As a board we've reviewed each agenda item in a public work-study session with the administrative team where we were able to ask and receive answers to our questions. Thus as a board we should have have appropriate knowledge and should be prepared for our responses regarding the content of this meeting tonight. All right. We are moving right along to the open forum portion of our meeting tonight. At this time, the Board of Trustees will hear from patrons who wish to speak. By Board policy, a maximum of 30 minutes have been allotted for this forum. The time allowed will be divided equally among those requesting to speak. The maximum amount of time allowed for any one speaker is five minutes. Individuals who have written comments to present to the Board are encouraged to provide the statements to the Executive Director for Communications, Dr. Andrea Grooms. My name is Annie Berry and I'm a civil engineer with my engineering training pursuing my professional engineer's license. I'm here representing many parents of Rylander Elementary students to bring to your attention the concerns that we have with the proposed development that is going in across the street from the school I have worked in the development engineering department for municipality in which I watched residents fight the construction of a Walmart next to their homes I am NOT here today to fight Walmart I'm here as a concerned parent of a kindergartner and a third grader love it commercial is proposing a Walmart market and gas station to be built directly across the street from the front entrance of Rylander elementary which currently has one of the highest enrollments of any Katy ISD elementary school we are concerned about the impact that this will have on the existing traffic problems during drop-off and pickup the benzene exposure that our children will receive from the gas pumps and the sale of alcohol and tobacco so close to a place where our children go to learn although the traffic study conducted by Traff data and associates was approved by the traffic engineer it did not take into account all of the traffic around a school some statistics show that 41% of pedestrian accidents occur between 3 and 4 p.m. the traffic report lists the afternoon peak times as 430 to 630 p.m. and it does not take into account pedestrian traffic we respectfully request that you require the developer to issue a recount of traffic to include the actual school peak times of 315 to 430 p.m. and to consider the pedestrian traffic in its findings we request that the developer install safety measures to protect school walkers and their guardians such as raised pedestrian crosswalks or lighted pedestrian signals the proposed gas station will have nine gas bays within 400 feet of the front sidewalk leading to the school they will be located approximately 800 feet from the main air intake for the entire school we are very concerned about our children's exposure to benzene from the gas pumps and we ask that you protect our children and take any action necessary to stop the developer from building a gas station next to the school Texas alcohol and beverage code section 109.33 states that the commissioners court of a county may enact regulations prohibiting the sale of alcoholic beverages by a dealer whose place of business is within either 300 feet of a church public or private school or public hospital or 1,000 feet of a public school if the commissioners court or the governing body receives a request from the Board of Trustees of a school district under section 38.007 education code the current requirement for the sale of alcohol is restricted to 300 feet but we formally request that in this circumstance the requirement for the sale of alcohol is restricted to at least 1,000 feet from Rylanders property not the building but the property Kilpatrick Elementary School was successful in enacting this requirement and this situation contains the same circumstances we ask that the school board contact Commissioner Andy Meyers to put this requirement into place immediately before the Levitt commercial or Walmart applies for their TABC permit we appeal to the school board's power and influence to help us mitigate the traffic and environmental safety conditions that will be created by the Walmart marketing gas station as well as its sale of alcohol and tobacco thank Thank you.

And I do have children that attend Katy ISD schools. and I'm also here in regards to the Walmart going in across from Ryland Elementary as previously stated those are all concerns something else to take into consideration is we do have a lot of walkers and bicycle riders that attend the school and not just right on their elementary but you've also got kids that go to Cinco Ranch junior high and Cinco Ranch high school that there's no bus service there so those kids are walking through that area as well so you've got that concern also you've got the environmental the benzene impact packed. You know, we've reached out to Senator Hager's office, we've reached out to Representative Zerwas' office, and everybody seems to be focused on legislators out, you know, so we're here appealing to you, to KDISD, to try to help protect our children, help us protect our children, and help us protect our community.

I'm here because my children are going to Rylander Elementary and I'm concerned about the effect this Walmart, this construction is going to have on our community and mostly the school and the children who will have to walk and bike to school twice a day, five days a week. The exposure of benzene is also a concern and I'm going to read something from the CDC. PC is short. The major sources of benzene exposure are tobacco smoke, automobile service stations, exhaust from motor vehicles, industrial emissions, vapors and gases from products that contain benzene. Auto exhaust and industrial emissions account for about 20% of the total national exposure to benzene. Benzene is a major component of gasoline and is used in many manufacturing processes. Living near gasoline fueling stations or playing near gasoline fueling stations or hazardous Hazardous waste sites will increase your exposure to benzene. People are advised not to have their families play, work, or live near gas stations, manufacturing plants, or hazardous waste sites. This is frightening because this is exactly what is happening to a school with over 1,400 children. Day in and day out, this is what they're going to be exposed to. not only the traffic from the delivery trucks gas trucks garbage trucks but now this too so we're stepping up and we're trying to hear we're here so you for help and we hope that you can help us for our kids for their future

This group of students has learned to master the art of problem solving, competition, and scoring goals all at the same time. Please join me in welcoming the Cinco Ranch High School Kryptonite Robotics Team 624 up to the podium. We have Mr. Mike Outlaw, who is a Bush Club representative and I know our faculty sponsor Stephen Fish was somewhere, is he here tonight or is he absent? absent. Is Mr. Fish absent tonight?

Thank you very much. I'd like to, all I can say about this season for 624 was wow. I mean, it has been an amazing journey for the team. I think that without a doubt the highlight has been the STEAM Center and what the board has done to show support for robotics in KISD. It's already shown its value and direction of where we can take the program because of the support that you've given us. We've got two new teams now started in the KISD for this coming season. As a matter of fact, we had both of those teams at a competition this past Saturday at Strait Jesuit. They put on a competition with our robot here in the same game we played this season. We set Taylor High School's brand new team up with a robot, and their students got to actually run and play in the competition. Tompkins also got a robot, the Woodlands team loaned them a robot and they got to play and experience the competition as well so we're looking forward to assisting those two teams and and sets a KISD up with five robotics teams now of the high school so we're with along with Seven Lakes with Cinco Ranch and with with Morton Ranch so it's a it's really a really an achievement as a Thank you, Superintendent Frehley. As you pointed out, we also won a Chairman's Award at Alamo, which is the first for our team and the highest award you can win at a regional. We also were very successful at the championship. The top 400 teams across the country were invited to that. And as far as scoring goes in team individual performance, we came in second out of 400 teams. And in the group competition, we came in very high and made it into the quarterfinals for our division that we were in. It's the highest we've ever achieved as well there. We're looking forward to what this summer brings to us. It's a 365-day-a-year program for us, and we're going to Indianapolis to compete with the top team. The top 70 teams across the country are meeting in Indianapolis in July. And then we do all the Texas teams again at what's called Texas Robot Roundup in Austin in early August. And then we start the new school year, hit the ground running, and it'll be a fun time. I'd like to let the students talk, though, and the main thing is we have our senior, graduating senior president, Bill Waters, would like to say a few words, and then after that our incoming president as well. So thank you very much.

Mr. President, Superintendent Fraley, and the board, Thank you for letting me speak today. I'd like to give you a little bit of perspective where I'm coming from. I've been on this team for four years. I was president for the past year and officer on the team before that. And I'd just like to, especially to some of the new faces here today, I want to impress upon you how productive this team is, not in only building robots but in building people. And I want to thank KDISD for your involvement because a lot of what you do is what makes our team so successful. personally in about a week I'll be heading up to New York to go study and join the army with West Point the United States Military Academy and a lot of what I talk about when I talk to people about why I got in there and what I intend to study out there by the way in mechanical engineering a lot of it is involved with building robots right there and a lot of it is because of this team and it's because of Katie I see support and my experiences with the sinker ranch robotics robotics team that have influenced me on this path. And it's not just me. Other students as well. I see every student in the audience right here has been affected by this team. Students that come in as freshmen and they don't know what engineering is or how to use a wrench or make a presentation. And by the time they're a senior like I am, they're up here talking to the KDISD executive board. I'm definitely not the only student that's done this. And they're going to BP and they're teaching other students about the value of the program. and they're going to defense contractors and you know showing them and impressing them with our robot and they're going to trade shows and they're doing all kind of sorts of things in industry and in the community to show what a great program this is again at building our students and all of that and everything we do we represent KDISD because of what you guys do for our team again I can't say this enough your support is a lot of what makes this possible so I'd like to thank you for that. With that I'd like to introduce you, like I said I'm leaving in a week, so I'd like to introduce you to our new president Dylan Bray who I'm sure is also extremely excited to continue our partnership with KDISD. As you've heard from Bill, we have a very we've had a very exciting and successful year and there are several factors that have contributed to the success first and foremost we have an exceptionally talented group of students who dedicate themselves and apply themselves to learn outside of the classroom and contribute to our team second we have a hard-working and dedicated group of professional mentors who work with our team teaching both technical and leadership skills to our students and third but most definitely not least importantly we were fortunate to call Katie our home nothing we do would be possible without the continued support of the KD community and of KDISD. For years this team has had to work out of personal garages and they've also had to rent space not knowing where their home would be. I believe you have in front of you the proposed teacher salary schedule we've worked on since early April in comparison with the other districts that have made some moves and changes to their schedules. What you see proposed before you is kind of a hybrid model of not just a straight percentage across the board for the teacher salary schedule, but rather one that addresses some specific increases.

The average increase or the weighted average for the teachers that are currently in our district by number is a 5.65 percent increase the range is from just approximately 3% is the lowest increase to just over 7% being the highest and this teacher per so teacher salary schedule is focus the the increase is greatest at the years between 6 and 20 and those are where more than two-thirds of our current teaching staff are located. So it really, rather than just jump to the $50,000 mark on that first year starting salary, which a lot of the neighboring districts have done, this one addresses more of what KDISD represents, we feel. And it's proposed to you. So, again, it's not a straight percentage across. It's a whole new schedule. And if you also have a graph attached, or you should have like this. If you notice the blue line in that, the bottom blue line, is your current salary schedule compared to the other district's salary schedules. And then, of course, the proposed one is the orange line in the middle.

If you notice, the current salary schedule is pretty much well below everybody else, and the proposed one gets us right in competitive salary range with everybody else. We don't feel that we need to be above them. It's competitive with them. It's affordable and manageable.

before we talk about the c1 mr president if i could first i want to thank mr snyder and miss edmunds and mr smith and his team for their work uh if you look at the side by side like this i think you got this tonight uh it helps you uh to understand what we tried to do when you look at this if you look at um the four lectures the number of teachers at each step pay grade okay and you'll notice that as we were looking at uh those uh we can get beginning teachers in here at at a high salary. And that's been the process in the past where we try to outrace each other to have the same or higher first sorting salary. But what we realize is that we need to look at our experienced teachers who have been here at least five years. They have fresh development now. We're more invested in them and they stay with us. And so if you look at the current salary schedule at year six and then the proposed in the new hybrid model you see about a 7% increase there. We're saying you've been with us five years so at year six we've invested in you and now we're gonna invest in you more and try to incentivize you to stay with us. We get them in here at the earlier part of the salary schedule right out of college and many fall in love and move away and we've hired them but we don't keep them. If you've been here five years chances are you want to stay here. Your life is probably getting somewhat settled in and whatnot and we want to recognize that incentivize you to even and stay because we know that we are the best and we retain the best and we really want to reward those who are staying in here with us. If you look at year six and then look at year 20, you'll see the tremendous increases from where they are now, I won't say tremendous, but at year 20 it's a six percent increase. In the past we've done two percent, three percent, last year 3.5 and it's been across the board but now we're recognizing those more on the upper end who've been with us longer or the middle years have been with us longer keeping up with the districts around us going from our current 47,000 to 49,000 it still is a four percent increase which is again about a percent and a half percent one or two percent of our what we've done in the past so to speak we're very excited about trying to hit the bulk of our staff with the larger increase and and And so what they'll make next year, if this is approved, at year six is what they would have been making, is more than they would have made at year 14. So we're accelerating the increased payment, and they'll get a higher pay sooner, and it'll be with them a little bit longer, and hope they stay with us longer as well. So that was the thinking behind this.

I'd like to add to it, too, that two things, as Mr. Fraley stated, to the critical being a 26-year employee of public education. There's a critical time there between year 6 and 20 where people are deciding what their next move is. Is it to stay in education? Is it to become an administrator or move up or change position? Those are critical stages. And anything we can do to recruit the master teachers, the people that are developing that way, to stay in KDISD is money well spent. And it also will get out, and it's attractive to teachers that have a few years experience, those ones that fall in love in another district. And KDISD is an option when they're moving to the Houston area. So it's a win-win in that regard. And in April, we discussed this is something that all districts are addressing at this current time. This isn't something we just decided we wanted to jump out and do on our own. We want to stay competitive. We believe that KDISD has many other reasons to attract teachers and this is a sought-after place to come and work in but we don't want to give reasons not to.

I will also add to and this is for another conversation but we think that we're very competitive if not even leading the pack in terms of other benefits that we provide for our employees in terms of increased premiums on the health insurance, whereas the year before last year, you picked up 100% of the health premium increase and still gave the staff a 3% raise. Last year you gave the staff a 3.5% raise and picked up 50% of the increased premium. And I don't know anyone that's doing that to that degree. So we don't have the $50,000 starting salary that some around us are doing, but they're also not paying the health insurance. So a larger part of their salary is going toward the increased health insurance premiums. and we feel that this makes us very competitive, but also I think it does recognize those who stay with us a little bit longer.

And then also, we want to propose an increase to the bus drivers at $2.50 an hour increase to the minimum being at $1625 for bus drivers. We analyzed many different options of what we could do to help our recruitment in that area. And in the end, I think I proposed, and I talked to you about the different options. We could spend $100,000 more in recruiting expenses or efficiencies. But in the end, is that money going to make that impact, or will it do better going into bus drivers' hands? And we feel like that this is the best move at this point. We have some other things on the table to think about moving forward as we grow. And you've talked about the multi-bill system that can change things and help in ways. But at this time, this is the safe move. And also, I think it's a great advertising tool to try and pull some bus drivers to our district. And it's definitely a need, as you well know.

I just want to make sure we don't miss that we are proposing a dollar per hour increase to our employees and then a 250 per hour increase to bus drivers, which makes us very, very competitive there. So we're very excited about that because these are folks who have not complained. They're salt of the earth. So we looked at some requests for salary adjustments on the upper end and we paired those back to do more at the lower end.

It's a sheet that kind of looks like this. And just to bring you up to date where we are, this past week we finished our ninth meeting with the bond committee and we will move on to meeting number 10 this Wednesday. Last Tuesday we merged the tables from 15 tables to five. We are not done with that work. so you will see that next week we have monday june the 30th as a meeting and you see one there for july 2nd it says if needed that was at the discretion of the committee if they needed it looks like they probably will and this morning we fired off after talking with the committee chair and the facilitator about putting a hold for the date on july 9th to give us enough time to have a deliberation the committee doesn't want to be rushed they want to make sure that they work through it methodically and the voices get to be heard before they complete their deliberations so those are some changes that you may not be aware of on the flip side of that the major future milestones just because it surprises a lot of folks when I mention it the last day to call the election is on August the 18th Monday August the 18th and you see that school starts you you know just a week later normally uh... we would have the expectation we'd be able to talk to folks uh... you know sometime uh... between the time school started and i was called that's not going to be the case and just want to call it to your attention
