The board will now convene an open meeting. Today is Tuesday, January 20th, 2015, and the time is 7.15 p.m. The board met earlier this evening in closed meeting. Any action arising from discussions in a closed meeting must be taken in a subsequent open meeting. This is a meeting open to the public, not a meeting of the public. There are students and other guests present. To maintain decorum, respectful behavior is expected. Disruptive behavior and or comments will not be allowed. out. KDSD Board of Trustees meets monthly in a regular meeting generally to receive reports from the staff and to take action on recommendations from the superintendent. Whereas there may not be lengthy discussions or a litany of questions tonight, please know that we've had the agenda for over a week. As a board, we reviewed each agenda item in a public work study session with the administrative team where we were able to ask and receive answers to our questions. Thus, as a board, we should have appropriate knowledge and should be prepared for our responses regarding regarding the content of this meeting tonight. Mr. Fraley, will you verify that we are in compliance with the provisions of the Texas Open Meetings Law in regard to the notice for this meeting? Mr. President, we're in compliance. The first item is the personnel report.

Oh that's not written down there. She loves math and reading and what teachers say about Samantha is she's just a wonderful, wonderful person.

Randolph Elementary is the best because they do more activities. PE is really cool because we get to do games for warm ups and the games change for the seasons. The teachers are so nice. They push me to do hard things and I like that because it helps me to be able to do more things. better student mrs. Harper always says to to know you as a person not just like hey dude she she knows my name and says hi in the hallways one of my favorite parts about Randolph is the way we have fun in the middle of our learning just like on Fridays we do a Friday dance where everyone dances even the teachers I just love this school so much and I am excited to be here today representing Randolph Elementary

Good evening. My name is Laura Freeman. I'm a Katy ISD Council of PTA's president. This is a school board appreciation month and because PTA's know a little bit about volunteering. We wanted to thank you for donating your leadership, your time, and your service to the students of Katy ISD. Beginning in 2006, In 2006, KDIC Council PTAs asked their PTAs to recognize school board members for their service by donating a book in one school board member's honor to their school library. This will be the tenth year that we have donated a book to our school libraries in your honor. district was once again recognized for achieving academic success through cost-effective operations the financial allocation study for Texas or fast is an annual study that examines both academic performance and financial efficiency to identify school districts charter operators and campuses that deliver high quality education at relatively low costs. KDISD was awarded the highest rating of five stars for 2014 and as a result received the Texas Honor Circle Award for outstanding performance in the FAST analysis. now we will move on to public hearing portion of our agenda tonight we first we have a presentation of the 2013-2014 Texas Academic Performance Report will be presented by Dr. Cassidy, Dr. Matney. Okay. Add both of your names on here.

Welcome Dr. Matney. Good evening. Thank you Mr. Michalski, Board of Trustees and And Mr. Fraley, I am here this evening to present to you the taper report. And I may be having some technical difficulties. I have no song and dance for you this evening. I apologize for that. I do have very good news, which helped lead into the last recognition that we had with our first award.

Okay, so this evening we are here as a result of state requirements, but it's always good to share great news when we have state requirements. The state does require that we hold a public hearing of reports that include the TAPA report, a campus performance objective piece, as well as a report of violent and criminal incidents and post-secondary student enrollment in academic performance. So that's what we're here this evening to discuss. I do want to share before, at the forefront of this, several highlights. We have a lot of great things to share and a lot of details this evening, but to highlight, we continue to outperform Region 4, which is our Region Service Center, as well as the state. So we are not just looking at our own results and seeing the high achievement with our own results, but we're outperforming all the schools in Region 4 as well as the state in all of these areas. Our STAR performance in many levels, SAT and ACT results, graduation data, and even post-graduation data. How our students are doing once they leave us and go on to their lives. So I look forward to sharing the details of each of these pieces. So with STAR results we're going to start with a little bit of a lesson because as we move from tax to STAR we also have a phase-in process of standards to allow for time for systems to catch up and we've talked a little bit about that in the past so our first slide talks about our phase in one level two standard or above that's what we traditionally call met standard we have a three phase in process and so this is our very first phase in at the very first standard we will eventually get to phase in two and phase in three and then our final standard in the year 2020 so as you can see in all subjects and in each of the subjects outlined on the slide, Katie is significantly outperforming the region in the state which is always great to report. Here we have all of the same data but reported out by our student groups and we still have our groups outperforming the region in the state with very very solid numbers and great great scores across the board. This next Next slide, there was a lot of talk as we rolled STAR out of what would be considered a post-secondary readiness standard. So how can we look at third grade reading and decide that this third grader is post-secondary ready? And what the state decided is, as we look at that phase-in system, we have our phase-in one all the way to final standard. This is our percent of students who've already met that final standard, even though they're not accountable at that final standard right now. So these are our students that aren't just meeting the standard the state is setting for us this year But they're already well surpassing that and as you can tell in Katy We're doing a fabulous job at getting our students already to the final standard well above what's expected of the state Then there's that advanced standard and that advanced standard is Where students are at the very top of the test missing maybe one or two or three questions and that advanced standard stays the same through all the phase-in processes but again you can see that we're significantly outperforming the state in each of these areas as well for our end of course we see similar results and this is at the phase in that satisfactory the very first phase in so the met standard for end of course and then a new process came in with our new accountability system and it looks at meeting or exceeding progress this isn't just about meeting a standard but how How are we adding value every year to students and watching them progress over time? So this meeting or exceeding progress, you can see that KDISD again is outperforming. We are taking students where they come to us and we are adding value and continuing to see them grow and not just settling for meeting standard. And on this slide we see the exceeds taken out and again we are outperforming the region and the state in this area as well for exceeding progress. These are all areas that are different from our former accountability system, but KDISD is already surpassing what we're seeing in the state, in the region, which means that we're having a grasp of these ideas and we're really pushing our kids forward to get to that next level. So these are exciting results to report. We still do administer tax and so it's reported in our taper results and this is cumulative pass rate. So this is taking the class of 2014 and looking at over their course of their high school career what's their cumulative pass rate so 98% of Katy ISD class of 2014 has has met standard on all the tax tests that they took so this is again a great thing to be able to report and as you can see higher numbers in the left-hand column than in the other two right-hand columns now we'll look at attendance dropout and graduation rates our attendance rates here again we're surpassing the two other comparison columns our annual dropout rate and in this one we're used to wanting to see the high numbers in the left-hand column but this in this slide we want to see a low number and we want a low dropout rate as you can see our dropout rate is half of the state it's seventh through eighth grade grade nine through twelve again significantly lower than the state dropout rate as we get into our graduation rate slides we'll start with the four-year longitudinal rate this is looking at a cohort of students who enters high school and four years later class of 2013 they leave us and for the graduation rate you can see each of the criteria down the left-hand side we consider students who graduated received a GED continued high school the next fall dropped out graduates in GED and graduates GED and continued rates so we look at all of these components together And again, with 93.3% of our students graduating from the class of 2013 compared to the region and the state, we are doing a great job getting our kids ready to go to the next level. There's also something called the federal graduation rate. And there's a difference in the state in the federal accountability systems. There has always been. The federal graduation rate includes two additional lever codes that we don't as the state. But we're reporting this here as well. the class of 2013 again outperforming in KTISD as well as the five-year graduation rate so students who come to us and they take just one additional year so we're recouping students through that process as well when we look at how students are graduating we want them to graduate on the recommended or the distinguished plan we like that they're graduating with a high school diploma but we want it to be one at the highest level so when we look here we can see that KDISD is graduating students, 84.2% from Class of 2013 earned either that recommended plan or the distinguished plan diploma. And then we look at it as every student who graduated in 2013, the percent receiving that diploma as well. When we go on to SAT and ACT results, we can see that our class of 2013, we tested more students, a higher percentage of students than the region or the state did. So we're getting more and more students in to take the tests, which is very important because that's about opportunity. But we also have a higher percentage of students that are scoring at or above the criterion as well. So So it's not just about getting them there, but having them prepared to score at high levels on SAT and ACT. Our average SAT score is 1580. That's significantly higher than the state average of 1422, which increases opportunity for where students can enter college. And then our average ACT score is again significantly higher than the region and the state at 23.6 for Class of 2013. For the violent and criminal incident portion, this is a requirement. We go through level four offenses and level five offenses, which are all mandatory placements. There's no discretion for these placements. And so before you, you'll see a chart of at each of the levels, high school, junior high, elementary, and then a district total for the number and percent of each of those incidents. We address decreasing the number of these incidents through the district improvement plan and you can see one of the quotes here from the district improvement plan. The district will provide presentations, training and resources to make sure that we are decreasing these numbers and to continue to keep all of our students safe. post-secondary student enrollment and academic performance this is where we look at we take our files that we send in and we look at how our students doing after they leave us so before you from the class of 2012 because we this is even an additional year behind because we have to wait until they're actually at the post-secondary institution and stay there for a year and but it looks at the number of students who are in a four-year public university in Texas a two-year public college in Texas an independent college and university in Texas not trackable is there are data anomalies maybe they didn't have a social security number with us but they do at the university or vice versa so those are some some data anomalies and then not found that may look like a strange number but in actual when you when you examine the data behind this these are students that just weren't found in a Texas institution they may be at Stanford or Harvard or Princeton they're just not at a Texas institution so that's not necessarily students that didn't go anywhere quite the opposite in many cases and that's out of our total high school graduates for the class of 2012 so in summary this is all very good news we have superior academic results in KTISD. We have a strong college assessment performance across the board, high graduation rates, and then it's always nice to see that we have continued post-secondary success also, that they didn't just do a great job when they were with us, but they're continuing to do a good job when they leave us as well. outstanding briefing and thank you Mr. Fraley for continuing to improve on the the academic performance of all of our students and I know it's been difficult with House Bill 5 our graduation rate is at the top of the state the top of the region what's the primary reason that we're still having students drop out is there is there one particular thing that that they're hitting what I would add

also one thing dr. Madney it's hard to know because when they drop out we don't always get a report back from them but some of the things we learned that are important and we discussed this earlier tonight is students have to feel connected to the school they have to have some caring adult in their life at the school and preferably have a we call that level of support about the community we found that students who are engaged in co-curricular activities and have higher GPAs Mr. Bryan gives that report every year and it's very accurate they tend to stay in school, they tend to have fewer other things we would call negative behaviors. And so that's why you've asked me to continue to look at ways to engage more and more students. Good evening, President Mahalski, Superintendent Fraley, Board of Trustees. Let me just begin at the outset by saying typically I have our KSAT specialist presenting, and that's Ms. Adella Nugent, but she has retired in December, so we wish her well. And so tonight I will be presenting information about our KSAT, KD Summer Academic Term for the 2014 school year. Our mission statement states, KD Summer Academic Term, KSAT, is a seamless extension of the the academic school year which provides KDISD students differentiated learning experiences and opportunities to earn original and restoration credit. First program in our case that I wanted to highlight is the elementary program which consists of our ESOL bilingual pre-kindergarten and kindergarten students, our English language development students grades one through five, fifth grade SSI star summer clinic reading and math and student student enrollment was approximately 1,745 students. ESL bilingual pre-k and k are the largest programs with 1,182 students 68% of elementary and summer school. Pre-k and kinder bilingual ESL this is an intensive language program for pre-k and kindergarten students currently enrolled in an ESL or bilingual program. This program focuses on language development and the skills needed to be successful in the next grade level. The Department of Other languages determines if a student is eligible for this program based on state guidelines. This program is a Texas state mandated program. Pre-K and kindergarten students benefited from tuition-free programs, breakfast and lunch service, as well as transportation provided within the students' transportation cluster. The English language development program is an intensive language program for students of limited English proficiency who participate in ESL or bilingual and meet the following eligibility criteria. criteria. The student is identified as an immigrant born outside the U.S. and is within the three years of attendance in the U.S. and the student has not yet scored above the intermediate level on the TELPAS composite score or does not yet have a TELPAS score. This program is funded through a Title III grant and the English language development students benefited also from tuition-free programs, breakfast and lunch service, as well as transportation. The fifth grade SSI STAR summer clinic and testing, the STAR clinic The first clinic is an intensive intervention program provided by the district only for students who did not meet the expectations on the second administration of the fifth grade reading and or math star test. The second group that we will highlight is the junior high group. Junior high summer academic tournaments for those students in grades six, seven, and eight who did not meet the junior high promotion standard during the regular school year and who need to restore credit in order to pass to the next grade level. students are required to take two courses and there is a tuition fee of $150 per course the academic summer term includes the core subjects areas are math English science social studies and reading it also includes the newcomers and intermediate and advanced English and math for ESL learners students attending the academic campus benefited from breakfast and lunch service as well as transportation the eighth grade SSI star clinic and testing these are the intensive intervention programs provided by the district for those students who did not meet expectations on the second administration of the eighth grade reading and our math star test instruction is designed to meet individual student needs in order to improve basic reading and our math comprehension and test taking skills again this program also is a state mandated program in the eighth grade SSI star students benefited from tuition fee programs as well as breakfast and lunch and transportation services our next Next group is our high school group. High school students are able to receive original credit and credit recovery. The high school program provided credit courses to be taken in order for students to complete courses for on-time graduation or to repeat courses not successfully completed during the regular school year. These were tuition-based courses. The cost was $200 per semester and all course offerings were subject to having sufficient enrollment and certified instructional staff. Students benefited from transportation services provided by the district. OLA, KD Online Learning Courses provided credit recovery through computerized instruction. This is an open exit program allowing students to work at their own pace. ADISD students in grades 9 through 12 who failed a core course during the previous school year and received a grade of 60 to 69 are eligible to apply. Students must receive approval from their home campus and counselor to ensure eligibility. On mastery of the curriculum, students may exit the program. The course credit is restored. The failing grade is replaced on the transcript with a 70 and then calculated into the GPA. The summer start end of course remediation opportunities, also the remediation classes were offered for those students who needed to retake any start end of course test in July. Students received no course credit for attending any of the remediation sessions. There is no cost to take these classes to the students. All classes were held at Morton Ranch High School and students provided their own transportation. Snack items could be purchased or the student may bring their own lunch. Students were encouraged to attend their selected sessions daily to get the most benefit from that particular program. Students could attend multiple sessions if needed and the council was available for advisement. Our next slide highlights the number of students that we had participating in our 2014 KSAT. I just want to highlight at the bottom. We had four elementary campuses. They included Huxle Elementary, Stevens, Patterson, and Rylander. And the two junior high campuses were McDonnell and Morton Ranch Junior High. Three high school campuses that we used on this past year were May Creek High School, Morton Ranch High School, as well as Raines High School. Notice the numbers of our elementary students for this year. we had 1,740 students, 660 junior high, 2,878 high school students, and a total of 5,283 students. And this slide just basically shows the number of students who were attending and the amount of credit that was either earned or recovered. That number was 3,606 credits. Also note, for note there that's important, that we had 525 incoming freshmen who took took a summer course in preparation for high school. Our next slide basically shows our KSAT fees that we have. All elementary programs are tuition free. Our SSI STAR program, grades 5 and 8 also tuition free. Our exit tax, EOC claims were tuition free. But the credit recovery was a tuition based course. Junior high, of course, again, $150 per course. And high school, $200 per course. Also of note, we do have scholarships that are available on an as needed basis.

Board members, my name is Glenda Patton. I do reside in Katy ICD. I reside in Wood Creek Reserve and I'm here with a couple of my neighbors. We're having some problems with the afternoon pickup traffic that goes through the streets in the residents. As a result of this, someone, we don't know who, took it upon their own to take our snap picture of what our well-being and our safety should look like in our neighborhood and took it to the city. And as a result, we have an ordinance number 2661 that went into effect September 29, 2014. I did provide each board member with a copy of that ordinance. As a result of getting this ordinance, there was one of the residents who addressed a letter concerning the ordinance and that was submitted to you also. That was submitted to the city. The same group, I don't know who they were, put a copy of an explanation in the paper. I didn't necessarily agree with that. I don't think that this needs to be a public thing. I think that it needs to be settled between the between the residents and the school I don't think we need to advertise that I want to share with you that I have resided in Katy for the last 30 years I have three adult sons who went through the Katy ISD school district I support you 100% when I'm with my friends I do nothing but give you accolades for the great job that you're doing that you did then and continue to do so this is why I feel that something like that should not be put in the newspaper and I feel that if there need to be changes I think everybody involved in the changes need to be a part of the decision or the discussion we knew nothing about it as a result of that we looked at our door one day and the city was placing the signs signs, no parking signs on school bus yellow poles on every lot line inside the school zone. It looked like you were entering the Southwest Freeway. So as a result of us calling and going down there, in about a week they came back and removed almost all the signs. They discovered that it was overkill. I mean the value of our homes immediately went down. Nobody's going to buy a home with all those signs on every single lot line on the north side of our street. We had nothing to do with it. We were not aware of it. We looked out. The signs were being put up. We looked up later. The signs were being picked up. Okay, as a result of that, with the traffic that's coming through our neighborhood, we do have problems. People are turning around in the driveways to cut in line and all this. But what they have to realize is every child on my street does not attend school. Their children are not playing. So when you make a U-ey in the street or you come to the driveway and turn around, there's a possibility you may hit a child. So our concern first and foremost is safety. And I'm going to tell you why I'm a proponent of safety. When my children were attending KDISD, my youngest who is now 22 was hit by a car at at Nottingham Country Elementary within the school zone. I'm at work in Houston. I get a phone call telling me that my child is going to be taken to the medical center and I have to meet them over there and he's being taken by Life Flight. And then we'll forget it was a Friday afternoon, it was raining. So I had to leave my job in Houston, go pick up my husband and we had to go to the hospital in the medical center to meet my first grader who had just been hit by a car inside the school zone of Nottingham Country. And when I get there he's strapped to a board, me not knowing what's going on. They go get me a counselor quickly. My husband being an EMT he understood what was going on. So I don't want another parent to go through this. But if things keep happening and there are rules put on top of rules, I mean you got your common sense rules and And then you've got your school zone rules. And now we've got the signs up. So we have, like, rules stacked on top of rules. And when you do that, that gives people an opportunity to break all the rules. So what we're doing, we're proposing, asking you if you can help us with this, if this traffic can be redirected to a street outside the school zone, which is Wood Creek Bend. There are no houses on Wood Creek Bend. This is all we're asking, if this is possible. And if you want us to input on that, I mean we can't but sooner or later something is going to happen It's not going to be a positive thing Thank you
