The recording

Unknown speaker not human verified

Good evening. The board will now convene an open meeting. Today is August 27, 2013,

Unknown speaker not human verified

and the time is 635 p.m. The board met earlier this evening in closed meeting.

Unknown speaker not human verified

Any action arising from discussions in a closed meeting must be taken in a

Unknown speaker not human verified

subsequent open meeting. This is a meeting open to the public, not a meeting

Unknown speaker not human verified

of the public. There are students and other guests present. To maintain decorum, respectful

Unknown speaker not human verified

behavior is expected. Disruptive behavior and or comments will not be allowed. The KDISD

Unknown speaker not human verified

Board of Trustees meets monthly in a regular meeting generally to receive reports from

Unknown speaker not human verified

the staff and to take action on recommendations from the superintendent. Whereas there may

Unknown speaker not human verified

not be lengthy discussions or a litany of questions tonight, please know we've had this

Unknown speaker not human verified

agenda for over a week. As a board we've reviewed each agenda item in a public

Unknown speaker not human verified

work-study session with the administrative team where we were able

Unknown speaker not human verified

to ask and receive answers to our questions. Thus as a board we should have

Unknown speaker not human verified

appropriate knowledge and should be prepared for our responses regarding the

Unknown speaker not human verified

content of this meeting tonight. Mr. Fraley will you verify that we are in

Unknown speaker not human verified

compliance with the provisions of the Texas open meetings law in regard to the

Unknown speaker not human verified

notice for this meeting?

Unknown speaker not human verified

Mr. President, we're in compliance with the first items of the hiring seven

Unknown speaker not human verified

resignation pressure contractual personnel. Madam President. Mr. Griffin. I

Unknown speaker not human verified

move that the board approves the personnel report as recommended by the

Unknown speaker not human verified

superintendent. Second. I have a motion by Mr. Griffin, a second by Mr. Adams that

Unknown speaker not human verified

the board approves the personnel report as recommended by the superintendent.

Unknown speaker not human verified

Any discussion? Hearing none, we'll proceed to vote. All in favor raise your

Unknown speaker not human verified

right hand and say aye. Aye. Motion carries seven to zero.

Unknown speaker not human verified

The President, tonight's pledge will be led by the KC Police Department, present the colors.

Unknown speaker not human verified

All right.

Unknown speaker not human verified

Colors, march.

Unknown speaker not human verified

They're just going to present colors and you start the pledge.

Unknown speaker not human verified

Well, order, march.

Unknown speaker not human verified

One, two, cover.

Unknown speaker not human verified

I pledge allegiance to the flag of the United States of America and to the republic for

Unknown speaker not human verified

which it stands, one nation, under God, indivisible, with liberty and justice for all.

Unknown speaker not human verified

Honor of the Texas flag, I pledge allegiance to thee, Texas, one state under God, one and indivisible.

Unknown speaker not human verified

Thank you.

Unknown speaker not human verified

Do we have any scouts in the audience joining us this evening working on any badges?

Unknown speaker not human verified

If you do, please stand and introduce yourself to us.

Unknown speaker not human verified

Scouts on the second day of school are probably getting into routine.

Unknown speaker not human verified

Okay.

Unknown speaker not human verified

Now we'll have the recognitions for this evening.

Unknown speaker not human verified

Good evening, Mr. Steve Stanford from our communications department.

Unknown speaker not human verified

It's nice to see you.

Unknown speaker not human verified

Good evening, Madam President, board members, and Superintendent Fraley.

Unknown speaker not human verified

Every year, the National Center for Spectator Sports Safety and Security

Unknown speaker not human verified

presents the Professional of the Year Award at their national conference and exhibition.

Unknown speaker not human verified

This award recognizes a member of management in the field that has, over the past year,

Unknown speaker not human verified

demonstrated outstanding leadership in addressing safety and security issues.

Unknown speaker not human verified

This year the award was presented to KDISD's Chief Operations Officer Tom

Unknown speaker not human verified

Gunnell for establishing and implementing standards for large event

Unknown speaker not human verified

safety through the 64,000 student KDISD district improvement plan. Along with Mr.

Unknown speaker not human verified

Gunnell I would like to ask the members of his team who are instrumental in

Unknown speaker not human verified

development of this plan to come up as well. This is Debbie Decker, Executive

Unknown speaker not human verified

Director of Athletics, Ben Rollins, General Manager of Facilities, and John

Unknown speaker not human verified

Brimmer, Emergency Management Coordinator.

Unknown speaker not human verified

if I could before the team leaves here we we all know that safety is a team

Unknown speaker not human verified

effort and we're safe in our schools we're safe in our district because of

Unknown speaker not human verified

the efforts done by really everybody three of us here including me four but

Unknown speaker not human verified

but our teachers, our principals, and all the rest.

Unknown speaker not human verified

Over the last year, we focused on large event safety.

Unknown speaker not human verified

You see it at our football games.

Unknown speaker not human verified

You see it at our graduations.

Unknown speaker not human verified

And it goes back a couple years ago when we actually got a grant from the Department of Homeland Security

Unknown speaker not human verified

for emergency management, and we took a look at what we could do to improve the district.

Unknown speaker not human verified

One of the things was large events.

Unknown speaker not human verified

So over those couple years, I had implementers and I had helpers

Unknown speaker not human verified

and I had a whole group of folks who helped me, and the three all-stars are standing right there.

Unknown speaker not human verified

So Ben and Debbie for the work that they did in actually implementing

Unknown speaker not human verified

and working it at the grassroots level and implementing it.

Unknown speaker not human verified

And John Bremer, who wrote the in-depth standards that serve as the backbone.

Unknown speaker not human verified

Got some good news, too, from NCS Ford, the National Center for Sports Spectators, Safety, and Security.

Unknown speaker not human verified

I think I've got enough S's in there.

Unknown speaker not human verified

and they they've invited us to help us to help with the national curriculum on

Unknown speaker not human verified

the K to 12 level when we went to their conference a year ago we were the only

Unknown speaker not human verified

K to 12 there this year there were many of them and now it looks like it's

Unknown speaker not human verified

branching off into a entire branch of its own also got word earlier today that

Unknown speaker not human verified

John Bremer is the only member I think of the Nunn Connecticut is that right

Unknown speaker not human verified

right for the sandy hook review that's being done by the Department of Homeland

Unknown speaker not human verified

Security and he's been invited to speak now I understand and know in Washington

Unknown speaker not human verified

DC thank you

Unknown speaker not human verified

next this evening we would like to congratulate Katie junior highs Janie

Unknown speaker not human verified

Spees for being selected as a Region 4 Secondary Teacher of the Year.

Unknown speaker not human verified

Ms. Spees was selected as a Region 4 Secondary Teacher of the Year out of 92

Unknown speaker not human verified

nominations from 46 area school districts. She will move on to compete

Unknown speaker not human verified

against other education service centers for the finalist spot at the state level

Unknown speaker not human verified

and ultimately an opportunity to be named Texas Teacher of the Year.

Unknown speaker not human verified

Congratulations once again.

Unknown speaker not human verified

For our next recognition we have a very talented group in attendance. The Cinco

Unknown speaker not human verified

Ranch Kryptonite robotics team 624 has learned to master the art of

Unknown speaker not human verified

problem-solving competition and throwing frisbees all at the same time. Earlier

Unknown speaker not human verified

this summer the Cinco Ranch robotics team competed in the Texas Robot Roundup

Unknown speaker not human verified

in Austin against the top teams in Texas as well as teams from Louisiana and

Unknown speaker not human verified

Hawaii. For the second year in a row their alliance won the overall

Unknown speaker not human verified

competition and took home the winning trophy. This year the team was also

Unknown speaker not human verified

invited as one of the top 70 teams in the US and Canada to compete in the

Unknown speaker not human verified

Indiana robotics invitational held in Indianapolis once again

Unknown speaker not human verified

Congratulations again to these talented students.

Unknown speaker not human verified

Madam President.

Unknown speaker not human verified

Mr. Stanford, before they leave, I want to recognize Mr. Stephen Fish, the faculty advisor back there from Secret Run Chinese School.

Unknown speaker not human verified

Mr. Fish, that was a great job.

Unknown speaker not human verified

And it's important to know that a lot of the help these students get are from parents who no longer have students in school.

Unknown speaker not human verified

Is that right, Mr. Outlaw?

Unknown speaker not human verified

They've been involved for a number of years.

Unknown speaker not human verified

Thank you all so much for what you guys do.

Unknown speaker not human verified

It's outstanding work.

Unknown speaker not human verified

Mr. Wood, please.

Unknown speaker not human verified

Team 64, just a thank you again for this special recognition.

Unknown speaker not human verified

And to remind you that the students do a lot of the work here on the team,

Unknown speaker not human verified

but without people like you and without the adults that help us out

Unknown speaker not human verified

and the parents on the team, there's no way we would succeed in the level we do.

Unknown speaker not human verified

So a special thank you from Team 64.

Unknown speaker not human verified

That's all.

Unknown speaker not human verified

Congratulations.

Unknown speaker not human verified

Madam President, if I could also add,

Unknown speaker not human verified

had a former member of this team graduate from St. Clair Ranch High School last year

Unknown speaker not human verified

spent the summer working at NASA on a special project. Underachiever. So

Unknown speaker not human verified

stinking proud of you. Congratulations. Okay at this time we will move into our

Unknown speaker not human verified

open forum. The Board of Trustees will hear from patrons who wish to speak. By

Unknown speaker not human verified

board policy a maximum of 30 minutes have been allotted for this forum. The

Unknown speaker not human verified

The time allowed will be divided equally among those requesting to speak.

Unknown speaker not human verified

The maximum amount of time allowed for any one speaker is five minutes.

Unknown speaker not human verified

Individuals who have written comments to present to the board are encouraged to provide the statements to the Director of Media and Community Relations, Mr. Stanford, that you just saw here.

Unknown speaker not human verified

Those written statements will be shared with the board.

Unknown speaker not human verified

Due to posting requirements of the Open Meetings Act, the board is only able to respond to a presentation that is directly related to a posted agenda item.

Unknown speaker not human verified

For clarification purposes, the open public forum is not a dispute resolution forum.

Unknown speaker not human verified

The board is not trying to prevent any person from speaking. The intent is to

Unknown speaker not human verified

redirect people to the proper grievance process so that action can be taken as

Unknown speaker not human verified

appropriate. Employees or members of the public who wish to express complaints

Unknown speaker not human verified

about a student matter or district personnel are reminded they must follow

Unknown speaker not human verified

and exhaust all administrative remedies prior to presenting complaints to the

Unknown speaker not human verified

the board. As I announce your name please come to the mic, state your name, tell the

Unknown speaker not human verified

board whether or not you reside in Katy ISD and whether or not you have

Unknown speaker not human verified

children presently enrolled in Katy ISD. This evening we have nine speakers. Each

Unknown speaker not human verified

speaker has been allotted three minutes and 30 seconds. When you have one minute

Unknown speaker not human verified

remaining our sergeant at arms, Mr. Griffin, will lean into the microphone

Unknown speaker not human verified

and say one minute for you to have an idea. Our first speaker this evening is

Unknown speaker not human verified

Laurie McFarling good evening Mrs. McFarling it's good to see you I'd like

Unknown speaker not human verified

to remind you I don't represent my family I represent myself I am Laurie I

Unknown speaker not human verified

am NOT a patron I'm part of one of we the people you need to learn who we are

Unknown speaker not human verified

I heard this week that there was another teacher arrested and given 60 years for

Unknown speaker not human verified

pedophilia and porno on the internet we've already had one teacher who

Unknown speaker not human verified

who stalked children and we had three members of our HR group that were under investigation.

Unknown speaker not human verified

The question I have is why are these people being let go from KDISD? I am not accusing

Unknown speaker not human verified

KDISD of saying he did anything here, but did he is the question. And what is going

Unknown speaker not human verified

on with the other gentleman, well not really gentleman, the pedo that was stalking the

Unknown speaker not human verified

little girls and what's going on with the three members that are under investigation

Unknown speaker not human verified

that did not turn this in. It's very shocking some of the things that I read

Unknown speaker not human verified

in one of the policies you have on the agenda tonight on student records. I'm

Unknown speaker not human verified

going to read something from this policy. It says a personal identifier such as

Unknown speaker not human verified

the students biometric records defined as a record of one or more measurable

Unknown speaker not human verified

biological or behavioral characteristics that can be used for automated

Unknown speaker not human verified

recognition of an individual for example fingerprints retina and iris patterns

Unknown speaker not human verified

voice prints DNA sequence facial characteristics and handwriting Social

Unknown speaker not human verified

Security number or student number I know a few months ago you had a super secret

Unknown speaker not human verified

meeting on identification and security that we could not get any information on

Unknown speaker not human verified

you read down a little bit further in this policy and there's a quote

Unknown speaker not human verified

quote, directory that's not quite defined.

Unknown speaker not human verified

And in this directory, basically what it says,

Unknown speaker not human verified

a parent or eligible student may not use the right of refusal

Unknown speaker not human verified

to opt out of the directory information disclosures

Unknown speaker not human verified

to prevent the district from disclosing

Unknown speaker not human verified

and requiring a student to disclose a student's name,

Unknown speaker not human verified

identifier, which means teachers can have medical records,

Unknown speaker not human verified

or institutional email address,

Unknown speaker not human verified

which you give all the students after sixth grade.

Unknown speaker not human verified

Parents opt out of that, I hope.

Unknown speaker not human verified

Who gets this information in this directory?

Unknown speaker not human verified

Is this one of the directories open to the public?

Unknown speaker not human verified

We've already had children stalked via these emails from the teachers.

Unknown speaker not human verified

Is the general public now allowed to get these emails of our children?

Unknown speaker not human verified

That's the question I have in this policy.

Unknown speaker not human verified

Now does the general public have access to the directory

Unknown speaker not human verified

and they can have access to our students' email?

Unknown speaker not human verified

My son's information is still on the net.

Unknown speaker not human verified

I've asked you to get it off with his assignment from December.

Unknown speaker not human verified

full name picture and assignment it also states that a contractor consultant

Unknown speaker not human verified

volunteer or other party to whom the district has outsourced instructional or

Unknown speaker not human verified

excuse me institutional services or functions may be considered a school

Unknown speaker not human verified

official under this paragraph provided that the outside party and it lists what

Unknown speaker not human verified

they do so we have third parties that can get this information as well what

Unknown speaker not human verified

What are you guys doing to our kids?

Unknown speaker not human verified

This is part of common currency scope that we keep telling you that's going on here.

Unknown speaker not human verified

I know for a fact that Mr. Fraley is heavily involved in it with TASA,

Unknown speaker not human verified

and the state senators are now going to go after TASA and investigate it.

Unknown speaker not human verified

Now, I know you don't like the bad press, but you're putting yourself into this situation.

Unknown speaker not human verified

I say pull us out of TASA and TASB because this is from...

Unknown speaker not human verified

Thank you, Mrs. McFarland.

Unknown speaker not human verified

Madam President, quickly, what she's reading from is what was passed by the state legislature, not by the feds.

Unknown speaker not human verified

And it says some directorial information does not include some information that she said was included.

Unknown speaker not human verified

Our next speaker is Tommy Harrison.

Unknown speaker not human verified

My name is Tommy Harrison and I'm a patron in the district.

Unknown speaker not human verified

I have two children that graduated from Taylor High School, one in 2001 and one in 2004 and

Unknown speaker not human verified

they both had children this past year so they'll hopefully be in the district.

Unknown speaker not human verified

I don't see any of us moving from here.

Unknown speaker not human verified

And I'm here to speak in favor of the school activity facilities referendum.

Unknown speaker not human verified

referendum. I just, this school district as exemplified by the people you recognized at

Unknown speaker not human verified

the beginning of this meeting stands for excellence. We have so many excellent programs across

Unknown speaker not human verified

the board and that's something that I strive for in my personal and my professional life

Unknown speaker not human verified

and so I'm really glad that our school district places a premium on excellence. I've been

Unknown speaker not human verified

reading a book lately called Daring Greatly by Brene Brown and in that book she talks

Unknown speaker not human verified

talks about a concept about minding the gap.

Unknown speaker not human verified

And the gap she's talking about is the gap that goes back many years between the train

Unknown speaker not human verified

station and the train.

Unknown speaker not human verified

You don't want anybody falling into that gap.

Unknown speaker not human verified

And it's kind of ironic how Katy is named after the Katy Railroad, which was big into

Unknown speaker not human verified

trains.

Unknown speaker not human verified

The gap that we're trying to work to close, there's basically three gaps.

Unknown speaker not human verified

One is we've got seven high schools and we have one football stadium.

Unknown speaker not human verified

So how do we get from where we are, which is a stadium that's being overutilized

Unknown speaker not human verified

and can't quite accomplish what needs to be accomplished, to where we need to be?

Unknown speaker not human verified

I think the charrettes process that the school adapted that incorporate a lot of different minds into that process,

Unknown speaker not human verified

working with the architects, has done an excellent job and we've got a good product.

Unknown speaker not human verified

The other two projects, the STEM project, science, technology, engineering, and math, I think that's a great project.

Unknown speaker not human verified

As exemplified, these kids are going to be able to use that, and their little brothers and sisters,

Unknown speaker not human verified

and the kids that are now in elementary school that are going to be going through the process.

Unknown speaker not human verified

What better way to go from where we are, which is an excellent school district,

Unknown speaker not human verified

district, but doesn't really have the facility that we need to be able to enrich these mines

Unknown speaker not human verified

to where we'd like to go, which is a better program.

Unknown speaker not human verified

Once again, a lot of people are being included in this process to where we can have the most

Unknown speaker not human verified

excellent, the best facility possible.

Unknown speaker not human verified

Then lastly, the agricultural sciences complex that we're looking at out in the north part

Unknown speaker not human verified

of the district.

Unknown speaker not human verified

what better way to use the funds of the school district and with safety in mind,

Unknown speaker not human verified

not only of our students that are having to travel the northern part of the district

Unknown speaker not human verified

down to where the sale facility is now, but to be able to have that in one area

Unknown speaker not human verified

and also the safety of the animals.

Unknown speaker not human verified

So I applaud the school district for setting up a forum and a process

Unknown speaker not human verified

by which we can come to good decisions.

Unknown speaker not human verified

I think this is a good decision, and I applaud the school district

Unknown speaker not human verified

for putting this issue forward before the voters and I would encourage all the

Unknown speaker not human verified

voters to look at the projects and to vote favorably on November the 5th. Thank you.

Unknown speaker not human verified

Thank you Dr. Harrison. Our next speaker is Dr. Thomas Inman.

Unknown speaker not human verified

Good evening.

Unknown speaker not human verified

My name is Dr. Thomas Inman.

Unknown speaker not human verified

Good evening.

Unknown speaker not human verified

Doc Inman to my friends.

Unknown speaker not human verified

I live in the Katy School District and I have one dollar left at Taylor High School.

Unknown speaker not human verified

I want to say how proud I am to be the first vice president of the Taylor Band Boosters

Unknown speaker not human verified

Organization.

Unknown speaker not human verified

organization, and far too often the only people this board hears from are making complaints,

Unknown speaker not human verified

demanding, and voicing some disapproval of their actions.

Unknown speaker not human verified

I would like to take this opportunity to try something completely different.

Unknown speaker not human verified

I simply want to, on behalf of the Taylor High School Band Booster Organization, the

Unknown speaker not human verified

band directors, students, and their parents, to express our sincere and heartfelt thanks

Unknown speaker not human verified

and gratitude for this board's continued support of the Fine Arts program and KDISD.

Unknown speaker not human verified

In particular, I want to thank all the members of the board for their support of the Taylor

Unknown speaker not human verified

High School Band Program and helping to make our annual March-a-thon a huge success.

Unknown speaker not human verified

I would like to give special recognition and thanks to Superintendent Alton Fraley, Assistant

Unknown speaker not human verified

Superintendent Area 1, Dr. Linda Minnius, former Taylor High School Principal and new

Unknown speaker not human verified

Assistant Superintendent of Area 3, David Kindler, Board Member Brian Mikulski, and

Unknown speaker not human verified

and former board member Chris Crockett.

Unknown speaker not human verified

Let me also thank our own assistant principal, Russell Fowden, 12th grade principal Julie

Unknown speaker not human verified

Henson, 9th grade principal Kathy Steen, and the many alumni and their parents who braved

Unknown speaker not human verified

the summer heat and came out on Saturday, August 17th to march alongside our kids in

Unknown speaker not human verified

a show of commitment and support.

Unknown speaker not human verified

I can't begin to tell you how much it means to the kids to see their leaders actually

Unknown speaker not human verified

standing beside them and marching along with them.

Unknown speaker not human verified

This physical presence and support has a huge positive psychological impact on

Unknown speaker not human verified

our children. Far too often they hear people talk a good game but then little

Unknown speaker not human verified

comes of it. Two weekends ago they saw our board members, school leaders, faculty

Unknown speaker not human verified

and parents not only talk the talk but walk the walk. Actions always speak

Unknown speaker not human verified

louder than words and our kids got the message loud and clear, we care. We once

Unknown speaker not human verified

again generated local support from our community by procuring donations from

Unknown speaker not human verified

business and homeowners alike just some of the community business leaders that

Unknown speaker not human verified

participated were Academy Chick-fil-a John Eagle Honda Randall's smoothie King

Unknown speaker not human verified

H-E-B and Fiesta our Marchathon has become our community's official kickoff

Unknown speaker not human verified

of the new school year and fall band and football season it builds and

Unknown speaker not human verified

strengthens the relationship our school has with its neighbors and business

Unknown speaker not human verified

partners. Families once again gathered on their lawns to witness the

Unknown speaker not human verified

award-winning Taylor Jet Band playing, marching, and stopping to perform

Unknown speaker not human verified

concerts. We hope to continue to grow this in the years to come.

Unknown speaker not human verified

Don't you just love it when technology doesn't work right? As board members you

Unknown speaker not human verified

have the unenviable position of trying to maintain the highest academic

Unknown speaker not human verified

standards, ensure quality teachers and staff, and establish a stimulating and

Unknown speaker not human verified

safe learning environment. Just to make it more interesting, you were asked to do

Unknown speaker not human verified

all this with a shrinking budget and calls for no new property taxes. We all

Unknown speaker not human verified

harbor desire to be liked, so you also hope to make decisions which everyone

Unknown speaker not human verified

will agree with and no one will dislike.

Unknown speaker not human verified

In other words, an impossible and often thankless job. As a Katy parent, I am

Unknown speaker not human verified

thankful that this board and its wisdom and insight dr. Inman thank you for

Unknown speaker not human verified

being here

Unknown speaker not human verified

our next speaker is Olivia Jones good evening miss Jones we're glad you're

Olivia Jones not human verified

here. Ladies and gentlemen, good evening. Good evening Superintendent Fraley and

Olivia Jones not human verified

Madam President. My name is Olivia Jones. I am a husband. David have been residents

Olivia Jones not human verified

here in Katy since 2008. Our youngest daughter, Anna, is beginning fourth grade

Olivia Jones not human verified

in the two-way immersion program this week at Memorial Parkway Elementary. She

Olivia Jones not human verified

will graduate, God willing, in 21 months with a fifth grade education in two

Olivia Jones not human verified

languages thanks to the farsighted investment of the school district and

Olivia Jones not human verified

and the help of the teachers and the parents in that program.

Olivia Jones not human verified

Tonight I want to focus on Katy ISD's leadership

Olivia Jones not human verified

in dual language education at the secondary level.

Olivia Jones not human verified

Our neighbor, Houston, the fourth largest city in the nation,

Olivia Jones not human verified

is bilingual, biliterate, and bicultural,

Olivia Jones not human verified

and has been for decades.

Olivia Jones not human verified

Wide sectors of our local economy

Olivia Jones not human verified

rely on the bilingual professionals in health care,

Olivia Jones not human verified

research, and energy.

Olivia Jones not human verified

Katy's primary education system has made the leap,

Olivia Jones not human verified

initiating and maturing the two-way immersion project for over the past 10 years from a grant

Olivia Jones not human verified

application to its first look at an elementary school graduating class in 10 months may 2015

Olivia Jones not human verified

our conclusion is that our secondary education program in Katy ISD needs a dual language track

Olivia Jones not human verified

how have other school districts in Texas handled the challenge for San Juan's parents used the

Olivia Jones not human verified

legal system to require the school district to spread out dual language education across all 12

Olivia Jones not human verified

12th grades.

Olivia Jones not human verified

Spring Branch, just to our north, took a look at a perceived impending charter violation

Olivia Jones not human verified

to expand its 20 appointed seats at Westchester Academy for International Studies to two different

Olivia Jones not human verified

middle school programs.

Olivia Jones not human verified

Let's take a look at that program.

Olivia Jones not human verified

The handouts we've provided give you a little bit of a breakdown at how the middle school

Olivia Jones not human verified

program is going to look at one of Spring Branch's middle schools this fall for their

Olivia Jones not human verified

dual language education students.

Olivia Jones not human verified

Spring Branch opened three pathways at two existing junior highs.

Olivia Jones not human verified

All of the dual language junior high students received daily core instruction in five periods,

Olivia Jones not human verified

three in Spanish, two in English.

Olivia Jones not human verified

Two periods are in English daily, that would be English language arts and one additional core subject, math, Texas history or science, depending on which grade level you're in.

Olivia Jones not human verified

One period is in Spanish language arts daily through eighth grade and the other two remaining core courses are taught in Spanish.

Olivia Jones not human verified

All students sit for the advanced placement exam in Spanish at the end of eighth grade.

Olivia Jones not human verified

This amounts to approximately two hours and 15 minutes a day in Spanish instruction.

Olivia Jones not human verified

We can do this in Katy. We can do this.

Olivia Jones not human verified

Students choose how to allocate their remaining time between blocks of instruction in PE, additional Spanish language arts, or the standard junior high electives.

Olivia Jones not human verified

Katie ISD is well positioned to take the lead in dual language education.

Olivia Jones not human verified

At the secondary level, Katie's home to an extensive pool of bilingual professionals.

Olivia Jones not human verified

There's a high level of parent awareness that dual language offers the best cognitive training

Olivia Jones not human verified

for their children regardless of their native language.

Olivia Jones not human verified

And our administration understands the benefits of dual language instruction for all student

Olivia Jones not human verified

populations.

Olivia Jones not human verified

Let's set the bar high.

Olivia Jones not human verified

Thank you all for supporting dual language education in Katy and bless you

Olivia Jones not human verified

for serving our kids. Thank you.

Unknown speaker not human verified

Thank You Ms. Jones. Our next speaker is Pete Gavril. Good evening Mr. Gavril.

Pete Gavril not human verified

It's good to see you. Good evening Madam President, Board

Pete Gavril not human verified

members, Superintendent Fraley. I want to thank you very much for allowing me the

Pete Gavril not human verified

opportunity to speak tonight. I want to talk tonight about a topic I am

Pete Gavril not human verified

extremely passionate about and that is volunteering. As we have experienced

Pete Gavril not human verified

tonight and seen tonight in many occasions, Dr. Redmond, Dr. Harrison, the

Pete Gavril not human verified

young man with the STEM group, Katy prides itself in working in the

Pete Gavril not human verified

community and being a leader not just in the community but the state and even

Pete Gavril not human verified

nationally. This is evidenced by the influx of people and businesses coming

Pete Gavril not human verified

in wanting to be a part of it and the ability we have to partner with these

Pete Gavril not human verified

community members and businesses. So when I speak tonight about the issues coming

Pete Gavril not human verified

up regarding the bond referendum, it only opens more opportunities for volunteering.

Pete Gavril not human verified

When you look at the student athletic facility, not only the band but other

Pete Gavril not human verified

types of activities that we look to see going on in that facility and in the

Pete Gavril not human verified

existing facilities that we do have. Also we're looking at the STEM. A lot of

Pete Gavril not human verified

people were kind of not clear and being exposed to what the STEM represents, but

Pete Gavril not human verified

But when you see what's happening tonight and you hear a young man talk about what goes on in the background with so many parents and other volunteers, it just brings a lot of pride to a lot of people.

Pete Gavril not human verified

Then you look at the ag situation.

Pete Gavril not human verified

That is just going to expand Katy into being a boomerang into this community and in the state with how much it's grown just in the fact that I've been here since my two kids graduated from Taylor 09 and 012.

Pete Gavril not human verified

We've gone from a little old facility right in my backyard to what we have now.

Pete Gavril not human verified

It's just outstanding to be a part of that.

Pete Gavril not human verified

and I want people to really understand that this referendum coming up in

Pete Gavril not human verified

November it's obvious what's going on with the students and the faculty but

Pete Gavril not human verified

look at the opportunities for volunteering with other students parents

Pete Gavril not human verified

grandparents neighbors and people just in the community that is something I

Pete Gavril not human verified

want to make sure that people do remember and see that we do have that

Pete Gavril not human verified

opportunity in Katy to do that with this referendum thank you very much

Unknown speaker not human verified

Thank you Mr. Gavriel. Our next speaker is Valerie Rodriguez.

Unknown speaker not human verified

Good evening Mrs. Rodriguez, welcome. Thank you. Good evening parents, teachers, students,

Unknown speaker not human verified

some of them have left board members superintendent Fraley and madam

Unknown speaker not human verified

president thank you for this opportunity to speak I have been a resident of Katy

Unknown speaker not human verified

for 22 years I'm a native Estonian and I'm also a do-over parent I have a child

Unknown speaker not human verified

who graduated from Taylor High School in the band my most wonderful years Taylor

Unknown speaker not human verified

High School band in 2000 and my husband and I adopted two children two brothers

Unknown speaker not human verified

others. And so we decided to accept the challenge of a do-over. And I have seen this school

Unknown speaker not human verified

district grow by leaps and bounds and I cannot even imagine wrapping my mind around all the

Unknown speaker not human verified

issues that you gentlemen and ladies have to deal with. And I have seen just amazing,

Unknown speaker not human verified

fabulous things that have been given to the students here and to the parents. And of course

Unknown speaker not human verified

I'll get a lot of feedback back from the parents too, some of it good, some of it bad.

Unknown speaker not human verified

But, you know, we need to look at everything,

Unknown speaker not human verified

and we appreciate the opportunity to speak about everything.

Unknown speaker not human verified

My husband and I, James, adopted two brothers in 2005,

Unknown speaker not human verified

and our grandparents immigrated from Spain.

Unknown speaker not human verified

Both of our grandparents did.

Unknown speaker not human verified

And, you know, as they raised their children, their descendants did not learn Spanish

Unknown speaker not human verified

because it was important to learn English.

Unknown speaker not human verified

and so my husband and I don't speak a word of it.

Unknown speaker not human verified

So we had a goal for our children.

Unknown speaker not human verified

We actually have 18 goals for the children that we adopted,

Unknown speaker not human verified

and the goals were to become fluent in speaking, reading, and writing in Spanish.

Unknown speaker not human verified

We've been blessed by the services provided by KISD from the very beginning.

Unknown speaker not human verified

Our boys came to us with disabilities,

Unknown speaker not human verified

and Project Tyke has been involved and worked with us for three years.

Unknown speaker not human verified

Amazing people at Project Tyke.

Unknown speaker not human verified

I mean they were at our house two days a week for three years and they brought

Unknown speaker not human verified

these children through they taught us how to help them they helped them

Unknown speaker not human verified

overcome their disabilities that they were born with and prepared them to be

Unknown speaker not human verified

fully integrated in regular classrooms and they were accepted in the TWI

Unknown speaker not human verified

program we live in Greenway Village in a district zone to Fielder Elementary and

Unknown speaker not human verified

we were thrilled when we learned that KISD was going to help us accomplish one

Unknown speaker not human verified

of the goals that we have for our children the parents are just really

Unknown speaker not human verified

really involved in this and we know it's a tiny program and y'all are involved in

Unknown speaker not human verified

so many excellent programs but we really do believe that it's it's a it's a

Unknown speaker not human verified

change it's a change that needs to happen in this in this district and we

Unknown speaker not human verified

need to catch up with what some of the other districts are doing we did a we

Unknown speaker not human verified

We did a review of a district that has some of the same demographics that Katie does,

Unknown speaker not human verified

and that's the Clear Creek Independent School District.

Unknown speaker not human verified

I did provide a handout for you all.

Unknown speaker not human verified

They actually have two-way immersion program in every elementary school in their district.

Unknown speaker not human verified

Every fifth grader graduates being bilingual.

Unknown speaker not human verified

and now they're developing an intermediate program they reviewed

Unknown speaker not human verified

three different programs of Pasadena ISD the Isleta ISD program in Houston ISD

Unknown speaker not human verified

and they found thank you miss Rodriguez for being here and we have your your

Unknown speaker not human verified

information to review thank you our next speaker is Bob McSpadden

Unknown speaker not human verified

evening mr. McSpadden we're glad you're here

Bob McSpadden not human verified

Dr. Fraley and President Fox the board I appreciate the opportunity I'm Bob McSpadden

Bob McSpadden not human verified

I live in the district. I looked it up. I had two children that actually graduated in 94-97.

Bob McSpadden not human verified

Last time I spoke, I didn't remember. Sometime in the last century, I think that's what I said.

Bob McSpadden not human verified

I want to talk a little bit about the stadium. As it's gotten out in the news and people have looked at it,

Bob McSpadden not human verified

people ask the same question that I actually asked when I participated in the Design Charette.

Bob McSpadden not human verified

And before I went, I heard we were going to build it right next to the other stadium, and I thought, well, that's kind of crazy.

Bob McSpadden not human verified

And I heard people say that and I thought, well, that is kind of crazy.

Bob McSpadden not human verified

But what I want people to do is to look into it.

Bob McSpadden not human verified

This decision wasn't made lightly.

Bob McSpadden not human verified

I have a few points about the advantages.

Bob McSpadden not human verified

The shared infrastructure.

Bob McSpadden not human verified

There will be, what I mean by that is one of the issues, you say, well, what about the traffic problems?

Bob McSpadden not human verified

Well, you're going to have officers to cover both stadiums.

Bob McSpadden not human verified

And the games, you never know how long they're going to be.

Bob McSpadden not human verified

They're going to be out at different times.

Bob McSpadden not human verified

so you have all those officers to handle whatever traffic happens and the roads are improving.

Bob McSpadden not human verified

And there's shared services that we have, shared infrastructure. But the biggest thing is,

Bob McSpadden not human verified

saves money. One of the goals in the design charrette was we wanted to come up with a project

Bob McSpadden not human verified

that did not raise the tax rate if at all possible. Well that land anywhere else would be

Bob McSpadden not human verified

from 30 to 40 million dollars and I believe we would have to raise taxes if it were that high.

Bob McSpadden not human verified

The other thing I want to tell people to do is there's rumors, there'll be more rumors,

Bob McSpadden not human verified

to go to the website and look at the frequently asked questions.

Bob McSpadden not human verified

And if your question's not on there, somebody else is thinking about it, post the question.

Bob McSpadden not human verified

So make yourself an educated voter so when you do go vote, you have good basis and not

Bob McSpadden not human verified

based on what your brother-in-law told you or what you heard done at the coffee shop,

Bob McSpadden not human verified

that you'll find out that we actually do need the facility and there is a reason

Bob McSpadden not human verified

for putting it where it is which is economic and a lot of other reasons and

Bob McSpadden not human verified

I'm going to tell you a little secret I am a football fan I never played

Bob McSpadden not human verified

football I'm a band guy I was in the band if it wasn't for band I probably

Bob McSpadden not human verified

wouldn't have gotten out of high school because it gave me a really good reason

Bob McSpadden not human verified

and the students you saw here with the STEM project and all these

Bob McSpadden not human verified

these extracurricular activities actually gives their not as exciting education more

Bob McSpadden not human verified

meaning.

Bob McSpadden not human verified

And this is just another way to serve our students and to get them involved in other

Bob McSpadden not human verified

aspects.

Bob McSpadden not human verified

One of the fun things I do at Rhodes today is I talk to the cameraman, the students that

Bob McSpadden not human verified

are filming the game, because my brother's actually in that business.

Bob McSpadden not human verified

And I ask them about it and what they do and what they learned.

Bob McSpadden not human verified

So it's just a very broad spectrum of benefit more than football and the

Bob McSpadden not human verified

siding is economic and has a lot of advantages. But thank you very much and I

Bob McSpadden not human verified

do support the bond issue. Thank you. Thank you Mr. McSpadden.

Unknown speaker not human verified

Our next speaker is Bill Clybur.

Unknown speaker not human verified

Did I say that correctly?

Unknown speaker not human verified

Cleaver?

Unknown speaker not human verified

Did someone?

Unknown speaker not human verified

Okay, maybe he had to leave.

Unknown speaker not human verified

leave someone named bill sign up and i'm saying your name incorrectly on the

Unknown speaker not human verified

okay he probably didn't like the one minute morning that sergeant at arts keeps giving

Unknown speaker not human verified

our final speaker is dr lisa babin good evening dr babin it's good to see you

Bill Clybur not human verified

um i hate public speaking i'm horrible at it so we'll just apologize profusely beforehand

Bill Clybur not human verified

hand I'm dr. Babin I have two children in the district I'm very proud of my

Bill Clybur not human verified

children being in this district I would not be here if I did not love the

Bill Clybur not human verified

district and did not have a reason for being here I have some compliments some

Bill Clybur not human verified

concerns and some minor complaints nothing major I want to say first off

Bill Clybur not human verified

that I love Tompkins I love how you seamlessly seamlessly integrated that

Bill Clybur not human verified

into the existing community to make it look like that it was always there the

Bill Clybur not human verified

wrought iron and brick around the detention pond oh my and guess what I

Bill Clybur not human verified

I want that for somewhere else.

Bill Clybur not human verified

And there's a reason why.

Bill Clybur not human verified

But further up the road from there, Andy Myers put the road through.

Bill Clybur not human verified

And at your transportation center, there's brick and wrought iron there too.

Bill Clybur not human verified

And it looks really sharp.

Bill Clybur not human verified

I mean, it makes our district look fabulous.

Bill Clybur not human verified

So I'm here tonight to mention to you that on the East Transportation Center,

Bill Clybur not human verified

which I'm a huge fan of, I love those ladies up there,

Bill Clybur not human verified

we have barbed wire fencing.

Bill Clybur not human verified

And it really is old.

Bill Clybur not human verified

and I got a phone call today from one of my favorite people in the district

Bill Clybur not human verified

telling me that you know it was on the radar but I really wanted to bring it a

Bill Clybur not human verified

little further to the attention and it affects our community because it makes

Bill Clybur not human verified

it look like we are some sort of alternative institution up there like

Bill Clybur not human verified

we're holding our buses hostage our band hostage which everybody knows I'm a huge

Bill Clybur not human verified

bandite and it's just not really pretty okay and I mean I know a lot of people

Bill Clybur not human verified

say that that's not important it's not bricks and whatnot but it really does

Bill Clybur not human verified

add or detract from the community and it's time to address that we're 30 years

Bill Clybur not human verified

old and we have houses to sell up there and we have a school to fill up there

Bill Clybur not human verified

too and so when you're taking people through the community and they're

Bill Clybur not human verified

looking at things they're going why are y'all holding your band and your buses

Bill Clybur not human verified

hostage okay when we've been on the other side and we can buy a new house

Bill Clybur not human verified

over there and everything's pretty and nice so I'd really like to see that

Bill Clybur not human verified

addressed I'd also like to see two trash cans at the back of the pack they we

Bill Clybur not human verified

have two outside our Performing Arts Center thank you for the retro up fit

Bill Clybur not human verified

grade we love that but those trash cans are constantly full and don't get

Bill Clybur not human verified

emptied and the trash spills out of them I'm back there a lot with the band

Bill Clybur not human verified

students volunteering back there and I'm kind of tired of picking it up I don't

Bill Clybur not human verified

mind picking it up but literally I've had to go home and get trash bags to

Bill Clybur not human verified

pull the trash out it just doesn't get emptied enough and we think we need to

Bill Clybur not human verified

encourage the students to utilize more trash cans maybe another one on the other side where the band

Bill Clybur not human verified

entrance hall is um the arrows at the front of maid creek high school kudos to whoever painted

Bill Clybur not human verified

those and redirected the traffic there um it it it has never ever in the 20 years i've been around

Bill Clybur not human verified

flowed so smoothly so big time raise for that person um the pod there's a pod on the side

Bill Clybur not human verified

we'd like y'all to move that before Friday we have buses that come in to

Bill Clybur not human verified

deliver our football players on the side of the pack it needs to go football and

Bill Clybur not human verified

Martinets come in on that side and it was really kind of dicey on the first

Bill Clybur not human verified

day of school so that needs to just be moved maybe over to the parking lot

Bill Clybur not human verified

where the Martinets and football players park we need some sidewalks we have two

Bill Clybur not human verified

areas that y'all have missed and it just is not safe children are walking in the

Bill Clybur not human verified

street so I probably need to get with mr. Bremer and discuss that with him and

Bill Clybur not human verified

And then I'd like to see more effort on teaching our younger

Bill Clybur not human verified

children in the recycling effort.

Bill Clybur not human verified

I worked the band lock-in, and I recycled the aluminum cans.

Bill Clybur not human verified

I went to China this summer.

Bill Clybur not human verified

A water bottle is worth $0.16 in the train station,

Bill Clybur not human verified

which I'm a big train person.

Bill Clybur not human verified

And these people put their cards in,

Bill Clybur not human verified

and they put their water bottles in,

Bill Clybur not human verified

and they get $0.16 on their .

Unknown speaker not human verified

Thank you Dr. Babin. Mr. Fraley?

Unknown speaker not human verified

Mr. Fraley, two things. One thing, Dr. Babin, I was out at May Creek Monday morning and Dr. Steele talked to me about the fence as well.

Unknown speaker not human verified

And she's the one I think that had the idea about the arrows and the break up in the front parking lot that I noticed as well.

Unknown speaker not human verified

So she may get a raise. We'll see about that.

Unknown speaker not human verified

Another thing, I misspoke earlier regarding the student director information policy there.

Unknown speaker not human verified

I really wanted to say it was not part of CSCOPE. It was not part of CSCOPE.

Unknown speaker not human verified

C-Scope is curriculum and this is by director information.

Unknown speaker not human verified

Okay, that concludes our public forum portion of the evening.

Unknown speaker not human verified

Okay, gentlemen, I'll direct you to the, let me see, do we have any reports?

Unknown speaker not human verified

So it's time for our consent agenda and the chair will entertain a motion.

Unknown speaker not human verified

Madam President.

Unknown speaker not human verified

Unknown speaker not human verified
