Hi, my name is Natalie Vong. I go to Rhodes Elementary School and I'm in the fifth grade. At Rhodes, we love the word respect. It's an acronym for Rhodes Elementary School promotes excellent citizenship and teamwork. I'm proud to be at a school that makes sure we grow up to be respectful and responsible. We have an excellent model for that behavior in our wonderful namesake, miss Rhodes she visits our school and leaves us notes to encourage us this is our 10th anniversary and our school mascot is a rocket because we are the Rhodes Rockets our school is special because we have some very unique programs like rocket seniors read deed run rockets can ritmo crochet club and our students have the opportunity to take violin thank you for listening to me talk about my school and have a wonderful day

For our first recognition this evening, I would like to call forward Schmalz Elementary Physical Education teachers, Kasha Philem and Scott Power. Both of these teachers have been selected as 2014 Coordinated Approach to Child Health Champions or CATCH Champions, part of the University of Texas School of Public Health and the Michael and Susan Dell Center for Healthy Living. The CATCH program focuses on identifying, practicing, and adopting healthy eating habits and engaging in physical activity by incorporating hands-on lessons and activities. They were selected as CATCH champions for their untiring dedication to creating healthy environments for Texas children and successfully implementing the CATCH program into their school and community. Please join me in congratulating them on this achievement.
The Texas Education Agency recently named Schmalz Elementary a reward school for high progress. High progress schools are identified as Title I schools in the top 25 percent in annual improvement and or schools in the top 25% of those demonstrating the ability to close performance gaps based on system safeguards Schmalz is now one of 380 title one schools in Texas with this designate designation for the 2013-14 school year at this time I would like to call for Jamie Shipley the principal of Schmalz Elementary to accept this award Congratulations to Smalls again. KDIC was recently ranked by the Learning Council as one of the top 10 digital districts nationwide for transitioning to digital curriculum and content in an effective manner, leading to greater student success. Specifically, KDIC ranks third place among suburban school districts nationwide. MathWorks is a center for innovation in mathematics education at Texas State University. Their mission is to develop model programs in learning communities that engage K-12 students from all backgrounds in doing mathematics at a high level. Each year after the MathWorks Math Contest, four students are selected to advance to represent Texas at the primary Math World Contest in Hong Kong. They recently announced that one of the four team members competing in the 2015 Math World Contest is a KDIC student. For our final recognition this evening, I would like to call forward Edward Liu from Beck Junior High. Edward along with his three teammates will attend the 2015 Residential Junior Summer summer math camp program at Texas State University this coming June and will then go on to compete at the Primary Math World Contest in Hong Kong in July. This corporate body, this board, has major problems. We had a State of the District meeting that should have been open to the public. To those of us that put money into this district, it was closed, again. The words that came out of that meeting were that those that did not agree with the bond were thorns in the side of the district and needed to be removed. This needs to be addressed to the public. It is unacceptable. And before he had called people village idiots in 2010. You have one employee. That one employee has also put you in a state of treason. Two years ago, you put a declaration to the governor of Texas stating we were a democracy. We are not. You just said a pledge to this flag under the Republic. You take an oath to both states, of the state and of the United States, of the Republics, which it states in those constitutions. That needs to be corrected immediately. We are a Republic. You have parents coming up to you trying to communicate with this board in this district that are being ignored. I know. I've been ignored since 2010. We have Common Core in this school district. It has been proven. Parents are getting upset with the homework that's being sent home in the Common Core style, and students are marked wrong for the correct answer because they did not do the problem the way the teacher expects it to be done under Common Core. If they can think for themselves and figure out the problem, they mark them wrong. If we have bright students, should we be telling them they're wrong and sitting there and punishing them for doing what they need to be learning and they learned? Do we need to be showing our students that we are treasonous to our constitutions by the declarations we send up? Do we need to be ignoring the public still who come up here? There was a lieutenant colonel up here last week plenty of time where there was another violation of the Constitution and was not allowed to speak. You can let him speak. We put human bodies in your offices, in your spaces, not just to follow what the law is because it doesn't have emotion or feeling or thought. We put you there so that if something is wrong, we can stand up and correct it. And for some reason, this corporate body doesn't understand the concept of why we put people and not robots in those seats. We need this corrected, and I hope very much on the next agenda for January, we have a declaration going to Governor Abbott, who will be in office at that time, that we are a republic, not a democracy. You are all, because you are part of this corporate body, in a state of treason at this moment because that declaration has been sent. Whether you served at that time or not, the corporate body is in treason. Please correct it. The proper officials were here the first night that it was told and voted on, so I'm not in this prison of treason. That county constable that was here, he is. Can we correct things please? Get us back on track because we the people are the ones that are here backing you up in the foundation and you are ignoring us. We're not thorns. We're the ones that support this entire corporate body. Fix it.
Mr. President, a clarifying question. Ms. McFarland, you speak of the Constitution and the pledge and our great republic, but unless I'm wrong, I noticed during the pledge you didn't have your hand over your heart. Is that for a certain reason?
I'm also a Christian, sir, and I believe you're a minister. One of the Ten Commandments says, there shall be no idols before me. It is in my faith, which I have freedom under the First Amendment to have, not to say the pledge to an idol. And that is how I see it. It is my faith. I stand with the people, but I cannot under my faith and how I've been taught to do that. And I have every right to do that.
Ma'am, I want a clarity. I am a licensed minister, but I pledge my allegiance that is your choice This country and to this flag as a sign of my loyalty to America But you don't do the same, but just your speak of the Constitution. That is your choice
I have the freedom not to do so and it has been declared in the Supreme Court that I do not have to
Laurie I have one question of a clarification numerous times you stand at that podium there and And you've made many accusations that we violate law. Have you officially filed charges with the state or the federal government?
I have tried to file charges.

Mr. President Mr. Fraley once again, we have a comment regarding common core in our district and I Think that the state Texas has made it very clear that we are not to have a common core
Does Katie have a common core? We do not adopt common core standards against the state law we do have materials that are land with common core and the state standards and the Governor-elect President Abbott said that we're allowed to use those materials.
I understand that because, as I've heard it been stated, is that two plus two is four, whether it's either way, and they have an overlap there. And it just happens to me that they both have the same answer.
This has been addressed by the Lieutenant Governor-elect and the Governor-elect as well. Mr. President, if I could reference, I've had two folks who were not at the State of the District trying to quote what I said at the State of the District. it. We've not posted the video. If there's a video, I'm not sure there's one out there. By reference to Thorns, it's not opposition to the bond. It was the signs put up against the local minister. It was the allegations of signs put in the collection plate notes criticizing the family. It was signs attacking a certain high school in this district. I named no one. I'm surprised at how many folks are taking offense to my criticizing and putting up those signs. It had nothing to do with it. So opposition is not a thorn. It's signs around a church against a local minister. It's notes allegedly put in the collection plate against him and his family. It's signs encouraging votes against a certain high school. Those are thorns. We don't need that behavior. Opposition is fine. That's not a problem at all. But it's certain behaviors. That is not a question, but that is just a statement of clarification clarification that once again being accused of things by folks who don't who aren't present and And I really you know, we agreed about some things around Election time and we've also agree about those things but but but but me being this quote is not one of things we agree about

Superintendent Fraley, President Malosky, and trustees of the board, I'm here to speak about a man that gave great service to the KDISD Independent School District and that is Robert Shaw. I'm here also as one of your agenda items in the naming of the STEM Center tonight which is for science, engineering, math, technology and also arts, not being the least but arts is very important to it. Robert Shaw was a man who was involved very much with his church he and his wife Cindy he was a man who was dedicated to his kids to his family into this institution Katie is day and he dedicated a large part of his life to making decisions for this district there were not only good for the people that taught administered and all in this district but also for the students of this district this district is better because Robert Shaw passed through here so I am in full support my wife and my family are in full support of having this facility named after Robert R. Sharp. I have had a student in Katy, IHD, our only son, graduated in 95. I have been a resident of this district since 1945. So I know what goes through here. I have been a past board member, and I know what it takes, and it takes dedication from each and every one of you and that's what Robert was he was a very dedicated person Robert looked out for the thing that was most important and that was the education of our young people within this district so they could succeed in every possible way when they got out in life and be productive thank you

President Mikulski, Mr. Fraley, and board members, I too am going to speak about Robert Shaw. You know, when I think about Bob Shaw, I think of two major things. the first is his dedication to education in our district he believed in education and he believed in Katie ISD he was very supportive always always of students and teachers and administrators during his tenure here so 16 years on our board I think was 15 years on our board did an excellent job we were very fortunate to have him. The next thing I want to talk about, and probably the most important thing about Robert Shaw, is his personal character. He was positive, honest, always trying to do the right thing. And when I say positive, I will never forget, can never forget Robert Shaw's smile. Because no matter what happened, when he walked up to you, he would flash that smile at you. Even in hard times, he would do that and I always appreciated that so much I know his family very well for I taught his children could his family stand up now I taught all of his children I told everybody in Katie but I know he's a good man because I watched him as he raised those children and And as he and Cindy tried to instill in them and did instill in them the values that they appreciated the most in life. I am very fortunate, honored, and blessed to have a school in Katy named for me and my husband. Jack and Sharon Rhodes Elementary School. And because I know the joy that that brings, I know the joy that it will bring to you, Cindy, and your family, to know that Robert Shaw will be honored to have his name as the namesake for our new STEM Center. It's a perfect fit. Thank you very much.

President Mahoski, members of the board, Superintendent Fraley, it's a pleasure to be here tonight to speak to you. Of course, my name is Ray Wollman. This is Jamie Wollman. We do live in the city of Katy. We do not have children in the district. We do have a son who attended KDISD. We'd like to thank you for the privilege to speak about our friend Bob Shaw.
Ray and I feel that Bob Shaw would be a perfect namesake for the new KDISD Science, Technology, Engineering, Arts and Math Center. He and the Center would be a perfect match because he had the heart of a servant and the mind of an engineer when we met Bob over 25 years ago he was serving children as the Katy area swim meet director and many of our children in the area would participate in the meets and as Sharon said his smile his smile I mean I still can see it perfectly it was so big when you saw him his eyes almost closed it was just
wonderful a smile so when we met Bob 25 years ago he was serving students he continued to serve students on the board for 15 years he served until he was physically able to do that his experience knowledge and vision helped to address the many growth changes during that time that he served on the board Bob was passionate about career technology if you talk to him a while you got that pretty quick. He was very proud of the many advancements at the Miller Career Center during his years of service. He loved and he would spend hours explaining the many avenues to success that the center provided for students of Katy ISD. In the future as we drive down Katy land past the Robert R. Shaw Center for Science, Technology, Engineering, Arts and Math, we all will be reminded of Bob's impact on thousands of past, present, future students of Katy ISD.

Laura Freeman. Ms. Freeman. Hi my name is Laura Freeman. I live in Katy ISD. I have have kids in Katy ISD. Good evening, Mr. President. board members mr. Fraley and tonight I'm before you representing KTISD council of PTAs as you are aware we have 51 active PTAs in our district most of the time people think the purpose of PTA is to help the school do things that the schools can't do themselves like making copies stapling papers hanging artwork or bringing programs to the school that go above and beyond what the district provides however that's not quite right the mission of PTA is to make every child's potential a reality by engaging and empowering families and communities to advocate for all children I think that last part is the part that gets forgotten advocate for all children when families join PTA I don't think they realize what they're actually doing in addition to showing support for their school they are joining the largest child advocacy Association in the nation PTA has been instrumental in helping to form legislation for more than a hundred years from the beginning PTA leaders have been focused on giving children the highest is sorry the highest advantages and physical mental and social education some examples of early issues PTA was involved in include abolishing the public drinking cup creation of birth certificates creation of the school lunch program creation of kindergarten and making sure that school buildings were constructed properly more recent legislative issues include funding of school-based health clinics limiting the access of children to tobacco and alcohol products, including school supplies and the annual tax-free holiday, the restriction of children riding as cargo in the back of pickup trucks, the graduated driver's license, and most recently, House Bill 5, which changed the graduation requirements for all incoming Texas high school students. That being said, the 84th legislator of the state of Texas will reconvene January 13th. Texas PTA is already working to ensure there are stances on electronic cigarettes, healthy lifestyle juvenile justice and public school funding among others are heard February 25th 2015 Texas PTA will be rallying on the south lawn of the Capitol building to help make sure our voices are heard I would love it if you could join me and helping our representatives hear us I represent the 26,000 PTA members within Katy ISD I'm just one person together we can make a difference because it's not us then who thank you very much for time I want to
acknowledge on mrs. Freeman she has done a tremendous job as president of the PTA Council and this is for this year she's done so much work over the past years as well as a big-time volunteer and you heard me refer our parents as our secret sauce our parents is what makes us different wonderful place that it is we have breaking more we have great teacher great kids but it's that that extra piece that our parents bring that really make a big difference. So I want to thank Ms. Freeman for her work as well. I believe in PTM, an honorary Texas Life member, PTA, and so I'm very excited about that. I just want to thank you for being here tonight.

Welcome, Mr. Pendergraft. Hello, good evening. The reason I'm here tonight is I have two kids in KISD. a sixth grader and a third grader and three years ago when my older son was a third grader we had no issues at all whatsoever with the math it wasn't exactly the way also old guys learned it but it it was at least doable and he didn't have any problems with it they learn their fast facts they learn the multiplication they learn to multiply the old school way and they did it over and over until it became quite good at it now I have a third grader and sometime in the last three years the curriculum has completely changed they're not learning their fast facts the teachers don't really care they're not drilling it into them. I'm trying to do that at home. Now they're on the worksheets from Pearson and every page of these worksheets has two to three techniques on it. They draw, they call it a drawing an array, which basically means draw a bunch of circles on the page. They do an array for three times 26. That's a lot of circles drawn on a page. They do regrouping is basically, you know, we call it different things. They use strip diagrams. There aren't even number lines. I'm still not sure what good a strip diagram is in the real world. It looks looks totally useless to me I've been teaching her the old-fashioned way and she gets it I'm sure how to multiply a three-digit number by a three-digit number she gets it if you do it the old-fashioned way the way the school's doing it she's clueless her friends are clueless other parents are pulling their hair out there's crying every night over this math homework on a test recently she's a technique I showed her the old-fashioned way she got the right answer she showed her work she not only got it wrong she got a behavioral mark My daughter went three years without getting a single mark in school. She got a mark for not showing the Common Core method on her test. These worksheets are all by a company called Pearson. My wife has looked into this. Pearson is absolutely a Common Core implementer. That's their bread and butter. They were for Common Core, they are Common Core, and they're the worst of the Common Core. Our research has led us to understand there are other people implementing Common Core in such a way that it actually does work for the kids and is useful. Pearson is the worst of the worst and this is what the teachers are being forced to teach to I've talked to her teachers apparently they have no choice in the matter this is the worksheets have been given I don't know who in the district or where this comes from but apparently it's not really sinking in with the kids it just is I mean there's so many techniques thrown at them didn't avoid learning to do math the old-fashioned way she can't get it and other kids can't get it so you may say there's no common core mr. Adams but there is and it's exactly what's being done and I'm sure you've read the law and you know it's a page and a half and it has no punishment and it has no recourse. So I don't know why you selected this program. I'm not sure how it was picked, what the reasoning is for this, but it is, I mean the third grade math is terrible and it's really, really causing a lot of families, a lot of kids, a lot of grief. And I don't know, I just want to make the board aware of this because I don't know that everything filters all the way up from the teachers to the principals to the board. So, you know, I felt like I needed to take the time tonight to come here and let you know that it's just not working. Three years ago my son had no problem with math. I had no problem with the curriculum Somewhere in that time frame it has completely changed and it is not working. Thank you Thank You mr. Pendergraf
That concludes the open forum for this evening I will direct you to the report section of our agenda and this is actually a housekeeping item so to speak so I will actually be giving the report tonight on board member required continuing education. Completing the annual required continuing education is a basic obligation under the Texas Education Code chapter 11.159 and an expectation of any sitting board member annually but at the last regular board meeting of the calendar year which is tonight our president of each local board of trustees required to announce the name of each board member and whether they have completed exceeded or are deficient in their contributing education hours for tier one two and three training this year tier one training consists of local orientation training and orientation to the Texas Education Code for new board members members only. Ashley Vann and Courtney Doyle have both completed two hours of local orientation training. Ashley Vann and Courtney Doyle both have 3.5 hours in orientation to the Texas Education Code, exceeding the number of required hours of training for that category. Tier 2 training involves team building between the Superintendent and Board members. All Board members and Mr. Fraley met on October 6, 2014 with an outside facilitator and completed the required three hours of tier 2 team building training tier 3 training consists of discretionary continuing education training new board members are required to have at least 10 hours of tier 3 training and all other board members are required to have at least five hours of tier 3 training Joe Adams has exceeded the tier 3 training requirements with 32.5 hours of training Rebecca Fox has exceeded the tier 3 training requirements with 33 hours of training ashley vann has exceeded the tier 3 training requirements with 22.75 hours of training courtney doyle has exceeded the tier 3 training requirements with 13.75 hours of training henry debrauch has exceeded the tier 3 training requirements with 49.75 hours of training ryan mahalsky has exceeded the tier 3 training requirements with 10.25 hours of training charles griffin has exceeded the tier 3 training requirements with 17.75 hours Once again, it is mandatory that the Board President states that completing the annual required continuing education is a basic obligation and expectation of any sitting Board member under the State Board of Education. Please do announce that we are all in compliance. And that is it. Now I will direct your attention to the consent agenda portion of our agenda.

Cassman welcome good evening president Mahalski trustees superintendent Fraley as a follow-up to our conversation that we had during last Monday's of work study we are bringing forward a recommendation to modify the design of elementary school 38 to accommodate a one-way bilingual program mr. Ganel and I are asking Linda Shepherd and Lisa Kastman to emphasize three major points this evening. The first are the legal mandates of the requirements of having a bilingual program. Secondly, the identified need to service our bilingual students who are in the southwest quadrant of their school district. And thirdly, the impacts on school size if elementary 38 were to be built with a bilingual program to accommodate a bilingual program. At this time I'm going to turn it over to Mrs. Shepherd.
Good evening Board Members and Mr. Fraley. Tonight the first slide represents the legal portion that we're required to offer English language learners. Each school district that has an enrollment of 20 or more English language learners in any language classification in the same grade level district wide shall offer a bilingual education program in pre-kindergarten through elementary grades. and each in a school district shall provide a bilingual education program by offering dual language instruction in relating to the program content and design the bilingual education program shall be a full-time program of instruction in which both the students home language and English shall be used for instruction and the required bilingual education or English as a second language program shall be provided to every English language learner with parental approval and it's until such time that the student meets the exit criteria the next slide we reviewed last week and looking at the four quadrants if you recall we were looking at the Southwest quadrant where we currently have 258 bilingual students however we do not have a bilingual site in the southwest quadrant this next slide represents our 12 current sites filter elementary opened in a 607 with seven feeder schools and to date we have 15 feeder schools feeding into filter elementary the additional eight that were added all being in the southwest quadrant at this point I'll turn it over to Lisa Kastman to discuss facilities. reviewing the slide from last week showing the distribution of one-way dual-language students currently in the Southwest quadrant. As you can see these students come from across the entire Southwest area. Additional classrooms will be provided for the at the end of each wing. The three wings will have four classrooms, two on each floor, since this is a two-story building. So we have two classrooms, two floors, three wings amounting to 12 classrooms. The capacity would change from 1,030 to 1,300. The additional infrastructure would include 12 additional parking spots, increase in the parent drop-off drive length, restrooms, cafeteria space, and capacity for the heating and air conditioning. It It is anticipated that it would cost approximately $3.5 million as a total project cost. This reflects a cost of just under $13,000 per seat, which compares favorably with the budget of approximately $22,000 per seat, a marginal cost for adding the 270 seats. Thank you very much for your presentation. Mr. President, last week at our work study meeting, I was one of the people that asked to think about this a bit longer so that I could process all the information that was given and I have had all of my questions answered and I know that there are some spaces on the eastern side of our district where we can add programs and I was thinking about those and how to possibly use those here. here, but upon further investigation and getting my questions answered and really looking into this in depth, thank you for the time to do that, I believe that this option is absolutely the best. There are so many students in our Southwest Quadrant whose parents would not want their babies on a bus for, I don't know how long, but a very long time to travel on the other side of the district and those students might not be well served and our our requirement is to educate every child the best way we can and your recommendation is that this will serve them better and i agree with you and so and i also was really struggling with buses and how would we bus the children and how how can we do that when buses are a shortage for us bus drivers are a shortage for us. So I just needed some time to really dig into it, get my feeling for how this best works, and I completely agree with this option. And thank you for your innovative way of thinking about that and coming to us with an opportunity to make this work in this way. I think it's brilliant.

Mr. President, I appreciate so much the sentiments spoken about Mr. Shaw this evening and last week. Anyone who wants to listen to the video from our last Board meeting, we each talked about what he meant to us and what we knew of him. And I loved what mrs. Rhodes said about his character and his smile and the woman's knew him well and you know former mayor and former board member elder knew him well and served with him in many many areas and You know I see the McMeans here And there are you recognize these names because they're well known in the area and they know Robert Shawn they know his character and they they knew his service in his heart and And you're right, it just fits. And to honor him with a facility like this where he loved all the kids. He got excited about things they could do and he believed they could. And he showed up to everything. And he and Mr. Fraley created a mojo that nobody could cross. off and it and he I know he's smiling and and I know he hates this because he never wanted the limelight but this facility fits him and his son's an engineer and other son works in aerospace something and it's it's just all great we just I'm just very excited thank you to the namesakes who took time to honor him tonight and i know there are a bunch more people who would want to and we appreciate

I understand it's a but good evening president mcmahonsky board members superintendent fraley I have one item tonight to bring before you and that is the ductwork repair at Morton Ranch High School. The job itself proved to be more complex as they got into the job and because the structures for the old ductwork have to be replaced in order to have the new ductwork put up, it changes the scope of this job from maintenance to small construction. And because of that, we need Board approval to proceed with this. And we ask that it be placed on the agenda so this work can be completed during the holidays. holidays. And that's why I'm here tonight. After analysis and review, we have found that the job order contract through TCPN is our best option for having this job completed. The contract is readily available and meets all requirements for small construction jobs. Upon approval by the board, the district will be able to proceed with this work so that it would be completed during the holidays. The recommendation is to award the contract to Sterling Structures. They've done this this type of work for the district in the past and it's always been very successful. The total cost is $111,800. That does not include engineering costs, which we have found there is no engineering needed after further analysis, but there will be some bonding that will be added on to that. so it's a hundred and eleven thousand eight hundred dollars and the expenditure will be funded from the 2010 bond fund so move
