KDSD Board of Trustees meets monthly in a regular meeting generally to receive reports from the staff and to take action on recommendations from the superintendent. Whereas there may not be lengthy discussions or a litany of responses tonight, please know that we've had the agenda for over a week. okay this is Miss Sydney Ward she's a fifth grader at Unham country elementary and her parents are Raymond and Michelle Ward, I'll be on the front row smiling with a lot of pride, and her loving brother Cameron, eighth grader, on the front row as well. And the principal, Ms. Tracy Stroud, is there.
What Sydney likes, she likes basketball, arts and crafts, and volleyball. She wants to volunteer at animal clinics when she turns 16. team. All right. Favorite subjects, math and science. And what the teachers say about Sydney? Here it is. Sydney is one of the hardest working fourth graders we've had the pleasure of teaching. That was last year. She puts forth A plus effort on all her assignments and her extracurricular activities. We expect to hear amazing things about this young lady. She continues her school career in Katy. Good evening, Mr. Fraley and all the members of the school board. My name is Sydney Ward and I'm a fifth grader at Nottingham Country Elementary. I would like to thank my principal, Ms. Stroud, for inviting me here today. I love Nottingham. I've been there since kindergarten. garden there's there are so many reasons why I love Nottingham every year I've had great teachers who are challenging but also really nice I'm in the GT program we have an awesome awesome teacher mr. Peterson who always makes learning so much fun I love math science but I also love PE recess and art we have been we have been on lots of fun field trips I have my favorite field trip was to George Rance in third grade spice days are also fun for those of you For those of you who don't know, SPICE stands for Student-Parent Interactive Curriculum Enrichment. That's a lot of words. I hope I got it right.
Basically, SPICE means the parents volunteer to come and teach us in very fun ways. My favorite SPICE day was Animal SPICE. I got to learn about snakes and birds that they brought in. I even got to hold an 8-foot boa constrictor. my mom held the snakes too. This year I'm excited to participate in handbells, safety patrol, student council, and the egg drop choir and especially aerospace. Nottingham was the first campus in the KDISD to have this enrichment opportunity. All the teachers and staff in Nottingham have really made me feel safe and cared for. It really makes it easy to learn. I'm very lucky to go to a school like Nottingham Country Elementary. It's been a great experience. Thank you.

some of the presenters can can then move on thank you president Milhousie good evening board of trustees and superintendent fraley you know tonight i'm really privileged to uh to introduce a a couple gentlemen who just helped put katie on the map and the two gentlemen i'm talking about are kerry gilbert and lance lacore tell you a little bit about each of them uh kerry gilbert founded kerry gilberton associates in 1985 to provide the real estate development community a more focused effort on land planning issues you might be familiar with some of kerry's projects Maybe you've heard of Cinco Ranch, Grand Lakes, Katie Mills Mall, Wood Creek Reserve, and a whole bunch of others. Kerry's office is located here within the district in Cinco Ranch. Now, Lance LaCour, he's the president and CEO of our Katie Area Economic Development Council. Lance joined the Katie Area EDC in 2005, reports to a board of governors of 31 persons, responsible for full-service private non-profit economic development corporation that encompasses 181 square miles in three counties and parts of three cities focus of carry Katie area EDC is new business attraction and creation existing business retention expansion planning and development of business infrastructure and improving the quality of life and quality of place in the Katie area so without further ado I'm going to ask Carrie to step up here to the microphone and run through the first presentation thank you tom
we will uh good evening uh ladies and gentlemen members of the board uh we we gave you a report i can't remember if it was earlier this year late last year we've now updated that information and you're not going to see any giant changes. Well actually if it's anything at all it's probably gotten a whole lot more busier and so you're going to have a much tougher job ahead of you. So we thought we would come back and we appreciate you asking us to do this and and it's always our pleasure. We all live out in this area, the Katy area, and our kids go to, we trust the education of our children to you, and now my grandchildren. And so we want to make sure you always have the best information to do that on our behalf.
Some things don't ever change. This has been the most important thing in any economy is jobs. And Texas has led the nation now. I'm not sure how many years in a row, but you can see that this is for a projected annual 2014. And once again, Texas is going to lead the country in terms of the percentage of job growth and the number of job growth. So you can kind of look at the numbers there. Over 350,000 new jobs are anticipated this year.
Here you can look at the top job growth markets in terms of the metropolitan statistical
areas and you can see two of the largest areas in the state of Texas, both Dallas Fort Worth area and in the greater Houston area and what their job gains are anticipated to be a little over a hundred and twelve thousand for the greater Houston area and a four percent growth rate so that that clearly is a critical part of if any economy what that means in terms of people is here's some of the top MSAs ranked by population growth in the country and you can see the Houston area tops the charts with number one. I think it's interesting to note that the difference between the gray line and the red line, the gray line represents what is just natural growth due to births. And as you can see, New York, the New York City area, as you would expect, has most of their growth being as a result of that. What the red line represents is migration. That's people that are coming here from elsewhere. And so when you look at that number, clearly that's a major contributor to the greater Houston area in terms of population growth. You can see that four SMSAs in the Texas area are among the top 15 or 20 there nationwide.
All right, let's get honed on in on this is a list that I think we probably may have shown you last time. It came out late last year where John Burns is a renowned, from California actually, actually, a real estate consultant who ranks master plan communities across the country in terms of their sales. And you can see the 2013 sales ranked, oh, that's probably half of the top 25 master plan communities in the greater Houston area. In fact, all but one of those is in the greater Houston area. So you can see Alamo Ranch there in San Antonio got up into the rankings there, but the rest of those are greater Houston area communities. We'll show you the top ten in the greater Houston area. Maybe we won't. There they are all at once. Let's save time.
And I think the important thing to note there is you see that four of the top ten master master plan communities in terms of total sales are in KDISD. So that's a pretty impressive number. And it's going to kind of support what we're going to see here momentarily. I think this is one of the more interesting. This is this is
second quarter of 2014, the housing starts in the greater Houston area. I number all those in the entire state of California.
It's just another indication of how fortunate we are in terms of growth in the state. This is not something that everybody, the reason we're going to continue the growth is this chart right here, this table. It shows that the number of lots that we are delivering cannot keep up with the absorption. In other words, we can't put lots on the ground fast enough for builders and developers to keep up with the demand. So that's why you continually see new development taking place and that's why those numbers that we've been looking at are what they are. are. And then, of course, if you take all the single family detached annual lot deliveries by sub-market for the greater Houston area, it's no surprise who's on top by a long shot. That's over 3,600 housing starts. That's in the last one year. that's after the last half of 2013 to now and here's an indication and at these next few slides I think we'll keep them keep an eye on that remember you can't keep an eye on it because I'm going to change the screen but if you take a look at that top number there 3622 annual starts that's of course from from mid-2013 to mid-2014. And for those of you who've forgotten, when we say 5,400 future lots, those are lots that are platted. That means they've gone through a process and they may be on the ground, but there's no houses on them. So they are lots that are out there, they're ready. That's when we say they're available, but they have yet to have homes built on them, but they're certainly teed up and ready to go. And so those are two very important numbers. What we're going to show you now is Houston ISD. Of course, it's a gigantic school district compared to Katy. It has less housing starts. Fort Bend ISD, our neighbor to our south, has less housing starts. South Fair ISD, which is a huge school district, has a lot less housing starts. Incidentally, that's the only one that has more of what we call future lots. By way of explanation, the Bridgeland, a significant portion of the Bridgeland where their homes are is in South Fair ISD. They had been shut down because of environmental concerns for over a year, and that's why you see so many lots. There's lots but no houses, and so that explains why that's such a high number. And so Lamar Consolidated, another neighbor to the west and south, has less starts. So, again, this is no surprise when you look at annual starts and future lots. Katie is Katie is D is right at the top far above everyone else so the growth is going to continue we've this is something you've seen even through the recessions of oh eight oh nine the first quarter of oh nine you saw the probably the most the major dip but even even immediately thereafter we experienced some of the better months. So that's just an indication that even through the recession years, KDISD was growing at a very rapid rate, and you can see where we were last year in 2013. And I'm sorry I don't have the updated numbers for this year. That's that same future lots and deliveries again. I won't bore you with that. This is the projections and you're familiar with this. It was prepared by a population survey analyst who's a consultant to the district. And so you can see the number of new occupied homes and new multi-family homes. Now that's new construction. So those are significant numbers. Over the next four years, we expect to see a grand total total of over 20,000 new units.
As you know, we have some roadway issues. I'm not going to take you through those again. You've heard that. I can tell you that Fort Bend County, City of Katy, and the development community as well, are working hand-in-hand to try to get some of those issues solved. There are a number of roadways under the current bond program, and so we hope to get those underway as soon as possible.
In total, and I kind of skipped past that slide to kind of let me go back just real quick and get you a quick look. These are all pretty much new developments. These are pretty much all developments that there are others in addition to this. These are primarily the ones my firm works on. And you can kind of look at previous years and the growth. And if you'll remember that 3,600 number for the last year, which would be half of 2013, got up to over 3,600. And so we're expecting just on these projects there's probably over 25,000 lots when these projects are complete. Now that may take more than five years, it may take seven or eight, ten years, but again, that's a pretty significant number. There's a number of commercial projects. You can see a few highlighted along Grand Parkway and 10. I always like to jump to this slide here because if any of you drive up and down I-10, you will notice that there are a lot of cranes on top of buildings. Right now there's 18 projects that represent along that Katy Freeway corridor, buildings that are under construction. And so we have over 15 million square feet. There's 18 additional multi-tenant buildings that almost have another 4 million square feet in them. So that goes back to that jobs, but as long as you've got those jobs coming, you're going to need housing. You've got housing, they've got kids, and we need schools. So I'm going to let Lance come up and give you the rest of the story, if you will. Thank you all very much.
Good evening. It's a pleasure to be with you tonight. and I'm going to follow up a little bit more on the commercial side.
This is just a map of the Katy area. Looking at some of the demographics, I apologize for the slide, it's a little small, but our current population, the 2014 estimate now is about 297,849 people.
people. When I first came to Katy in 2005, it was about 190,000, so we've added over 100,000 people during that time.
And in about two years, I think Katy will be larger than the City of Pittsburgh. The City of Pittsburgh has about 310,000 people. It's growing, but not at the rate we are, and I expect we will eclipse that number.
Our household income at this time is average household income is $113,212. Total households is almost 98,000. And our growth from 2000 to 2014 in household growth has been 111%. Household growth going forward projected at about 15% over the next five years.
This is just a chart to show you where we see the population going in the next few years. whoops sorry we expect to be in 2019 to have about 343,000 almost 344,000 people and households by that time have about a hundred and twelve thousand in households this is some information on the workforce in in the KDISD we We have currently about 140, almost 148,000 people employed. And we expect to go into 2019 to be at about 180,257 people. Our unemployment rate currently is about 4.9%. During the recession around 2010, it got up to about 6.9%. Still pretty good compared to the rest of the country. But as you can see, we have some really incredible growth numbers going forward.
In terms of population, 16 plus, which is generally a population number used to gauge employment, over the next five years growing at almost 37 percent, and our employed population growing at almost 24 percent. that. Average household income growing from $113,000 to $130,000 and median household income going from $85,000 to almost $100,000.
This is just a chart showing you where the
breakdown is in terms of income. As you can see, the population in the $100,000 plus income Group will grow over the next five years.
This is some information to look at in terms of looking at some of the other sub markets and also comparing us to Texas and the Houston MSA. We frequently compete with, I'm sorry, getting ahead of myself here, we compete with Sugar Land in Westchase. We also compete with the woodlands, but as you can see our population change if you look at Haiti versus the Houston MSA versus Texas and Sugar Land, we've had tremendous growth over the past 12 years and at 74.2 percent. Sugar Land has had growth at 45.8 percent. Westchase has had very modest growth at 2.7%. Our educational attainment is the highest of these groups at 49.7%. Sugar Land at 45.6% and Westchase 48.9%. We continue to be ahead of the state in the Houston MSA. The cost of living, we're a little bit higher than some of the other areas, but we're still under the national average. Our cost of living is about 92.7%. What we did here is we took a composite of all the different zip codes. Each zip code has a different cost of living, believe it or not, and some are more expensive than others. That really is gauged towards housing cost. But Houston MSA is lower than we are. State of Texas is lower than we are. Sherrilyn is slightly lower than we are, but we're still in good shape there. And then the last item is employed knowledge workers. This is management, business, and science occupations. We're at 46.2 percent, a little bit lower than 51 percent for the Houston MSA and 51 percent for Sherrilyn, but still higher than Texas and higher than Westchase.
this is just some some of our top employers a DSD is the largest employer in the area with BP North America second wood group Mustang with 5,000 employees and then shell exploration and production at 3,000 Academy Sports and outdoors 2,900 I really expect some of these numbers to change because we have like shell is putting 600,000 square feet on the ground right now at their at their facility and Hanako Hanako is expanding as well Phillips 66 is moving to the West Jace area the worldly Parsons and Foster Wheeler are also growing as well so these numbers are going to change and they are going to get better this is some information on the real estate and inventory just to give you an idea in terms of industrial when I first started here we had about four million square feet of industrial space that was that was almost nine years ago so now we're we just eclipsed the 10 million square foot number with a vacancy rate of 7.6 percent office now we have over 17 million square feet in real estate in rentable building rentable building area our vacancy rate is still very low 3.3 percent and there are new spec billings on them on the ground now that i'll show you later with a total of about 414 billion i mean 414 buildings uh retail we're at about 17 million rentable building area 344 billion 344 buildings with 4.2 percent vacancy uh kerry was uh pretty close on the mark there earlier 3.7 million square feet we our numbers show about 4 million square square feet of speculative building projects over the next three years and it there's probably more being being proposed but these this is about the amount we think that will happen over the next three years industrial square footage 2.5 million square feet
now these are some of the some of the projects that are creating jobs in the area. SASOL, which is located in the energy corridor in the wood branch area, is bringing about 525 jobs, 175,000 square feet.
DNV GL, their expansion, 350 new jobs, 47,500 square feet, bringing that into KDISD. They'll have a total of about 700 jobs at that facility that's around Mason Road Academy sports and outdoors headquarters and message from my 10 going up 200,000 square feet 200 jobs Academy has about 2,900 employees now
well Herman building their new hospital and office building this is a recent in picture 400,000 square feet total 300 new jobs they're also building a convenient care location at West Park tollway and Grant Parkway of 30,000 square feet and in 50 jobs there the skybox data center which we just announced 70 million dollars in investment 89,000 square feet in the first phase and there'll be another 80,000 square foot in phase 2 this particular project 70 million dollars is just the investment for the for the real estate there are there also be a lot of other investment involved with the servers and all the equipment that goes into the building and we expect that investment to be potentially over the long haul about 300 million dollars so that'll be some some good revenue for the school district switching over to industrial development projects 10 west crossing which is there at mason road and i-10 mercantile parkway their total build out is 552 000 square feet they're constructing the last building right now they have 8 000 square feet available you know this is a fantastic project that has been extremely successful very nice industrial complex a new project that recently closed the land deal just closed on it is the Grand Parkway Distribution Center which would be at Morton Road and Grand Parkway it's about a 50 acre track and they're planning over 800,000 square feet of buildings here the first building of be 450,000 square feet West End Business Park which is under construction as well this the the first phase of this project will be 419,000 square feet eventually they're They're going to build 1.2 million square feet of buildings at this site. And then the Mason Creek Business Center, which is completed, is 395,000 square feet. 200,000 square feet are still available. It's at the Mason Creek Corporate Park where the GEICO project is located. And this is a smaller project on the north side of Katy, the Energy Park West, which is 150 acre tract and they're in the process of building a 30,000 square foot building and they have several other projects that are looking to go into that facility and then greenhouse Park Row office spec building 119,000 square feet it's a three-story building and they have they have inked a initial lease on this project at 30,000 square feet West Memorial Place which is in the the energy corridor off of Memorial Parkway this is a class a building they they built a 300,000 square foot building and they just announced doing their second 300,000 square foot plus building which eventually when it's completed will be 1.2 million square feet all that's in Katy ISD and then Lincoln properties this is in park 10 300,000 square feet there they're just about to finish the first phase which is 150,000 square feet this is where the old KBR facility used to be and Grand Way West which which just announced this is at Franz Road in the Grand Parkway they have a 50 acre site and they're under construction on an 89,000 square foot office building and this is value office but I think it's going to be very nice and eventually they're going to build a total of 780,000 square feet at this site. Then the Greenhouse Office Park, 200,000 square feet. They've got an initial tenant that leased 140,000 square feet. That's URS Corporation, and they're bringing 390 jobs here. They're in operation now. And Greenhouse Office Park is planning a second 200,000 square foot building. And then La Cetera, Phase 4, this is 125,000 square feet. Phase 3 is nearly complete, which will have about 35,000 square feet of office on top of Trader Joe's. Well, I'm not sure on top of Trader Joe's, but it will be right next to Trader Joe's. The completion date on this project will be 2016, being completed by the Vista Companies. And then Mason Creek Office Center 2, 129,000 square feet. The picture on the bottom shows the walls that are going up. I was just informed that they're going to do Mason Creek Office Center 3, which will be 95,000 square feet. So we'll have another office spec building going out there as well. And then the Katy Ranch Office Building number one is 156,000 square feet. You can see the walls are up on that. that is at the Katy Ranch any rents development which is right off just south of i-10 west of the Grand Parkway and then Grand Crossing this is another development that is by Costco this is a hundred seventy two thousand square foot building they should be starting construction on that in the next 45 days it'll be a three three floor office complex and they also plan to build another 172,000 square foot building.
These are some other projects that are planning to do more office which is something that we're working towards in Katy to bring more office white-collar employment here to Katy and as you can see we have a tremendous amount of growth. One of the things that we worked on for several years was to work with developers to try to bring them here to build speculative buildings and as you can see that strategy is starting to pay off. I'd be glad to answer any questions you have.
Mr. Dubrow. How's mobility keeping up with all this growth?
Mobility is a challenge.
I believe that, and I'll let Kerry chime in here as well, we talked about the Fort Bend Mobility Bond, which was advocated for very heavily. The mobility part part of this though, one of the things that can help us bring more office related employment here, it's a double edged sword, the mobility situation can help bring more companies this way to put satellite offices here in Katy.
But I think mobility is always a challenge and we need to plan for the future.
I want to thank both you gentlemen for a very informative report. I actually have a question or two that kind of blend both of those reports together. So, Mr. Gilbert, you kind of had a slide in there that showed a little over 3,600 housing starts in KDISD.
Yes.
And a question that may not be for either of you gentlemen, but we've had it in previous reports. How many students do we project per household?
I know. The class is not here tonight, so I don't know. I thought it was two point something, if I remember correctly.
We'll get that update next month.
Well, we can wait for that. But it's more than one, right? And in seeing that, I mean, is that, you know, can we expect? In fact, we've kind of been pattering our growth off about 3,000 additional students per year. I'm wondering if we may end up actually having a spike in that, that we're exceeding that by, you know, for a 12-month period, which I know we can because it's not an actual straight-line kind of growth.
Well, I can tell you we're about 3,000 new students this year alone.
Right, and we're just a month in, or not even a month in. The other question was then Mr. La Cour on his had a little slide that was showing kind of a household income. And I think by 2019, about 50% of that household income was greater than $100,000. So I guess my question then getting to that on these 3,600 housing starts, what's kind of the median price point on those houses? Do we know that information or have a kind of a estimate on that?
That's a really tough question to answer right now. What we're seeing for – there's two major things happening in our industry right now. First of all, land costs are going through the roof. And as you can imagine, the Katy area, having a preferred school district, is commanding the most prices. So we're seeing the biggest hike in land costs out here in the Katy area. The second thing that's happening is with the construction of the Grand Parkway north of 290 on around 259 near Humble.
There's a tremendous amount of construction crews and materials that are being allocated to that project. This is probably one of the largest highway projects ever been undertaken in the whole state. So it's huge. And so what's happening is that because of that, the construction cost and materials cost are escalating. There's already been about a, we've noticed just in the last few months, a 25% increase in construction cost and materials cost. And they expect another bump here in the next couple of months. And so those two things together are contributing to, I mean, housing costs have to go up, and they're going up significantly. I'm not telling everybody to run out and buy a house right now, but they are going to go up. there are going to go up and you would expect that when you look at these demands and we can't keep up with with the pace number one and then you throw up uh inflated cost for uh you know the the construction and and uh land so it's it's uh inevitable that the median uh starter homes are a lot more than what they used to be okay no thank you that's very very helpful And you know I guess the and it goes the old edge the best time to in a in an econ Economy like this the best time to build was yesterday
If I could add something just looking over Chris's shoulder here the the average value of a home this year $240,000
Is that district-wide or was that first housing starts district-wide, okay
president If I could I visit with one of the developers of about three weeks ago and the property that they own up north and 99 They're looking about 6,500 new homes and their last numbers at that time or average cost about four hundred thousand
And mr. Gilbert if I could mr. President you mentioned that on your slide have the cost of living index was kind of tied to the value of housing housing costs in there and something I shared a couple years ago I said the district was that at that time things 2013 and so that there was a 70% increase in property values north of 1093 in the last five years and that's that's Katie I see
that's yeah that's consistent with what we've been saying mr. court I could about
how many jobs have come here as the result of EDC's work?
About almost 14,000.

We've had about a three billion dollar economic impact. Mr. President, I remember when our family moved here for the school district back back in the 90s 90 something it didn't look anything like this the EDC wasn't around to them and what year did you start the ka EDC do you remember 2003 and at that time it was good to drive kind of a long way to a grocery store a long way to a restaurant and there were very few to choose from and watching the the growth that has happened and the development of the Katy Area Economic Development Council was to bring support for our families and to help share the burden of the supporting such a great school district. And Stan Stanley and you, Mr. La Cour, have done an awesome job of bringing us incredible things that we all love, lots of great restaurants to choose from and places to shop, which is you know where I'm gonna the female perspective there and a whole bunch of jobs but right like loss and Tara and the you know just I mean I could just name so many things but all the awesome things that are happening and all I don't like the traffic that comes with it I do appreciate the development and what Katie looks like now because of you partnering with us to make Katie a a really great place and you know there's a lot of growth and I remember during the downturn right around 2008 and 9 and mr. Adams you and I were both sitting at that this desk at that time and it was hard to really see the downturn because our growth slowed a little bit but we were still building schools we were still planning for growth and we still felt the responsibility of being prepared for the students who still wanted to come to Katie and even though everyone else was almost stopped, Katie continued to grow and people continued to come and because it's the responsibility of the seven of us sitting here to be prepared for what that is, we did. Mr. Adams, right? We saw that coming and school buildings were ready and children came like we knew they would and we have the most awesome teachers to prepare them for that and you can tell I love Katie, but I just am reflecting on all of that and then you talk about the jobs and the and the square footage That you've brought and I Know what it looks like in the future, and it's still just so exciting Thanks for what you do and for partnering with us and helping us make Katie a great place Mr.. President was dual
Lance Aside from the beautiful ocean views and the mountains like mr. Fraley often refers to that we get to see here in Katie Katie. What are, what do you think is the number one driving force for the growth in this area? ADISD. And with that, I know that there are a lot of people that would like to keep Katie very small and we are growing at a rapid rate. Is there anything that you think could stop this growth? What could be a hindrance to the growth that we're having?
Well, you know, there's always a potential for a future economic downturn.
History has shown that. So there will be another downturn in the future. I can't say when. I don't think it will hinder our growth that much. I think Texas is in a good position. We're a great place to do business. Companies want to be here. Families want to be here. There are some world events out there that could affect the way things turn out in the future with an economic downturn. However, I still think our future is bright. And if we do have a downturn, it'll be similar to what we had before, which was really, I don't really consider it that much of a downturn for our area.
So embracing and continuing to keep a community feel by the people that are here is our best option right now.
Yes, and we need to continue to market Katy. We need to continue to pour, I hate to use this term, but pour the gas on the fire in terms of marketing Katy and keeping that pressure on to keep the growth moving in a positive direction.

Mr. President. Mr. Brill. Mr. LaCour. With the growth going north now, with 99 breaking through, do you see mostly retail, office space, industrial? What type of businesses do you see going along the 99 corridor?
We see a good mix of all those types. We see some industrial. We see some office. I think there are some restrictions in terms of retail because of the way that the Grand Parkway was designed with regards to the frontage roads. So there'll be some, you know, you'll see retail growth around Clay Road. You'll see it at 529. But you will see a mix, I believe, of some light industrial growth. you'll see some you'll see a course of a lot of residential but there'll also be some office up that way and you know I suspect we'll see some companies that will headquarter in that area that that have all three disciplines office research and development and light industrial together so which is which is great it's great for value for KDI student one of the things I've heard
talk about is that in input mr. Gilbert show tonight as well right now we see the energy corridor as I 10 but with X on going on the north east and I guess of Grand Parkway Chevron right there at Clay Road there's talk you'll have really the energy corridor making a westward trek and then turn to the north along the Grand Parkway as well with some oil and gas maybe offices or things like that in that area. What are you hearing?
Well the energy corridor actually stops before Barker Cycles, technically the district. Many people view the energy corridor coming out past Barker Cypress and including the Methodist Hospital in that area. I don't know if the developers and real estate representatives will market our area and say that right now we're in the energy corridor. You know, and if that works and it brings more companies out here, more power to us. But I think at some point the energy corridor will say this is our area and we don't want it diluted. The same thing had happened with the Galleria several years ago. But I think we'll see a lot of energy companies coming to Katy and, you know, we want a brand, And our area is Katy, a brand that's been developed for Katy. So that's my take on that. I may be wrong, but I think you'll see some improvement districts developed going up that way that will bring an enhancement to place in that area.
One final question for Ms. LaCour. When we get to that 310,000 and we're as big as Pittsburgh, can you get to work on that professional football team?
I'll be glad to work on that, especially with you if you want me to.

The Government Finance The Financial The Financial Finance Officers Association of the United States and Canada has recently awarded KDISD the Certificate of Achievement for Excellence in Financial Reporting.
KDISD also recently received the Association of School Business Officials Certificate of Excellence in Financial Reporting. Both of these awards represent KDISD's commitment to financial reporting and demonstrating full disclosure in the area of finance. Accepting these awards on behalf of KDISD's Christopher Smith, KDISD's Chief Financial financial officer.
As I go on to accept this award, I want to first thank Mr. Fraley and his support and of course the Board of Education for their support. But this is the 31st year in a row that we've received these two rewards. And what these are for the public who may not know, it's for this 202-page book that that KDISD staff writes in-house on an annual basis. So that's 31 times that we write this book. I want to say a lot of other districts or a lot of municipalities don't write this book on their behalf. Their audit firm writes it, and it's about half as big. There's a lot of schedules and information in here that we don't have to put in there, but we choose to put in there because of the award and for the ability to be transparent. parent. If our auditors wrote this report on our behalf, it would cost our audit a lot more money. We save money by doing it in-house and on audit fees we save money. And we have a lot of people that work on this and they work on it and you'll see starting the middle part of the late part of October, you'll see cars in the parking lot and they're working on it until this hour. And a few of those are here tonight and I wanted them to come up there and get it with me but the anfighting our business manager uh liz haven our accounting supervisor uh sherry butterfield our director of budget all participate in this we have three other accounting staff that couldn't be here tonight sterling schiller our senior accountant sally smith our special projects accountant and stephen johnson our construction accountant they all spend hours and hours uh working on this report and uh 31 gotten this award and i think it says a lot about transparency and a lot of the type of quality of staff that you have mr fraley

say next we'll recognize Cardiff junior high teacher Phyllis Nelrot last spring miss Nora was selected as one of three recipients for the anti-defamation league's 2014 Walter case teacher excellence awards these awards pay tribute every year to three region for educators for their outstanding efforts to create an atmosphere in our schools that rejects prejudice in regards to diversity as a strength. These awards are named after Walter Case, a Polish-born Holocaust survivor who spent years speaking to youth, educators, and community leaders about the importance of respect and understanding. The Commissioner of Education recently announced eight teachers from across Texas have been named finalists for the 2014 Presidential Awards for Excellence in Mathematics and Science Teaching. our speaker tonight is Lori I hope you guys listen that is part of your duties I went up and this is really loud tonight. I went up a couple last month or the month before and nobody heard what I said That's not what this is for. I Am one of the people by our contract, which is the Constitution and you have duties under that You have one item of Jim 8.11 Which is a foreign trade zone I believe this is far outside your duties and I believe a foreign trade zone may possibly be a non constitutional zone where it does not exist. This is a international zone. This is something that our school board has no business doing anything with. Please verify that but I saw that tonight and was quite shocked that our school board had anything to do with a foreign trade zone that is out of the UN. Again, we elect all of you to fill in the positions of this corporate body. We elect people to make decisions not just follow quote rules or regulations we elect people to protect our children when we have federal issues when we have state issues things that we cannot afford or when we have unfunded mandates to fight them I have come to this board several times with Supreme Court cases that say we do not have to abide by unfunded mandates yet time and time again this board continues to go with unfunded mandates.
We also have this board always going for federal dollars with
little bennies attached and little assignments that we have to take. These assignments are data collection, the funny meals that Ms. Obama has everyone doing. I sat right behind the lady that was kissing Ms. Obama's rear end a year or so ago. I know we have the program here. We go after everything federal, state, but we don't sit and look at what we're actually doing. The programs for the computer issue, the computer teaching programs that you have, parents are not allowed to go on and look at those terms of services and agreements and see what data collection is getting taken from their children. They're not allowed to see what advertisers are allowed to do, what information is sold to those, from those children. what behavioral items are being taken from our children you're not protecting them there's a lot of things that have come down in the past few years and this is how I started coming to this board just to read one law that says children under 13 are considered minors but over 13 are considered adults you have to get a subpoena for your child over 13 to get any information from the school for anything that goes on to this district unless the district cooperates and with the history of this district you don't cooperate with parents i came up here year after year when my son was here and not one conversation not one in fact i was told to shut up that i couldn't talk on technology then i googled common core and kdisd and found out that the chief information officer at the time was working on Common Core. It's right out there on the internet. We do have Common Core in this KDISD and it's been worked on for years.
The laws came up
and said no and it didn't change. I have information I need to read tonight that I will forward to you, Brian, of a pact being formed by the superintendents of this state to reform our education. These quote reformers are the ones bringing in the education that changes our history, that changes our math. They don't have our children's best interests. They want to get them ready for work. They don't prepare them for college. They prepare them ready for work and lower our standards. My mother was a teacher. For years I've watched this happen, and many other people have fought this many, many years. We elect people to keep on top of what's going on and make wise decisions and when we come up to you and tell you there's issues we're being ignored and i'm telling you guys this community is waking up to it and they won't be ignored soon with what i'm seeing i'm fear for you for what they're learning i don't hate any of you i've never hated any of you but you won't listen you're rude you ignore us and it's time you change and start doing doing some research.
It's coming to you guys
and there's some people sitting up there that have worked for years harming our children and their education through the computers. I've only asked we look at it. Don't follow Jones's until we see what we can do to protect the children. And we just can't get it.
When are we going to look
at what we're actually doing to our kids?

mr. president it's Fox I like that our finance department gets those awards year after year after year after year and if they had that same award for our human resources department we would get it year after year after year after year because they bring the most incredible people here and when we go to those teacher fairs and paraprofessional fairs and bus driver fairs the building is full of people who want to be here and they make sure that we get the best of the best of the best and we love our Human Resources Department and I'm really glad we get a official resolution to tell you
mr. president I could add this summer I was fortunate to speak to about 700 new teachers for this year alone and I can't thank this team enough for what they have done over the years and Mrs. Sparks you're exactly right there were a special award that we get it multiple times over the years so you guys know that I do recognize and appreciate what you guys do and we could not do what we do without what you guys do thank you very much
I echo that as well from a budget that M&O budget has what 85% this year is payroll I mean it's it is the most important function I think in in our district I mean and the quality people that that work here throughout the district so yes absolutely our people are without a doubt our most important an asset and so the work you do is to be commended so very very happy to be able to Pass this resolution. That brings us to point number 9.2 on your agenda, to discuss and consider board adoption of 2014-15 debt service tax rate followed by the maintenance and operations tax rate and I believe mr. Smith will be I'm gonna sub brief at the
stage with one slide and that is to show you that this is our tax rate that we've adopted each of the last seven years and then I'm pleased to say the recommendation both for the next two agenda items will be the same tax rate again for the eighth year mr. president mr. Griffin I move that the Board of Trustees adopt the order levying a debt service tax rate of 40 cents per $100 valuation for the tax year of 2014 second I have a motion by mr. Griffin
seconded by mrs. van that the Board of Trustees adopts the order levying a debt debt service tax rate of 40 cents per $100 valuation for the tax year 2014. I will give the order. An order levying a debt service tax rate for the Katy Independent School District for the tax year 2014 be it ordained and ordered by the Board of Trustees of the Katy Independent School District that we, the Board of Trustees of the Katy Independent School District, do do hereby levy and adopt the tax rate on $100 valuation for this school district for the tax year 2014 of 40 cents for the payment of principal and interest on the debt of this school district. I'd like to explain the word increase for us, please.
Okay. Okay. We did have a property value increase in KDISD. I think the two gentlemen that spoke earlier kind of spoke to the root cause of that property value increase. It's our growth. So naturally, when you add as much value as we added this year, the tax rate is going to raise more taxes on that tax base than it did the prior year. So more taxes are being raised with that. And I wanted to just show a little bit about just a 10,000-foot overview of how it works. And this could get really complicated, but I promise I'm going to focus on Tier 1, and I promise I'm going to talk about local and state share. To begin, what you're looking at there in the blue is our local revenue in our budget. That's our adopted budget's local revenue. and the red portion is the state's portion of the revenue for the 14-15 school year the budget we approved last month and what that tax rate that you just approved supports as a large portion of that blue section I want to start out by saying that that red section is reduced the state's share of tier one is reduced twenty million dollars in that budget that we're looking are in that red slice because of the property values that the district had one year ago okay one year ago we had the same thing where our property values had been increased and because of that we have a reduction in the state share of tier one by 20 million dollars so this year we've talked about it we've had a big large increase in our property values and that's going to indeed raise more local revenue or tax revenue for the most part but again next year the state's going to come in and there because of our increase this year next year the state's going to and their portion of tier one is going to be reduced by 41 million dollars because of the increase that we we are having this year.
So regardless of what happens or what we do with the tax rate, the state equalization or wealth equalization is happening in the state of Texas. Somebody asked me, well, what if we reduced the tax rate one cent? If we reduced the tax rate by one penny, maintenance and operations tax rate by one penny, it would cost KDISD about $5.9 million. million dollars. 2.8 of that would be in taxes and 3.1 would be in state revenue that would be lost. And next year, regardless of whether we did that or not, we would still lose the $41 million. So I think that's indicative of Judge Dietz's ruling that he made earlier this this month against the state funding formula or how the state of Texas funds public education he's used the state property tax and are the words state property tax and I think a disd is an example of of that and this was what this is what the projection for the 1516 looks like and you can see that the The difference is with $40 million less and a growth in property values, again, that's only a 5% swing next year or increase in local value. But we're looking at a big budget. 5% is a lot of money.

Looking at this, Mr. Smith, it seems that at some point in time payday will come because we may continue to increase in our property value but if it's not at the same rate and they hit us on the previous year then they almost forces
into a deficit situation is that correct that is correct we've back before 2006 that was an annual issue that Katie ISD dealt with for a short period of time about six years we went on target revenue where it really didn't matter but last year and this year we're off target revenue thanks to what the state did in the 2013 legislation and we're back on the target revenue so we're back on to that that potential for next year if we don't have a gain in property values it could be a tough year and that's statewide and a statewide issue and basically the state benefits from the local increase in local property values the state gets the benefit of that increase the following year mr. Smith is there any degree of truth to this statement that part of the state's growth in the rainy day fund is because there's any less money to schools whose property values are going up that is a that is what I understand is a very true statement yes sir the rainy day fund is growing in part part because of places like KDISD whose values are going up. Therefore, the state's support goes down in the subsequent year. And what they don't send out to the districts, it goes into their rainy day fund. Last year, the Legislative Budget Board of the last biennium budgeted a 6% increase in property values across the state. Those are coming in above 8%. KDISD being one that's pulling that 8% up, but that 2% difference will create a surplus that will go into the state's coffers.

Mr. Smith, because the property values have been increasing, would that be one of the reasons that we've been able to maintain the same tax rate?
On the debt service side, yes. That is exactly why we've been able to maintain it because as we issue debt, we issue it managed to issue it along with our growth. So as our income goes up, our income ability goes up, we're issuing debt and that's very strategic the way the district has and the way it puts buildings on the ground, the way it issues debt. It's all done very very very planned out So yes that has been able to maintain reason we've been able to maintain a 40 cent tax rate The dollar 1266 the maintenance and operation we've been able to maintain that because the law says we have to Basically we we do not have the ability without going to it for a tax rollback election to change that or increase that rate
so in the event that our
Values went down we then would have to look at potentially increasing. That would be cause for possible increase in the tax rate, correct?
On the debt service side, yes. So we would not be able to do anything on maintenance and operation, but on the debt service side, yes. But based on what I heard earlier and Mr. Mahalsky alluded to or said, I will sleep better tonight basically hearing these two gentlemen that spoke earlier.
Correct. And that's kind of what I'm getting to with what they had expressed with our growth, that it looks like the property value is going to continue to increase, which hopefully will keep us at our same tax rate. Thank you.
So a portion of Mr. Gilbert's report earlier talked about growth across the state of Texas, and that certainly alludes to exactly what you were just saying, that as districts become more dependent on the local tax revenues that they are generating through the higher appraisals they are less dependent on the state funding so the state is actually able to keep money that it somewhat budgeted in the last legislative session to give to the schools for funding. Mr. Adam. Mr. Smith
would Katie be a candidate for a TRE a
TRE a successful TRE could generate a lot of funds for Katie ISD yes sir T R A's are very very difficult to explain to the public and it's very difficult to understand what she would be doing but basically a TRE would be we We could increase the maintenance and operations tax rate, or any school district could, 17 cents above their compressed rate, or in this case, for Katie's and most districts, it would be 13 cents above the rate that they currently have.
That just removed all the simplicity right there, Brother Smith. Sorry. Mr. President, if I could, we, some of us were at lunch a couple weeks ago, maybe last week when a Republican representative spoke about the state of Texas in Texas. And Texas prides itself on being a low-tax state, and we brag because we say that's what's attracting jobs to Texas. And so the state's taxes are staying flat or even going down perhaps, and a lot of the things that we're doing to incentivize companies to come here have an impact on what we call destination districts. districts. And so whereas the state's a low tax state, it's forcing higher taxes on the folks who must provide for the folks the state's attracting here. These counties, and in our case school districts, as Mr. Gilbert said, jobs attract families. Families bring children. If you build more jobs, you attract more families, they're bringing more children. What do you do with them? Who's responsible for taking care of those children? The local taxing entity, Which is known as a school district not the state
President Mr. Rowe one thing I find fascinating in this is the state is very Aggressive at reducing the rate that they give us money where they're going to take it down They're going to take it down But they're not quite as aggressive in the rate that they dole out their mandates and their requirements If we could say well if you're going to keep an extra 10% this year You can keep this 10% of some of these requirements that you place on it That sometimes can get somewhat frustrating I do believe

The sad part of this is the fact that while we live in a great state, we live in a great district, in a great country, the sad part of this is that the state is at some time brought back to accountability. But it is a moment in time when they do that because, as we all know and as we've all seen, is that they start down that slippery slope of basically shunning their responsibilities as far as tax of giving us the money that they were told to do because as we all know it was all centered back to a 50-50 deal and then almost immediately it starts separating and sliding and as their portion goes down of course homeowners and the local tax authority as a local tax authority our part of it goes up and now I think it's about 42 58 now so So it's only going to get worse. And the problem with that is that we'll never, ever recover those pennies that we lost or those percentages that we lost from that. So it's disappointing that the state will not stand up and do what you said earlier, is that the rainy day fund continues to grow. They boast and beat their chest about it, but in actual fact, it's our money.
Mr. President, one last thing too. The same State Rep was talking about the deterioration of state highways because the State's priding itself on keeping taxes low, which means state revenues low, which means they can't afford to pay their bills to build highways, so now they're allowing toll roads.
Mr. You know, you talk about the State's rainy day fund. I've heard it mentioned by people in our community that KDSD has a rainy day fund but if you really look at our fund balance at the end of our fiscal year we have about three months of operating which we consider a healthy fund balance don't get me wrong but three months is not a lot of time and mrs. myth can speak to this better than
I can when you think in terms of how when our revenue comes in this helps Prevent us from having to borrow money. That's right make payroll until all the money starts coming in toward the end of the year We can we get some from the state, but it's not gonna cover all the all the bills we have and as we become more
reliant on Our local taxes then that's gonna even be more pronounced because most of your collections are what December and January for
Right and just like the state with there are a lot of folks trying to help us know how to spend that rainy day fund
I would argue we don't even have three months necessarily because there will be a year we may have to pull from that because we'll be forced into a deficit position. And we have no idea at this point what year that will be or how large that deficit will be if the state doesn't fix the funding formula. We will have to utilize some of that to fill that gap at some point in time.
let's hope as mr. Adams says we do reach that moment in time hopefully fairly soon and says his work cut out for him keep that growth coming okay we still need to vote on this motion today read it again I'm gonna go ahead and just read that again so everybody knows what we're voting on mr.
