good-looking guy up there um tonight we do our annual operations update uh we've done it for
First a few years running now, and I have some some good news and some bad news
The bad news as I was able to whittle the number of slides down tonight to only 99

The good news is that you know we hope to get through this in about
45 minutes or so. Each of you have a binder in front of you I hope. It kind of looks like this.
Margarita Hernandez, my secretary, put it together and it's got little tabs in there that give you a
whole lot of background information on the divisions, on the departments. And take a look
at that if you so choose. It's the same type of information that we provided at Leadership Katie
over the three meetings that we had with them. Every year I tell you what the areas of focus
as uh for me are for uh for next year and um and here you see them and they're similar to what
they've been in the past and not surprisingly safety is up on top so safety always comes first
with me make it really a big item in in our operations every year and everything we do
not surprisingly bond projects is on the list tonight you approved 17 of those and thank you
for that don't know if you noticed but we had the construction managers general contractors
the architects all here today and about 6 30 they took their photo of all those teammates up on the
stairwell out here which was just great to see the the kt isd building team together all at one time
we've had discussions on transportation sustainability we will continue that as we
We progressed this summer and into the fall.
And guess what happens?
Well, since we're building new schools, we move into attendance boundary modifications
with the opening of a new junior high and two elementary schools.
We talk a lot about highly qualified teachers.
We don't necessarily talk about a highly qualified staff otherwise.
So what is the workforce and how do you determine that?
And what is high quality when you do talk about all those other folks,
particularly when they're in operations?
Certainly when we write up job descriptions, there's things in there that we prefer.
And how are we tracking on getting those that we bring in to get to that point,
that they have all those character traits in there that we're really looking for.
So it's something we'll work on developing over the course of this coming year.
You've seen the organization charts before, and the only reason I put this one up is because it kind of gives you the batting order for tonight.
so Peter McIlwain will will follow me followed by Kathy McDonald Mike Robinson
Yolanda Edmond and Mark Hopkins so bat bat clean up tonight they each have
between five and five to eight minutes to speak so from start to finish
hopefully we'll finish this up in about 45 minutes okay fun facts I have a few
of them superintendent asked me to trim it down I had a couple dozen but tonight
night you only get six so so let's run through them custodians and maintenance
workers clean and maintain nearly 12 million square feet every day and that's
the equivalent to cleaning the Empire State Building five times a day and
guess what with the 2014 bond will add another 1.4 million square feet which is
pretty much exactly the square footage of Williams taller at the Galleria so
So some folks think, well, you know, you pass a by, what's it mean?
Take a look at that building.
You see it from all over.
Okay.
Until I saw this slide, I didn't know that we made so many trips to Disney World.
But here's the fun fact from the police department.
Our officers patrolled a total of creeping up to 8 million miles during the 2013-14 school year,
enough for about 4,000 round trips to Walt Disney World.
What that tells you is our officers are out on the street all the time.
They're not in offices. They're out there actively patrolling the district.
Desirable district. You bet we are. This fun fact talks about that.
In April 2014, we had 1,600 candidates who attended the KDISD teacher job fair, applying for 74 vacancies.
Okay. When we talk about food service, talk about healthy meals, talk about the kids we serve,
Served over 6 million servings of fruit yearly during lunches.
That equates to about 35,000 servings of apples, grapes, peaches, pineapples, oranges, or watermelon each day.
This one's for Charles Griffin, by the way, who asked me to come up with some information like that.
So there you go, sir.
Medical plan. It's a big deal. Take a look at this.
For 2014, the total cost of KDISD was creeping up on $50 million.
dollars that equates to over a hundred and thirty three thousand dollars spent
every day let's call that number by 365 and you get the 48 million it equates to
about eighty five hundred dollars per covered employee per year okay for those
of you who didn't know in 1931 Katy ISD had two school buses one for Waller
County and one for Harris County in 2014 the district purchased 58 buses
They all have air conditioning and each of those buses went through a rigorous performance analysis upon delivery and I want to show you that now.
I'm gonna go ahead and ask Peter if he can come up and remember Peter only has one slide and we're pretty proud of it and
I'm not going to tell you what we call it. Yeah, I'll say that for him
That's a tough act to follow that slide before the last slide there with the bus
Trust me when we build bus facilities we build enough space to get the entire bus into the facility
I'd give you a good evening president Mahalski board members superintendent
Fraley as a district has grown at a rapid rate over the past two decades
several new school and support facility projects as well as major addition and
renovation projects have been successfully completed for the district
to support the needs of our students and staff.
KBISD is well respected for its breadth and quality of facilities
and is one of the reasons that our district has become and remains a destination location.
Successful designs can only be achieved if there is an articulated planning and design process.
The long-range facilities planning process has served the district well
in the identification of facility needs through a multifaceted approach.
approach. Similarly, as projects move into the design phase, a multifaceted approach is essential to ensure an
excellent, well-coordinated project, one which supports the needs of our students in their development, to be as
successful as possible. You are familiar with the graphic which articulates our long-range facilities planning
process, and I've included that in your package of support materials this evening. I've developed this graphic to
to describe the many facets and input sources associated with our design process.
There has to be a sound foundation before any design can be commenced.
The green bands in the graphics indicate the various levels of foundation upon which we
build commencing with a foundation of stewardship in design.
The KDISD facilities, planning and construction team possess a design culture rooted in stewardship
for our district, student, staff and community. Our team strongly believes in the guiding principles
shown on the graphic of holistic design, continuous improvement, cost efficiency, end-user focused,
professional integrity, code and legal compliance, environmentally responsible and process driven.
The design process commences based upon this initial foundation.
The next two foundation components are essential in every design.
Functionality, safety, security, and maintainability is embedded in our design culture.
These first two foundation components support and work in concert with the final foundation component,
component, which is necessary to provide support before the design process can commence. That
being the seven cornerstone skills for learning, the True North goals, as well as the BEAM
initiative, all of which support the growth and development of our students.
In summary, the composite foundation is the culture which guides us. Once the foundation
is firmly in place the design process can commence. Above the foundation the graphic
depicts the many internal and external contacts to the district which contribute in an interrelated
manner to the design process. The encompassing purple arrow on the graphic identifies the
spectrum of areas important to the successful design and construction of a project. The degree
The degree of interaction around and across the design circle is dependent upon the nature of the specific design and its needs.
The yellow sectors on the graphic are central to the process and represent the essential input received from the end user of the project,
both from a campus and school community level as well as from a central support level.
End-user satisfaction with the final design environment is the ultimate goal.
Their needs are carefully reviewed and like a great recipe are incorporated in a balanced,
fiscally responsible manner in concert with all of the other ingredients and end-user input sources.
Once the project is complete and with a focus on continuous improvement, post-occupancy satisfaction
surveys are undertaken with the end users. Outreach needs to occur throughout the process,
even starting with the site acquisition stage where applicable. In this regard, dialogue with
counties and municipalities, municipal utility districts and developers is essential to ensure
that all legislative requirements, bylaw requirements are considered as well as to
to ensure availability in a timely manner of infrastructure to support facility development.
A wide range of consultants are engaged for their specific areas of expertise, such as
traffic mobility, demographics, architecture, engineering, who interface at various levels
with developers, municipalities and counties.
Often we reach out as necessary to specialized consultants and individuals who can provide value-added contribution into specialized facility designs, such as the Robert Shaw Center, the Gerald D. Young Agricultural Sciences Center, and performing arts centers, to name a few.
Throughout the early phases of design, the construction community is contacted to gain
insight on such aspects as constructability, availability of labor impact, and costing.
Professional facility-based organizations such as the Association of School Business
Officials, or ASBO International, the Texas Association of School Business Officials,
TASBO and the Council of Educational Facilities Planners International, SEFP, provide important
contribution from a research and development perspective. Growth and development rooted
organizations such as the Katy Area Economic Development Council and the Katy Area Chamber
of Commerce also contribute information related to growth and mobility matters. As projects progress
through the construction document phase, dialogue with the construction community
continues related to cost-effective methods to accomplish the project
program including timing of proposal issuance and proposal packaging. In
summary, this graphic represents the wide and diverse yet interrelated spectrum of
various contributors in the design process. A successful project results
from the coordinated inputs from all parties. The facilities planning and
construction team are very proud of the relationships which we have built over
time with all of the listed parties depicted on the graphic. We are proud of
our collective contribution in the development of our students and towards
a continual well-respected reputation of KDISD. And in your package this evening
I've also included an update to the chronology of projects I guess for Miss
Doyle's and Van's benefit. Last year I included that chronology. This year
you'll notice that we've added Davidson and Randolph
Elementary's on the chronology and next month we'll be having the dedication for
the Robert R. Shaw Center so that will be added on to next year. So thank you.
you. You know one thing Peter brought out was outreach. If there's a theme for
tonight's presentation, I asked each of them to thread how we do outreach within
the community or outside our organization or outside their
departments. So you'll be hearing that from each of the speakers with some
other things that they just needed to bring to your attention tonight. Good
Good evening President Mahalski, Board Members and Superintendent Fraley.
I'm Kathy McDonald, Executive Director for Maintenance and Operations.
Unlike Peter, I have several slides but just a few words on each slide.
So tonight I get to share some great information with you and hopefully
surprise you by some of the things that we do in our department.
This first slide tracks our Centerpoint Score program, which includes savings
Savings from reduced kilowatt hours from usage and rebated incentive dollars earned through
new construction, renovation and lighting retrofits.
From 2009 to present, the district has received a little more than a quarter million dollars
from the SCORE program.
Eddie ISD was paying .07977 cents per kilowatt hour for electricity prior to going to a reverse
auction in May of 2013 at which time the rate dropped to 0.06339. As you can see
from the chart we've had the opportunity to expend our contract several more
times at reduced rates through 2019. And thanks to you the board we've been able
to purchase natural gas at a lower rate for some of our larger complexes or
buildings through the general land office our first year savings was about
forty eight thousand dollars and the second year we anticipate savings
between ninety thousand and a hundred thousand dollars so some really great
news is it between 20 between 2009 and 2019 through the CenterPoint score
program reduced kwh rates and our partnership with the GLO we will save
nearly 25 million dollars so in the M&O department we're not only strive to save
district funds complete over 31,000 work orders a year clean and maintain 12
million square feet of building space and 2,200 acres our team also does things
you might not be aware of so this evening I'd like to share a few of those
with you here's two of our maintenance men doing an emergency repair on a junior
high student wheelchair one of our men is a huge history buff and period
reenactor uses vacation days and personal days to teach demonstrate and
entertain our kids when requested by the principals we took an unsightly corner
at one of our elementary schools we resolved the erosion problem and
and provided a nice area under the trees.
Then we made it more welcoming by installing a couple of benches
and a picnic table.
So the principal is going to use this space for special times
with small groups of students, and the parents
are finding it already to be a nice spot
to wait for their kids after school.
This is a broken water main at a high school.
We had a mess.
You can see all the water.
So three of our plumbers worked all night long making the repair. So when school began the next
morning the repair was complete, the water was back on and it was business as usual.
Fairly often we get requests to go to campuses to get rid of some type of animal or creature
that's made itself at home where it shouldn't be. We have collected bats, bees,
entire families of possums, snakes that have slithered inside or under a walkway.
We've even built traps and nabbed a few feral hogs, but I didn't bring pictures
of those, I'm sorry. I should have. No hogs.
We have? Yes, ma'am.
So our employees really get into their work if that's what it takes to get the job done.
We refurbished a pond at the outdoor learning center.
It was a real team effort and quite a job.
and I went by last week and it looked like even the ducks and geese were appreciative my final
slide shows our star performers from last year we present this award each year to employees who have
displayed exceptional behavior by observing reacting and or reporting an incident during
their workday some of the acts earning these M&O employees their awards were reporting a
a bomb threat, recognizing signs of a stroke in a co-worker and getting help for that person,
noticing a child had a problem, was not feeling well and then caught the student as they fainted
before they hit the ground, reporting stranger danger and providing assistance to a student
that was in distress.
So I'm so proud of our team and the job they do each and every day.
So I hope by this presentation it's made it clear to you why we choose the motto,
making a difference for our department. Thank you.

Good evening, President Mahalski, Board members, Superintendent Fraley. I'm Mike
Robinson, Assistant Superintendent for Support Services. We are proud to present
discussion topics from the Nutrition and Food Service Department and
Transportation Department as part of the operations update tonight. As you know,
our updates are usually done after board meetings late at night and are a
compilation of facts and statistics that stagger everybody, but tonight we're
happy to present a different twist and show some presentations and offer you a
glimpse of a few of the innovative ways our departments interact with the
community and educate students. The creativity of our departments really
shines when given the opportunity to support the education of our children
and at Katy ISD teachers are not the only ones who teach. Tonight the support
services discussion topics will include from the food service department
breakfast superheroes, National School Lunch Week and National Food Day and
and from the Transportation Department, Katie the Bus.
Consistently providing healthy and safe meals is the goal of the Food Service Department.
And education is part of the program to ensure that these goals are met.
Pictured here are the October 2014 Nutrition and Food Service graduates of staff training and development.
The food service managers, assistant managers, field specialists and coordinators are Serve Safe certified.
certified. This program emphasizes the safety aspect of food preparation and service. Over
100 of the 600 food service staff completed training classes on their own time to improve
their job performance and professional development. As we've all heard, breakfast is the most
important meal of the day. Unfortunately, many kids skip breakfast. Students who eat
breakfast have better attendance rates, higher test scores, fewer nurses' office visits,
visits and exhibit improved behavior.
Recently, superheroes were spotted at Stanley and Rylander Elementary Schools.
Their mission was to help students realize the importance of breakfast and
encourage them to join the superheroes in building healthy, strong bodies.
These superheroes are on a mission to increase student participation in
breakfast and have been spotted at many campuses.
After a hearty breakfast with students, the superheroes thanked the Super Food
food service staff for preparing their food and were later seen heading for another super campus.
Thanks to help from the superheroes, Stanley Elementary, Memorial Parkway Junior High,
Wood Creek Junior High, and McMeans Junior High all increased their food service participation
and were selected by Dairy Max and fueled up to place 60 to participate in the Breakfast Olympics
held at NRG Stadium in February.
February. Students competed for ribbons and KDISD was well represented. Forty students
represented the KDISD and competed in breakfast games. Events included a javelin toss, fitness
obstacle course, crab walk relay, football toss, dance obstacle and a breakfast quiz
bowl. We caught the Memorial Parkway Junior High team with their VIP passes getting ready
ready for the competition.

for administrators, school board members, and students
selected by the principals.
It was a great time to communicate with students
and was especially enjoyed by one
of our administrative superheroes.
And the food service department also
received the Texas Department of Agriculture's Local Product
Challenge Award for use of local food products during the week.
Students and staff at Davidson Elementary had a nutritious lunch and a lively conversation.
As I was talking to a group of first graders, a young lady said, I know who you are.
And I said, oh you do?
Who am I?
She said, the president.
And I said, yes, yes I am.
And I proclaimed myself president of the lunch period.
During National School Lunch Week, kindergarten through second grade participated in a drawing
contest and third through fifth grade participated in a writing contest.
All entries were displayed in the cafeterias and the campus winners received sports equipment
and the opportunity to be featured on the food service website.
There was great participation and here are a couple of the writing and drawing winners
winners from Holland and Davidson Elementary. Secondary students participated in designing
posters to recognize National Food Day and seen here are the winners from Taylor High
School and May Creek High School. Another example of community and district support
is this excerpt from the Nutrition and Food Service weekly newsletter in which the BEAM
program was modified to apply to their department. This was a theme at last
month's managers meeting and it will be presented later this
year at a state convention. February 9th through the 13th 2015 was bus driver
appreciation week. Bus drivers were recognized all over the district and
many campuses provided food and banners for their drivers and many community
businesses contributed food and gift cards to recognize the drivers. The
board recognized the drivers by proclamation and the proclamation was
presented to the Transportation Administrative staff. Following the
presentation it was rumored that the Transportation Department had quite a
flirt who likes to dress in yellow, has long glamorous eyelashes and big red
lips and had been seen all over town. So we followed up on the rumor and sure
enough caught her flirting on the East Transportation parking lot. She is better
known as Katie the Bus. She is driven to elementary campuses and used to help
teach students about bus safety. Following an in-class safety
presentation, the students are invited to cheer Katie and are taught about safety
features and practices. Katie's helpers are pictured here as they talk to
students about bus safety with the aid of Katie's longtime friend, Minnie the Bus Puppet.
In addition to safety, Minnie the Bus Puppet teaches students about appropriate and acceptable
bus behavior.
Upon further investigation, we found that Katie the Bus really gets around.
We found that she had participated earlier in the year in the Rice Harvest Festival.
She was a star of the parade and really enjoyed showing off, particularly her load of students
and the bus driver recruitment sign on her side.
Katie is quite the celebrity, and she was awarded the overall winner of the 2014 Katie Rice Harvest Festival Parade.
We found out that this was not Katie's first parade, and is an event she likes to participate in and wins regularly.
It was hot that day, and Katie found a shady spot to get some refreshments and pose with her friends during the idle time.
She's always looking for attention and was successful in attracting some driver
applicants to the transportation booth at the festival.
Katie was a little embarrassed later in the day at the Rice Harvest Festival
when she discovered a replica of her backside on display at the
Transportation Department recruiting booth. However, Katie quickly regained her
composure and she admired the magnificent replica of her backside that
was crafted by one of our lead drivers. It looked just like her.
Katie the bus is quite adaptable and she loves to show off her wardrobe. When she
heard that the 2015 KDISD FF livestock show and rodeo parade she could not wait
to show off her Western attire and her driver recruitment sign. It's no bull
that this was obviously not Katie's first rodeo. Katie really likes to get
around and there is just not much telling where else she will drive up.
These are just a few of examples of how our innovative and caring employees of
KDISD Nutrition and Food Service Department and Transportation Department
assist in developing our children and participating in the community.

Good evening, President Mihalski, board members, and Superintendent Fraley.
I am happy to present to you HR initiatives to include teacher, auxiliary, and paraprofessional recruiting.
But first, let me start out by introducing a beautiful recruiting team.
In the back, our core recruiters are Lisa Moore, Skip Baskerville, Katie Shields, and Jared Link.
and unfortunately Erica had to leave. She had an emergency. She was here joining us tonight.
One of our most important areas of recruiting is to attend job fairs. In the 2014-15 school year,
we attended 21 in-state fairs, not limited but to include A&M, UT, Texas State, SFA, Prairie View,
Baylor and U of H. We also attended 14 out-of-state fairs, which included but not limited to Michigan,
Pennsylvania, Utah, Oklahoma, and Louisiana.
We continue to focus on our high-needs areas, which are math, science, special ed, and bilingual.
We have many other innovative ways to attract teachers, one being our KDISD job fair that
that we are very grateful that most of you attend each year and show your support.
Over the past few years, we've seen over 1,200 teachers show up at that job fair,
and that is thanks to Jared Link and his coordination of that fair.
A very new initiative we have coming up this year,
and that's due to Katie Shields putting in a lot of hard work on this one,
we're going to do some virtual teacher fairs,
which is through a program called Education Job Fair.
It allows us to have the flexibility to do first-round interviews from our office.
It also allows us the convenience and the flexibility to schedule our own recruiting
schedules.
The company allows us to post vacancies on their website.
The focus is primarily on special ed teachers which are very important at this moment.
We have worked, I think we have talked to special ed and some of the principals and
they're going to join us in this effort which one of the areas that we're going to do is
an interactive chat session.
Well, the principals and special ed will be able to chat with potential applicants.
So this is going to be a new one for us, so we're excited about it.
We also have the student teacher reception, which gives student teachers information on
interviewing and obtaining teaching positions in KDISD.
It also initiates the hiring process for those student teachers to become substitutes.
Another initiative we have is the summer intern program, which is offered to students who
who are majoring at a four-year college university, they must have a 3.0 GPA and they must come
highly recommended by their professor.
This will allow those individuals to work side by side with our master teachers during
the summer sessions to learn about more quality instructional practices in KDISD.
It's primarily our minority recruitment process and we always set a goal to have at least
60 percent.
And I believe last summer out of that program we hired four out of the ten applicants.
Our last initiative is Developing Teacher Partnerships.
And this is sort of a new program as well.
It allows the students to have extended observation hours that are followed by students teaching
at the same campus that they actually did their observations at.
So in an effort to keep up with the communication style of today's college students, we're
kind of changing our recruiting materials.
We used to hand out a lot of documents there, but I'm very burdensome to the students.
So now they can use their phones and just scan our QR code, which will link them directly
to our KDISD website, to our Facebook page and our Twitter account, where they can learn
a lot of information about KDISD as well as our community.

If we just told you all about KDISD's student and district achievements, their top-notch
facilities and commitment to academic excellence, you might think it was too good to be true.
So we'd like to show you through the eyes of our teachers and staff.
KDISD has everything you could possibly imagine all in one place.
We have great programs like bilingual, ESL classes, gifted and talented, and special
ed programs.
We have a wonderful fine arts department and we have awesome football teams.
We have something for everyone.
We have health science technology, audio engineering, media technology, and culinary arts.
When my children came in they could see the excitement on my face because I wanted to set that fun environment so they know that learning is going to be fun in my classroom.
We have three computers that we use on a daily basis. I bring the smart board in, which is my favorite.
Teachers are one of our most valuable assets. We believe in helping teachers reach their full potential with ongoing professional and staff development opportunities.
We offer a leadership academy for training aspiring and current administrators. We also offer a teacher mentoring program and a new teacher academy.
The new teacher academy was great. It gave me the support that I needed to do my best in my first year.
KDISD is proud to have the strong support of our local community and our great parents.
Our Partners in Education program provides nearly one volunteer for every three children in the district,
as well as offering mentoring program achievement and school and business partnerships for success.
We offer a comprehensive medical benefits package that covers all of your health care needs.
We also offer an optional retirement savings program.
And, as a teacher in Texas, you are automatically enrolled in the teacher retirement system.
The benefits package in Katy ISD available to teachers are extremely comprehensive.
Every aspect of my personal life and well-being and my personal health and well-being are looked into.
Katy ISD's boundaries go from about 16 miles west of downtown Houston along Interstate 10
to about three miles west of Old Town Katy, which is very charming and quaint.
It's the perfect mix of city and suburban lifestyles.
Best of all, the cost of living is very reasonable.
It's wonderful to live in Katy. I've lived in Katy all my life.
It's a small town atmosphere, but it's really close to Houston,
so you get that large city action feel, so you can always go on into town.
And there are a lot of things to do in Katy.
You can go to Katie Mills Mall. There's lots of great restaurants and small little mom and pop stores that you can always find.
It's really interesting to get to know, and it's a great city.
Our district has far too many accomplishments to talk about here.

A-plus really is our middle name.
The next area that I would like to discuss tonight is the auxiliary recruitment.
We're actually always trying to find ways to recruit and retain those skilled employees
in our such competitive areas such as food service, maintenance and operations and transportation.
With the fast growth in Katy, it's quite challenging at times to compete with our private sector
industries.
So we try to hold at least at a minimum of three job fairs per year, and those are usually coordinated by Skip Baskerville.
We compensate our bus drivers during their CDL training.
We pay for the fees associated with obtaining a CDL.
We compensate the CEUs for licensed employees, and we also provide additional compensation for all ASC-certified mechanics.
Generally, we advertise in the Katie Times, Fort Bend Herald, and the Green Sheep.
We also sent home flyers and student folders advertised on district marquees,
as well as post information on our district website.
Most recently, on February the 20th, we welcomed 140 applicants for bus driver, bus attendants,
mechanic, cafeteria workers, plumbers, electricians, security guard, custodian, groundskeeper,
and general maintenance positions.
During that time, and that was with the managers of those departments,
We met with a total of 38 bus drivers, 33 bus attendants, 69 cafeteria workers, 37 custodians,
6 electricians, 2 plumbers, and 8 security guards.
We are very hopeful that we can hire most, if not all, of those applicants.
Okay, and our third area, third and final area, is paraprofessional recruiting.
This is pretty new for Katy ISD.
We offer a parapro assessment test that must be, in order for a paraprofessional to work on a Title I
one campus they must be HQ in order to be HQ you have to have 48 college hours
or you must sit for this pair of protest ETS is a company that offers the exam
they used to offer a lot of testing sites in the area but some reason they
got away from that so our employees are at potential applicants would have to
travel as far as San Antonio to take this test so Katie and I did a little
homework and in the interim we met with Lamar ISD Lamar consolidated and they
And they allow some of our applicants to go over and take the test with them until we
became a testing site, which we're very excited about because we just started this.
I think we've offered our third test since January, so we're very excited about it.
And it's actually going to help the principals because now we can offer the test here and
I think we do it on four nights.
Since the building is already open, it's pretty cost effective and we have the applicants
come in.
It's about a four-hour test.
So we're very excited about that.
And as you can see, it's hard to tell but we recruit early.
Erica left us, but Erica is expecting a little Jimmy Wayne Newton, and we expect that little
Jimmy Wayne will be an employee of KDISD soon.

Good evening, President Mikulski, Board Members, Superintendent Fraley.
This evening I'm reporting on the Police Department's commitment to the district goals.
And there's three of them that's most relevant to our department as student growth and success,
community engagement, safe and orderly learning and working environment.
Student growth and success criminal justice students from the career and technology education
in terms of our police officers in our department to experience law enforcement firsthand. For
approximately four hours each week students are paired with our police officers observing law
enforcement functions and methods the students time and level of involvement are documented
and forwarded to the criminal justice teacher there are regulations and written written
procedures in place to follow to ensure the students safety obviously safety is the most
important thing in student success and there's some prerequisites the an age requirement of
course written permission from the juvenile justice teacher and obviously parental consent
is the most important student safety there's some rules that must be followed
these are non-negotiable rules and and there's only three of them those are the
three rules they're all said right there the functional areas police vehicle
operation and I might tell you that the police vehicle operation is hands-on we
We provide a closed course at Rhodes Stadium,
and the kids actually drive the police car on that closed course
with an instructor in the vehicle,
and it's a course that our police officers do every two years,
and it's called Low Speed, High Stress Pursuit Driving,
and they chase each other around a closed course.
They love it.
Oh superintendent's office yeah oh yeah sirens lights all the whole thing yeah the kids love
it in fact that that very first slide had a picture of the students in their vehicles and
driving that course they observed traffic control and code enforcement it was they
They were receiving and dispatching calls for service.
Prisoner processing, they actually are involved in observation of prisoner processing
when that might occur while they're on duty with us.
And, of course, instant report writing.
And they do that very well, and our interns are pretty sharp at writing.
We also have officers that participate in Promise to Read.
They read during that program once a year.
they'll go to an elementary school or two and read to the students.
We also provide safety and security presentations that are age-appropriate upon
requests from the campus administration. Class size to large group
presentations will do those.
Community engagement is a key element in community oriented policing,
which our department is committed to community oriented policing parents and
community members are provided a variety of opportunities for active collaborative
involvement which supports student success obviously more examples of our
efforts to engage the community beyond enforcement contacts no one likes that
include social media safe school academies in the Santa cops program we
We start our social media with our district hosted web page,
which includes the district administrative information,
training calendar, announcements, and quick links
to other important information about law enforcement,
safety, and security.
Our Facebook and Twitter accounts include
public safety announcements and human side
of our police personnel and our programs.
Here's some examples of the public safety announcements
in the past that we've posted onto our social media and we continue to do that.
This is more human side. Officer Cata might be a police officer at night but
he's a superhero during the daytime with his with his children. Of course Officer
Elfenshelf found Mr. Fraley at one of the playoff games during the Christmas
holidays they were working the game together and I wouldn't bet on these
being the weaker of the gender these are some bad girls in our police department
they can hold their own let me tell you
our campus officers they show their their campus school spirit anytime they
get a chance and of course officer Marcel Labrador he's always ready for
duty we find lost children and we support our local vendors
us officer Ashley there she was really hot and tired one day we she was out in
the neighborhood I don't remember why but I remember her telling me that that
lemonade was was just hit the spot
another community engagement product we use as I watch and I in your folder
there's a some pamphlets there about I watch as a partnership with the Harris
County Sheriff to provide our community with a way to get public safety
information and to report suspicious behavior activity through a technology
application and the literature is provided by the sheriff's office to us
specific to our school district and then they monitor the application and and
forward it on over to us so there's almost zero cost to us for this program
and of course you have the right not to remain silent and that's very hard for
me to say because I'm for 30 plus years I've always said you have the right to
remain silent well you know if you see something say something and this gives
the community a way to do that we also have the key so school Academy and it
provides parents and other instrumented community members with a closer look at
what KDISD is doing to provide a safe and orderly learning and working
environment the topics discussed during the eight monthly sessions include sex
school safety and layered security, citizen response to active shooter and physical security,
cyber security and Internet crimes against children, severe weather response and police dispatch services,
ADISD safety task force and crisis intervention, gangs and concealed weapons,
drug interdiction canines and emerging drug trends,
and of course large event safety is a very important topic for us nowadays.
We also have replica badges and those are included in your packet as well.
They are randomly issued to members of the community.
The junior officer badge has an adhesive back that can safely be attached and removed from clothing.
It is given to children as a morale booster and those who initiate positive contact with our officers will give them one of those junior badges.
The other replica has a magnetic back and our dispatch phone number is on the front of it.
And we give those to the older students and adults who attend community events where the police department is represented.
We also have the Santa Cops.
And it's a way for deserving elementary school age children to receive gifts at Christmas that would not otherwise be available.
the program began in 2002 we served 30 30 children in 2002 last year 522 KTISD
children were served that equates to approximately fifty two thousand two
hundred dollars of donated funds for a program total of five hundred fifty two
thousand nine hundred dollars freely given to enhance children's lives
Toys are also given to the Texas Children's Hospital, the West Campus out here in Katy,
to help reduce the stresses associated with child's medical treatment. With safe and
orderly learning and working environment outside of our normal campus daily duties,
I'm going to talk to you about three of the important initiative task force that we also
are involved in and these these three task force are imminent to keep our
children safe the first one you may remember just a few months ago you as a
board approved an interlocal agreement for Katie ISD to be involved in this
gang interdiction task force it's a multi-agency task force it it includes a
school districts and Harris County Sheriff and it's a way for us to share
intelligent resources to identify document and prosecute criminal gang
activity and this task force came about because not of an increase gang activity
on our campuses but an increase of our students being in the wrong places at
the wrong times when gang activity occurred out in the neighborhoods and at
private parties and our students were being harmed in these activities so we
look for a way to interdict with this and and try to slow some of this gang
activity down the sheriff's office got on board with us almost immediately
these other school districts got on board and it took us almost a year to
get the interlocal agreement to a place that we could present it to you for you
for your approval and and we've actually started the in close involvement with
the task force in January of this year and the the other school districts that
are involved in this task force is our client ISD spring branch sapphire spring
Aldine humble and a leaf ISD police departments along with the sheriff's
office Houston Metro internet crimes against children you may have seen the
news today. Harris County ran an operation last week and it was on the news today. Fort Bend County
ran a similar operation last week that we also were involved in and you'll see a news press
release, a news conference tomorrow about that one. But it was part of this ICAC and we've been
involved with the ICAC task force since 2010. The task force is made up of 56 law
enforcement agencies in eight county area around Houston. Each agency
officer offers aid and assistance within the task force in the form of
information, manpower, and technology. The main purpose of this task force is to
investigate those who are producing, sharing, or downloading images of child
pornography. The Katy ISD Police Department have assisted with
investigations and raids in many locations in the Katy area. Many of
those investigations and raids developed probable cause for prosecuting cases of
child sexual exploitation. Those investigations also resulted in the
rescue of children, some in the Katy ISD, who were being forced into the
production of child pornography the the operation that we were involved with
last week was an online predator type operation and there was chief jinx can
you help me with the number that was arrested 13 confirmed 12 actually
arrested for online solicitation of a minor what they didn't know was one of
our younger female police officers was who they were actually
communicating with and they showed up to to finalize the agreement and were
arrested because of that. Also the Joint Terrorism Task Force is a federal, state,
and local law enforcement involvement. They investigate terroristic
threats and activity and our own deputy chief Jenks is a member of the executive
board this task force was responsible if you'll remember a couple of years ago we
had a direct threat to one of our elementary schools by a gentleman a
gentleman here in Katy was was doing some online chatting about how he was
going to attack a Katy ISD elementary school and how he was going to commit
murder on that campus and this task force helped us find this guy and
prevent that that elementary attack
well that concludes my slides in my presentation I'm excited to be here I'm
I'm proud to serve KDISD, and I think I've just about used up my eight minutes.

I couldn't imagine spending my birthday anywhere else but with you guys.
I was saying to you, that concludes our presentation,
and, you know, we try to present it in a way a little differently than we normally do,
which is just probably really boring facts.
And you know so today we wanted to try to weave a little more human human story into it

just would like to say I've had the pleasure of this past couple weeks of working with the campus officer at Seven Lakes High School and
Working in email correspondence with setting up and
officers to be at an after school event with Officer Tabor and it was it's
always such a just it's easy it's just a joy the fact that Officer Dana spent
five and a half hours with us on Saturday because he knows the kids he
the kids respect him and it we had about 500 people coming and going on the
campus in the back parking lot and it couldn't have been smoother it was just
really which is many proud as a parent and that taxpayer besides being a board
member so I just wanted to tell you that well thank you very much I think the
campus officers make a huge impact on those kids that's a that's a glowing
example of community oriented policing and how we do it yes and and as board
trustees members always like I spend so much time as private story I both just
you know driving through neighborhoods carpools I love it when I see a Katie I
police officer not doing something above and beyond their job helping a lost pet
or jumping a car that stalled something that shows that this is where they live
and this is where they work and this is you know they have pride and what they
in this community and and I just that's like I was when I take their picture
and like look at I think I'm a stalker um so I don't but I notice it and I
think that your officers probably go above and beyond a lot more than they
brag on themselves for doing i'm sure they do yes i just want to take time to brag on them thank you
very much mr president chief hopkins i love when uh when i attend the leadership katie yes one that
happens at the police station and they go through the actual jail and they're like we have a jail
and so it just really i want their eyes just pop up like we have oh we get to see inside the police
car and the police dog and all that and it's just really cool to do that one
every year I love that you know since this is a public meeting and it will be
on on video later technically we don't have a jail miss box we have a
processing center that thank you for correcting that that's what I call it
for accuracy I just thank you for the accuracy it's a processing center but it
is so let me clarify to that they see that you have full your just full
police officers and you can do all of the things that happen and and you take
the best part is just exactly what mrs. van said which is we make relationships
with our students from the time they're in elementary school and so when you
know them by name and when you see them and when our security officers and our
police officers are at our campuses so frequently that it it helps because you
have relationships with boys and girls and and kind of see things and headed
it off before it ever happens but you know when when there are people who make
choices and you you have a place to really take good care of them and and
help with that but it is pretty cool to see your whole facility there so I
apologize for calling it that but no no you there's two things I'd like to like
to say also is the leadership Katie ISD is is the reason we started the parent
Academy because they didn't have enough time at the police department they
wanted more information they didn't know how to get it so we we gave them more
information they can come to this this parent Academy and get more in-depth on
those subjects that they were asking questions about it to leadership and
and that's all that's that Academy is by invitation and most of those are people
who have been through are going through the leadership and command so our
leadership kdisd program so you keep us safe the entire community and we're grateful for you
