And ethics policy, you see something on the bottom there, really just a couple things.
This is not an all-exclusive list.
Uphold the law and to put the interests of the districts above personal interests.
So that's the charter that I bring in draft form tonight.

On one section you say these are the duties and responsibilities and then right below it you say the committee is not responsible
it kind of
By doing it two ways you create some gray zones
if to me if you had this is what you're responsible for and only if anything
that falls outside the realm of that they're not responsible but when you
list it but I'm afraid somebody will say well it says it's I'm not right so if
I'm not responsible for it then I am responsible for it and somebody might
have the potential to read in there and think that they have more authority than
than this actually gives them.
Yeah, I appreciate that thought.
When we came up with this list in 2010,
it was because we had folks who we were working with
who were uncertain of what they were responsible for
and were taking us down roads of discussion
that really were beyond the scope of the committee.
So we decided that if we put it in the charter,
then it would be clearer that this is not what we expect them to look at so
for example you may see number number 13 directing the activities of staff or
consultants you know we had suggestions from from some folks early on in the
process that would in fact lead you to believe that they wanted to approach
the consultants and not get us to where we needed to be as far as the review of
the projects what I think maybe saying is if it's not listed specifically as
being forbidden then there could the gray areas someone may decide well then
we can do that we need to have some language that this is not an exhaustive
list of things but it buried being articulated because when I came on board
in 2010 I inherited to myself I inherited the 2006 committee and it had
a lot less direction and a lot of tighter restrictions also though.
That was creating some challenges for the district and losing credibility with the
committee. We thought we should spell it out a little more but we may want to put
something that kind of says this is not an exclusive list so to speak. Try to
handle that gray area but we wanted to be very specific about there were some who
would only look at what they were responsible for and then since you didn't have
the not responsible for they were venturing to those areas quite a bit so we learned we may want
to articulate that but we may want to have something that's not quite as as finite language
wise well i love the language the committee for example is not responsible for that way you have
given them a certain amount of power and these are examples that your authority doesn't come into
that's a great recommendation we can make that change easily
Mr. Adams.
Mr. Gunnell, this is just a 30,000-foot level,
but we talk about that the organization is comprised of 30 members
and a committee chairperson,
and the committee chairperson shall be appointed by the board president.
But at the same time, we talk about this as an administrative committee.
Do you see any conflict of interest there between the board?
And this is nothing against you, Brian.
just in general, but just a board president appointing someone as opposed to the superintendent appointing someone as a chair?
What I would add, I think it really adds a little more of, I don't want to say a credibility issue,
it's just that ultimately the board is responsible for the bond, ultimately.
And this gives the board, along with the 14 appointed,
and I would in in past and language that in here though the board president I we
got a conversation with that chairperson and I would hope to have the same
conversation now so that we don't have someone that could be a problematic
meeting to spell that out but I like for the board to still have some skin in the
game well I guess a question that I could flip that question on you and say
that if this is committee that you look at the bond issue shouldn't it come in
to be reporting to the board.
Ultimately, what they would do is they will be providing reports to the board,
and then you'll have probably, if not quarterly, you would definitely have the final report,
or at least the annual and then the final report.
And by having an administrative committee, then you remove all the restrictions
of when they can meet and where they can meet.
That's correct.
How they can meet.

And also by having the board president appoint the chairperson
and the board appoint 14 members of the committee,
this is not a handpick by the administration only.
Correct.
Because ultimately the administration is doing, we're doing all the work.
And this kind of increase, I think, it checks and balances.

And if I could point out also, this, in the past, we've had, I think, 14 member committee members.

Because pretty representation would there would there be any restrictions?
I mean do you have to have a quorum to meet or anything on that under this?
Last last time around they they did when
Dr. Harrison ran at the he ensured he had a court forum for each meeting before he started
of them and i'll probably add before people see that this this typically is not a deliberative
group i mean they will be reviewing unlike the bond committee where they actually had to come
up with a package and figured out what went in and what went out they'll be reviewing so it's
it's a little different um also the uh the bond chair uh or his liaison would uh hold to make
sure that we have the folks coming for the meeting nights and not advance a notice and expect to get
the rsvp oh what i am mr president is uh since this remotely the committee could be asked to
consider such as what we the board did with the elementary school that was not including the bond
but savings allowed it you won't you will want to have adequate members of the committee present to
have a conversation about that modification of the whole package that came before the board for board
board approval. So we don't speak hard about a quorum. Typically the only action they would
take would be either making some type of a change, and that would be rare. I don't expect
to have the same opportunity we had last time around with the pricing we're seeing right now.

Membership cell consists of interested persons from the following groups and just really I think I guess it's a question you
You know are these the categories that we we saw it was you can see that one was struck I guess from the 2010

My expectation is that we will have plenty of professional folks who will be participating

Okay, so given that we're expanding the group itself, you just feel comfortable that we
will yeah have that expertise within the group okay or there any other questions
related to this document given the timeline that was also proposed we will
be looking to approve this charter next month everyone in agreement to to
move forward with that with the with the draft that we have here are there any specific comments
i have one question on the membership shall consist of interested persons from the following
groups on number three it says members who are parents or guardians of a child enrolled
in the district and also active in a parent teacher organization
so
if they're not on the bond committee if they weren't on the bond committee and we're looking
for just another parent at a school it needs to be a parent at a school that's
also active in the PTA our PTO if that's the that that's the way this draft is
written that carried over from 2010 and we can modify that as the board's wishes
I think what I'm hearing you say you want to be careful but we don't restrict
folks right that's what yeah that's what I don't want it to I don't want it to
restrict folks i don't want it to be i mean this spells out that it's in a parent teacher
organization which maybe that's just my brain goes to as a pta or a pto are we just or is it
encouraged that if we choose a parent from a campus that they're in a booster club or their
party you know i just want to make sure that we don't limit ourselves to who we who we're picking
i don't want to be held to oh well you said you were going to pick parents that were part of the
PTO or the PTA not parents that were part of the athletic booster club I just
want to make sure we cover our bases there we're invested we ended with after
the word district because typically you want you want folks at this level to
actually be in modern Ola somewhat the district but uh we have a lot of
talented folks who have not able to get involved actively because our volunteer
stuff is pretty robust your robust but they could or about time to come in
evenings for these meetings well I'm fine if we remove that like with a term
restriction right just ended parents regardless of child rules in the
district period the better respond there yeah because I think we did have some
some parents that were on the bond committee that maybe don't serve in an
an organization at the school because they work full-time and and they were
able to actually serve on the bond committee because they could come in in
the evenings and participate so I mean I know that that is specifically
identified I just I think we need to just be cautious to not get tied up in
that and have to answer questions it looks like a restriction if we put the
period at the end of the district that's you right miss president when I look at
at the list I mean I see this and I agree in part but the next one says
community members at large I don't think this is a list of they have to be in all
of these things they can be from one of the others I think this kind of
encourages as board members to seek out people who have an active role in the
district because they'll have more knowledge so it doesn't prohibit us from
seeking out someone who may not be part of one of these organizations
as I recall miss president I think that's what we talked about is that
number four catches everyone else yeah they could be parents but that's the
community at large girls they just have not gotten really involved they could be a grandparent
but the reason to make certain that we do pick folks and honor those folks who
have volunteered and gotten involved I think that's how we meant that last time
well the way this is reading to me is yes number four is kind of the catch-all
it but but the other is kind of a guideline of the types of groups of
people that we are looking for you know to all this yes it's been if I'm
understanding what Courtney is saying and I I questioned it as well I think
maybe we do say actively involved in some campus way but maybe it's the tie
in a parent-teacher organization that makes it sound directly as a PTA or PTO
and not recognizing the booster clubs and the you know the mom who just wants
to be working in the workroom making copies I mean it is someone who is
dedicated to two campuses and has kind of a familiar understanding of what day
in day out campus life looks like I think the term parent teacher is where
it makes it sound a little more exclusive instead of more broad-reaching
I think is what I'm thinking you were saying all right so we either need to
expound on number three and include all of those things are ended like if I
could propose language that says something like and I'll work work this
as I work the draft members who are parents or guardians of a child enrolled
in the district and who are actively involved in campus or district
activities or words kind of like that let me be careful because a lot of
most involved activities that we don't necessarily cotton to too well we might
recognized volunteer activity okay something that would don't have to dish
this recognizes I think you understand the intent from I think what the board
is saying here is just wordsmithing it to the to match that intent so uh this
president with your permission we can post something and keep the same time
and approve me next month okay well I was about to address the timeline just a
bit and I was going to say if we can get to this and we're ready this evening is
it too soon to actually put this on the agenda for discussion action next week
and if so what how would that affect the rest of the timeline and then the reason
that reason I asked that mr. cano is on the timeline that you proposed here
you've got the organizational meeting the first organizational meeting on
December 2015 I think a month earlier would be much better if we could first
of all December is holiday time and a lot of things going on but November will
be like the one-year anniversary of the bond referendum and I think that if we
could move that up a month I think it would be preferred we can move that up a
about but more mr. Adams I just had one final question about that in regards to
the item I can wait on it too well I guess I was gonna ask the question kind
of of the board itself is is this something we would like to try to see
get done and action taken next week or does does it even matter for the
timeline whether we take action next week or are in June I can meet in
November timeline either way okay mr. Adams the committee shall meet as yes
still such time as substantial amount of the projects are done what is the word
substantial can you give me a definition of that you know substantial completion
means that generally everything's done at the school except for the punch list
We've moved into the school, we have the certificate of occupancies.
You know projects run on for many months after that if you do the closeout.
So when those kids are in, it's time to think about stopping the committee work because
really there's very little for them to do at that point.
So that would be the last project that we'd be doing when the kids are...
