The board will now convene in open meeting. Today is Tuesday, August 26, 2014, and the time is 5.45 p.m. The board met earlier this evening in closed meeting. Any action arising from discussions in a closed meeting must be taken in a subsequent open meeting. This is a meeting open to the public, not a meeting of the public. There are students and other guests present. To maintain decorum, respectful behavior is expected. Disruptive behavior and or comments will not be allowed. out. KDSD Board of Trustees meets monthly in a regular meeting, generally, to receive reports from the staff and to take action on recommendations from the superintendent. Whereas there may not be lengthy discussions or a litany of questions tonight, please know that we've had the agenda for over a week. As a board, we've reviewed each agenda item in a public work study session with the administrative team where we were able to ask and receive answers to our questions. Thus, as a board, we should have appropriate knowledge and should be prepared for our responses regarding regarding the content of this meeting tonight. Mr. Fraley, will you verify that we are in compliance with revisions of the Texas Open Meetings Law in regard to the notice of this meeting? Mr. President, we are in compliance. Thank you. Earlier this evening, the Board heard a Level 3 CKE complaint in closed session regarding case number CKE 14-001. In accordance with Chapter 551 of the Texas Government Code, any action regarding this matter must be taken in an open session. Do I have a motion on the level 3 CKE grievance? Mr. President. Good evening, Mr. President, Board Members, and Superintendent Fraley. In 2009, the Texas Comptroller of Public Accounts launched the Texas Comptroller Leadership Circle Program. We recognize school districts across Texas that are striving to meet a high standard for financial KDIC has received the gold leadership circle award every year since 2011 which has always been the highest award level until 2014 this year the Texas comptroller is enhancing the leadership circle program by spotlighting entities that made an even higher standard of financial transparency by adding a platinum award status we're proud to announce that KDIC was recently awarded the new platinum award status for 2014 as part of the Texas Comptroller Leadership Circle Program. Accepting this award on behalf of KDIC's Chief Financial Officer, Christopher Smith.

I'm actually going to take advantage of being up here and show you, because this is something something that KDISD should be really proud of, what this award means. And I pulled up our website, and of course that's our main KDISD.org webpage. And I want to just go to right here in the middle of the page, you can see the financial transparency site. This is the site that won the award by the comptroller. And it goes above and beyond what the comptroller asks and I'm just going to point out a few highlights that are on here the first of which is it has the 1415 budget information that will be moving up to the top next week 1314 budget information because our fiscal year ends August 31st of next week or I guess Sunday it has budgets from previous years out there we have information 36 months worth of check registers we have a rolling 12 months of check registers and then we have an archive that takes information back another 24 months in addition to that and probably most important on this page is we have our comprehensive annual financial reports or our audits that have all the notes to the financial statements the district financial statements and the letter from our auditors for going back to 2008. This is the comptroller's leadership that we just received. This links, if I hit this, it would link to the comptroller's website for transparency. I am going to go ahead and go to this Texas transparency website, which is the comptroller's website, and I'm going to cheat and get there this way and just show that it you can pull up information on Katie ISD and it shows that we have a fifty four point five percent increase in our enrollment from 2003 forward to 2012 13 so over ten years we increased fifty four point five percent in enrollment growth it shows our current outstanding debt as of August 31st of 2013 now that seems like a year ago and and it was a year ago but when the audit audited information comes in from the finance to the school districts in a January or February that information is then uploaded by the comptroller and that's why they won't know this information and until you know sometimes six months from now so that's why there may be a little lag it shows our outstanding debt per student over the course of the last ten years also and you can see that our debt per student has gone down from where it was in 2004 based on the comptroller's interpretation of our debt per student. They compare us with other districts and they've actually gone out here and used our comparison with districts based on our size. I don't think that's a fair comparison. Oh and it shows our debt per student. I don't think that's a fair comparison because some of these districts may be growing and some may not be and in fact just to show you that I wanted to go by some back I'm back to our transparency webpage and under dead information this has the same table that the comptroller uses but I've included a 10-year growth pattern as far as the percentage of growth so we're comparing comparing us with districts that have 54.5% growth, where some districts actually declined in enrollment. And again, it has the amount of students and the debt per student. So you can see we have $19,000 in debt per student, whereas no growth or reducing enrollment has a lot less, because they're not building new schools for new students, as we are. Those with other with high growth that may be on here such as Conroe, it had they had 37% and they had just about the amount of debt per student that we had as well. And we took it a step further and looked at fast growth districts. There were, we didn't pull districts to make us look good. We literally just went and got a few districts that we thought were fast growth and put them in here and so there's some districts that as a percentage may have had higher growth but they're smaller districts like Komal at 55% about the same as us or just done just above us is farmland growth but they grew 6,000 students and we grew 22,000 students over that 10 year period of time and and again it has the debt per student and I think that one correlation you'll see is that if you're fast-growing school districts are having to build schools to keep up with that so The other thing it does is it shows our tax rate and it shows that we've maintained the same tax rate for the last seven years and the budget that you'll see tonight was built on the same tax rate yet again, so we'll have a tax rate for eight years. And this shows our debt per student, I'm sorry, our debt per percentage of property value. So even though we've grown and we've had a bond sale or two or three bond sales over this period of time Because of our property value growth our debt per student is not really our debt per property value has actually declined and Based on projections will continue to do so very shortly after The bond election if successful, so that's a tour of our site, and I just wanted to point it out just some highlights of it because I think there's a lot of information out here that's very good. We actually do link directly from the transparency site to the district's bond package site, which has all the information you could ever want to know about, the facts about the bond referendum. The comptroller recommends to put some financial health information out there, which we've done. I will point out here that we are the gold member since 2011 and now the transparency of the platinum member we are the highest rated or five-star rating we're one of only 55 school districts to receive the five-star rating for fast and the fast is basically high success in student test scores and low expenditures per student we're one of 55 school districts and very few of those have the kind or the size of kdisd and i think that's a that that's really where it all the tale is is bang for our buck and then of course the financial integrity rating system of texas we've we've earned the highest rating that you could have for 12 consecutive years and we expect to get official notice next week making that 13. This is information that the comptroller puts out. We've expanded on that to so that yes if the bond election is successful we will sell bonds in four tranches not all at once. They'll be sold over a three or four year period of time and during that three or four year period of time we'll be adding property values, we'll be be adding more students at 3,000 a year, and we will be paying down debt each of those years. And so this kind of gives you a graphical look of that information. And again, I've got those comparisons out there. This is the information the comptroller recommends is the language on the ballot, as well as our pledge to transparency, which we've been doing. And I think it's a lot of good information is more than more than required and welcome input on how we could make it even better and I would be remiss if I didn't say Sterling from my staff updates those check registers every month and of course Brian LaPori and communications the communications department help us put this together in a visual format or it would just be numbers and if it just came from me so So thank you all very much.

Now, I realize that this has been this information and wealth of information that it is, especially financial, has been up on the website for quite some time, and it continues to get better. but it is very nice to be recognized by the governor's office for that transparency at their very highest level. The Duke-Tip 7th grade talent search is the largest program of its kind in the nation. Duke-Tip is a global leader in identifying academically gifted students and providing them with opportunities to support their development. All in all, KDIC tested a total of 493 students, with 217 of those qualifying for state recognition, and a total of 19 students qualifying for grand recognition, the highest recognition in the program. For our next recognition, we have a very talented group in attendance. The Cinco Ranch Kryptonite Robotics Team 624 has learned to master the art of problem solving, competition and scoring goals all at the same time. Earlier this summer the Cinco Ranch robotics team competed in the Texas Robot Roundup in Austin against the top teams in Texas. For the third year in a row their alliance won the overall competition and took home the winning trophy. This year the team was also invited as one of the top teams in North America to compete in the Indiana Robotics Invitational held in Indianapolis, once again achieving national ranking status. Thank you, Superintendent Fraley, Mr. President and the board for letting me speak and for for this recognition tonight. I'd like to say that, as you can see, we've had a very successful season and off season. And a big part in that is the generous support the board and KDISD has given us. You've allowed us to compete. We competed at three competitions this off season, winning two of them and placing nationally at the one in Indiana, inviting the top teams from North America. As well as working with teams from Taylor and Tompkins High School even before they've officially been formed to compete and get a better understanding of what it is to problem solve and to compete in a robotics team. I look forward to working with the talented group of students and mentors that we have on our team as well as working with other teams from across the district to bring KDISD's name out as a leader in STEM education and recognize robotics in the community. So thank you again for giving me or giving us this opportunity to be recognized here at the school board. and we look forward to working with the board and district in the future with the STEAM Center and all the other exciting things coming. Good evening, President Mohalski, board members, and Superintendent Fraley. It's no secret that KDIC has some of the best swim programs all around, but we're not the only ones who think that. The National Interscholastic Swim Coaches Association recently announced their list of the 2013-14 All-American Swimmers. We're proud to announce that the six students being recognized tonight have been selected for this honor, placing them among the 100 fastest swimmers in the nation in their respective category. Joining the swimmers this evening are their outstanding coaches, Christy Patterson from Cinco Ranch, Matt Apple from Taylor High School and Jordan Beck from Seven Lakes High School. So students, when I call your name, please come forward. And parents, if you would, of those particular students, if you would stand to be recognized as well, and then you can come up and also take a picture if you would like to. Mr. President, Board Members, Superintendent Fraley, my name is Laura Freeman. I have lived in Katy ISD for 15 years and I currently have two kids in Katy ISD schools. Tonight, however, I am coming before you as president of Katy ISD Council of PTAs. Katy ISD Council of PTAs is made up of every PTA within the geographical boundaries of Katy ISD. Currently, there are 50 schools in Katy ISD schools and one charter school with active PTAs in our council. ADISD Council serves the first line of serves as the first line of volunteer support sorry since I have five minutes I'm gonna slow down a little bit because I mean nobody is here so okay um Katie I see Council serves as a first line of support for these volunteers I along with my amazing board have volunteered to help the volunteers of these PTAs be as successful as they possibly can be for the 2014-2015 school year. The vision and mission of PTA is to make every child's potential a reality by engaging and empowering families and communities to advocate for all children. By encouraging parents and the community to become involved in schools, educating parents, and advocating for every child, PTAs hope to create a unique learning experience for all students, all children not just some or few every child last year KDISD council of PTAs had 26,670 members we are a large council our council has more members than some state PTAs as awesome as this is KDISD has more than 67,000 students only one-third of our student body is represented by our membership I would love for us to be able to show the entire state of Texas that the KDISD community supports every student. Our PTAs have a record of successes. We have had KDISD students represented in the National PTA Reflections Program at the national level for the past two years. We have offered classes for high school students on how to create a resume and write a college entrance exam, or sorry, entrance essay. We have hosted parent education classes on how to participate in your child's education. We have hosted fun runs and promoted international walk to school day to encourage children to make healthy choices. We have advocated successfully to make high school graduation an attainable goal for every child. Our successful PTAs have helped make our schools successful and the schools have made our community successful. That is why I am here to ask you, personally, to back the future and join the PTAs of Katy ISD. Katy ISD Council PTAs has been steadfast in elevating education in our community through good times and bad since 1990. The phrase back the future signifies a renewed commitment by all sectors of our community to advocate for all local children, including families, educators, community officials, residents without current students, civic groups, businesses, and retailers. As community officials, I would hope that you would be willing to show your support for all the students of KDIC by joining a PTA. I want to thank you for allowing me to speak I have three children that reside in KDISD, and one has graduated from Cinco Ranch High School and is now serving in the Navy. I have two elementary students that are now attending Keiko Davidson Elementary, which was paid for by leftover bond money from 2010. And I really appreciate y'all taking the time, making the decision to build that school, because now, because of the decision y'all made, my child is not going in an overcrowded school, and is also relieved Roman and Wood Creek Elementary and they get start at a brand new school which was really cool for them and also think it was great that all of y'all took your time out of your busy schedules to visit all the all the schools in Katy ISD and I'm what I really want to thank all of y'all even mr. Fraley was visiting the schools too and I just think that's an awesome it really shows that y'all really care about Katy and also while I'm up here after Laura just asked y'all to join PTAs. I'm a membership at Keiko Davidson Elementary. So if y'all after you join your elected, your the ones that you adopted, you could also join my PTA, I'd appreciate it. So and also I want to talk about the overcrowding at Wood Creek Junior High. My child will be going there next year and that's the reason why this bond is so important because so many of the schools are overcrowded due to everybody wanting to live here and I don't want my child as i don't think anybody wants a child going to an overcrowded junior high and wood creek is so overcrowded they have i believe 16 portables they extend all the way to the road which is also unsafe so i'm hoping that this bond passes so that we can relieve wood creek junior high and seven lakes junior high which is also overcrowded and i just want to thank y'all keep up the great work that i think y'all have been doing and continue supporting our kids because that's what it's about and y'all really showed that by attending and seeing all the kids on the first

Board of Trustees and Mr. President and Superintendent Fraley. I practiced this all the way on here on West Park Tollway and got it to a minute and a half because I thought I would only not have that much time so I'll just keep it pretty short for you. My name is Stephanie Click and I've lived in KDISD for eight years. I have two kids in the district one is now at Schaefer elementary and one is at Seven Lakes junior high I'm also a core member of the bond committee my kids spent the previous five years at a very very overcrowded Stan Stanley Elementary and on Monday my sixth grade son started at Seven Lakes junior high yesterday I received a first day of school email that had a very detailed lunch schedule and I will tell you that I was absolutely shocked when I read that the first child at Seven Lakes junior high is being fed lunch at 9 55 a.m. and the lunch periods continue until 1 10 p.m. my son steps foot on the bus at 6 45 in the morning and as fate would have it he is in the very last lunch cycle that starts at 12 40 p.m. so six hours after he leaves home in the morning he's being fed lunch lunch for him is after he He completes band, PE, and five pre-AP GT classes. Those classes require not only concentration and focus, but PE, of course, is also burning calories. So even a very heavy breakfast for him at 6.30 is long gone by 12.40 p.m. I checked last night with a teacher who's a friend at Seven Lakes to see if the kids are allowed to eat snacks. And she responded that some teachers allow it, but most do not. The lunch times are an item that I know your hands are tied on. And I understand the why and how of serving such a magnitude of kids that have to come through there. And obviously you can only fit so many kids in the cafeteria. They've all got to be fed. They've got to have time. I get all of that. And I'm going to speak personally with the principal to see if maybe we can ease up on this no snack policy. But I did want to make sure that everyone was aware of how this is going on because we need to make sure that these kids are fueled so they can do their best work all day. But finally I want to add that this is only a problem that's going to increase if this bond does not pass and we're not able to build another junior high to relieve not just Seven Lakes but also from what I understand an even more overcrowded Wood Creek junior high and so I'm scared to see what the start and end times would be if you add in hundreds more kids at each of these campuses. We need these schools to pass, to be built, and we need the bond to pass.

I'm looking at the numbers right now. Wood Creek Junior High in today's enrollment report is 1,914 students. Seven Lakes Junior High is 1,771 students. students and they had the design capacity for 1,400 students.
