The board met earlier this evening in closed meeting. Any action arising from discussions in a closed meeting must be taken in a subsequent open meeting.
This is a meeting open to the public, not a meeting of the public. There are students and other guests present.

Disruptive behavior and or comments will not be allowed.
The KDISD Board of Trustees meets monthly in a regular meeting,
generally to receive reports from the staff and to take action on recommendations from the superintendent.
Whereas there may not be lengthy discussions or a litany of questions tonight,
please know that we've had the agenda for over a week.
As a board, we've reviewed each agenda item in a public work study session with
the administrative team where we were able to ask and receive answers to our
questions. Thus, as a board, we should have appropriate knowledge and should be
prepared for our responses regarding the content of this meeting tonight. Mr.
Fraley, will you verify that we are in compliance with the provisions of the
Texas Open Meetings Law in regard to the notice for this meeting? Madam President,
we are in compliance. First item is the hiring and accepting of residential professional
contractual personnel. Madam President. Mr. Michalski. I move that the board
approves the personnel report as recommended by the superintendent. Second.
I have a motion by Mr. Michalski, a second by Mr. Dubrell that the board approves the
personnel report as recommended by the superintendent. Is there any discussion?

Senator Mitch, considering consideration of an action concerning the administration's
recommendation to rescind previous Board action regarding the employment status
of two employees. Madam President. Mr. Griffin. I move that because the
contracts have not yet been offered or accepted that the Board rescind the
actions taken March 18, 2013 to renew the employment contracts of Tim Evans and
Omar Ramirez. Second. I have a motion by Charles Griffin, a second by
Dr. Proctor, that because contracts have not yet been offered or accepted that

sisters Lynette Rodriguez and Cynthia Rodriguez correct yes sir
Joshua I had six sisters five older than me
Joshua likes football soccer reading math and science and his favorite
Subjects are science, math, social studies, and reading.
What do teachers say about Joshua?
Well, we have three teachers talking about you, son.
Joshua, here's a warning.
Mrs. Borrett and Ms. Segler say that Joshua Rodriguez is a leader.
At the beginning of his fifth grade year at Hustle Elementary, he was elected by his peers to lead the student council.
On the football field and in the classroom, Joshua exhibits the traits of a strong leader
and earns the respect of his teammates, fellow classmates, and his teachers by showing a strong work ethic and a sense of fair play.
Academics who are important to Joshua, his name appears on the honor roll every grading period as a testament to his hard work and determination.

He was one of my best students.

I remember that I was invited to his seventh birthday party in the afternoon to meet his family.
They were always involved with his schoolwork and school activities.

I've been a Hetzel for seven years and they're one of the best years of my life so far because
the teachers are wonderful and they always make sure we do the right choices and they
help us for the future.

This is a special group of young men who meet about 7.15 a.m. in the morning.
they asked me to come speak and I was there and I learned from the teacher that if you're there on time you're late.
Must be there early. I thought I wish someone had told me that a long time ago because I'm way out of compliance with that standard.
But we're trying to get better. So glad to have you here, Joshua, and your classmates.

Next we have our recognitions.
I want to introduce Mr. Steve Stanford, Director of Communications for our recognitions this evening.
Good evening, Madam President, Board Members, and Superintendent Fraley.
CenterPoint Energy's 2012 Schools Conserving Resources Program, commonly known as SCORE,
is a no-cost voluntary program which offers incentives for energy reduction projects.
Through numerous new construction projects designed with advanced energy efficient measures,
KDISD has earned more than $71,000 from CenterPoint.
These projects will reduce our energy consumption as well as reduce our greenhouse gas emissions
by an estimated 574 metric tons of carbon dioxide equivalent.
This is equivalent to eliminating the annual greenhouse emissions of 112 passenger vehicles,
64,000 gallons of gasoline, or 71 homes.
In total, the exceptional participation in CenterPoint Score Program over the last six
years has earned KDISD $314,617 in incentives.
At this time, I'd like to introduce the following representatives from CenterPoint Energy.
Christy Hardy, Energy Efficiency Program Manager, and Steven Grumillion, Program Consultant
for a special incentive check presentation to the district.
Accepting the check on behalf of KISD is Kathy McDonnell, KISD Executive Director of Maintenance and Operations,
and Mike Mahe, KISD Utility Conservation Manager.
for our next recognition we will recognize ktisd state wrestling champion students students and
coaches when i call your name please come forward first we have ivan delion seven lakes high school
ivan is a senior at seven lakes high school his parents are yolanda
and maynard dalion and he's coached by mike demarchi and brad armstrong ivan was undefeated
in the 285 pound weight class and finished with a record of 61 and 0.
Mr. Daly, I can have a demonstration with Mr. Huckabee right quick.

Next we have William Homelon, Morton Ranch High School.
William is a junior at Morton Ranch High School.
His parents are Mateo Garcia and Sonda Tomalan.
William is coached by Mark Balzer and Daniel Black.
William completed a record season in the 120-pound weight class with a 57-4 overall record.
He broke two school records at Morton Ranch, one being the most wins in a season.
At the state tournament, he defeated two previously undefeated wrestlers in his route to a state title. Congratulations.
Next we have Chassidy Villarreal, Cinco Ranch High School.

Chastity is a senior at Cinco Ranch High School.
Her parents are Angela and Anthony DeLeon,
and she is coached by Bill Duchesne and Luke McCann.
Chastity, who is also a captain of her team
and has only been wrestling for two years,
was undefeated in the 148-pound weight class
with a season record of 39-0
and an incredible two-year record of 72-10.
She is among the all-time leaders at Cinco Ranch,
having been the first female undefeated wrestler.
She also holds the single season and career best records along with single season best team points. Congratulations.

Each year the Scholastic Art and Writing Awards offer an opportunity for students to be recognized
for their creative talents.
The Scholastic Art and Writing Awards are the longest, most prestigious recognition program for the creative teens in the U.S.
and the largest source of scholarships for young artists and writers.
This year, Katy ISD had a total of 12 regional Gold Key Writing Award winners.

Assistant Director of Fine Arts.

A very special honor to introduce students to you.
Each year KDISD students participate in the annual Houston Livestock Show and
Rodeo School Art Program. We are proud to say that our students have historically
competed very well in this competition including the district art auction world
record set in 2011 with the grand champion price selling at $205,000.
Tonight we are recognizing a student artist who did exceptionally well
this year miss Audrey Lou at Wood Creek Junior High I'm very proud to announce
that our junior high students have not only won the overall champion for the
junior high art award five out of the last eight years in Katy ISD but in
addition to that one of our schools has just won back-to-back junior high
champions that would be Wood Creek Junior High and I know their principal
is here tonight.
I think you have this in your handout so you can refer to that at your table there.
And without further ado, I would like to announce the junior high champion winner
over all the junior high pieces that showed at the Grand Prix judging.
to earn the most prestigious award in this category the 2013 junior high
champion is miss Audrey Lu for her artwork titled together please come
forward and be recognized at this time and mr. Rob Hall stand and be recognized
as well

At this time, we're going to move to the Youth Art Month Program.
It's a national annual observation held each year in March
to emphasize the value of art education for all children
and to encourage support for quality school art programs.
The Texas Art Education Association holds an annual statewide competition, and the top
100 award-winning pieces are exhibited at the State Capitol in Austin.
I know some of the parents have a little jet lag today because the award ceremony was yesterday.
For the second consecutive year in a row, a student at Seven Lakes High School under
the supervision of Madeline Bazan was selected to have the winning flag design flown in Washington,
Washington, D.C. as part of the National Youth Art Month celebration.
So we're very proud of the school and Madeline and the students there.

She was also notified yesterday that her piece was selected to stay at the Austin
Capitol as part of the 2013 Governor's Top 10 Pieces Award. It will hang in the
Governor's office for a one-year Youth Art Month exhibit for everyone to enjoy.

desk.
We are so proud of our students today.
We have one more winner to come up front and a special presentation for Madeline Buzan
students for the KDISD's National Flag Design winner.
Her name is Kathy Wang and her flag design did flow in Washington, fly in Washington, DC.

like to introduce Mr. Bob Bryant, Executive Director for Fine Arts for KDISD.
President Fox, members of the board, and Mr. Fraley, we're so thankful for recognizing
the talents of so many students here tonight.
We know it takes time out of your schedule, but this is what it's all about.
As many people say, this is the main thing.
This next group of students are high school actors, and they have gone to the state thespian
convention and through a competition there.
The group that you will be introduced to tonight are those who have qualified for the National
competition which will be held this summer at the University of Nebraska
Lincoln in June we have a couple of their teachers here but I'm going to go
ahead and make excuses for teachers or students that we might not hear of
tonight you may or may not know that we're right in the throes of one at play
UIL competition season and their next round we've got four schools who are in
the playoffs and their next round is Thursday evening and it's at Taylor High
School we'd like to invite all of you to be there it starts at 6 o'clock you get
to see all four plays. You'll be out of there in four hours and it is the best
entertainment you can get around. So with that I want to introduce you to the
teachers who might be here. I know there's two, Chalks, Landgreaves in the
back and then Rachel you were here somewhere. Oh she's sitting down over
there.
Anyways you might expect it the state level is very difficult and these now
are qualified on to the nationals. So Mr. Stanford if you'll introduce our

reformers in this reforming for education has any textbook whether it's
been approved or not after the c-scope fiasco and the web 2.0 fiasco that
they're going to get out to teachers for free and some are paid I have called on
this without any approval process just saying you don't have an approval we're
going to give it to you you can go out there openly and your children can go
out on iTunes whether you like it or not parents it's not a place I want my son
to go to at six years old or a 10 years old i want to be able to control where my child at that age
goes to on the internet and i have that authority you guys need to get it together we need to stop
giving money to people that go with terrorists like bill ayers with tasby and tasa and stop this
nonsense we need to have mr fraley reprimand for the crap and it is crap that he's putting through
our school district you guys need to learn the words you're using the
information you're putting out what these associations are doing and what
these people you have hired to do are doing we've got a new guy here for the
IT has anybody really checked out his background I'm real curious to know if
he knows what Copa is and if he does thinks it hip buzz in charge of that as
well does he really know what's on web 2.0 tools and what's behind it does he
really know the agenda which most of you don't know are going on in this country
you can laugh and giggle all you want but most of people in the United States
are getting very upset with what people like you who have voted in with the
responsibility are doing and not doing the research and not hearing people that
that care about their sons and daughters.

That's one of the main reasons we moved out here to Katy.
Yesterday I was the privilege, I'm a guard mom, privileged to go to the state finals all the way in Clear Lake for Color Guard.
And Color Guard, what people don't know about it is, it's part of our band, but their winter season is Winter Guard.
But it is a fine art, it is a science, I mean these kids are amazing athletes.
And they put on shows like you would not believe.
Last year, Katy High School won their division.
Somebody needs to show y'all a whole night of what they do because it blows your mind.
Last night we didn't do so well, but still they're never really recognized.
And Friendswood won their division in cadet division.
And when you see all these buses pull up, they had advertising galore all over their buses.
Not just we're hiring for bus drivers, I'm talking subdivisions.
And artwork, you want to talk about artwork?
work these are some of the most be it look like some of the artwork we saw
tonight these were designed you know come move to Friendswood where you know
this subdivision and I'd like an update on that I'd like to see where we are
with that I mean Dunkin Donuts we're finally getting one out here I have no
problem with them advertising on our police officers vehicles I have no
problems with our police officers being at Dunkin Donuts seriously safest place
in town to get a donut okay I got we'll split the difference if Shipley wants
half the fleet fine with me I have no problem with it money is money revenue
stream is revenue stream and people know me I pick up pennies I pick up the
little pop tabs because those are for Ronald McDonald I mean I'm a scrounger
I'm a scrapper I save aluminum cans that's just the way I am sorry how I was
raised so I'd like to see back to Friendswood with their fantastic signs
I'd like to see if maybe we could do something for the youth regarding
guarding, getting them involved in something.
They had a cadet program, and their cadet program won last night.
There's two cadet programs, so there was a first and a second.
These were 7th and 8th graders performing with flags,
and these girls were performing on collegiate level.
They blew your mind.
And they start by teaching the kids simple things in phys ed like baton,
which teaches in ballet.
So there's a way that we can incorporate this and help train our color guard up.
Our numbers are low.
We can't compete unless we have five.
And there's two circuits in Texas.

And, you know, it's something to get the kids involved.
So maybe we can look at some way.

You know, I know there's a lot of competition with dance studios and all of that,
but where I'm from, we didn't have outside dance studios.
videos, community education had gymnastics and that revenue
went to the school.
We utilized the school's gymnastics equipment.
We utilized everything and we kept it in house.
And it built your school up.
Our schools had gymnastics teams.
Our cheerleading squads externally were like elementary
school were in house.
So I just wanted to know if we could one, get an update on
where we're at with the stickers and whatnot on the signs and
and Dunkin' Donuts and all that.
And if you need help with that, I'll be glad to go ask Dunkin' Donuts
if they want to pay us to put their stickers on our police cars.
I've got no problem with that.
Bring you back some donuts, too, free of charge.
So I was just kind of wondering if we could look at that
and maybe look at a cadet program down the line for our 7th and 8th graders
and maybe do something with our 5th and 6th graders
because it does incorporate our phys ed.

dr. dr. Proctor couple get your microphone on I have a couple comments
on a couple of them. I don't know if we need to pull them and not vote on them.
Whatever your pleasure is. I believe that if it's a comment
or a question with a quick answer that doesn't involve discussion, you don't have to
pull the item off consent agenda. If it involves discussion with the board, we will remove it
and vote on it separately. So why don't you get started and we'll see if we need to make it a
separate item. Tab 3, when we look at
the pay for a laborer, and a laborer is worker qualified
for only for unskilled or semi-skilled work that's about what we pay a
certified teacher substitute so during the budget process kind of going after
our goals I think it would be good to look if there's any way we could tweak
that up for a starting a starting salary I don't know if we could or not but when
you look and compare an unskilled laborer to somebody who has four years
of college and a certificate and all that, it shows you where education ranks in the world.

We have looked at increasing the subpay in the next budget cycle.
So it would be recommended more than likely in the next budget cycle.

And the only question I had on the staffing plan, number four, was as we get into the budget,
we can have changes in this?
Until the board approves it, yes, sir.
okay I just want to make sure and then I would say the staffing plan actually the
staffing plan to be approved tonight yes but I mean like say when we get into the
budget and somebody figures out we need a few more of these for those maybe at
it yes sir we can always anytime during the year actually modified a second
plan yes sir just wanted to make sure okay on the you're looking for a job Dr.
proctor set without a bell no no okay just check it on the approval of the tax
report I was looking at the delinquent taxes and I wanted to ask mr. Moore is
there any way we can get a split well I don't even know what the interest is and
the penalty I know the penalty goes to the collection firm so is there any way
on that number to get a split between interest and penalty well I'm not sure I
saw split but okay it says delinquent taxes and then it says penalties and
interest isn't the penalty yes we can do that okay I think well with the new
computer runs that we get from the counties I can't really say until I look
at them okay I was just I was just wondering with our collection firm sure
how how it goes and the final one is just a suggestion on the minutes and the
minutes of the special board meeting they don't say a whole lot and I'm not
we're not set up to videotape these but everybody on this board did a lot of
work and added a lot to all of that and maybe there's a way that we could tape
them so that we can go back from time to time and see gee how did we get to where
we are and you know just maybe take this the special meetings I don't know what
the requirements are on making records of special meetings or whatever and i'm not being critical
when i'm but we had i think three really good meetings with really good discussions and we got
to i think where we needed to be but if somebody had to ask me tomorrow of course i'm the old guy
how did we get there i couldn't reconstruct the whole thing it would be nice
especially in the future when this is done again for people to maybe listen to
it that's all actually not the last program I do Sam Rayburn quote about
making a sausage some things you watch being made you can't enjoy it as much
but uh nah I hear you and it really is it's called the board whatever they wish
