Mr. Board, I'm pleased to announce the reassignment of Kara Fleming to be the new principal of Beck Junior High.
She's currently principal of Bonnie Holland.
And the new principal for West Memorial Junior High will be Gina Cobb.
She's currently the AP at Morton Ranch High School.
She's done a great job over there as well.
We're pleased with those two reassignments.

Our first item is tennis court resurfacing.
Presenting that to us this evening, Mrs. Stevenson, how are you?
Good evening, President Fox, Superintendent Fraley, and board members.
I brought two contracts forward for your consideration this evening.
The first is for the processing of tennis court resurfacing.
We receive proposals and review them and the recommendation is to recommend two companies, CL Sports and Three Colors.
Both companies, while they were not the lowest proposals received, have performed this service for us in the past and done it very successfully.
By having two companies available to us, we'll be able to work with the scheduling that we have for doing this type of work,
which often takes place on weekends or holidays or any other time that the students are not using the courts.
It will be a one-year contract with an option for two additional one-year renewals, and we anticipate spending approximately $51,000, and the source of revenue will be the general operating funds and or special revenue funds.

Okay, the next contract I've brought forward for your consideration is the purchase of
tennis equipment, supplies and apparel.
Again we tried to make a listing of those items that were most commonly used and with
only the few exceptions listed we are recommending the best value or lowest cost items that were
on the proposal submitted.
There was also a section developed for miscellaneous items which we will purchase through the vendor
vendor-specified catalogs with discounts as listed.
And for purchases over $1,000, competitive quotes will be
obtained from at least three of the listed vendors.
And the last section was for a discount on each brand of
apparel that's preferred by the district's campuses.
And for the apparel, again, they will acquire competitive
quotes from at least three vendors before purchasing.
This will be a one-year contract with an option for
two additional one-year renewals.

the revenue will be from general operating funds and our special revenue funds.

Mr. Good evening, President Fox, Board Member, Superintendent Fraley. This item
is associated with the elementary school which is currently under construction in Pine Mill
Ranch. I encourage you to drive by that particular facility. It's moving
rapidly ahead. I should also identify that Pine Mill Ranch Drive is open for
traffic. It's connected to, it has been connected to FM 1463 right through so
you'll be able to go around 1463 along Pine Mill Ranch Drive to the school
location. This particular easement is a water meter easement which will provide
water services to the site. It's an easement to Fort Bend County
Municipal Utility District number 57. As you know the school is
located at the corner of Pymel Ranch Drive and Winding Point Lane. This
particular easement which is shown on exhibit B of the attachment of the
easement is a 805 square foot easement which is right adjacent to Pymel
Melrance Drive and it will not impact the operation of the campus in any way.

joint election agreements for election services with Fort Bend, Harris and
Waller counties. Mr. Haskett is this your presentation to us?

Members of the board, Mr. Fraley,
we do have contract joint election agreements with both Harrison and Fort Bend County.
We're still waiting for Waller County to submit theirs,
and we need to approve these contracts so that we can proceed with our election
with early voting starting October 21st and we also will be hopefully getting
the water cannon contract this week
mr. the wallet contract is pretty much kind of boilerplate types of things that
pretty much the way it goes it's pretty much the same as it's always been and
and the cost is a lot less than from the other counties
because of the size of the election in Waller County.
Okay, so with the board's approval then,
Mrs. Fox can sign it when that agreement comes in?
That's correct.
Gentlemen, these agreements are due before our next meeting,
so this is an action item for tonight.

Mr. Haskett, this is for clarification purposes.
So when we have our bond election, it's going to be on the ballot with things from the other counties.
That is correct.
What might those other counties be trying to push through at this time?
There will probably be some propositions from the counties.
I don't know that they have any county offices up for election at this time,
but there'll be propositions and there may be some junior college or community
college proposals I'm not aware of what the ballot will look like at this point
thank you Dr. Proctor I believe Fort Bend will have a road bond on it yeah
Mr. Maholsky Mr. Haskett and kind of looking reviewing these the Fort Bend I
I guess in Harris County election agreements,
I noticed that there were some requirements that are actually predated,
are dated before tonight actually for details on the ballot,
our sample ballot I guess itself,
and then I think in the Harris County a verification of jurisdictional boundaries.
Do you know if those requirements have been met?
They have.
I had to verify through our technology department our boundaries
and our street addresses and so forth.
So those have been handled, and we've also taken care of all those requirements as far as the deadline is concerned.

And one further, if I may.
I noticed just in the exhibits here where they're, I guess, giving us an example or estimated, I guess, cost associated with this.
And Fort Bend County, you know, gave us the number of registered voters.
voters and then I think they had an estimated cost of a little over $16,000 where Harris
County did not give us that but it looks like they're charging for all the entities that
are kind of a pro-rata share of what they estimate the total election cost to be but
that came out to about $93,000 for KDISD.
That's correct.
It's a pretty wide disparity there.
I know we have probably more registered voters in Harris County.
Do we know how many that we do have that reside in Harris County?
I have those numbers at my chair back there, but I think we have about,
I'm just going to have to give you a guess at this point,
I think it's about 70,000 in Harris County.
Okay.
So it's quite a bit more per voter, I guess, for Harris County to provide the election.
A lot more entities involved and a lot wider and different requirements
for their election equipment than Fort Bend County has.
Okay.
Just out of curiosity, an approximate number is fine,
but we host our own elections for school board in May.
What does that generally cost the district?
Usually in the $80,000 range.

this construction delivery methods. Again Mr. McIlwain how are you? Thank you
President Fox, Board Member, Superintendent Fraley. This item is associated with the
three projects which are included on the upcoming bond election. The stadium
number two, the Agricultural Sciences Center and the STEM Project Center. In
the past prior to prior to or as part of a bond referendum it is a requirement
for the for the school district to approve the construction delivery
methods which we propose for these projects. Since the architects were
brought on board in June and July a tremendous amount of design work has
been taking place with the design committee and in-house staff. The
The teams, the design teams have looked at the projects carefully and they're recommending
for the Agricultural Science Centre and the stadium, the construction manager at risk
delivery method and for the STEM project centre, the competitive seal proposal delivery method.
Both of these delivery methods have been used successfully for the district with respect
to projects not only in this current bond program but in previous bond
programs for example the competitive seal proposal process was used
successfully for Severn Lakes junior high, Woolman, Wilson, Schaefer and Tompkins
which were all modified repeat projects which lend themselves to the CSP process
while the CM at risk process was used for Wolfe Elementary, Taylor, Katy High
School, West Memorial junior high and May Creek junior high. Those projects are
complex multi-phase projects which had tight time frames which lended
themselves for the construction manager at risk delivery method. What our
plan would be if approved by the board is to on the
construction manager at risk projects should the board approve that delivery
method for those two projects we would do an RFQ for construction managers. We
hire the construction managers to approximately the December, probably the December board meeting.
And no costs associated with these construction managers would be realized prior to the bond referendum.

Next is our waiver application to the State Commissioner of Education.
I apologize I just skipped right past that. Let's talk about workers compensation insurance.
Sorry Mr. Robinson don't take it personally that I sped right through that.
No worries. I was just anxious to get up. We have one item for your consideration this evening from the Risk Management Department, and that is the renewal of the reinsurance associated with our partially self-funded workers' compensation program.
There are very few entities in the state of Texas that provide this type of insurance for public entities.
And we recently completed an RFP for this service for next year.
The renewal proposals that we received are attached to your cover and presented for your consideration this evening.
Midwest Employers Casualty, an AMBEST rated A plus 15 company, has been the carrier for this coverage for the past 17 years.
And again, provided what we deem is the most advantageous option for the renewal.
The estimated renewal premium is $54,980 compared to the expiring year premium of $46,125.
This plan has a retention of $550,000 per occurrence.
This policy is for a one-year period with an option to renew for additional one-year
periods if the terms and pricing are acceptable to both parties.
Expenditures for this insurance will be paid from the Workers' Compensation Fund, which
is a budgeted internal service fund approved by the board.
This insurance is purchased to provide support for a safe and orderly working environment
and to support effective and efficient operations of the district.
It is recommended that the Board of Trustees approves the workers' compensation reinsurance
policy offered by Midwest Employers Casualty Company through Alamo Insurance Group with
a $550,000 specific retention per occurrence for an estimated deposit premium of $54,980.
I'm happy to answer any questions you may have.

My question is around the retention.
That's per occurrence, not per claim, per claimant or anything like that.
So just for clarification, if we were to have an incident where you had several employees that may be injured and covered under workers' compensation,
compensation, the measurement of that would be the aggregate of all those claims from
that particular incident or occurrence.
Is that correct?
Yes, Mr. Mahoskie, that's correct.
It's a fairly unique benefit of this plan.
Most retention is on a specific claim.
This is on a specific occurrence.

Thank you. Any objection to moving this item to consent agenda? So moved. Now let's talk about the waiver application to the Commissioner of Education.
Madam President, this is pretty much just a just in case type thing.
We have bonus units that are available to allocate to staff should they get beyond the 22 to 1 in pre-K-4.
The only time you really look at this happening is at some point in the year.
It may be so late in the year that the principal would rather not divide the class up.
And so this would allow that should that be the situation.
We have in the past come back in and we've utilized all the bonus units because of growth.
We ended the plan with this board in the past because of growth, but this is in the event
that we get to a situation where it's in the best interest of the kids in the class to
not split the class up later on in the year.
So we'll still be in compliance.
But this is not a standard practice that we have class sizes beyond what the law recommends
for pre-K-4.
This is just to make sure you have that situation.
Most of the classes have either been equaled out and excess teachers have moved around
by this point of the year correct? Probably in most, we'll say in a number
of cases, I don't say most yet, but a number of cases and we have floating subs to
help have an adult student ratio that's manageable as well.
Mr. Huckabee and then Dr. Proctor. Right now do we know how many we have classes
that are over that limit right now or? We should have gotten the principal's
report I think Friday afternoon and I don't know if we've analyzed that to where I can
answer that question thoroughly right now but we've had two or three updates from the
campuses. The last one I think was due this past Friday afternoon. So I don't know if
we'll be analyzing that for the next couple of days to see where things are.
Actually that was my question.

So we've done this throughout the years haven't we? Last year we talked about this and you
you successfully use this program to yes sir again what's important knows this is
not a waiver to completely do away with twenty to one value it is because we do
have bonus units available the week and hire folks should the class size get to
a point where we need to do that but at some point you may have the principal
saying it's really best to not split the class up so we can put another long-term
sub in there a floating teacher in there with that teacher to help offset the
actual ratio not actually hiring someone full-time for that position any
objections to moving this to consent agenda so moved next mrs. Holland how are
you you're going to talk to us about whatever's next JJ AEP now our president
Mr. President, members of the board, Mr. Fraley, last month we brought the memorandum of understanding
for our JJAP in Harris County for your approval and this month we are bringing the MOU for
Fort Bend County.
The amount per seat has not changed in this MOU nor have the number of seats.
So we will be asking you to approve two seats for Fort Bend County at the same price per
of 7,000 per seat.

Is nominating Waller-Fort Bend and Harris County Appraisal District's Board of Directors?
Yes, ma'am. I'd like to go over maybe the memo with you just for a moment. This only
happens every two years so kind of refresh your memories or whatever but
you know Katie is a member of three appraisal districts so we have the right
to nominate members to all three appraisal district boards they're all a
little bit different one of the things is the sub the nominations need to be
submitted I keep wanting to say something else are submitted to the
chief appraisers before October 15th I notice this says 2011 I apologize for
that you know you read things and then hit you it's 3013. Anyway because the way
our board meeting schedule is that we need to probably we need to nominate
someone at the Monday's board meeting and if I could I'd like to go over each
one of the appraisal district boards just for a moment.
Waller County appraisal district Ann Davis who we have nominated in the past
and has served on the board for several years.
And I had it written down somewhere.
But I think it's third term, maybe.
She is not running this year or has some other things
she would like to do and is notified of such.
So we do need to find someone if the district wants
to have someone on the Waller County Board to nominate.
So that position is open.
Now, we have 619 votes.
for Waller County takes 5,000. There's 5,000 total votes, five board members. So if you do the math,
it's about a thousand each. So our 619 does not guarantee us a member on the board, but the
chances are that it would be successful. So we would like, you know, someone to give us a call
or whatever we'll be glad to put that on the agenda for next Monday night. Any
questions on that one before we move to the next one? Okay. Go right ahead. Fort Bend
County Appraisal District, same situation as Waller, you have five elected
directors plus a tax assessor who is non-voting so you have five voting
members. At Fort Bend we have 605 votes. Same situation, total of 5,000
votes, five members. Just a quick review of who is on that board because we did
find some information out this week. Fort Bend County was a little late getting
their information to us, or later than the other two, but one of the members,
Craig Warren who serves for the MUDs is not returning but the MUDs because of
the number of their votes have already have a replacement or at least the rumor
is for that position so that would be a new board member. The other interesting
information is Paul Stamitis who is listed as a county representative
actually lives in Katy ISD based on the information I received from the Fort
Fort Bend County chief appraiser, lives in the Cinco area.
He is listed here as actually representing the county.
And when it says address to representation, that just really means the area they're from in most cases.
The other one is Rhonda Zacharias.
She is actually on the Lamar Consolidated School Board.
I don't know if anyone knows her or not.
And she's currently representing Lamar.
So that's Fort Bend.
All the school districts in Harris County, except for Houston ISD, have one representative.
And Houston ISD has a representative just for Houston ISD.
All of the school districts have one.
Currently, the school district representative is Tony Trumbull, who's a former spring ISD tax assessor.
And we have checked, and she is willing to run again.
So that's sort of the status of the three appraisal districts.

One thing in looking at this, I look at Fort Bend County.
Fort Bend, Katy is one of the fastest growing areas in the United States.
I think that it would be beneficial to us to maybe reach out to some of these people,
especially if they live in Fort Bend, Katy, to carry some of our concerns to that board as well.
with the rapid growth because I know sometimes over in Fort Bend County
they forget about Fort Bend Katy.
But we're starting to grow very quickly out there.
One thing I neglected to say and it's there in your reading materials
is the qualifications for the eligibility to
to serve on the board and the biggest one is they must have resided
in the county of the appraisal district so if you're going to be on the appraisal district
board for Waller County. They must have resided in Waller County for at least two years preceding
the date of taking office. And they would take office on January 1, 2014.
Mr. Moore, what will happen if we don't find someone and Davis is not running again? Is
that what you said?
I would think one of the other entities would nominate someone.

Mr. Moore, what's the selection process for this?
Say you get five or six people that are interested in doing it.
Are you going to be the one that selects them and brings it forward to the board?
We don't really select them.
We usually bring all the candidates to the board.
And by the way, also, it is total number of votes.
So when they cast the votes, the five that receive the most votes are actually the ones that win and serve.
I keep saying representing KDISD, but in essence, they don't really.
But we usually have enough votes to have one representative.

So, like I say, if there were four names, I think I remember this from last time,
we could split our number between two people if we wanted to.
That is true also.
Excuse me.

And I think key is with a total of 5,000 votes available, our 600 votes will not carry by itself.
We've got to have a little help.
So we kind of work with the other counties and entities to see who they want to have,
and they try to work something out to get someone that we want to have as well.

This has to be read next week, so we'll leave that off consent.
Our next is also Mr. Moore, the debt service tax rate.
If I may, we have both debt service and the M&O tax rate, if I can sort of package those.
Debt service tax rate, this is the seventh year that either the debt service tax rate
or the maintenance and operations tax rate has not increased.
The debt service tax rate is to be, of course, approved first on Monday night.
It's a certain order the state has.
that rate that recommending of course is 40 cents per $100 valuation which is the
current tax rate and that tax rate will support the debt service fund budget.
M&O? I just want to again just remind the board that the November 5th
election you all have called we anticipate that would not have an impact
on raising the debt service tax rate should it pass. M&O tax rate same
Seventh year hasn't been increased and it supports the general fund budget.
It's called the maintenance and operations tax, but it supports the general fund budget.
That recommendation is the current rate of $1.1266.
One thing that we noticed late this afternoon, we may have, I know you enjoy reading these
resolutions.
We tried to make these as short as possible, but we may have to add a sentence in the M&O
one because of our growth our taxable values have grown so much this year that
we need to go back and look the fine print but I believe we may have to add a
sentence in there saying that it actually increases tax collections
because you have more value so there I need to go back and revisit that so you
may get a you may get a change between now and Monday night on the M&O one
These also have to be read into the minutes next week, correct?

and we do have a couple of September amendments presented before you. I believe there are
three of them. They are just moving monies from one expenditure function to another and

clarifications item seven and eight cannot be moved to consent is that
correct okay okay school board president would like a raise because the last
